This paper evaluates the impact of the adoption of cocoa hand pollination (CHP) on the welfare of smallholder cocoa producers. Using data collected from 1200 cocoa farmers in Huni Valley and Kejebril districts of Ghana, we employed endogenous switching regression, propensity score matching and inverse probability weighted adjustment techniques to assess the impact. The two-step Cragg was used to examine the determinants of the decision and intensity of adoption. The results showed that education, marriage and farm size positively influenced both the decision and intensity of adoption of the CHP technique. The result further showed that the cost of labour for implementing the technology, age, education, family head, economic active members, age of the cocoa tree, off-farm work, credit access and farm size significantly determined the impact of adoption on smallholder cocoa producers' welfare. Additionally, there is a positive impact of CHP adoption on productivity, income and food security. Careful consideration should be given to these factors including collaborations between government and stakeholders in the cocoa industry through the regular sensitization and trainings for farmers on improved technologies as the CHP to increase productivity, household income and reduce food insecurity of smallholder cocoa farmers. Cocoa is one of Ecuador's main export products. Over the last decades, cocoa production in the country has increased considerably, making it the largest producer of cocoa in Latin America. However, this increase has been accompanied by environmental degradation, endangering the sustainability of cocoa cultivation. This study utilizes an innovative indicator-based framework to evaluate the sustainability performance of fine flavour and CCN-51 cocoa farms in Ecuador, across economic, social, environmental, nutrition and health, and governance dimensions. Data were collected from 169 farms in Manabí Province and multiple statistical tests were employed to discern sustainability scores. The results highlighted significant differences in sustainability between the two cocoa production systems, influenced by factors such as ethnicity, age, and level of education. A 53% variation in sustainability scores between the fine flavour and CCN-51 cocoa farms was identified. The association of lower sustainability scores with limitations of physical and financial capital provides insights for enhancing sustainable cocoa farming in Ecuador. [ABSTRACT FROM AUTHOR]

This paper compares lessons learned from nine studies that explored institutional determinants of innovation towards sustainable intensification of West African agriculture. The studies investigated issues relating to crop, animal, and resources management in Benin, Ghana, and Mali. The constraints addressed were agronomic or economic (e.g. low production, yield, quality, prices) and institutional (e.g. poor access to resources and constraining regulations) and were analysed using an array of research approaches. The studies showed that political ambitions to foster institutional change were often high (restoring the Beninese cotton sector and protecting Ghanaian farmers against fluctuating cocoa prices) and that the institutional change achieved was often remarkable. However, flexibility of institutions, co-evolution of technical and institutional change, and increased transparency are needed to make institutional change successful. The programme Convergence of Sciences – Strengthening Agricultural Innovation Systems encouraged interventions where needed and enabled researchers and stakeholders to acquire thechange capacitiesrequired to identify the need and potential for change and to make change happen. More research is needed to design pathways towards sustainable intensification based on social and technological innovation. Policy-makers should create space for institutional experimentation and empower smallholder farmers in West Africa to create resilient, local food systems to feed burgeoning urban populations. It is generally hypothesized in the innovation systems literature that institutions can create production incentives for farmers. This paper examines whether the introduction in 1984 of the Producer Price Review Committee (PPRC) in Ghana's cocoa sector has improved the transmission of world prices to farmers. We test how fast and to what extent world prices have been transmitted, and also address the stability of the prices received by cocoa farmers. For the period 1960–2011, the results were as follows: (1) the production of cocoa beans depended positively on the prices farmers received and negatively on price variance; (2) the establishment of the PPRC provided higher prices for farmers; and (3) the PPRC's use of the flexible freight on board (FOB) price-setting rule resulted in a better price transmission than the employed cost-plus-margin approach. However, under the FOB price-setting rule, producer price variance rose sharply. We conclude that, although FOB pricing mechanisms are often recommended for markets where prices are institutionally determined, stabilization policies should be factored in to protect farmers against international price fluctuations. The increased use of sustainability standards in the international trade in cocoa challenges companies to find effective modes of service delivery to large numbers of small-scale farmers. A case study of the Sustainable Tree Crops Program targeting the small-scale cocoa producers in Côte d’Ivoire supplying international commodity markets shifts attention from mechanisms of private governance to the embedding of service delivery in the institutional dynamics of the state. It demonstrates that, despite a recent history of violent conflict and civil unrest, the introduced Farmer Field Schools programme achieved a surprising scale in terms of numbers and geographical spread. The analysis of this outcome combines political science and anthropological studies of effective and developmental elements in the state with the interest in institutional work found in organization science. The scaling of a new form of service delivery is explained by the skilful practices of institutional work by managers of a public–private partnership. They have been professionally associated with the sector for a long time and had the capacity to embed new forms of service delivery in persistent pockets of bureaucratic effectiveness in a failed state. Given the persistent poor livelihood of cocoa-farming households, future climate predictions and the worldwide demand pressure for higher cocoa quality and productivity, there is still a strong need to find new approaches that guarantee a sustainable cocoa future in cocoa-producing countries amongst which Cameroon is one of them. This exploratory research investigates potential future pathways for the cocoa sector in Cameroon by mapping the perceptions of actors involved in the socio-technical regime. Qualitative expert interviews, structured questionnaires and field observation, as well as a focus group discussion have been applied to understand how a sustainability transition can be triggered. The study shows that actors envisage a sustainability change which determines their actions; however, their perceptions towards future transitions are not actively coordinated. Actors are not finding a way of adopting new organizational structures and letting a transition occur effectively, like in the case of certification standards. An alignment of perceptions and activities, and a stronger cooperation between the private and public are strongly recommended. In cocoa farming forestland is a production factor. Cocoa planting is easiest and production costs are lowest in tropical forest. Historically, therefore, once forestland has been exhausted in a given geographical area planters tend to diversify into other production systems to avoid the poverty (induced by increasing factor cost) of post-forest cultivation. In modern times however cocoa planters exist in a value chain and post-forest diversification could threaten multinational companies relying on rural planters for their raw material. In 2014 ten of the world’s largest chocolate multinationals combined, with more than $500 million in funding, to introduce a cocoa sustainability scheme called CocoaAction. In principle, CocoaAction and similar sustainability schemes sponsored by western multinational chocolate companies are interventions to empower cocoa planters and planting communities in West African countries. But in practice, as this article will show, these schemes are a response to diminishing returns in cocoa-producing communities and the prospect of diversification, and the resulting projection of a shortage in raw material. There are signs that diversification away from cocoa will be beneficial to cocoa planters and their communities. Cocoa sustainability schemes are therefore designed for the benefit of multinational chocolate companies and at the expense of diversification in West African countries. [ABSTRACT FROM AUTHOR]

The farmer field school (FFS) concept has been widely adopted, and such schools have the reputation of strengthening farmers’ capacity to innovate. Although their impact has been studied widely, what is involved in their scaling and in their becoming an integral part of agricultural innovation systems has been studied much less. In the case of the Sustainable Tree Crops Programme in Cameroon, we investigate how a public-private partnership (PPP) did not lead to satisfactory widespread scaling in the cocoa innovation system. We build a detailed understanding of the key dimensions and dynamics involved and the wider lessons that might be learned regarding complex scaling processes in the context of agricultural innovation systems. Original interview data and document analysis inform the case study. A specific analytical approach was used to structure the broad-based exploration of the qualitative dataset. We conclude that scaling and institutionalization outcomes were impeded by: the lack of an adaptive approach to scaling the FFS curriculum, limited investments and genuine buy-in by extension actors, a failure to adapt the management approach between the pilot and the scaling phase, and the lack of strategic competencies to guide the process. Our findings support suggestions from recent literature that pilots need to be translated and adapted in light of specific contextual and institutional conditions, rather than approached as a linear rolling-out process. These findings are relevant for the further spread of similar approaches commonly involved in multi-stakeholder scaling processes such as innovation platforms. [ABSTRACT FROM AUTHOR]

Agri-cooperatives play an important role in helping resource-poor farmers reach high-value markets. In addition to linking smallholders to markets, cooperatives provide their members with various services, such as extension, credit, input subsidies, and social programmes. While the literature contains many examples of success, there has been limited discussion on the often long and turbulent process by which cooperatives develop over time and the viable options for shortcuts. This study examines four emerging cocoa cooperatives in Peru to determine their overall business viability, the key factors that advanced their development, and their capacity to address the needs of their members. Our findings suggest that strategies for supporting cooperative development have largely failed to address major internal weaknesses and the challenges posed in the external environment. The cooperatives have received time-bound, uncoordinated, and often small-scale, interventions, which have focused on infrastructure expansion and technical assistance. Important areas related to business management and governance structures, trust relationships with buyers, and sufficient working capital have largely been ignored. Shortcuts may be achieved through improvements in access to business development and financial services, deeper engagement by private sector to support the development process, and commitment by stakeholders to monitoring and critical reflection for strategy refinement. Tree planting and the use of inputs within cocoa agroforestry systems are key intensification pathways for enhancing the contribution of these systems to REDD+. However, scholarship on the hurdles, motivations, and challenges pertaining to intensification of these systems remains surprisingly scanty. A questionnaire addressing these knowledge gaps was administered to 461 cocoa farmers randomly selected from 10 communities in the South Region of Cameroon. The lack of technical support was identified as one of the main obstacles to tree planting and the use of inputs. The least motivating factor behind tree planting and the use of inputs was inadequate technical assistance. Limited access to credit facilities was observed as of the most important challenges to tree planting and the use of inputs. Addressing the various hurdles and challenges and promoting the least motivation factor through proper incentive mechanisms could advance REDD+ since intensification pathways within these systems increase agricultural productivity thereby enabling farmers to stay on the same land. This results in less forest being cleared and allows for the recovery of forests degaraded for the creation of these systems. Ghana, as the second largest global producer of cocoa, is strategically positioned on the world market. Consumer concerns over ethical and environmental issues associated with cocoa production are a potential threat to its position. These concerns have given rise to certification. Certification dictates the way cocoa can be produced and consequently affects producers’ incomes and environmental services. The expected profitability, yield, and environmental impact of Rainforest Alliance certified shade-grown cocoa production (RA-Cocoa) is estimated and compared to an extensive shaded production system (Ext-Cocoa) and an intensified full sun production system (High-Tech). Ext-Cocoa represents most cocoa production systems in Ghana, while High-Tech is promoted by the government as a tool for attaining its target output of 1 million tons. Under the baseline assumptions High-Tech was the most profitable; RA-Cocoa generated positive returns, while Ext-cocoa was a break even proposition. Simulation of different policy scenarios did not affect the rank order of the baseline outcome. The Ext-Cocoa yield was 28% of the RA-Cocoa yield, which was 78% of the High-Tech yield. The environmental services maintained at the plot level of RA-Cocoa production system are greater than those of the High-Tech production system. However, the 228,000 ha of additional forest land required to produce 1 million tons with RA-Cocoa questions which system would impact environmental services the least. [ABSTRACT FROM AUTHOR]

Most cocoa farmers in Ghana do not adopt research recommendations because they cannot afford the cost, therefore, yields are low. Integrated pest management (IPM) technologies that rely on low external inputs were tried with a group of farmers. The technologies included using aqueous neem seed extracts to control capsids; removing diseased pods to reduce blackpod incidence; controlling mistletoes, epiphytes, weeds; and managing shade. Although yields increased significantly, adoption was constrained by technical, social and economic factors. The objective of this action research was to organize relevant social and technical arrangements necessary to overcome the constraints. The study concludes, that an IPM package which is labour-intensive and also requires some capital, can only be adopted by resource-poor farmers when the necessary economic, social, and organizational ‘space’ is enlarged to develop them into complete innovations. On the basis of the findings, it is suggested that regular innovations can be realized at farmers' level and may be disseminated through extension agents, while system innovations require co-designing with other stakeholders to suit network-specific circumstances. Therefore, the role of extension agents, which currently emphasize technology transfer, must be broadened to include facilitation of social and economic network building around such technological packages to address the constraints to adoption. The conventional method of ‘delivering’ technologies recommended by researchers to farmers through extension has proved ineffective, resulting in a persistent low (3.5% over ten years) adoption of research- based cocoa technologies. The present study was conducted in the Eastern Region of Ghana and assessed the impact of the Local Agricultural Research Committee (LARC) approach on the diffusion of capsid management knowledge and practices, developed with the LARC, to others in the community. Capsids (Sahibergella singularis and Distantiella theobroma) were diagnosed as the most serious production constraint. LARC members engaged in intensive interactive learning and experimentation to control them. The interactive approach developed by the International Centre for Tropical Agriculture was used to link the LARC with community farmers, a majority of whom aspired to produce organic cocoa for a premium. The LARC acquired vital agro-ecological knowledge on capsid management, including skills in scouting for capsids to determine their temporal distribution and systematic experimentation with control methods, before presenting its results to the community. This article reports on a survey comparing three categories of farmers: LARC members, exposed and non-exposed community farmers, so as to assess the diffusion and impact of LARC knowledge co- production.
