Greenhouse gas (GHG) emissions of the Quebec pulp and paper industry fell by more than 30 percent from 1990 to 2006. We use an energy demand model to analyze the contributions to this decrease of energy prices, product mix, technological change, and biomass use. The product mix is made of pulp, and cardboard, and paper. Pulp is an intermediate product for the industry, but not necessarily so for mills; vertical integration varies across mills and presents different opportunities to transfer heat between stages of production. Chemical and mechanical pulping processes are used to form two groups of pulp and paper mills. We find that changes of product mixes contributed the most to reduce GHG emissions, followed to a lesser extent by increases of fuel prices relative to electricity. The estimated electricity and fuel price elasticities are low. However it is still possible to significantly reduce GHG emissions by substituting natural gas for heavy fuel oil; such a substitution could be brought about by a small change of their relative price. The article discusses the papers regarding the constitutional crisis after the collapse of the Meech Lake Accord in Canada. The authors who were strong supporters of the Accord look into its substance, process and the intergovernmental policy that surrounds its negotiation to be able to come up with the lessons from its failure. The authors cite the option of asymmetrical federalism that calls for the decentralized special status of Quebec. Under a flexible exchange rate regime, the Canadian economy is constantly affected by fluctuations in exchange rates. This paper focuses on the effect of the exchange rate on employment in Canada. We find that appreciation of the Canadian dollar has significant effects on employment in manufacturing industries; such effects are mostly associated with the export-weighted exchange rate, but not the import-weighted exchange rate. Meanwhile, the exchange rate has little effect on jobs in non-manufacturing industries. Because the manufacturing sector accounts for only about 10 percent of employment in Canada, the overall effect of the exchange rate on employment is small. In addition, we quantify the loss of manufacturing employment associated with a commodity market boom, during which the Canadian dollar tends to appreciate. Our estimates suggest that when commodity prices increase by 15.77 percent (one standard deviation of annual change in commodity prices between 1994 and 2010), manufacturing employment in Canada decreases by 0.8 percent, which is about 0.08 percent of the total employment. This paper reports on research exploring the contribution to social policy of social economy organizations (SEOs) in Atlantic Canada. Of particular interest is whether SEOs and government are engaged in what we have termed 'reciprocal relationships,' through inclusive, cross-sector alliances linked to improved policy planning and decision-making. Initial findings suggest that reciprocity of relationships between government and SEOs to enhance policy solutions and service provision is not yet fully realized and that SEOs remain structurally marginalized in the design and implementation of policy. This paper discusses the political economy of procurement and purchasing policies, specifically at the sub-national level. It frames these policies historically and philosophically as struggling to articulate an alternative to capitalism while working within capitalist contexts. It then examines the proposed trade agreement between Canada and the European Union, the Comprehensive Economic and Trade Agreement (CETA), as an exemplar of this struggle, concluding with three policy suggestions. Transferring income to families with children has long been a basic Canadian social policy. Though motivated by a range of goals, a central expectation has been that higher family income will lead to better child outcomes, especially in low-income families. This paper presents a synthesis of Canadian research estimating the effect of household income on measures of child development and well-being. While child outcomes and socioeconomic status (SES) are highly correlated, the effect of income on child outcomes, controlling for other SES factors, is found to be statistically significant but of much smaller magnitude than correlation alone indicates. The paper also discusses key theoretical and methodological issues in this area of research, identifies areas for future research, and draws implications for public policy design. This paper examines the implication of the decision to give 2006 Census respondents the option of letting Statistics Canada access their income tax files rather than answering income-related questions directly. We find that giving respondents the option to share their income tax files (or not) adds a confounding factor when it comes to measuring family-income inequality, particularly for the bottom tail of the distribution. Education policy should be informed by research that distinguishes school-based learning from learning that occurs during non-school time. American studies find that socio-economic disparities in learning tend to widen over the summer months, the longest continuous stretch of non-school time. This paper analyzes the first large-scale Canadian study of summer learning. We collected data on literacy growth for a non-random sample of 1,376 Ontario children in Grades 1-3 during the summers of 2010 and 2011. Summer learning was widely dispersed with a mean of zero, and equal proportions of children had substantial learning gains and losses. There were strong disparities by family socio-economic status (SES), as affluent children gained literacy while those from poorer families lost literacy. We attributed 25 percent of the gap between the top and bottom SES quartiles at the start of the school year to the previous summer. This paper examines the employment and recruitment of immigrant care workers in the older adult care sector in Canada, based on data from interviews with 77 workers and 24 employers in care settings, as well as from 149 online employer surveys conducted in 2007-08. We find that workers enter this sector largely through social networks. Although recruitment agencies do not play a critical role in the employment and recruitment of immigrant workers, regulation could prevent instances of abuse we found. In this paper I provide evidence that suggests selective retirement does not bias estimates of wage losses due to displacement. I estimate the magnitude of hourly wage losses faced by workers who are displaced when over the age of 50. I account for the self-selection of older workers into retirement, which prevents observation of some workers' potential wage losses. For a decade or so starting in the early 1990s, Canada's major income support programs underwent substantial reform. Meanwhile, the economy first lingered in a deep recession and then recovered with a period of strong growth. This paper focuses on how the distributional impact of Employment Insurance (EI) evolved during this period. We find that EI was strongly redistributive throughout the whole period with respect to the earnings of individuals, and somewhat less so for family income. But we also show that the distribution of benefits and contributions changed substantially over time, becoming less redistributive. Somewhat counter-intuitively, both the benefit and contribution sides of the program are shown to be redistributive, even though the contribution structure is regressive. Municipal water conservation is increasingly promoted as a key dimension of environmental sustainability at the municipal scale. Progress toward municipal water conservation in Canada has, however, been poor. This paper examines the governance dimension of water conservation, and presents evidence in support of the argument that conservation efforts on the part of water utilities (and sometimes municipalities) are often constrained by factors external to their jurisdiction. To explore these issues, this paper presents a case study of municipal water conservation in Canada. The analysis identifies governance-related barriers to water conservation and explores the relationship between these barriers and broader issues stemming from the multi-scalar, fragmented nature of environmental governance in Canada. This paper extends analyses of the declining social assistance participation rate in Canada since the mid-1990s using rich Manitoba administrative data for the period since 1999. We examine trends in Manitoba to mid-2008, separately analyze the entry and continuation rates, and include for the first time information about the growing number of adults with a disability on social assistance. Our results show that the declining participation rate is due entirely to a declining entry rate and that the continuation rate has actually risen since 1999, mainly because of the dramatic growth in the number of adults with a disability on social assistance but also because of the rising duration of spells on assistance by those without a disability. Our results raise questions about the policy, pursued in all jurisdictions in Canada, that keeps social assistance benefits low to discourage welfare use. [ABSTRACT FROM AUTHOR]

In this paper I quantify the effect of the tightening of the security precautions post-9/11 on the volume of cross-border shopping from Canada into the United States. Using an extended version of the cross-border shopping model of Ferris (2000), the results suggest that the events of September 11th, 2001, precipitated a drop of between 300,000 and 600,000 same-day cross-border travellers per month or roughly a quarter of the previous volume. This paper examines the nature of the differences in the wage gap between Canadian born males and immigrant males in Quebec and in the rest of Canada (ROC) over the period 1980-2000. Relative to Canadian born individuals, immigrants in the ROC have been consistently, and increasingly, faring better in terms of wages than immigrants in Quebec. We cannot conclude that this is a consequence of Quebec having different immigration policies than the ROC, as the wage gap would be even larger if Quebec attracted the same immigrants as the ROC, nor can we conclude that immigrants are more discriminated against in Quebec. We find that the increased differential in the Quebec-ROC immigrant wage gap mostly reflects changes in the premium earned by immigrants who become citizens over those who remain landed immigrants; this premium virtually disappeared in Quebec while remaining stable in the ROC over the period.
