Climate change is shifting the distribution of fish stocks that straddle between exclusive economic zones (EEZ), challenging transboundary fisheries management. Here, we examine the projected sharing of jointly managed transboundary fish stocks between Canada and the United States. We hypothesize that ocean warming will alter the sharing of fish stocks between the two countries, and that such changes will intensify under a high carbon emission scenario. We look at the specific cases of the International Pacific Halibut Commission that manages Pacific halibut (Hippoglossus stenolepis) and a resource sharing arrangement in the Gulf of Maine for cod (Gadus morhua), haddock (Melanogrammus aeglefinus), and yellowtail flounder (Limanda ferruginea) to discuss the management consequences of shifts in transboundary stocks. We rely on multiple Earth system models' simulations and species distribution models to estimate the change in catch potential and stock share ratio of each transboundary stock in the 21st century under two climate change scenarios. Results show that, even under a low emission scenario, most transboundary fish stocks sharing ratios, i.e., the proportion of the total catch of a fish stock taken by a given country, will change by 2050 relative to present. The overall reduction in catch potential, in addition to the changes in stock-share will further exacerbate trade-offs between changes in species catch potential. Such trade-offs in the Atlantic and Pacific regions will be amplified if a high emission scenario is followed, relative to a low carbon emission scenario. We apply the concept of threat points in game theory to explore the stability of current joint management arrangements for shared transboundary fish stocks between Canada and the United States. We use three examples to explore the effects of projected impacts of climate change on the productivity and distribution of these stocks between the exclusive economic zones of the two countries. The three stocks that we study are: Atlantic cod (Gadus morhua) and yellowtail flounder (Limanda ferruginea) within the Gulf of Maine, and Pacific halibut (Hippoglossus stenolepis) in the Pacific Coast. We define a threat point as the payoffs that the fisheries in Canada and the United States take home given the current management agreement between the two countries. This is an application of John Nash's threat point, defined as the minimum payoffs that each player in a game theoretic model must receive for the solution to a cooperative game to be stable, which is usually the outcome of a noncooperative game. First, we compute the threat points, that is, the current profits that Canada and the United States derive from the three shared stocks, respectively. Next, we build an ensemble of climate-marine ecosystem and economic models and use them to determine how climate change is likely to change current profits received by each country relative to the shifts in their threat points. We find that in some cases the profits obtained by fisheries in Canada and the United States would change under climate change both in absolute and relative terms resulting in relative changes in threat points. These relative changes in threat points serve as the basis for our discussion of the stability of current transboundary management agreements between Canada and the United States for these important shared stocks in the face of climate change. Asia's marine waters are divided into 13 Large Marine Ecosystems (LMEs), which together generate about 50% of the global marine fish catch of ~110 million tonnes annually. Here, I carry out a comparative analysis and valuation of these 13 LMEs with a focus on fish values even though marine ecosystem valuation is much broader than the valuation of fisheries. The following indicators were employed: Catch level, landed values, and subsidy intensity. These are key indicators of a fishery because (i) catch is an indicator of the amount of fish available in weight for food security purposes; (ii) landed value is the firsthand value from which wages, profits and economic impact originate; and (iii) fisheries subsidy is a policy instrument, which if used wrongly can lead to overcapacity and overfishing. In the second part of this contribution, I use the East and South China Sea LMEs to further illustrate the value of ocean fisheries and some of the threats they face. To carry out the comparative analysis, I extracted data from the Sea Around Us and Fisheries Economics Research Unit databases at the University of British Columbia. I also rely on the data and analysis of the OceanAsia project supported by the ADM Capital Foundation Ltd of Hong Kong. The analysis suggests that Asian LMEs are crucial in terms of food security, economic and social benefits to tens of millions of people in Asia and around the world; are under strong overfishing pressure; and that action is needed through effective management to stem the overfishing tide in order to ensure that these LMEs continue to sustain the delivery of goods and services through time. Globally, over 90% of all fishing vessels and about 22 million fishers are considered small-scale. Despite their high numbers, small-scale fisheries are often understudied. They are usually economically and politically marginalized, and therefore vulnerable to large-scale threats (e.g., globalized markets). To support this sector and contribute to its sustainability, we argue that it is fundamental to understand how economically viable small-scale fisheries are. Hence, the main objective of this article is to critically review and describe the current discourse on the economic viability of small-scale fisheries. We find that currently, economic viability is mainly equated with financial viability, where profitability is the goal. In consideration of socio-economic aspects, the maintenance of nonnegative net benefits to society is often not considered in current notions of economic viability. While these shortcomings have been acknowledged in some of the existing literature, our review shows that they have not yet been addressed comprehensively. We therefore conclude that it is necessary to develop or expand current methods to better take into account social aspects when assessing the economic viability of small-scale fisheries. Oxygen is crucial for the survival of marine species. Yet, the ocean has experienced a loss of approximately 2% of its oxygen inventory since the last century, resulting in adverse impacts on marine life and ecosystems. In particular, changes in the gap between the supply and demand for dissolved oxygen lead to physiological and ecological variations, which cause alterations in habitats and food webs for fish and ecosystem services. These changes vary over time and by region, and the heterogeneous characteristics of marine species bring about non-linear consequences to human society. Despite this, identifying the potential ripple effects of deoxygenation on human society is challenging due to the integrated impacts of other stressors, such as global warming and ocean acidification, and their varying changes depending on environmental conditions and regions, such as upwelling and eutrophication. Therefore, we conducted a literature review on ocean deoxygenation and its effects on fish dynamics and the ecosystem, with a focus on the environmental and societal impact, to present crucial considerations and pathways for future research on ocean deoxygenation. We found that quantitative approaches are necessary to assess the dynamic changes under deoxygenation, and the consequent effects on marine ecosystems should be verified to exploit the natural resources from the ocean. One of the most reliable approaches to quantifying the ripple impacts of deoxygenation is to model spatial and temporal changes with other climate stressors, forming a global network encompassing socio-economic and regional effects of this global change to facilitate and improve capabilities to address the impacts of ocean deoxygenation. We compare the performance of European Union (EU) and Chinese fisheries access agreements with West African countries in terms of illegal and unreported fishing, economic equity, and patterns of exploitation. Bottom-up re-estimations of catch reveal that the EU (1.6 million t•year-1) and China (2.3 million t•year-1) report only 29% and 8%, respectively, of their estimated total catches (including estimated discards whenever possible) from West African countries between 2000 and 2010. EU catches are declining, while Chinese catches are increasing and are yet to reach the historic maximum level of EU catches (3 million t•year-1 on average in the 1970s-1980s). The monetary value of EU fishing agreements, correlated in theory with reported catches, is straightforward to access, in contrast to Chinese agreements. However, once quantified, the value of Chinese agreements is readily traceable within the African economy through the different projects they directly cover, in contrast to the funds disbursed [to host governments] by the EU. Overall, China provides resources equivalent to about 4% of the ex-vessel value [value at landing] of the catch taken by Chinese distant-water fleets from West African waters, while the EU pays 8%. We address the difficulties of separating fees directly related to fishing from other economic or political motivations for Chinese fees, which could introduce a bias to the present findings as this operation is not performed for EU access fees officially related to fishing. Our study reveals that the EU and China perform similarly in terms of illegal fishing, patterns of exploitation and sustainability of resource use, while under-reporting by the EU increases and that by China decreases. The EU agreements provide, in theory, room for improving scientific research, monitoring and surveillance, suggesting a better performance than for Chinese agreements, but the end-use of the EU funds are more difficult, and sometime impossible to ascertain. Abstract: It has been argued that a possible root cause of Somali piracy is the (illegal) overfishing that has been taking place in the country's waters, which has deprived local fishers of their livelihoods, and which may be considered as another form of ‘piracy’. In this paper, we explore the origins of this argument using both historical and ecosystem justice frameworks, and argue that the origin of piracy in Somalia is a result of a combination of state failure, IUU fishing, toxic waste dumping and its impact on the ecosystem. We then present some potential resolutions to the problem of piracy, which requires a multifaceted approach, including (i) the establishment of a viable Somali state where the rule of law is the order of the day; and (ii) action taken to prevent illegal fishing and toxic waste dumping to provide support for the local fishing industry. The article calls on the World Trade Organization (WTO) to eliminate harmful fisheries subsidies to curb overfishing, biodiversity degradation and loss, and carbon dioxide emissions. Fisheries subsidies that cause harm include those that lower the cost of fuel and vessel construction, those that provide price support to keep market prices artificially high, and those provided to distant-water fishing fleets.

Sumaila, U. R. 2013. How to make progress in disciplining overfishing subsidies. ICES Journal of Marine Science, 70: 251–258.The World Trade Organization (WTO) has been working for more than seven years now to discipline overfishing subsidies, as mandated by the global community, without success. I argue that this failure is partly because WTO negotiators aim for an all-inclusive deal, i.e. negotiations are conducted as a “single undertaking”, whereby results must be achieved in all areas. Negotiators are required to broker an all-inclusive deal for all maritime WTO member countries and for all fisheries, whether domestic or international; small or large scale; developing or developed country fisheries. It is argued here that this commitment to a “single undertaking” does not align the incentive to remove subsidies with national interests, and therefore needs to be changed by splitting the world's fisheries into domestic and international fisheries. In this way, the battle for eliminating overfishing subsidies for some stocks would shift to home countries, and for others this would still rest with the international community. Seas, oceans and fisheries are probably among the most challenging natural resource systems to govern. This contribution discusses why this is so by analysing the key issues and presenting a selection of approaches to tackle them. The main recommendations are for control of illegal and open access fisheries, reduction of perverse subsidies, establishment of more marine protected areas, and proper evaluation of the importance of fisheries to future generations. Marine oil spills usually harm organisms at two interfaces: near the water surface and on shore. However, because of the depth of the April 2010 Deepwater Horizon well blowout, deeper parts of the Gulf of Mexico are likely impacted. We estimate the potential negative economic effects of this blowout and oil spill on commercial and recreational fishing, as well as mariculture (marine aquaculture) in the US Gulf area, by computing potential losses throughout the fish value chain. We find that the spill could, in the next 7 years, result in (midpoint) present value losses of total revenues, total profits, wages, and economic impact of US$3.7, US$1.9, US$1.2, and US$8.7 billion, respectively. Commercial and recreational fisheries would likely suffer the most losses, with a respective estimated US$1.6 and US$1.9 billion of total revenue losses, US$0.8 and US$1.1 billion in total profit losses, and US$4.9 and US$3.5 billion of total economic losses. Background: Illegal, Unreported and Unregulated (IUU) fishing is a problem for marine resource managers, leading to depletion of fish stocks and negative impacts on marine ecosystems. These problems are particularly evident in regions with weak governance. Countries responsible for sustainable natural resource management in the Southern Ocean have actively worked to reduce IUU fishing in the region over a period of 15 years, leading to a sequence of three distinct peaks of IUU fishing. Methodology/Principal Findings: We reviewed existing public records relating to IUU fishing in the Southern Ocean between 1995-2009 and related this information to the governance capacity of flag states responsible for IUU vessels. IUU operators used a number of methods to adapt to enforcement actions, resulting in reduced risks of detection, apprehension and sanctioning. They changed fishing locations, vessel names and flag states, and ports for offloading IUU catches. There was a significant decrease in the proportion of IUU vessels flagged to CCAMLR countries, and a significant decrease in the average governance index of flag states. Despite a decreasing trend of IUU fishing, further actions are hampered by the regional scope of CCAMLR and the governance capacity of responsible states. Conclusions/Significance: This is the first study of long-term change in the modus operandi of IUU fishing operators, illustrating that IUU operators can adapt to enforcement actions and that such dynamics may lead to new problems elsewhere, where countries have a limited capacity. This outsourcing of problems may have similarities to natural resource extraction in other sectors and in other regions. IUU fishing is the result of a number of factors, and effectively addressing this major challenge to sustainable marine resource extraction will likely require a stronger focus on governance. Individual transferable quotas (ITQs) are a type of catch share system, which is a tool used by some governments to manage fisheries. Technical reasons for taking a rather cautious approach to the implementation of ITQs have been provided previously. In the current contribution, I first highlight the strengths and weaknesses of ITQs and then provide suggestions on how to design and implement these quotas to mitigate their weaknesses. ITQs need to be designed carefully as part of a broad ecosystem-based management scheme to meet the three generally accepted objectives of modern fisheries management: ecological, economic, and social sustainability. Abstract: Understanding the trade-off relationships between ecological, economic and social objectives is important in designing policies to manage or restore ecosystems. Using the northern South China Sea (NSCS) as a case study, we explore the trade-offs between conservation and socio-economic objectives in managing fisheries in tropical marine ecosystems. Using a numerical optimization routine and ecosystem modelling (Ecopath with Ecosim), the study shows that current management of the NSCS is sub-optimal both in terms of conservation and economic objectives. Therefore, improvement in both conservation status and economic benefits can be achieved by reducing fishing capacity. However, the implementation of conservation plans may be hindered by the reduced number of fisheries-related jobs and the lack of alternative livelihoods. Similar trade-offs are apparent in many tropical marine ecosystems. Thus, this paper supports claims from previous studies that solving the alternative livelihood problems appears to be a priority for improving management and conservation in these ecosystems. A buy-back scheme that is funded by fishers might be effective in reducing fishing capacity. However, public funds are required if management objectives focus strongly on conservation. This might be justified by the direct or indirect benefits to society that could be provided by well-conserved ecosystems. This study highlights the conflict between maximizing conservation and social objectives, although win–win solutions between conservation and economic objectives may be possible. Molluscan mariculture has become increasingly common in coastal areas of China with production accounting for ∼69% of Chinese total mariculture production. In other international locations, however, a possible underutilization of molluscan mariculture may result from hesitancy based on initial environmental impacts. This study investigated the dynamic relationship between the molluscan mariculture industry (MMI) development and environmental quality (solid waste production, total wastewater emissions, and sulfur dioxide emissions) at the meso level. Their relationship trend followed that described by the environmental Kuznets curve theory in ∼78% of the areas, and ∼89% of the areas were in a coupled coordination state in most periods. This implied that the healthy development of the MMI can reduce environmental stress. These results should help to alleviate the negative perceptions of some researchers and the public regarding mariculture operation. The findings suggest that China, given its substantial contribution to global blue growth, should further support sustainable molluscan production by developing new strategies and policies and reducing potential negative impacts of mariculture on the environment. Mariculture development has contributed to improving global food and nutrition security. This commentary reviews the importance of blue growth and the potential for aquaculture to fill the nutritional gap left by wild fisheries. On this basis, Chinese mariculture development was analyzed, focusing on five representative large-scale aquaculture practices over the past 60 years. The Chinese mariculture industry has moved from an extensive and low-efficiency development stage to an intensive and high-efficiency development stage; however, the development of the industry has been characterized by environmental and economic over-farming. From a policy perspective, to circumvent these two types of over-farming, more policies and actions by both the public sector and stakeholders are needed. [ABSTRACT FROM AUTHOR]

In 2010 world governments agreed to eliminate, phase out or reform incentives that harm biodiversity by 2020. Yet few governments have even identified such incentives, never mind taking action on them. While some subsidies are well studied, such as in fisheries and fossil fuel production, there is an urgent need for the conservation community to study the potential effects a broader array of subsidies have on biodiversity. In addition, we need a better understanding of who benefits from these subsidies. We term this pursuit 'subsidy accountability', which is crucial but challenging work crossing disciplines and government ministries. It requires ecologists, forensic accountants, and policy wonks, calculating and forecasting the positive and negative effects of subsidies and their elimination on biodiversity and vulnerable human populations. The Intergovernmental Panel for Biodiversity and Ecosystem Services recently concluded that action on biodiversity loss requires transformative economic change; true action on subsidies is one step towards such change. Overfishing is the most significant threat facing sharks and rays. Given the growth in consumption of seafood, combined with the compounding effects of habitat loss, climate change, and pollution, there is a need to identify recovery paths, particularly in poorly managed and poorly monitored fisheries. Here, we document conservation through fisheries management success for 11 coastal sharks in US waters by comparing population trends through a Bayesian state-space model before and after the implementation of the 1993 Fisheries Management Plan for Sharks. We took advantage of the spatial and temporal gradients in fishing exposure and fisheries management in the Western Atlantic to analyze the effect on the Red List status of all 26 wide-ranging coastal sharks and rays. We show that extinction risk was greater where fishing pressure was higher, but this was offset by the strength of management engagement (indicated by strength of National and Regional Plan of Action for sharks and rays). The regional Red List Index (which tracks changes in extinction risk through time) declined in all regions until the 1980s but then improved in the North and Central Atlantic such that the average extinction risk is currently half that in the Southwest. Many sharks and rays are wide ranging, and successful fisheries management in one country can be undone by poorly regulated or unregulated fishing elsewhere. Accounts of fishing conflicts have been rising globally, particularly between small-scale and industrial vessels. These conflicts involve verbal or physical altercations, and may include destruction of boats, assault, kidnapping, and murder. Current scholarship around industrial/small-scale fishing conflicts theorizes them as a form of resource conflict, where fish scarcity is the dominant contributor to conflict and competition. Alternatively, conflicts may be driven by spatial competition, concentrating where there are increased encounters, unrelated to resource status. Current policies to address these conflicts focus on enforcing the separation of small-scale and industrial vessels; however, this broad spatial separation has yet to be evaluated for deterring conflicts. Here we employ a novel spatial analysis to estimate the locations of industrial/small-scale conflicts at sea in Ghana, West Africa. Using data from narrative reports over the period of 1985 to 2014, we combine qualitative information on depth and shoreline indicators to analyze conflict locations. We find virtually all expected conflict locations (98%) occurred within the zone meant to exclude industrial vessels, and conflicts concentrated primarily around major ports. Our results suggest conflicts are likely more related to spatial patterns of vessel presence than patterns of resource use. These findings suggest a critical need for evidence-based and contextual information on the drivers of fisheries conflicts, rather than continued reliance on assumptions of resource scarcity. They also suggest that nuanced policies that reduce vessel encounter and clarify exclusive spatial rights may be more important in responding to these conflicts than approaches designed to broadly separate fleets or increase fish stocks. Rebuilding overexploited marine populations is an important step to achieve the United Nations' Sustainable Development Goal 14—Life Below Water. Mitigating major human pressures is required to achieve rebuilding goals. Climate change is one such key pressure, impacting fish and invertebrate populations by changing their biomass and biogeography. Here, combining projection from a dynamic bioclimate envelope model with published estimates of status of exploited populations from a catch‐based analysis, we analyze the effects of different global warming and fishing levels on biomass rebuilding for the exploited species in 226 marine ecoregions of the world. Fifty three percent (121) of the marine ecoregions have significant (at 5% level) relationship between biomass and global warming level. Without climate change and under a target fishing mortality rate relative to the level required for maximum sustainable yield of 0.75, we project biomass rebuilding of 1.7–2.7 times (interquartile range) of current (average 2014–2018) levels across marine ecoregions. When global warming level is at 1.5 and 2.6°C, respectively, such biomass rebuilding drops to 1.4–2.0 and 1.1–1.5 times of current levels, with 10% and 25% of the ecoregions showing no biomass rebuilding, respectively. Marine ecoregions where biomass rebuilding is largely impacted by climate change are in West Africa, the Indo‐Pacific, the central and south Pacific, and the Eastern Tropical Pacific. Coastal communities in these ecoregions are highly dependent on fisheries for livelihoods and nutrition security. Lowering the targeted fishing level and keeping global warming below 1.5°C are projected to enable more climate‐sensitive ecoregions to rebuild biomass. However, our findings also underscore the need to resolve trade‐offs between climate‐resilient biomass rebuilding and the high near‐term demand for seafood to support the well‐being of coastal communities across the tropics. Ocean warming and deoxygenation are already modifying the habitats of many aerobic organisms. Benthic habitat in the Northeast Pacific is sensitive to deoxygenation, as low oxygen concentrations occur naturally in continental shelf bottom waters. Here, we examine the potential impacts of deoxygenation and ocean warming on the habitat distribution of Pacific halibut (Hippoglossus stenolepis), one of the most commercially important groundfish in North America. We combine fisheries‐independent Pacific halibut survey data (1998–2020) with oceanographic measurements and a regional ocean circulation model to investigate current and future (end of 21st century) influences of deoxygenation and warming on optimal Pacific halibut habitat. We use the observations and model output to derive a metabolic index of Pacific halibut‐specific suitable habitat. Our results show high Pacific halibut counts in regions where the metabolic index is greatest and demonstrate that interannual variability in Pacific halibut abundance is coherent with the Pacific Decadal Oscillation. Working with model projections, we examine potential future changes in suitable Pacific halibut habitat by the end of the century under a high carbon dioxide emissions scenario. These projections indicate that suitable Pacific halibut habitat may largely disappear off the coast of Washington state, retreating approximately 5° latitude northward. In bottom waters along coastal British Columbia and Alaska continental shelf, Pacific halibut habitat is projected to decrease by about 50%. Climate change, ocean acidification (OA) and the subsequent changes in marine productivity may affect fisheries and eventually the whole economy in the Arctic. We analysed how changes in climate and ocean pH under scenarios of anthropogenic CO2 emissions are likely to affect the economics of marine fisheries in the Arctic. We applied a Dynamic Bioclimate Envelope Model (DBEM) and outputs from four different Earth System Models (ESMs) to project future changes in the distribution and maximum catch potential of exploited marine fishes and invertebrates. We projected that total fisheries revenue in the Arctic region may increase by 39% (14-59%) by 2050 relative to 2000 under the Special Reports on Emission Scenario (SRES) A2. Simultaneously, total fishing costs, fishers' incomes, household incomes and economy-wide impacts in the Arctic are also projected to increase. Climate change with OA is expected to reduce the potential increases in catch and the economic indicators studied herein. Although the projections suggest that Arctic countries are likely to be 'winners' under climate change in comparison with tropical developing countries, the effects of OA will lower the expected future benefits in the Arctic. The predicted impacts are likely to be conservative as we consider only the direct effects of OA on fishes and calcifiers, of which there are only a few in the Arctic. Results of this study would be useful for designing effective adaptation strategies to climate change and measures to mitigate the potential negative impacts of OA in the Arctic. The magnitude of subsidies provided to the fishing sector by governments worldwide is immense—an estimated $35.4 billion USD per year. The majority of these subsidies may be impeding efforts to sustainably manage fisheries by incentivizing overfishing and overcapacity. Recognizing the threat these subsidies pose, the World Trade Organization has set a goal of reaching an agreement that would end fisheries subsidies that contribute to overcapacity, overfishing, and illegal fishing. However, negotiations have been hampered by uncertainty around the likely effects of reforming these subsidies. Here we present a novel method for translating a bioeconomic model into an interactive online decision support tool that draws upon real-world data on fisheries subsidies and industrial fishing activity so users can directly compare the relative ambition levels of different subsidy reform options. Climate change is shifting the distribution of shared fish stocks between neighboring countries' Exclusive Economic Zones (EEZs) and the high seas. The timescale of these transboundary shifts determines how climate change will affect international fisheries governance. Here, we explore this timescale by coupling a large ensemble simulation of an Earth system model under a high emission climate change scenario to a dynamic population model. We show that by 2030, 23% of transboundary stocks will have shifted and 78% of the world's EEZs will have experienced at least one shifting stock. By the end of this century, projections show a total of 45% of stocks shifting globally and 81% of EEZs waters with at least one shifting stock. The magnitude of such shifts is reflected in changes in catch proportion between EEZs sharing a transboundary stock. By 2030, global EEZs are projected to experience an average change of 59% in catch proportion of transboundary stocks. Many countries that are highly dependent on fisheries for livelihood and food security emerge as hotspots for transboundary shifts. These hotspots are characterized by early shifts in the distribution of an important number of transboundary stocks. Existing international fisheries agreements need to be assessed for their capacity to address the social–ecological implications of climate‐change‐driven transboundary shifts. Some of these agreements will need to be adjusted to limit potential conflict between the parties of interest. Within the global oil shipping sector, flag states that inadequately fulfil obligations to effectively exert jurisdiction over vessels flying their flags have been criticized for facilitating the existence of substandard ships. This paper examines the topic of flag-use and its potential association with oil spill risk. Flags most associated with accidental oil spills were identified through comparing the flag composition of the global oil tanker fleet with that of vessels that have been involved in the 100 largest tanker spills on record. Vessels flying flags of states that have exhibited consistent patterns of failure in compliance with international obligations, defined here as ‘flags of non-compliance’ (FoNCs), were found to be significantly more common amongst the vessels that have been involved in spill incidents. However, this was dependent on how the Liberian flag was qualified throughout the time period considered. If measures are being sought to reduce the risk of tanker involvement in large-scale oil spills further, vessel owners should be deterred from registering with FoNCs that are highly accessible to foreign owners, and political measures should be taken to put pressure on flag states that operate all other FoNCs to improve effective jurisdiction over ships flying these flags. Fish from marine and inland capture fisheries is an important food that contributes significantly to diets and health, but their contribution is somewhat overlooked in food security and poverty‐related policies. Given the current numbers of malnourished people globally, there is a pressing need to consider how to better realize the potential of fish in food systems that can address malnourishment. To do so, we re‐examine the fisheries literature from the perspective of food systems. Starting with nutritional needs and considering how these may be met through local food systems reveals an ongoing transformation that has implications for small‐scale fisheries, as increasingly become part of globalized food systems. We describe the factors that can change the nature of production, mediate access to fish and the distribution of benefits that can lead to impoverishment. This emphasizes the governance challenges that lie at the heart of complex, contested and increasingly globalized food systems, in which actors interact to shape the systems, determining who benefits and how. We draw attention to critical issues of access, power and the values and norms that underpin efforts to manage and transform fisheries, exposing the unequal struggle to secure access that small‐scale fishers and poor people must endure. We suggest a vital challenge for fisheries management is to engage with this struggle and develop policies and management measures that would enable fisheries to make positive contributions to food systems and nutritional security, while meeting global sustainable development objectives. Arctic sea ice loss has direct consequences for predators. Climate‐driven distribution shifts of native and invasive prey species may exacerbate these consequences. We assessed potential changes by modelling the prey base of a widely distributed Arctic predator (ringed seal; Pusa hispida) in a sentinel area for change (Hudson Bay) under high‐ and low‐greenhouse gas emission scenarios from 1950 to 2100. All changes were relatively negligible under the low‐emission scenario, but under the high‐emission scenario, we projected a 50% decline in the abundance of the well‐distributed, ice‐adapted and energy‐rich Arctic cod (Boreogadus saida) and an increase in the abundance of smaller temperate‐associated fish in southern and coastal areas. Furthermore, our model predicted that all fish species declined in mean body size, but a 29% increase in total prey biomass. Declines in energy‐rich prey and restrictions in their spatial range are likely to have cascading effects on Arctic predators. [ABSTRACT FROM AUTHOR]

Overfishing threatens coral reefs worldwide, yet there is no reliable estimate on the number of reef fishers globally. We address this data gap by quantifying the number of reef fishers on a global scale, using two approaches - the first estimates reef fishers as a proportion of the total number of marine fishers in a country, based on the ratio of reef-related to total marine fish landed values. The second estimates reef fishers as a function of coral reef area, rural coastal population, and fishing pressure. In total, we find that there are 6 million reef fishers in 99 reef countries and territories worldwide, of which at least 25% are reef gleaners. Our estimates are an improvement over most existing fisher population statistics, which tend to omit accounting for gleaners and reef fishers. Our results suggest that slightly over a quarter of the world’s small-scale fishers fish on coral reefs, and half of all coral reef fishers are in Southeast Asia. Coral reefs evidently support the socio-economic well-being of numerous coastal communities. By quantifying the number of people who are employed as reef fishers, we provide decision-makers with an important input into planning for sustainable coral reef fisheries at the appropriate scale. Marine biological resources are likely to come under increasing stress over the course of the 21st century as global climate change and ocean acidification interact with other stresses, including heavy fishing pressures and marine pollution, to create far reaching and difficult-to-predict changes in species abundance, spatial distribution, and trophic interactions. The governance systems in place for marine fisheries and for the marine environment, more broadly, will be critical in determining the extent to which these resources can be managed for sustainability. The paper focuses on the governance of internationally shared fisheries, and draws on a body of game-theoretic research to discuss present-day governance problems and to evaluate the implications of global environmental change for future efforts to maintain cooperative and effective governance of shared fishery resources. In particular, the increased likelihood of abrupt and unpredictable changes in the productive potential and migratory behavior of exploited fish stocks may threaten to disrupt cooperative management arrangements. The paper discusses the value of contingency planning based on anticipation of the possibility of such events and concludes with a discussion of future directions for both research and policy development. Abstract: Our study objective is to quantify the present and historical contribution of small-scale fisheries to national economies. We focus on the small-scale fishing sector in Sabah, Malaysia, and use a previously reconstructed time series of Sabah''s small-scale catches as the basis for estimating the economic value of these fisheries. Our findings suggest that since the early 1990s, small-scale fish catches in Sabah may have been undervalued by up to 225%. Presently, small-scale fisheries may be supporting up to an additional 3.5% of Sabah''s population. Further, accounting for the economic impact of unaccounted small-scale fisheries value could have potentially tripled the reported contribution that commercial and small-scale fisheries combined made to GDP in 2009. Overall, our results show that the socio-economic contribution of small-scale fisheries to Sabah society have been substantially undervalued or even unaccounted for historically and in present fisheries statistics. This undervaluation also implies that fishing pressure on Sabah''s inshore marine resources is probably a lot higher than presently perceived, raising concerns about the long-term sustainability of these fisheries resources, and the capacity for Sabah''s inshore fisheries to support coastal livelihoods into the future. Our study strongly suggests the need for more encompassing fisheries monitoring and data collection methods which target the large population of small-scale fishers whose catch is largely unreported. Abstract: The recent creation of the Tun Mustapha Park (TMP) in the northern waters of Sabah, Malaysia has brought up the need for understanding the coral reef fisheries system in Pulau Banggi, for which there has been no previous documentation. This study draws upon field data collected in June and August 2004 to accomplish two things, namely, to build a profile of the ecological and socio-economic aspects of Pulau Banggi''s reef fisheries, and undertake a preliminary assessment of the status of these fisheries. This research is important because it provides information that will help managers develop policies for the long-term ecological and socio-economic sustainability of Pulau Banggi''s reef fisheries. Effective fisheries management is necessary for the long‐term sustainability of fisheries and the economic benefits that they provide, but focusing only on ecological sustainability risks disregarding ultimate goals related to well‐being that must be achieved through broader social policy. An analysis of global landings data shows that average fishing wages in 36%–67% of countries, home to 69%–95% of fishers worldwide, are likely below their nationally determined minimum living wage (which accounts for costs of food, shelter, clothing, health and education). Furthermore, even if all fisheries in every country were perfectly managed to achieve their Maximum Sustainable Yield, a common sustainability target, average incomes of fishers in up to 49 countries—70% of fishers worldwide—would still not meet minimum living wages. Access to decent work and livelihoods are fundamental human rights, including for all fisherfolk around the world, and strategies to support their well‐being must therefore integrate a much wider set of perspectives, disciplines and institutions. Key first steps for fisheries researchers are to more fully recognize and estimate fisheries benefits to households—including income from women and/or alternative employment, unreported landings, or shadow values of subsistence catch—and to help identify and learn from economic equity outcomes in rebuilt fisheries around the world. The East China Sea (ECS) Large Marine Ecosystem (LME) is a globally significant fishing ground, but the absence of cooperative regional management impedes the future sustainability of ECS fisheries. To navigate around nationally focused perspectives, we provide an up to date synthesis about the socio-economic importance and status of ECS fisheries at the ecosystem level, which is currently lacking in the literature. Our review indicates that ECS LME fisheries contribute around 6 million t in catch and USD 13 billion in landed value annually, and employ up to an estimated 1.4 million, the majority of who are small-scale fishers. However, the fisheries benefits are threatened by intense fishing pressure and rapid economic development which exacerbates the effects of overfishing. The future of ECS fisheries also faces climate uncertainties, which has already been associated with shifts in species distribution and spatial distribution of fishing effort. At the LME level, political disputes that inhibit crucial multilateral fisheries management threaten the future sustainability of ECS fish stocks, and also weaken the effects of national management measures which have largely failed to address fisheries overcapacity and coastal marine degradation. Continuing on a path focussed on national interests without considering LME wide dynamics risks jeopardising the significant fisheries socio-economic and ecological benefits that accrue to all LME countries. Thus, our review emphasises the urgency for multilateral ECS fisheries management to enhance ecosystem resilience so that fisheries resources can continue to support the region's human, social, and economic well-being into the future. The role that women play in fisheries around the world is receiving increasing international attention yet the contributions by women to fisheries catches continues to be overlooked by society, industry and policy makers. Here, we address this lack of visibility with a global estimation of small-scale fisheries catches by women. Our estimates reveal that women participate in small-scale fishing activities in all regions of the world, with approximately 2.1 million (± 86,000) women accounting for roughly 11% (± 4%) of participants in small-scale fishing activities, i.e., catching roughly 2.9 million (± 835,000) tonnes per year of marine fish and invertebrates. The landed value of the catch by women is estimated at USD 5.6 billion (± 1.5 billion), with an economic impact of USD 14.8 billion per year (± 4 billion), which is equivalent to 25.6 billion real 2010 dollars (± 7.2 billion). These catches are mostly taken along the shoreline, on foot, or from small, non-motorized vessels using low-technology, low-emission gears in coastal waters. Catches taken by women are often for home consumption, and thus considered part of the subsistence sub-sector. However, in many contexts, women also sell a portion of their catch, generating income for themselves and their families. These findings underscore the significant role of women as direct producers in small-scale fisheries value chains, making visible contributions by women to food and livelihood security, globally. Coho salmon (Oncorhynchus kisutch) were once a thriving species in southern British Columbia, acting as a source of food, livelihood, and recreation. Research on the survival and status of coho salmon in British Columbia has been critical since an unprecedented moratorium on Interior Fraser River stocks was put in place in 1998, leading to its designation as an endangered species. Since then, no comprehensive literature review has been undertaken on coho salmon. The present paper outlines current publication trends since the early 1990s, covering research areas that include the management and regulation of wild-capture coho salmon fisheries, hatchery enhancement efforts, as well as the pertinent factors that resulted in low returns. A complementary analysis did reveal a progressive downward shift in the total publication records pertaining, but not limited to, coho salmon in British Columbia. This review process identifies future steps and guidelines that policy makers and fisheries managers should take into account to improve the conservation outlook of coho salmon. Emerging technologies such as the use of genomic identification tools, more consistent and thorough data gathering processes, as well as reformed hatchery rearing practices, have all been identified as decisive action items. Marine Protected Areas (MPAs) are globally underfunded. We present a five-step framework that can help practitioners prioritize actions that may improve financial sustainability, which was applied to six MPAs in Colombia, Bonaire, and Belize. Limited funds were found to directly undermine effectiveness towards conservation goals for five sites, with these impacts particularly significant for four. Annual budgets required increases from 6 % to 141 % to meet financial needs. Two sites had significant underlying weaknesses in their financial strategies that could lead to direct impacts if not addressed, with an additional three sites having more minor, but still observable, weaknesses in this manner. Staff salaries were the largest expense for all MPAs examined and also most frequently in need of additional funds. Opportunities to potentially eliminate these funding gaps were identified for all six MPAs through reallocating existing resources (n = 2), improving in-place mechanisms (n = 6), or implementing one or more alternative mechanisms (n = 6). Among several findings, some MPAs had the potential to increase tourism-based income by several million dollars per year, which would well exceed local financial requirements and could have substantial financial benefits on a network-wide scale. Some MPAs, including those with lower budgets, effectively leveraged partnerships and inter-institutional coordination to expand management capacity. Among alternative mechanisms that could be implemented, opportunities to leverage private-sector investments were especially common. An interdisciplinary team of academics and representatives of fishing fleets and government collaborated to study the emerging requirements for sustainability in Canada's fisheries. Fisheries assessment and management has focused on biological productivity with insufficient consideration of social (including cultural), economic, and institutional (governance) aspects. Further, there has been little discussion or formal evaluation of the effectiveness of fisheries management. The team of over 50 people (i) identified a comprehensive set of management objectives for a sustainable fishery system based on Canadian policy statements, (ii) combined objectives into an operational framework with relevant performance indicators for use in management planning, and (iii) undertook case studies that investigated some social, economic, and governance aspects in greater detail. The resulting framework extends the suite of widely accepted ecological aspects (productivity and trophic structure, biodiversity, and habitat–ecosystem integrity) to include comparable economic (viability and prosperity, sustainable livelihoods, distribution of access and benefits, regional–community benefits), social (health and well-being, sustainable communities, ethical fisheries), and institutional (legal obligations, good governance structure, effective decision-making) aspects of sustainability. This work provides a practical framework for implementation of a comprehensive approach to sustainability in Canadian fisheries. The project also demonstrates the value of co-construction of collaborative research and co-production of knowledge that combines and builds on the strengths of academics, industry, and government. We compare the net income from individuals' current livelihoods to that derived from reallocating their livelihood activities under 4 different scenarios depicting future change. Respondents generally chose to retain their current livelihood strategy under all future scenarios. Less than 10% of those who did change livelihood allocation actually experienced a gain in economic benefits. Those engaged in single livelihoods experienced an average income loss of 18% across all scenarios, compared to 9% for the multi-livelihood group. Respondents' choices generated the best economic outcome under a status quo scenario, thus suggesting a low capacity to adapt when faced with unfamiliar future scenarios. A third of global fish stocks are overexploited and many are economically underperforming, resulting in potential unrealized net economic benefits of USD 51 to 83 billion annually. However, this aggregate view, while useful for global policy discussion, may obscure the view for those actors who engage at a regional level. Therefore, we develop a method to associate large companies with their fishing operations and evaluate the biological sustainability of these operations. We link current fish biomass levels and landings to the revenue streams of the companies under study to compute potentially unrealized fisheries revenues and profits at the level of individual firms. We illustrate our method using two case studies: anchoveta (Engraulis ringens; Engraulidae) in Peru and menhaden in the USA (Brevoortia patronus and B. tyrannus; Clupeidae). We demonstrate that both these fisheries could potentially increase their revenues compared to the current levels of exploitation. We estimate the net but unrealized fishery benefits for the companies under question. Climate change is reshaping the way in which contaminants move through the global environment, in large part by changing the chemistry of the oceans and affecting the physiology, health, and feeding ecology of marine biota. Climate change-associated impacts on structure and function of marine food webs, with consequent changes in contaminant transport, fate, and effects, are likely to have significant repercussions to those human populations that rely on fisheries resources for food, recreation, or culture. Published studies on climate change-contaminant interactions with a focus on food web bioaccumulation were systematically reviewed to explore how climate change and ocean acidification may impact contaminant levels in marine food webs. We propose here a conceptual framework to illustrate the impacts of climate change on contaminant accumulation in marine food webs, as well as the downstream consequences for ecosystem goods and services. The potential impacts on social and economic security for coastal communities that depend on fisheries for food are discussed. Climate change-contaminant interactions may alter the bioaccumulation of two priority contaminant classes: the fat-soluble persistent organic pollutants ( POPs), such as polychlorinated biphenyls ( PCBs), as well as the protein-binding methylmercury (MeHg). These interactions include phenomena deemed to be either climate change dominant (i.e., climate change leads to an increase in contaminant exposure) or contaminant dominant (i.e., contamination leads to an increase in climate change susceptibility). We illustrate the pathways of climate change-contaminant interactions using case studies in the Northeastern Pacific Ocean. The important role of ecological and food web modeling to inform decision-making in managing ecological and human health risks of chemical pollutants contamination under climate change is also highlighted. With the rapid growth of aquaculture, some negative factors of extensive monoculture accumulated, causing integrated multi-trophic aquaculture (IMTA) to draw increasing attention worldwide for its ecological and economic advantages. However, the development of IMTA in open water systems may not go as smoothly as anticipated—at least in Weihai, China, some producers who have adopted it would prefer to return to monoculture. This paper explores the problem from the angle of the economic performance by providing an in-depth analysis of costs and revenues generated by kelp monoculture and kelp-mollusk polyculture (IMTA). We find that the monoculture generates higher profits during the same production cycle. Besides inherent defects in system design, the rapidly growing labor cost and depressing selling price of the mollusk conspire to aggravate the economic failure of IMTA. Due to positive environmental externalities, the social benefits associated with IMTA are higher than the private benefits. This implies that there is a role for the government to generalize IMTA to achieve more total benefits. But single policy such as subsidies may backfire, a combination of policies designed to promote IMTA could be effective. Statement of relevance To study practical problems in aquaculture. We investigate how high seas closure will affect the availability of commonly consumed food fish in 46 fish reliant, and/or low income countries. Domestic consumption of straddling fish species (fish that would be affected by high seas closure) occurred in 54% of the assessed countries. The majority (70%) of countries were projected to experience net catch gains following high seas closure. However, countries with projected catch gains and that also consumed the straddling fish species domestically made up only 37% of the assessed countries. In contrast, much fewer countries (25%) were projected to incur net losses from high seas closure, and of these, straddling species were used domestically in less than half (45%) of the countries. Our findings suggest that, given the current consumption patterns of straddling species, high seas closure may only directly benefit the supply of domestically consumed food fish in a small number of fish reliant and/or low income countries. In particular, it may not have a substantial impact on improving domestic fish supply in countries with the greatest need for improved access to affordable fish, as only one third of this group used straddling fish species domestically. Also, food security in countries with projected net catch gains but where straddling fish species are not consumed domestically may still benefit indirectly via economic activities arising from the increased availability of non-domestically consumed straddling fish species following high seas closure. Consequently, this study suggests that high seas closure can potentially improve marine resource sustainability as well as contribute to human well-being in some of the poorest and most fish dependent countries worldwide. This paper investigates the impact of the European Union landing obligation in the Galician (North West of Spain) multispecies small-scale gillnet fishery. By combining results from semi-structured interviews with small-scale fishers and a bioeconomic model, we found that the percentage of discards for small-scale fisheries is usually low, which is consistent with general empirical observations globally but can be high when quotas are exhausted. Our results also confirm that the landing obligation would generate negative impacts on fishers' activities by investing more time on-board to handle previously discarded fishes, and putting at risk the security of fishers at sea due to full use of allowable storage on-board coupled with often adverse sea conditions in Galician bays. The application of the landing obligation policy to small-scale fisheries would result in short- and long-term losses of fishing days and yields, with high negative impacts on sustainable fisheries such as the Galician multispecies small-scale gillnet fishery. The expected number of fishing days under the landing obligation is estimated to be reduced by 50% during the five years following the implementation of the policy. The future yield (catches) under the landing obligation would be only 50% of catches expected in the absence of the landing obligation, regardless of the total volume of quotas allocated to the fleet.
