In the article, the authors made a thorough description of administrative and legal regulation in the field of land relations. They characterized the concepts of «regulation», «legal regulation» and «land relations». It is substantiated that land relations are one of the largest massifs of public relations regulated by legal norms, in which the absolute majority of both private and public legal entities are involved. But due to the diversity of such subjects and the differences in their legal status, the legal regulation of land relations uses methods characteristic of both civil and administrative law. In addition, within the limits of land law, the existence of its own method of legal regulation is emphasized. It was determined that «legal regulation» can be considered an institution of a general type, which includes specific characteristics that give rise to administrative and legal regulation. The formulated author's definition of «administrative-legal regulation» as a type of sectoral legal regulation, which is based on the direct effect of the norms of administrative law and is an administrative-legal instrument that affects social relations arising in the field of public administration. taking into account the peculiarities of the legislative definition of the concept of «land relations», for the purposes of scientific research it is more correct to use the term «administrative-legal regulation in the field of land relations» as opposed to the term «administrative-legal regulation of land relations». In our opinion, the term «sphere of land relations» should be understood as a set of relations, which, in addition to land relations, include relations arising in connection with the exercise of power by public administration bodies in relation to land management. The objects of these relations are land, land plots, rights to them, as well as goods and objects derived from them. «Administrative and legal regulation in the field of land legal relations» should be understood as a type of sectoral legal regulation, which is based on the direct effect of the norms of administrative, civil and land law and is a legal instrument that affects public land legal relations arising in the field of public land management affairs. This article addresses the global regulation by periodic event‐triggered output feedback control for a class of feedforward nonlinear systems. Particularly, the considered systems suffer from parameter uncertainties and unknown measurement sensitivity, which entail integrating advanced compensation strategies within the event‐triggered framework. To this end, a time‐varying gain is devised to tackle uncertain nonlinearities as well as the sampling error. Subsequently, a novel periodic event‐triggered output feedback controller is constructed based on the delicate choice of design parameters. Notably, the proposed control scheme is able to avoid the continuous monitoring of the system behavior, and guarantee that all closed‐loop system states are globally bounded and ultimately converge to zero. Situated within the context of increasing "adult regulatory practices" in skateboarding, this article draws attention to and interrogates the ways normative ideas of "youth," "adolescence," and "youth/adolescent development" often interplay with such efforts. In doing so, this article offers a critique, from a Critical Youth Studies perspective, of dominant, developmentalist notions of youth that typically cast young people as deficits in need of specific forms of intervention and surveillance. The article concludes with areas of inquiry emergent from critiques of dominant renderings of youth to be considered when engaging in processes of forming regulatory programs, policies, and practices related to skateboarding. It is indicated that the armed aggression of the Russian Federation against Ukraine, which has been going on for the third year, and the progress of European integration processes taking place in our country, require overcoming challenges in the field of higher legal education. One of the important such challenges is the increase in demand from employers for qualified graduates of higher educational institutions who have modern theoretical and practical training in the fields of tax, administrative, contractual, economic and corporate law. At the same time, there is a high demand among employers for specialists who specialize in the field of corporate relations for legal support of the business activities of international corporations working in the agricultural and other sectors of the Ukrainian economy; participation in international and national arbitration and commercial courts in the consideration of corporate disputes in the interests of companies that do not fulfill their obligations in favor of counterparties that maintain relations with the aggressor state or sanctioned persons; judicial protection of corporate rights of foreign and domestic investors; protection in international arbitrations of the interests of Ukrainian business companies that supply material property for the Armed Forces of Ukraine in case of violation of their obligations to them by foreign companies; participation in legal proceedings regarding the recovery of funds and other assets from sanctioned persons in favor of Ukraine or its business entities, etc. The article examines ways of reforming higher legal education in the conditions of armed aggression of russian federation against Ukraine and its European integration into the European Union. The current requirements of employers for law graduates of higher educational institutions are analyzed. The proposed vectors of reforming the educational process, in particular, from the corporate law course, through the introduction of innovative educational programs that meet international world standards, including EU requirements in the field of higher legal education. The need to develop and use interdisciplinary educational programs for the training of lawyers is substantiated. It is recommended that a separate section in these programs provide for the teaching of a corporate law course. Suggested topics from this course include, in particular, corporate law under martial law; adaptation of Ukrainian corporate legislation to the legislation of the European Union - status and prospects; the accession of Ukraine to the European Union as a factor in its victory over russian aggressor country and other topics. Background: Regulatory processes can be stressful, anxiety provoking, and complicated for the health professional involved, the institutions they work for, and for the regulators. Methods: This paper uses a case study to describe a systems approach to comprehensively identify the agents (ie: the complainant, the health professional concerned, the regulator dedicated to the case, the institution, the healthcare profession, the public, and the regulatory authority) and 6 ethical issues that emerge during the regulatory process: potential to cause harm, not in the best interest of a person, affects autonomy, unjust, not truthful, and loss of trust. Results: A systems approach lends to a mental model in which there are dynamic interactions across these elements accompanied by positive and negative feedback loops that maintain overall stability of the whole system. Conclusions: The process can be further refined and kinder to those concerned by developing a sensitive approach to improve assessment of risks, using feedback to improve the regulatory process, adapting transparent procedures, not causing undue delays to the process, embedding regulatory activities in a patient safety system, minimizing individual blame, using non-legalistic, non-threatening and respectful communications, and directing the different actors to a support network for guidance and advice. The World Health Organization has released its first comprehensive Guidance document on health practitioner regulation, addressing a critical gap in global health policy. This Commentary provides an overview of the Guidance, which aims to support countries in strengthening their regulatory systems for health practitioners. The Guidance, developed through a rigorous process involving a literature review and expert consultation, covers a broad range of health practitioners and focuses on optimizing their utilization to meet population health needs. Key highlights include the description of the global regulatory landscape, identification of regulatory challenges in all societies, and policy considerations to realize dynamic, effective, and agile regulation. The COVID-19 pandemic is cited as an important example of a catalyst for regulatory reforms that enhanced workforce availability and access. This paper, co-authored by members of the World Health Organization Technical Expert Group, emphasizes the importance of aligning regulatory systems with broader health workforce and system priorities, adopting a risk-based approach, and addressing implementation gaps. It encourages policymakers, regulators, and researchers to use the Guidance to assess and update their regulatory systems and to generate more robust evidence on the impact of health practitioner regulation on health outcomes. Purpose: To identify risk and protective factors associated with physician performance in practice; to use this information to create a risk assessment scale; and, to test use of the risk assessment scale with a new population of assessed physicians. Design: Physician assessments that were completed by community-based physicians between March 2016 and February 2022 (n=2708) were gathered to determine what professional characteristics and practice context factors were associated with poor peer practice assessment (PPA). The predictive capacity of the resulting model was then tested against a new sample of physician assessments completed between March 2022 and February 2023 (n=320). Results: N=2401 physicians were eligible for inclusion in a logistic regression analysis, which resulted in an empirical model containing 11 variables that was able to account for 21.6% of the variance in the likelihood of receiving a poor PPA generated by the College of Physicians and Surgeons of British Columbia. The resulting model, when tested against 320 new cases, was able to predict good versus poor PPA performance with a sensitivity of 0.79 and specificity of 0.75. Not having undertaken peer review (OR=1.47) created a risk like that arising from a full decade passing since completion of medical school (OR=1.50). Conclusion: In addition to being the largest known study of its type, this work builds on similar studies by demonstrating the capacity to use regulator-mandated peer review to empirically identify physicians who are at risk of substandard performance using factors that are safe from claims of violating Human Rights Codes; that emphasize modifiable aspects of practice; and that can be readily updated to account for change over time. Over the past 40 years, the private security sector in Belgium, along with its related policies, has undergone significant transformations, with the industry establishing itself as a crucial partner in domestic security governance. Although the political context in which private security has evolved holds considerable importance in criminological scholarship, the specific processes of framing this phenomenon have attracted much less attention. This article examines the various approaches adopted by political actors in framing private security within policy formulations and efforts to introduce new regulations. Empirical data are drawn from parliamentary records spanning the years 1980 to 2020. By focussing on the parliamentary arena, we analysed how the issue – that is, the need for regulating private security – has been discussed, motivated and framed by those in power. Our results demonstrate that six conflicting and supporting frames revolved around three overarching themes: the function and position of private security, and what the government sought to protect in society. The findings of this study provide new insights into the forms, degrees and manifestations of framing private security, along with its relation to security events over time. Lignocellulolytic clostridia employ multiple pairs of alternative σ/anti‐σ (SigI/RsgI) factors to regulate cellulosomal components for substrate‐specific degradation of cellulosic biomass. The current model has proposed that RsgIs use a sensor domain to bind specific extracellular lignocellulosic components and activate cognate SigIs to initiate expression of corresponding cellulosomal enzyme genes, while expression of scaffoldins can be initiated by several different SigIs. Pseudobacteroides cellulosolvens contains the most complex known cellulosome system and the highest number of SigI–RsgI regulons yet discovered. However, the function of many RsgI sensor domains and their relationship with the various enzyme types are not fully understood. Here, we report that RsgI4 from P. cellulosolvens employs a C‐terminal module that bears distant similarity to the fibronectin type III (Fn3) domain and serves as the sensor domain. Substrate‐binding analysis revealed that the Fn3‐like domain of RsgI4 represents a novel carbohydrate‐binding module (CBM) that binds to a wide range of polysaccharide types. Structure determination further revealed that the Fn3‐like domain belongs to the type B group of CBMs with a predicted concave face for substrate binding. Promoter sequence analysis of cellulosomal genes revealed that SigI4 is responsible for cellulosomal regulation of major scaffoldins rather than enzymes, consistent with the broad substrate specificity of the RsgI4 sensor domain. Notably, scaffoldins are invariably required as cellulosome components regardless of the substrate type. These findings suggest that the intricate cellulosome system of P. cellulosolvens comprises a more elaborate regulation mechanism than other bacteria and thus expands the paradigm of cellulosome regulation. Kiwifruit growth and development are severely affected by various biotic and abiotic stresses, especially cold stress and the bacterial disease caused by Pseudomonas syringae pv. actinidiae (Psa). Metallothioneins (MTs) are a group of cysteine-rich proteins that play crucial roles in stress response, metal detoxification, and homeostasis in plants. However, the protective role of these MTs in kiwifruit remains to be elucidated. In the present study, four AcMT genes were identified in the Hongyang kiwifruit genome, namely, two Type 2 isoforms (AcMT2 and AcMT2a) and two Type 3 isoforms (AcMT3a and AcMT3b) located separately on four different chromosomes. The hormones and stress response cis-elements within the promoter regions of these AcMTs were characterized. It was revealed that the four AcMT genes exhibited different expression patterns in different tissues: AcMT2 and AcMT2a were expressed at much higher levels in the fruit, male flower, female flower, root, and bark, while AcMT3a was expressed mainly in the fruit and AcMT3b was expressed highly in the bark. The expression patterns of these AcMT genes after exposure to Psa infection and different phytohormones, including gibberellic acid A3(GA3), ethylene (ET), and abscisic acid (ABA), were evaluated. It was revealed that in response to Psa infection, the main AcMTs in each tissue (those with expression levels higher compared to the other MTs in that tissue) were downregulated during the early stage in kiwifruits, followed by a recovery phase. In addition, most AcMTs were downregulated after exposure to ET and GA3, while type 2 AcMTs (AcMT2 and AcMT2a) were upregulated after treatment with ABA. The overexpression of AcMTs in Escherichia coli presented a higher tolerance to H2O2, heavy metals, low temperature, and high temperature. Collectively, these findings demonstrated the protective roles of AcMTs in terms of stress resistance conferred through plant hormone-related signal pathways. [ABSTRACT FROM AUTHOR]

This study examines the polymorphous role of the Chinese provincial government in planning, financing, and constructing intercity railways in the Pearl River Delta region. Provincial governments claim absolute ownership in railway planning and land development surrounding railway stations. Informed by the state-theoretical perspective, we developed a conceptual framework that examines the city-regional governance of Chinese states with an emphasis on their capacity for regulation. Provincial governments selectively bargain with ministries and municipalities during development and they are flexible in the multi-scalar politics of railway projects. Their competence lies in their initiatives to gain knowledge of local land development. Our findings suggest that the polymorphous role of the provincial government extends beyond its usual function as a mediator in central-local relations and that its strategic nature reflects the complexity of China's state powers and regulatory regimes. Lead white (basic lead carbonate), before its effective ban in much of Europe from 1989 onwards, was among the most versatile and widespread but also one of the most harmful pigments available. This paper is a critical discussion of the regulation of lead white paint and its consequences from the point of view of conservation and artistic practice in Europe. It looks at who benefited from exemptions to bans, and whether there was resistance to them. Buildings and artworks are both taken into account. The paper discusses nuances in regulation in four European countries which have notable differences in approach (France, Austria, Germany, and the United Kingdom). The centralised regulatory framework of the United Kingdom allows data analysis on the authorised use of the paint since its restriction up to the present day. This dataset shows a steady decrease in the use of the paint by conservators across disciplines. The paper concludes by considering the professional and ethical implications of lead white paint for artists and conservators, in the context of varied regulation and a decline in use. This article introduces the concept of a Natural Dividend and describes the three types of rent that combine to produce it: a differential rent, a regulatory rent, and a locational rent. Each of these rents is associated with a classical economist (Ricardo, Marx and George, respectively), and each is shown to be a product of nature, society and/or the political authorities that manage nature on our behalf. Because the Natural Dividend is a windfall derived from our regulation of commonly held (and immobile) natural resources, it can be taxed at a higher level without distorting any underlying investment decisions. Does corruption ease the burden of regulation? We test this question using survey data on business managers' experience in dealing with regulation and corruption. We find that there is substantial within-country variation in the burden of regulation and that corruption is associated with worse regulatory outcomes across a range of indicators at the country, national, and firm level. These findings suggest that corruption is associated with an increase in the burden of regulation, and imposes large costs on businesses. While corruption is associated with an increased burden of regulation, this does not seem to happen through an increase in how much time senior managers must devote to regulation, suggesting that the cost of corruption-induced regulation manifests in the form of additional staff costs or professional fees. Lipids are crucial for human health and reproduction and include diverse fatty acids (FAs), notably polyunsaturated FAs (PUFAs) and short-chain FAs (SCFAs) that are known for their health benefits. Bioactivities of PUFAs, including ω-6 and ω-3 FAs as well as SCFAs, have been widely studied in various tissues and diseases. Epigenetic regulation has been suggested as a significant mechanism affecting the progression of various diseases, including cancers and metabolic and inflammatory diseases. Epigenetics encompasses the reversible modulation of gene expression without altering the DNA sequence itself, mediated by mechanisms such as DNA methylation, histone acetylation, and chromatin remodeling. Bioactive FAs have been demonstrated to regulate gene expression via epigenetic modifications that are potentially important for modulating metabolic control and disease risk. This review paper discusses the evidence in support of bioactive FAs, including ω-6 and ω-3 FAs and SCFAs, eliciting various disease prevention via epigenetic regulation including methylation or acetylation. The 2019 Directive on Copyright in the Digital Single Market represents an intriguing departure from the anticipated path of liberalisation in public policy. While it includes provisions seemingly aligned with the liberalisation of the Digital Single Market by relaxing digital copyright enforcement, it also introduces mechanisms that bolster digital copyright protection, signalling a shift towards market regulation. This paper explores why and how Jean-Claude Juncker's European Commission proposed a directive featuring robust regulatory elements despite initial promises of copyright deregulation within the Digital Single Market. Combining insights from political economy and political sociology, I examine the concept of 'political work' as the practice of promoting, defending, and implementing a choice of public action. Within this framework, I identify a managerial dimension of political work involving political practices that influence the institutional structure and management of public action. Utilising a qualitative methodology involving twelve in-depth interviews with Commission officials conducted between 2018 and 2021, alongside document analysis, I demonstrate how Jean-Claude Juncker and his cabinet's managerial political work, encompassing organisational reforms within the Commission, played a pivotal role in steering the proposed policy towards regulation. Neurotechnology and Artificial Intelligence (AI) have developed rapidly in recent years with an increasing number of applications and AI-enabled devices that are about to enter the market. While promising to substantially improve quality of life across various severe medical conditions, there are also concerns that the convergence of these technologies, e.g., in the form of intelligent neuroprostheses, may have undesirable consequences and compromise cognitive liberty, mental integrity, or mental privacy. Therefore, various international organizations, such as the Organization for Economic Cooperation and Development (OECD) or United Nations Educational, Scientific and Cultural Organization (UNESCO), have formed initiatives to tackle such questions and develop recommendations that mitigate risks while fostering innovation. In this context, a first international conference on the ethics and regulation of intelligent neuroprostheses was held in Berlin, Germany, in autumn 2023. The conference gathered leading experts in neuroscience, engineering, ethics, law, philosophy as well as representatives of industry, policy making and the media. Here, we summarize the highlights of the conference, underline the areas in which a broad consensus was found among participants, and provide an outlook on future challenges in development, deployment, and regulation of intelligent neuroprostheses. Background: Health and social care employees may be involved in professional regulatory proceedings because their alleged behaviour raises health or conduct concerns. Employees, patients or service users may also be involved in a regulatory tribunal as witnesses. This study is about the role of employers in supporting them in this process. Methods: Taking an organisational support perspective, we interviewed 25 senior employees in health and social care organisations in the UK who are responsible for managing the employer's role in the proceedings. Template analysis was used to analyse the transcripts. Results: Support for patients was limited to that offered during an employer's complaints process, and only one employer gave some support during the regulatory process if the patient or service user initiated regulatory proceedings. Support for employees in tribunals was little different to that offered during an initial investigation by the employer. However, where additional support for being involved in a regulatory tribunal was offered to employees, it most often came from the senior employees' own experience of the stressfulness of being a witness in these proceedings. Employers were not aware of training resources that would better support their employees to engage with professional regulatory proceedings. Conclusions: Employers offer limited support to employees who are involved in professional regulatory proceedings, and the support offered may depend more on senior employee's individual experience of involvement in regulatory proceedings to exercise this discretion. Introduction: Plasmodium falciparum is the most damaging malaria pathogen and brings a heavy burden to global health. Host switching and morphological changes in P. falciparum are dependent on an effective gene expression regulatory system. C5 methylation of cytosines is a common RNA modification in eukaryotes, and the NSUN family are essential m5C modification executors. Currently, little is known about this family in Plasmodium spp. In this study, we focus on exploring the function of PfNSUN1 protein. Methods: An efficient CRISPR/Cas9 gene editing technique was applied to construct the PfNSUN1 knockdown strain. The knockdown efficiency was confirmed by growth curves and western blot experiments. The knockdown transcriptome data was acquired to find differentially expressed genes, and target genes of PfNSUN1 protein were identified by RNA immunoprecipitation and high-throughput sequencing experiments. Results: The efficiency of PfNSUN1 protein down-regulated was about 34%. RNA-seq data revealed that differentially expressed genes were mainly downregulated. And there were 224, 278, 556 genes that were down-regulated with more than 2-fold changes and p-adj<0.05 at ring, trophozoite and schizont stages, respectively. PfNSUN1 protein was significantly enriched on 154 target genes, including 28S ribosomal RNA and pfap2-g5 transcription factor. Discussion: PfNSUN1 is a crucial RNA post-transcriptional modification protein in P. falciparum. It plays a pivotal role in regulating gene expression and parasite growth by targeting 28S ribosomal RNA and pfap2-g5 transcription factor. [ABSTRACT FROM AUTHOR]

This study addresses the critical need for innovation in the healthcare sector, particularly in Japan's functional food industry, amid rising chronic diseases and healthcare costs. It explores the complex relationship between regulatory design and corporate behaviour, focusing on how companies' compliance strategies influence their research and development (R&D) investments. A mixed-method approach was used, analysing data from 15 major dietary supplement companies and 74 products under Japan's Foods with Function Claims (FFCs) regulation. The study reveals a correlation between companies' engagement in the FFCs system and their preference for conducting in-house clinical trials, indicative of higher R&D investments (R = 0.66, p = 0.007), and that between the latter variable and average product sales, which is a measure of returns on regulatory compliance (R = 0.66, p = 0.008). Companies actively complying with FFCs regulations tend to conduct R&D and accumulate knowledge in-house, to innovate and differentiate their products, gaining competitive advantages. The study also highlights the role of a company's size, market presence, and industry origins in shaping regulatory strategies, with firms from other industries using FFCs regulations to explore new business opportunities. The research underscores the importance of flexible regulatory frameworks that encourage R&D investment, leading to innovation and competitive advantages in the healthcare sector. Fusion is inherently safer than fission due to the absence of nuclear chain reactions. However, operating fusion power plants will not be risk free. There will still be numerous hazards that will need careful management in order to safely build, operate and ultimately decommission a fusion power plant. Ensuring a robust safety demonstration that covers all radiological and non-radiological hazards is therefore vitally important for the future permissioning and consenting of fusion power plants. The safety case for the STEP prototype plant will be developed in line with a set of safety philosophies, safety functional requirements and design safety principles to ensure that the safety case production process is consistent and robust. Many nations have food contact material (FCM) legislation purporting to protect citizens from hazardous chemicals, often specifically by regulating genotoxic carcinogens. Despite such regulations, cancers that are associated with harmful chemical exposures are highly prevalent, especially breast cancer. Using the novel Key Characteristics of Toxicants framework, Kay et al. found 921 substances that are potential mammary carcinogens. By comparing Kay et al.'s chemicals list with our own Database on migrating and extractable food contact chemicals (FCCmigex), we found that 189 (21%) of the potential mammary carcinogens have been measured in FCMs. When limiting these results to migration studies published in 2020-2022, 76 potential mammary carcinogens have been detected to migrate from FCMs sold in markets across the globe, under realistic conditions of use. Purpose: This study aims to investigate the regulatory challenges of emerging disruptive Information and Communication Technologies (ICT) in Brazil and the strategies regulators use to address them. Design/methodology/approach: It is an empirical qualitative research on Brazil's three administrative levels, focusing on the legislative houses' specialised Science and Technology Committees. It combines archival analysis of public meeting records with elite interviews of parliamentarians and technocrats who participated in Public Hearings in 2019, which results in this paper analysed through the Theory of Communicative Action with a critical stance. Findings: The research reveals that regulatory challenges gain new dimensions by involving discussions about emerging ICT. Factors such as time constraints, rapid technological evolution and widespread adoption compound these challenges, straining the preference for the incremental pace of regulation and the traditional model of specialised regulatory agencies. The research captures some regulators' values, underlying concerns and perceived necessities for surmounting these challenges. It also outlines the preferred process for ICT regulation, revealing parliamentary assistants and executive intermediate-level specialists as gateways for interest groups' action. Social implications: The study's findings highlight the crucial role of specific actors as gateways to the covert action of interest groups, particularly Big Tech firms. This contribution is significant as it empowers civil society and academia to monitor and mitigate the risk of regulatory capture, thereby promoting a more transparent and equitable regulatory environment. During the 1980s and 1990s, international medical graduates (IMGs) sought legal and educational measures aimed at obtaining licensure as physician associates/assistants (PAs). Proponents of IMGs asserted that their ethnic backgrounds and identification with their respective communities could increase access to care for some segments of the population and therefore should be permitted pathways to qualify as PAs. A variety of legal measures were introduced into state legislatures in at least five states and were firmly opposed and defeated by the PA profession. Recent attempts by IMGs to obtain licensure as PAs have occurred in Puerto Rico and Arizona. In their haste to address healthcare access and satisfy various constituencies, state legislators and regulatory boards fail to recognize established professional norms. This is occurring as medical organizations are examining alternative pathways for state licensure of physicians who have completed training and/or practiced outside of the United States. PA organizations, particularly state chapters, must be vigilant in upholding qualifications for practice and licensure standards, and state PA organizations must work to convince legislators to avoid using PA professional regulations to solve a workforce issue that is essentially an issue of physician medical education remediation. Central line-associated bloodstream infections (CLABSIs) can result in worse outcomes and high hospitalization cost for patients. This study aimed to assess the effectiveness of multi-department cooperation, intelligent prevention, and supervision (MDCIPS) in reducing the incidence of CLABSIs and improving the clinical outcomes of the patients. Key issues were identified through a literature review and survey on the status quo. A MDCIPS model was thus built. A total of 440 patients with indwelling central venous catheters (CVCs) were enrolled in the study. The control group (n = 219) received conventional infection-control managements, while the intervention group (n = 221) received MDCIPS interventions in addition to conventional infection-control managements. The number of CLABSIs patients, incidence of CLABSIs, average length of hospital stay, average total hospitalization cost, and disease outcomes were compared between the two groups. The intervention group had a significant reduction in the number and incidence of CLABSIs (0[0%] vs. 4[1.33%], P < 0.05). Two of the four patients with CLABSIs in the control group died. The average length of hospital stay was significantly longer in the control group than the intervention group (17 days vs. 13 days, P < 0.001). The average hospitalization cost in the control group was much higher than that in the intervention group (92.8 thousand yuan vs. 65.2 thousand yuan, P < 0.001). Patient outcome was improved in the intervention group than the control group (P = 0.001). In summary, the MDCIPS model effectively reduces the incidence of CLABSIs, alleviates the patients' economic burden, and improves the clinical outcomes of the patients. [ABSTRACT FROM AUTHOR]

Phthalates have been characterized as endocrine disruptors and migrated from plastic products for food use. The migration of five phthalates: di‐butylphthalate (DBP), butyl‐benzyl‐phthalate (BBP), bis(2‐ethylhexyl)phthalate (DEHP), di‐isononylphthalate (DINP) and di‐isodecylphthalate (DIDP), from various plastic products for food use into different food simulant (3% acetic acid, 10% ethyl alcohol and oil) through different polymer coating [(polypropylene (PP), polyethylene terephthalate (PET), polyethylene (PE), polyvinyl chloride (PVC) and polyethylene terephthalate (PETE)] was studied. This study showed that phthalates are found in all plastic products for food use that are common in Turkey. DBP, DINP and DIDP were not detected or detected at lower levels than their limit of quantification (LOQ) values in all analyzed samples. The results showed that DEHP was the predominant phthalate in only acetic acid and ethyl alcohol food simulants, followed by BBP, found in only samples analyzed in ethyl alcohol simulants. The concentration of DEHP in the samples, higher than the LOQ value, was within 5.23–8.89 µg/kg, while BBP was only detected in ethyl alcohol simulant, ranging between 5.31 to 6.49 µg/kg. However, the concentration of DEHP and BBP did not exceed their specific migration limits established by Regulation of the Commission (EU) No. 10/2011: 0.6 mg/kg for DEHP and 6 mg/kg for BBP. Background: The Jun proto-oncogene (JUN), also referred to as C-JUN, is an integral component of the JNK signaling pathway, which is crucial for the formation and differentiation of spermatogonial stem cells (SSCs). Investigations into the transcriptional regulation of chicken JUN can offer a molecular foundation for elucidating its mechanistic role in SSCs. Methods: In this study, we successfully cloned a 2000 bp upstream sequence of the JUN transcription start site and constructed a series of pGL3 recombinant vectors containing JUN promoters of varying lengths. Results: We verified the promoter activity of the 2000 bp upstream sequence by assessing the fluorescence intensity of DF-1 and identified the promoter activities of different regions via dual-luciferase assays. The transcription of JUN and its promoter region spanning −700 to 0 bp was modulated by an activator of the JNK signaling pathway. Bioinformatics analysis revealed that this −700 to 0 bp region was highly conserved among avian species and predicted the presence of binding sites for Wilms tumor 1 (WT1) and CCAAT/enhancer binding protein alpha (CEBPA). The JNK signaling pathway activator was found to upregulate the expression of these transcription factors in DF-1 cells. Through the deletion of binding sites and the overexpression of WT1 and CEBPA, we demonstrated that WT1 inhibited the transcription of JUN, while CEBPA promoted it. Conclusions: In conclusion, the −700 to 0 bp region is the key region of the JUN promoter, with WT1 inhibiting JUN transcription. The results of the study not only provide ideas for exploring the regulatory mechanism of JUN in chicken SSCs, but also lay an important foundation for the study of avian SSCs. Background: Machine learning (ML) is utilized increasingly in health care, and can pose harms to patients, clinicians, health systems, and the public. In response, regulators have proposed an approach that would shift more responsibility to ML developers for mitigating potential harms. To be effective, this approach requires ML developers to recognize, accept, and act on responsibility for mitigating harms. However, little is known regarding the perspectives of developers themselves regarding their obligations to mitigate harms. Methods: We conducted 40 semi-structured interviews with developers of ML predictive analytics applications for health care in the United States. Results: Participants varied widely in their perspectives on personal responsibility and included examples of both moral engagement and disengagement, albeit in a variety of forms. While most (70%) of participants made a statement indicative of moral engagement, most of these statements reflected an awareness of moral issues, while only a subset of these included additional elements of engagement such as recognizing responsibility, alignment with personal values, addressing conflicts of interests, and opportunities for action. Further, we identified eight distinct categories of moral disengagement reflecting efforts to minimize potential harms or deflect personal responsibility for preventing or mitigating harms. Conclusions: These findings suggest possible facilitators and barriers to the development of ethical ML that could act by encouraging moral engagement or discouraging moral disengagement. Regulatory approaches that depend on the ability of ML developers to recognize, accept, and act on responsibility for mitigating harms might have limited success without education and guidance for ML developers about the extent of their responsibilities and how to implement them. This allows rethinking the role of the law and regulation in contexts of urban informality, showing that the law, and formality more generally, is connected to the informal in that the formal only receives its meaning and relevance through the informal. Artificial intelligence systems (AISs) gain relevance in dentistry, encompassing diagnostics, treatment planning, patient management, and therapy. However, questions about the generalizability, fairness, and transparency of these systems remain. Regulatory and governance bodies worldwide are aiming to address these questions using various frameworks. On March 13, 2024, members of the European Parliament approved the Artificial Intelligence Act (AIA), which emphasizes trustworthiness and human-centeredness as relevant aspects to regulate AISs beyond safety and efficacy. This review presents the AIA and similar regulatory and governance efforts in other jurisdictions and lays out that regulations such as the AIA are part of a complex ecosystem of interdependent and interwoven legal requirements and standards. Current efforts to regulate dental AISs require active input from the dental community, with participation of dental research, education, providers, and patients being relevant to shape the future of dental AISs. [Purpose] During the post-liberalization era, the Indian legal system introduced multiple laws with the objective of safeguarding the interests of Indian consumers and fostering equitable competition within the telecommunications sector. Notably, the Indian legal system has demonstrated a significant commitment to the resolution of telecommunications-related disputes, exemplified by the enactment of the Telecom Regulatory Authority of India (TRAI) Act in 1997 and the Competition Act in 2002. Both legislative measures were designed to advance the cause of fair competition in the telecommunications industry. The primary purpose of this article is to conduct an examination of whether the objectives set forth by these two Acts have been effectively realized over the past decade (2012-2021). Additionally, this article will undertake a comparative analysis of these Acts in relation to legal frameworks in other countries beyond India. [Methodology] The foundational methodology employed in this research centers on the analysis of cases adjudicated by both the Telecom Regulatory Authority and the Competition Regulatory Authority in India, particularly in instances involving disputes within the telecommunications sector. This article offers a concise data analysis concerning the evolution of the Indian telecommunications market over the past decade (2012-2021). The primary aim is to undertake a critical evaluation of the effectiveness of the Acts in place for the preservation of fair competition within this industry. [Findings] Based on the legal analysis, this article argues that there is an unresolved territorial dispute between the Telecom Regulatory Authority of India (TRAI) Under section 3 of the Telecom Regulatory Authority of India Act, 1997, the Indian government established the regulatory agency to oversees the telecommunications industry in India and the Competition Act, 2002 establishes the Competition Commission of India being primary national competition regulator in India. It is an official department of the Ministry of Corporate Affairs tasked with upholding the Competition. The findings also suggest that the Government of India should overhaul its institutional framework in order to insert the "collective dominance" concept in the Competition Act. This concept/amendment was about to be passed in the India Congress by the United Progressive Alliance (UPA) Government in 2014. However, it failed due to dissolution of the Lok Sabha, the lower house of India's bicameral Parliament. Consequently, numerous disputes and concerns remained unresolved. Lastly, Reliance JIO Infocomm Limited is a Public Company that was established on February 15, 2007, is categorized as a Non-Government Company, and is registered with the Registrar of Companies in Mumbai, India. It applied a "zero pricing" strategy which created market distortion which reduced most of the rivals from the telecom market. This kind of strategy was previously ordered void in the NSE1 case but the same was allowed to the JIO on the premises that it was a new entrant and not dominant. The Competition laws mostly address "predatory pricing", however, in the matter of "penetrative pricing" they have remained silent. This paper describes hospital, insurance, and pharmaceutical price transparency policies and applications in the United States and in selected countries around the world. Many of these policies apply to self-insured employers. So far, the experience in the United States and elsewhere is clear that federal and state price transparency regulations have had little impact on whether employees or dependents search for low-cost or high-quality providers or on the cost and quality of their health care. This is because of weak regulatory oversight, conflicting federal and state reporting requirements, and few economic incentives for providers and insurance companies to supply easily readable or analyzable price information. However, price transparency requirements are here to stay. This paper therefore offers several recommendations to maximize the utility of price transparency tools provided for employees and other insureds, by their employers, providers, commercial insurance carriers, or technology firms. From a policy perspective, coupling reporting requirements with clearer technological guidance and much stronger regulatory oversight would increase the utility of price transparency efforts. For individual employers, the impact of price transparency efforts may increase by coupling price transparency tools with health plan network and design strategies, behavioral economic nudges, and programs designed to improve health, well-being, and quality of care. Political action has a long history in the health workforce. There are multiple historical examples, from civil disobedience to marches and even sabotage that can be attributed to health workers. Such actions remain a feature of the healthcare community to this day; their status with professional and regulatory bodies is far less clear, however. This has created uncertainty for those undertaking such action, particularly those who are engaged in what could be termed 'contentious' forms of action. This study explored how advocacy and activism were presented in nursing and medical codes of ethics, comparing disciplinary and temporo‐spatial differences to understand how such action may be promoted or constrained by codes. The data for this study comes from 217 codes of ethics. Because of the size of the corpus and to facilitate analysis, natural language processing was utilised, which allowed for an automated exploration of the data and for comparisons to be drawn between groups. This was complemented by a manual search and contextualisation of the data. While there were noticeable differences between medical and nursing codes, overall, advocacy, activism and even politics were rarely discussed explicitly in most codes. When such action was spoken about, this was often vague and imprecise with codes speaking of 'political action' and 'advocacy' in general terms. While some codes were far more forthright in what they meant about advocacy or broader political action (i.e., Nursing codes in Denmark, Norway, Canada) more forceful language that spoke in specific terms or in terms of oppositional or specific actions (e.g., civil disobedience or marches) was almost completely avoided. These results are discussed in relation to the broader literature on codes and the normative questions they raise, namely whether such action should be included in codes of ethics at all. Pharmacogenetic variants of the steroid hormone‐metabolizing enzyme cytochrome P450 2B6 (CYP2B6) were reported to be associated with breast cancer (BC) risk and prognosis. CYP2B6 expression is inducible by estradiol (E2) but induction was demonstrated only under steroid hormone‐deprived medium conditions. Physiological conditions, however, even under endocrinological BC treatment, do not correspond to complete steroid hormone depletion. The aim of this study was to investigate the E2‐mediated CYP2B6 and CYP1B1 regulation under various steroid hormone conditions, including physiological concentrations, in human oestrogen receptor positive (T47D, MCF‐7) and negative (MDA‐MB‐231) BC cell lines. We confirm that steroid‐deprived pre‐cultivation led to CYP2B6 upregulation in T47D, but not in MCF‐7. However, when pre‐cultivated with steroid‐containing medium CYP2B6 was downregulated in T47D and MCF‐7, while the addition of physiological E2 concentrations to steroid‐deprived medium resulted in a downregulation in T47D. In contrast, CYP1B1 was never downregulated in any culture condition. Thus, we show that E2‐mediated CYP2B6 regulation in BC cells depends on steroid hormone exposure in a cell line‐specific manner. Our data indicates the importance of being careful with conclusions drawn from CYP2B6 induction findings in vitro, as we demonstrate potential influences of hormonal changes on CYP2B6 expression, which could impact steroid hormone homeostasis and, consequently, BC risk. The effects of soluble ions on the morphology and crystal growth of calcium sulfate hemihydrate whiskers are very significant. In order to gain a deeper understanding of the basic theory of regulating whiskers, this paper summarises the progress of research on the effects of different types and concentrations of soluble cations in desulfurization gypsum on the whisker preparation. The low concentration of Na+ has a small effect on the calcium sulfate hemihydrate whiskers and barely affects the morphology and surface smoothness of the whiskers. The content of K+ is suitable to be 3% (mass fraction) or below, and the higher content has a detrimental effect on the growth of calcium sulfate hemihydrate whiskers. Mg2+ makes the whisker surface more homogeneous and crystalline. And the trace amount of selective adsorption of Al3+ has no effect on the whisker length-to-diameter ratio. Similar to K+, Fe3+ also has the optimal concentration, which is lower than 2 mmol / L. Unlike the cations mentioned above, Cu2+ is not from the raw material, but is an additional ion introduced in the doping of the appropriate amount of Cu2+ is conducive to the formation of whiskers with a smooth and uniform surface. While specific AI applications, such as skin cancer screening, have been welcomed, most Americans emphasize the importance of addressing societal concerns such as racial bias and inequities before the widespread implementation of AI. Drawing on critical capitalism theory and the social responsibility theory of media, this paper explores the role of the state as a news media owner in contemporary European media systems and the capitalist context. It focuses on accountability and the relationships between the state, state-owned media outlets, and the public. Academic research to date has predominantly examined public service media (PSM) and the dichotomy of private versus public media, thereby overlooking other models of state ownership. The lack of clear regulations on the state's accountability as a media owner outside PSM at the EU level, along with uncertainties in national regulatory frameworks (such as those seen in Slovenia, and the recent reinstatement of state ownership of media in Serbia) raise concerns about the potential for abuse of power. Transporters for organic cations (OCs) facilitate exchange of positively charged molecules through the plasma membrane. Substrates for these transporters encompass neurotransmitters, metabolic byproducts, drugs, and xenobiotics. Consequently, these transporters actively contribute to the regulation of neurotransmission, cellular penetration and elimination process for metabolic products, drugs, and xenobiotics. Therefore, these transporters have significant physiological, pharmacological, and toxicological implications. In cells of renal proximal tubules, the vectorial secretion pathways for OCs involve expression of organic cation transporters (OCTs) and multidrug and toxin extrusion proteins (MATEs) on basolateral and apical membrane domains, respectively. This review provides an overview of documented regulatory mechanisms governing OCTs and MATEs. Additionally, regulation of these transporters under various pathological conditions is summarized. The expression and functionality of OCTs and MATEs are subject to diverse pre‐ and post‐translational modifications, providing insights into their regulation in various pathological conditions. Typically, in diseases, downregulation of transporter expression is observed, probably as a protective mechanism to prevent additional damage to kidney tissue. Bacillus species act as plant growth‐promoting rhizobacteria (PGPR) that can produce a large number of bioactive metabolites. Bacillaene, a linear polyketide/nonribosomal peptide produced by Bacillus strains, is synthesized by the trans‐acyltransferase polyketide synthetase. The complexity of the chemical structure, particularity of biosynthesis, potent bioactivity, and the important role of competition make Bacillus an ideal antibiotic weapon to resist other microbes and maintain the optimal rhizosphere environment. This review provides an updated view of the structural features, biological activity, biosynthetic regulators of biosynthetic pathways, and the important competitive role of bacillaene during Bacillus survival. This article analyzes the public comments submitted to the Commodity Futures Trading Commission (CFTC), 2010–2014, in response to proposed rules for implementing the Dodd‐Frank reforms. By addressing a fine‐grained typology of commenting organizations to a topic model of the combined comments, we illuminate a new pattern of public engagement in financial regulation. Contrary to the economic concept of regulatory capture, our data show no sharp divide between the suppliers of complex derivatives (the dealer banks) and their customers in other parts of the finance industry. In keeping with the general concept of financialization—but contrary to its strongest versions—our data show distinctly delimited evidence of a convergence between the banks and other sectors. Instead of either capture or all‐embracing financialization, the comments submitted to the CFTC display an overriding opposition in the justifications used by commenters to explain their preferences. Commenters from the financial services and allied sectors consistently adopt a language of technical legitimation. Commenters in agriculture, livestock, retail energy, and many nonmarket organizations adopt a language of moral justification. The clarity of the divide between these two idioms indicates that the underlying purposes of new financial instruments are now being questioned. Even in the realm of esoteric financial instruments such as derivatives, the moral economy of market competition is once again subject to debate among market participants as well as observers. The International Atomic Energy Agency asserts that the regulation of the safety of civil nuclear power requires national regulatory agencies to be effectively independent. However, in the early years of national civil nuclear power programs national nuclear industries were dominated by iron triangles or subgovernments of powerful actors with an interest in promoting the industry. The creation of an independent safety regulator requires a radical restructuring of the national governance framework. Windows of opportunity or critical junctures for such reform occur only occasionally. This paper examines the cases of France, Japan, and India to identify the factors that determine the degree of success in attempts to break the power of nuclear iron triangles or subgovernments and create an effectively independent regulator. This analysis shows a serious nuclear accident can create the opportunity to dismantle an iron triangle. The extent and speed with which reforms can be implemented depend greatly on pre‐existing and prevailing conditions. Key determinants include the power structures and attitudes toward nuclear power in elite politics, the degree of engagement of civil society, and pressures from international organizations. Technological advances in analytics, as well as scientific and regulatory knowledge and experience gained from biosimilar development/approvals over the last decade, enabled the World Health Organization (WHO) in 2022 to revise its guidelines on the evaluation of biosimilars. Among the revisions, there is more reliance on analytical and functional aspects to prove similarity (and likely fewer clinical requirements). WHO international reference standards for biosimilars provide additional confidence to regulators looking for evidence‐ and data‐based regulatory convergence in scientific and technical measures of quality attributes. These standards serve as a benchmark for harmonizing the bioactivity or potency of biosimilars, ensuring their future sustainability. We examine the relationship between industry‐specific regulations and startup birth rates (entry) and startup 'deaths' (closings) in the United States and Canada during 2012–19. Our sample contains data on thousands of active and closed technology startups in the United States and Canada that were founded between January 2012 and June 2019. We use the Mercatus Center's RegData database to capture the intensity of national‐level regulations. Our findings suggest that more regulated industries may exhibit lower rates of entry and that more regulated industries are associated with a greater likelihood of a startup closing. These findings seem more robust for the US than for Canada. We discuss startup funding as a potential mechanism by which regulation may impact startup closings, using our fieldwork interviews with over 100 technology startup executives and venture capital investors. Occupational licensing laws are designed to improve service quality and protect consumers from harm by establishing entry requirements and oversight of practising professionals. Evidence on the effects of licensing is mixed. The quality of services is difficult to measure objectively, complicating attempts to compare costs and benefits of regulation. A 2017 executive order in the US state of Idaho required licensing boards to report disciplinary actions against professionals. This new source of data provides some insight into the type of enforcement undertaken by licensing boards. We find that disciplinary actions directly related to quality are rare. Assisted reproductive technologies (ARTs) have become a widely utilized medical technology for treating infertility worldwide. However, societies and countries have applied these technologies in accordance with their cultural practices and belief systems. This paper presents an overview of ART providers in Bangladesh and analyzes their online content in addressing potential infertile couples. Examining the topic within the context of socio-economic and public health challenges in Bangladesh, particularly overpopulation, poverty, and lack of education, the research conducted a web content analysis of ART providers in Bangladesh from July 1 to September 1, 2023. Twenty active ART providers were identified using Google searches and an exploratory key. The analysis considered locations, landing page information, ethical standards, quality certification, foreign affiliations, and success rates. The findings revealed a concentration of centers in urban areas, raising concerns about equitable access. The absence of regulation and guidelines, coupled with the lack of ART clinic registration, highlighted potential risks to patient well-being. Landing page statements utilized highly emotive language and ambiguous terms, raising ethical concerns. The absence of explicit mention of quality standards, including ISO 9001:2000 certification, indicated potential gaps in transparency. Foreign affiliations were employed for credibility, raising concerns of misleading advertising. Limited and ambiguous reporting of success rates posed challenges for informed decision-making. Evident exploitative and commercialized practices raised concerns about potentially commodifying reproductive services. The study emphasizes the need for regulatory frameworks, transparency in reporting, adherence to ethical advertising, and increased cultural sensitivity to enhance the ethical standards of ART providers in Bangladesh.
