The absence of validation or comparison data for verifying flood mapping methods poses a significant challenge in developing operational hydraulic approaches. This article aims to address this gap by presenting a benchmark dataset for flash flood mapping in the French Mediterranean region. The dataset described in this paper (Nicolle et al., 2024) includes flood hazard maps and simulation results of three actual flash flood events, all computed in steady regime at a 5-meter resolution using a 2D SWE model (neglecting inertia) named Floodos (Davy et al., 2017). Additionally, it includes the input data necessary (Digital Terrain Models, inflow discharges, hydrographic network) for conducting similar simulations with other hydrodynamic modeling approaches, in both steady and unsteady regimes. A comprehensive validation dataset, comprising observed flood extents, high water marks, and rating curves, is also provided, enabling a detailed evaluation of 2D hydraulic simulation results. The simulation results from Floodos, compared against stage-discharge rating curves available at gauging stations, yielded highly encouraging outcomes. The median error (sim. - obs.) was -0.04 m for the 2-year return period and -0.14 m across all simulated return periods, ranging from 2 to 1000 years. [ABSTRACT FROM AUTHOR]

The allocation of points in a river network to pixels of a coarse-resolution hydrological modelling grid is a well-known issue, especially for hydrologists who use measurements at gauging stations to calibrate and validate distributed hydrological models. To address this issue, the traditional approach involves examining grid cells surrounding the considered river point and selecting the best candidate, based on distance and upstream drainage area as decision criteria. However, recent studies have suggested that focusing on basin boundaries rather than basin areas could prevent many allocation errors, even though the performance gain is rarely assessed. This paper compares different allocation methods and examines their relative performances. Three methods representing various families of methods have been designed: area-based, topology-based and contour-based methods. These methods are implemented to allocate 2580 river points to a 1 km hydrological modelling grid. These points are distributed along the entire hydrographic network of the French southeastern Mediterranean region, covering upstream drainage areas ranging from 5 to 3000 km 2. Flash floods have dramatic economic and social consequences, and efficient adaptation policies are required to reduce their impacts, especially in the context of global change. Developing more efficient flash flood forecasting systems can largely contribute to these adaptation requirements. The aim of this study was to assess the ability of a new seamless short-range ensemble quantitative precipitation forecast (QPF) product, called PIAF-EPS (Prévision Immédiate Agrégée Fusionnée ensemble prediction system) and recently developed by Météo-France, to predict flash floods when used as input to an operational hydrological forecasting chain. For this purpose, eight flash flood events that occurred in the French Mediterranean region between 2019 and 2021 were reanalysed, using a hydrological-modelling chain similar to the one implemented in the French Vigicrues Flash operational flash flood monitoring system. The hydrological forecasts obtained from PIAF-EPS were compared to the forecasts obtained with different deterministic QPFs from which PIAF-EPS is directly derived. The verification method applied in this work uses scores calculated on contingency tables and combines the forecasts issued on each 1 km 2 pixel of the territory. This offers a detailed view of the forecast performances, covering the whole river network and including the small ungauged rivers. This paper presents a methodological framework designed for the event-based evaluation of short-range hydrometeorological ensemble forecasts, in the specific context of an intense flash-flood event characterized by high spatiotemporal variability. The proposed evaluation adopts the point of view of end users in charge of the organization of evacuations and rescue operations at a regional scale. Therefore, the local exceedance of discharge thresholds should be anticipated in time and accurately localized. A step-by-step approach is proposed, including first an evaluation of the rainfall forecasts. This first step helps us to define appropriate spatial and temporal scales for the evaluation of flood forecasts. The anticipation of the flood rising limb (discharge thresholds) is then analyzed at a large number of ungauged sub-catchments using simulated flows and zero-future rainfall forecasts as references. Based on this second step, several gauged sub-catchments are selected, at which a detailed evaluation of the forecast hydrographs is finally achieved. This methodology is tested and illustrated for the October 2018 flash flood which affected part of the Aude River basin (southeastern France). Three ensemble rainfall nowcasting research products recently proposed by Météo-France are evaluated and compared. The results show that, provided that the larger ensemble percentiles are considered (75th percentile for instance), these products correctly retrieve the area where the larger rainfall accumulations were observed but have a tendency to overestimate its spatial extent. The hydrological evaluation indicates that the discharge threshold exceedances are better localized and anticipated if compared to a naive zero-future rainfall scenario but at the price of a significant increase in false alarms. Some differences in the performances between the three ensemble rainfall forecast products are also identified. Finally, even if the evaluation of ensemble hydrometeorological forecasts based on a low number of documented flood events remains challenging due to the limited statistical representation of the available data, the evaluation framework proposed herein should contribute to draw first conclusions about the usefulness of newly developed rainfall forecast ensembles for flash-flood forecasting purpose and about their limits and possible improvements. Flash floods observed in headwater catchments often cause catastrophic material and human damage worldwide. Considering the large number of small watercourses possibly affected, the use of automated methods for flood inundation mapping at a regional scale can be of great help for the identification of threatened areas and the prediction of potential impacts of these floods. An application of three mapping methods of increasing level of complexity is presented herein, including a digital terrain model (DTM) filling approach (height above nearest drainage/Manning–Strickler or HAND/MS) and two hydrodynamic methods (caRtino 1D and Floodos 2D). These methods are used to estimate the flooded areas of three major flash floods observed during the last 10 years in southeastern France, i.e., the 15 June 2010 flooding of the Argens river and its tributaries (585 km of river reaches), the 3 October 2015 flooding of small coastal rivers of the French Riviera (131 km of river reaches) and the 15 October 2018 flooding of the Aude river and its tributaries (561 km of river reaches). The common features of the three mapping approaches are their high level of automation, their application based on a high-resolution (5 m) DTM, and their reasonable computation times. Hydraulic simulations are run in steady-state regime, based on peak discharges estimated using a rainfall–runoff model preliminarily adjusted for each event. The simulation results are compared with the reported flood extent maps and the high water level marks. A clear grading of the tested methods is revealed, illustrating some limits of the HAND/MS approach and an overall better performance of hydraulic models which solve the shallow water equations. With these methods, a good retrieval of the inundated areas is illustrated by critical success index (CSI) median values close to 80 %, and the errors on water levels remain mostly below 80 cm for the 2D Floodos approach. The most important remaining errors are related to limits of the DTM, such as the lack of bathymetric information, uncertainties on embankment elevation, and possible bridge blockages not accounted for in the models. This paper describes an integrated, high-resolution dataset of hydro-meteorological variables (rainfall and discharge) concerning a number of high-intensity flash floods that occurred in Europe and in the Mediterranean region from 1991 to 2015. This type of dataset is rare in the scientific literature because flash floods are typically poorly observed hydrological extremes. Valuable features of the dataset (hereinafter referred to as the EuroMedeFF database) include (i) its coverage of varied hydro-climatic regions, ranging from Continental Europe through the Mediterranean to Arid climates, (ii) the high space–time resolution radar rainfall estimates, and (iii) the dense spatial sampling of the flood response, by observed hydrographs and/or flood peak estimates from post-flood surveys. Flash floods included in the database are selected based on the limited upstream catchment areas (up to 3000 km 2), the limited storm durations (up to 2 days), and the unit peak flood magnitude. The EuroMedeFF database comprises 49 events that occurred in France, Israel, Italy, Romania, Germany and Slovenia, and constitutes a sample of rainfall and flood discharge extremes in different climates. The dataset may be of help to hydrologists as well as other scientific communities because it offers benchmark data for the identification and analysis of the hydro-meteorological causative processes, evaluation of flash flood hydrological models and for hydro-meteorological forecast systems. The dataset also provides a template for the analysis of the space–time variability of flash flood triggering rainfall fields and of the effects of their estimation on the flood response modelling. Rainfall is the primary input into rainfall-runoff modeling. Previous work indicates that the accurate representation of rainfall in time and space is important due to its influence on the hydrological response. The objective of this study is to evaluate the relevance of theoretical indices of spatial rainfall variability and the theoretical criteria of the hydrological response proposed by Emmanuel et al. (2015) in a real case study. The distributed model CINECAR has been chosen to accommodate the spatial discretization of hydrological data. The production function of the model adopts the Soil Conservation Service-Curve Number method, while the transfer function is based on a kinematic wave model. The simulations used weather radar data and also their average over the watershed, with a data resolution of 1x1 km². They were conducted on the basis of 13 watersheds in the Gard region and four events in 2008 for each watershed. The difference between the distributed and averaged hydrographs obtained from the CINECAR model were calculated using two criteria, namely the difference in peak discharge (LQ) and the difference in peak time (TQ). The values of LQ and TQ represent the influence of spatial rainfall variability on the hydrological response. The spatially distributed rainfall was analyzed based on the values of its maximum Horizontal and Vertical Gab (HG and VG) to watershed centroid acting as indices, as proposed by Emmanuel. The analysis of the influence of spatial rainfall variability on the watershed response was conducted by quantification of the averaged and distributed hydrographs using the proposed indices and criteria. The results show that value of LQ rises by more than 50% for some events, and that TQ shows different times to peak between the average and distributed hydrographs. The values of the HG and VG indices accurately describe the rainfall distribution in the watershed. Therefore, these criteria and indices are effective in quantifying the influence of spatial rainfall variability on the hydrological modeling in particular events which are affected by rainfall distribution. Up to now, flash flood monitoring and forecasting systems, based on rainfall radar measurements and distributed rainfall-runoff models, generally aimed at estimating flood magnitudes - typically discharges or return periods - at selected river cross sections. The approach presented here goes one step further by proposing an integrated forecasting chain for the direct assessment of flash flood possible impacts on inhabited areas (number of buildings at risk in the presented case studies). The proposed approach includes, in addition to a distributed rainfall-runoff model, an automatic hydraulic method suited for the computation of flood extent maps on a dense river network and over large territories. The resulting catalogue of flood extent maps is then combined with land use data to build a flood impact curve for each considered river reach, i.e. the number of inundated buildings versus discharge. These curves are finally used to compute estimated impacts based on forecasted discharges. The approach has been extensively tested in the regions of Alès and Draguignan, located in the south of France, where welldocumented major flash floods recently occurred. The article presents two types of validation results. The Cévennes–Vivarais Mediterranean Hydrometeorological Observatory (OHM-CV) is a research initiative aimed at improving the understanding and modeling of the Mediterranean intense rain events that frequently result in devastating flash floods in southern France. A primary objective is to bring together the skills of meteorologists and hydrologists, modelers and instrumentalists, researchers and practitioners, to cope with these rather unpredictable events. In line with previously published flash-flood monographs, the present paper aims at documenting the 8–9 September 2002 catastrophic event, which resulted in 24 casualties and an economic damage evaluated at 1.2 billion euros (i.e., about 1 billion U.S. dollars) in the Gard region, France. A description of the synoptic meteorological situation is first given and shows that no particular precursor indicated the imminence of such an extreme event. Then, radar and rain gauge analyses are used to assess the magnitude of the rain event, which was particularly remarkable for its spatial extent with rain amounts greater than 200 mm in 24 h over 5500 km2. The maximum values of 600–700 mm observed locally are among the highest daily records in the region. The preliminary results of the postevent hydrological investigation show that the hydrologic response of the upstream watersheds of the Gard and Vidourle Rivers is consistent with the marked space–time structure of the rain event. It is noteworthy that peak specific discharges were very high over most of the affected areas (5–10 m3 s-1 km-2) and reached locally extraordinary values of more than 20 m3 s-1 km-2. A preliminary analysis indicates contrasting hydrological behaviors that seem to be related to geomorphological factors, notably the influence of karst in part of the region. An overview of the ongoing meteorological and hydrological research projects devoted to this case study within the OHM-CV is finally presented. [ABSTRACT FROM AUTHOR]
