Innovation model for developing modern Russian society requires a significant change in the value system and worldview attitudes of the Russian people. In the context of emerging postindustrial economy and civil society the cultural sector may perform as a condition and factor of progressive development of Russian territories by forming and translating individual and collective psychological and activity-related attitudes. However, due to archaism and inefficient structuring of the basics of state cultural policy as well as due to infrastructural problems of the cultural sector, the sector in its current form is unable to solve the above problems. In that connection the article analyses the causes of the cultural sector's crisis in the subjects of the Russian Federation; it also proposes a modernization algorithm for the cultural sector in order to turn it into an instrument of innovation development of Russian territories. The main target the system of regional culture is to capitalize the cultural potential of the territory, turn it into a factor and condition of social and economic development of a Siberian region, integrate the sphere of culture with the system of education, personal development, tourism and hospitality, produce a quality environment for the formation, attraction and retaining creative human resources. At the current stage of development of post-industrial society and world economy, the processes of globalization and specialization of national markets significantly enhance the competition between countries, regions as well as individual producers within a country. Against this background the governmental authorities of the Russian Federation, while preserving the country's global leadership in the energy sector, recognize the competitive economy and high-tech solutions as the long-term development strategy for the country. Following this line of policy, in the period between 2012 and 2014, Russian regions implemented cluster policy based on the federal and regional innovative development strategies. Among pilot cluster projects financed by the federal budget is the territorial cluster "Pharmaceutics, Medical Equipment and Information Technologies" formed in Tomsk Region that has unique starting opportunities for the formation of the stable innovative regional system, i.e., it has a developed scientific and educational complex as well as small and medium-size innovation enterprises with their state-of-the-art technological solutions in pharmaceutics and medical equipment. Two years of the Cluster's activity, with financial support from governmental authorities, were acknowledged as successful. The article covers issues of arranging the communication interaction between Russian citizens and government authorities on the Internet during the period of 2000s-2010s. This period can be divided into four phases of arranging the network interaction between citizens and government authorities. The first phase covers a period of 2000-2003 when government authorities created their representative sites on the Internet. The main characteristic feature of this period is thought to be a control by regional government authorities over network communication channels. During the second phase, 2004-2010, there was observed an active development of such social networks as Facebook, Twitter and their Russian counterparts as VKontakte, Odnoklassniki and other, as well as the development of blogospheres. This resulted in increasing the citizens' social activity in the network when discussing socially important and political issues. Then the government authorities of Federal constituent entities appeared to be under fierce criticism by citizen and, in order to relieve tensions, they had to follow proposed citizens-authorities intercommunication options by creating both authority representative accounts and personal accounts of individual officials in social networks. There they could take part in discussions on key regional issues and problems. In 2011-2012, during the third phase, the mechanisms of citizens' network communication and collective discussions on key problems in the online mode were developed. There, being supported by regional government authorities, various online surveys and online offices gained widespread currency. During the fourth phase, 2013-2014, government authorities strengthened control over social networks, blogospheres and chat and discussion forums that has become the main characteristic feature of this period. Such a situation is mainly expressed in enhancing the legislative regulation of online activities and in narrowing a circle of discussion topics relating to government authority activities. The article reviews the historic experience in forming the regional Executive Authority during the 1990-ies of the XXth century in the Kemerovo, Novosibirsk and Tomsk regions. The 1990-2000 period, which is marked with establishing and developing the new Russian statehood on the basis of the concept of separation of powers, can be divided into two main periods of establishing the regional Executive Power in Russia, i.e. 1990-1993 and 1994-2000. Each period has had a decisive influence on formation of governance institutions both in regions and in the country as a whole, and is characterized with significant changes in principles of interaction between the Russian Federation and its constituent entities, and between the legislative and executive branches of Government. The first period, 1990-1993, covers the formation of Executive Authorities that were formed on the basis of concepts of Soviets sovereignty and of separation of powers including reauthorization of Legislative and Executive branches of Government. During this period the development of regional governance systems coordinated by Executive Bodies was retarded by the total disorder, uncertainty and instability of the Russian Authority and Governance Systems. During the second period, 1993-2000, concepts of separation of powers and authority matters between the Center and regions of the country became the background for formation of the Executive Authority. This period is characterized by formation of the vertical of Executive Power in the country and by the tendency towards centralization of the administration activities in regions.
