The results and interpretations of published Canadian field studies on the reproductive status of fish in waters receiving pulp and paper mill effluent discharges were reviewed. Most of the information was obtained from indicator measurements such as gonad size, fecundity, and serum steroid levels in wild fish sampled at reference and effluent-exposed sites. Difficulties in selecting appropriate sampling sites, natural variability, and the ecological relevance of the indicator measurements were identified as major complicating factors for the interpretation of the field data. Consequently, it was not possible to conclude to what extent, if any, widespread effects on fish reproduction are being caused by pulp and paper mill effluents or that specific manufacturing processes are causing such effects. Further research on the normal variability and predictive capability of reproductive indicators, for example, using an integrated approach (i.e., laboratory testing, mesocosm studies, and field work), is recommended. The implementation of school reforms to advance reconciliation with Indigenous peoples provides an opportunity to explore what Canadians think is important in framing their identities and values. This paper draws on data from a survey of public perspectives on education for reconciliation activities in two Canadian provinces, Alberta and Saskatchewan. We consider the broader community context within which schools are located. By examining public perspectives, we are able to assess how curricular initiatives related to reconciliation are understood by community members, both as a priority in itself and in relation to other key curricular areas. Informed by critical race theory, our findings suggest that reconciliation is restricted to activities that do not involve extensive change to existing curricular and ideational frameworks. These perspectives exist alongside extensive opposition to reconciliation justified by claims that Indigenous experiences and perspectives are receiving undue attention relative to more pressing educational priorities. In this paper, I examine the place of the Canadian Football League's (CFL) Saskatchewan Roughriders in the Canadian province of Saskatchewan's political history. Drawing on Canadian political economy and affect theory, I argue that political despair has been a defining feature of the Saskatchewan experience, an affective dimension of the province's place in the Canadian political economy. During difficult times, the historically mediocre Roughriders have served as a convenient metaphor—the scrappy underdog. In more recent years, however, a more prosperous Saskatchewan and more successful Roughriders team has led to the emergence of the "Rider Nation," a political identity based on a rejection of this despair. This identity, I argue, has been successfully captured by Premier Brad Wall and his conservative Saskatchewan Party, who have worked to locate themselves as the leaders of the Rider Nation and harbingers of "better times." Ultimately, however, I argue that the Rider Nation is an exclusionary identity, centred solely on the experience of white settler Saskatchewanians while erasing those experiences of Indigenous peoples. The Battle of Little Big Puck is an annual event hosted in Maple Creek that challenges the way we think about how sport, history, heritage, and community intersect and play out in rural Canada. The event pits 'Cowboys against the Indians 'in a hockey game and symbolic performance of identity, culture, and community. For this paper, we used a participatory methodology to co-construct narratives of the event in order to explore how it is understood and communicated in and for the community. We drew from interviews, public accounts, and observations to discuss two components of the larger narrative of this event. We discuss a historical narrative of contact and collaboration between Nekaneet First Nation and local rodeo cowboys and a contemporary narrative of urban-rural difference and misunderstanding, which provides a platform for community culture, specifically the expression of 'the way we do things out here. 'Collectively, these narratives provide insights into local understandings of settler-Indigenous relations in one region of rural Saskatchewan and speak to the potential of sport and recreation as sites for contact, interaction, and the expression of distinct and collective aspects of culture and community in rural areas. Wildfire is a critical process shaping the structure and composition of forest landscapes of western Canada. Spatially-explicit forest disturbance history and forest structure estimated using remotely-sensed data enables the characterization of burn probability, defined as the susceptibility of landscapes to fire hazard over time. In this research, we leveraged the Landsat archive to determine the capacity of land cover, forest structure, and forest disturbance information, together with ancillary data, to estimate burn probability. We analyzed the interactions between a number of contributing factors and identified landscapes with high probability to burn across forested ecosystems of Saskatchewan, Canada. Overall, we found that forests composed of coniferous species, with shorter trees (<3 m), low canopy height variability, an open stand structure (<10% canopy cover), and low timber volumes (<50 m3/ha), had higher burn probabilities. A 2015 burn probability map indicated that forests that did burn in 2015 (determined using independently mapped wildfires) had a median predicted burn probability of 81%, while the median burn probability for unburned forest area was 19%. This paper demonstrates the potential to generate detailed and spatially-explicit burn probability maps from time series remote sensing data to inform wildland fire risk modeling, management, and mitigation. This paper responds to recent challenges to geographers to explore spaces of homelessness other than those of the streets and other public spaces. It focuses on hidden homelessness, where individuals stay with family and friends in order to avoid living in homeless shelters or on the street. Based on interviews with fifty-six First Nations hidden homeless men and women living in Prince Albert, Saskatchewan, Canada, the paper explores participants' accounts of how they negotiated their relationships with their hosts in order to maintain access to shelter. Participants monitored the tension their presence created in the household and they used five strategies to attempt to manage household relations. They minimized their presence, provided services for other members, moved frequently, contributed to household budgets and ate little of the household's food. By focusing on relationships within the household, this paper extends contemporary research on the ways homeless people negotiate different social and spatial environments. [ABSTRACT FROM PUBLISHER]

Various studies conducted over the past three decades have highlighted the social, political, and economic impact that women homesteaders had on the western prairie region. Their involvement on the family homestead, whether taking part in subsistence and domestic chores or as workers in the fields, was a necessary aspect of the development and success of family farming and an agriculture-based economy in Western Canada. This paper reveals details of another aspect of family labor that often fell on the shoulders of women, that is, the provision of medical care needed to ensure the health of themselves, their spouses, and their children. Given the labor-intensive nature of the frontier lifestyle, the associated physical hazards, the number of disease-susceptible children in the region, and the scarcity of medical institutions and personnel, women were often called upon by their families and neighbors to deal with outbreaks of disease, injuries, and health crises. Using survey data collected by the Saskatchewan Archives Board in 1955 to illustrate the nature of the work performed, this paper argues that women's health care labor efforts were vital to the preservation of homesteading families in the prairie region. In Canada, over 300 heavy vehicles equipped with central tire inflation systems are being used in forestry, mining, and grain hauling. Since 1995, Saskatchewan Highways and Transportation has permitted truck fleets to operate with primary highway axle loads on secondary highways under a partnership program. This paper reports on the comparison of rutting progression on an accelerated field experiment utilizing standard and reduced tire pressures. The experiment was conducted by Saskatchewan Highways and Transportation in the Big Quill Lake area of southern Saskatchewan. The vehicles used in the experiment were nine-axle B trains, eight-axle B trains, and six-axle semi-trailers. The statistical analysis of rutting data presented in the paper shows that reduced tire pressures can effectively extend the pavement service life of gravel and thin membrane surfaced roads. On the thin membrane pavements, there was less rutting on the low-pressure lane until twice as many vehicles had trafficked the road, and rutting was no worse on the low-pressure lane even when 10 times as many vehicles had trafficked the road. It is argued that Saskatchewan Indian policy from 1944 to 1964 reflected the liberal values of equality, individualism and freedom. These values were the same as the values which were reflected in the Federal government's white paper on the "Statement of the Government of Canada on Indian Policy, 1969", which is said to have acquired near‐legendary status as a symbol of Canadian government insensitivity and ineptitude in the field of Indian policy. The liberal political philosophy underlying the white paper was not simply governmental, but was an idea which prevailed among the populace at the time. Saskatchewan policy in the area of the "Indian dilemma" is revealed to be reflective of the ideology and the proposed actions in dealing with the Aboriginal population. It was because the CCF relied on liberal principles of equality, which supported combating racial discrimination, that Indian policy ended up reflecting the Liberal federal programme's ideals. It is argued, however, that the CCF failed to realize that in order to fully bring about Aboriginal equal participation in society, they needed to recognize the national identity of the people and conduct relations on a nation to nation basis. This paper explores the reported ethnic self-identity of Saskatchewan residents with Ukrainian ancestry, the role of the Ukrainian language in this identity, and the correlation between the factors of ethnic identity, Ukrainian language proficiency, age, gender, and generation. The results show that most participants (Saskatchewan residents with Ukrainian ancestry) identify themselves as "Ukrainian Canadians," about a quarter of respondents identify themselves as "Ukrainian," and about 15% as "Canadian." The results confirm the importance of language in the construction of ethnicity. Most individuals with self-identified "Ukrainian" and "Ukrainian Canadian" ethnicities had Ukrainian as their sole mother tongue in childhood, whereas individuals who self-identify as "Canadian" did not. The use and knowledge of Ukrainian, as well as the level of comfort with the language, are the highest in the "Ukrainian" ethnic group, followed by the "Ukrainian Canadian" group, and are the lowest in the "Canadian" and "Other" groups. The study shows that the immigrant generation, gender, and experience with bilingual schools are also contributing social factors in perceived ethnic self-identity. The results suggest that the opportunities to take Ukrainian language courses in Saskatchewan could be improved. The study helps to establish the components of Ukrainian Canadian ethnicity and explore its diversity and complexity, particularly in relationship to the maintenance of the Ukrainian language. The book Direct Action, Deliberation and Diffusion: Collective Action After the WTO Protests in Seattle argues that the process of diffusion is dependent on social processes in the receiving context. The most important in social movements is an egalitarian and reflexive deliberation among diverse actors. The book traces the direct action tactics associated with the Seattle protests against the World Trade Organization in 1999 and how these spread to activists in Toronto and New York City. It shows how the structure of the political field, racial and class inequalities, identity boundaries, and organizational and conversational dynamics limited deliberation among activists, and thus limited the diffusion of the Seattle tactics. By constraining the spread of the Seattle tactics, this slowed the global justice movement's wave of protest. In this paper, I explore the application of and implications of this model of protest tactic diffusion to the recent Idle No More mobilizations. This paper explores the perceptions of policy makers and rural agricultural producers in respect of policy framing and adaptation to climate change, social learning and stakeholder input (participation) surrounding two successful agri-environmental programmes in Saskatchewan, Canada. Given the record of success of these two programmes in reducing vulnerability to climate change, this study provides an opportunity to explore certain attributes of adaptive management, including: what attributes make policy and programmes responsive; how government can frame programmes facilitating adaptation to climate change; what types of mechanisms can or should be used to engage with producers; and perhaps most importantly, what producers expect of government, government policies and programmes in relation to adaptation to climate change. The Taltson magmatic and Thelon tectonic zones have historically been considered parts of a single orogen recording collision between the Slave craton and Buffalo Head terrane to the Rae craton between 2.0 and 1.9 Ga. The Taltson–Thelon connection stemmed from recognition that the Taltson magmatic zone coincides with the Taltson aeromagnetic high that extends northward and merges with the Thelon aeromagnetic high. Analysis of geophysical data in this study, however, coupled with recent mapping, indicates that this magnetic high is underlain in large part by rocks of Taltson basement complex. In addition, both basement rocks and Taltson-age plutons can be traced eastward into northern Saskatchewan, below Athabasca Basin cover, and reappear/re-emerge to the south where they are truncated by the Virgin River shear zone (Snowbird tectonic zone). This paper presents new field, geochronological and geochemical data for the Lloyd domain of Saskatchewan bearing on the extent and nature of the Taltson orogen. The Lloyd domain is underlain mainly by magnetic dioritic–granodioritic orthogneisses and subordinate supracrustal rocks. It also hosts the Clearwater anorthosite complex, a ∼300 km 2 , northeast-elongate gabbro-anorthosite intrusion about 15 km northwest of the Virgin River shear zone. While previous geochronology established that some Lloyd domain orthogneisses are of Taltson (i.e., 1.98 Ga) age, geochronology presented herein has identified an appreciably older (ca. 2460 Ma) component. Geochemical study indicates that these older metaplutonic gneisses are distinguishable from younger (Taltson-age) ones based on trace element characteristics, but the true extent of basement rocks is impossible to evaluate. U–Pb geochronological data from the Clearwater anorthosite complex are complicated but allow interpretation that it was emplaced into this older basement complex at ca. 2.1 Ga and was subsequently metamorphosed during Snowbird orogenesis at ca. 1.9 Ga. Geochemical study also indicates that the Taltson-age quartz dioritic to granodiorite suite in Lloyd domain is chemically related but less evolved than the younger dominantly granitic, Taltson magmatic zone plutons of Alberta and N.W.T. The two are interpreted to be related and reflect gradual evolution of a subduction-related continental magmatic arc, challenging previous models invoking intra-plate magmatism. Collectively, these data, along with regional geological relationships, indicate that the Taltson orogen originally trended northwest–southeast and is a unique tectonic entity, distinct from the Thelon tectonic zone. Two alternative models are provided for Taltson orogeny. In the first, the Thelon orogeny develops along the margin of the Slave craton due to accretion of the Buffalo Head terrane between 2.0 and 1.95 Ga. In the meantime, the Taltson arc was built on the southwest margin of the Rae province as the now combined Slave craton and Buffalo Head terrane approached. Terminal collision of the Rae and Slave culminated with high-grade metamorphism between 1.94 and 1.93 Ga. In the second, the Slave craton was attached to the Rae craton far in advance of the Taltson orogeny, perhaps during the ca. 2.5–2.3 Ga Arrowsmith orogeny. In this model, the Taltson orogeny developed on the southwest margin of the amalgamated Rae-Slave craton due to accretion of the Buffalo Head terrane and the Thelon tectonic zone represents an intracontinental zone of reworking. Complex environment and resource policy issues such as wind energy planning can benefit greatly from public input but may also be challenging for the public to understand. This paper examines informational barriers to public engagement with policy, using a case study of wind energy planning in Saskatchewan, Canada. A document review showed four types of barriers to effective policy-public communication in the case study: non-intuitive information, misreported information, obsolete information, and absent information. We provide some intuitive solutions for these difficulties but also suggest that they may be strongly rooted in the inherent political incentives of policy-makers. [ABSTRACT FROM AUTHOR]

Abstract: This paper describes frazil ice events detected using upward looking sonars, one high (546kHz) and one low (235kHz) frequency, during the 2009/2010 freeze-up field deployment on the North Saskatchewan River, Edmonton, AB, Canada. The field acoustic data have been processed to compute time series of the depth averaged volume backscatter strength, S vd (dB). A review of three scattering models: the sphere, prolate spheroid, and disk models, together with their formulation, assumptions and limitations are presented. Estimation methods for the concentrations and sizes from S vd (dB) using scattering models are discussed. The applicability of the three scattering models to measuring suspended frazil ice was investigated using laboratory data reported by Ghobrial et al. (2012a). It was found that the laboratory measured concentrations were in a good agreement with concentrations estimated with these scattering models. It was also found that the disk model is the most applicable because it provides more realistic particle sizes. In total, eight frazil events were detected with the sonars during the field deployment. Preliminary linkages between the meteorological (air and water temperatures) and surface ice conditions measured at the site, and the duration and magnitude of the detected frazil events are presented. Both the laboratory results and the disk scattering model were used to estimate frazil ice concentration and sizes from the field data. Concentrations ranging between 0.01 and 0.05% and disk radii between 0.13 and 0.21mm have been estimated. [Copyright &y& Elsevier]

Abstract: This paper describes an algorithm that has been developed to process field data from two upward looking sonars, one high (546kHz) and one low (235kHz) frequency, a 2MHz current profiler and a monitoring station, to measure surface ice characteristics on the North Saskatchewan River in the north east of Edmonton, AB, Canada, during the 2009/2010 freeze-up season. The algorithm used to calculate pans/rafts drafts and lengths, and the surface ice concentration is described. The validity and the accuracy of this technique were tested and computed surface ice conditions are presented. For the purpose of examining the effects of hydro-meteorological conditions on measured pan characteristics, the freeze-up period was divided into three distinct stages depending on the measured surface ice concentration. Pan/raft drafts were found to range from 0.1 to 1.0m and pan/raft lengths from 0.6 to 8.0m. The sonar proved to be very accurate in detecting the exact surface ice conditions locally above the sonar beam. However, interpretation of the results can sometimes be challenging, especially when physical processes such as bridging affect local ice conditions. Therefore, additional visual observations (e.g. time lapse photography) of surface ice conditions are recommended to aid in the interpretation of sonar measurements. [Copyright &y& Elsevier]

The main objective of this paper was to study the swelling properties of Regina clay. The deposit comprises a topsoil (surface to 0.3 m depth), an expansive clay (0.3-8 m), and a bottom till (8-9 m). High liquid limit (70 ± 15 %) and plastic limit (33 ± 4 %) indicated high water retention and adsorption capacity for the clay. Irrespective of the cover type (vegetation and cracked road), the field water content in summer closely matched the plastic limit. The clay was characterized by medium-to-high swelling that was best predicted by SP = 0.16 ( I). The soil had 51 % clay minerals including smectite (32 %), illite (7 %), kaolinite (5 %), and chlorite (3 %). With a CEC of 40 cmol(+)/kg, Ca and Mg were found to be the main exchangeable cations: the specific surface area was 50 m/g. The SP and P for a 1.2 m deep sample measured 12 % and 260 kPa, respectively, and the estimated surface heave of 180 mm gradually diminished to 3.6 m depth. Background: This paper focuses on the qualitative component of a study evaluating a hope intervention, entitled Living with Hope Program (LWHP), designed to foster hope in female caregivers of family members living with advanced cancer. The purpose of this research is to share, in the form of a story, the experiences of rural female caregivers caring for family members with advanced cancer, focusing on what fosters their hope. Hope is a psychosocial and spiritual resource that has been found to help family caregivers live through difficult transitions and challenges. Methods: Twenty-three participants from rural Western Canada completed daily journal entries documenting their hopes and challenges. Cortazzi's (2001) method of narrative analysis was used to analyze the data, which was then transcribed into a narrative entitled 'hope against hope.' Results: The journal entries highlighted: the caregivers' hopes and what fostered their hope; the various challenges of caregiving; self-care strategies, and; their emotional journey. Hope was integrated throughout their entire experience, and 'hope against hope' describes how hope persists even when there is no hope for a cure. Conclusions: This research contributes to the assessment of caregiver interventions that impact hope and quality of life, while illustrating the value of a narrative approach to both research and practice. Journaling may be particularly valuable for rural caregivers who are isolated, and may lack direct professional and peer support. There is an opportunity for health professionals and other providers to foster a relationship of trust with family caregivers, in which their story can be told openly and where practitioners pay closer attention to the psychosocial needs of caregivers. Stakeholder participation is a vital component of successful Strategic Environmental Assessment (SEA). SEA, an evaluation of environmental and sustainability consequences of strategic initiatives prior to their implementation, seeks to ensure that various stakeholder perspectives are considered early in the strategic decision-making process. However, once the implementation decisions are taken, are the stakeholders consulted with, or involved in, strategy implementation and SEA follow-up? If so, how can participatory processes benefit delivery of strategies and follow-up? These questions remain largely unexplored due to the conventional focus on ex ante SEA and limited knowledge about SEA follow-up. This paper explores the role and potential of stakeholder participation processes in facilitating SEA follow-up in the case of a 20-year Pasquia-Porcupine Forest Management Plan (FMP), in Saskatchewan (Canada). Between 1936 and 1940, the Lady Tweedsmuir Prairie Library Scheme sent approximately 40,000 books to readers in rural areas of the western Canadian provinces of Manitoba, Saskatchewan, and Alberta. Founded and directed by Susan Buchan, Lady Tweedsmuir, the wife of the Governor General of Canada, after visiting Depression-ravaged Prairie communities, the Scheme received the support of philanthropic foundations in Canada and the United States, the Women's Institute, women's service organizations, and individual donors of books. While the Scheme is mentioned in passing in biographies and local histories, little is known about the scope and scale of its activities or how it was organized or operated. Using primary and archival sources in Canada and the United States, this paper explores the history of the Scheme and its role in the distribution of books, the promotion of literacy, and the creation of libraries in the Canadian West during the Great Depression. This paper explores changing roles in Canadian water management, by focusing on a case study of agriculture and water in Western Canada. Challenges in water management include unequal adaptive capacity, gaps in water and climate data, locally relevant options, short- and long-term planning, among others. This empirical study offers insight for improved water management decision-making for all regions. There is a need for improving and integrating water management with climate scenarios, collecting more and better water/climate data, improving water governance and long-term planning, and developing strong communication channels between governance organizations and local communities. Positive trends towards effective and adaptive water management include the incorporation of watershed groups, basin planning, and the use of multidisciplinary approaches to guide decision-making. This paper explores the methodological and organizational feasibility of conducting a water soft path study for Saskatchewan. Arguably, the methodology for soft path analysis is well developed and data availability for such a study in Saskatchewan is comparatively good. Given the many pressures on water resources in Saskatchewan, the timing is opportune for setting a different path for a water future in this prairie province that will enhance water security. The aim of the current paper was to examine the equivalence of the Early Development Instrument (EDI), a teacher rating measure of school readiness, for Aboriginal and non-Aboriginal children. The current study used an approach, which analyzes the structure and properties of the EDI at the subdomain level. Similar subdomain score distributions would suggest that the EDI measures subdomains similarly for both Aboriginal and non-Aboriginal groups, whereas systematic variations in distributions would suggest the presence of bias at the subdomain level. The EDI was completed on a population of kindergarteners in 2003 in Saskatoon, Saskatchewan, Canada. Results indicate that mean scores for all the domains and subdomains were significantly lower for Aboriginal children. However, the distributions of subdomains in which children were rated as 'challenges exist' were similar among both groups. The findings suggest an equivalent structure of the EDI at the subdomains level for Aboriginal and non-Aboriginal children. The next step is to examine the specific correlates, beyond the structure of the EDI, that are associated with disparities in EDI subdomain scores, such as contextual factors and social conditions. This paper critically examines diversity management in a multinational forest company in Saskatchewan, Canada. Drawing on insights from intersectionality theory, it highlights how white and Aboriginal women's experiences inform our understanding of workplace practices to include marginalized groups. Scholars in organization studies have critiqued diversity management for how its underlying individualism translates into a narrow understanding of difference. This critique is complicated by demonstrating how women's experiences and representations of diversity management were uneven. Women's portrayals of diversity management were structured by their gender, class, and by whether they were white or Aboriginal. Women's experiences and representations extend critiques of diversity management by uncovering some of the ways that corporate liberal ideology works through local constructions of difference. Summary: In recent years, climate change impacts on water resources sectors have been extensively documented. Anticipated changes range from more severe storms to more frequent floods and drought at regional scale. Pressure on water resources and hence on the environment will probably increase with the need of quality data for sustainable design of water resources projects. Therefore, for an optimal network design, hydrometric networks are to be reviewed periodically based on the information needs of the various end users and the perspective for future water resources development. This paper evaluates hydrometric networks to identify essential streamflow stations and critical areas (highly poor network density) within major watersheds across the different provinces of Canada using entropy theory. The method is applied to daily streamflow data and information coefficients such as marginal entropy, joint entropy and transinformation index are used for the identification of important stations as well as critical areas in the basin. The analysis results show that almost all Canadian main watersheds contain deficient hydrometric networks. The most deficient streamflow networks are identified in Alberta (North Saskatchewan, Oldman, and Red Deer basins), Northern Ontario (Hudson Bay basin), and the Northwest Territories. Abstract: Flooding and flood control long have been topics of concern for geographers and historians of North America, from Gilbert White''s foundational work to attempts to understand the recent disaster in New Orleans. This paper considers the problem of flood control along the Assiniboine River in the province of Manitoba, Canada. The first section addresses the local landscape and the larger context, explaining changes in the relevant human and physical geography. The second section examines efforts to mitigate flooding, focusing on how the risk of inundation was shifted in location (not eliminated altogether) and compounded through time (not progressively resolved). The third focuses on a further source of complexity: the contested character of government jurisdiction. This final section also addresses major mid twentieth century changes in mitigation efforts: in the light of flooding on an unprecedented scale, governments became more open to compromise and more willing to undertake substantial projects. Gilbert White asserted that while floods are natural occurrences, flood damages are the responsibility of humanity. The question of responsibility might seem relatively clear in relation to flood mitigation, given that dykes are human constructions. The history of flood mitigation along the Assiniboine would suggest, however, that assigning responsibility for the failures and successes of flood mitigation is not so straightforward. In this study, an inexact fuzzy chance-constrained two-stage mixed-integer linear programming (IFCTIP) approach is proposed for supporting long-term planning of waste-management systems under multiple uncertainties in the City of Regina, Canada. The method improves upon the existing inexact two-stage programming and mixed-integer linear programming techniques by incorporating uncertainties expressed as multiple uncertainties of intervals and dual probability distributions within a general optimization framework. The developed method can provide an effective linkage between the predefined environmental policies and the associated economic implications. Four special characteristics of the proposed method make it unique compared with other optimization techniques that deal with uncertainties. Firstly, it provides a linkage to predefined policies that have to be respected when a modeling effort is undertaken; secondly, it is useful for tackling uncertainties presented as intervals, probabilities, fuzzy sets and their incorporation; thirdly, it facilitates dynamic analysis for decisions of facility-expansion planning and waste-flow allocation within a multi-facility, multi-period, multi-level, and multi-option context; fourthly, the penalties are exercised with recourse against any infeasibility, which permits in-depth analyses of various policy scenarios that are associated with different levels of economic consequences when the promised solid waste-generation rates are violated. The concept of strategic environmental assessment (SEA) has received considerable attention in recent years; however, the focus has been on the pre-decision stages of policies, plans and programs with much less attention to post-decision follow-up and monitoring. In those instances where SEA followup has been addressed, it has been done so much more from a conceptual than a practical perspective. As a result, the principles and concept of SEA follow-up are moving forward but we know little of the practice itself. This paper explores the practice and utility of SEA follow-up for twenty-year forest management planning and assessment in Saskatchewan, Canada. To do this, we develop and implement an analytical framework consisting of the necessary strategic, design and procedural, and institutional principles to enable 'good' SEA follow-up. West Nile virus (WNV) infection in horses was first reported in Canada in 2001 and in the province of Saskatchewan in 2002. This paper outlines the surveillance results of WNV in Saskatchewan horses from 2003 to 2005 and describes the usefulness of its inclusion in an integrated surveillance program in Saskatchewan. The number of human and horse cases was highest in 2003, the epidemic year and then substaintially lower in 2004 and 2005. Horses provided additive information about WNV activity in rural areas with low human population, however, this required willingness and active participation by veterinarians and horse owners. Vaccination impedes the future use of horses in WNV surveillance for public health or veterinary purposes; however, for zoonoses where no vaccination is available, domestic animals would be useful components for surveillance. This paper examines the experience with regional cumulative effects assessment (CEA) in the Great Sand Hills, Saskatchewan, Canada, and the lessons that emerge for better practice. The benefits of a regional approach to CEA are widely discusssed; however, in practice, regional CEA, particularly in Canada, has fallen short of its potential. Part of the reason for this, arguably, is the lack of strategic frameworks to support good practice. Most attempts at regional CEA have been constrained by the strong influence of project-based environmental assessment, and are focused on modeling past and present stressors and responses, rather than on projecting cumulative trends and systematically identifying and evaluating desirable futures. Regional CEA is inherently futures-oriented. This paper describes single-date and multi-date land-cover classification accuracy results using segment-based, gap-filled Landsat 7 Enhanced Thematic Mapper data compared with Landsat 5 Thematic Mapper data captured one day apart. Maximum likelihood and Decision tree classification algorithms were evaluated. The same training and verification sets of ground data were used for each classification evaluation. For the comparison with the single-date classification, an average decrease of 2.8% in the classification accuracy was obtained with the use of the gap-filled Landsat data. Area estimates for the mid-summer images differed, on average, from 0.6% to 1.9% for a four-class and eight-class classification, respectively. A multi-date land-cover classification was also completed with the addition of a late spring Landsat 5 image, resulting in an average decrease in classification accuracy of 1.8%. This paper combines an agricultural production decision support tool, GrassGro, with economic risk efficiency theory to examine several cattle feeding options that include various grazing systems for three climatic environments in Saskatchewan, Canada. Historical weather data were used to simulate a distribution of forage and cattle production data for each of several grazing systems during a 21-year period, 1978–1998. Price variability was included by varying year 2000 prices using historical price margin changes between the buying and selling weights of cattle. The risk efficiency analysis was completed using the Mean Standard Deviation (MSD) framework, and stochastic dominance principles.Results of the study suggested that feeding systems, which included grazing, were economically competitive with traditional feedlot feeding systems and grain farming. Finishing cattle on pasture with the addition of a barley supplement was an attractive option, especially when high pasture productivity can be achieved. In all locations, more intense systems that included pasture fertilization and provision of an energy supplement, improved production and risk efficiency. Although the average net returns of all these feeding simulations were negative, the returns of traditional grain crops were even more negative. It is these negative returns in grain operations that lead to the incentive for producers to diversify into cattle production. Despite the negative net returns, the cash flow (range −$15.59 to $407.54 ha−1) was mostly positive in all three locations. [Copyright &y& Elsevier]

This paper is an analysis of income and expenditure patterns of two samples taken from First Nation communities in Saskatchewan. A number of hypotheses related to socioeconomic characteristics are tested. Contrary to the received view, it is found that the residents of the reserves are no worse off, by conventional standards of well-being, than their urban counterparts. In fact we found that the poverty rate in the urban sample was higher. Furthermore, those on the reserve had a higher educational attainment than those living off-reserve. For both communities, a minimum high school diploma significantly raises income, but trade certificates do not. [Copyright &y& Elsevier]

ABSTRACT Agricultural analysts have suggested that the emergence of an alternative agriculture system represents more than changes in practices; it is also thought to represents shift in environmental beliefs, values, attitudes, and norma. This means that conventional and alternative systems of agriculture represent distinct paradigm which are informed by two contradictory worldviews. Insofar as this claim is correct, ir is possible to delineate, target, and promote one paradigm, depending on the system of agriculture that policy makers wish to encourage, In this paper we seek to clarify the practical application of the two agricultural paradigm by examining the practices, beliefs, values, norms, and attitudes of farmers in southwest Saskatchewan, part of the semi-arid section of the North American Great Plains. Findings support the view that different farming systems correspond to different worldviews. This paper assesses the implications of globalisation for the social and cultural processes of adult education. It argues that fundamental changes in the nature of space and time in postmodemity render problematic deeply held notions about the role and purpose of adult education. Throughout modernity, emancipatory adult educators strove to resist dominating social forces by contesting their control of the space and time of ordinary people. The advent of new technologies has drastically altered the ways in which domination is effected in postmodemity. Today's enterprises do not attempt to dominate place to ensure efficient production and consumption. Rather, technologies of speed permit them instantly to control the actions of labourers and consumers without regard for distance. Adult educators who continue to understand the world using the geographic categories of modernity will be ill prepared to deal with forms of domination consolidating in the global age. Finding sustainable pathways to efficiently allocate limited available water resources among increasingly competing water uses has become crucial due to climate-change-induced water shortages and increasing water demand. This has led to an urgent need for the inclusion of economic principles, models, and methods in water resources management. Although several studies have developed macro-economic models to evaluate the economic impacts of alternative water allocation strategies, many if not most ignore the hydrological boundaries of transboundary river basins. Furthermore, of those using input-output (IO) models, only a handful have applied supply-side IO models. In this paper, we present one of the first attempts to develop an inter-regional, supply-side IO modelling framework for a multi-jurisdictional, transboundary river basin to assess the direct and indirect economic impacts of water supply restrictions due to climate and policy change. Applying this framework to the Saskatchewan River Basin in Canada encompassing three provinces, we investigate the economic impacts of two different water supply restriction scenarios on the entire river basin and its sub-basins individually. We find that in the face of climate-change-induced water shortage, economic losses can be reduced by almost 50% by adopting appropriate management practices, including prioritization of water allocation, using alternative water sources, and water re-use technologies. • Sectoral water use is incorporated into a supply-side input-output model. • The model is spatially disaggregated into 6 sub-basins across 3 Canadian provinces. • The model evaluates the economic impacts of alternative water allocation policies. • The model results assist policymakers prepare efficient water management plans. • Adopting proper policies, potential economic drought losses can be reduced by 50%.
