While there is a growing literature investigating the causes and consequences of the US prison boom—the tripling of prison facilities between 1970 and 2000—much less is known about current patterns of prison closures. We use novel data capturing the universe of prison closures (N = 188) from 2000 to 2022 to identify and characterize what we term "the prison bust"—the period since 2000 when prison closures began to climb and eventually eclipse new prison building. We show that the prison bust is, in part, a consequence of development-oriented prison-building policies that aggressively used prisons to stimulate struggling local economies. The bust is primarily concentrated in the counties that pursued prison building most aggressively, reflecting a highly cyclical and reactionary pattern of prison placement and closure. We also show that, relative to counties with at least one prison but no closures, closures are concentrated in metro counties with stronger local economies and multiple prisons. Overall, we highlight the prison bust as an important new era in the history of US punishment and provide a new dataset for investigating its causes and consequences. The nascent literature on prison proliferation in the United States typically reveals negative impacts for communities of color. Given that Southern rural communities were the most likely to build during the prison boom (1970-2010), however, a more nuanced understanding of prison impact is warranted. Using a dataset matching and geocoding all 1663 U.S. prisons with their Census-appointed place, this study explores the countervailing consequences of the prison boom on rural towns across multiple periods. For example, locales that adopted prisons at earlier stages of the prison boom era received a short-term boom compared to those that did not, but these effects were not lasting. Furthermore, later in the boom, prison-building protected towns against additional economic decline. Thus, neither entirely pariah nor panacea, the prison functions as a state-sponsored public works program for disadvantaged rural communities but also supports perverse economic incentives for prison proliferation. Policing and punishment are unevenly distributed across geographic space. Research analyzing place-based variation in the criminal legal system is increasing, asking how community conditions contribute to variation in criminal justice outcomes and how multiple criminal justice exposures (e.g., policing and punishment) vary together in places. In this article, we identify spatial-contextual analyses of the criminal legal system and summarize their contributions by organizing them by their three major approaches: those emphasizing crime, urban ecology, or social control. We describe challenges the subfield faces, including an overemphasis on large cities and an overcommitment to analyzing criminal justice institutions like police or prisons discretely, when they are often experienced cumulatively and simultaneously. We call for research that transcends received institutional divisions, generates recommendations for stakeholders at multiple scales, makes greater use of formal spatial modeling, and analyzes places across the urban-rural continuum. Objectives: The current study examines the relationship between immigration, school punishment, and place in schools near the U.S.-Mexico border using a racial threat framework. Given the consequences of the immigration-crime link and the growing perception of the U.S.-Mexico border as a crime-ridden place, this study explores how immigration within certain places may differentially impact outcomes of school punishment. Methods: Using Generalized Linear Modeling (GLM) with a logistic link function, we examine the relationship between immigration and school violence by probing variation in school punishment and juvenile justice referrals across Texas schools given their proximity to the U.S.-Mexico border. Results: First, we find that Texas schools located near the U.S.-Mexico border have lower juvenile justice and school discipline rates net other variables in comparison to Texas schools away from the border. Second, we observe a negative relationship between a rise in the immigrant student population and punishment in Texas schools far from the U.S.-Mexico border and no relationship in Texas schools near the U.S.-Mexico border net of other factors. Conclusion: The current study highlights that the local context, such as proximity to the U.S.-Mexico border, is significant when examining the racial threat perspective in school punishment and warrants further attention in future research. In this paper, we argue that the U.S. immigrant apparatus is a racial project that jeopardizes immigrants' wellbeing through organizational failure (Omi and Winant, 2014; Meyer & Rowman, 1977; Mellahi and Wilkinson, 2004). We utilize Provine and Doty's (2011) work as a foundation to understand how this racial project is systemic and multifaceted in nature. It begins with the negative characterization and criminalization of certain immigrants, mostly Latinx, followed by a poor infrastructure of processing and detention riddled with impediments to their wellbeing, which ultimately pushes detainees to the edge, to poor mental health, and suicidality. ICE's system of detention consistently operates poorly and normalizes organizational failure, jeopardizing immigrant lives through basic human rights violations, family separation, substandard living conditions, and minimal consideration to poor mental health, suicide prevention, and prompt and adequate intervention. Utilizing qualitative data from ICE inspection reports, contracts, and detainee death reports, we examine suicide policies across 116 detention facilities in the United States to highlight how detention facilities supervised by ICE unsuccessfully prevents detainee suicide due to organizational failure. Under ICE's oversight, facilities are inadequately staffed and resourced, resulting in the failure to implement federally mandated protocols regarding detainees' well-being competently and promptly. There are racial/ethnic disparities associated with school punishment practices and academic progress. In addition, research suggests that urban schools have stricter school punishment practices and higher grade retention rates. What remains unknown, however, is the relationship between race/ethnicity, school punishment practices, and retention rates across urban, rural, and suburban schools. Thus, this study draws from the Texas Education Agency's Public Education Information Management System and Critical Race Theory to investigate if there is link between school punishment practices and academic progress, as well as establishing if there are racial/ethnic disparities in urban, rural, and suburban contexts. African American and Hispanic students receive more punitive school discipline than White students even when students of color commit similar infractions as Whites. Similarly, students with a disability status are more likely to experience harsher discipline in schools compared to their counterparts without a disability label. This study examines whether these discrepancies are a result of a difference in the number of infractions students of different racial/ethnic groups and disability categories commit. Using secondary educational data from a state educational agency in the United States, we demonstrate that African American and Hispanic students and students with an emotional behavioral disorder status receive more severe sanctions than White students and students without a disability label at their first discipline encounter. This racial disparity in discipline severity continues through six sanctions and is eliminated at the 13th sanction. The disability disparity in discipline severity dissipates after 10 sanctions for students with emotional behavioral disorder and intellectual disability. Although there is research exploring how school punishment practices are influencing academic and juvenile justice outcomes, how strict or lenient school punishment practices are related to aspects of education such as grade retention and dropping out, as well as juvenile justice contact, remains unknown. This study draws from the Texas Education Agency’s Public Education Information Management System to investigate the relationship between strict and lenient school punishment practices, academic progress or failure, and juvenile justice contact. Results indicate that schools with more strict punishment practices can contribute to higher grade retention and juvenile justice referral rates; however, it also appears that lenient punishment practices also exacerbate these same outcomes as well as higher referral rates. Background: Since the novel coronavirus SARS-COV-2 was first identified to be circulating in the US on January 20, 2020, some of the worst outbreaks have occurred within state and federal prisons. The vulnerability of incarcerated populations, and the additional threats posed to the health of prison staff and the people they contact in surrounding communities underline the need to better understand the dynamics of transmission in the inter-linked incarcerated population/staff/community sub-populations to better inform optimal control of SARS-COV-2.Methods: We examined SARS-CoV-2 case data from 101 non-administrative federal prisons between 5/18/2020 to 01/31/2021 and examined the per capita size of outbreaks in staff and the incarcerated population compared to outbreaks in the communities in the counties surrounding the prisons during the summer and winter waves of the SARS-COV-2 pandemic. We also examined the impact of decarceration on per capita rates in the staff/incarcerated/community populations.Results: For both the summer and winter waves we found significant inter-correlations between per capita rates in the outbreaks among the incarcerated population, staff, and the community. Over-all during the pandemic, per capita rates were significantly higher in the incarcerated population than in both the staff and community (paired Student's t-test p = 0.03 and p < 0.001, respectively). Average per capita rates of incarcerated population outbreaks were significantly associated with prison security level, ranked from lowest per capita rate to highest: High, Minimum, Medium, and Low security. Federal prisons decreased the incarcerated population by a relative factor of 96% comparing the winter to summer wave (one SD range [90%,102%]). We found no significant impact of decarceration on per capita rates of SARS-COV-2 infection in the staff community populations, but decarceration was significantly associated with a decrease in incarcerated per capita rates during the winter wave (Negative Binomial regression p = 0.015).Conclusions: We found significant evidence of community/staff/incarcerated population inter-linkage of SARS-COV-2 transmission. Further study is warranted to determine which control measures aimed at the incarcerated population and/or staff are most efficacious at preventing or controlling outbreaks. [ABSTRACT FROM AUTHOR]

Rural America is commonly viewed as a repository of virtuous and patriotic values, deeply rooted in a proud immigrant history of farmers and industrious working-class White ethnics from northern Europe. These views are not always consistent with the population and socioeconomic realities of rural terrains. Exceptions to these stereotypes are self-evident among large poor racial/ethnic minorities residing in rural ghettos in the “dirty” South and among poor Whites living in remote, mountainous areas of Appalachia. For these disadvantaged populations, sociocultural and economic isolation, a lack of quality education, too few jobs, and poor health have taken a human toll, generation after generation. Moreover, the past several decades have brought dramatic shifts in the spatial distribution and magnitude of poverty in these areas. And, America’s persistent racial inequalities have continued to fester as rural communities become home to urban-origin racial minority migrants and immigrants from Mexico and Latin America. As a result, the face of rural America has changed, quite literally. In this article, we address the primary question these changes pose: How will shifting inequalities anchored in poverty and race shape health disparities in a “new” rural America? Guided by fundamental cause theory, we explore the scope and sources of poverty and race inequalities in rural America, how patterns in these inequalities are transduced within families, and what these inequalities mean for the future of health disparities within and across rural U.S. terrains.
