The processes of formulation of language policies have not been researched thoroughly. This paper aims to explore the relationship between ideas, power and agency in language policy-making and specifically with reference to the formulation of language-in-education policy for multilingualism in Ireland. Through an argumentative approach to language policy and using a discursive institutionalist framework, the paper examines data from policy documents and interviews with policy actors in the Department of Education and Skills. The paper reports on the ways in which agentive discourses are constrained and enabled by institutional structures. The analysis shows how power resulting from asymmetric internal forces and the hierarchical architecture of institutions prevailed over the capacity of some actors to promote their ideas through discourse. Moreover, it shows how static ideational elements are powerful structural constraints on agency. The paper argues for a conceptualisation of actors in policy-making as agentive individuals who engage in a dynamic struggle over ideas to realise complex and changing policy goals. Highlights • ePIRLS 2016 is a new assessment of online reading skills of primary school pupils. • Spending time on the internet is positively associated with ePIRLS achievement. • Higher achievers in reading use computers less frequently for schoolwork at home. • Better online readers also use computers less frequently for schoolwork at school. • Owning a smart-phone is negatively associated with paper-based reading. Abstract Online reading necessitates the use of both similar and different skills to traditional paper-based reading. Therefore, some overlap is likely in the background and attitudinal factors associated with reading in the two modes. This study uses a multilevel framework and data from the Progress in International Reading Literacy Study (PIRLS, 2016) to explore the characteristics associated with online and paper-based reading in Ireland. Of independent variables examined, pupil reading confidence has the largest effect size for both PIRLS and ePIRLS. Home background variables have similar effect sizes for the two outcomes. Differences between the models emerge regarding time spent browsing the internet, the frequency of using a computer at school, pupil enjoyment of reading, and pupil ownership of a smartphone. AbstractThis paper contributes towards the beginnings of asexual geographies, an area that has been largely overlooked within sexualities and queer geographies. Indeed, despite gradually increasing awareness of asexuality as a concept and identity, asexuality remains an underdeveloped area of academic research and is still widely misunderstood and invisible across society. Scholarship in the burgeoning field of asexuality studies has sought to redress this invisibility by exploring asexual people’s lives, identities, and experiences. Through these explorations, asexuality scholars have developed the concept of ‘compulsory sexuality’ to describe the ways in which social norms and practices assume that all people are sexual. However, within this growing field, the spatialities of asexuality and compulsory sexuality have yet to be fully developed. In this paper, I therefore aim to bring together work in geography and asexuality studies to introduce the concept of the allosexualisation of space. Drawing from qualitative interview data collected from seven asexual people living across Ireland, I examine the ways in which participants described feeling excluded, invisible, and/or out of place in a variety of spatial contexts – illustrating how spaces can come to reflect and co-produce the logic and assumptions of compulsory sexuality. In doing so, I argue that space matters to our understandings of asexuality and asexual people’s lived experiences, as well to the ways in which compulsory sexuality is manifest throughout our everyday lives. While existing literature highlights the role of private real estate interests in shaping urban policy agendas, few studies have examined formal changes in planning legislation as a key site of influence. This paper investigates planning legislation reforms in Serbia and Ireland as illustrative cases of a broader trend of reducing investment risks and enhancing the financial viability of real estate development. Employing critical and context-sensitive narrative analysis of policy change, we present three key insights. First, we reveal how planning has been transformed into a tool for creating real estate assets driven primarily by financial considerations. Second, we demonstrate that public interest is often subordinated to private interests under a policy narrative dominated by financial sector logic and document how legislative and policy changes frequently introduce new barriers that restrict democratic engagement in planning policy formation. Third, we identify an increasing centralization in planning administrative structures, which undermines the principle of subsidiarity and provides opportunities for certain lobby groups to exert undue influence over policymakers. As the financial sector's influence on built environments grows globally, this study calls for more research into how real estate finance and planning systems affect each other, and how this plays out in practice. Objective: Measuring attitudes of farmers to safe farming practices using quantitative causal relationship approaches is central to improving understanding of (un)safe practices. This knowledge is important in the development of effective farm safety interventions. However, the accuracy of quantitative attitudinal studies in explaining farmers' decision-making faces a potential measurement challenge, i.e. a high level of optimism bias. In this paper, we present research that develops and tests farm safety attitudinal questions that are framed around "real-life" farming practices with the objective of reducing optimism bias. Methods: We apply construal level theory (CLT) to support the design of vignettes that reflect common risk scenarios faced by farmers. Applying qualitative analysis of 274 fatal farm incidents that occurred in Ireland between 2004 and 2018 we identify the occupational behaviors (what farmers do), social (who are farmers), spatial (where farming takes place), and temporal (when farming happens) dimensions of risks resulting in most deaths. The results informed subsequent co-design activities with farm safety experts and farm advisors to develop "real-life" scenarios, attitudinal questions, and response options. The questionnaire was piloted and subsequently implemented to collect data from a sample of 381 farmers with either tractors or livestock. The results of the survey were compared to previous attitudinal research on farmer's attitudes to safety in Ireland to establish if there was as follows: i) increased variance in the responses, and ii) a statistically significant difference in the attitudes of respondents compared to the results reported in previous studies. Results: The findings established that when farmers were provided with real-life scenarios, their responses were less optimistic and more varied, i.e. there was a greater range of responses, compared to previous studies. Conclusion: Applying CTL to the development of attitudinal survey instruments anchors attitudinal questions within farming specific occupational, social, spatial, and temporal contexts. The use of vignettes that draw on real-life scenarios offers the potential for improved design of surveys that seek to understand farmer/worker practices. Understanding of past droughts has been mostly shaped by meteorological data, with relatively less known about the human aspects of droughts, their socio‐economic impacts, as well as choices people make in response to droughts in different environmental and socio‐political contexts. The lack of data that systematically record and categorize drought impacts is an important reason for this disparity. In this paper, we present an Irish drought impacts database (IDID) containing 6094 newspaper reports and 11,351 individual impact records for the island of Ireland, covering the period 1733–2019. Relevant articles were identified through systematic searching of the Irish Newspaper Archives, and recorded impacts were categorized using a modified version of the classification scheme employed by the European drought impact inventory (EDII). Drawing on the wealth and diversity of content provided by the newspapers, the IDID database provides information on the documented temporal and geographical extent of drought events, their socio‐economic and political contexts, their consequences, mitigation strategies employed and their change over time. The IDID also facilitates analysis of long‐term patterns in drought incidence, individual impact categories, as well as detailed insight into the impacts of individual drought events over nearly three centuries of Ireland's history. In addition, by allowing an examination of the coherence between meteorological records and identified impacts, it advances our understanding of the influences that contemporary economic, political, environmental and societal events had on the human experience, perception and impact of droughts. This new open‐access database, therefore, provides opportunities for improving understanding of drought vulnerability and is an important step in developing greater capacity to cope with and respond to future droughts on the island of Ireland. Generation of reliable data underpins the effectiveness of Occupational Health and Safety (OHS) surveillance systems. Despite the importance of understanding OHS data systems, there are few papers that provide overviews of their structure and/or content. This paper introduces a basic framework for assessing OHS data systems that will be of use to researchers internationally. We applied this approach to assess the Irish OHS data system by undertaking a data mapping exercise. We developed a checklist based on recommendations of monitoring and measurement of OHS proposed by the National Academies of Sciences, Engineering, and Medicine (USA). An assessment of published reports that present systematic OHS surveillance data was undertaken to identify the institutions or organisations responsible for collecting and curating the data, their remit, and, associated with this, their respective case definitions. We then provide an overview of the variables collected and these are then mapped against the checklist. The assessment highlights that whilst the farm fatalities dataset provides complete coverage of all fatalities, regardless of age or employment status, the same is not true of the three non-fatal injuries datasets reviewed. There are important differences in the data collection methods and, associated with this, which populations are covered. The assessment approach provides valuable insights into the strengths and weaknesses of a critical element of OHS surveillance systems, namely the production of datasets. This knowledge is important for researchers as understanding the data that informs their research is fundamental to good science. It is critical for policy-makers and other stakeholders to understand the strengths and weaknesses on which OHS policy, strategies, or education and training interventions are developed. This article examines the case of the first Irish journalist to be imprisoned for refusing to reveal his sources. In his capacity as political correspondent with the Irish Press, Joseph Dennigan (1910–1950) was called as a witness in a case in December 1933 against a member of the ‘Blueshirts’, a quasi-fascist organisation. Dennigan declined to identify the official sources who he consulted in writing an article about the prohibition of the organisation. The decision to impose a one-month sentence on the journalist generated considerable political reaction and extensive coverage in the Irish and international press. Drawing on Dennigan papers, this article examines the contempt case and also issues that arise from this particular episode, specifically government transition and politician-source relations. The Adult Religious Education and Faith Development project (AREFD) was launched in 2018 at the Mater Dei Centre for Catholic Education, DCU. As part of the study, the research team consulted variety of people involved in AREFD across a range of contexts. The purpose of these consultations was to harness their 'lived wisdom', showcasing the wide variety of opportunities for engagement in and identifying possible new approaches to AREFD. When COVID-19 struck, the research team availed of the opportunity to discuss the impact of the pandemic on the religious education and faith development of this particular cohort of Irish adults. Thematically analysed, the data showed a spectrum of responses. The pandemic prompted deep reflection and a re-evaluation of the importance of religion and faith in their lives. Ranging from gaining comfort and solace from their faith to being moved to acts of compassion and altruism based on their religious beliefs, the impact of the pandemic on the faith lives of these Irish adults was diverse. This paper provides an account of how the COVID-19 pandemic impacted the faith lives of some Irish adults, prompting reflection on how this impact might shape the future of AREFD in Ireland. The rise of exclusionary populism is widely regarded as one of the most significant phenomena in today's political world. Despite this, the relationship between populism and security remains under-explored in the literature, including the affective power of populist security narratives. Against this background, this paper conducts a comparative analysis of radical right populist discourse in response to two recent shocking crimes in France and Ireland. The different expression given to security concerns in the two countries, such as a much less antagonistic 'flaunting of the low' in France, is suggestive of a more contingent and institutionally mediated relationship between security and populism than the existing literature would suggest. Background: During the COVID‐19 pandemic, Ireland implemented a series of stringent public health measures, including lockdowns and suspension of non‐urgent clinical services. Aims: To investigate the impact of the COVID‐19 pandemic on the demand for and delivery of speech and language therapy (SLT) services in Ireland in 2020. Methods & Procedures: Two iterations of a cross‐sectional, mixed‐methods online survey were distributed to speech and language therapists (SLTs) and SLT students in Ireland in the spring and autumn of 2020 using a combination of purposive and snowball sampling. The spring survey yielded 407 responses (including 14 from SLT students), while 197 respondents took part in the autumn (13 students). Survey analysis focused on questions related to the impact of the COVID‐19 pandemic on delivery and demand for SLT services (student responses were excluded from analysis owing to low response rate). The largest group in respect of experience were senior SLTs (58% in both surveys). The work settings most strongly represented were HSE primary care (34.4%) and disability services (26.5%) in the spring, and HSE primary care (39.1%), acute hospitals (22.8%) and disability services (20.8%) in the autumn. We used descriptive statistics, including distribution analysis, to analyse the quantitative data. Free text data were interrogated through a variant of a conventional qualitative content analysis. Outcomes & Results: In the spring, cessation of face‐to‐face services featured prominently (reported by 65.6% versus 14.2% in the autumn), across SLTs' work settings, except acute hospitals. Lower demand was reported by 42.5% in the spring, while in the autumn, 48.7% indicated that demand was higher. SLTs experienced large‐scale redeployment (spring: 45.9%, autumn: 38.4%), with HSE primary care SLTs redeployed most (spring: 71.7%; autumn: 62.3%). The need to suddenly pivot to telehealth was a significant challenge in terms of training, technology and logistics. New ways of working emerged and gradually, telehealth became more embedded. SLTs also had to adapt to working with evolving public health measures, such as space restrictions and personal protective equipment (PPE) requirements. Across the two survey iterations, SLTs reported tensions between demands and capacity: while referrals and demand initially decreased in the spring, this led to increased backlog and longer waiting lists, ongoing and increasing pressure on clinicians and services, and negatively impacted clients and families. Conclusions & Implications: The COVID‐19 pandemic had a significant negative impact on SLT services in Ireland. Going forward, the SLT profession and its services will require sustained support to mitigate long‐term negative consequences, such as increased waiting lists. WHAT THIS PAPER ADDS: What is already known on this subject: The negative impact of the COVID‐19 pandemic on SLT services has been examined in several countries. Ireland imposed more stringent pandemic‐management measures than many other countries, and it was therefore warranted to investigate how SLT services in the country were affected. What this study adds to the existing knowledge: Face‐to‐face SLT services effectively ceased in most non‐urgent contexts in spring 2020. This coincided with large‐scale redeployment of SLTs to non‐SLT contexts. By autumn 2020, demand had increased again, but not all services had recommenced, and redeployment was still a factor. Although SLTs adapted to the ongoing changes imposed by the pandemic, they voiced concern about increasing backlogs and longer waiting lists, ongoing and increasing pressure on both SLTs and services, and negative impacts on clients and families. The degree to which the townspeople of medieval Ireland enjoyed food security or experienced food insecurity forms the subject of this paper. Having outlined the context within which Irish medieval towns started to experience food insecurity, the paper then proceeds to examine responses to this situation. These include protection of the urban area, strategies for improved storage and transport of foodstuffs, the production of food within and immediately adjacent to urban space, the regulation of the food trades, the operation of food markets, inter-regional and international trade, and the engagement with sometimes hostile rural hinterlands. Drawing on archival material and oral testimony of former students, this paper examines the lives and experiences of women in Catholic primary teacher training colleges in Ireland in the period 1922–1974. It commences with a brief overview of the historical context in which these colleges emerged, situating their development within the socio-political and cultural context of the emerging Free State and the changing primary school curriculum. Residential and single-sex, the paper argues that the colleges promoted a gendered ideology and culture of femininity which mirrored the conservative, nationalistic and ultramontane agenda of post-Independence Ireland. Paradoxically, while this often led to a limited, anti-intellectual experience and a hegemonic framing of women teachers' professionalism, many graduates used their new-found professional status as teachers to embrace high-profile leadership roles in twentieth-century Ireland, often in male-dominated fields. Different countries have different histories, traditions, cultures, and practices of student voice and are currently at different stages of their student voice journeys. This paper investigates how student voice is coming to be used in relation to classroom practice in different school types and socio-economic settings in the Irish education system. Ireland is a country without a strong tradition or history of student voice and particularly in relation to teaching and learning matters and it is envisaged that this paper will be of strong interest to those in countries where student voice is not yet prominent, but there are also wider implications. This research shows that students are now being consulted in relation to classroom practice in a variety of ways but that even within single school systems consultations are very much connected to school context with voice being used to different extents in different schools in different settings. Annual budgets are key to constituting and governing imagined futures. This paper examines how the signifier 'future' is constructed within the Irish budget speeches delivered by finance ministers to parliament between 1970 and 2015. To investigate the discourses of these budget speeches, we employ post-structural discourse theory operationalised through two methods: close reading and corpus-linguistic analysis. Close reading is used to identify the discourses employed and how meanings of signifiers were partially fixed at different moments. This was further examined using corpus-linguistics, specifically a collocate analysis of the word 'future', allowing further close examination of such collocates in context. Thus, the paper offers a unique insight into the discursive structuring of 'future' in Irish budget speeches over 45 years, highlights the changing structure of the budgetary discourse, periodising these changes, and shows how economic imaginaries of the 'future' are produced and reproduced. Internationally, there continues to be a rise in the popularity of home‐schooling. Although the growth in the numbers of families choosing this alternative approach was evident prior to the Covid‐19 Pandemic school closures, it appears to have impacted on the decision for some to home‐school permanently. Using a scoping review of the literature, this paper considers the research evidence around home‐schooling in the United Kingdom and Europe. It then focuses on home‐schooling in the Republic of Ireland to assess the change and development of home‐schooling over time. In line with trends internationally, Irish administrative data show an increase in the numbers of families engaging in home‐schooling in recent years, particularly for students with disabilities. The paper situates these findings within the context of ongoing debates on inclusive and special education in Ireland and the capacity of mainstream schools to educate and include every student. School self-evaluation is a low-stakes policy recently mandated in Ireland and while schools are becoming more consistent in engaging in this internal mode of evaluation, their engagement has not been uniform. This paper provides new ways of thinking about, understanding, and explaining how school self-evaluation plays out in Irish schools. Subscribing to the view that policies are not simply implemented but enacted through the creative processes of interpretation and translation, this paper shows how school self-evaluation is performed in Irish schools in various ways by various people. We identify numerous policy actors in our qualitative data: narrators, entrepreneurs, outsiders, transactors, enthusiasts, translators, critics, and receivers. This assortment of actors helps to bring school self-evaluation to life but as it comprises heterogeneous entities with varying characteristics, levels of experience, and motivations it is simply not possible for this policy to be implemented in schools as policymakers envisage. This paper uses convent archive sources from five Irish Sisters of Mercy run industrial schools to examine the role of children's families at committal to the schools and explore how the sociocultural climate of Ireland at the time formed this experience. Such an analysis sheds light on the system's operation 'from below' and the variety of reasons, motivations, and emotions surrounding the committal process. It reveals the complicated nature of familial relations and facilitates a greater understanding of the behaviours, responses and protocols that arose from poverty and dependency. In doing so, it also progresses understandings of the power of those in control to influence such decisions as well as families' attempts to use the system as a strategy for survival. In Ireland as elsewhere, the value of putting evidence and scientific advice at the centre of public policy-making, has rarely been more evident. The prominence of the science-policy interface has renewed interest in the prospects for evidence based policy (EBP) in education. Notwithstanding the political rhetoric around EBP in education, little is known about the nature and extent of research use in Irish education policy. This paper reports results from a survey of educational researchers in Ireland (n = 69) which involved them completing a survey based on a reliable measure of research utilisation. Results show a poor record in the reported uptake of educational research by policy-makers. Twenty-two independent variables were identified and tested for their association with reported levels of research use. Results indicate that eleven variables have a statistically significant correlation with research utilisation. Regression analysis indicates that four variables can significantly predict variance in the dependent variable (research utilisation) they are, researcher-policymaker collaboration; institutional affiliation of researcher; policy orientation of researcher; and researcher reputation (Adjusted R2 =.545, p <.001). Irish health and social care policy has undergone a significant evolution in recent years to address inequalities, improve standards and update models of care to incorporate a rights‐based approach. The following account describes the Irish health and social care system, as delivered in the Republic of Ireland, and details how it operates for those with intellectual and developmental disabilities. The paper is informed by government policy, legislation, reviews, national plans, parliamentary reports, and population data. Clear progress has been made in shifting from a service‐led to a rights‐based, service‐user led model of care; however, resourcing this fundamental transition in approach to service provision poses challenges for the Irish State. Background In an earlier paper from 2019, this author concluded that successful eradication of bovine tuberculosis (bTB) from Ireland by 2030 would be unlikely, given control strategies in place at that time plus the addition of badger vaccination. He argued that additional measures will be needed, broadly focusing on bTB risks from wildlife, risk-based cattle controls, and industry commitment. This paper considers these points in further detail. Main text Ongoing monitoring of the badger vaccination programme (which is progressively being rolled out nationally) and associated research will be critical, with a focus both on programme inputs and outcomes. The direct contribution of cattle movements to bTB restrictions in Ireland has been evaluated. However, it is the indirect role of cattle movements in bTB restrictions that is likely of greater importance, particularly towards the latter phase of the eradication programme. In other national programmes, a range of risk-based approaches have been used to address the challenge of residual infection in cattle (that is, the presence of animals with persistent but undetected infection), and similar approaches are needed in Ireland. A number of authors have highlighted the critical importance of industry commitment to programme success, and the key role of programme governance to achieving this. In this commentary, the author briefly considers experiences from Australia and New Zealand in this regard. The author also reflects on the challenge of uncertainty in decision-making, the relevance to Ireland of lessons from other countries, and the potential contribution of new methodologies in support of the national programme. Conclusions 'The tragedy of the horizon' was a term first used in the context of climate change, referring to the costs imposed on future generations that the current generation has no direct incentives to fix. This concept is equally relevant to bTB eradication in Ireland, where current decisions will have long-term consequences for future generations, including both the general public (through the Exchequer) and future Irish farmers. Ireland is beginning to emerge from an extended period of austerity following the global economic collapse of 2008. In this time, private sector investment in historic urban cores all but halted, and state funding for heritage was dramatically cut. However, both the state and civil society have placed a new emphasis on the potential of built heritage to act as a driver of economic recovery, reflected in both local and national policies and strategies relating to the conservation and regeneration of historic urban cores. Through a discourse analysis of local documentary material, and of semi-structured interviews with a range of key factors involved in the management of two historic urban cores in Ireland (Limerick and Waterford), the paper explores how conservation policy has been fashioned to suit its deployment as an instrument of local and national economic recovery within the context of entrenched entrepreneurial urbanism, and how local stakeholders have responded. The paper concludes on the implications for both conservation policy—specifically tensions between traditional conservation approaches and more flexible instruments utilised in heritage-led regeneration. While Ireland and Northern Ireland barely featured during the 2016 referendum campaign, they have been central to Brexit negotiations. For some, Ireland's prominence in talks represents core EU values of solidarity and peace. For others, Ireland has been 'used' as a bargaining chip to 'frustrate Brexit'. In contrast, this paper shows how conflicting policy styles had an impact on the outcome of Brexit negotiations on the border in Ireland. Drawing on the literatures on Brexit negotiations, British policy style, and new intergovernmentalism, it shows that Ireland pursued a deliberative approach, contributing to its negotiating success. This is contrasted with three, relatively ineffectual, British approaches to Ireland, 'lack of engagement', 'magical thinking', and 'delayed deliberation'. Across advanced economies, a new generation of renters are confronting a suite of social and economic precarities with respect to housing, employment and welfare. Unaffordable rents, insecure tenancies and poor-quality accommodation are emblematic of these contemporary insecurities. However, the experiences of such renters and their responses to housing hardships remain under-explored in the Generation Rent literature. Drawing on a qualitative study (n = 28) of renters from Dublin (Ireland), this paper examines the ways people develop coping strategies to respond to their housing difficulties, or at least minimise their adverse effects. The analysis shows that young renters are far from passive victims. Even though they faced significant pressures regarding housing affordability, security, quality and access, they worked hard to maintain their homes. The findings illustrate how people respond to difficult housing circumstances by adopting a range of expenditure, employment and housing-related responses. Simple Summary: The faecal examination test is commonly employed for the identification and counting of parasite eggs in faecal samples. In this study, the OvaCyte Telenostic analyser (OCT) was used for detecting and counting helminth parasites in equine and compared with the McMaster and Mini-FLOTAC techniques. The prevalence of strongyle-type eggs was the highest of the detected helminth parasites. There was a strong correlation and agreement between the OCT and the other two counting techniques in this study. In terms of measuring the sensitivity and specificity, the OCT had the highest sensitivity for the detection of strongyles, Parascaris spp., and Anoplocephala spp., compared to the other two techniques. Gastrointestinal helminth parasites continue to be a significant threat to the health of equine. OvaCyte Telenostic (OCT) (Telenostic Ltd., Kilkenny, Ireland) has developed an automated digital microscope utilising Artificial Intelligence to identify and count the clinically important helminth species in equine, bovine, and ovine host species. In this paper, the performance of the OCT analyser was evaluated for the detection and counting of equine helminth species parasites and its performance compared to the currently accepted benchmark methods of faecal egg counts being the McMaster and the Mini-FLOTAC techniques. A pairwise comparison of tests was assessed based on the correlation of egg counts and Cohen's kappa agreement statistics for dichotomized outcomes. Bayesian latent class analysis was used to estimate the sensitivity and specificity of all three techniques in the absence of a gold standard for four helminth parasites (strongyles, Anoplocephala spp., Parascaris spp. and Strongyloides westeri). Based on the analysis of 783 equine faecal samples, we found a high level (ρ ≥ 0.94) of correlation between each pairwise comparison of techniques for strongyle egg counts. Cohen's kappa agreement between techniques was high for strongyles and S. westeri, moderate for Parascaris spp., and low for Anoplocephala spp. All three techniques had a high sensitivity and specificity (>0.90) for strongyles. Across helminth parasites, the sensitivity of the OCT was the highest of the three techniques evaluated for strongyles (0.98 v 0.96 and 0.94), Anoplocephala spp. (0.86 v 0.44 and 0.46) and Parascaris spp. (0.96 v 0.83 and 0.96); but lowest for S. westeri (0.74 v 0.88 and 0.88), compared to McMaster and Mini-FLOTAC, respectively. In terms of specificity, OCT was the lowest in two species (Parascaris spp. 0.96, Anoplocephala spp. 0.95). In conclusion, OCT has a sensitivity and specificity statistically similar to both McMaster and Mini-FLOTAC, and had a higher correlation with Mini-FLOTAC. This paper explores and compares the experiences and perspectives of primary teachers regarding the teaching of religion in Catholic schools in Ireland and South Korea. Semi-structured interviews were conducted with ten teachers from each country. The findings highlight the contrasting perspectives of teachers from the two countries regarding the importance of and approach to religious education as a response to the challenges posed by pluralism. Teachers from Ireland predominantly exhibit a proactive approach, valuing diverse viewpoints and making efforts to engage in interreligious dialogue. Conversely, many teachers from South Korea demonstrate a deep appreciation for their own belief in God and prioritise the faith development of children. The comparative study highlights the importance of understanding teachers' experiences and the ways in which they navigate the intersection of religious diversity, national policies, Catholic ethos, and their own personal faith perspectives. Our findings demonstrate the central role of teachers' beliefs and future-oriented agency in the construction and implementation of religious education which does not always follow prescribed confessional or secular-neutral approaches. Background: The cattle sector is the most important economic production unit of the Irish farming and agri-food sector. Despite its relevance, there has been limited quantitative information about the structure of differing cattle production types and of the connections between them. This paper addresses this gap by providing, for the first time, an overview of the Irish cattle population structured by enterprise type. Methods & Results: We collected data from the cattle register for the period 2015 to 2019 and assigned registered herds to one of 18 different herd types using a recently published herd type classification approach. This allows, for the first time, to exploring changes in enterprise types and subtypes over time, and describing the movements between these subtypes and from these subtypes to slaughter. Conclusions: The overview and associated classification presented in this study will form the basis for a number of future comparative studies, including cross-sectoral assessments of profitability, estimation of the extent of animal health losses on Irish cattle farms or structural analysis of Greenhouse Gas (GHG) emissions across production systems. Given the push to strengthen European defence cooperation, the topic of whether a European strategic culture is emerging has become widely contested. Since convergence between member states is the key that would unlock the way to a European strategic culture, this paper examines how they perceive crucial aspects of strategic culture and in what aspects they have converged and diverged. This study selected Germany, Poland, and Ireland as cases of the EU-27 member states. It compared the three national strategic cultures in three aspects: strategic environment, cooperation patterns, and strategic goals and means, by conducting a computer-based content analysis of strategic documents and official speeches of high-level national policymakers between 2000 and 2020. This study found that despite the persistent divergence in strategic goals and means, the three countries have shown greater convergence in their perceptions of the strategic environment and that while their preferences on cooperation patterns are largely unchanged, they seem to be accepting the EU as a legitimate and favourable platform for security and defence cooperation. These findings suggest that the prospects for the emergence of a European strategic culture and further developments of the EU's Common Security and Defence Policy are both challenging and promising. This article explores the concepts of othering and the Other through the experiences of Baltic and Nigerian migrants in Ireland. By looking at the racialisation of both groups, considered the Other within Irish society, our work finds that these two groups experience othering in different ways based on class, ethnicity, and race. The way these two groups are racialised subsequently influences their pathways of migrant integration within Irish society as distinct newcomers who are positioned differently within a racial hierarchy in Ireland. Overt differences like skin colour play an important role, especially for second-generation Nigerian interviewees, when not being accepted as Irish in Ireland. Using the case of the campaign to establish a Supervised Injecting Facility (SIF) for people who use illicit drugs in Dublin, Ireland, this paper makes three related contributions to contemporary literatures. First, by detailing the history of the campaign and paying particular attention to the ways it was influenced by learning from models elsewhere in the world, the paper adds a spatial perspective to research on the intersections of public health and politics. Second, the paper addresses the policy mobilities literature's minimal engagement with the role of counterhegemonic ideas and national states in shaping inter‐local policy circulations. It provides detailed empirical analysis of the influence of counterhegemonic ideas and how activists reference those ideas through appeals to empathy, expert evidence, and experience as they build coalitions to influence formal state institutions, including the legal system and the national government. This discussion supports a call for engagement between policy mobilities and counterhegemonic social movement literatures. Third, the paper addresses ongoing discussions of 'failure' in policy‐making by arguing for a critical, contextual approach to the spatialities and temporalities of attempts to change entrenched policy and regulatory models. The case study is based on one author's direct involvement in the campaign for a SIF and on semi‐structured research interviews with 12 key actors conducted since 2015. The research also involved an analysis of relevant documentary materials spanning the period 2012–2021 and both authors' participation in a drug policy forum in Dublin in January 2017, involving local and international actors. When the COVID-19 pandemic hit, two contrasting images quickly became representative of the crisis. On the one hand, there were heroic doctors working day and night with the novel virus, risking their lives and making sacrifices to save others. On the other, there were 'anti-maskers' and 'anti-vaxxers': people doubting if the virus is real, questioning the effectiveness of protective measures, suspicious that the crisis is nothing more than an elaborate plot, a scam aimed to redesign their world and to destroy the values they hold dear. Reflecting on research conducted in Ireland with people separated by the conspiratorial divide, this paper examines some methodological and analytical challenges of doing simultaneous research with opposing stakeholders. Analysing my own entanglements in the conflicts over vaccines and conspiracy theories in this paper I argue that the pandemic was not just a battle to secure the acceptability of specific medical technology (the COVID-19 vaccine) but was also about safeguarding respectability of science and maintaining the rule of experts. Major policy or paradigm shifts to more sustainable development paths present political, economic and social challenges. In Ireland, the experiences of other European states have been used to shift what was a localised development-led planning system towards the incorporation of national and strategic approaches. The transition is from a land-use planning approach with a market-led emphasis based on a local plan making function with regulatory controls. This paper explores the process, factors and inherent difficulties involved in moving from a localized to more integrated and strategic approaches and examines experiences to date. There is growing interest in the impacts of financialisation on housing affordability and insecurity in the private rental sector, particularly financialisation 2.0 and the increased role of global real estate funds. This paper aims to contribute to our understanding of these impacts on housing systems and housing marginalisation by conceptually and empirically exploring the relationship between the financialisation of rental housing and homelessness in the post-crash era. We identify the processes and pathways by which this has unfolded in Ireland. Our findings point to the financialisation of the Private Rental Sector (PRS) in Ireland, and particularly the emergence of institutional landlords, playing an important direct and indirect contributory role in the structural housing factors that create homelessness, including reduced affordability, rising housing insecurity, displacement and evictions. We argue there is a need for greater attention to be paid to the evolving real estate-state-finance relationship, particularly the central role of the state, conceptualised here through pathways and processes of action and inaction, in developing and facilitating financialisation. This paper shows how the commitment of senior leadership teams to student voice is not necessarily shared by teachers. As part of a wider study, this paper presents qualitative data generated through interviews with school staff in one Irish post-primary school with a strong culture of student voice to illustrate the discrepancy that can exist between senior leaders and teachers in terms of how they embrace, enact, and experience student voice. Student voice customs can be rhetorical, perhaps even exaggerated by some, and peripheral to others, and positions on student voice are often determined by positions in the school hierarchy. As student voice remains considerably underdeveloped in Irish post-primary schools despite Irish education and most Irish schools becoming replete with student-centred discourses, this paper provides one possible way of making sense of the current state of play. The coronavirus pandemic has impacted health care, economies and societies in ways that are still being measured across the world. To control the spread of the virus, governments continue to appeal to citizens to alter their behaviours and act in the interests of the collective public good so as to protect the vulnerable. Demonstrations of collective solidarity are being consistently sought to control the spread of the virus. Catchphrases, soundbites and hashtags such as 'we're all in this together', 'stronger together' and other messages of unity are employed, invoking the sense of a collective struggle. However, this approach is fundamentally challenged as collectivist attitudes run contrary to the individualism of neoliberal ideology, to which citizens have been subjected. This paper argues that attempting to employ the concept of solidarity is inherently challenged by the deep impact of neoliberalism in health policies and draws on the work of Durkheim to examine the concept in a context in which health care has become established as an individual responsibility. The paper will argue that a dominant private-responsibility model and an underfunded public system have eroded solidarity weakening its effectiveness in generating concerns for the collective. Using a unique database on investment funds and the conceptual framework of global financial networks, this paper examines the spatial structure of the European investment fund industry, with particular focus on Luxembourg and Ireland. Grounded in financial and economic geography, the paper shows how these countries became the leading investment fund domiciles through a mixture of structural factors and agency enabling a fast and flexible implementation of the European Directive on the Undertakings for the Collective Investment in Transferable Securities (UCITS) of 1985, and the cultivation of the investment fund industry ever since. In the process, Luxembourg and Ireland have built on and developed their functions as offshore jurisdictions and international financial centres, both sustained by their governments and regulatory agencies. The analysis of the functional structure of investment funds and their networked geography reveals the increasingly dominant position of London as the investment management centre for the industry, and the increasing concentration of control by large asset management firms. Stripped to its basics, the geography of European investment fund networks is about large, mainly US, asset management firms, creating and managing funds in Luxembourg and Ireland, and investing money through London. As such, the rise of European investment funds can be seen as an example of European financial integration through Americanisation. The Luxembourg and Irish investment fund industry are connected mainly through London and New York, and thus function as satellites of the NY–LON axis, rather than a Luxembourg–Dublin axis in international finance. Overall, the paper demonstrates that studying this seemingly arcane industry, and the role of two small countries in it, reveals much about the nature of financial globalisation. This paper examines the role of authenticity as a moral orientation and social evaluation in practices of racism. It will argue that discursive conceptions of authenticity disguise and legitimise racism within micro encounters. Using evidence from a qualitative study of minority children in Ireland, this paper explores how perceptions of 'authenticity' are bound within racist and gendered conceptions of whom can be said to legitimately embody nationally and locally authorised dispositions and identity markers. The specific context of how this played out through the locality of north Dublin and constructed notions of Irishness is examined. The wider implications of a discourse of authenticity are discussed in relation to assumptions of similarity, adaptation and integration. This paper contributes two unique insights, firstly, that the passive body (one's appearance) has a central role in perceptions of authenticity and, secondly, that similarity in one's active body (dispositions and tastes) does not necessarily act as a bridge to bring racialised groups together or facilitate integration. In this paper, female sex workers tell stories of their interactions with health care providers (HCP) in four cities in the Republic of Ireland. While Irish society has made great progress in listening to the sexual stories of women that were historically silenced (e.g. stories of abortion, sexual abuse), sex workers have not benefited from this new climate. Regularly silenced by parliamentarians and non-governmental organisations who speak upon their behalf, sex workers are consigned within a narrative of victimhood and coercion. This paper draws from a participant action research study conducted in 2019–20 and explores women's motivations in whether to disclose their sex work, and the strategies deployed to conceal it while seeking access to sexual health care. These strategies included traveling beyond their own communities for health care and STI home testing. The paper identifies women, particularly, migrants who felt their precarious position made it impossible for them to be truthful about their sex work to health care providers, exposing them to greater health risk. The paper understands this marginality within a context of structural violence where sex worker health is shaped by institutional power relations creating unequal health outcomes but is also challenged by stories of solidarity. Millions of sub‐daily sea‐level pressure observations taken between 1919 and 1960 over the British and Irish Isles were transcribed from paper records in the early 2000s but were not published and subsequently forgotten. A chance discussion led to the rediscovery of the transcribed data and 5.47 million observations from 160 locations are now made available, although the data have not been fully quality‐controlled. Much of the data are 3‐hourly, allowing for detailed examinations of synoptic weather variations for this region and time period, and will be invaluable for constraining future reanalyses. Despite the increasing recognition of the importance of mental health promotion, its implementation in practice remains underdeveloped in most countries. Having a standalone strategy ensures commitment to delivering on mental health promotion within the political and policy system. This paper outlines the process of developing the first Mental Health Promotion Plan for the health service in Ireland. The process of developing the Plan, together with key reflections and learnings from the experience are outlined. The framework for the development of the Mental Health Promotion Plan, and the processes involved are outlined. The development process constituted three distinct phases over a two and a half year period: (i) planning; (ii) identifying core actions; (iii) stakeholder engagement. The steps involved in each of these phases are described. The Mental Health Promotion Plan takes a lifecourse and settings-based approach, including 27 actions for enhancing protective factors for mental health and minimising risk factors. A wide range of stakeholders from across sectors contributed to the development process. The development of this Plan marks a watershed in placing mental health promotion on the policy agenda at a national level, building on the existing health promotion policy and practice infrastructure in Ireland. Purpose: The purpose of this paper is to analyse the association between farm/farmer characteristics and unsubsidized farm insurance premium expenditure in Ireland. The distribution of farm insurance expenditures is wide, and it is important to understand the extent to which individual factors influence demand for different levels of insurance premium. Design/methodology/approach: The quantile regression approach and farm accountancy data from the Teagasc National Farm Survey are used to model the association between farm/farmer characteristics and farm insurance demand in Ireland. Findings: Asset values (livestock, buildings and machinery) are positively associated with total insurance expenditure. Both forestry area and crop area are significantly associated with farm insurance expenditure with a stronger influence on the middle and upper part of the distribution. The interaction between farm income and farmer age is positively associated with insurance expenditure pointing to the importance of farm income protection. Research limitations/implications: The research is mainly concerned with insuring against substantive risks, which are capable of threatening the asset base and continuation of the farm business. Future research can integrate questions in relation to farm safety and farmer health with research on the economic survival of the farm business. Practical implications: Farmers in Ireland adopt unsubsidized farm insurance as a risk management tool. This situation is relevant to other EU member states including Belgium, Denmark, Germany and Sweden. The findings can be used to inform stakeholders and policymakers about the relative impact of different factors on insurance expenditure. Originality/value: Previous research has typically focused on the linear relationship between farm/farmer characteristics and insurance demand without accounting for variability across the size distribution. This research is based on the quantile regression approach where the association between farm/farmer characteristics and farm insurance expenditure can be assessed at different points of the distribution. This paper focuses on how stigma is constructed and deconstructed through linguistic and aesthetic dimensions of "Rapid Build" housing in Dublin, Ireland. Through analyses of in-depth interviews and focus groups with residents and stakeholders, we explore how the nomenclature and brick-clad modular construction of the builds influenced residents' experiences of stigma. Emphasizing the importance of the symbolic dimensions of housing materialities in mediating stigma, we argue resident experiences reflect the importance of understanding relationships between social housing construction and stigma power in three interrelated ways. First, the nomenclature and materiality of housing has a profound effect on social imaginaries of residents and their self-perceptions. Second, stigmatized groups are not devoid of agency within constructions of stigma, and are both actors in the embedding of, and resistance to, its production. The Eurozone's export-oriented policy regime and pursuit of trade surpluses remains thoroughly puzzling. Rooted in overly strict fiscal policies, inequality and underinvestment; undermining growth and contributing to trade tensions– it defies economic self-interest. This paper develops an analytical framework to confront this puzzle. It argues that these policies are self-harming, but are nonetheless pursued, because of three fallacies that obscure the cost-benefit calculus attached to them. These fallacies are rooted in the empirical problem of observational equivalence: the same observed surplus can be driven by different underlying processes, and its net benefit will depend on our assumptions about these drivers. The first fallacy is mistaking external enablers for domestic competitiveness—interpreting export success to be linked to domestic reform, when it was largely explained by better links to faster growing trading partners. The second fallacy is mistaking weak imports for strong exports—interpreting surpluses as 'winning', even when they are not driven by superior exports but sluggish imports. The third fallacy is mismeasuring multinational firms' contributions to national exports—interpreting profit shifting and assets stashed in low tax jurisdictions as export performance. Whereas research on clothing sustainability impact has largely pursued production, acquisition, and divestment, here the spotlight is on the active everyday use of clothing already owned. Data were gathered in Ireland using wardrobe studies, a range of visual, verbal, and aural methodological approaches employed to uncover knowledge about wardrobe contents, user practices, cultures, and experiences, along with overarching systems. A central aim of the paper is to explore what geography can learn from wardrobe studies methodologies, thereby opening new opportunities to investigate and to generate valuable data regarding sustainable consumption in both the home and the wardrobe. Consequent to a critical review of current geographical work concerning the sustainability implications of clothing use and an examination of existing research on the geographical dimensions of household sustainability, the paper presents some key ways in which wardrobe studies may be more widely employed by geographers as an effective research method to reframe, analyse, and appreciate the complexities of everyday actions in the clothing use phase. This paper draws on original rigorous research conducted in an extensive range of local, national and international state archives, sporting repositories and personal papers. In focus is the 1948 London Olympic Games, the Olympic movement and a 'new' phase in Irish–British relations involving international sport. Here, for the first time, we elucidate the role of non-state sportive diplomats who, acting as cultural intermediaries, were involved in the production of ideas about the normative rules governing international jurisdiction and identity that prevented nations/states from being recognized on their own terms. The intricate details revealed here are made possible by a rigorous two-way traffic between sensitizing concepts and evidence: specifically, the quest for exciting significance by non-state actors, soft power struggles and 'patriot games' via the medium of international Olympic and athletic movements. Occupational fatality rates are useful in communicating key safety challenges associated with different industries or affecting different populations within those industries. Though seemingly intuitive, the calculation and use of fatality rates associated with farming needs to be carefully considered. This paper highlights difficulties and variability in Farm Fatality Rate (FFR) measures, proposes a series of rates appropriate for assessments of farm safety, and demonstrates their usage through an analysis of farm workplace deaths in Ireland between 2008 and 2016. Six FFRs are calculated including: the Farm Household Rate (FHR); Farm Operator Rate (FOR); Family Worker Rate (FWR), Worker Rate (WR), Seasonal Fatality Rate (SFR) and, Enterprise Fatality Rate (EFR). To assess trends over time we calculate the rate using appropriate numerators and denominators in three sub-periods. FFRs vary considerably depending on which numerator and denominator are deployed. Over the period, the FHR, FOR, and FWR increased due to growth in the number of fatalities and a slight decrease in the denominator populations. The WR has declined substantially over the full period. The QFR increased substantially for Q2–Q4 whilst the EFR highlights workers on dairy or beef enterprises being particularly at risk. The characteristics of farm workforces present many challenges to the calculation of occupational fatality rates. We propose six alternatives that provide insights into the risks faced by farm households, farm operators, farm workers, seasonally and by type of farm enterprise. We recommend that, regardless of the rate used, the limitations associated with all fatality rates are clearly explained, particularly when engaging with media and occupational health and safety stakeholders. The relationship between the policy ambitions of political incumbents and the organisation of the state administration to achieve them is complex and fluid, and cross-sectional studies provide useful but limited insights into how this relationship is evolving. There is evidence that the challenge of managing and coordinating the modern state's stock of public policies is under considerable pressure, however, arising from the accumulation of increasingly diverse policy responsibilities. In the Westminster/Whitehall administrative tradition, the primary actor for managing these endeavours is the ministerial 'department', which acts as the central organisational entity for formulating and coordinating public policy measures, and accounting for their implementation. In this paper, drawing on a data-set spanning a century of Irish public administration () and other sources, the changing profile of ministerial departments between 1922 and 2022 are examined in longitudinal perspective to illuminate the incidence and content of policy portfolio accumulation, and the political and administrative responses to these changes. This study reports on findings from an online survey which was carried out in Ireland, in May–June 2019, as part of the Adult Religious Education and Faith Development (AREFD) research project being conducted at the Mater Dei Centre for Catholic Education, Dublin City University. Data provided by 738 respondents to the survey are reported upon in this paper. The three areas focused on are the profile of the respondents, the content areas and skills in religious education and faith development they said they would like to engage with, and the forms and modes of delivery they preferred. This paper explores extensive shifts in the (re)construction of childhood narratives in two small coastal communities in Ireland, through everyday rituals and practices which constitute meaning in a specific time and place. Although the specific time capsule of interest is childhood, this stage within the life course is explored from a relational intra/intergenerational perspective, over three generations of grandparents, parents, children and young people. The use of life biographies and ethnographic methods have provided rich insights into these shifting narratives, as those transitioning to youth and adult years are practicing 'new' negotiations played out amid broader structural changes in socio-economic, political and environmental spheres, within post-industrial Ireland. The power of place, of family and kinship structures, remain imperative for our participants, despite these extensive changes. This perspective considers the nuanced and fluctuant interplay of both structure and agency in terms of mediating intergenerational interdependencies across the life course, within increasingly individualised contexts.
