This study employed an extended theory of planned behaviour to assess the socio-psychological factors influencing farmers' willingness to continue participating (WTCP) in collaborative activities of community-based innovation platforms (CB-IPs). Using a structured questionnaire, data were obtained from a random sample of 231 farmers who had participated in collaborative activities of the CB-IPs. Data were analyzed using partial least squares-structural equation modelling. Findings showed that although farmers' past-experience did not directly influence their WTCP in collaborative activities of CB-IPs, it was positive and significant when mediated by attitudes and perceived behavioural control (t-value = 6.840; p-value = 0.000). Therefore, it can be concluded that farmers' WTCP in collaborative activities of CB-IPs is enhanced by three socio-psychological factors: favourable past-experience, positive attitudes towards collaborative activities of CB-IPs, and farmers' perceived capacity to participate. Hence, conveners of collaborative activities of CB-IPs ought to improve farmers' attitudes through organizing beneficial activities and building their capacity to participate. This study contributed to the body of knowledge by using a behavioural perspective to examine the socio-psychological factors that influence farmers' continued participation in collaboration activities of CB-IPs. We witness a promotion of hybrid partnerships, where actors with different competences and resources collaborate for smallholder inclusive value chain development. To better understand the functioning of these partnerships, we used institutional theory and studied the context of a global and emerging regional food value chains in Ghana, the blending of logics by key actors in Innovation Platforms and Public Private Partnerships, and their effect on value chain relations of smallholder farmers. In the global value chain of cocoa, partnerships adhered to 'green revolution' and 'free-market' logics, and provided all farmers material support. In the more informally organised regional food sector, local executing partners selectively coupled their logics with those of poor smallholders, who rely on low-input agriculture and solidarity logics to make ends meet. This improved the position and transaction costs of smallholders to participate in the value chain. Hence, it is more likely for partnerships to create smallholder inclusive governance in informally organised regional food value chains, than highly structured global value chains controlled by international buyers. To gain insight in the variety of political effects this triggers in different social–historical shaped farmer communities, households and actors, we recommend complementary local research from a critical institutional perspective. Complex interventions, such as innovation platforms, pose challenges for evaluators. A variety of methodological approaches are often required to build a more complete and comprehensive understanding of how complex interventions work. In this paper, we outline and critically appraise a methodologically pluralist evaluation of an innovation platform to strengthen primary care for Aboriginal and Torres Strait Islander Australians. In doing so, we aim to identify lessons learned from the approach taken and add to existing literature on implementing evaluations in complex settings, such as innovation platforms. The pluralist design used four evaluation approaches-developmental evaluation, principles-focused evaluation, network analysis, and framework analysis-with differing strengths and challenges. Taken together, the multiple evaluation approaches yielded a detailed description and nuanced understanding of the formation, functioning and outcomes of the innovation platform that would be difficult to achieve with any single evaluation method. While a methodologically pluralist design may place additional pressure on logistical and analytic resources available, it enables a deeper understanding of the mechanisms that underlie complex interventions. This paper focuses on the establishment of agricultural innovation platforms (AIPs) in the communal areas of Hwedza in Zimbabwe. Through the efforts of non-governmental organisations (NGOs), there have been initiatives to improve agricultural productivity in Africa and Zimbabwe in particular. One such intervention has been the AIPs that seek to bring together all stakeholders who can meaningfully contribute to the improvement of agriculture. Using largely qualitative approaches, data was collected through interviews from small scale farmers as well as different actors who were involved in the AIPs. The respondents in the study also included NGO workers, academic researchers, government workers, traditional leaders, agricultural financiers, extension workers and state-owned institutions. Using Norman Long's interface analysis as the central theoretical framework, key findings showed that communal areas were active communities that had their own socio-economic network systems which govern how smallholder farmers operate. It also emerged that IPs are a result of a combination of the social and the formal/institutionalised structures that interacted in Hwedza. Effective efforts to strengthen health systems need diverse, multi-stakeholder networks working together on complex or 'wicked' problems such as prevention and control of chronic diseases, solutions to which go beyond the role and capability of one organisation. The contextual complexities inherent in 'wicked' problems mean that solutions warrant a systems approach that encompasses innovation and new ways of thinking about, facilitating and implementing collective decision-making processes and change practices.Innovation platforms are a mechanism for facilitating communication and collaboration among diverse stakeholders, promoting joint action and stimulating innovation. Developmental evaluation is an approach that is increasingly being used to evaluate innovative and emergent programmes and projects, as it enables evaluators to provide real-time feedback so that evaluation findings can be used to guide development and adaptations. Developmental evaluation emphasises learning and adaptation, and aligns well with the implementation of innovation platforms that have continuous reflection, learning and adaptation as a specific design principle.Here, we outline our rationale for applying a developmental evaluation to enhance the formation, functioning and outcomes of an innovation platform aimed at accelerating and strengthening large-scale quality improvement efforts in Australian Aboriginal and Torres Strait Islander primary healthcare. We provide examples to explain how the developmental evaluation findings were used for adaptation of the innovation platform and assess to what extent our application of developmental evaluation was consistent with, and reflective of, its essential principles.Our evaluation aligned strongly with the principles of developmental evaluation, and the approach we took was well suited to situations with a developmental purpose, innovation niche and complexity such as innovation platforms. As a result, along with the increasing interest in multi-stakeholder platforms (e.g. innovation platforms) and the inherent challenges with evaluating these complex networks, we anticipate our use of this approach being of interest globally. Investments in agricultural technologies, capacity building and policy harmonization are needed to support sustainable development across Africa. Regional development projects can facilitate the adoption of agricultural technologies and innovations across nation‐state borders and generate benefits for shared prosperity. This paper uses panel data from 1,160 smallholder households including beneficiaries and non‐beneficiaries from five countries in East Africa ‐ Burundi, Kenya, Rwanda, Tanzania, and Uganda. From a pool of over 90 projects implemented over a span of 15 years, 23 regional projects are included in this study. The major economic benefits to smallholder participants are higher crop productivity and income, access to adaptable technologies, access to markets, higher livestock and milk production, gender equality, enhanced food security, resilience and capacity building for uptake and scaling up of future innovation platforms. For example, the adoption of low‐cost tissue culture banana by the beneficiaries increased their incomes by 15% in Rwanda while the adoption of appropriate land and water management technologies increased the potato yields from 2.8 tons (USD 2,840/ha) to over 7.5 tons (USD 7,410/ha) in Kenya. The beneficiaries ensured value added to commodities like bananas (for export) and orange‐fleshed sweet potatoes (a nutrition‐sensitive intervention for enhancing domestic intake of vitamin A) in Burundi, Kenya, Rwanda and Uganda. Additionally, milk production increased from 6 to 11 L per cow per day in Uganda and from 6 to 8 L per cow per day in Tanzania, with increases in sales generating USD 115 per cow per month above the non‐beneficiaries. These results are supported by previous studies on technology adoption, investments in agriculture and well‐being outcomes. Our findings with the higher farm income Difference‐in‐Differences (DiD) estimator for the female beneficiaries compared to male beneficiaries might have important implications for investing in regional development projects that will close the gender gap in agricultural productivity in Africa. Regional projects can also support post‐conflict development efforts for food security and peace in fragile contexts such as in Burundi. Our findings might serve as an input to the African Union's Comprehensive Africa Agriculture Development Programme, localization of the United Nations Sustainable Development Goals related to food security and agriculture in Africa and an input to monitoring, evaluation and learning. It is now more than a decade since integrated agricultural research for development (IAR4D) was proposed as a “new approach” or “set of good practices” for organising research to address complex problems of agricultural development, food security and poverty in sub-Saharan Africa. Since then, there have been efforts to investigate its impact in comparison to traditional research and development approaches. Although a growing number of publications are testifying to positive impacts of IAR4D and related agricultural research for development (AR4D) approaches, there has been limited explicit attention on its underpinning Theories of Change – the mechanisms or pathways by which it brings about impact. With the aim of contributing to a more robust grounding of the theory of change of IAR4D, this paper uses a comprehensive review of literature on IAR4D and related work experience of the authors in East and West Africa to critically engage with the implicit and explicit explanations and pathways for how and why IAR4D helps to achieve impact. This paper finds four emerging impact pathways focused on (1) market linkage, (2) social capital, (3) institutional change or (4) innovation capacity as critical mediating factors. Acknowledging articulation of each of these mediating pathways as encouraging progress, the article suggests putting these together in an integrated theory of change that also draws on established theories such as Multi-Level Perspective (Geels, 2005) and theory of adaptive change (Holling et al., 2002) to provide clear guidance and tools for designing and implementing effective AR4D interventions. Municipal open innovation platforms have been employed to gather and guide business sector interest in addressing challenges to urban sustainability. However, the influence of this type of innovation support on business model innovation remains poorly understood. This paper explores the potential for municipal influence on sustainable business model innovation by analysing work conducted within four municipal open innovation platforms. The results indicate that influence falls into two separate categories. First, influence can be direct, involving the stipulation of desirable business model archetypes and the provision of resources, or indirect, such as the arrangement of meetings between clients. Second, influence can be formal, including official statements on business models or innovation, or informal, involving interactions outside of the platform and the use of unofficial information material. Established actors were attracted by direct and formal support but also had power to influence the platforms. Platform staff would identify and assess those clients who sought informal and indirect support and, if desirable, introduce them to other types of innovation support. Increasingly, value chain approaches are integrated with multi-stakeholder processes to facilitate inclusive innovation and value chain upgrading of smallholders. This pathway to smallholder integration into agri-food markets has received limited analysis. This article analyses this integration through a case study of an ongoing smallholder dairy development programme in Tanzania. Value chain upgrading and innovation systems perspectives were combined in an analytical framework to interpret the findings, which show that multi-stakeholder processes enhance horizontal and vertical coordination but limit process and product upgrading. The main conclusion is that, although such processes may catalyze smallholder market inclusion, their effects are largely bounded by existing value chain structures (e.g. production system, fragmented markets), timeframe and how prevailing institutional constraints are addressed, which may constrain the intentions of such collaboration action. While farmers are recognized as equally weighing sources of innovation in the Agricultural Innovation Systems (AIS) framework, their participation in knowledge co-production within multi-stakeholder settings such as innovation platforms is still often limited. Farmers participate more in implementing than in designing innovations or in shaping innovation process. Drawing on the companion modeling approach and critical companion posture, we designed a simulation game based method that we tested with dairy farmers in the irrigation scheme in the North-West Tunisia. The objectives were to engage farmers in a research project as equal knowledge producers, to support the process of collective construction of improved farm strategies and to create conditions for farmers to get empowered to pursue their innovation ambitions. The LAITCONOMIE game, based on the self-design principle, creates conditions for farmers to mobilize their knowledge and knowledge of others to respond to their local innovation needs. We tested three innovation network governance mechanisms for exploring and exploiting innovation opportunities. We analysed household-level panel data from agricultural innovation networks in Uganda, the Democratic Republic of the Congo and Rwanda. We found that first-order governed networks fostered capabilities for exploitation as well as exploration, while second-order governed networks fostered specialised capabilities for exploitation. Meta-governed innovation networks were most effective in combining multiple capabilities for exploration and exploitation. However, our results indicate that the relationship between network governance and ambidexterity of innovation networks is not robust, and we recommend further research on the context as a mediating factor between network governance and capabilities. Despite continued progress in the development and promotion of improved agricultural technologies, and the gradual process in agricultural research for development (R4D) programmes, adoption rates are relatively low in most parts of sub-Saharan Africa (SSA). Recommendations have, therefore, been made by national and international research institutions and stakeholders for more involvement of the smallholders in evaluating promising agricultural technologies. This study assessed the impact of the participatory research demonstration on the adoption of the technologies promoted by the sub-Saharan Africa Challenge Programme (SSA CP) using the innovation platform (IP) concept. Results showed that 67 and 59% of the IP and non-IP farmers, respectively, reported that researchers and extension personnel decided on the technologies for research or demonstration. Fifty-two and 43% of the IP and non-IP farmers, respectively, perceived research and demonstration to be very useful. The type of technology or demonstration that farmers mostly participated in was crop variety (IP farmers=72.87%; non-IP farmers=70.19%). Following our analyses which are based on the Instrumental Variable (IV) approach, participation in research and demonstrations significantly increased adoption of the demonstrated technologies by 99%. We observed a 100% significant increase in adoption of the demonstrated technologies in the sample of IP participants. Research in innovation studies suggests that appropriate starting conditions are required if alignment of research to practice and policy is to be enabled. To achieve this alignment, a scoping exercise is required and must involve those people and institutions that have an interest in the research. This paper describes a consultation process to develop aBlueprint for Regional Water Productivityin Australia through a new research initiative at the University of Melbourne. This Blueprint was developed through a two-stage consultation project in which opportunities and constraints for system innovation in regional water productivity in Australia were identified and discussed with key stakeholders without pre-empting research or development questions. In this paper, we ask: Did this consultation process constitute a platform for innovation in research practices? In addressing this question, we describe this process and suggest that it constituted a fledgling platform for innovation in research practices characterised by new social arrangements, material exchanges and the discursive object of `innovation systems'. However, the potential for institutional change from this platform will depend on continued deliberation between water sector actors in new routines of research-development practice, and collective action through the formalisation of new partnerships between researchers, practitioners and policy-makers. This article addresses the impact of Integrated Agricultural Research for Development (IAR4D) on food security among smallholder farmers in three countries of southern Africa (Zimbabwe, Mozambique and Malawi). Southern Africa has suffered continued hunger despite a myriad of technological interventions that have been introduced in agriculture to address issues of food security, as well as poverty alleviation. IAR4D is a new approach that was recently introduced by the Forum for Agricultural Research in Africa through the sub-Saharan Africa Challenge Programme as an alternative strategy to address the challenges that the conventional Agricultural Research and Development (ARD) approach has been facing. Data for this article has been derived from two sources: baseline and endline surveys of the sub-Saharan Africa Challenge Programme that were implemented in southern Africa.The findings of the study showed reduced food insecurity in the intervention sites when compared with counterfactual (clean and conventional) sites. This is a clear evidence that IAR4D has had some impact, as food insecurity has been reduced in the intervention villages where the programme was implemented, unlike the control villages where the programme was not implemented. The results also show that IAR4D has improved the quality of food dietary diversity and smallholders’ coping strategies when compared with control sites. However, these results are not robust across sites. Given the positive impact, this article recommends the adoption of IAR4D over ARD as an alternative approach to addressing household food security by increasing agricultural production. A recently implemented research and development (R&D) programme in New Zealand is attempting to implement co-innovation principles throughout the country's agricultural sector. It is based on an agricultural innovation systems (AIS) approach, using five innovation platforms (IPs) based in the leading industries, plus a national-level IP. This paper presents and analyses the emerging challenges of operationalizing transdisciplinary research connected to co-innovation in the context of the programme. The main challenges relate to managing the complexity of a multi-stakeholder network, aligning the formal procedures for research funding and IPs with a co-innovation approach that requires flexibility, and changing participants' framing of innovation from linear to interactive models. Our conclusion is that 'learning by doing' is essential in operationalizing coinnovation. Its practical implications still need to be translated into institutional changes in the national R&D structures so that policies, instruments and incentives enable co-innovation. In Benin, a combination of governmental programmes effectively stimulated rice intensification by providing relevant institutional arrangements such as subsidized seed, credit and a market outlet. In this paper, the authors investigate the institutional character of these programmes by unpacking the rules embedded in them and by showing how farmers mould, reject and change these rules or combine them with local rules - their practices of institutional bricolage. The authors show that the services provided by the programmes had great advantages for rice farmers, but they also had an exclusive character. Because of local bricolage practices, the programmes both affected rice production and helped the rice farmers to deal with conflicts over inequitable land allocation and discriminatory participation in canal cleaning. The concept of an innovation platform is increasingly used in interventions inspired by agricultural innovation systems thinking, as a way of bringing stakeholders from a sector together to enable transformative change. An essential role on such innovation platforms is thought to be that of the 'innovation champion', but this role has so far not been unravelled. In this paper, by applying insights from management science to analyse three innovation platforms in West Africa from the Convergence of Sciences - Strengthening Innovation Systems programme (CoS-SIS), different types of innovation champions are mapped. The authors conclude that making a distinction among different types of innovation champions can be useful in identifying members for innovation platforms, but that the specifics of agricultural innovation appear not to be adequately captured by roles attributed to existing categories of innovation champions. Abstract: Sustainable intensification of smallholder farming is a serious option for satisfying 2050 global cereal requirements and alleviating persistent poverty. That option seems far off for Sub-Sahara Africa (SSA) where technology-driven productivity growth has largely failed. The article revisits this issue from a number of angles: current approaches to enlisting SSA smallholders in agricultural development; the history of the phenomenal productivity growth in the USA, The Netherlands and Green Revolution Asia; and the current framework conditions for SSA productivity growth. This analysis shows that (1) the development of an enabling institutional context was a necessary condition that preceded the phenomenal productivity growth in industrial and Green Revolution countries; and that (2) such a context is also present for successful SSA export crop production, but that (3) the context is pervasively biased against SSA’s smallholder food production. The article traces the origins of technology supply push (TSP) as a dominant paradigm that hinders recognition of the role of enabling institutions. The article then reviews the literature on institutional change and zooms in on Innovation Platforms (IPs) as a promising innovation system approach to such change. We describe the concrete experience with IP in the Sub-Sahara Challenge Program (SSA-CP) and in the Convergence of Sciences: Strengthening Innovation Systems (CoS-SIS) Program. The former has demonstrated proof of concept. The latter is designed to trace causal mechanisms. This article provides an assessment of the potential impact of operationalizing agricultural innovation platforms (IPs) in the Sudan Savannah zone of Nigeria on adoption of improved maize/legume crop varieties, as measured by the potential outcome approach. The results show that, if the whole population in the intervention area were exposed to these varieties, the adoption rate could be increased to 69% instead of 49%. The study also shows that exposure, as well as adoption, is influenced by numerous social and institutional factors and suggests that the operationalization of IPs could help boost the adoption rate to around 51%. There is growing recognition that sustainable development of smallholder agriculture in Sub-Saharan Africa requires a systems approach. One response to this has been applying the agricultural innovation systems concept and the use of Innovation Platforms (IP) as tools for agricultural development. By providing social space and facilitating interactions among farmers, researchers and other stakeholders, IPs can promote collective action and foster innovation. The question is, how effective are these IPs in stimulating innovation that can be sustained beyond their lifetime, and can they be used to link issues across multiple scales? The case study reported here examined the effect of a multilevel IP structure in achieving smallholder livestock innovation outcomes in the Ethiopian Highlands. Two years after the multilevel IPs were phased out, focus group discussions and key informant interviews with multiple stakeholders from all levels of the IP were undertaken to collect qualitative data on the innovation processes and analysed using thematic analysis. Our findings indicate that a series of IPs inter-linked across scales facilitated researcher-led technical innovations that enhanced farmers and livestock experts' capacity around feed technologies. The multilevel IPs also improved linkages and strengthened partnerships between actors within and across levels to effectively implement farm-level technologies. However, sustained innovation requires creating a shared understanding among actors on the complex nature of the various value chain issues that need to be addressed to achieve meaningful change. Specifically, we found that farmers lack access to affordable services. This requires integrating value chain concepts within multilevel IPs at the early stages of formation to engage relevant actors across levels to stimulate multiple interventions beyond the farm-level. Changes are needed at the organisational level to facilitate reconfiguration of resources and devolution of responsibilities to support the innovation process. The existence of power dynamics and an institutional context favouring the status quo are key issues that need to be considered when building and evaluating effective multilevel IPs to achieve inclusive value chain innovations. Growing empirical evidence suggests that innovation platforms can be effective in enhancing agricultural research impact by creating an enabling environment for scaling of innovations such as novel technologies, practices and busines models. However, efforts to understand how these innovation platforms operate to scale innovations are insufficient. Such knowledge is critical for improving the design of agricultural innovation systems, specifically within the context of a rising interest in the innovation platform approach to support the transformation of agriculture across Africa. This paper investigates the scaling approaches employed by innovation platforms established in Rwanda. The study focused on four innovation platforms created as part of the Sub-Saharan Africa Challenge Program and analysed their activities and the resulting scaling outcomes. The findings show that two approaches can be effectively combined during the intervention; (1) the innovation process that resembles a traditional, linear approach of finding short-term solutions to specific problems (push approach) and (2) the network building process where platforms employed multi-level, transdisciplinary processes (pull approach). In two areas, the platform activities appeared to have contributed to increased revenues of farmers. The alignment of the innovation platform activities with political agendas or broadly, the extent to which the scaling strategy considers the existing conducive context is shown to play a critical role in the scaling process. The study shows that a balanced combination of both push and pull approaches and a strategic linkage between the platform activities and external development – government policies and interventions – are critical for a productive agricultural transformation in Sub-Saharan Africa. Previous approaches to improve soil and water management in the Ethiopian highlands have achieved marginal success. An integrated approach to rainwater management ( RWM) has been piloted to address interrelated problems of land degradation, livestock feed shortage, and soil erosion, in an effort to improve the resilience of rural livelihoods. However, stakeholders' perceptions about the approach have not been documented. Using data from in-depth interviews, this study assesses stakeholders' knowledge, attitudes, skills and practices in the Diga, Jeldu and Fogera districts of Ethiopia. Our study finds gender differences in knowledge and application of integrated RWM strategies amongst farmers. Stakeholders interviewed appreciate fodder development because it directly addresses land degradation and livestock feed shortage, and provides extra benefits to the households. There are differences in successful RWM practices across the districts. Planners, researchers and policy makers engaged in innovation platforms have an increased understanding of the tools to engage multiple stakeholders in planning for RWM. However, inflexible extension approaches and other contextual issues limit wide-scale use of bottom-up approaches. We conclude that approaches to RWM that are holistic and engage diverse stakeholders foster the uptake of innovations.
