The article discusses the development of European politics from 1780 to 1945. The author begins by exploring the patterns of class formation and state building in the continent, in political context. Then, he offers new explanation regarding political differentiation in Europe from the late 18th century to the middle of the 20th century. Finally, he examines the significance of several hypotheses related to the politics of international economic inequality to gain further understanding on the main problem of the contemporary political economy in Europe.

The article discusses the continuities between past and present, the persistence and change in the international environment and the patterns of adaptations and political strategies by East European actors after the fell of the Communists governments in the region. It presents the politics in contemporary Eastern Europe and its significance for the transition from authoritarianism to democracy. The link from the past to present showing the struggles of the region is shown including the regional income inequality, income disparities, and the ethnic fragmentation. It concluded that the political development is influenced by responses to both internal and external exigencies.

Confronted with the realities of social change in underdeveloped areas, the theorists and policy-makers of the Soviet world find it increasingly difficult to draw operational inferences from classic Marxist generalizations, which were derived from European historical experience, about the stages of social development. Two recent Soviet articles that reveal this, one stating a new doctrinal interpretation, the other applying the interpretation to Latin America, are abstracted here, followed by com ments on each.
