The article comments on the formation of development capital in Brazil. In Brazil since the postwar era the state has been the driving force behind the extraordinary process that led to the modern housing industry. There is no doubt that economic forces can provide explanations for the limited and unstable character of housing construction. Nevertheless, it is necessary to examine this movement from a long-range historical perspective. While keeping in mind its specificities, housing production should be understood as an expression of the contradictions arising from the development of capitalist social relations. Only in this way people can analyze the specificity of the housing sector, without turning the construction movement into an epiphenomenon of the global economy. The effects of the economic situation on real estate are mediated by the contradictions that continually mark the productive structure of housing. This paper discusses the results of using this approach to analyze the historical process of the formation of development capital in the city of Rio de Janeiro.
