Innovation model for developing modern Russian society requires a significant change in the value system and worldview attitudes of the Russian people. In the context of emerging postindustrial economy and civil society the cultural sector may perform as a condition and factor of progressive development of Russian territories by forming and translating individual and collective psychological and activity-related attitudes. However, due to archaism and inefficient structuring of the basics of state cultural policy as well as due to infrastructural problems of the cultural sector, the sector in its current form is unable to solve the above problems. In that connection the article analyses the causes of the cultural sector's crisis in the subjects of the Russian Federation; it also proposes a modernization algorithm for the cultural sector in order to turn it into an instrument of innovation development of Russian territories. The main target the system of regional culture is to capitalize the cultural potential of the territory, turn it into a factor and condition of social and economic development of a Siberian region, integrate the sphere of culture with the system of education, personal development, tourism and hospitality, produce a quality environment for the formation, attraction and retaining creative human resources.
