Background: The World Health Organization Astana Declaration of 2018 sees primary healthcare as key to universal health coverage and gives further support to the goal of building sustainable models of community palliative care. Yet evaluating the benefits of such models continues to pose methodological and conceptual challenges. Objective: To explore evaluation issues associated with a community-based palliative care approach in Kerala, India. Design: An illuminative case study using a rapid evaluation methodology. Methodology: Qualitative interviews, documentary analysis and observations of home care and community organising. Results: We appraise a community palliative care programme in Kerala, India, using three linked 'canvases' of enquiry: (1) 'complex' multi-factorial community-based interventions and implications for evaluation; (2) 'axiological' orientations that foreground values in any evaluation process and (3) the status of evaluative evidence in postcolonial contexts. Three values underpinning the care process were significant: heterogeneity, voice and decentralisation. We identify 'objects of interest' related to first-, second- and third-order outcomes: (1) individuals and organisations; (2) unintended targets outside the core domain and (3) indirect, distal effects within and outside the domain. Conclusion: We show how evaluation of palliative care in complex community circumstances can be successfully accomplished when attending to the significance of community care values. Learning from community-based palliative care provision The evaluation of any intervention or service will inevitably involve a series of decisions on what we measure, what criteria we use to judge whether the intervention has been successful (or not), what type of data we actually collect and what methods we use to do this. When evaluating a range of palliative care interventions, we suggest that these decisions have often been taken in a concealed way and tend to favour relatively narrow quantitative measures linked to end outcomes. Our paper reports on the evaluation of a community-based palliative care intervention on Kerala, India. In it, we suggest that such complex work requires a broader approach to evaluation that: makes the values being used to assess success explicit; draws on a range of data types; is interested in delivery processes; and places the voices of participants at the heart of the assessment. The current paper describes the shared ideas around feminism and social work profession. Based on the theoretical discourses, it attempts to contextualise the practice framework for feminist social work. It seeks to present few efficacious initiatives in the form of case studies from Indian grassroots and highlight various success stories based on social work practice from a feminist perspective. The central idea of the paper is to explore learning insights from the field based on successful practice based models and how these can be amalgamated to develop an indigenous framework for the practice of feminist social work in India. Multicriteria mathematical modeling is an analytical framework for formally describing real‐life problems involving multiple and conflicting objectives. In the past decade, multicriteria decision‐making techniques have been applied in almost every area of the decision‐making including energy‐economic planning and sustainable development. Various mathematical and analytical models have been presented for the sustainable development planning and their assessment. In this paper, we discuss an approach related to multicriteria decision‐making and apply it for the assessment of the sustainable development goals of India by the year 2030. In the INDC report submitted to United Nations Framework Convention on Climate Change (2015, http://www..unfccc.int/submissions/INDC/Published%20Documents/India/1/INDIA%20INDC%20TO%20UNFCCC.pdf), India has identified many goals related to the sustainable development like energy consumption, greenhouse gas emissions, GVA growth, and an increase in the employment by the year 2030. This paper overcomes the energy resource allocation problem in related literature due to the lack of sectorial data for the same year by calculating the estimates for each sector for the year 2030. We presented a multicriteria decision‐making model which allocates public labor force in the key economic sectors of India. The presented model is validated with the data of the key economic sectors and their contribution in the identified goals. The paper provides a decision support for the better management of future sustainable policies by assessing the efficiencies of the current policies toward future sustainable goals. We evaluated the identified goals using the multicriteria decision‐making approaches so that the strategic planning can be implemented by the policy makers and to present a quantitative justification of planning strategies. Abstract: By analyzing COSMIC data, found more than 50% reduction in electron density during a solar eclipse at the F2-layer and above, with the peak of ∼70% at 370km. So great eclipse effect on topside ionosphere was very abnormal and much different from previous studies. However, by comparing the cosmic data with IRI results, we find that the abnormal reduction comes mainly from the significant local time variation at sunrise, not from the eclipse effect. Furthermore, we simulated the eclipse effect by using a theoretical model to confirm our analysis. [Copyright &y& Elsevier]

In this paper, we have proposed a stochastic Knapsack Problem (KP) based mathematical model for small-scale vegetable sellers in India and solved it by an advanced Genetic Algorithm. The knapsack problem considered here is a bounded one, where vegetables are the objects. In this model, we have assumed that different available vegetables (objects) have different weights (that are available), purchase costs, and profits. The maximum weight of vegetables that can be transported by a seller is limited by the carrying capacity of the vegetable carrier and the business capital of the seller is also limited. The aim of the proposed mathematical model is to maximize the total profit of the loaded/traded items, with a set of predefined constraints on the part of the vegetable seller or retailer. This problem has been solved in a Type-2 fuzzy environment and the Critical Value (CV) reduction method is utilized to defuzzify the objective value. We have projected an improved genetic algorithm based approach, where we have incorporated two features, namely refinement and immigration. We have initially considered benchmark instances and subsequently some redefined cases for experimentation. The novel coronavirus that shook the world population has restructured the world order. While the scientists are grappling hard to find a solution to the imminent problem at hand, the pandemic has thrown the human race into a perplexed stage questioning and mostly changing everything they believed in. The pandemic has replaced human beings as social animal to virtual being. The social distancing mandate required for the survival as propounded by WHO has forced individuals to keep the other humans at bay. The present paper is an attempt to look at the changes the world is facing with respect to the social, cultural, economic, and psychological aspects with a special focus on the internationally acclaimed Kerala model of survival. Kerala, a small state located within the southern peninsula of the country has played an important role in containing the spread of the virus despite its larger population density. Drawing on critical theoretical perspectives and ethnographic field research related to HIV/AIDS in northern India, this paper argues for a cultured-centered approach to stigma reduction interventions and communication practices that are based on an assessment of larger social and structural processes on the one hand and the lived experiences and narratives of people living with HIV (PLWH) on the other. This paper suggests that while the complex nature of stigma, particularly as it relates to HIV/AIDS, makes it difficult to understand and respond to, this problem is further exacerbated by a largely individual and behavior-centered research that still dominates the field of Health Communication. Such research sees human cognition as the main source of stigma and underplays issues of power, structure, domination, and control. More specifically, and with concrete examples from the everyday lived experiences of PLWH – such as their experiences within family and health-care settings, this paper demonstrates how power and structure deeply impact their lives and remain central to their experience of (and resistance to) stigma, thus opening up space for alternative theorizing and practices in Health Communication. A robust mathematical model is presented in this paper for the multi-connected domain with variable bathymetry using dual reciprocity boundary element method (DRBEM) to analyze the combined effects of wave diffraction-refraction and reflection on the arbitrarily shaped harbor. The influence of sloping bathymetry and the impact of the bottom friction on the harbor resonance are investigated. The fluid domain is primarily separated into two regions Region-I (open sea region) and Region-II (harbor region). Further, Region-II is divided into multi-connected regions. The mild slope equation is rearranged to obtain the non-homogeneous Helmholtz equation, and utilizing the ordinary boundary element method to this non-homogeneous equation, the non-homogeneous part will convert into a domain integral. The present model is verified by comparing it with the analytical examination of Wang et al.2015; Shao et al.2017. The wave amplification is determined for the T-shaped and TT-shaped domains to analyze the influence of bottom friction, and slopping bathymetry. At this moment in time, an outbreak of COVID-19 is transmitting from human to human. Different parts have different quality of life (e.g., India compared to Russia), which implies the impact varies in each part of the world. Although clinical vaccines are available to cure, the question is how to minimize the spread without considering the vaccine. In this paper, via a mathematical model, the transmission dynamics of novel coronavirus with quarantine and isolation facilities have been proposed. The examination of the proposed model is set in motion with the boundedness and positivity of the solution, sole disease-free equilibrium, and local stability. Then, the condition for the existence of sole endemic equilibrium and its local stability has established. In addition, the global stability of the endemic equilibrium for a special case has been investigated. Further, it has shown that the system undergoes a transcritical bifurcation. To reduce the pollution from the atmosphere or polluted cities like the capital city Delhi of India, use of artificial rain is a solution. In this paper, we have proposed and analyzed a nonlinear mathematical model to reduce the pollution level by rain making. In the proposed model five variables are considered, namely; (i) number density of water vapor, (ii) number density of cloud drops, (iii) number density of raindrops, (iv) cumulative concentration of aerosols, and (v) concentration of pollutant particles suspended in the region of consideration. The effect of environmental fluctuations has been studied with the help of Lyapunov functionals. The model is analyzed in the presence of white noise and proved that if rain persists, the pollutants can be totally washed out. It has been observed that the environmental disturbances are not much favorable in such experiments as the presence of environmental disturbance may destabilize the system. In this paper, the performance of a PVT (photovoltaic thermal) air collector with V-groove absorber in the air channel is theoretically and experimentally examined under different climate conditions of Ghaziabad city, India, in summer, June 2019. A low power brushless DC fan is fixed at the input of the air-channel to ensure the circulation of air through the V-groove. The energy balance equation is developed with the matrix-inversion method to estimate the PV (photovoltaic) cell and air output temperatures. The theoretical results obtained using mathematical modeling has been compared with that of the real-time experimental results. The electrical, thermal, and overall efficiencies for the theoretical and experimental studies are found in the range of 10.39–10.26%, 41.78–41.57%, and 52.17–51.81%, respectively. It has been observed that the theoretical results are coherent with experimental results for the proposed model achieving an accuracy of 98.98%, 99.43%, and 99.31% for electrical, thermal, and overall efficiencies, respectively. Introduction: Although India has made significant progress in institutional delivery after the implementation of the National Rural Health Mission under which the Janani Suraksha Yojana (JSY) is a sub-programme which played a vital role in the increase of institutional delivery in public facilities. Therefore, this paper aims to provide an understanding of the JSY coverage at the district level in India. Further, it tries to carve out the factors responsible for the regional disparity of JSY coverage at district levels. Methods: The study used the National Family Health Survey data, which is a cross-sectional survey conducted in 2015–16, India. The sample size of this study was 148,145 women aged 15–49 years who gave last birth in the institution during 5 years preceding the survey. Bivariate and multivariate regression analysis was used to fulfill the study objectives. Additionally, Moran's I statistics and bivariate Local Indicator for Spatial Association (LISA) maps were used to understand spatial dependence and clustering of JSY coverage. Ordinary least square, spatial lag and spatial error models were used to examine the correlates of JSY utilization. Results: The value of spatial-autocorrelation for JSY was 0.71 which depicts the high dependence of the JSY coverage over districts of India. The overall coverage of JSY in India is 36.4% and it highly varied across different regions, districts, and even socioeconomic groups. The spatial error model depicts that if in a district the women with no schooling status increase by 10% then the benefits of JSY get increased by 2.3%. Similarly, if in a district the women from poor wealth quintile, it increases by 10% the benefits of JSY also increased by 4.6%. However, the coverage of JSY made greater imperative to understand it due to its clustering among districts of specific states only. Conclusion: It is well reflected in the EAGs states in terms of spatial-inequality in service coverage. There is a need to universalize the JSY programme at a very individual level. This paper examines the role of service climate (SC) in the link connecting human resource management practices (HRMP) to commitment to service quality (CSQ). Data were collected from 1236 hospital staff working in different private hospitals in India. The model linking HRMP to CSQ with the moderation of SC was tested using Hayes PROCESS. Results revealed that human resource management practices found to be influencing CSQ and with the interaction of SC the effect is further augmented. Internet technology has flourished in India keeping pace with other developing countries. In keeping pace with this advancement, the Internet of Things (IoT) technology is also spreading in India. Government of India (GOI) has realised IoT's business prospect and published draft policy on IoT in 2015. To achieve a better result, the prospective users are required to be kept aware regarding the prospect of IoT and for this, social media is expected to play a pivotal role. Social media can highlight advantages of IoT and in turn, these advantages would be made known to other potential users through Word of Month (WOM). This would bring in projection of a new business paradigm as contemplated by GOI. The purpose of this paper is to identify the factors affecting actual use of IoT by the potential users of India and to develop a conceptual model. The model has been verified through survey with inputs from 208 participants identified from three metropolitan cities of India. The responses have been quantified through 5-Point Likert scale. Abstract Sex work-related stigma is prevalent in urban India. While HIV-stigma is often discussed in urban Indian health contexts, rarely is sex work-related stigma investigated as it shapes sex workers' health experiences. This paper discusses the findings of an ethnographic study with women who practice sex work (WPSW), healthcare providers, and NGO workers in Delhi, India over seven months in 2017. We apply a tri-tiered model of stigma as constituted of experiential, symbolic, and structural forms, to better understand how WPSW experience sex work-related stigma as it relates to their health. Identifying and understanding manifestations and experiences of stigma is crucial to supporting WPSW health. We conclude that in the face of criminalized legal contexts, both non-governmental and governmental interventions to improve WPSW's health must contend with their own tendencies to reinforce prevailing stereotypes and symbols that stigmatize sex work and the people who engage in it. Issues surrounding migration are receiving unprecedented attention at the global, regional, as well as national levels. However, a review of the literature shows that there is more focus on international migration compared to internal migration. Further, there is more emphasis on issues related to the migration destination rather than those at the source of migration. Using the cultural preparation process model as a framework, this paper aims to understand the career and livelihood planning needs of those who are left behind. The left-behind families of pine resin tappers in the Changar region of the Indian Himalayas are presented as a case study to draw the attention of career guidance and counselling professionals to this unattended population. In a series of research articles El-khorazaty, Horne and Suchindran have showed how one can derive for any given population indirectly various childbearing and Bongaart fertilityinhibiting indices using only given information on the ASFRs, and the mathematical and regression models suggested by them. Very recently Bongaart revised his old model and suggested a set of new revised formulae to estimate various fertility-inhibiting indices. Following El-Khorazaty and Horne it is aimed to show in the present paper how one can derive various Bongaart revised fertility-inhibiting indices from the given information on various childbearing indices which were further seen derived from the only given information on TFR and a set of regression models that were earlier suggested by the first author and it is shown that the present study succeed in giving meaningful estimates for India its States, UTs, and Districts. Various regression models referring to estimation of childbearing indices used in this study were developed earlier by Ponnapalli using the state level time series of ASFRs overtime of the SRS of India and Horne et al., mathematical model. The regression models used in indirect estimation of the fertility-inhibiting indices from the TFR and also from the childbearing indices were developed by Ponnapalli using the Bongart indices of the DHS surveys earlier given by Bongaart in his revised recent study. Purpose – A public health approach for promoting mental health has become a major health policy agenda of many governments. Despite this worldwide attention on research addressing population mental health and general wellbeing, very little is heard on positive mental health from the low-and middle-income countries. This paper aims to present an attempt to develop a model of positive mental health among young people. This could be used for integrating the concept of positive mental health (PMH) into public health interventions. Design/methodology/approach – The study was conducted in the state of Kerala, India. The paper administered the “Achutha Menon Centre Positive Mental health Scale” to a sample of 453 (230 men and 223 women) in the age group 18-24, along with an interview schedule exploring the relationship of PMH with many explanatory variables such as sex, beliefs, religion, education, employment and social capital. The paper developed an input path model through a series of multiple regressions explaining the levels of PMH in the community, which was then tested statistically (using AMOS version 7.0). The input model was created by identifying the determinants and correlates of PMH based on their predictive power on the outcome variable, the PMH score. The input diagram was used to test the model fit of the data. Findings – The path model (Figure 1) clearly specified the determinants of PMH. Among them, the variables that have a direct determinant effect on PMH are: quality of home learning environment, employment status, education status, marital status, self-perception on possession of skills, happiness with life, membership in social organizations and socializing capability. Research limitations/implications – In this study, path model is used to confirm relationships among observed and latent variables. The path diagram assesses the comparative strength of the correlations between the variables and does not test the directionality. Or, the model itself cannot prove causation. Practical implications – Determinants of PMH those are amenable to interventions as well as those which help in recognizing characteristic groups for intervention could help to plan future intervention programs. The climate change induced by global warming has raised concerns over safety of coastal and offshore infrastructure. At several places in the world therefore studies are being made to know the effect of such change on design and operational ocean parameters. This paper is oriented in this direction and its aim is to specify future changes in the design significant wave height (Hs) over a series of locations along the Indian coastline. Thirty-nine sites were selected along the 7000-km-long Indian coast and design Hs with a return period of 100 years were calculated on the basis of past as well as future wave data of duration 27 years each. The simulation of waves was done by running a numerical wave model forced by wind derived from a modeling experiment called CORDEX. Fitting of data to Generalized Pareto Distribution gave the 100-year Hs at all 39 locations. The results indicate that the design Hs calculated on the basis of projected data was much higher than the one based on historical data. Such increase was as small as 5 % and as high as 58 % as per the location. The west coast sites showed a higher rise in the Hs value than the east ones. [ABSTRACT FROM AUTHOR]

This paper explores assets for health and well-being for women in extremely poor rural areas in Ghana, Haiti, India, the Philippines, and Tanzania. Data were collected through individual interviews and focus group interviews with local women. The paper asks (i) which assets women draw on for well-being in resource-poor settings, and (ii) whether an assets approach, as understood in the Salutogenic Model, is appropriate and meaningful in the most deprived areas. Low levels of natural, material and infrastructural resources were reported by the respondents to cause stress, and assets of a human, social and cultural character were identified as being important in coping with this stress. By mobilizing the capacity and assets of people and places, local development initiatives will make sense logically (comprehensibility), they will be perceived to be practically realistic (manageability), and they will be motivating because they are meaningful, based on involvement in decision-making (meaningfulness). The assets focus must co-exist with initiatives to improve distributional justice. Abstract: An innovative energy model is explored for techno-economic feasibility evaluation, taking into consideration the geographical advantages, government policies, regional incentives and energy certificates. In India, two energy certification schemes have been started, namely, the Renewable Energy Certification (REC) mechanism, successfully implemented in India during 2011, and the Perform, Achieve and Trade (PAT) for the Enhanced Energy Efficiency Programme in 2012. This paper reviews the state of the art in designing an energy model at a specific location, with the consideration of solar, wind and ground sources for renewable energy and fossil fuel, to gain optimum performances in energy certificate scenario. The key design issues about boundary and target settings for REC and PAT energy certificates are discussed to review the financial performance of the schemes taking into considerations energy generators, designated consumers and traders in the market. Due to major impact of micro-medium and small industries (MSME) on Indian economy, this paper discusses the possibilities of inclusion of MSME in PAT scheme. One more addition in PAT scheme, with respect to large unit with marginal available fund for technology upgradation/financially sick unit, invites the creation of consolidated fund, which will support technology absorption and role of state Government policies for funding this mechanism. The energy model provides the estimation and prediction of hybrid power generation in regard to the parameters of resource potential, technology, efficiency and consumption pattern. The issue of ranking higher education institutions has drawn much attention as of late. Many ranking models are being introduced; however, only a few of them incorporate quality dimensions rather than just absolute number of published papers, awards gained, etc. As a possible remedy to the issue, we applied statistical I-distance method on a dataset presented by SCImago Institutions Rankings methodology. Results pointed out that quality indicators such as 'Excellence Rate' and 'Normalized Impact' are far more important than gross number of published papers. Serving people with HIV encompasses the traditional social work role of advocate for an under-served client population and poses professional challenges for all social work professionals. This issue makes social work practice more distinct in an Indian setting, due to the complex multi-pluralistic nature of society and the need for multi-pronged interventions. The current paper begins with a brief introduction of the contemporary scenario of HIV in an Indian setting. It then examines the multiple levels of intervention at the grassroots. Citing various case studies from the field, the paper analyses social work roles, tasks, and challenges in the field of HIV. The uniqueness of the paper lies in its analysis of several models being implemented by non governmental organisations to deal with the issue. Adopting the theoretical framework of social work practice, it explores the role of social workers in HIV testing, crisis intervention, counselling, building support groups, awareness generation with various stakeholders e.g. schools, community, formation of advocacy groups, developing innovative programmes. The paper also seeks to critique several micro and macro-level field projects. Abstract: In recent years the decentralized rural electrification is becoming cost effective and convenient for areas where grid extension is very difficult. The present paper deals with the electrification of dense forest areas of Uttarakhand state in India by Integrated Renewable Energy Optimization Model (IREOM). The IREOM consists of locally available renewable energy resources such as Micro-Hydropower (MHP), biomass, biogas, wind and solar photovoltaic (SPV) systems have been used to meet electrical energy and cooking energy needs of a cluster of villages. The paper includes the selection of different system components, sizing and development of a general model to find out optimal combination of energy subsystems for the selected study area in order to minimize the cost of energy (COE) generation for a required reliability values. The sizing of different renewable energy system components has been carried out so that they are suitable for four different seasonal load profiles. The two reliability values are considered for the selection of optimum solution of year round application. The model developed for this purpose, has been found to be quite useful in optimizing the renewable energy system sizes that are available in market. Abstract: One of the major concerns of any service organisation is the time customers have to spend waiting for service. As is well known, waiting time depends on a number of quantities, such as the system arrival rate, service rate, type of services, time of the day, and efficiency of the servers. In this paper, we propose a service model appropriate in the Indian banking industry and discuss the effectiveness of various solutions using simulation. Abstract: Representation and quantification of uncertainty in climate change impact studies are a difficult task. Several sources of uncertainty arise in studies of hydrologic impacts of climate change, such as those due to choice of general circulation models (GCMs), scenarios and downscaling methods. Recently, much work has focused on uncertainty quantification and modeling in regional climate change impacts. In this paper, an uncertainty modeling framework is evaluated, which uses a generalized uncertainty measure to combine GCM, scenario and downscaling uncertainties. The Dempster–Shafer (D–S) evidence theory is used for representing and combining uncertainty from various sources. A significant advantage of the D–S framework over the traditional probabilistic approach is that it allows for the allocation of a probability mass to sets or intervals, and can hence handle both aleatory or stochastic uncertainty, and epistemic or subjective uncertainty. This paper shows how the D–S theory can be used to represent beliefs in some hypotheses such as hydrologic drought or wet conditions, describe uncertainty and ignorance in the system, and give a quantitative measurement of belief and plausibility in results. The D–S approach has been used in this work for information synthesis using various evidence combination rules having different conflict modeling approaches. A case study is presented for hydrologic drought prediction using downscaled streamflow in the Mahanadi River at Hirakud in Orissa, India. Projections of n most likely monsoon streamflow sequences are obtained from a conditional random field (CRF) downscaling model, using an ensemble of three GCMs for three scenarios, which are converted to monsoon standardized streamflow index (SSFI-4) series. This range is used to specify the basic probability assignment (bpa) for a Dempster–Shafer structure, which represents uncertainty associated with each of the SSFI-4 classifications. These uncertainties are then combined across GCMs and scenarios using various evidence combination rules given by the D–S theory. A Bayesian approach is also presented for this case study, which models the uncertainty in projected frequencies of SSFI-4 classifications by deriving a posterior distribution for the frequency of each classification, using an ensemble of GCMs and scenarios. Results from the D–S and Bayesian approaches are compared, and relative merits of each approach are discussed. Both approaches show an increasing probability of extreme, severe and moderate droughts and decreasing probability of normal and wet conditions in Orissa as a result of climate change. This paper examines the decentralization process in the state of Maharashtra. Among the states in India, Maharashtra's efforts at decentralization are regarded as a success story. Using cross-section data for 243 urban local governments, the paper examines the flypaper effect, that is, the expenditure stimulus of grants from the state government to the urban governments. The significance of spatial factors has been highlighted in the study. The models have been estimated using spatial econometric techniques. This paper focuses on irrigation schemes under rotational water supply in arid and semiarid regions. It presents a methodology for developing plans for optimum allocation of land area and water, considering performance measures such as productivity, equity and adequacy. These irrigation schemes are characterized by limited water supply and heterogeneity in soils, crops, climate and water distribution network, etc. The methodology proposed in this paper, therefore, uses a previously developed simulation–optimization model (Area and Water Allocation Model, AWAM) that considers the heterogeneity of the irrigation scheme in the allocation process, and modifies this to take account of equity and adequacy of supply to irrigated areas. The AWAM model has four phases to be executed separately for each set of irrigation interval over the irrigation season: 1. generation of irrigation strategies for each crop–soil–region combination (CSR unit), 2. preparation of irrigation programmes for each irrigation strategy, 3. selection of specified number of irrigation programmes for each CSR unit and 4. optimum allocation of land area and water to different parts of the irrigation scheme (allocation units) for maximizing productivity. In the modified AWAM model, the adequacy is included at Phase-2 (by including only the irrigation programmes for full irrigation of each CSR unit) and equity is included at Phase-4 (by including the constraints for equity). The paper briefly discusses the applicability of the modified AWAM model for a case study of Nazare medium irrigation scheme in Southern India. The paper proposes a structured model for evaluating vendor selection using the analytical hierarchy process (AHP) and fuzzy AHP. The model is developed using evidence from an empirical study. The paper aims to demonstrate how the model can help in solving such decisions in practice. A usability evaluation of the AHP-based model with three vendors is discussed. It also examines the structure of the decision hierarchy, whether it can represent vendor selection decisions in reality and whether it covers all key factors affecting vendor selection choices. Background: Equity and justice in healthcare payment form an integral part of health policy and planning. In the majority of low and middle-income countries (LMICs), healthcare inequalities are further aggravated by Out of Pocket Expenditure (OOPE). This paper examines the pattern of health equity and regional disparities in healthcare spending among Indian states by applying Andersen's behavioural model of healthcare utilization. Methods: The present study uses data from the 66th quinquennial round of Consumer Expenditure Survey, of the National Sample Survey Organization (NSSO), conducted in 2009-10 by Ministry of Statistics and Programme Implementation (MoSPI), Government of India (GoI). To measure equity and regional disparities in healthcare expenditure, states have been categorized under three heads on the basis of monthly OOPE i.e., Category A (OOPE > =INR 100); Category B (OOPE between INR 50 to 99) and Category C (OOPE < INR 50). Multiple Generalised Linear Regression Model (GLRM) has been employed to explore the effect of various socio-economic covariates on the level of OOPE. Results: The gap in the ratio of average healthcare spending between the poorest and richest households was maximum in Category A states Category B (richest/poorest = 14.60), followed by (richest/poorest 11.70) and Category C (richest/poorest 11.40). Results also indicate geographical concentration of lower level healthcare spending among Indian states (e.g., Odisha, Chhattisgarh and all the north-eastern states). Results from the multivariate analysis suggest that people residing in urban areas, having higher economic status, belonging to non-Muslim communities, non-Scheduled Tribes (STs), and non-poor households spend more on healthcare than their counterparts. Conclusions: In spite of various efforts by the government to reduce the burden of healthcare spending, widespread inequalities in healthcare expenditure are prevalent. Households with high healthcare needs (SCs/STs, and the poor) are in a more disadvantaged position in terms of spending on health care. It has also been observed that spending on healthcare was comparatively lower among backward or isolated states. No doubt, the overall social security measures should be enhanced, but at the same time, looking at the regional differences, more priority should be assigned to the disadvantaged states to reduce the burden of OOPE. A key agenda of policy-makers in both the developing and the developed worlds is to have an inclusive growth. Financial services have been recognised as one of the fundamental services that have the potential to achieve this objective and help move towards a more just and equitable society. This paper attempts to assess the impact of three information and communication technology-driven initiatives in the field of financial services by differentiating them on the basis of service design. This study goes beyond the stated objective of these services and uses Sen’s capability perspective to study their impact across three non-economic outcome variables viz. literacy, service-specific well-being and empowerment. The data for the study are collected from the urban poor across different locations in a large metropolitan city in South India where the three different services are being offered. The study follows a quasi-experimental design (field study) and ensures matching of the treatment and control groups through propensity score matching. The matched data are analysed using an independent samplet-test. The result of the analysis shows that service design plays a key role in increasing service literacy, improving service-specific well-being and empowering end users. The study suggests that the true challenge for providers (government and partner agencies) of these services is in designing a service that ensures a balance of structure and flexibility without constraining the choice of end users through innovative service blueprints. This paper responds to the recent advocacy of subjective wellbeing in policy evaluation with an investigation of food security in rural Chhattisgarh, India, in 2010-2013. Conceptually, it suggests the need to move beyond a primary focus on happiness to consider a broader-based investigation into people's subjective perceptions. In particular, it introduces a multi-domain model with some affinities to the capability approach, which asks what people think and feel themselves able to be and do. Methodologically, it suggests that the primary reliance on quantitative measures should be complemented by more qualitative approaches to give a more rounded appreciation of how people view their lives. Three approaches are presented: qualitative analysis of interview text; statistical analysis comparing a single measure of happiness with a broader, domain-based approach; and mixed qualitative and quantitative data generated from an individual case. Common information model (CIM) in vogue represents transmission and distribution components, and market operations in the perspective of electrical system, as unified modeling language (UML) objects. UML is object centric. CIM can offer interoperability and facilitate model exchange for large systems and is being adopted by many utilities. However, dealing effectively with multiple business processes is the backbone of the restructured power systems. Since CIM lacks chronological process sense, this has to be superimposed on CIM models, which is not easy due to inherent limitations of UML. To overcome this, this paper proposes to utilize business process modeling notation (BPMN) standards as a kind of pre-processor. BPMN is used to represent process centric interoperability requirements as business objects. UML object representation in CIM model is derived subsequently from it. The proposal is illustrated with an application use case—deriving CIM model of day-ahead market (DAM) transaction of distribution company, from its business process representation. Semantic model of DAM transaction using CIM IEC 62325 (Markets) and extensions required are presented with a sample Indian system. Abstract: This paper examines the contrast between China's and India's universal service policies as manifestations of the two states' differing self-conceptualizations and legitimation strategies. We examine the timeline of universal service policies in the two countries, differentiating between the territorial, demographic and layered dimensions of universal service. The analysis reveals many similarities between the two countries, as well as some differences primarily related to the mode of funding universal service programs and the lead China has taken in deploying informatization services. We identify some of the proximate causes that resulted in these policy decisions. Construction process activities are very complex in nature and there have been attempts to simulate them via numerous methods. Manual work, which constitutes a large proportion of total construction in India and developing countries, requires emphasis. Field data-based mathematical simulations develop an empirical relation between inputs and outputs; once the model is developed and weaknesses have been identified, methods can be easily improved and optimised for output goals. This paper covers in detail the process of developing models for the rebar cutting subactivity of reinforced concrete construction in residential buildings. Abstract: India is fast emerging economy in Asia and world. India's manufacturing sector is growing faster and domestic demand is also increasing. India has a severe electricity shortage. It needs massive additions in capacity to meet the demand of its rapidly growing economy. To maintain the pace of economic growth with reduction in emission of greenhouse gases, India must reduce its dependency on fossil fuels for electrification. Hence the requirement of solar power installations in India has increased. In this context, this study aims to develop a structural model of the barriers to implement solar power installations in India. Thirteen relevant barriers to implement solar power installations have been identified from the literature and subsequent discussions with experts from academia and industry. Contextual relationships among these barriers have been identified and interpretive structural modeling (ISM) technique based, a structural model of barriers to implement solar power installations in India has been developed. MICMAC analysis has also been used to carry out the classification of barriers based on dependence and driving power. One barrier has been identified as top level barrier and six bottom level barriers. This paper also suggests the different ways of removal of these barriers. Better understanding of these barriers would help organizations and government bodies to prioritize and manage their resources in an effective and efficient way so that maximum number of solar power projects can be installed in India. Monsoon depressions, that form during the Indian summer monsoon season (June to September) are known to be baroclinic disturbances (horizontal scale 2,000-3,000 km) and are driven by deep convection that carries a very large vertical slope towards cold air aloft in the upper troposphere. Deep convection is nearly always organized around the scale of these depressions. In the maintenance of the monsoon depression the generation of eddy kinetic energy on the scale of the monsoon depression is largely governed by the 'in scale' covariance of heating and temperature and of vertical velocity and temperature over the region of the monsoon depression. There are normally about 6-8 monsoon depressions during a summer monsoon season. Recent years 2009, 2010 and 2011 saw very few (around 1, 0 and 1 per season respectively). The best numerical models such as those from ECMWF and US (GFS) carried many false alarms in their 3-5 day forecasts, more like 6-8 disturbances. Even in recent years with fewer observed monsoon depressions a much larger number of depressions is noted in ECMWF forecasts. These are fairly comprehensive models that carry vast data sets (surface and satellite based), detailed data assimilation, and are run at very high resolutions. The monsoon depression is well resolved by these respective horizontal resolutions in these models (at 15 and 35 km). These models carry complete and detailed physical parameterizations. The false alarms in their forecasts leads us to suggest that some additional important ingredient may be missing in these current best state of the art models. This paper addresses the effects of pollution for the enhancement of cloud condensation nuclei and the resulting disruption of the organization of convection in monsoon depressions. Our specific studies make use of a high resolution mesoscale model (WRF/CHEM) to explore the impacts of the first and second aerosol indirect effects proposed by Twomey and Albrecht. We have conducted preliminary studies including examination of the evolution of radar reflectivity (computed inversely from the model hydrometeors) for normal and enhanced CCN effects (arising from enhanced monsoon pollution). The time lapse histories show a major disruption in the organization of convection of the monsoon depressions on the time scale of a week to 10 days in these enhanced CCN scenarios. Abstract: Jharia coalfield, located in Dhanbad district of the Jharkhand state, is one of the most important Gondwana coalfields in India in terms of its prime coking quality of coal and its vast coal resources. Various agencies had carried out exploration in the Jharia coalfield that led to generation of a huge exploration database. However, no exploration modelling had been carried out using geostatistics. In this context, the present paper has attempted to derive geostatistical models of coal seams using the exploration data of ten select coal seams with respect to various proximate coal constituents and seam thickness that were made available to the authors by Bharat Coaking Coal Limited, Dhanbad. Geostatistical structural modelling through semi-variography resulted into quantification of spatial relationship of coal quality parameters together with seam thickness. Block-wise quality estimation employing Ordinary Kriging technique provided improved estimates associated with error of estimation quantified by the magnitude of kriging variance. The uncertainty maps generated using kriging variances are of aid in identifying areas of high uncertainty that decide on further sampling to improve the accuracy of estimation. Simulated annealing algorithm has been applied to carry out geostatistical imaging of a representative coal seam. The technique provided a means to heterogeneity modelling of coal seams and its advantage over the kriged estimates (smoothing effect) is highlighted. Integration of these geostatistical model parameters with the geology of Jharia coalfield aids in characterization of the coal depositional environment. [Copyright &y& Elsevier]

Abstract: Demand for wireless data and Internet services are expected to grow exponentially, both in advanced and emerging markets in the near future. While advanced countries have often used centralized planning and coordination methodology to forecast and allocate the associated spectrum blocks to wireless operators for meeting the demand, it is often ad-hoc in emerging markets dictated by market forces. In this paper, Finland and India are taken to represent advanced and emerging markets, respectively. Different policy options and the policy environment in these two countries for spectrum management are explored. A causal model is constructed to represent the different variables that affect spectrum management practices and possible paths forward in these two extreme cases are highlighted. Using the causal model structure, it is hypothesized that (i) the matured markets such as Finland that practice centralized and harmonized spectrum planning are likely to continue their ex-ante policies and opt for the release of digital dividend spectrum and use of spectrally efficient technologies; (ii) the emerging market in India that is characterized by a market oriented ex-poste regulation is a good candidate to introduce secondary markets including flexible opportunistic spectrum access as exemplified by the wide spread adoption of multi-SIM handsets and the practice of national roaming by 3G service providers. This paper uses the recent approach of multidimensional deprivation measures to provide a comprehensive and wide ranging assessment of changes to living standards in India during the period, 1992/93-2004/5. This covers the reforms and the immediate post reforms time periods. The study is the first to be based on the simultaneous use of two parallel data sets, namely the National Sample Survey (NSS) and National Family Health Survey (NFHS) data sets, covering proximate rounds and near identical time periods. The results allow a check of consistency on the picture of deprivation in India between these two data sets. The study is conducted both at regionally disaggregated levels and by socio economic groups. The deprivation dimensions range widely from the conventional expenditure dimensions to non-expenditure dimensions such as access to drinking water and clean fuel, to health dimensions such as child stunting and the mother's BMI. The use of decomposable deprivation measures allows the identification of regions, socio economic groups and deprivation dimensions that are contributing more than others to total deprivation. Given limited resource availability in a developing nation like India, faced with high incidences of crime, it is important to optimize on the resources spent in combating crime by channelling them to proper direction. This requires an understanding of the actual and overall level of crime across India. Our paper provides a complete understanding of the various indicators of violent crime and the determinants of these crimes in India using district level data for three census years, namely, 1981, 1991 and 2001. We construct three alternative crime-burden indices. Including a variable like voter turnout in state election at the district level, we document significant impact of public awareness to reduce and combat crime. The constructed crime burden index shows that states located in northern parts of India have more incidences of crime compared to states in the south. We also find that our estimated crime-burden indices tend to report in general a higher level of crime-burden than the average based index. This suggests controlling for the factors beyond population while constructing the aggregate crime-burden index for any country is essential. Abstract: This paper evaluates relative performance of the Electric Distribution Divisions (EDDs) of an Indian State, Uttarakhand for the period 2005–2008, through application of Data Envelopment Analysis (DEA). To improve the operational efficiency of EDDs, Uttarakhand Power Corporation Limited (UPCL) disintegrated several divisions into smaller ones over this period. However, microlevel examination revealed the ineffectiveness of this process during the period of analysis. Therefore, in the present work an alternative reorganization model for selecting the EDDs for disintegration and for selecting the optimum scale for disintegration is proposed based on the efficiency analysis of 2007. The model is verified by comparing the mean efficiency score of the EDDs derived using proposed model with that of existing ones. It is found that overall efficiency of proposed model is higher than the existing system. Reliability of the overall efficient EDDs is also examined to check the robustness of the CCR result for the same year. This study gives an assessment of UPCL to monitor and diagnose the changes in the efficiency of EDDs, so it will help regulators to formulate more effective policies on deregulation and disintegration and to determine the appropriate efficiency improvement measures when imposing yardstick competition on electric utilities. Abstract: Hooghly–Matla estuarine ecosystem is one of the largest estuarine ecosystems of the world. Sagar island is the largest delta in this estuarine complex. This island is criss-crossed by small and large creeks with mangrove vegetation and all are connected to the principal estuarine water. Decomposition of mangrove litter in soil is major source of inorganic nutrient to phytoplankton of the adjacent creeks. Deforestation of mangrove affects the primary production, which in turn reduces the availability of dissolved oxygen for the organisms residing in the estuary. Considering the importance of dissolved oxygen in various aspects of aquatic life, a dynamic model of dissolved oxygen at Sagar island of Hooghly–Matla estuarine complex with the help of single dimension differential equation is proposed in the present paper. Different physical, chemical and biological factors such as solar irradiance, temperature, salinity of water, particulate organic matter, re-aeration, wind velocity, phytoplankton and zooplankton, which control the fluctuation of dissolved oxygen, are included in the present model. Most of the parameter values are collected directly from the field surveys. The parameter values which are not able to collect from the field, obtained from literatures are calibrated. To make the model realistic it is properly validated with observed data and to know the statistical significance, chi square goodness fit test is performed. Field surveys are performed over two years. During calibration and validation, two sets of data (first year and second year data) are used. Chi-square values are 5.97 and 6.17 for first and second sets of data respectively (p <0.05). Sensitivity analysis reveals that optimal light intensity is the most sensitive parameter for dissolved oxygen dynamics. Results also show that wind velocity, solar irradiation, salinity of water and temperature are important factors for controlling the dynamics of dissolved oxygen. Macrophytes have very little contribution to oxygen production in the creeks of Sagar island. Model reveals that low dissolved oxygen in the creek water is one of the causes of decline in fish population of the estuary. [Copyright &y& Elsevier]

Abstract: The paper presents valuing of qualitative and quantitative travel attributes influencing the attractiveness of suburban train service in Mumbai city, India. A stated preference experiment is designed to capture the data of sub-urban train mode choice behavior. The behavioral data are analyzed using different modeling techniques such as multinomial logit (MNL) and mixed logit (ML). In ML model, the random parameters are assumed to follow constrained triangular distribution, where mean equals its spread. The decomposition of preference heterogeneity around the mean estimate of random parameter is also investigated using ML model. The study shows the influence of headway time and train ride time associated with a particular crowding level (expressed in density of standing passengers/m2) in choosing the sub-urban train mode by calculating their willingness-to-pay (WTP) values and highlights the importance of WTP for addressing policy issues in the reduction of in-vehicle crowding level. The present study documents new findings of the effect of crowding level on train ride time in the context of a developing country and suggests some important directions for future suburban train transport crowding valuation research. Abstract: This paper presents the results and important insights from level-1 Probabilistic Safety Analysis of Prototype Fast Breeder Reactor (PFBR) which is under construction at Kalpakkam. Level-1 PSA of PFBR was carried out as per the regulatory requirement in India. The desired target value for overall Core Damage Frequency (CDF) of PFBR is ≤1E−6/reactor year (ry). The scope of this study is limited to internal events at full power. The salient feature of this study is the inclusion of functional failure of natural convection based decay Heat Removal System in event tree development. As in most of the safety systems the unavailability contribution is dominated by CCF events and hence are highly sensitive to CCF model parameters. The dominant contributors to Core Damage Frequency are Loss of Off-Site Power and Loss of Steam Water System. Abstract: There are many opportunities and challenges in area of Indian technical education due to liberalization and globalization of economy. One of these challenges is how to assess performance of technical institutions based on multiple criteria. This paper is focused on performance evaluation and ranking of seven Indian Institute of Technology (IITs) in respect to stakeholders’ preference using an integrated model consisting of fuzzy AHP and COPRAS. Findings based on 2007–2008 data show that performance of two IITs need considerable improvement. Abstract: Earthquakes are the worst natural calamities that strike without any notice and cause immediate loss of life and property. Internationally, serious and scientifically acceptable earthquake prediction studies started in 1970s and short term prediction of the Heicheng earthquake of February 4, 1975 in China is a land mark. In India, a successful medium term prediction of August 6, 1988 earthquake, (M 7.5) in northeast Indian region encouraged to intensify such studies in the country. These predictions were based mainly on seismological precursors. Initially, the precursory studies were taken in isolated manner, but after validation of specific geophysical parameters, efforts were made to adopt an integrated approach involving collection, analysis and interpretation of various precursory observations in a comprehensive and coordinated manner. Accordingly, a few Multi-parametric Geophysical Observatories (MPGOs) have been established at the selected locations in seismically active areas in the country. This approach led to successful short term prediction of some moderate earthquakes (M ⩾4) in Koyna region (famous for Reservoir Triggered Seismicity) in western India. Simultaneously, efforts have been made to generate long term multi-parametric observations from these observatories, as a basic scientific input required for future earthquake prediction related studies. The real-time analysis of these data sets would help to understand the earthquake generation process and attaining the predictive capabilities by developing models for short term earthquake forecasting. To facilitate direct observations and test the hypothesis of Reservoir Triggered Seismicity (RTS) as well as to understand the earthquake generation processes, it is planned to undertake deep borehole (6–8km) investigations in Koyna region of western India.
