Informed by the SUNS about what was at stake, Martin wrote his own book on the trade negotiations: I The Uruguay Round and Third World Sovereignty i (Khor, 1990). In a postscript added after the 2001 ministerial meeting of the WTO in Qatar, Martin argues that in spite of the promise of a "Development Round" made in Doha 'there is an imperative for reform in the decision-making processes and procedures of the WTO' (Khor, 2002: 189). TWN was initially a mechanism for Southern authors to exchange their research and reach out to the press, but as more and more requests started to come from abroad, CAP's leader and Martin's mentor, Mohamed Idris, decided to support the dedication of Martin's time to TWN, initially part-time and then full-time from 1990 on.
