The aim of the article is to systematize the research results on the definition of the public administration concept and its characteristics. Providing such an opportunity is combining general theoretical and special legal methodology of conducting scientific research. Research results. The authors studied the issues of its organizational and implementation components to form a common vision regarding the evolution of the public administration paradigm in general, as well as its features at the current stage of Ukraine's development as an independent democratic state that is in armed confrontation with an aggressor country. Practical implementation. Since the declaration of Ukraine's independence, an attempt has been made to optimize the institutional aspect of socio-economic and political reforms, but we may assert that the path chosen at that time was wrong, because it would be more appropriate to conduct administrative reform in a different direction. In this regard, there is still a tendency to constantly optimize domestic legislation and adapt it to the basic principles of public administration which have proven their effectiveness abroad. It is argued that the world community reached a consensus on the expediency of re-orienting all state mechanisms, processes, and relations with the private sector to a person-centred approach, where the individual is postulated as the highest social value, the center of the entire social system and structure. The purpose of the article is to study public-private collaboration as the main tool to guarantee national security and the sustainability of the State. Research results. The article examines the content, characteristics, and development prospects of public-private collaboration. The system of legal instruments of Ukraine regulating this issue is analyzed. The principles of implementation of the public-private partnership are characterized, as well as the key requirements for its effectiveness. It is summarized that the public-private partnership in the field of national security and defense is a form of cooperation that must guarantee the effectiveness of the implementation of protection and defense measures in the form chosen by the parties in the relevant contracts or agreements. The article analyzes the public administration of space activities in such countries as Australia, Brazil, South Korea, People's Republic of China, and the United States of America. Regulatory legal acts intended to regulate the space activities of some European Union member states were also analyzed. Comparing the legislation of different countries with different legal systems allowed us to state that there are serious obstacles on the way of combining the efforts of different countries in the field of space activities due to the national and cultural specifics of space exploration by representatives of different peoples. Therefore, this specificity determines the priorities for each specific country in the space sector. It is found out that at the present stage, global space activities are faced with the task of active development of public-private partnership, while the characteristic features for this area are not clearly defined. There is a need for a conceptual understanding of the role and place of private operators of commercial space services. The problem of scientific justification of rational forms of intra-industry and intersectoral integration and cooperation in the context of the new space doctrine is waiting for its solution. Due to the fact that the active world exploration of outer space has both positive and negative consequences, the search for effective mechanisms to overcome the negative human impact from the implementation of space activities is now relevant, in particular, the destruction of a huge amount of space debris is important. This study aims to find an answer to the question: how is the legal status of space debris determined at the international level, as well as what is the legal status of the Inter-Agency Space Debris Coordination Committee? The search for an answer to this question is implemented by analyzing scientific opinions, international documents, norms of national legislation of Ukraine and certain US legislative provisions. The basis for its implementation was the use of such methods of scientific activity as thematic and content analysis, collation and comparison, with the help of which the author's definition of the legal status of "space debris" was provided and its features were highlighted. The analysis of existing international legal acts showed the absence of international norms and mechanisms that would fully protect against damage that can be caused to life, property or the environment from space debris, because the adopted norms and developed mechanisms are optional for implementation and are designed for the "good will" of participants in space activities. An effective solution to this global problem is possible only through international cooperation. However, the available scientific data and the current state of technology do not allow us to expect that a broad international agreement can be adopted in the near future that would comprehensively and effectively regulate aspects of space debris management. The article's relevance is justified by the need to study the current state of organizational and legal support for the use of space information and technology in Ukraine's military activities to identify prospects for its improvement, including through the adaptation of NATO experience. The implementation of scientific research is ensured by the combined use of methodological tools, among which the leading role was played by general scientific methods of analysis and synthesis, deduction and induction, which provided an opportunity to identify general and specific features of the research. The main methods were forecasting and legal modeling, which helped to identify trends in the development of organizational and legal support for the use of space information and technology in the military activities of Ukraine. The study revealed that Ukraine has significant prospects for developing an organizational and legal framework for using space information and technology in military activities. It is crucial to support and adapt the experience of the troops (forces) of the Armed Forces of NATO member states, which for decades have demonstrated a systematic, balanced and clear approach to the tasks of the supranational level of security. A number of optimization vectors for developing organizational and legal support for using space information and technology in the military activities of Ukraine at both regulatory and institutional levels are proposed. Ever since the use of artificial intelligence (AI) in the space sector, there have been progressive changes that brought both benefits and risks. AI technologies have started to influence human rights and freedoms, relationships with public authorities and the private sector. Therefore, the use of AI involves legal obligations caused by the influence and consequences of the dependency on the specified technologies. This indicates the need to investigate the issue of the legal problems and risks of using AI in space activity to identify, describe and explain legal issues and dilemmas in general and in the space sector in particular. The author has formulated theoretical definitions in the defined area through the logical-semantic approach. The comparative method has allowed us to carry out a comparative analysis of the AI legal regulation in the space sector in the USA, China and the EU. The authors have gone into rethinking the issue of action, cause-effect relationship, legal personality in matters of prosecution for damage caused by autonomous space objects. The article considers the issues of stability of critical information infrastructures (CII), based on the analysis of current domestic legislation in the field of national security in general and cybersecurity - in particular, highlights the basic principles of administrative and legal support for the stability of critical information infrastructures. It is determined that the principles are enshrined in legal norms to establish a coordinate system in a particular area for its proper functioning. The analysis of the legal literature showed that most of the authors who studied the principles of administrative and legal support of a particular area, the main characteristics of these principles include: principles; defined in regulations; which create conditions; on which any activity is based; which is regulated and regulated. The analyzed regulations allow us to conclude that the activities in the field of protection of CII are based on a system of principles, which includes both general and special principles. However, we are interested only in the set of principles that regulate the sustainability of CII and not only their protection. To such a system, we include the following principles: the rule of law and respect for human and civil rights and freedoms; ensuring the national interests of Ukraine; openness, accessibility, stability and security; public-private partnership; proportionality and adequacy of protection measures to real and potential risks; priority of precautionary measures; objectivity and legal certainty of CII objects; standardization of procedures and standardization of technical requirements; cooperation and interaction. The author, under the system of principles of administrative and legal support for the stability of critical information infrastructure, means a set of basic guidelines that take into account the interests of man, society and state, based on which public policy is formed, which allows critical information infrastructure to withstand threats, recover quickly from violations functioning. The article analyzes various scientific approaches to the definition of such interdependent concepts as “critical space infrastructure” and “critical information infrastructure.” To clarify these concepts, the legislative initiatives of different countries are compared. It is concluded that despite the lack of a legitimate definition of “critical space infrastructure,” it is a complex system consisting of physical and virtual information resources that need to be controlled and secured because if it is vulnerable (not resistant to risks), it can lead to a crisis many vital systems of any state in general or in a particular industry — in particular. This article is devoted to the problem of protecting critical space infrastructure as one of the main elements ensuring national security in general, as well as the safety of the population. This article will discuss such concepts as critical infrastructure and critical space infrastructure as one of its parts, the threats faced by states, and ways of protection. It will also consider several national strategies for protecting such infrastructures, the need for cooperation at various levels, which will ensure security in this area, and a quick response to threats. The author offers the following definition of critical infrastructure. The critical infrastructure of Ukraine is systems and resources, physical and virtual, that ensure the normal functioning of the state, ensure an adequate standard of living for the population, extraneous interference in the work of which will lead to negative and unforeseen consequences in the life of the society and may constitute threats to national security. The quantity of natural disasters is constantly growing; it is becoming increasingly difficult to overcome their consequences. The resilience of the system is constantly checked for durability, so it is important to understand how to manage natural disasters. The use of spacebased information technologies, such as satellite systems of Earth`s observation, meteorology, navigation and telecommunications, plays a significant role for in the disaster prevention and response as well as in strengthening sustainable development. The author analyzes the international and national legal and regulatory framework, the existing scientific challenges on this issue. The article is devoted to the study of various international initiatives for the use of information obtained through space activities for the purpose of prevention, mitigation and relief operations. The article defines the concept of “system resilience” and the role of space information technology to manage natural disasters and to strengthen the sustainability of the world community and regions.
