With the growth of open access (OA) journal publishing, a myriad of funding models has emerged to serve as an alternative to the traditional subscription model. Models that impose author facing charges are inequitable, favoring well-resourced authors and institutions, and continue the dominance of publications from the Global North. This exploratory study critically examines the current state of funding OA journal publishing and the disruptive role of library publishing programs. We conclude with a discussion of the potential of the LYRASIS Open Access Community Investment Program as a tool to support library publishing programs to sustainably fund inclusive OA journal publishing. The issue of whether commercial publishers overcharge libraries for scholarly journal subscriptions has been an important practical concern for researchers and practicing librarians for decades. Recent studies of the issue have not been able to move the research literature toward a consensus but rather have created more controversy. This study addresses this debate in the fields of science, technology, and medicine. More important, an appropriate research methodology is used, including an effective econometric model, a large sample size, and regression analyses by subject area. The study conclusively shows that commercial publishers indeed overcharge libraries by a large margin. Researchers and librarians are urged to move beyond the debate and to focus their research efforts on more open and innovative ways of improving scholarly communication. [ABSTRACT FROM AUTHOR]

The article informs about the annual online serials cancellation and renewal decisions of the Phillips Memorial Library, Providence, RI, U.S.A by the process of collecting, tracking, analyzing and visualizing the usage data. It also informs that the process results in significant cost savings that help the library achieve its mission of providing resources to support the College curriculum, and the recommendation for cancellation from the usage data of EBSCO database to control the cost.
