One hundred percent renewable energy systems have the potential to mitigate climate change, but large fluctuations in energy supply and demand make ensuring reliability a key challenge. A hypothetical future energy system developed for the UK features reduced total energy demand, increased electrification and 100% renewable and carbon-neutral energy sources. Hourly modelling of this system over a 10-year period shows that even in an integrated energy system there will be significant electricity surpluses and shortfalls. Flexible demand and conventional electricity and heat stores reduced the extremes but could not provide the capacity required. Carbon-neutral synthetic gaseous fuel could provide a flexible and quickly dispatchable back up system, with large storage and generation capacities comparable with those in the UK today. Making a low carbon economic future for the UK has been declared a key priority by both the previous Labour government and also the current coalition government. Yet there is a large gap between the symbolic representations of a low carbon future and their material manifestations in low carbon technologies and infrastructure in particular places. This paper addresses this gap through focusing on the organisation of urban low carbon transition activity. There is often significant capacity to act in reconfiguring urban energy systems that remains latent due to a missing organisational context for its co-ordination according to a mutually defined rationale or vision. This paper develops a conceptual framework to demonstrate and understand different modes of urban energy intermediation. Examples are used of intermediary organisation in London and Manchester to understand the strengths and partiality of each mode of intermediation and the necessity to integrate these different aspects of urban intermediary governance. This paper engages with the progressive politics of climate change and resource constraint developed by the Transition ‘movement’ which looks to develop a positive local politics of the transition to a low carbon economy and society. At the heart of this politics is a vision of economic localisation rooted in a geographical imaginary of market towns with agricultural hinterlands. Consequently, the question of how the Transition model can be applied in urban settings has not been clear, leading to the implicit assumption that urban Transition initiatives are more complex and difficult. In contrast, this paper argues that the plasticity of Transition politics means that, in some cases, an urban context might be more productive for the development of Transition initiatives because it allows for a greater diversity of political action as well as providing a density of networks and resources that can be critical for the survival of grassroots interventions. • A comparative societal exergy analysis of Ghana and the United Kingdom is performed. • Ghana's projected 5 %/year economic growth requires primary energy growth of 2 %/year. • Energy efficiency measures are ineffective due to economy-wide feedbacks. • Energy intensity is not an appropriate metric for primary energy reduction goals. • Absolute decoupling of energy from gross domestic product appears mission impossible. To meet climate change mitigation objectives, international institutions have adopted targets aimed at reducing or ending growth of primary energy consumption. Simultaneously, continued economic growth is forecasted to meet human development goals. Together, declining energy consumption and rising gross domestic product (GDP) is called "absolute decoupling." However, absolute decoupling is unprecedented for the world economy as a whole (since at least 1971). Is absolute decoupling "Mission impossible?" Given the high stakes, we need a clearer understanding of the extent of future energy–GDP decoupling. To gain that understanding, we perform societal exergy analyses using a novel Physical Supply Use Table framework to assess historical and future trends of primary energy consumption and economic growth for one medium human development index country and one very high human development index country, Ghana and the United Kingdom (UK), respectively. Three key results are obtained. First, we find that it will be very difficult to absolutely decouple primary energy consumption from economic activity. This is particularly true for Ghana's rapidly growing economy, where projected economic growth of 5.0 %/year will require growth of primary energy consumption of around 2.0 %/year. It is also true for the UK, where at best primary energy consumption appears constant into the future to provide a projected GDP growth of 2.7 %/year. Second, we find that energy efficiency is not an effective means to reduce primary energy consumption and associated carbon dioxide emissions due to economy-wide feedback effects, placing greater importance on decarbonizing the primary energy supply. Third, we find primary energy intensity is not an appropriate metric to measure energy reduction progress, because meeting primary energy intensity targets does not ensure absolute decoupling will occur.
