The article reports on the findings of Educational Policy Institute of Toronto, Ontario that money is being diverted in Canada from targeted programs that could better attract low-income students in an attempt to make university tuition fees more affordable. One of the initiatives to widen access to university is the increases in eligibility for student loans. The authors of the research claims that the move is not related to good public policy but more to do with cheap electoral politics.
