Purpose: This paper aims to analyse the Financial Intelligence Units (FIUs) of Canada, Australia, The Netherlands and India, focussing on key internal and external processes, such as the exchange of information, operations and compliance with Financial Action Task Force (FATF) recommendations. The paper relies on secondary sources to compare and assess the practices and strategies employed by FIUs within these jurisdictions. Design/methodology/approach: The paper relies on secondary sources to compare and assess the practices and strategies used by FIUs within these jurisdictions. Findings: The ability to combat money laundering and the financing of terrorism (AML/CFT) in countries is influenced by several internal and external factors, including the efficiency of their FIUs' and compliance with FATF recommendations. The analysis of FIUs across the countries demonstrates a raft of multifaceted challenges and concerns. Yet, when it comes to compliance with FATF's recommendations, shared concerns emerge, hinting at the complex interplay between country-specific operations and global compliance standards. The paper recommends enhancements to the FIUs' operational efficiency and overall effectiveness in combating financial crimes. Research limitations/implications: The paper's findings are limited to openly available data (such as annual reports and internet sources) for the respective countries. The paper relies on the transparency of FIUs through public media, focusing on comparing and analysing the FIUs of only four specific countries, which limits the generalisations of the findings. Practical implications: This paper is significant for policymakers and FIU authorities, as they strive to improve the effectiveness of their units and assess their performance in alignment with international standards. The comparative analysis of the FIUs of India, Australia, Canada and The Netherlands provides valuable insights and recommendations that can inform policymakers and operational strategies towards enhancing how FIUs function globally. The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. This paper describes the findings of a quantitative study of 1,698 public library websites in Australia, Canada, and the United States over a period of three years using a spreadsheet protocol. The purpose of the research was to evaluate public library websites, available online sources, and whether library staff were available to respond to users' questions and concerns regarding the website. Descriptive statistics are used to report the results. The study provides public library website information regarding which protocol criteria each country's libraries attained. Many countries mandated social distancing measures during the COVID-19 pandemic of 2020 to 2022 that variously included opening hours restrictions on hospitality and retail, economy-wide closures, and additional international border controls. We analyzed whether more restrictive (hereafter, closures) or less restrictive (hereafter, openings) social distancing measures changed the short-term trends in the number of COVID-19 cases, hospitalizations, and ICU patients in Australia, Canada, and the United Kingdom. Our analysis uses a "before-and-after" trend analysis (decremental/incremental and growth/decay trends) to compare the trends of epidemic indicators before and after each closure or opening event. Results show that, in general, and for these three countries: (a) closures resulted in reduced trend growth in adverse COVID-19 public health outcomes and (b) openings resulted in increased trend growth for the three selected measures of public health. Objective: To explore and compare the characteristics of frequent attenders to the ED at an Australian and a Canadian tertiary hospitals by utilising a network analysis approach. Methods: We conducted a retrospective population‐based study using administrative data over the 2018 and 2019 calendar years. Participants were from a tertiary hospital in Melbourne, Australia, and Toronto, Canada. Frequent attenders were defined as patients with four or more visits in 12 months. Characteristics of younger (18–39 years), middle‐aged (40–69 years) and older (70 years and older) frequent attenders were described using descriptive statistics and network analyses. Results: Younger frequent attenders were characterised by mental illness and substance use, while older frequent attenders had high rates of physical (including chronic) diseases. Middle‐aged frequent attenders were characterised by a combination of mental and physical illnesses. These findings were observed at both hospitals. Across all age groups, the network analyses between the Melbourne and Toronto hospitals were different. Among older frequent attender visits, more diagnoses were associated with high triage acuity at the Toronto hospital than at the Melbourne hospital. Some associations were similar at both sites, for example, the negative correlation between high triage acuity and joint pain. Conclusion: Younger, middle‐aged and older frequent attenders have distinct characteristics, made readily apparent by using network analyses. Future interventions to reduce ED visits should consider the heterogeneity of frequent attenders who have needs specific to their age, presenting problems and jurisdiction. [ABSTRACT FROM AUTHOR]

Deadname is a term used to describe the name a trans person is given at birth and is a taboo topic in many trans communities. Research highlights the importance of using the chosen name of a trans person and the complex relationship young trans people have to their name(s). Drawing on interviews with young trans people in Canada and Australia, we explore the narratives they share about their relationship to their name given at birth. Through a theoretical framework that recognizes the importance of complex and even contradictory narratives in young trans people's lives, we examine their narratives about their relationship to their name given at birth. We find that more nuance is needed to understand the significance of the words 'deadname' and 'deadnaming' in young trans people's lives. We can all better support young trans people by recognizing they have diverse experiences and relationships to their name given at birth. Social media are transforming public communication and state-society relations, dynamics distinctly visible in the domains of policing and order maintenance. Despite growing research on this relationship, scholarship has adopted an internalist optic, privileging social media use by domestic law enforcement. Using an original data set, this paper broadens the scale of analysis to consider Twitter usage by federal agencies tasked with border security and migration policing in Australia, Canada, and the United States. Despite new technologies' transformational potential, its findings suggest Twitter is overwhelmingly employed for the conventional purposes of broadcasting information, managing impressions, and enlisting public assistance. Our world suffers. Some people suffer more than others. Since the first part of 2020, ours is justly described as a time of uncertainty, threat, and upheaval. In this article, we offer reflections threaded narratively, told from the specificity of our societal contexts in Iran, Canada, and Australia. What might we learn in the present and anticipated future from people living chronically within conditions of uncertainty and immobility and also those experiencing uncertainty and immobility for the first time? We argue that reflexive comparative analysis bridging social and visual analysis, anchored in embodied conditions of such people, offers a way to learn from responses to COVID-19 while also being an exercise in ethical research practice. This reflection builds on and extends from our scholarly collaborations that have been ongoing since 2015. Our title recognizes this specific virus as stealthy. Importantly, our choice of words identifies resident Iranians—whose experiences were the original impetuses for this paper, and whose lives provide its empirical basis (98 is Iran's country code)—as equally steely. The extractives industry (mining, quarrying, oil, and gas) engages in corporate social responsibility (CSR) activities to reinforce its organizational legitimacy and enhance its public image. One such approach to CSR that is popular in the industry is through funding sport initiatives aimed at improving the lives of Indigenous peoples, known as sport for development (SFD). Through the adoption of a settler colonial studies lens, and using netnographic methods and discourse analysis, we examined how three extractives companies portray their funding of SFD in Indigenous communities in Canada and Australia on social media, and the ways in which it contributes to settler colonialism. We determined that there are two main discourses that extractive companies use: i) Extractives companies "help" and "partner" with Indigenous communities to enable Indigenous youth's access to the transformative power of sport; ii) longevity is strategically associated with such "help" and "partnership." The production of these discourses enables extractives companies to downplay their contributions to settler colonialism through land denigration and colonial authority. [ABSTRACT FROM AUTHOR]

Purpose As libraries are required to become more accountable and demonstrate that they are meeting performance metrics, an assessment website can be a means for providing data for evidence-based decision making and an important indicator of how a library interacts with its constituents. The purpose of this paper is to share the results of a review of websites of academic libraries from four countries, including the UK, Canada, Australia and the USA.Design/methodology/approach The academic library websites included in the sample were selected from the Canadian Association of Research Libraries, Research Libraries of the United Kingdom, Council of Australian University Libraries, Historically Black College & Universities Library Alliance, Association of Research Libraries and American Indian Higher Education Consortium. The websites were evaluated according to the absence or presence of nine predetermined characteristics related to assessment.Findings It was discovered that “one size does not fit all” and found several innovative ways institutions are listening to their constituents and making improvements to help users succeed in their academic studies, research and creative endeavors.Research limitations/implications Only a sample of academic libraries from each of the four countries were analyzed. Additionally, some of the academic libraries were using password protected intranets unavailable for public access. The influences of institutional history and country-specific practices also became compelling factors during the analysis.Originality/value This paper seeks to broaden the factors for what is thought of as academic library assessment with the addition of qualitative and contextual considerations. Canada has been discussing whether to implement an orphan drug policy for more than 25 years. Recently, the federal government announced funding for orphan drugs starting in 2022, and the Canadian Senate has recommended that the country develop an orphan drug policy. This paper uses a list of orphan drugs approved by the United States Food and Drug Administration between 2008 and 2017, inclusive. It then compares Canada, which has no orphan drug policy, and Australia, which has had such a policy since 1997. There was no difference between the countries in the proportion of orphan drugs approved, the time drugs spent in the regulatory review process, and any delay in marketing the drugs in the respective countries compared to the United States. Both Canada and Australia approved virtually all of the drugs that offered a moderate to significant therapeutic improvement. If Canada hopes to provide faster access to orphan drugs, especially those that are therapeutically innovative, it will need to develop a policy that is significantly different from that in Australia. An environmental health professional performs numerous job functions that have an impact on everyone's health and lifestyle. Their work is to prevent death and illness from environmentally related disease and injury. Moreover, the quality and safety of their air, food, water, and the infrastructure that supports vital environmental health services are one of the indicators separated many developed countries from undeveloped countries. This paper, environmental health professional in developed countries including the United State of America, United Kingdom, Canada, and Australia were discussed. It was revealed that the Registration of Environmental Health Specialist/Sanitarians is a process that certifies the applicant has been found by the certifying body of each state/country to meet the qualifications to protect environmental health. The result of these reviews indicates that competencies of Environmental Health Officers (EHOs) of all selected developed countries are focused on facility and system inspections and compliance and enforcement of environmental health laws. Moreover, risk assessment and management, investigation, monitor and control, and promoting environmental and public health awareness are appeared in some countries. Thus, the experiences in selected developed countries for certification of Environmental Health Specialist or sanitarian could be used as a guideline for environmental health professional development in other countries. This paper reflects on using improvisation approaches in teaching sound art, in socially-engaged art projects, and in tertiary classrooms. The author argues for an approach she calls 'resonant pedagogy' where improvisation is present in both the pedagogical design and in the content of the classes, allowing teachers/facilitators and students/participants to work together across the different disciplines that coalesce in the practice of sound art. A resonant, improvisatory approach also recognises and responds to the backgrounds, experiences, abilities, environments, and cultures of those present. Using examples from training in community settings in Australia, Northern Ireland, and Canada, and classes at the University of Regina, she suggests that incorporating improvisation might be one way to push back against the binary of 'inclusion' and 'exclusion'. In such a binary, power seems to rest with those doing the 'including'. How do the media depict the leadership abilities of government leaders, and in what ways are these depictions gendered? Does the focus of leadership evaluations change over time, reflecting the increased presence of women in top leadership roles? To answer these questions, we examined news coverage of 22 subnational government leaders in Australia and Canada, countries in which a significant number of women have achieved the premiership at the state or provincial level since 2007. Analysis demonstrates that newly elected women and men leaders receive approximately the same number of leadership evaluations. Women are assessed based on the same criteria as men. All subnational political leaders are expected to be competent, intelligent, and levelheaded. That journalists prioritize experience and strength while downplaying honesty and compassion indicates a continued emphasis on "masculine" leadership norms in politics. Yet evaluations of new premiers have emphasized the traditionally "feminine" trait of collaboration as key to effective leadership and, over time, have given more attention to likability and emotions when covering male premiers. As our analysis reveals, media conceptualizations of political leadership competencies are slowly expanding in ways that make it easier for women to be seen as effective political leaders. The concept of throughcare as a means to prevent recidivism continues to attract considerable attention in Australia over the last couple of years. This is particularly the case for Indigenous peoples, as the transition to life after imprisonment proves to be particularly challenging for them, resulting in high rates of recidivism and ongoing overrepresentation in Australian prisons. In this contribution, we report on research we conducted in two Australian jurisdictions. After identifying the problems in developing effective throughcare strategies for Indigenous peoples leaving prison, we turn to Canada for examples of good practice. Canada was chosen for comparison as it is also a settler colonial state, experiencing similar problems of overrepresentation of their Indigenous population in the prison. After a critical analysis of these practices, we conclude that the reasons for a problematic re-integration of Indigenous peoples are related to a tendency to impose solutions and strategies developed in the white mainstream onto Indigenous communities without acknowledging traditional cultures and structures. This paper uses transnational postcolonial feminist participatory action research (TPFPAR) to examine two sport for development and peace (SDP) initiatives that focus on Indigenous young women residing in urban areas, one in Vancouver, Canada, and one in Perth, Australia. We examine how SDP programs that target urban Indigenous young women and girls reproduce the hegemony of neoliberalism by deploying biopedagogies of neoliberalism to ‘teach’ Indigenous young women certain education and employment skills that are deemed necessary to participate in competitive capitalism. We found that activities in both programs were designed to equip the Indigenous girls and young women with individual attributes that would enhance their chances of future success in arenas valued by neoliberal capitalism: Eurocentric employment, post-secondary education and healthy active living. These forms of ‘success’ fall within neoliberal logic, where the focus is on the individual being able to provide for oneself. However, the girls and young women we interviewed argued that their participation in the SDP programs would help them change racist and sexist stereotypes about their communities and thereby challenged negative stereotypes. Thus, it is possible that these programs, despite their predominant use of neoliberal logic and biopedagogies, may help to prepare the participants to more successfully negotiate Eurocentric institutions, and through this assist them participants in contributing to social change. Nevertheless, based on our findings, we argue that SDP programs led by Indigenous peoples that are fundamentally shaped by Indigenous voices, epistemologies, concerns and standpoints would provide better opportunities to shake SDP's current biopedagogical foundation. We conclude by suggesting that a more radical approach to SDP, one that fosters Indigenous self-determination and attempts to disrupt dominant relations of power, could have difficulty in attracting the sort of corporate donors who currently play such important roles in the current SDP landscape. Enhancing health literacy can empower individuals and communities to take control over their health as well as improve safety and quality in healthcare. However, Indigenous health studies have repeatedly suggested that conceptualisations of health literacy are confined to Western knowledge, paradigms, and practices. The exploratory qualitative research design selected for this study used an inductive content analysis approach and systematic iterative analysis. Publicly available health literacy-related policy and practice documents originating from Australia, Canada, and New Zealand were analysed to explore the extent to which and the ways in which Indigenous knowledges are recognised, acknowledged, and promoted. Findings suggest that active promotion of Indigenous-specific health knowledges and approaches is limited and guidance to support recognition of such knowledges in practice is rare. Given that health services play a pivotal role in enhancing health literacy, policies and guidelines need to ensure that health services appropriately address and increase awareness of the diverse strengths and needs of Indigenous Peoples. The provision of constructive support, resources, and training opportunities is essential for Indigenous knowledges to be recognised and promoted within health services. Ensuring that Indigenous communities have the opportunity to autonomously conceptualise health literacy policy and practice is critical to decolonising health care. [ABSTRACT FROM AUTHOR]

The widely held view is that effective action on climate change requires commitment by national governments to international agreements. Developed nations like Canada and Australia continue to fall short in their commitments to emissions reduction targets established under the 1997 Kyoto Protocol. Australia refused to ratify its Kyoto commitments until 2008 and Canada withdrew its commitment in 2011. Subnational governments in both countries have been active in developing policy responses to climate change yet remain largely excluded as serious policy partners in national mitigation and adaptation initiatives. This paper utilizes Kingdon’s Multiple Streams Framework to consider why subnational governments address climate change and the main factors shaping their policy choices. The experiences of the Australian state of Victoria and the Canadian province of Ontario provide examples through which to explore the factors contributing to climate policy opportunities and constraints faced by subnational governments in these countries. Recent cases of partisan-motivated prorogations of parliaments at the federal and provincial levels in Canada have focused attention on this phenomenon. While such prorogations are uncommon in the mature Westminster-style parliaments, the Canadian cases are not unique. Systematic study of partisan-motivated prorogations in the Australian states has illuminated the factors commonly associated with such cases. This paper outlines the results of this literature and then tests whether the Canadian cases fit the pattern. It shows that, on balance, these factors do apply. The paper thus concludes that, while partisan-motivated prorogations may not be predictable, it is possible to identify circumstances in which there is a substantially greater risk of their occurrence. Are female government leaders more likely than their male counterparts to see their gendered identities and personal lives profiled in news coverage of their ascents? Are non-novel women leaders—those who are the second in their jurisdiction to achieve the top political job—less likely to experience media personalization than did the women who preceded them in office? By analyzing newspaper coverage of 20 Australian and Canadian premiers, ten women and their immediate male predecessors, our study establishes that female premiers were more extensively personalized in news coverage than were male premiers, particularly in the Australian context. However, gender novelty and other factors proved significant. The proposition that an increased presence of women in leadership roles diminishes the salience of private lives and personal characteristics is supported by our study, suggesting that gender stereotyping of female political leaders will decrease over time as more women exercise political power. Purpose – The purpose of this paper is to report the findings of a survey designed to: capture the "real world" experiences of people active in project management (PM) in Australia, Canada and the UK; determine the extent to which those involved in the management of projects make use of the methods and techniques that are available; and discover how effective the methods and techniques are felt to be. Design/methodology/approach – A questionnaire comprising 24 questions with a mixture of yes/no, Likert-scale, multiple choice and open questions was developed. These were designed so that the data gathered could be compared with the results of a similar survey conducted in the UK a decade ago. Professional networks and direct e-mails were used to distribute the survey electronically to potential respondents who were actively involved in PM in the three countries. A total of 150 responses are used in the analysis, 50 from each country. Findings – The results show that there are many areas where the experiences, practices and views are similar across all three countries and are comparable to the earlier UK survey. However, as is often the case, it is perhaps the differences that are of most interest and these are commented upon throughout the paper. Originality/value – This paper sheds light on current practice across three countries and presents a useful historical perspective on PM trends in practice and rates of credentialization of those surveyed. In the postcolonial context of Australia there has been a belated legal recognition of sui generis Indigenous rights and interests over much of the continent. However, the pervasive environmental discourse guiding resource management practices remains firmly based on ‘commonsense’ settler understandings of ‘nature’ as an external domain to be managed and/or preserved. In order to understand how this could be otherwise, this paper examines ideas about political landscape formation and the implications of the changing role of the nation-state and civil society in relation to the recognition of Indigenous political subjectivities. Taking the situation faced by Indigenous peoples in two settler societies as our vantage point, I argue here that we need to move away from assimilative environmental governance arrangements and politicise the concept of ‘nature’. This will open up spaces for the recognition and active participation of Indigenous polities in the realm of natural resource management. The paper concludes by contrasting the situation faced by Indigenous landowners in Australia's Kakadu National Park with the overtly political negotiations occurring in two northern regions of Canada. In the latter, in a process similar to what Tully calls ‘daily subconstitutional politics’, it is through the recognition of Indigenous polities in environmental governance issues that Indigenous peoples are starting to refashion their stake in the governing ideas and institutions of the broader regional, provincial and national polity. This paper seeks to move beyond what Martin and Ruhs described as the numbers versus rights equation in temporary labour migration programs. We do this by examining the ideology of temporary labour migration. This ideology has three key elements: temporariness, labour markets and rights. The paper describes how these concepts obscure key features of temporary labour migration programs. The argument is developed by examining points of contrast between current programs in place in the USA, Canada, Australia and the UK. Hybrid economy research in remote Indigenous Australia is what Gibson-Graham [2008. Diverse economies: performative practices for “other worlds”.Progress in Human Geography, 32 (5), 613–632] describe as a performative ontological project. This research seeks to address the marginalisation of customary economic activities that contribute to the well-being of Indigenous Australians. It aims to make the customary sector more real, more credible and more viable as an object of policy and activism, challenging the dual dominance of the state and the market as the focus of development (cf.Gibson-Graham 2008). This paper outlines how hybrid economy research has sought to broaden views of the economic landscape in remote Indigenous Australia amid the withdrawal of key policy and programmatic support by the Australian Government. This research draws on Canadian national surveys of Indigenous peoples, harvest studies and programmatic support for customary harvest – hunting, fishing and gathering of bush foods – to identify ways in which the Australian Government might better see and support Indigenous community food economies. International focus on reducing onward HIV transmission emphasizes the need for routine HIV testing and early uptake of antiretroviral treatment (ART). Strategic targets have been set for 2020 to achieve the goal of 90% of people infected with HIV diagnosed, 90% of identified cases on treatment, and 90% of persons on treatment virally suppressed (90–90–90). It is vital to understand the complexity of factors influencing a person's treatment decisions over time and the context which may enable better adherence. In this paper we present findings from the review of published and gray literature (2003–2013) on the documented factors associated with treatment initiation and adherence in the general adult population of Australia, Canada, and the UK. A framework developed by Begley, McLaws, Ross, and Gold [2008. Cognitive and behavioural correlates of non-adherence to HIV anti-retroviral therapy: Theoretical and practical insight for clinical psychology and health psychology.Clinical Psychologist, 12(1), 9–17] in Australia was adapted to summarize the findings. A systematic database search using keywords and a set of inclusion criteria yielded 17 studies (Australia = 6; Canada = 8; UK = 3). In addition 11 reports were included in the review. We found that a person's abilities and motivations (intrapersonal factors, reported in 7 studies) to start and continue ART are influenced by a host of interconnected factors spanning relationship (interpersonal, 3 studies) and broader structural (extrapersonal, 15 studies) factors that are situated within social determinants of health. People therefore evaluate various costs and benefits of starting and staying on treatment, in which biomedical concerns play an important yet often subsidiary role. In this review the economic barriers to care were found to be significant and under-reported, highlighting the persistent health inequities in terms of access to services. Our understanding of the context around people's use of ART remains poor. Qualitative social research within HIV-positive communities is urgently needed to capture people's lived experiences and may address some of this deficit in understanding. [ABSTRACT FROM AUTHOR]

Background: Fundamentally, the goal of health professional regulatory regimes is to ensure the highest quality of care to the public. Part of that task is to control what health professionals do, or their scope of practice. Ideally, this involves the application of evidence-based professional standards of practice to the tasks for which health professional have received training. There are different jurisdictional approaches to achieving these goals.Methods: Using a comparative case study approach and similar systems policy analysis design, we present and discuss four different regulatory approaches from the US, Canada, Australia and the UK. For each case, we highlight the jurisdictional differences in how these countries regulate health professional scopes of practice in the interest of the public. Our comparative Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis is based on archival research carried out by the authors wherein we describe the evolution of the institutional arrangements for form of regulatory approach, with specific reference to scope of practice.Results/conclusions: Our comparative examination finds that the different regulatory approaches in these countries have emerged in response to similar challenges. In some cases, 'tasks' or 'activities' are the basis of regulation, whereas in other contexts protected 'titles' are regulated, and in some cases both. From our results and the jurisdiction-specific SWOT analyses, we have conceptualized a synthesized table of leading practices related to regulating scopes of practice mapped to specific regulatory principles. We discuss the implications for how these different approaches achieve positive outcomes for the public, but also for health professionals and the system more broadly in terms of workforce optimization. Comparative policy analyses can be enriched by systematically examining temporal sequences over long periods of time. Yet the literature provides little guidance on operationalizing a systematic approach to trace how "history matters". In this article, we introduce a model of path dependent, punctuated equilibrium to demonstrate how technological and institutional legacies restrict the policy options available for deploying new communications technologies in Canada and Australia. The research adopts a long-term view of the respective communications industries beginning with the policy choices made from the time of the telegraph and the resulting policy paradigms that continue to influence policy choices made in the present. We find that the consistency of these approaches can be explained by the concepts of technological momentum and policy regimes that reinforce the original policy rationale adopted to deploy the telegraph. Many other types of networked infrastructure exhibit similar characteristics of path dependent, punctuated equilibrium in that it is difficult to undo the legacies, including the sunk-costs, interests, and habits that form around the use of the respective networks and their related institutions. Households in Canada and Australia have exhibited similar trends in the gendered allocation of additional child care responsibilities resulting from policy responses to the COVID-19 pandemic. In this article, we employ survey data to analyze the extent to which policy interventions related to COVID-19 have exacerbated gender disparities in child care obligations. We find that existing asymmetrical distributions of child care obligations in Canada and Australia have been amplified during the pandemic, resulting in a disproportionate burden on women. Education policy is a highly interesting field from the point of view of governance, given the substantial changes that have been made throughout the world to the governance of such policy over the last 30 years or so. Western governments in particular have made significant changes in the governance arrangements of their education policy in order to achieve two fundamental goals: increased efficiency and greater accountability. In this process, the role of governments has changed but not diminished. This paper explores such developments by comparing the trajectories of governance reforms in three federal countries (Australia, Canada and Germany). What emerges is that the role of governments is key to all governance mixes modelled by the reform processes in the three analysed countries, and that there is greater “national” coordination than before, but also significant differences in the strategies adopted and in the content of reform, due to the differing nature of such countries’ federal dynamics. In this paper, we propose that multiculturalism can serve as an effective public policy tool to enhance a nation's competitiveness, in an era characterized by financial crises, globalization, immigration, and changing demographics. Specifically, we articulate how multiculturalism and strategic tolerance of differences can promote socioeconomic mobility for individuals, and act as the 'glue' that binds immigrants and host country nationals together. We also demonstrate how multiculturalism can attract skilled talents necessary for nation building. Immigrants who retain their ties with their countries of origin (home countries) can serve as natural trade links for their countries of residence (host country) and contribute to a reverse 'brain flow' rather than a brain gain/drain for the countries of residence/origin. Research on family violence in rural communities in Australia and Canada has shown that women's experience of family violence is shaped by social and cultural factors. Concern for economic security and inheritance for children, closeness and belonging, and values of family unity and traditional gender roles are factors in rural communities that form the social and cultural context in which health and wellbeing are embedded. The findings presented in this paper show that rural women often place their needs second to those of their partners, children and families and, as a result, may minimize their own health concerns, especially in situations that involve family violence. Rural health care workers need to recognize the way social and cultural contexts specifically impact on rural women in order to provide appropriate prevention and treatment programs to address rural women's health issues. This study undertakes a cross-Indigenous systems-level analysis of the assertion of nationhood and sovereignty by Indigenous Peoples within settler-colonial states (Canada, Australia, New Zealand, and the United States), by highlighting public policy and broader public health responses to the COVID-19 pandemic according to the framework developed by Cornell (2015). Data was collected through comprehensive searches of policy announcements and media related to COVID-19 and Indigenous Peoples in settler-colonial countries (Canada, Australia, New Zealand, and the United States) by using the following electronic databases: Factiva and advanced searches of Indigenous organisation and national government websites. The results of the policy and media scan were categorized according to the framework developed by Cornell (2015). The framework includes instances of imposition of boundaries, organizing as a political body and acting as a nation on behalf of Indigenous goals. The results show specific trends in the process of Indigenous assertion of nationhood during the COVID-19 pandemic. These trends are macro-level and influenced by the historical, social, and political circumstances of the states in which the respective Indigenous communities reside. The framework was identified most accurately in Canada, followed by the United States, and Australia. While Cornell's framework provides a practical scale of reference, it does not capture the entirety of the settler-colonial Indigenous experience. This article examines the operation of fiscal equalization systems, where funds are methodically transferred predominantly from the central government to regions with weaker tax bases in particular (but not exclusively). Four of the oldest and most expensive equalization schemes – Australia's, Canada's, Germany's, and Switzerland's – are compared in terms of their purpose, procedures, and performance. Levels of equalization are measured, standardized, and assessed over time. The general trend is that regional variation in terms of payments is tolerated until there is a tipping point where wealthier regions diverge too far from the average. Subsequent reform processes are often long and in some instances attempt to placate wealthier regions, while federal government contributions increase rather than substantially affecting the conditions or payments for the major recipients. Volunteers make a significant contribution to the infrastructure of western societies, and volunteer managers or coordinators are the important conduit that ensures volunteers are managed and supported. This article addresses the key challenges faced by volunteer managers and coordinators in the USA, Australia, and Canada. The results were conducted in 2015–2018. A total of 5,268 responses were gathered over the 4 years of the survey. This research study has provided evidence that volunteer managers have several challenges in their roles and require the support of their nonprofit organization to manage volunteers. Little is known about the experiences of non-heterosexual educators in Catholic schools. This international analysis reveals previously unreported data from Australian and Canadian qualitative studies that examine the experiences of lesbian, gay, bisexual, transgender and intersex (LGBTI) teachers, and LGBTI Allies from Australia and Canada who are currently teaching or have taught in Catholic schools. Bringing their work together for the first time, the two lead researchers compare their investigations and reveal disheartening similarities with religiously inspired homophobia despite differing legal and policy contexts of the two countries. These two studies demonstrate that LGBTI teachers, and LGBTI Allies, rely on their personal beliefs and local school community culture and policies to understand their equality rights and this has significant implications for the field of education. Since the early 1990s, pushed by domestic economic recession and uncertainty of their life paths, young Japanese have been flying to Canada and Australia not only for holiday experiences, English learning, and temporary work, but also in the quest to find oneself. Searching for “international” work they really want to do, they often prolong their sojourning. Host countries often keep them in temporary resident status, postponing their career development. Suspended in foreigner status, the migrants themselves extend their “subjective youth” – what they see as an ongoing preparatory period in their lives. Based on fieldwork in Vancouver and Sydney, this paper elucidates how the emerging population of self-searching migrants blurs the conventional boundaries between youth and adulthood, and work and holiday, as well as sojourning and immigrating, thus extending “youth experience” indefinitely. This paper builds on the insights of Sawer and Laycock (2009) to explore similarities in the use of populist discourse by former Australian Prime John Howard and current Canadian Prime Minister Stephen Harper. While Sawer and Laycock label this discourse ‘market populism’ and focus on economic issues, here it is argued that Howard and Harper's populism is better understood as ‘mainstream populism’ due to the equal importance of sociocultural issues in their discourses. To demonstrate this, the treatment of issues such as immigration, multiculturalism, the culture wars, criminal justice, and childcare is considered. It is further suggested that such populist policies were used to satisfy rival wings of their respective parties – neoliberals and social conservatives – that do not always share the same priorities. Paired comparisons of liberal-welfare regimes are underrepresented in housing policy literature. This paper adopts historical institutionalist theory in comparing two such cases: Canada and Australia. Despite these countries’ many similarities, social housing policy differences have been shaped by institutional differences in federal systems, welfare states and social housing itself. Australia's earlier welfare state supported much larger postwar production, but Canada caught up once it departed from the residual US model in the 1960s. Although the 1970s economic shocks challenged Australia's welfare state more than Canada's, the latter's centrifugal federalism became a bigger threat to social housing. In 1985–1995 Australia expanded its social programmes, including demand-side assistance, while Canada devolved and retrenched social programmes, including social housing. Although supply-side social housing is an orphaned legacy in each case, Australia has higher assistance to low-income tenants, more active policy discourse and stronger recent signs of post-neoliberal re-engagement than Canada. These two cases illustrate the importance of institutional differences, including ‘‘institutional design’’, in creating different forces of change at key junctures, leading to divergences in policy paths. Subfamily Microcyclinae Plusquellec, 2006 is promoted to family rank. A new family, genus and species, Devonodiscidae, Devonodiscus and D. latisubex are named. Combophyllum multiradiatum Meek, 1868, which is based on a specimen from an unknown Mackenzie Valley location and formation, is assigned to Devonodiscus and redescribed using specimens from accurately known formations and locations. Glossophyllum discoideum Soshkina, 1936, from the Eifelian of the Ural Mountains, is also assigned to Devonodiscus. Six other species, previously placed in either Combophyllum, Palaeocyclus, Microcyclus, Hadrophyllum or Chonophyllum, may belong to Devonodiscus. New topotypic material of one of these, Hadrophyllum wellingtonense Packham, 1954 is illustrated. In late ontogeny Devonodiscus latisubex and D. discoideum (Soshkina) commonly modified their corallum to become cylindrical with a cystiphylloid-like interior. Glossophyllum discoideum may regain a discoid morphology, making the corallum pulley-shaped. Such changes were probably caused by disruptions to bedding surfaces on which the corals developed. An unrelated coral, originally named Actinocystis versiformis is discoid becoming cylindrical after disruptions caused by increased water-depth. New specimens from the type locality in the central Western Urals are described and illustrated as Digonophyllum versiforme (Markov, 1923). The species' complicated taxonomy and synonymy are attempted. High resolution stratigraphy indicates Devonodiscus multiradiatus to be confined to the middle Eifelian Eoschuchertella adoceta benthic assemblage and australis conodont zones, and D. latisubex to the late Eifelian upper Carinatrypa dysmorphostrota benthic assemblage and upper kockelianus conodont zones. Canadian discoid corals add further evidence that northwestern continental Canada and Northern Urals belonged to the same faunal province in late Eifelian time. [ABSTRACT FROM AUTHOR]

At the onset of war in 1914, no imperialist European state, save for France, regarded its colonial Indigenous populations as a source of military manpower for a European war. Contemporary science, social biases and public opinion accepted that certain identifiable ethnic groups lacked the intelligence and integrity to fight modern war. It was also accepted that since these groups were the subjects of vast European empires, prudence warned against allowing them to fight in a European war, thus forfeiting white racial supremacy. By late 1915, however, with escalating casualties and an increasing demand for manpower, Britain specifically requested the military inclusion of Indigenous populations from its five Dominions including Canada and Australia. The elevated participation of Indigenous peoples from Canada and Australia during the First World War was the potential pivotal catalyst to accelerate their attainment of equal rights. For the first time in history, they had been summoned, in unprecedented numbers, to fight and labour on foreign fields alongside men from across the empire, and other Allied nations. For all nations, the sacrifice of the First World War was measured in blood and the staggering tally of the butcher's bill. This was no different for the Indigenous peoples of Canada and Australia. Men and women from the far reaches of empire fought alongside their European counterparts and shared equally in the burdens of the war both on the battlefields and the Home Fronts. They voluntarily aided the British Empire in its time of need and viewed the war as a potential pivotal catalyst to accelerate their attainment of equal rights. This did not happen. In peace, their services were no longer needed, or wanted. After the war, prejudicial governmental policy in Canada and Australia continued to dominate political discourse and Indigenous veterans returned to their pre-war status as subjugated peoples, banished to the shadows and the fringes of conventional society. Background: Harmful gambling is a complex issue with diverse antecedents and resulting harms that have been studied from multiple disciplinary perspectives. Although previous bibliometric reviews of gambling studies have found a dominance of judgement and decision-making research, no bibliometric review has examined the concept of "harm" in the gambling literature, and little work has quantitatively assessed how gambling research priorities differ between countries. Methods: Guided by the Conceptual Framework of Harmful Gambling (CFHG), an internationally relevant framework of antecedents to harmful gambling, we conducted a bibliometric analysis focusing on research outputs from three countries with different gambling regulatory environments: Canada, Australia, and New Zealand. Using a Web of Science database search, 1424 articles published from 2008 to 2017 were retrieved that could be mapped to the eight CFHG factors. A subsample of articles (n = 171) containing the word "harm" in the title, abstract, or keywords was then drawn. Descriptive statistics were used to examine differences between countries and trends over time with regard to CFHG factor and harm focus. Results: Psychological and biological factors dominate gambling research in Canada whereas resources and treatment have received more attention in New Zealand. A greater percentage of Australia and New Zealand publications address the gambling environment and exposure to gambling than in Canada. The subset of articles focused on harm showed a stronger harms focus among New Zealand and Australian researchers compared to Canadian-authored publications. Conclusions: The findings provide preliminary bibliometric evidence that gambling research foci may be shaped by jurisdictional regulation of gambling. Countries with privately operated gambling focused on harm factors that are the operators' responsibility, whereas jurisdictions with a public health model focused on treatment and harm reduction resources. In the absence of a legislated requirement for public health or harm minimisation focus, researchers in jurisdictions with government-operated gambling tend to focus research on factors that are the individual's responsibility and less on the harms they experience. This paper assesses the evolution of the relationship between tourism and indigenous peoples. Based on published work on indigenous tourism in Australia, Canada, New Zealand and the United States, a six-stage model of evolution has been proposed. The model begins with (1) pre-European in situ control, characterised by high local control and indigenous theme; (2) in situ exposure occurs in the early stages of colonialism and is followed by (3) ex situ exhibitionism and exploitation as native artefacts are displayed in museums and exhibitions. The opening of remnant indigenous space to tourist visits marks (4) in situ exhibitionism and exploitation, which represents the nadir of indigenous control but fosters strategies of resistance. Reassertions of indigenous control give rise to (5) in situ quasi-empowerment, while the extension of this control to previously occupied territory characterises (6) ex situ quasi-empowerment and the presence of “shadow indigenous tourism”. Teaching national history in school generates significant public anxiety and political debate—as the various 'history wars' around the world reveal. For many school students, however, studying their nation's past is dull and repetitive. Such lack of interest has been confirmed by surveys and research reports that reveal alarmingly low levels of national historical knowledge among young people, and there is growing popular concern that their ignorance of the past endangers the nation's future. Yet preoccupation with students' apparent national illiteracy tends to overlook how they connect with history in the first place. This paper draws on findings from a comparative Australian and Canadian research project that interviewed students and teachers about the ways they learned and taught history. This paper compares and contrasts selected management practices among visitor attractions in Scotland, Australia, Canada and New Zealand. The catalyst for the study was the growing perception that management practices among visitor attractions in Scotland are becoming increasingly outdated and that the sector needs to learn from ‘international best practice’ in this respect. A postal questionnaire was sent to all paid-admission visitor attractions in the four countries. In total, 1022 visitor attractions replied, representing an overall response rate of 41%. Chi-square analysis was then used to test various hypotheses relating to the uptake of these management practices. A key conclusion is that although management practices do vary significantly among the four countries, Scotland does not necessarily lag behind. Indeed, Scottish visitor attractions seem to lead the way in many respects. Meanwhile, the study finds no strong evidence to suggest that visitor attractions in the other three countries have indeed identified and are following a common ‘international best practice. ’ [ABSTRACT FROM AUTHOR]

Australia and Canada have been active participants in international climate change negotiations since the early 1990s and have often shared negotiating positions. This paper discusses why, in spite of considerable similarities in national circumstances, the Canadian government chose to ratify the Kyoto Protocol in 2002, while the Australian government decided against doing so. It is argued that a range of factors led to a narrower conception of the national interest in the case of Australia, which encouraged a focus on the short-term, economic costs of implementing the Protocol. Elders in Canada, Japan and Australia are an increasing proportion of the population. This research focused on (1) the expected familial roles for care provision of frail elderly and (2) the relationship of expected familial roles to social policy toward elder care. Using a case study method, analysis of government documents such as annual reports, white papers, and Web sites was undertaken. Results show that elders in Australia and Canada desire independence from offspring, whereas filial responsibility for elders in Japan is a cultural ideal. In all three countries, societal expectations fit the current federal governmental policies of shifting the burden of care to families, but families in need find limited societal assistance. The present study was designed to explore experiences and constructions of fertility and fertility control among new migrant and refugee women in Sydney, Australia and Vancouver, Canada. Seventy-eight individual interviews and 15 focus groups (n = 82) were conducted with women who had migrated from Afghanistan, Iraq, Somalia, South Sudan, Sudan, Sri Lanka, and South America. Participants positioned having children as a cultural and religious mandate and as central to a woman’s identity. Many women had limited knowledge about contraception, positioned contraception as forbidden or dangerous, and described negative experiences with its use. In high-income countries welfare states play a crucial role in defining - and re-defining - what is offered as publicly provided care, and as a result shape the role of families, markets and the voluntary sector in care provision. Fiscal policies of cost containment, coupled with neoliberal policies stressing individual responsibility and reliance on market forces in recent decades, have resulted in the contraction of state provided care services in a range of sectors and states. There has also been widespread retrenchment in public health sectors across many countries resulting in policies of deinstitionalisation and early discharge from hospital that are predicated on the assumption that the family or voluntary sector will pick up the slack in the care chain. At the same time that this loosening of medicalized control has occurred, services to families with young children have become increasingly targeted on 'at risk' mothers through widespread population surveillance. To date, analyses of the implications of these important changes in care provision have primarily focused on health services and outcomes for birthing women and their newborns. In this paper, we make the case that post-birth care is a form of social care shaped not only by welfare state policies but also by cultural norms, and we suggest an analytic framework for examining some of the recent changes in the provision of postpartum care. We use examples from three developed welfare states - the Netherlands, Australia and Canada - to illustrate how variations in welfare state policy and cultural norms and ideals shape the provision of home and community based postnatal services. The article explores various asset cloaking techniques following the placement stage of money laundering. The author discusses various typologies and methods, ranging from simple nominee arrangements to complex financial transactions, employed by money launderers to hide their assets and cloak ownership using several cases from Canada, Australia and U.S. as well as reference materials on asset protection. He concludes that there are many asset cloaking techniques which can be used by money launderers to hide their assets, but there is no existing treaty process that addresses this kind of civil forfeiture practice.
