The textile industry is one of the most important industries in the European Union. The main environmental problems of the textile industry are the high water consumption, the generated pollution, the variety of chemicals used and the high energy demand. Recently, adsorbents with a large specific surface area and low weight, such as aerogels, have attracted great interest as promising materials for removing dyes from polluted water. Cellulose aerogels are inexpensive and non-toxic. Langmuir and Freundlich isotherms were chosen as the best method to describe the performance of the adsorbent. In this study, the adsorption efficiency of Congo red, Naphthol green B, Rhodamine B and Methylene blue were determined by using an adsorbent synthesized from paper and cardboard waste. The total organic carbon concentration was chosen as an indicator of the concentration of the dyes in the solutions. The aerogel capsules had 5% cellulose content. It was found that the adsorption capacity of the aerogel in the solutions of Congo red varied from 0.028 mg/g to 14.483 mg/g; in the solutions of Naphthol green B, from 0.013 mg/g to 7.698 mg/g; in the solutions of Rhodamine B, from 0.020 mg/g to 8.768 mg/g; and in the solutions of Methylene blue, from 0.024 mg/g to 13.538 mg/g. The pulp and paper manufacturing industry is currently facing sweeping changes due to the fact that supply and demand are dominated by different global players. These changes have significant effects not only on the paper and pulp production of countries but also on world economies thanks to the high level of trade between countries around the world. Based on the historical development of paper, our study examines today's production around the world economies, shows the latest commercial trends in the paper and pulp trade, and makes a prediction on the effects of the data belonging to this sector on the trade of countries through using panel regression models. According to our results, we determined a significant relationship between the total world paper and cardboard production in Turkey and the European Union and the amount of pulp. On the other hand, a partial relationship was found between the European Union and Turkey's paper production. In addition, we concluded that the amount of pulp used in paper and cardboard production was the factor causing the total paper production in the European Union and Turkey. In other words, we have established as a result of the analysis that as the amount of pulp used in paper and cardboard production increases, paper and cardboard production also increases at the same rate. This research aims to initiate academic discussion on the European Union (EU) social taxonomy for the purpose of promoting sustainable economic activities that ultimately contribute to achieving the United Nations' sustainable development goals (SDGs) in the EU. The paper examines the historical evolution of the social taxonomy concept and presents the chronological order of the regulatory advancements that have paved the way for the establishment of both the EU environmental and social taxonomies. This study emphasizes the role of the EU environmental taxonomy as the frontrunner and highlights three fundamental distinctions between taxonomies in terms of objectives, foundations, and measurability. By defining the key performance indicators applicable to entities engaged in taxonomy-aligned economic activities, the paper offers a tabulated framework to understand the core focus areas, sub-objectives, and types of substantial contributions related to each of the three social objectives outlined in the EU taxonomy. Background: The advent of Personalized Medicine (PM) holds significant promise in revolutionizing healthcare by tailoring treatments to individual patients based on their data. However, its successful implementation requires the seamless integration of innovative technologies and presents formidable challenges in terms of sustainability. To tackle these challenges head-on, the International Consortium for Personalized Medicine (ICPerMed) was established, and the IC2PerMed project, as part of this consortium, seeks to foster collaboration between the European Union (EU) and China in the field of Personalized Medicine. Based on the results collected by the project, the objective of this study is to discern the key priorities for the implementation of Personalised Medicine concerning Information and Communication Technologies (ICT) and Big Data and digital solutions, with a particular emphasis on data management and protection. Methods: A Delphi survey was conducted to gather expert's consensus on the main priorities for actions on Information and Communication Technologies (ICT) and Big Data and digital solutions in the field of Personalized Medicine. Results: The survey identified seven priorities in the area of Big Data and digital solutions, including data interoperability, standards, security measures, and international partnerships. Additionally, twelve priorities were identified for the innovation-to-market process, emphasizing cost-effectiveness, need assessment, and value definition in resource allocation. Conclusions: The effective implementation of new technologies in Personalized Medicine research and practice is essential for the advancement of healthcare systems in both the European and Chinese contexts. The identified priorities play a pivotal role in promoting the sustainability of health systems and driving innovation in the implementation of Personalized Medicine. Addressing challenges related to data interoperability, standards, security, international collaboration, cost-effectiveness, and value assessment is of utmost importance in order to propel the progress of Personalized Medicine in healthcare systems. Bisphenol A (BPA) is an industrial chemical that is widely used in various industrial applications. It has concerns in its use as a color developer in thermal paper receipts since it is identified as an endocrine disruptor and causes hormonal disturbances. In this study, thirty thermal paper receipt samples were randomly collected from various locations in Sharjah, United Arab Emirates and analyzed using high performance liquid chromatography–mass spectrometry. Sixty percent (60%) of receipt samples showed BPA levels above the acceptable limit (200 ng/mg) set by the European Union (EU) for thermal papers. On the other hand, 40% of the samples reported very low BPA levels (< 0.02 ng/mg). However, estimated weight adjusted daily intakes (EDI) ranged between 8.22 ×10−11 and 0.000812 μg/kg bw/day for the general population, and between 7.89×10−9 and 0.0681 μg/kg bw/day for the occupationally exposed cashiers. Thus, all calculated EDIs were below the European Food Safety Authority Tolerable Daily Intake (4 μg/kg·bw/day) and the provisional Health Canada Tolerable Daily Intake (25 ug/kg bw/day) under varying paper-to-skin transfer coefficients and absorption fractions. Nevertheless, due to its health effects and recent legal restrictions by EU, the occurrence of co-exposure to dietary and non-dietary sources should be considered in the health risk assessment of Bisphenol A, mainly for people with frequent occupational exposure to thermal paper, and especially with the increased use of sanitizers. The current study is a first within the UAE context in relation to BPA in thermal paper receipts, thus its significance especially with the recent EU enforcement of BPA limits in paper receipts. The study highlights that proper policies as well as education and awareness may assist in limiting transdermal BPA exposure for the general and occupationally exposed populations. Introduction: Personalised prevention aims to delay or avoid disease occurrence, progression, and recurrence of disease through the adoption of targeted interventions that consider the individual biological, including genetic data, environmental and behavioural characteristics, as well as the socio-cultural context. This protocol summarises the main features of a rapid scoping review to show the research landscape on biomarkers or a combination of biomarkers that may help to better identify subgroups of individuals with different risks of developing specific diseases in which specific preventive strategies could have an impact on clinical outcomes. This review is part of the "Personalised Prevention Roadmap for the future HEalThcare" (PROPHET) project, which seeks to highlight the gaps in current personalised preventive approaches, in order to develop a Strategic Research and Innovation Agenda for the European Union. Objective: To systematically map and review the evidence of biomarkers that are available or under development in cancer, cardiovascular and neurodegenerative diseases that are or can be used for personalised prevention in the general population, in clinical or public health settings. Methods: Three rapid scoping reviews are being conducted in parallel (February–June 2023), based on a common framework with some adjustments to suit each specific condition (cancer, cardiovascular or neurodegenerative diseases). Medline and Embase will be searched to identify publications between 2020 and 2023. To shorten the time frames, 10% of the papers will undergo screening by two reviewers and only English-language papers will be considered. The following information will be extracted by two reviewers from all the publications selected for inclusion: source type, citation details, country, inclusion/exclusion criteria (population, concept, context, type of evidence source), study methods, and key findings relevant to the review question/s. The selection criteria and the extraction sheet will be pre-tested. Relevant biomarkers for risk prediction and stratification will be recorded. Results will be presented graphically using an evidence map. Introduction: Over the last decade, the emergence and spread of personalized medicine (PM) have defined a substantial revolution in healthcare. In principle, healthcare system sustainability is challenged by the investments required for research and development, as well as the adoption of PM techniques in routine clinical care. The "Integrating China in the International Consortium for Personalized Medicine" (IC2PerMed) EU-funded project aims to integrate China into the "International Consortium for Personalized Medicine" (ICPerMed). IC2PerMed aims to align the EU and China's research agendas in this field to enable a swift development of approaches in the EU and China with strong leverage upon EU-Chinese collaborations. Methods: Within this project, we first mapped relevant policies on PM in both the EU and China, and then we involved European and Chinese experts in PM in workshops and Delphi surveys in order to identify relevant priorities for the implementation of PM in sustainable healthcare. Results: As a result of this process, we identified nine overarching priorities, each addressing specific aspects of the sustainability of healthcare systems and PM implementation, with the main goal of supporting policymakers in integrating PM approaches in the EU and China. Discussion/conclusion: The implementation of PM in health systems is appealing in terms of improved accuracy in diagnostics, treatment, and prevention of disease, as well as reduction of the side effects resulting from inefficient use of drugs. Research, development, and implementation of needed techniques require time and resources that can slow the adoption of PM in healthcare systems. Structured reporting in radiology continues to hold substantial potential to improve the quality of service provided to patients and referring physicians. Despite many physicians' preference for structured reports and various efforts by radiological societies and some vendors, structured reporting has still not been widely adopted in clinical routine. While in many countries national radiological societies have launched initiatives to further promote structured reporting, cross-institutional applications of report templates and incentives for usage of structured reporting are lacking. Various legislative measures have been taken in the USA and the European Union to promote interoperable data formats such as Fast Healthcare Interoperability Resources (FHIR) in the context of the EU Health Data Space (EHDS) which will certainly be relevant for the future of structured reporting. Lastly, recent advances in artificial intelligence and large language models may provide innovative and efficient approaches to integrate structured reporting more seamlessly into the radiologists' workflow. The ESR will remain committed to advancing structured reporting as a key component towards more value-based radiology. Practical solutions for structured reporting need to be provided by vendors. Policy makers should incentivize the usage of structured radiological reporting, especially in cross-institutional setting. This paper examines the narratives of the European Council, European Commission, and European Parliament regarding the European refugee crisis. Although the relevant scholarly research suggests that the EU Institutions held different perspectives about the refugee crisis, this paper argues that there was no such a clash of perspectives. This paper builds on the Copenhagen School's securitization framework as complemented with subsequent methodological tools to support the author's arguments. The findings suggest that despite the similarity in the views held by the main EU Institutions considering the refugees' influx, there was a variation in the intensity of their securitizing narratives. Theoretically, this study develops an understanding of the importance of the securitization narratives' intensity. Methodologically, this study introduces the Securitization Narratives Continuum, a research tool that facilitates the assessment of securitization. EU-US data transfers for health research remain a particularly thorny issue in view of the stringent rules of the EU General Data Protection Regulation (GDPR) and the challenges related to US mass surveillance programs, particularly the manner in which US law enforcement and national security agencies can access personal data originating from the EU. Since the entry into force of the GDPR, evidence of impeded collaborations is increasing, particularly in the case of sharing data with US public institutions. The adoption of a new EU-US adequacy decision in July 2023 does not hold the promise for a long-lasting solution due to the risks of being challenged and invalidated – yet again – at the Court of Justice of the EU. As the research community is calling for answers, the new proposal for a European Health Data Space regulation may hold a key to solving some of the existing issues. This paper seeks to draw a research agenda for unveiling the underlying bottlenecks and possibilities for improving the agricultural total factor productivity in the European Union (EU). To this aim, the paper first surveys the key challenges for the modern agricultural economy. Then, the case of the EU is discussed by looking at the convergence in the partial productivity indicators (including the GHG emission) and growth efficiency that relate to the gap in the total factor productivity growth. The results suggest that the EU member states exhibited growth inefficiency (i.e., a gap in the total factor productivity growth) of 5–9% on average during 2004–2021. The paper also discusses the possibilities to utilize the production theory for assessing the pathways towards improvements in the productivity and sustainability of the EU agriculture. The Europevan Union is highly dependent on energy. This paper analyses energy consumption in the transport sector, representing approximately 30% of total energy consumption. A particular focus will be placed on road freight transport, which accounts for 40% of total transport energy consumption, trying to contribute to its rationalization. The road freight transport volume (TKM: tonne-kilometres) vs. gross domestic product (GDP) ratio fell in 2010–2022 by an average of 17.6% in EU-27, meaning that there was decoupled growth. Germany is the country with the highest decoupling, nearly 36%. On the contrary, in Spain there is a coupling because the evolution of TKM and GDP was almost identical. The paper proposes possible relevant factors in road freight transport activity that may justify the discrepancies in values within EU member countries, showing the positive and negative impacts of the different variables studied. The EU has set the ambitious target of raising the share of EU energy consumption produced from renewable resources to 32% by 2030, with a target of climate neutrality by 2050. The aim of this paper is to assess the role of biomass usage in the context of these targets. The paper identifies the progress made between 2013 and 2022 by focusing on a selection of EU countries. The largest bioenergy increments of 130, 77, and 60 PJ were reported for Poland, Sweden, and the Netherlands. This study evaluates the crucial role of co-generation and heat in EU regions, with biomass usage between 55 and 80% of the combined heat and power (CHP) energy in Nordic countries. The future perspectives for bioenergy based on EU policies, biomass resources, and technical issues were addressed. The EU possesses around 9% of the global biomass supply, ensuring a certain level of biomass resource dependence. Thus, the biomass usage demand in energy production, non-energy sectors, and transport is expected to rise, leading to increments of 13–76% on biomass imports. It appears that bioenergy development is mostly limited by economic issues and uneven support for bioenergy in different EU countries as well as environmental issues. The study shows a promising and sustainable potential of bioenergy in the EU as a renewable energy source while minimizing negative impacts on the environment and the economy. By 2050, liquid biofuels are likely to be increasingly used in the transport sector. Non-energy sector usage of biomass is still in an early stage of development, except for the pulp and paper industry, and significant use of biomass in non-energy sectors seems unlikely in the near future. The paper presents the current situation as regards the circular economy in agriculture in Romania, while also taking into consideration its global impact. We have here a system globally endorsed by the United Nations. It is also important for regional organisations such as the European Union or la Francophonie as the circular economy seems to have a high number of advantages in tackling climate change, creating a sustainable food chain, improving the organic character of the agriculture, etc. From that perspective Romania represents an interesting case study as it is both a European Union member state and a member of the Francophonie. It thus follows both sets of rules and recommendations in order to improve its status. The paper uses the bibliographic method and reviews the main documents that settle this aspect and presents the legal framework for circular economy. The put into practice of the circular economy in the Romanian agriculture would bring a series of advantages (environment, food safety, etc.) while also requiring systemic transformations. The European Union, in pursuit of the goal of reducing emissions by at least 55% by 2030 and achieving climate neutrality by 2050, is deploying different actions, with industry decarbonization as a key strategy. However, increasing electricity demand requires an intensification of energy generation from clean technologies, and the energy system's expansion is hindered by renewable generation's climatic dependencies and the imperative for substantial electrical infrastructure investments. Although the transmission grid is expected to grow, flexibility mechanisms and innovative technologies need to be applied to avoid an overwhelming growth. In this context, this paper presents a thorough assessment, conducted within the FLEXINDUSTRIES project, of the flexibility potential across seven energy-intensive industries (automotive industry, biofuel production, polymer manufacturing, steel manufacturing, paper mills, pharmaceutical industry, and cement production). The methodology followed during the analysis entails reviewing the state-of-the-art existing flexibility mechanisms, industries' energy markets engagement, and technical/operational readiness. The results highlight the feasibility of the proposed actions for enabling energy market flexibility through demand-response programs, quantifying energy opportunities, and pinpointing regulatory and technical barriers. This paper examines the implementation of a digital product passport (DPP) using Hyperledger Fabric technology to enhance product lifecycle management within the European Union's circular economy action plan. This study addresses the need for detailed product information on materials, origin, usage, and end-of-life instructions to improve recycling practices and promote sustainable consumption. The approach integrates decentralized identifier (DID) technology for unique product identification using the cheqd.io platform with an enterprise tailored Hyperledger Fabric blockchain network for DPP data management, leveraging their strengths to enhance security and efficiency. This paper details the data model for the DPP, including entities like Product, Manufacturer, Supplier, and Material. Performance tests on the Hyperledger Fabric network demonstrate the system's efficacy, focusing on CRUD operations and scalability. The Company Law universally requires shareholders to participate in meetings in order to formulate a set of corporate acts. Although provisions allowing the possibility for virtual shareholder meetings have already been implemented in many legislations, the COVID-19 crisis has given this relative legal novelty a status of paramount regulatory importance. The post-crisis regulatory development of the field in light of the process of digitalisation is the subject of this paper. The paper firstly gives an overview of the academic debate on the subject with a focus on the pandemic. Then, it continues to produce a comparative overview of virtual general meetings regulations in selected jurisdictions, namely Switzerland, Italy, Germany, U.S. state of Delaware and the European Union Company Law. Prior to the pandemic, the Croatian Company Law encompassed the possibility for hybrid virtual general meetings of shareholders if stipulated in company bylaws. The aforementioned possibility was used in Croatia for the first time during the outbreak of the COVID-19 crisis. Background: European Union (EU) research on cybersecurity is actively developing more efficient digital steganalysis techniques aimed at uncovering hidden online illegal content in apparently legitimate multimedia files. Beyond issues such as the design, effectiveness and functionality of the technology, this paper addresses the recently raised concern of societal impact, which refers to the influence, consequences, or effects, whether expected or not, that a particular action, policy, or technological advance has on society as a whole or on different segments of society. These impacts can be broad and multifaceted, encompassing economic, social, cultural, environmental and ethical dimensions, amongst others. Aim: The aim of this article is to take an exploratory look at the societal challenges and benefits associated with the use of digital steganalysis tools in cybercrime investigations in EU member states, adopting a dual mixed-methods perspective. Methods: First, a systematic review of the scientific literature published within 2017–2023, focusing on the societal dimension of steganalysis tools, including peer reviewed journal and conference papers on steganalysis and crime (N = 55) was carried out. For the second part of the paper, two nominal group discussions were conducted with experts from Law Enforcement Agencies (LEAs): the first on societal benefits (N = 7), the second on societal challenges (N = 6). These consensus-building discussions aimed to identify, quantitatively assess and rank the various challenges and potential social benefits associated with the use of digital steganalysis tools in police investigations. Results: Findings reveal a widespread oversight in addressing the social impact dimension by tool designers on academic papers, especially regarding societal acceptance issues. The expert-citizens argued for stakeholders and public awareness of both risks and benefits of steganalysis tools. Conclusions: This study highlights the current need to consider not only the technological aspects, but also the profound social dimension arising from the use of these tools, such as public awareness of cybercrime and the ethical design and use of digital crime investigation tools. Understanding and evaluating societal impacts is essential for making informed decisions, shaping policies, and addressing the needs and concerns of diverse stakeholders in various domains. This multidisciplinary approach is crucial to achieving a more balanced and comprehensive understanding of the impact of digital steganalysis tools in the field of digital criminal investigation. This paper presents a thorough examination of methane capture from Polish coal mines, contextualized within the framework of the European Union's (EU) climate policy objectives. Through a strategic analysis encompassing the interior of coal mines, the surrounding environment, and the macro environment, this study elucidates the complex dynamics involved in methane emissions and capture initiatives. The key findings include a declining trend in absolute methane emissions since 2008, despite fluctuations in coal extraction volumes, and a relatively stable level of methane capture exceeding 300 million m3/year since 2014. The analysis underscores the critical role of government support, both in terms of financial incentives and streamlined regulatory processes, to facilitate the integration of methane capture technologies into coal mining operations. Collaboration through partnerships and stakeholder engagement emerges as essential for overcoming resource competition and ensuring the long-term success of methane capture projects. This paper also highlights the economic and environmental opportunities presented by methane reserves, emphasizing the importance of investment in efficient extraction technologies. Despite these advancements, challenges persist, particularly regarding the low efficiency of current de-methanation technologies. The use of Artificial Intelligence (AI) medical devices is rapidly growing. Although AI may benefit the quality and safety of healthcare for older adults, it simultaneously introduces new ethical and legal issues. Many AI medical devices exhibit age-related biases. The first part of this paper explains how 'digital ageism' is produced throughout the entire lifecycle of medical AI and may lead to health inequity for older people: systemic, avoidable differences in the health status of different population groups. This paper takes digital ageism as a use case to show the potential inequitable effects of AI, conceptualized as the 'AI cycle of health inequity'. The second part of this paper explores how the European Union (EU) regulatory framework addresses the issue of digital ageism. It argues that the negative effects of age-related bias in AI medical devices are insufficiently recognized within the regulatory framework of the EU Medical Devices Regulation and the new AI Act. It concludes that while the EU framework does address some of the key issues related to technical biases in AI medical devices by stipulating rules for performance and data quality, it does not account for contextual biases, therefore neglecting part of the AI cycle of health inequity. Purpose: The measurement of regional competitiveness is becoming essential for policymakers to address territorial disparities, while considering the issue of correlations among indicators. Therefore, the purpose of this paper is to measure regional competitiveness using the Technique for Order Preference by Similarity to the Ideal Solution (TOPSIS) by considering different distance measures and two levels of analysis to provide a comparative and comprehensive measurement of regional competitiveness in Europe. Design/methodology/approach: The authors apply TOPSIS based on three different distance measures (the Manhattan, the Euclidean and the Mahalanobis distance measures) to the regions of the EU Regional Competitiveness Index (RCI) 2019, which is taken as the frame of reference. Findings: The authors replicate the RCI by using TOPSIS with a less preferred choice of distance measure, indicating TOPSIS as a valuable method for policymakers in the analysis of regional competitiveness. The paper explores the impact of digital transformation (DT) on new business creation in the case of European Union member states over the period 2015-2020 by employing several econometric techniques such as Ordinary Least Squares (OLS) and quantile regression (QR). The results of OLS regression indicate a positive and significant link between DT and entrepreneurial activity. However, the quantile regression results highlight a parameter heterogeneity in the effect of DT on entrepreneurial activity. Furthermore, the magnitude of the impact is greater at the higher size quantiles of the new business density distribution. Overall, the empirical findings highlight the key role of DT in developing public policies aimed to spur entrepreneurial activity. Socio-cultural dimensions and values in maritime spatial planning (MSP) are gaining momentum worldwide and especially in the European Union (EU), since it is acknowledged that they are the "missing layer" of maritime spatial plans (MSPlans). These values are partly explored through cultural ecosystem services (CES). Coastal and marine CES refer to the benefits that humans derive from the coastal and marine environments in recreational, artistic, spiritual, and educational terms. They reflect the ways in which coastal and marine ecosystems contribute to human well-being, cultural identity, and interactions with nature. The research question is how to map and assess coastal/marine ecosystem services and to integrate them in the MSPlans. Thus, this systematic review sheds light on methodological and technical issues with CES mapping and assessment and provides guidance on how to incorporate CES in MSP for future research. Publications dealing with the spatial aspects of CES were examined with an extra focus on participatory mapping approaches. Initially, 199 articles were identified, and 50 articles were ultimately eligible for the analysis. Papers were concentrated in the European Atlantic, whilst their scope was either local or regional. A large number of articles consider the contribution of CES to efficient marine management rather than to achieving an integrated and coordinated MSP. Social and mixed mapping approaches were met with the most often, especially participatory mapping approaches. Also, non-monetary valuation was prevailing, and a multitude of techniques, tools, and statistical software were used. In most of the cases, the distribution of values in relation to environmental, socio-economic, and demographic factors was examined. This article concludes that an effective integration of CES into MSP is crucial for creating prospects of a more sustainable and inclusive approach to coastal/marine planning and for the well-being of ecosystems and communities both currently and for future generations. EU relations with its eastern neighbours have been pursued with the goal of building a 'ring of friends' contributing towards security and stability-building, through reforms' implementation and the development of closer relations. This transformative agenda met, however, some criticism and resistance from Eastern Partnership (EaP) countries. Russia's full-scale invasion on 24 February 2022 changed profoundly the setting for these relations, including the accession requests coming from Ukraine, Moldova and Georgia, along with the cut off of relations with Russia and Belarus. The implied debordering and rebordering dynamics taking place show the complexity of material and symbolic bordering practices. Through a critical border studies approach, this paper seeks to unpack these bordering dynamics and how they are reconfiguring the European space, arguing the EU has become locus of resistance for countries such as Ukraine, Moldova and Georgia assuring their European identity. This paper aims to test the pollution haven hypothesis within the European Union (EU), especially among newcomer countries, through the participation in global value chains (GVCs). The study used a combination of multiregional input–output method and multilevel mixed econometric analysis to investigate the relationship between global value chain trade flows, foreign direct investment flows, energy consumption, and carbon emissions across countries, sectors, and time. The study tested both the "pollution haven" and "pollution halo" hypotheses and found a non-linear relationship between foreign capital flows and carbon emissions, which became less relevant after the economic integration process. The results suggest the existence of a pollution haven in Europe. Although Eastern economies still exhibit problematic issues in relation to pollution control, they have made significant progress in reducing their emissions intensity. Despite the negative externalities on the environment and human health, today's economies still produce excessive carbon dioxide emissions. As a result, governments are trying to shift production and consumption to more sustainable models that reduce the environmental impact of carbon dioxide emissions. The European Union, in particular, has implemented an innovative policy to reduce carbon dioxide emissions by creating a market for emission rights, the emissions trading system. The objective of this paper is to perform a counterfactual analysis to measure the impact of the emissions trading system on the reduction of carbon dioxide emissions. For this purpose, a recently-developed statistical machine learning method called matrix completion with fixed effects estimation is used and compared to traditional econometric techniques. We apply matrix completion with fixed effects estimation to the prediction of missing counterfactual entries of a carbon dioxide emissions matrix whose elements (indexed row-wise by country and column-wise by year) represent emissions without the emissions trading system for country-year pairs. The results obtained, confirmed by robust diagnostic tests, show a significant effect of the emissions trading system on the reduction of carbon dioxide emissions: the majority of European Union countries included in our analysis reduced their total carbon dioxide emissions (associated with selected industries) by about 15.4% during the emissions trading system treatment period 2005–2020, compared to the total carbon dioxide emissions (associated with the same industries) that would have been achieved in the absence of the emissions trading system policy. Aim: This paper provides an overview of the legal framework for alcohol produced for personal use in European Union (EU) Member States. Methods: We reviewed the national excise duty legislations of EU Member States and conducted an online mapping survey, in which 10 alcohol experts from seven EU Member States plus Iceland participated. Results: We found that the production of alcohol for personal use is tax exempt in 12 jurisdictions, with four countries stipulating a maximum volume of alcohol that can be produced for personal use. The most common alcoholic beverages concerned were beer and wine, while only one country set a tax exemption for spirits. The results were complemented by the alcohol expert mapping survey; tax exemptions were reported for two additional Member States. Conclusion: Legal exemptions for the production of alcohol for personal use were established in every second EU Member State and may therefore contribute to the unrecorded consumption of alcohol in these countries. In light of the detrimental health effects of alcohol, economic interests to support the local small-scale production of alcohol have to be carefully evaluated against public health interests. The EU faces two economic challenges: managing non-performing exposures (NPEs) and climate change. This paper analyzes the relationship between the NPEs of domestic banking groups and climate risks, including macroeconomic variables such as the GDP growth rate, unemployment rate (UnEmp), and the voice and accountability percentile (VCA) and the interaction variable between the GHG and the Rule of Law Percentile (GhGRLP). The estimation uses ordinary least squares with time-fixed and individual effects. Physical and transition risks significantly affect NPEs, showing that both adverse climate events and the transition to a low-carbon economy worsen the financial situation of European banking institutions. The analysis also revealed that increased levels of VCA lead to a rise in NPEs, while an increase in GhGRLP reduces NPEs. In contrast, financial institutions tend to recognize and report NPEs more accurately in contexts with greater transparency and accountability. In comparison, UnEmp negatively affects NPEs, suggesting that economic support measures during high unemployment can reduce NPEs in the subsequent period. In conclusion, climate risk management represents a crucial challenge for the financial stability of banking institutions. Policymakers and financial institutions must continue to develop and implement climate change mitigation and adaptation strategies to preserve financial system stability amid growing climate uncertainties. Purpose: The purpose of this paper is to define the impact of training and development (T&D) in the Visegrad countries (V4) as impacted by the Covid-19 pandemic, namely, Hungary, Poland, Slovakia and the Czech Republic. These countries have some political, cultural, social and economic similarities and share some common ground in the human resource development (HRD) sectors. Design/methodology/approach: The authors used the HRD theory and the human capital theory to analyse the context, operations and impact of T&D in the V4 countries due to the Covid-19 pandemic. The research was conducted in 400 companies, 100 from each of the four countries using the computer assisted web interviewing technique. The questionnaire was in a six-point Likert scale format and addressed 12 topics related to T&D: policy, expectations, procedures of diagnosis, preparation, implementation, monitoring, trainees, trainers, investment and expenditures, evaluation, results and controlling. Findings: The authors concluded that in the Visegrad countries, Covid-19 raised expectations on T&D. This was followed by increased levels of action in diagnosis, preparation, monitoring and implementation, following pre-existing and adjusted policies. Evaluation and control were complicated. Investment and results and the human side of the T&D (trainees and trainers) were the ones for which there were more uncertainties and perplexities. Research limitations/implications: The study has the limitation of using only a small sample in four countries. For further research, the authors suggest a larger study extended to all the European Union countries, an in-depth analysis of the current data and the kurtosis on Policy of T&D. Practical implications: The results of the research can be used to improve T&D programs after the Covid-19 pandemic. They could also provide information to external trainers to improve and adjust their services according to the opinions of the respondents of the study. The research findings can also serve institutions responsible for policy provision of HRD at a national level by providing possibilities to apply for funding either within national or regional funds like the National Training Fund in Poland or within European Union money at a national level. Originality/value: The study is original because even if the T&D in V4 countries during the Covid-19 pandemic had already been studied separately (e.g. Mikołajczyk, 2021; Vrabcová, Urbancová 2021; Vinichenko et al., 2021), no empirical, cross-national research analysing specifically the T&D in those countries has been carried out so far. The authors use an innovative methodology, addressing 12 topics and the people involved together with the stages in which a T&D policy is divided. That makes it innovative and very relevant. The study aims to identify which main macroeconomic determinants affect investment in a circular economy. The main purpose of the investment determinants in a circular economy is to determine how macroeconomic determinants such as real GDP per capita, government expenditure, unemployment, inflation, tax revenue, and interest rate affect an investment in the circular economy in the European Union for the period 2004–2022. Using an error correction model, empirical findings confirmed that government expenditure, inflation, and tax revenue have positive effects on investment in the circular economy in the short run and long run. Conversely, unemployment and interest rate negatively affect investment in the circular economy for both the short term and long term. The contribution of the paper is providing valuable insights into the determinants driving investment in the circular economy, which may help with developing sustainable business policies and practices in the European Union. Increasing global concern about climate change and the circular economy have successfully established itselves in international and national policies over the last decade, with the aim of reshaping the production and consumer behavior. The circular economy is one of the core pillars of European Union policy and its success depends on the energy efficiency, reducing production costs, and maintaining employment levels by ensuring continuous strong economic independency of the region. While crises are unavoidable and continue to appear, this paper aims to project the impact of any crisis on sustainability transitions using data analysis of the Global Financial crisis from 2008 to 2009 and discuss how the success of the circular economy implementation and environmental policies could be affected. The paper notes that the global financial crisis of 2008–2009 had a short-term positive impact on environmental degradation and that economic interests overshadowed environmental goals. Due to the recent events of the ongoing Russia and Ukraine war, COVID-19 societal and industrial behavior has shifted from sustainable to linear and has taken a step backward in reducing environmental pollution and achieving Sustainable Development Goals. Analysis of already present data and the context of the 2008–2009 global financial crisis, reviewing of COVID-19 impact on the global economy, health sector, and environmental policies allows us to predict the consequences, as it relates to the future of circular economy policy. Artificial intelligence's threats to human rights can offset its significant benefits for human welfare. This makes it essential to analyse the current status and existing practices in developing the regulatory framework for artificial intelligence (AI). This paper aims to conduct a comparative legal analysis of the role of AI in ensuring human rights in Europe (in the example of the European Union) and the Middle East (in the example of Israel). The article uses comparative legal, formal legal and descriptive methods. The analysis shows that AI may harm the enjoyment of several human rights. Existing legislative initiatives (in particular, The EU Artificial Intelligence Act (AI Act), the Council of Europe's AI Convention) do not fully protect human rights from the impact of artificial intelligence due to existing gaps in the regulation of the private sector and national security, as well as the effect on the transparency of decisions in criminal law. The main problem is the inadequate regulation of the development and use of AI in national security and the private sector. This creates loopholes through which AI can cause significant harm to human rights and lead to violations. Montenegro restored its national independence in 2006, and in the 17 years since then, the country has made significant progress in digital transformation, which is especially important for its accession to the European Union. In this paper, this period of 17 years of Montenegrin digital transformation is reviewed. The work aims to provide comprehensive coverage of the digitization processes across all relevant sectors, including healthcare, education, telecommunications and internet, personal and public transportation, tourism, agriculture, energy and sustainability, and public administration. The human-centric nature of digitization is emphasized where relevant, as well as related future trends. This paper also highlights barriers and limitations, such as the lack of consideration for cooperative intelligent transportation systems in national strategies, and user-related issues in digital public administration. This paper explores the complex relationship between energy poverty and the maintenance of democratic values within the European Union (EU), suggesting that energy poverty not only impacts economic stability and health outcomes but also poses significant challenges to democratic engagement and equity. To measure energy poverty, a composite index is developed using the entropy method, which surpasses traditional measures focused solely on access to energy or its developmental implications. To assess the level of democratic governance in EU countries, the voice and accountability index (VEA), which is part of the World Governance Indicators compiled by the World Bank, is utilized. By analyzing EU data from 2006 to 2022, the findings suggest that a 1% improvement in VEA quality, represented by a coefficient of 0.122, is correlated with a notable improvement in the energy poverty index. This suggests that the EU should focus on enhancing transparency and public participation in energy decision-making, along with ensuring accountability in policy implementation. The research also differentiates between full and flawed democracies, noting that tailored approaches are needed. In full democracies, leveraging economic prosperity and trade is crucial due to their significant positive impacts on the energy poverty index. In contrast, in flawed democracies, enhancing governance and accountability is more impactful, as evidenced by a higher coefficient of 0.193. Strengthening legal and regulatory frameworks, improving regulatory quality, and ensuring public engagement in governance could substantially mitigate energy poverty in these contexts. Climate change is a very debated topic among academia, national and international institutions. Therefore, policies and tools for diminishing pollutant emissions are in place in a number of countries. Among them, taxation and renewable energy use seem to be among the most important. This paper aims at testing the impact of certain tools for climate change policy implementation, such as environmental taxes, renewable energy use, real productivity, employment rate taking into consideration the level of economic development and the GINI coefficient, on the greenhouse gas emissions in two important sectors of the economy: industry and commerce. Panel data analysis is used for a cluster of nine developing countries of the European Union that have the per capita GDP at purchasing power parity lower than 80% of the EU average, during 2008-2021. Similar to other studies, the results show a negative relationship between environmental taxation and greenhouse gas emissions in the industrial sector, and a positive one in the commercial sector. The latter is explained by the fact that transport, which is a main pollutant sector, is also one of the most difficult sectors to achieve green transition, given high associated costs. The analysis also shows that renewable energy use discourages the emissions of greenhouse gases, both in the industrial and commercial sectors, so that fostering investment in renewables is an important factor for addressing climate change and promoting a sustainable growth. The Act of 5 July 2018 on the National Cybersecurity System and its accompanying executive regulations have introduced into Polish law the provisions of the Directive of the European Parliament and of the Council of 6 July 2016 concerning measures for a high common level of security of network and information systems across the Union (UE) 2016/1148. The fundamental reason for these regulations was to establish a coherent system to ensure the cyber security of the Republic of Poland with accordance to standards adopted for European Union Member States. This paper presents the legal situation of operators of essential services and digital service providers that was created by the provisions of the ANCS. The ANCS not only identifies operators of essential services, digital service providers, and their assigned obligations, but also addresses the competent authorities' tasks of supervising, inspecting and imposing penalties within the cyber security system. The findings, assessments and conclusions presented here are based on the interpretation of the provisions of the ANCS and are supported by prominent claims of academic representatives. The analyses contained within this paper aim to show that despite the comprehensible and contemporary ratio legis – which falls within the framework of pursuing the state of digital safety – the provisions of the ANCS require adjustments that acknowledge the legal situation of operators of essential services and digital service providers. This paper investigates whether renewable energy influences economic growth and happiness. Using panel data from 25 European Union countries for the period 2012–2022, this study employs a panel model for estimation with fixed and random effects, and robust HAC standard errors. According to the research results, in general, the growing share of renewable energy in the energy mix has a positive impact on economic growth and the happiness of citizens. However, detailed research has shown that this effect depends on the type of energy; a significant positive impact was recorded only in solar share energy, wind share energy and economic growth. However, almost all types of renewable energy were included, i.e., biofuel, hydro, solar and other renewable share energy, and all had a significantly positive impact on the level of happiness. The exception was wind share energy, which showed a significant negative impact. The research findings of this paper provide empirical support for promoting renewable energy, which is positive both for economies and the happiness of citizens. This study assesses 24 European Union countries in terms of food security in 2021. In this paper, we develop a composite food security index considering various weights of indicators. The data were obtained from the FAOSTAT and Eurostat databases. The weights of 10 input indicators were estimated using a principal component analysis-based factor analysis model. The results showed that the harmonised index of consumer prices -- food had the greatest impact on the food security index, while the impact of median equivalised net income and moderate or severe food insecurity had the lowest impact. Ireland achieved the highest ranking according to the Food Security Index. Bulgaria experienced the most unfavourable situation among EU countries. Slovakia ranked 22nd out of 24 countries due to its lowest protein supply, including animal-derived proteins. As part of the analysis, our research compared the food security index with the official Global Food Security Index. The Spearman's rank correlation coefficient of 0.84 indicated a robust correlation between the two indexes. Consequently, this newly developed Food Security Index is appropriate for assessing the food security status of European Union countries. In today's digitalized era, embracing new and emerging technologies is a requirement to remain competitive. The present research investigates the adoption of artificial intelligence (AI) by the elderly in the European landscape, emphasizing the importance of individuals' digital skills. As has already been globally recognized, the most imminent demographic challenge is no longer represented by the rapid growth of the population but by its aging. Thus, the paper initially analyzed European perspectives on AI adoption, also discussing the importance of focusing on seniors. A bibliometric analysis was required afterward, and the review of the resulting relevant scientific publications uncovered gaps in understanding the relationship between older individuals and AI, particularly in terms of digital competence. Further exploration considered the EU population's digital literacy and cultural influences using Hofstede's model, while also identifying potential ways to improve the elderly's digital skills and promote the adoption of AI. Results indicate a growing interest in AI adoption among the elderly, underscoring the urgent need for digital skills development. The imperative of personalized approach implementations, such as specialized courses, personalized training sessions, or mentoring programs, was underscored. Moreover, the importance of targeted strategies and collaborative efforts to ensure equitable participation in the digital age was identified as a prerequisite for AI adoption by seniors. In terms of potential implications, the research can serve as a starting point for various stakeholders in promoting an effective and sustainable adoption of AI among older citizens in the EU. Implementing circular economy principles in the built environment significantly reduces raw material extraction and generated waste. A transition is essential, especially as it accounts for 40-60% of global raw material extraction and 33% of total waste in the European Union. This paper shows the methodological approach to generating a digital Building model to enable circular economy in the early design stage by coupling Generative Design methods, enabling automated variant generation of Digital building models, Building Information Modelling objects, and assessment algorithms to evaluate the environmental impact and circularity. By visualising the assessments of the generated variants of (so-called) Circular Twins in a Virtual Reality environment, including user interaction with a voice-controlled Virtual Agent, the digital Circular Twin ecosystem enables the early implementation of the goals of the circular economy and sustainability in Architecture, Engineering and Construction. The efficient utilization of waste heat from industrial processes can provide a significant source of energy savings for production plants, as well as be a driver of sustainable operations and the abatement of emissions. Industrial waste heat usually is contained in liquid or gaseous outlet streams. Although the possible ways to utilize waste heat are discussed in a wide variety of papers, these either provide only a general overview of utilization options and opportunities or focus on a narrow range of industrial processes. The aim of the present paper is to discuss the practical aspects of waste heat utilization in the European Union so that the reader can gain perspective on (i) the thermal classification of waste heat, (ii) liquid and gaseous waste streams and their typical temperatures for industrial use cases, (iii) the technical, economic, physical, and environmental aspects barring full utilization of the available waste heat, (iv) waste heat sources in various industries, and (v) standardized equipment and technologies applicable to industrial waste heat utilization, including their advantages, disadvantages, and weak points. The aim of this paper is to examine the impact of a country's entry into the monetary union on its economic variables growth rate of real GDP as well as on GDP per capita growth for the period from 2010 to 2020. The clustering method and the ANFIS method were used in the data analysis. A total of two cluster analyses were performed. The first cluster includes countries that joined the EU in 2004 and became EZ members by 2010. The second cluster refers to those countries that joined the EU in 2004 but are not yet members of the EZ. For the first individual cluster analysis two models were analysed and for the second individual cluster three models were analysed using the ANFIS method. As expected, the results showed that GDP growth is connected with trade, inflation and gross investments in fixed capital in the observed countries, while GDP per capita is connected with unemployment, interest rates and public debt. With regard to GDP growth, the difference between countries that are in the eurozone and those that are not is not significant, which is in line with other studies. [ABSTRACT FROM AUTHOR]

The paper aims to make a comparison between the national situation and the realities related to the consumption of milk and dairy products at global and community level. For this purpose, total consumption and consumption per capita at the general level of the product group, for milk, butter and cream respectively, were used as indicators. At national level, total consumption reached 4,935 thousand t (average of the period 2017-2019), of which milk held 4,905.67 thousand t, butter 23.67 thousand t and cream 5.67 thousand t. Worldwide, Romania accounted for an average of 0.58% of total milk and dairy consumption, 0.59% of milk consumption, 0.21% for butter consumption and 0.16% in case of cream consumption. Related to the Community context, Romania held shares of about 3.30% regarding the total consumption of milk and dairy products, 3.38% for milk consumption, 1.37% for butter consumption and 0.24% for cream. If we refer to the situation of consumption per capita, there are averages of the indicator, as follows: 233.54 kg - total consumption, 232.04 kg - milk consumption, 1.20 kg for butter and 0.30 kg for cream. Reported worldwide, Romania exceeded 3.23 times the total consumption of milk and dairy products and 3.29 times the consumption of milk and in case of butter and cream only 82.19 and 66.67% beside the global level of the indicator were achieved. unlike European Union, Romania exceeded consumption at the general level of the product group and for milk, but for butter and cream the situation was unfavorable (about 1/3 of the Community consumption for butter and only 6.05% for cream).
