The article focuses on the plans and agreements for international arms control. It states that several plans and agreements for the implementation of arms control have been made by different nations. However, those were not effectively implemented because of the lack of responsibility, focus and action. It views on the beneficial outcomes of the Strategic Arms Limitation Talks (SALT) agreement between the U.S. and the Union of Soviet Socialist Republic which is taking place in Vienna, Austria. It hopes that the SALT would be helpful in further testing and deployment of new nuclear missile systems.
