Children and young people are often labelled the "digital generation", naturally equipped with the skills to reap the benefits of digitised education, working life and communication through social media now and in the future. However, this age group's use of information and communication technology (ICT) is not uniform, nor are the outcomes of their adaption to ICT. Shaped by their social environment and socioeconomic conditions, the potential benefits of children's and young people's ICT use may vary greatly, contributing to increased inequalities that exacerbate vulnerability for some while promoting health and well-being for others. This paper presents a protocol for conceptualising, systematically identifying and synthesising the literature on which conditions contribute to children and young people being negatively or positively impacted by their use of ICT. Here, children and young people are seen as social actors in four domains of their everyday lives illustrated through the digital ecosystem: family, leisure, education and civic participation. This protocol's overview of the actors' navigation within and across the different domains and potential for studying the interactions between the different spheres of the ecosystem may advance the understanding of both the risks and benefits facing children and young people in their digital lives. The paper focuses on the ways in which both state sovereignty and governance in Greece have been challenged by solidarity initiatives in unprecedented intensity. Since the beginning of the 'refugee crisis', particularly since the spring of 2015, multiple new actors have been playing a substantial role throughout the country wherever emergency conditions occurred. The paper examines to what extent state sovereignty and civil society have been repositioned through the involvement of these actors in the management of the 'refugee crisis'. In other words: To what extent has solidarity towards refugees shifted both the scope of state sovereignty and the limits of citizenship? The analysis is based on empirical material gathered from semi-structured interviews with volunteers and activists who have been working with refugees in different settings in Lesbos and in Athens, as well as with representatives of relevant authorities. The Intergovernmental Committee for European Migration (ICEM) was founded in 1952 to manage the migration of migrants and refugees of European origin to overseas countries. Its foundation was part of the effort during the Post-war period to find supranational solutions to global problems and can be considered as the first to achieve 'migration management'. ICEM was also part of the US propaganda mechanism during the Cold War aiming at proving the superiority of the 'Free World' to allocate human resources and streamlining the movement of refugees from Eastern Europe. To achieve this task ICEM collaborated closely with international organisations such as the ILO. At the same time, since its foundation it outsourced the process from registration to placement of immigrants and refugees to a series of national, international or religious voluntary organisations. This article explores the constructions and dynamics of subaltern migrant subjectivities in three arrival cities, Athens, Istanbul and Nicosia. The paper draws on empirical research in three cities geopolitically located in the most south-eastern part of the Mediterranean basin and the boundary triangle connecting Europe, Asia and Africa. This is essentially a process where the will, agency and praxis of subaltern migrants in the context of social struggles are interwoven with precarious spaces. Precarity is at the core of their daily existence: precarious labour, precarious stay and precarious lives. The generation, maintenance, evolution, even erosion of mobile commons are consequential of social processes and struggles driven by subaltern and precarious subjects, migrants and non-migrants alike. The article explores how the generation of claims to rights is restructuring Lefebvre’s ‘right to the city’, as new forms of commons through mobility, resistance and digital materialities are contesting the sovereign governance and surveillance technologies in Europe and beyond. The paper contends that such perspectives from the borders of Europe, that is, in and out of Europe, are not only crucial to the understanding of what is happening in Europe, but are an advanced glimpse into potentialities of the world ahead.
