Abstract: The development of start‐up communities is seen as critical to the successful development of entrepreneurship in a region. However, it remains unclear what exactly start‐up communities are and how they can be facilitated. Ambiguity concerning the geographical scale and membership of start‐up communities leads to different conceptualisations. In this paper, we apply communities of practice (CoP) theory to understand how conceptualisations of start‐up communities work and how they can be facilitated. To this end, we qualitatively study start‐up communities in Sydney, Melbourne and Canberra, Australia. Our results show that start‐up communities that are confined to a particular workspace strongly resemble a CoP. Furthermore, many elements of CoPs can also be found in regional start‐up communities. Finally, we find that workspace communities have more direct and top‐down facilitation activities, while regional start‐up communities have more indirect and bottom‐up facilitation activities. I construct a monthly index of economic uncertainty for Australia. Economic uncertainty rose to historically high levels during the financial crisis and remained elevated until late 2013. The index is: higher around recessions, elections, monetary policy surprises and some major events; tends to increase faster than it decreases; and is driven by both domestic and foreign factors. I use the index to assess how uncertainty affects the Australian economy. Consistent with the 'real options' channel of uncertainty, I find that it reduces investment and employment growth. Similarly, uncertainty raises the household saving ratio, consistent with the 'precautionary savings' channel. [ABSTRACT FROM AUTHOR]

This paper critically analyses the European Union's regional policy framework and considers its implications for Australia's multi-level governance system. The analysis is made with reference to the ‘new regionalist’ debates in Europe and North America that have asserted the importance of regional economic development in the context of globalisation. New regionalism's advocacy of ‘economic normalisation’ as a leading regional policy aim is critically evaluated against the EU policy experience. The Global Financial Crisis reduced economic growth, impacted equity and credit markets, and increased business risk. To the extent that this increased risk translates into greater uncertainty of companies' ability to continue as going concerns, this should be reflected in audit reports. This paper investigates how the crisis impacted auditor reporting in Australia by examining the period 2005-2009. It finds that the main reason for audit report modification is going concern and that modification rates increased from 12% in 2005-2007 to 18% in 2008 and 22% in 2009. This paper reports a debate on the ‘big questions’ and ‘research challenges’ facing economic history in Australia and New Zealand. Noting the changes in research direction that occurred in the discipline over the past 50 years, and the resource challenges it currently faces, it identifies many areas of potentially fruitful research. These include the environment, market regulation and industry development, the interaction of peoples and culture, and the examination of units other than the national economy. A terms-of-trade shock boosted growth in income and living standards over the past decade. It also brought on Australia's productivity growth slump. Now that the terms of trade have peaked, re-invigorated productivity growth is needed to boost income and living standards. Abstract: The aim of this article is to comment on ‘Healthier Australians’, Chapter 2 in the Productivity Commission's report Shifting the Dial. The report elevates health and wellbeing to a central role in lifting the nation's productivity. The main recommendations centre around better information in the health care system and improving the architecture of the system to ensure more decentralised decision making. Institutional change in water rights in the nineteenth century Australian colony of Victoria raised institutional efficiency, which contributed to long-run economic growth. High-quality human capital and the extension of voting rights (franchise) were crucial for efficient institutional change in the water sector. Quality human capital (literacy) appeared to increase the rural population's awareness of the economic impact of the existing structure of water rights that may have constrained growth in the agricultural sector and reduced investment incentives. Extension of the franchise allowed the rural population to exert political pressure for enactment of change in water rights, which resulted in efficiency-enhancing policies and efficient institutions. The findings show these two factors were more important than Victoria's British colonial heritage in determining whether growth-enhancing institutional change took place. [ABSTRACT FROM AUTHOR]

Economic development for remote Indigenous communities cannot be understood unless the relative importance of customary activity, potentially enhanced by native title legal rights in resources, is recognised. The present article uses a three-sector hybrid economy framework, rather than the usual two-sector private (or market) and public (or state) model to more accurately depict the Indigenous economy. Examples are provided of the actual and potential significance of the customary sector of the hybrid economy. Focusing on the concepts of property and institutions, it is demonstrated that significant local, regional, and national benefits are generated by the Indigenous hybrid economy. A role is foreshadowed for resource economists and the New Institutional Economics in quantifying these benefits, including positive externalities, so that they might be more actively supported by the state. This study examines the effects of international trade on output and tests the null of Granger non-causality between trade and economic growth in Australia. The single-equation IV-GMM, DOLS, FMOLS and NLLS and the system-based ML estimates consistently support the positive and significant long-run effects of exports and investment on output. The effects of imports are consistently negative across all the estimates. The OLSEG, RLS and ARDL-ECM estimates provide a mixed and weak and that overparameterised level-VAR estimates no support for the effects of trade on output. The estimates of the model with structural breaks provide a dominant support for the cointegrating relationship among variables. In conclusion, the evidence supporting the positive and significant long-run effects overwhelms the evidence providing a mixed, weak or no support for the effects of trade on output. The results of the study can be inductively generalised to mimic the findings of the literature at large and to suggest that a part of the inconclusiveness over the gains of trade could analogously be ascribed to the use of different methodologies and test statistics across studies. Australia has long been the beneficiary of low, stable power prices. A decade-long state of oversupply underpinned this result and while plant capital costs had been rising, the cost of capital had been declining. These offsetting effects locked the wholesale market into an average cost of $35–$40/MWh. However, from 2007, a simultaneous and sharp rise in new entrant plant capital costs and the cost of capital occurred. The combined effects crept up on the industry while it was in a state of oversupply.
