BACKGROUND: Improving social circumstances (eg, an increase in income, finding a job or moving into a good neighbourhood) may reduce tobacco use, but robust evidence on the effects of such improvements is scarce. Accordingly we investigated the link between changing social circumstances and changing tobacco smoking using repeated measures data. METHODS: 15 000 adults with at least two observations over three waves (each 2 years apart) of a panel study had data on smoking status, family, labour force, income and deprivation (both neighbourhood and individual). Fixed effects regression modelling was used. FINDINGS: The odds of smoking increased 1.42-fold (95% CI 1.16 to 1.74) for a one log-unit increase in personal income among 15-24-year-olds, but there was no association of increased smoking with an increase in income among 25+ year olds. Moving out of a family nucleus, increasing neighbourhood deprivation (eg, 1.83-fold (95% CI 1.18 to 2.83) increased odds of smoking for moving from least to most deprived quintile of neighbourhoods), increasing personal deprivation and moving into employment were all associated with increased odds of smoking. The number of cigarettes smoked a day changed little with changing social circumstances. INTERPRETATION: Worsening social circumstances over the short run are generally associated with higher smoking risk. However, there were counter examples: for instance, decreasing personal income among young people was associated with decreased odds of smoking, a finding consistent with income elasticity of demand (the less one's income, the less one can consume). This paper takes a critical, historical employment relations approach to present an original contribution to research on sustainable tourism employment. The research is focussed on a gendered analysis of (un)sustainable employment practices in the New Zealand tourist hotel sector from 1950 to 2000, specifically concentrating on the role of the Hotel Workers Union and the broader post-war corporatist and neo-liberal economic, political and social policies that affected tourism work during this period. After presenting a detailed historical narrative in the findings, the paper argues that by uncovering the influences of global, national and organisation level change on sustainable labour we can gain meaningful, new perspectives on employment in this sector. Objective: To identify baseline factors associated with outcomes from an inpatient multidisciplinary pain management program (PMP) located in a bicultural area of Aotearoa New Zealand. Methods: A prospective cohort study was undertaken involving 164 people with chronic pain who attended the PMP. Demographic, clinical, and psychosocial measures were obtained at baseline, whereas clinical and psychosocial outcome measures were also obtained at program discharge and 3-month follow up (N = 100). Multivariate analyses were used to determine baseline demographic variables that were associated with outcomes at discharge and follow up. Results: Being male and working full-time were associated with poorer outcomes in select measures at discharge. At the 3-month follow up, Māori ethnicity, working full-time, being retired or unemployed, or having chronic widespread pain were associated with poorer outcomes for some measures, whereas those with rheumatoid arthritis had greater self-efficacy. Conclusions: Sex, ethnicity, employment status, and patient condition impact clinical outcomes from the program and in the time from discharge to follow up. Program content and/or delivery should be altered to promote more equitable outcomes for all patients in the long term. What is known about the topic? Objective: To examine the impact and cost associated with mental illness. Methods: A rapid review of the literature from Australia, New Zealand, UK and Canada was undertaken. The review included literature pertaining to the cost-of-illness and impact of mental illness as well as any modelling studies. Included studies were categorised according to impact on education, labour force engagement, earlier retirement or welfare dependency. The well-accepted Drummond 10-point economic appraisal checklist was used to assess the quality of the studies. Results: A total of 45 methodologically diverse studies were included. The studies highlight the significant burden mental illness places on all facets of society, including individuals, families, workplaces and the wider economy. Mental illness results in a greater chance of leaving school early, a lower probability of gaining full-time employment and a reduced quality of life. Research from Canada suggests that the total economic costs associated with mental illness will increase six-fold over the next 30 years with costs likely to exceed A$2.8 trillion (based on 2015 Australian dollars). Conclusions: Mental illness is associated with a high economic burden. Further research is required to develop a better understanding of the trajectory and burden of mental illness so that resources can be directed towards cost-effective interventions. There was also a dearth of evidence on the intangible elements of pain and suffering of people and their families with depressive disorders. More research is required to better understand the full extent of the impact of mental illness and strategies that may be implemented to minimise this harm. This paper provides a foundational framework to bring into conversation indigenous world views in reimagining universities. Highlighting a specific indigenous world view, the university is presented as a site for critical conversation and transformative praxis. We discuss the workplace experiences of indigenous staff in a university and infer from these how management practices related to indigenous staff could be enhanced. Building on our study of Māori academic and administrative staff in a New Zealand university, an indigenous typology and a Wero or challenge matrix is offered, which locates different positions and actions that universities adhere to or seek to emulate. This paper uses Habermas’ theory of the state and his idea of legitimation crisis to critically evaluate recent reforms in New Zealand designed to engage young people (16–24 years of age) in paid employment and/or education and training. The paper identifies three broad strategies adopted by the state to reclaim the disengaged and hence, resolve the crisis of legitimation. These are motivational, punishing and bridging. Motivational strategies are designed to reclaim the disengaged by encouraging young people to adopt dispositions favourable to economic conditions of the time. If successful, young people will work hard to build their human capital in ways conducive to the needs of the economy. Punishing (or work-first) strategies are designed to reduce welfare dependence by making benefits harder to gain in the first instance and reducing entitlement where beneficiaries do not undertake mandated activities (such as looking for work). Finally, bridging strategies attempt to create links between job-seekers and recruiting employers. The paper argues that while these strategies will deliver short-term gains (for the state), the fact that they tighten the connection between the current labour market and education, means that over the longer term, crisis tendencies will remain. This article draws on the free-text commentaries from trans-Tasman studies that used the MISSCARE questionnaire to explore the reasons why nurses miss care. In this paper, we examine the idea that nurses perpetuate a self-effacing approach to care, at the expense of patient care and professional accountability, using what they describe as the art of nursing to frame their claims of both nursing care and missed nursing care. We use historical dialogue alongside a paradigmatic analysis to examine why nurses allow themselves to continue working within settings that put their professional/personal selves aside in an attempt to deliver care within constraints that make completing care an impossible task. The findings suggest an ambivalence and conflict confront nurses attempting to provide care within the New Public Management environment. This can be seen in the tensions that draw a line between care as an art, and care as a financial target, juxtaposed with the inherent clash of values arising from the way nursing care is conceptualised within two contradictory paradigms. Play is the context for acquiring social skills. While it is logical to suspect that the difficulties associated with ADHD would affect play, there is surprisingly little work in that area. Further, there is almost no previous research describing the playmates of children with ADHD. This study involved children with ADHD ( n = 112) playing with a usual playmate ( n = 112), and pairs of age-, ethnicity-, and sex-matched children ( n = 126) playing together. In this paper, the authors interpret the data from the perspective of the playmates. The overall finding was that the play behavior of the playmates closely resembled that of the children with ADHD; it was characterized by low levels of empathy. A primary purpose of this paper is to explore possible explanations for this surprising finding. Two possible explanations are explored. First, children with ADHD are demanding playmates so that children who play with them mirror their negative behaviors. Second, although the playmates did not have ADHD, their play behaviors might reflect the known risk of negative behaviors reported amongst siblings and peers of children with ADHD. There have been many debates in the literature about the extended transition to adulthood many young people are experiencing in late modern times. However, not all young people make this prolonged transition and, for some, resources within their family and community networks are insufficient to enable an extended transition into stable, independent adult roles. The findings presented in this paper are drawn from a large participatory research project investigating the impact of decriminalisation on the health and safety practices of sex workers in New Zealand. This paper utilises the talk of 17 street-based sex workers who entered the industry under the age of 18 years, as well as using data from a survey of 772 sex workers in New Zealand. For young people entering the industry prior to the age of 18, the period of adolescence was short-lived and their inability to gain support through either their family or the government meant that they opted to work in the sex industry to survive. Unsupported transitions into adulthood are characterised by a high degree of risk with limited employment options. This research highlights the need for policy-makers to develop holistic, multi-sectorial policies for young people which are not based on age-specific frameworks. [ABSTRACT FROM AUTHOR]

BSTRACT This paper examines the recent policy announced by the Minister of Social Development that identifies a series of 'Limited Employment Areas' within which access to the unemployment benefit would be restricted. Drawing on Deleuze's ideas of striation and modulation the paper explores the intersection of governance, space, and risk that seems to be combined in the policy. The paper concludes by reflecting on the deployment of risk based on ontological claims about the spatiality of unemployment. In seeking to shape the decisions of benefit seekers, there seems to be an emerging mosaic of welfare provision as a direct consequence of governmental intent, rather than as a failure of governmental ability. Background: Lone parents and their children experience higher than average levels of adverse health and social outcomes, much of which are explained by high rates of poverty. Many high income countries have attempted to address high poverty rates by introducing employment requirements for lone parents in receipt of welfare benefits. However, there is evidence that employment may not reduce poverty or improve the health of lone parents and their children.Methods: We conducted a systematic review of qualitative studies reporting lone parents' accounts of participation in welfare to work (WtW), to identify explanations and possible mechanisms for the impacts of WtW on health and wellbeing. Twenty one bibliographic databases were searched. Two reviewers independently screened references and assessed study quality. Studies from any high income country that met the criteria of focussing on lone parents, mandatory WtW interventions, and health or wellbeing were included. Thematic synthesis was used to investigate analytic themes between studies.Results: Screening of the 4703 identified papers and quality assessment resulted in the inclusion of 16 qualitative studies of WtW in five high income countries, USA, Canada, UK, Australia, and New Zealand, covering a variety of welfare regimes. Our synthesis found that WtW requirements often conflicted with child care responsibilities. Available employment was often poorly paid and precarious. Adverse health impacts, such as increased stress, fatigue, and depression were commonly reported, though employment and appropriate training was linked to increased self-worth for some. WtW appeared to influence health through the pathways of conflict and control, analytical themes which emerged during synthesis. WtW reduced control over the nature of employment and care of children. Access to social support allowed some lone parents to manage the conflict associated with employment, and to increase control over their circumstances, with potentially beneficial health impacts.Conclusion: WtW can result in increased conflict and reduced control, which may lead to negative impacts on mental health. This paper builds on recent scholarship on the gendered nature of educational work to argue that while conceptualisations of the principalship are underpinned by scholarship and policy assumptions that construct the work of the principal as a male domain, women have responded to opportunities presented by changing historical, political and social contexts, creating professional spaces for themselves as principals in primary and secondary schools within both state and Catholic school systems. It details how in the years prior to 1975, a time when the majority of state primary and secondary schools were led by men, the principalship of New Zealand Catholic schools was a largely female endeavour. The experience of Catholic Sister Principals was framed by the fact that they were women leading schools in a world dominated by men. Implicit in this arrangement were the ecclesiastical authority structures and their subjection to the convent hierarchy. Nevertheless, Sister Principals learned a range of strategies that enabled them to negotiate with Church and religious authorities and to undertake the diverse tasks associated with the leadership of Catholic schools. Empirical support for models of internal labour migration are usually based on observed patterns of net flows into local labour markets with relatively low unemployment and relatively high real wages. The inference drawn from such evidence is that internal migrants move to enhance returns to their labour. However, major surveys in the USA (Panel Study of Income Dynamics, and the Current Population Survey), the UK (British Household Panel Survey) and Australia (Household, Income and Labour Dynamics in Australia) all show that less than a third of internal migrants are motivated primarily by employment reasons. This paper explores this apparent disconnect between net flows and motives using the Survey of Dynamics of Motivation and Migration, which has recorded in detail the reasons why over 6000 individuals moved within New Zealand over the two-year period 2005 and 2006. The survey confirms that only a minority of working-age migrants move between local labour markets primarily for employment reasons. Far from increasing returns to their employment, most migrants do not experience a rise in income or believe their employment prospects improved as a result of their move. Rather than being motivated by having their employment enhanced by internal migration, the majority of internal migrants of working age appear to be motivated by other goals. Caring for people with dementia remains gendered with women still expected to undertake much of the paid and unpaid caring work in the community. This study draws on survey and interview data collected from 48 women community workers in Alzheimers Societies throughout New Zealand. Through the lens of the women community workers the gendered expectations about paid and unpaid work are revealed. The paper argues that cultural ideas about gender differences in caring abilities have implications for women and men as the population ages and the dementia 'epidemic' impacts in New Zealand. This paper examines the assumptions and structure of the concentric circles model of the cultural industries. Empirical data for Australia, Canada, New Zealand, the UK and the US are used to illustrate the model's key characteristic: the proposition that the cultural content of the output of the cultural industries declines as one moves outwards from the core. The test uses the proportion of creative labour employed in production as a proxy for cultural content. The results confirm the model's validity as a means of depicting the structural characteristics of the cultural industries and also enable some wider features of the cultural workforce in the five countries to be examined. Workforce ageing is likely to lead to labour and skills shortages. Many governments are seeking to increase workforce participation by older workers and to discourage early retirement. Thus factors that influence retirement decisions are important in both personal and policy terms. Information on a range of factors, including health and financial circumstances, is reviewed in this paper, with particular reference to New Zealand sources, especially the Health, Work and Retirement Study. The findings of the qualitative interviews that were part of this study illustrate how the influences interact, and highlight the importance of life-course factors, both personal and contextual, which underlie decisions about workforce participation in mid- and later life. The purpose of this paper is to provide a descriptive profile of the personal characteristics and socio-economic circumstances of a cohort of young parents (N = 155) who had full-time care of at least one dependent child at 25 years of age. In addition, we investigated the extent to which these families were faced with material hardship and adverse living conditions, and examined the life-course pathways and concurrent risk factors that place young families at elevated risk of material hardship. Employing longitudinal data from the Christchurch Health and Development Study, the results showed that around one in five of these young families were experiencing moderate to severe material hardship. Higher levels of material hardship were predicted by a range of antecedent and concurrent life-course experiences, including family socio-economic status in childhood, mental health problems in adolescence, family structure, and employment- and income-related factors in young adulthood. Efforts to reconcile work-life balance goals are at the heart of the design of tax-benefit programs. Yet this relationship between work-life balance and tax-benefit programs is relatively unexplored. To help address this lacuna this paper compares approaches to reconciling work-life balance goals in the designs of earned and child tax credits in Australia, Canada, New Zealand, the United Kingdom, and the United States. These designs indicate different approaches to reconciling work-life balance. In their design of earned and child tax credits the United States places emphasis upon targeting tax relief by paid employment (to breadwinners), Australia and Canada by family structures (to caregivers), and New Zealand and the United Kingdom by both paid employment and family structures, although in New Zealand assistance is provided on a more residual basis. Of these designs the dual objective approach, particularly of the United Kingdom, appears to offer greater opportunity for both directly addressing relatively high rates of child poverty and increasing low wage caregivers' labor supply (as part of a broader poverty reduction strategy). This paper presents the results of the New Zealand Poverty Measurement Project's analysis of the effects of the 1990s social reforms in New Zealand on the incidence and severity of poverty, and assesses the impact of the social and economic policies introduced by the Iabour-led coalition governments since 1999: New Zealand superannuation, income-related rents on state houses, active labour market policies for an employment-rich economy, the Primary Health Care Strategy and the planned income support policy to reduce child poverty. Superannuation is assessed as both adequate and sustainable, rents for state houses are found to he affordable, and CDP growth and employment have increased incrementally as unemployment and benefit numbers have decreased. The Primary Health Care Strategy is an innovative initiative that will increase affordable access to general practitioners, but it and the proposed child assistance initiatives arc too new to be adequately assessed. Of the challenges that remain, policy priorities should centre on housing alternatives, including home ownership for low-income households not in state houses; income support for poor households, particularly those with children; and multi-sector development of education and training aimed at lifting economic and social capacity. This paper examines some of the socio-demographic changes which have occurred in the Pacific-descent population in New Zealand in the last decade. It examines significant shifts which have occurred in the social and economic characteristics of overseas and locally-born sub-populations and identifies some of the factors which have produced these. The chapter points to the growing internal socio-demographic diversity within the Pacific population and argues that we may need to think about this population in different ways in the near future. • Work-based experience assists vulnerable youth to secure full-time work. • Supportive adults are important in employment outcomes for vulnerable youth. • Matching education to specific needs of these youth may assist in work transitions. • Risk behaviors do not appear to undermine chances vulnerable youth will secure work. • Neighborhood and family risks do not undermine employment prospects of these youth. Youth exposed to high levels of adversity during childhood face major challenges in achieving normative milestones such as securing employment. Effective support holds the potential to significantly change the long-term outcomes for these youth, but there is debate about what programme components are most effective in scaffolding these youth into work. This paper presents findings from a mixed-methods longitudinal study that collected survey data for three years followed by qualitative work with a representative subgroup of youth (n = 107) for a further three years. It explores a subset of data to identify factors associated with positive employment outcomes for these youth (aged 12–17 at study entry). A particular concern was to identify factors that were amenable to intervention in order to provide professionals and policy-makers with evidence concerning the most important programme components and policy settings. Factors that made the most difference to the employment outcomes for this ethnically diverse cohort of vulnerable youth were a history of employment, employment-related skills and access to ongoing support. In addition, male gender and older age played a role in these outcomes. Commonly identified risk factors (substance use, offending) did not play a role, neither did ethnicity, family nor neighbourhood characteristics nor individual strengths. The importance of early exposure to workplaces, opportunities to develop employment skills, and access to ongoing support from at least one positive adult, are key factors for programmes supporting the employment transitions of vulnerable youth. This article describes the underlying philosophy of knowing the people planning (KPP) and gives an example of a practical approach to measure people's recovery in terms of consumer identified outcomes leading to the improvement in the effectiveness of mental health and addiction services in Hawke's Bay. KPP provided a valuable approach to planning service delivery by measuring key variables of service delivery based on consumer determined key features and a means to describe the quality improvements implemented in services in Hawke's Bay. Practitioners were directly involved; the key was to identify gaps and work with stakeholders to create solutions to facilitate better and improved recovery outcomes. What is known about the topic? Outcomes specifically related to the effect of recovery oriented mental health services on the population, are not widely measured. Within the current health environment, it is essential outcomes are described and measured in terms of the effect on the population and the outcomes related to sustaining people's recovery from mental illness. The purpose of the KPP approach is to provide evidence for change in service delivery and to determine if enhanced investment is making any differences to the end product experienced by consumers accessing services in terms of recovery outcomes. KPP outcome data are designed to enable services to effectively plan for and fund services to make a practical difference to those who access them. What does this paper add? KPP provides a framework and approach to measure consumer desired outcomes that make a practical difference to consumers lives such as paid employment; housing; social support; and access to primary healthcare. This article provides an example of KPP in action that led to significant changes which enabled services to better meet consumer needs. What are the implications for practitioners? KPP is a simple and effective tool that enables quantitative data to be collected and analysed. Practitioners contribute to data collection and the data can then be used to directly affect service design and investment. The KPP process allows practitioners to know the people they are working with and to identify and address consumer needs, which in turn leads to an improved service, creating a more satisfying working environment.
