Informed by the SUNS about what was at stake, Martin wrote his own book on the trade negotiations: I The Uruguay Round and Third World Sovereignty i (Khor, 1990). In a postscript added after the 2001 ministerial meeting of the WTO in Qatar, Martin argues that in spite of the promise of a "Development Round" made in Doha 'there is an imperative for reform in the decision-making processes and procedures of the WTO' (Khor, 2002: 189). China's internationalization has been heralded by some as a new era of South–South cooperation. Yet such framings of development are pitched at an abstract space of the 'global South' which conceals more than it reveals. With some theory moving towards ontologies of 'global development', we need to capture both the connectedness and the local specificity of increasingly diffuse processes. This article sets out a more fine‐grained understanding of how political territories and processes are imagined and produced by and through China's internationalization, focusing on infrastructure as a 'technology' of territorialization. Much of the focus on China's internationalization has been on state‐to‐state relations, but this obscures the 'omni‐channel politics' that China practises. Using a critical literature review and illustrative case study, this article develops the idea of omni‐channel politics to posit a view of 'twisted' territories in which political processes and development outcomes are more complex and contingent. ABSTRACT The work of the French anthropologist-cum-philosopher Bruno Latour has influenced a wide variety of disciplines in the past three decades. Yet, Latour has had little noticeable effect within development studies, including those sub-fields where it might be reasonable to expect affinity, such as the anthropology of development. The first half of this article outlines some core aspects of Latour's oeuvre as they relate to development and anthropology, particularly focusing on the post-development critique. Latour's approach to constructivism and translation, his analytical commitment to 'keeping the social flat' and his distribution of agency offer novel ways of maintaining some of the strengths of post-development without falling prey to some of its weaknesses. The second half of the article explores the potential for a Latour-inspired theory of development that may provide fruitful avenues for scholarship and practice beyond post-development, emphasizing materialism, relationality and hybridity. In recent years, China has emerged as a major source of investment and development assistance across the 'developing world', triggering the rise of global networks that in some ways stand apart from the existing order of globalization. This article, based on ethnographic fieldwork and interviews in Cambodia from 2009 to 2011, begins to explore the significance of Chinese investors and managers, a new globe-trotting elite involved in projects around the world. Understanding how this new Chinese mobile class sees its mission is crucial for making sense of how China's 'rise' may be re-scripting globalization and, specifically, how it may be offering new visions of modernity. The author's research suggests that Chinese investors and managers engage in a developmental discourse which is reminiscent partly of colonial days and partly of the heyday of post-war developmentalism. This discourse articulates the possibility and necessity of progress imposed by outside actors, and is accompanied by measures that inculcate a strict Fordist labour discipline. At the same time, the author argues, it may also contain the seeds of a new developmental cosmopolitanism. [ABSTRACT FROM AUTHOR]

The International Labour Organization, set up in 1919 to develop and promote labour standards, is at a crucial point. It has preached that labour is not a commodity and in 1969 received the Nobel Peace Prize. Since then it has run into trouble. This article considers how the ILO has failed to come to terms with the Global Transformation, seeing it as trying to play three roles — a standard-setter, a technical assistance agency and a knowledge generator — without developing the professional capacity to do so. The big question is whether the ILO could become an effective development agency given the changing character of work and labour in globalizing labour markets and its antiquated governance structure. While contemporary globalization makes the world more interconnected, it also reworks and builds on existing cleavages and uneven development. This is an under-researched dimension of the emerging twenty-first century international division of labour. The core question is whether new developments (associated with exports, offshoring and outsourcing) spin off to the majority in the countryside and the urban poor. This article examines the relationship between the dollar economy and the rupee economy in India. It documents the ways in which inequality is built into and sustains India's development. The authors discuss other instances of multi-speed economies and analytics that seek to come to grips with these relations, from combined and uneven development to global value chains. They present three ways of capturing contemporary inequality: asymmetric inclusion, enlargement-and-containment and hierarchical integration, each of which captures different dimensions of inequality.
