This article investigates how municipalities choose their organizational arrangements for delivering early childhood services and the interplay among the regional framework, local legacies, and agency factors influencing these choices. We answered these questions through a mix-method approach and a comparative analysis of four European regions in the same country (Italy). Our data shows that a variety of hybrid organizational models for service delivery is possible, and the fundamental role played by the regional framework in affecting organizational choices – with local factors such as legacy and agency compensating in the event of its absence. In all Western countries, the vaccination campaign against COVID-19 encountered some resistance. To overcome vaccine inertia and hesitancy, governments have used a variety of strategies and policy instruments. These instruments can be placed on a 'ladder of intrusiveness', starting from voluntary tools based on simple information and persuasion, through material incentives and disincentives of varying nature and magnitude, to highly coercive tools, such as lockdown for the unvaccinated and the introduction of the vaccination mandate. Italy's experience during the vaccination campaign against Covid provides an ideal observational point for starting to investigate this issue: not only was Italy among the top countries with the highest percentage of people vaccinated at the beginning of 2022, but—at least compared to other European countries—it was also one of the countries that had gradually introduced the most intrusive measures to increase vaccination compliance. In the article the different steps of the 'intrusiveness ladder' are presented, providing examples from various countries, and then tested on the Italian Covid-19 vaccination campaign between 2021 and the first months of 2022. For each phase of the campaign, the instrument mixes adopted by the Italian government are described, as well as the contextual conditions that led to their adoption. In the final section, an assessment of the composition and evolution of the Italian vaccination strategy is provided, based on the following criteria: legitimacy, feasibility, effectiveness, internal consistency and strategic coherence. Conclusions highlight the pragmatic approach adopted by the Italian government and underline the effects—both positive and negative—of scaling up the intrusiveness ladder. [ABSTRACT FROM AUTHOR]

The onset of the European NGEU program represented for European member states a formidable opportunity for post‐pandemic recovery and yet a significant challenge at the same time: to receive and retain EU funds, each state had to promptly draw up a National Recovery and Resilience Plan—NRRP) and commit to a pressing timetable for its implementation. Regarding this challenge, the Italian government's response is a case in point: first, Italy is by far the largest beneficiary of NGEU funds; second, it has long had a reputation for being laggard in both the implementation of European directives and the spending of cohesion policy structural funds; and the formulation of the NRRP, the design of the governance in charge of its implementation, and implementation itself, occurred at a particular moment in the country's political life. Based on these premises, the article examines the upstream process by which the Italian government designed the implementation arrangements for the adoption of simplification policies under the NRRP and their downstream recalibration in the first two years, taking the implementation arrangements as the dependent variable. Analytically, the focus is on the interplay between the pressures of EU timetables and internal political dynamics, be they the legacy or strategic political considerations on the part of national policymakers, in determining the design and eventual re‐design of implementation arrangements as the plan unfolds. This article aims to examine how, and to what extent, the process of Europeanisation has affected the reshaping of territorial representation in Italy. To explore this research question, it was considered how European Cohesion Policy and structural funds exercise a potential influence over the key dimensions of representation by providing regions with the opportunity to strengthen their roles as both ‘actors’ and ‘arenas’ of representation. Empirical research conducted through interviews and the analysis of documents in all twenty Italian regions revealed how each region has reacted to structural funds in a distinctive way due to different internal factors, such as the legacy of pre-existing policy styles and political structures, and the attitudes of the political/administrative elite. The article discusses this point in detail by focusing on the changes that occurred (or did not occur) at the regional level in light of the aforementioned dimensions of representation.
