Distributive politics—or pork barreling—is prevalent across many political systems. It aims to influence the vote by directing discretionary spending to constituencies and/or groups of voters that are important for their re‐election. We term this the objective dimension to pork barreling. However, we argue that for pork barreling to deliver rewards, voters must also be aware that they are gaining a special benefit from government—the subjective dimension. Using a unique Australian dataset that matches spending on electoral areas with a large scale national survey that asked voters if their area had received special benefits, we clarify the mechanisms behind pork barreling. Our results show that about one in five voters believed that their electorate had received additional benefits. Objectively, spending was disproportionately directed to government‐held seats. Despite this largesse, we find that pork barreling had little or no effect on the vote in the 2022 Australian election. [ABSTRACT FROM AUTHOR]

Researchers, practitioners, and policy makers have been increasingly interested in measuring wellbeing over the last two decades. However, with many measurement tools and frameworks being replicated in contexts distinct from where they were developed, it raises the question as to whether we are measuring the right things. This study draws on data collected through a systematic review of participatory wellbeing frameworks to better understand how wellbeing conceptualisations differ based on country context throughout the world. This analysis is one of the first of its kind, enabling a deeper and more comprehensive insight into cross-cultural understandings of wellbeing. The findings indicate that while there is some degree of universality in how wellbeing is conceptualised in different country contexts, cross-cultural variation is also evident. These findings have important implications for wellbeing measurement throughout the world, indicating that researchers, practitioners, and policymakers should exercise some caution when utilising wellbeing measurement tools and frameworks that were developed in contexts distinct from the population of interest. Furthermore, this study highlights the value of participatory approaches in better understanding these nuanced conceptualisations of wellbeing within different population groups throughout the world. The longitudinal analysis yielded four trajectories of gambling participation from 2019 to 2023, including individuals who (1) never gambled (25.0% of the longitudinal sample; n = 789); (2) engaged in non‐problematic gambling (59.8%; n = 1888); (3) ceased gambling during COVID‐19 and started again post pandemic (10.7%; n = 337); and (4) engaged in high risk gambling (4.6%; n = 146), with particular demographic and psychosocial profiles and patterns of participation in specific gambling activities related to these trajectories. Conclusions: Although overall gambling participation rates decreased at the population level in Australia during COVID‐19, by 2023 participation in gambling appeared to have nearly returned to pre‐pandemic levels. The 2023 Australian Indigenous Voice to Parliament referendum joined the 37 other referendums which have been defeated since federation, out of a total of 45 referendums. In contrast to the 1967 referendum on Indigenous Australians, which attracted a record majority of 90.8 percent, the Voice referendum gained just 39.9 percent support. This paper uses a large, nationally representative survey to explain voting in the Voice referendum and to compare it with the 1999 republic referendum. The results show that the absence of bipartisanship on the Voice resulted in voters prioritizing the potential risks of constitutional change over the prospect of better outcomes for Indigenous people. The COVID-19 pandemic was the most severe global health crisis for a century. Most advanced democracies introduced restrictions on social interaction to reduce community infection. This article examines how public confidence in Australia's federal system of government was affected by these restrictions. We use a longitudinal dataset collected nationally between 2020 and 2022 to evaluate how public confidence in both federal and state governments varied with the level of government-imposed COVID-19 restrictions. The results show that confidence in both levels of government surged in the initial stages of the pandemic and remained high for the first year, gradually declining thereafter. Variations in the level of restrictions had a significant longitudinal association with confidence, with a negative relationship with confidence in state governments and a positive relationship with confidence in the federal government. The 2020–23 COVID-19 pandemic resulted in a level of government-imposed restrictions on personal freedom unknown outside of wartime. How did these restrictions affect citizens' views about the appropriate role of government? To answer this question, we use a unique longitudinal dataset that matches the public's views about the role of government in Australia to local variations in restrictions on personal freedom aimed at reducing community infection. We identify the extent to which local level restrictions on personal freedom, which varied widely across Australia, affected the public's views about government intervention. The results show that there was initial support for intervention but continuing restrictions on personal freedom resulted in less support for government intervention, particularly in areas of government policy that affected relatively small population groups. The COVID‐19 pandemic has had widespread impacts on the labour market and on individuals' well‐being. This paper examines gender differences in the relationship between labour market outcomes and well‐being over the pandemic. We draw on longitudinal data from the ANUpoll survey that has been conducted before COVID‐19 and at several points throughout the pandemic. We find higher levels of well‐being among those who are employed relative to most other labour market outcomes, controlling for individual random effects. These gaps in well‐being are greatly reduced or disappear after controlling for financial circumstances and health. We also observe gender differences in the relationship between well‐being and labour market outcomes, in particular: (i) life satisfaction is more closely related to labour market outcomes for females relative to males, and (ii) there is a stronger association between being unemployed and not actively looking and serious mental distress for males relative to females. Well‐being tends to be lower during lockdowns and during the Omicron wave in January 2022, particularly among females. Our findings have implications for ongoing and future pandemic policies. Where restrictions that reduce employment are necessary, we show that during a pandemic financial support has the potential to reduce or in some cases potentially close the gap in well‐being between those who are employed and those in other employment activities. A large-scale crisis, such as the COVID-19 pandemic, has the potential to affect nonresponse in cross-sectional and longitudinal surveys. This study utilises a longitudinal survey, conducted prior to and during the COVID-19 pandemic, to examine the factors associated with participation in longitudinal surveys during the COVID-19 period, and how this has changed from prior to the pandemic. We find that a number of demographic groups are more likely to be non-responders to COVID-19 surveys, despite having completed pre-COVID surveys, as well as a number of other economic and personality factors. Reassuringly though, there were many more factors that did not have an association. The findings also highlight that two simple questions (with a low time cost) on subjective survey experience early in the pandemic were highly useful in predicting future survey participation. These findings can help to support survey practitioners and data collection companies to develop more robust response improvement strategies during the COVID-19 period. [ABSTRACT FROM AUTHOR]

The objective of this study is to identify factors affecting participation rates, i.e., nonresponse and voluntary attrition rates, and their predictive power in a probability-based online panel. Participation for this panel had already been investigated in the literature according to the socio-demographic and socio-psychological characteristics of respondents and different types of paradata, such as device type or questionnaire navigation, had also been explored. In this study, the predictive power of online panel participation paradata was instead evaluated, which was expected (at least in theory) to offer even more complex insight into respondents' behavior over time. This kind of paradata would also enable the derivation of longitudinal variables measuring respondents' panel activity, such as survey outcome rates and consecutive waves with a particular survey outcome prior to a wave (e.g., response, noncontact, refusal), and could also be used in models controlling for unobserved heterogeneity. Using the Life in Australia™ participation data for all recruited members for the first 30 waves, multiple linear, binary logistic and panel random-effect logit regression analyses were carried out to assess socio-demographic and online panel paradata predictors of nonresponse and attrition that were available and contributed to the accuracy of prediction and the best statistical modeling. The proposed approach with the derived paradata predictors and random-effect logistic regression proved to be reasonably accurate for predicting nonresponse—with just 15 waves of online panel paradata (even without sociodemographics) and logit random-effect modeling almost four out of five nonrespondents could be correctly identified in the subsequent wave. Online probability-based panels often apply two or more data collection modes to cover both the online and offline populations with the aim of obtaining results that are more representative of the population of interest. This study used such a panel to investigate how necessary it is, from the coverage error standpoint, to include the offline population by mixing modes in online panel survey research. This study evaluated the problem from three different perspectives: undercoverage bias, bias related to survey item topics and variable characteristics, and accuracy of online-only samples relative to nationally representative benchmarks. The results indicated that attitudinal, behavioral, and factual differences between the online and offline populations in Australia are, on average, minor. This means that, considering that survey research commonly includes a relatively low proportion of the offline population, survey estimates would not be significantly affected if probabilitybased panels did not mix modes and instead were online only, for the majority of topics. The benchmarking analysis showed that mixing the online mode with the offline mode did not improve the average accuracy of estimates relative to nationally representative benchmarks. Based on these findings, it is argued that other online panels should study this issue from different perspectives using the approaches proposed in this paper. There might also be an argument for (temporarily) excluding the offline population in probability-based online panel research in particular country contexts as this might have practical implications. Background: Socioeconomic inequalities in mortality are evident in all high-income countries, and ongoing monitoring is recommended using linked census-mortality data. Using such data, we provide the first estimates of education-related inequalities in cause-specific mortality in Australia, suitable for international comparisons.Methods: We used Australian Census (2016) linked to 13 months of Death Registrations (2016-17). We estimated relative rates (RR) and rate differences (RD, per 100 000 person-years), comparing rates in low (no qualifications) and intermediate (secondary school) with high (tertiary) education for individual causes of death (among those aged 25-84 years) and grouped according to preventability (25-74 years), separately by sex and age group, adjusting for age, using negative binomial regression.Results: Among 13.9 M people contributing 14 452 732 person-years, 84 743 deaths occurred. All-cause mortality rates among men and women aged 25-84 years with low education were 2.76 [95% confidence interval (CI): 2.61-2.91] and 2.13 (2.01-2.26) times the rates of those with high education, respectively. We observed inequalities in most causes of death in each age-sex group. Among men aged 25-44 years, relative and absolute inequalities were largest for injuries, e.g. transport accidents [RR = 10.1 (5.4-18.7), RD = 21.2 (14.5-27.9)]). Among those aged 45-64 years, inequalities were greatest for chronic diseases, e.g. lung cancer [men RR = 6.6 (4.9-8.9), RD = 57.7 (49.7-65.8)] and ischaemic heart disease [women RR = 5.8 (3.7-9.1), RD = 20.2 (15.8-24.6)], with similar patterns for people aged 65-84 years. When grouped according to preventability, inequalities were large for causes amenable to behaviour change and medical intervention for all ages and causes amenable to injury prevention among young men.Conclusions: Australian education-related inequalities in mortality are substantial, generally higher than international estimates, and related to preventability. Individuals throughout the world are being recruited into studies to examine the social impacts of coronavirus disease 2019 (COVID-19). While previous literature has illustrated how research participation can impact distress and wellbeing, to the authors' best knowledge no study has examined this in the COVID-19 context. Using an innovative approach, this study analyses the impacts of participation in a COVID-19 survey in Australia on subjective wellbeing through a survey experiment. At a population level, we find no evidence that participation impacts subjective wellbeing. However, this may not hold for those with mental health concerns and those living in financial insecurity. Background: High levels of vaccination coverage in populations will be required even with vaccines that have high levels of effectiveness to prevent and stop outbreaks of coronavirus. The World Health Organisation has suggested that governments take a proactive response to vaccine hesitancy 'hotspots' based on social and behavioural insights. Methods: Representative longitudinal online survey of over 3000 adults from Australia that examines the demographic, attitudinal, political and social attitudes and COVID-19 health behavior correlates of vaccine hesitance and resistance to a COVID-19 vaccine. Results: Overall, 59% would definitely get the vaccine, 29% had low levels of hesitancy, 7% had high levels of hesitancy and 6% were resistant. Females, those living in disadvantaged areas, those who reported that risks of COVID-19 was overstated, those who had more populist views and higher levels of religiosity were more likely to be hesitant or resistant while those who had higher levels of household income, those who had higher levels of social distancing, who downloaded the COVID-Safe App, who had more confidence in their state or territory government or confidence in their hospitals, or were more supportive of migration were more likely to intend to get vaccinated. Conclusions: Our findings suggest that vaccine hesitancy, which accounts for a significant proportion of the population can be addressed by public health messaging but for a significant minority of the population with strongly held beliefs, alternative policy measures may well be needed to achieve sufficient vaccination coverage to end the pandemic. Background: National linked mortality and census data have not previously been available for Australia. We estimated education-based mortality inequalities from linked census and mortality data that are suitable for international comparisons.Methods: We used the Australian Bureau of Statistics Death Registrations to Census file, with data on deaths (2011-2012) linked probabilistically to census data (linkage rate 81%). To assess validity, we compared mortality rates by age group (25-44, 45-64, 65-84 years), sex and area-inequality measures to those based on complete death registration data. We used negative binomial regression to quantify inequalities in all-cause mortality in relation to five levels of education ['Bachelor degree or higher' (highest) to 'no Year 12 and no post-secondary qualification' (lowest)], separately by sex and age group, adjusting for single year of age and correcting for linkage bias and missing education data.Results: Mortality rates and area-based inequality estimates were comparable to published national estimates. Men aged 25-84 years with the lowest education had age-adjusted mortality rates 2.20 [95% confidence interval (CI): 2.08‒2.33] times those of men with the highest education. Among women, the rate ratio was 1.64 (1.55‒1.74). Rate ratios were 3.87 (3.38‒4.44) in men and 2.57 (2.15‒3.07) in women aged 25-44 years, decreasing to 1.68 (1.60‒1.76) in men and 1.44 (1.36‒1.53) in women aged 65-84 years. Absolute education inequalities increased with age. One in three to four deaths (31%) was associated with less than Bachelor level education.Conclusions: These linked national data enabled valid estimates of education inequality in mortality suitable for international comparisons. Summary: Motivated by the Australian National University poll, we consider a situation where survey data have been collected from respondents for several categorical variables and a primary geographic classification, e.g. postcode. Here, a common and important problem is to obtain estimates for a second target geography that overlaps with the primary geography but has not been collected from the respondents. We examine this problem when areal level census information is available for both geographic classifications. Such a situation is challenging from a small area estimation perspective for several reasons: there is a misalignment between the census and survey information as well as the geographical classifications; the geographic areas are potentially small and so prediction can be difficult because of the sparse or spatially missing data issue; and there is the possibility of non‐stationary spatial dependence. To address these problems we develop a Bayesian model using latent processes, underpinned by a non‐stationary spatial basis that combines Moran's I and multiresolution basis functions with a small but representative set of knots. The study results based on simulated data demonstrate that the model can be highly effective and gives more accurate estimates for areas defined by the target geography than several existing models. The opening up of access to data from the Multi‐Agency Data Integration Project provides an opportunity to fill a number of research gaps on inequality in Australia. Our paper begins the external validation of these data, focusing on what the data can tell us about the distribution, dynamics and determinants of income in Australia. It has the potential to shed new light on these aspects, but the dataset should be used with caution, taking into account some key limitations, including incomplete linkage and more limited income information for those who do not complete a tax return. To understand the population dynamics of Indigenous Australians, changes in identification (from Indigenous to non-Indigenous or vice versa) must be studied. Comparing these changes reported at two successive censuses not only allows the transitions to be counted but also their determinants to be examined. Using individual linked data from the 2006 and 2011 censuses, the authors demonstrate the impact of identification changes on the observed growth of the Indigenous population. There has been an increasing interest in the level and change in income inequality across much of the developed world. In Australia, this research has extended our knowledge by using new measures (for example wealth), longer time periods, and income inequality dynamics. One area for which we have relatively little recent evidence is on the spatial distribution of income inequality, especially at small areas of geography. Specifically, we look at the level of income inequality for the eight Australian capital cities in 2006 and 2011 (using relevant Census and survey data), as well as inequality between and within suburbs within those capital cities. A number of interesting findings emerge from the analysis. The most obvious finding is that there are differences across cities in the extent to which income is unevenly distributed. While this has been demonstrated in previous research, we were able to use new data and new techniques to show that the type of income which one uses has a small but noticeable effect on the spatial distribution of inequality. Objective To develop projections of the size of the Australian population aged 65 years and over eligible for disability support through the National Disability Insurance Scheme ( NDIS) for the decade following its introduction, to support planning and costing of the scheme. Methods We estimate disability and mortality transition probabilities and develop projections of the NDIS-eligible, ageing population from 2017 to 2026. Results An estimated 8000 men and 10 200 women aged 65 years and over will be eligible for support through the NDIS in 2017 (the scheme's first full year), increasing to 48 800 men and 56 900 women in 2026. Conclusions Growth in the NDIS-eligible, ageing population has implications for relative budget allocations between the NDIS and the aged-care system, and projections of the size of this population are useful for calculating the overall cost of the NDIS. People are neither completely rational, nor completely random in their decisions. Rather, they exhibit predictable biases that not only make it less likely that they will achieve their own stated desires, but also complicate the design and efficiency of public policy. These are some of the insights of the emerging applied behavioural sciences. With some notable exceptions, these insights have not always filtered through to policy formulation. Policy related to Aboriginal and Torres Strait Islander (Indigenous) Australians is one example of an area where insights from the applied behavioural sciences have the potential to improve the quality of policy decisions. A large amount of government funds is spent on Indigenous people reflecting a high degree of disadvantage. This paper provides new data and insights to understand the patterns and factors associated with decisions made by Indigenous people, thereby helping to improve the effectiveness of Indigenous policy. Aboriginal and Torres Strait Islander (Indigenous) Australians are significantly and substantially less likely to be attending school on a given day than their non-Indigenous counterparts. This has been shown to have long-term consequences for the development of the mainstream literacy and numeracy skills associated with formal schooling, as well as later school and employment outcomes. Reducing this gap is a key focus of government education policy within Australia. Hampering the design of effective policy, however, is the lack of a robust empirical and theoretical framework to explain school (non-)attendance that not only builds on existing research, but also reflects the specific circumstances and aspirations of Indigenous students and their families. This article applies mixed-methods quantitative and qualitative techniques to explore what Indigenous student (non-)attendance in Australia might tell us regarding the relationship between highly marginalised student groups and formal education systems. A robust understanding of these geographically and socio-culturally situated school (non-)attendance patterns and processes allows us to build on and contribute to human capital, critical, resistance, and other behavioural theories of formal education and draw parallels for other population sub-groups globally, especially those that display ongoing patterns of high geographic mobility. Our analysis suggests that absenteeism amongst marginalised and/or highly mobile populations, may be most usefully conceived of as a manifestation of structural incompatibilities between formal schooling systems and the life projects and circumstances of these school-aged children and their families. The weight of evidence suggests a positive correlation between income and subjective wellbeing, particularly at lower income levels. This correlation can be used as a policy lever to influence behaviour. This relationship has not been analysed, however, for Aboriginal and Torres Strait Islander (Indigenous) Australians - a policy-relevant population sub-group. This paper finds that the correlation between income and two measures of wellbeing, while positive for nonremote Indigenous males, is weaker for non-remote Indigenous females and virtually non-existent for remote Indigenous males and females. The existence of a healthy immigrant effect-where immigrants are on average healthier than the native born-is a widely cited phenomenon across a multitude of literatures including epidemiology and the social sciences. There are many competing explanations. The goals of this paper are twofold: first, to provide further evidence on the presence of the healthy immigrant effect across source and destination country using a set of consistently defined measures of health; and second, to evaluate the role of selectivity as a potential explanation for the existence of the phenomenon. Utilizing data from four major immigrant recipient countries, USA, Canada, UK, and Australia allows us to compare the health of migrants from each with the respective native born who choose not to migrate. This represents a much more appropriate counterfactual than the native born of the immigrant recipient country and yields new insights into the importance of observable selection effects. The analysis finds strong support for the healthy immigrant effect across all four destination countries and that selectivity plays an important role in the observed better health of migrants vis a vis those who stay behind in their country of origin. Lack of data on the spatial distribution of the social conditions of Australia's Indigenous peoples has created difficulties in the allocation of government and community programs. Small-area estimation methods can overcome this lack of data, but typically require access to a unit record file. However, strict confidentiality rules applied to these unit record files may hinder the development of these models. In Australia, unit record data for the Indigenous population is analysable only using Australian Bureau of Statistics servers remotely. This study looks specifically at this issue and offers a solution to the problem of confidentiality restrictions by using a synthetic database. The results show that reasonable small-area estimates of social conditions for Indigenous Australians can be derived from a small-area estimation (spatial microsimulation) model using a synthetic database. While this application is for Australia, the method developed can be used for any small-area model requiring unit record data that are not available due to confidentiality restrictions. In recent years, social scientists have turned increasing scholarly focus to the ‘post-colonial city’, as it relates to the lived experiences and socio-cultural worlds of urban-dwelling Indigenous peoples. In Australia, this literature is concerned primarily with issues of identity, power and representation in big cities. More conventional geographic analyses regarding socio-spatial, economic and demographic aspects of urban Indigenous experience have been mostly absent from this discourse. In this paper, we begin to address this gap within the literature by identifying notable socio-spatial, economic, and demographic features of urban Indigenous experience in regional Australian cities. We draw on census and administrative data to empirically examine Indigenous residency, presence, and uneven housing market access in regional urban centres. The analysis builds a national comparative picture regarding population change, tenure type, crowding and housing affordability in these localities. At the same time, it ‘drills down’ to explore some of the drivers and implications of change against these indicators in one case study locality: Geraldton Western Australian. This case study analysis, based on recent fieldwork, grounds the broad identified trends in a localised narrative, illuminating some of general and specific socio-economic and socio-spatial dynamics that shape urban life for Indigenous peoples in regional Australia and the implications of these dynamics for broader questions of co-existence between Indigenous and non-Indigenous Australians. According to most standard socioeconomic indicators (for example employment, income and education), Indigenous Australians tend to have worse outcomes than their non-Indigenous counterparts. Most objective health indicators including life expectancy also tend to be worse. Traditionally, these two domains and associated objective indicators have been the focus of research, government policy and evaluation. There has been less research, however, on differences between Indigenous and non-Indigenous Australians in subjective measures of wellbeing. In this paper, I attempt to answer three related research questions on Indigenous wellbeing-What is the average level of emotional wellbeing and satisfaction with life for the Indigenous and non-Indigenous population of Australia? How do the differences between the two populations change once other characteristics have been controlled for? What are the factors associated with emotional wellbeing within the Indigenous population? With regards to the first two questions, Indigenous Australians are less likely to report frequent periods of happiness and more likely to report periods of extreme sadness than the non-Indigenous population. Surprisingly, given these results for emotional wellbeing, a major finding from the analysis was that Indigenous Australians were significantly more likely to report above-average satisfaction with their life. The main finding with regards to the third question is that using retrospective measures, those in remote areas report higher levels of happiness than those in non-remote areas. The intercensal period (2006-2011) was a time of significant policy and population change in Indigenous affairs. The aim of this paper is to document the changing distribution of Aboriginal and Torres Strait Islander population and housing geographies over that period. We use the Indigenous Region structure developed by the Australian Bureau of Statistics to show that Indigenous Australians grew at a rate that significantly outstrips the non-Indigenous population with an increasing concentration of the Indigenous population on the urban eastern seaboard and particularly among older people. We present results that show that for certain measures, the housing situation of the Indigenous population in 2011 had improved relative to the Indigenous population in 2006. A smaller proportion of Indigenous households were estimated to live in an overcrowded dwelling compared with Indigenous households in 2006. There were also significant increases in the per cent of Indigenous households that owned or were purchasing their own home. Other results might be seen as less positive with community housing (a tenure type identified as having benefits in both qualitative and quantitative analysis) declining in importance. In net terms though, Indigenous households continue to experience a high degree of housing need. Compared with other households, they were 3.7 times as likely to live in an overcrowded dwelling. For Aboriginal and Torres Strait Islander (Indigenous) Australians, the wellbeing of the community in which one lives and/or has an ongoing attachment to is an important aspect of individual health and wellbeing. In non-Indigenous policy discourse, the main way to summarise community-level wellbeing is through indices of socioeconomic outcomes that can be used to rank regions or areas within regions. While these have been produced for the Indigenous population, they only capture one particular aspect of community wellbeing. The analysis presented in this paper extends our knowledge of place-based community wellbeing by looking at the presence or absence of particular facilities, barriers to accessing services, and neighbourhood or community problems. Indigenous Australians in remote areas were less likely to report the presence of a number of facilities and more likely to report barriers to accessing government services. However, there were no consistent differences in the reporting of neighbourhood and community problems—some types of problems had a higher incidence in non-remote areas (e.g. theft and dangerous or noisy driving), whilst other problems were higher in remote areas (alcohol, illegal drugs and violence). Indices of these variables were also found to be associated with individual emotional wellbeing, providing prima facie evidence of the link between community and individual measures. The aim of this article was to combine information from a self-reported questionnaire and econometric regression to answer the following research questions: What proportion of the Australian population report that they were discriminated against in the labour market? How does the incidence of self perceived discrimination vary by observable characteristics? How is it related to observed measures of discrimination? The results show that there is significant overlap between observed and perceived discrimination. According to estimates from the 2006 Census, Aboriginal and Torres Strait Islander (Indigenous) Australians made up 2.5 % of the total Australian population. However, the focus of research and policy debate on Indigenous Australians far exceeds their population size for reasons of history, socio-economics, geography and demography. This has led to a need for accurate population projections of the population. In this paper, we outline a number of issues related to Indigenous population projections. These include the nature of self-identification; the impact of particular policy changes; significant differences in demographic parameters; and high rates of exogamy, especially in urban areas. We also document the relative accuracy of past and current population projections. In the final section of the paper we outline a research agenda that has the potential to lead to new and better Indigenous population projections. [ABSTRACT FROM AUTHOR]

In this paper, the 2001 Australian Census is used to estimate predicted net benefits of education at a small geographic level. These are then linked to youth in the areas to test the associations with high school participation. This is done separately for Indigenous youth, a population sub-group with historically low levels of education participation. The results confirm that, in general, localised predicted benefits of education do have a significant association with participation. For the Indigenous population, however, there is no significant association between the predicted income benefits of education and participation and only a weak association with the employment benefits. Objective: To provide the first estimates of a comprehensive measure of social capital for the Indigenous population and to link the indicators to well-being. Design: Observational study-based. Setting: Household survey. Participants: Nationally representative sample of 7823 Indigenous Australians aged 15 years and over who were usual residents of private dwellings. Main outcome measure: Whether or not the respondent felt happy in the last 4 weeks all or most of the time (happiness), and whether or not they felt so sad that nothing could cheer them up at least a little bit of the time over the same period (sadness). Results: There were no consistent differences in social capital measures between Indigenous men and women, nor were there consistent differences between the remote and non-remote population. High levels of social capital were, however, associated with higher subjective well-being. Conclusion: Social capital is both an indicator and determinant of well-being. It was possible to derive an index of social capital for Indigenous Australians that had a strong positive association with self-reported happiness and a negative association with self-reported sadness. A consistent finding in the literature on Indigenous peoples is the importance of the sustainability of land, language and culture. All three are related, with the maintenance of one helping to protect the others. This paper uses a nationally representative, cross-sectional survey of the Indigenous Australian population to look at the factors associated with individual measures of sustainability. Geography matters for those in remote areas who are much more likely to have participated in hunting, fishing and gathering than those in non-remote areas and somewhat more likely to be learning an Indigenous language. However, those in remote areas are somewhat less likely to have participated in Indigenous cultural production. Participation in the mainstream economy is not necessarily a barrier to these aspects of wellbeing as those with high levels of formal education were more likely to speak, understand or be learning an Indigenous language. While important in their own right, such aspects of sustainability also have the potential to directly contribute to narrower measures of social and emotional wellbeing. A positive relationship was found between the sustainability of Indigenous land, language and culture and an Indigenous person's subjective emotional wellbeing. [ABSTRACT FROM AUTHOR]

The demography of Indigenous Australians is distinguished from that of other Australians by relatively high mortality and fertility leading to very different composition by age. This is beginning to change as movement towards a convergence in vital rates is observed. In the meantime, the Australian government has established targets for Indigenous socioeconomic outcomes that simultaneously impact on, and are affected by, the course of demographic change. This paper examines the relationship between these targets and projected Indigenous demographic outcomes that arise from incipient population ageing. The most likely scenario is movement into an indeterminate period of potential demographic dividend. If demand for Indigenous labour expands alongside reductions in age dependency this could provide for dramatic improvement in Indigenous economic circumstances. However, caution is warranted as disparities in adult mortality require long-term solutions and movement into a second phase of demographic transition appears likely to be delayed. In this paper, I used data from Wave 1 and Wave 2 of the Longitudinal Study of Indigenous Children (LSIC) to look at the factors associated with the probability of an Indigenous child and their carer changing usual residence over a (roughly) one-year timespan. A number of new insights emerge from the analysis. First, those carers of Indigenous children who changed usual residence in the year leading up to Wave 1 of the LSIC were more likely to change usual residence again in the year (or so) that followed. Second, the older the carer, the lower the probability of moving, reflecting the lifecourse patterns of mobility. Third, those who lived in mixed Indigenous and non-Indigenous households had higher levels of mobility than those who lived in Indigenous-only households. The fourth main insight was that the characteristics of one's dwelling seem to be more important factors in explaining population movement than the characteristics of the area in which one lives. The ABS 2006 Post-Enumeration Survey was extended to include a sample of localities from the whole of Australia, thereby providing an estimate of census net undercount reflective of the enumeration in remote Indigenous settlements for the first time. The results revealed substantial undercounting of the Indigenous population in certain jurisdictions. At the same time, census counts in many locations were substantially higher than demographic factors could account for. The analytical and policy issues that arise from this revolve around a simple question: what credence can we give to observed spatial patterns of Indigenous population change? This paper seeks to provide an answer by establishing the spatial relationship between population change and net migration at the small area level. This reveals the detailed geography of census undercount and 'overcount' with the former common in remote areas and the latter most evident in regional towns and cities. The findings raise important policy issues about the proper interpretation of Indigenous population change data and the nature of estimates used to determine fiscal resourcing for Indigenous policies and programs.
