The objective of this article is to determine how the classification of crimes against public administration supports the correct functioning of the organizational infrastructure, which allows the straight and normal functioning of the public administration activity, subject to the system of values established in the Constitution and, ultimately, the proper exercise of administrative authority, sanctioning the conduct of authorities, officials and individuals who vitiate its effectiveness, or compliance with the purposes it has constitutionally assigned, to the extent that these crimes are considered as an axis of corruption that generates in politicians a struggle for particular ambitions and interests, increases the state bureaucracy and generates deficient public services, while at the same time creating an immoral culture, making use of public resources for their own benefit, being necessary in that sense, analyze what refers to the system of crimes against public administration from the perspective of criteria and models of legislative treatment, as well as from the legal nature of such crimes, since only then can we come to understand even the tendencies towards punishment or impunity of them.
