Climate change is shifting the distribution of fish stocks that straddle between exclusive economic zones (EEZ), challenging transboundary fisheries management. Here, we examine the projected sharing of jointly managed transboundary fish stocks between Canada and the United States. We hypothesize that ocean warming will alter the sharing of fish stocks between the two countries, and that such changes will intensify under a high carbon emission scenario. We look at the specific cases of the International Pacific Halibut Commission that manages Pacific halibut (Hippoglossus stenolepis) and a resource sharing arrangement in the Gulf of Maine for cod (Gadus morhua), haddock (Melanogrammus aeglefinus), and yellowtail flounder (Limanda ferruginea) to discuss the management consequences of shifts in transboundary stocks. We rely on multiple Earth system models' simulations and species distribution models to estimate the change in catch potential and stock share ratio of each transboundary stock in the 21st century under two climate change scenarios. Results show that, even under a low emission scenario, most transboundary fish stocks sharing ratios, i.e., the proportion of the total catch of a fish stock taken by a given country, will change by 2050 relative to present. The overall reduction in catch potential, in addition to the changes in stock-share will further exacerbate trade-offs between changes in species catch potential. Such trade-offs in the Atlantic and Pacific regions will be amplified if a high emission scenario is followed, relative to a low carbon emission scenario. We apply the concept of threat points in game theory to explore the stability of current joint management arrangements for shared transboundary fish stocks between Canada and the United States. We use three examples to explore the effects of projected impacts of climate change on the productivity and distribution of these stocks between the exclusive economic zones of the two countries. The three stocks that we study are: Atlantic cod (Gadus morhua) and yellowtail flounder (Limanda ferruginea) within the Gulf of Maine, and Pacific halibut (Hippoglossus stenolepis) in the Pacific Coast. We define a threat point as the payoffs that the fisheries in Canada and the United States take home given the current management agreement between the two countries. This is an application of John Nash's threat point, defined as the minimum payoffs that each player in a game theoretic model must receive for the solution to a cooperative game to be stable, which is usually the outcome of a noncooperative game. First, we compute the threat points, that is, the current profits that Canada and the United States derive from the three shared stocks, respectively. Next, we build an ensemble of climate-marine ecosystem and economic models and use them to determine how climate change is likely to change current profits received by each country relative to the shifts in their threat points. We find that in some cases the profits obtained by fisheries in Canada and the United States would change under climate change both in absolute and relative terms resulting in relative changes in threat points. These relative changes in threat points serve as the basis for our discussion of the stability of current transboundary management agreements between Canada and the United States for these important shared stocks in the face of climate change. Individual transferable quotas (ITQs) are a type of catch share system, which is a tool used by some governments to manage fisheries. Technical reasons for taking a rather cautious approach to the implementation of ITQs have been provided previously. In the current contribution, I first highlight the strengths and weaknesses of ITQs and then provide suggestions on how to design and implement these quotas to mitigate their weaknesses. ITQs need to be designed carefully as part of a broad ecosystem-based management scheme to meet the three generally accepted objectives of modern fisheries management: ecological, economic, and social sustainability. Overfishing is the most significant threat facing sharks and rays. Given the growth in consumption of seafood, combined with the compounding effects of habitat loss, climate change, and pollution, there is a need to identify recovery paths, particularly in poorly managed and poorly monitored fisheries. Here, we document conservation through fisheries management success for 11 coastal sharks in US waters by comparing population trends through a Bayesian state-space model before and after the implementation of the 1993 Fisheries Management Plan for Sharks. We took advantage of the spatial and temporal gradients in fishing exposure and fisheries management in the Western Atlantic to analyze the effect on the Red List status of all 26 wide-ranging coastal sharks and rays. We show that extinction risk was greater where fishing pressure was higher, but this was offset by the strength of management engagement (indicated by strength of National and Regional Plan of Action for sharks and rays). The regional Red List Index (which tracks changes in extinction risk through time) declined in all regions until the 1980s but then improved in the North and Central Atlantic such that the average extinction risk is currently half that in the Southwest. Many sharks and rays are wide ranging, and successful fisheries management in one country can be undone by poorly regulated or unregulated fishing elsewhere. The magnitude of subsidies provided to the fishing sector by governments worldwide is immense—an estimated $35.4 billion USD per year. The majority of these subsidies may be impeding efforts to sustainably manage fisheries by incentivizing overfishing and overcapacity. Recognizing the threat these subsidies pose, the World Trade Organization has set a goal of reaching an agreement that would end fisheries subsidies that contribute to overcapacity, overfishing, and illegal fishing. However, negotiations have been hampered by uncertainty around the likely effects of reforming these subsidies. Here we present a novel method for translating a bioeconomic model into an interactive online decision support tool that draws upon real-world data on fisheries subsidies and industrial fishing activity so users can directly compare the relative ambition levels of different subsidy reform options. Marine biological resources are likely to come under increasing stress over the course of the 21st century as global climate change and ocean acidification interact with other stresses, including heavy fishing pressures and marine pollution, to create far reaching and difficult-to-predict changes in species abundance, spatial distribution, and trophic interactions. The governance systems in place for marine fisheries and for the marine environment, more broadly, will be critical in determining the extent to which these resources can be managed for sustainability. The paper focuses on the governance of internationally shared fisheries, and draws on a body of game-theoretic research to discuss present-day governance problems and to evaluate the implications of global environmental change for future efforts to maintain cooperative and effective governance of shared fishery resources. In particular, the increased likelihood of abrupt and unpredictable changes in the productive potential and migratory behavior of exploited fish stocks may threaten to disrupt cooperative management arrangements. The paper discusses the value of contingency planning based on anticipation of the possibility of such events and concludes with a discussion of future directions for both research and policy development. Effective fisheries management is necessary for the long‐term sustainability of fisheries and the economic benefits that they provide, but focusing only on ecological sustainability risks disregarding ultimate goals related to well‐being that must be achieved through broader social policy. An analysis of global landings data shows that average fishing wages in 36%–67% of countries, home to 69%–95% of fishers worldwide, are likely below their nationally determined minimum living wage (which accounts for costs of food, shelter, clothing, health and education). Furthermore, even if all fisheries in every country were perfectly managed to achieve their Maximum Sustainable Yield, a common sustainability target, average incomes of fishers in up to 49 countries—70% of fishers worldwide—would still not meet minimum living wages. Access to decent work and livelihoods are fundamental human rights, including for all fisherfolk around the world, and strategies to support their well‐being must therefore integrate a much wider set of perspectives, disciplines and institutions. Key first steps for fisheries researchers are to more fully recognize and estimate fisheries benefits to households—including income from women and/or alternative employment, unreported landings, or shadow values of subsistence catch—and to help identify and learn from economic equity outcomes in rebuilt fisheries around the world. The East China Sea (ECS) Large Marine Ecosystem (LME) is a globally significant fishing ground, but the absence of cooperative regional management impedes the future sustainability of ECS fisheries. To navigate around nationally focused perspectives, we provide an up to date synthesis about the socio-economic importance and status of ECS fisheries at the ecosystem level, which is currently lacking in the literature. Our review indicates that ECS LME fisheries contribute around 6 million t in catch and USD 13 billion in landed value annually, and employ up to an estimated 1.4 million, the majority of who are small-scale fishers. However, the fisheries benefits are threatened by intense fishing pressure and rapid economic development which exacerbates the effects of overfishing. The future of ECS fisheries also faces climate uncertainties, which has already been associated with shifts in species distribution and spatial distribution of fishing effort. At the LME level, political disputes that inhibit crucial multilateral fisheries management threaten the future sustainability of ECS fish stocks, and also weaken the effects of national management measures which have largely failed to address fisheries overcapacity and coastal marine degradation. Continuing on a path focussed on national interests without considering LME wide dynamics risks jeopardising the significant fisheries socio-economic and ecological benefits that accrue to all LME countries. Thus, our review emphasises the urgency for multilateral ECS fisheries management to enhance ecosystem resilience so that fisheries resources can continue to support the region's human, social, and economic well-being into the future. Coho salmon (Oncorhynchus kisutch) were once a thriving species in southern British Columbia, acting as a source of food, livelihood, and recreation. Research on the survival and status of coho salmon in British Columbia has been critical since an unprecedented moratorium on Interior Fraser River stocks was put in place in 1998, leading to its designation as an endangered species. Since then, no comprehensive literature review has been undertaken on coho salmon. The present paper outlines current publication trends since the early 1990s, covering research areas that include the management and regulation of wild-capture coho salmon fisheries, hatchery enhancement efforts, as well as the pertinent factors that resulted in low returns. A complementary analysis did reveal a progressive downward shift in the total publication records pertaining, but not limited to, coho salmon in British Columbia. This review process identifies future steps and guidelines that policy makers and fisheries managers should take into account to improve the conservation outlook of coho salmon. Emerging technologies such as the use of genomic identification tools, more consistent and thorough data gathering processes, as well as reformed hatchery rearing practices, have all been identified as decisive action items. An interdisciplinary team of academics and representatives of fishing fleets and government collaborated to study the emerging requirements for sustainability in Canada's fisheries. Fisheries assessment and management has focused on biological productivity with insufficient consideration of social (including cultural), economic, and institutional (governance) aspects. Further, there has been little discussion or formal evaluation of the effectiveness of fisheries management. The team of over 50 people (i) identified a comprehensive set of management objectives for a sustainable fishery system based on Canadian policy statements, (ii) combined objectives into an operational framework with relevant performance indicators for use in management planning, and (iii) undertook case studies that investigated some social, economic, and governance aspects in greater detail. The resulting framework extends the suite of widely accepted ecological aspects (productivity and trophic structure, biodiversity, and habitat–ecosystem integrity) to include comparable economic (viability and prosperity, sustainable livelihoods, distribution of access and benefits, regional–community benefits), social (health and well-being, sustainable communities, ethical fisheries), and institutional (legal obligations, good governance structure, effective decision-making) aspects of sustainability. This work provides a practical framework for implementation of a comprehensive approach to sustainability in Canadian fisheries. The project also demonstrates the value of co-construction of collaborative research and co-production of knowledge that combines and builds on the strengths of academics, industry, and government. Highlights • We quantify the economic outcome of responses to future change in Cambodia. • We compare current to future net income under 4 scenarios of change. • Those engaged in fishing only had the highest current net income. • On average, respondents experience a loss in net income under all scenarios. • Single livelihood respondents have the largest losses and least capacity to adapt. Abstract This paper investigates the economic impact of future global change on fishing dependent inhabitants of the Tonle Sap floodplain in Cambodia. We compare the net income from individuals' current livelihoods to that derived from reallocating their livelihood activities under 4 different scenarios depicting future change. Respondents generally chose to retain their current livelihood strategy under all future scenarios. Less than 10% of those who did change livelihood allocation actually experienced a gain in economic benefits. Those engaged in single livelihoods experienced an average income loss of 18% across all scenarios, compared to 9% for the multi-livelihood group. Respondents' choices generated the best economic outcome under a status quo scenario, thus suggesting a low capacity to adapt when faced with unfamiliar future scenarios.
