In July 2021 the Chinese Government unexpectedly released what has become known colloquially as the 'Double-Reduction' policy. The policy decreed the reduction of homework pressure on students and greater control of private tutorial companies. In this paper, we set out to understand why the Chinese central government launched the 'Double-Reduction' policy in mid−2021 by using narratives to analyse the three most circulated explanations for the policy and its timing. We use data from a range of formal and informal policy texts. The three narratives, including one policy narrative dominant in the official discourse and two alternative ones, constructed the causal stories about the policy's rationale from multiple perspectives. The combination of multiple perspectives and a narrative approach helps reveal the policy event's complexity and lays a foundation for researchers interested in tracking the development trajectory of this new policy. This paper contends that the inclusion of meso- and micro-level perspectives has been under exploration in the study of the internationalization of humanities and social sciences, in particular, in a state-mandated system where policy interventions in higher education and knowledge production have typically been aligned with state construction and national development. It argues that institutional and individual responses to state policies on the internationalization of humanities and social sciences should be investigated due to their respective roles in policymaking and implementation. It has, therefore, retrieved recent and historical policy documents during the post-WTO period and collected empirical data from two Chinese universities. A constructivist-interpretivist qualitative approach and a qualitative case study strategy were adopted for this investigation. Based on an in-depth analysis of the empirical data, this paper reveals the gap between the macro-level ambition of achieving outward-oriented diffusion of innovations and the local-level realities, as well as institutional dilemmas and conflicts in facilitating the internationalization. At this stage, there is a big gap between the cognition and practice of smart devices in universities and the theoretical development of universities. Theoretical and practical scientific research on university wisdom factors from the perspective of wisdom culture education can sort out the essential attributes of university wisdom in terms of actual practice and appearance and give references for the development of university theory and within the field of wisdom practice. In the age of the information explosion, modern education is developing toward an intelligent system approach. In this cultural education environment, universities in China are paying close attention to the construction of smart schools. Among them, the national Ministry of Education policy document emphasizes the construction of "intelligent education demonstration parks" and promotes the construction and implementation of smart campuses in all aspects. Given this, the paper takes university culture education as an example and explains how to build smart classroom teaching to promote the development of modernization and intelligence in China's education and improve its quality of teaching. This study explores a cohort of Burmese students' lived experiences at a border high school in China and demonstrates that their multilingual practices and identity positionings constitute exclusionary effects that limit their interactions with their local Chinese teachers and peers. The paper argues that these Burmese students' in-group interactions reproduce the process of exclusion, further complicating their identity positionings. This paper confirms the established fact that transnational students are marginalized in a variety of national contexts in complex ways, and draws attention to in-group differences among transnational students with diverse backgrounds. These findings have implications for multilingual practices and education policy makers, and for a more inclusive pedagogical approach to reducing marginalization and educating students of diverse linguistic, cultural, and racial backgrounds for global citizenship. In 2017, China released its building list of First-class Universities and First-class Subjects (Double First classes), which should get great support for development for many years into the future. This paper examines the academic performance of eight universities that are currently listed as having First-class Subjects of economics, in international papers and domestic papers, and compares their academic performance with another eight non-listed universities. The comparison shows that in general only three listed universities have obvious advantages among the 16 sample universities, while four listed universities do not show advantages, with one of them unexpectedly lagging behind. In contrast, several non-listed universities perform obviously better among the sample universities. Government spending on higher education is a perennial research theme, but empirical evidence from China is relatively rare. Based on panel data of local higher education institutions in 31 Chinese provinces from 2003 to 2016, this paper investigates the determinants of general appropriations and quantifies their relative contributions in consideration of socioeconomic, political, and higher education variables. The results of two-way fixed effect modelling reveal that province GDP per capita, government size, percent of education spending, total enrolment, and tuition fees are five major determinants. Further, the results of Shapley decomposition show that these five determinants jointly contribute to 56.793% of total R2. Drawing on Chinese practices of higher education expansion in the last two decades, this paper concludes with policy implications for sustaining higher education funding. [ABSTRACT FROM AUTHOR]

The idea of the public good of higher education is closely related to the political, social and educational cultures in which higher education is embedded. It varies across contexts. However, widely used notions of the 'public' aspects of higher education, including the concepts of economic public goods and private goods, conventionally assume Anglo-American state/society/university assemblages. Anglo-American (and more generally, Western) discourses and terms are dominant in scholarship on public policy and higher education. This creates obstacles and lacunae in comparative studies, and employing solely Anglo-American notions can be especially problematic in non-Anglo-American contexts. This paper attempts to move beyond the conventional approach by conducting a lexical-based comparison of the Chinese and Anglo-American approaches to the public aspects of higher education. It identifies and explores key concepts of the public good of higher education in both the Chinese and English languages, establishing similarities and differences. The comparison contributes to a more balanced understanding of the public roles of higher education, illuminates new aspects of 'public', and may facilitate mutual understanding between scholars and between the Chinese and Anglo-American higher education systems. China has undergone unprecedented changes since the Reform and Opening-up policy in 1978. Policy experimentation (PE) has been key in generating and catalysing reforms in the process. This study proposes a conceptual framework to describe the different pathways of PE-enabled reforms. Comparing two empirically informed case studies, this study demonstrates the functions of this policy tool plays within China's higher education policy-making and development: generative, rhetorical and regulatory. The paper argues that PE can be a genuinely productive mechanism for producing, identifying and negotiating new policy options while allowing the government to supervise and regulate institutional reform behaviours. However, under certain conditions, it assumes more of a symbolic role allowing the government to acquire or consolidate reform legitimacy without engaging substantial innovation. By highlighting those key roles of PE, this paper provides a distinctive perspective for understanding the policy-making and reform process in China's higher education development. Global policy transfer has become increasingly popular in recent years, and one recent example of such policy transfer is the England–China Teacher Exchange, which was initiated in 2014 with the explicit aim of raising attainment in maths in English primary schools by trialling concepts used in Shanghai schools, Shanghai rising to the top of the PISA rankings in 2009. However, as this paper will argue this is an overly simplistic attempt to transfer a policy between two wholly different contexts, the lack of success of the policy seen in the very limited impact on student attainment in the participating schools. Whilst such policy transfer has increasingly taken place in the context of isomorphism and global pressures to adopt policy from high performing education systems, it is argued that policy needs to be explicitly reconsidered in terms of the local context it is being imported into if it is to be embedded in an effective manner, as well as rooted firmly in research. It is also argued that the England–China Teacher Exchange reflects a broader ideological focus in coalition government policy on the marketisation of education alongside the PISA rankings, rather any wider consideration of how this particular policy would drive up standards. State policies regarding the internationalization of higher education (IHE) in China have undergone significant shifts between 1949 and 2019. This paper advances the proposition that these shifts in policies pertaining to IHE can be understood as part of a process of ongoing Chinese state formation in relation to national and global developments and does so by examining the history of IHE policy and policy changes between 1949 and 2019 to demonstrate this possibility. We consider three specific periods to make this case, including (1) the period of Marxist-Leninist socialist nationalism, patriotism and proletarian internationalism and the early engagements of IHE (1949–1976); (2) neoliberal globalization and opening-up: a return to the international stage and further IHE (1977–2002); and finally, (3) state developmentalism and the era of globally engaged higher education (HE) (2003–2019). In conclusion, the current implications of a neoliberal (capitalist) globalization are discussed in terms of real and potential implications for Chinese state formation, Chinese HE and society. The paper aims to investigate the historical underpinnings and formation of international HE in China and contribute to the significant gap in our current literature regarding IHE in China as a socio-historical phenomenon. It not only offers a detailed documentation of how policy on IHE has evolved and shifted in the context of significant changes in political and economic directions in China but also teases out influences of national concerns such as ideological and cultural considerations as well as neoliberal globalization. China has adopted policy experimentation (PE) as a means of introducing and testing innovative policy options for reforms in higher education (HE). This paper explores how PE plays out in the HE sector, involving state actors and university actors in a dynamic interactive process and bringing about institutional changes. This paper proposes a theoretical categorisation to understand four types of PE that occurred in China's HE reforms, i.e. directive, authorised, exploratory and retrospectively authorised experiments. It discusses an empirically informed case study to illustrate the experiment process characterised by central-local interaction and intentionally ambiguous boundaries. The PE approach enables state-university interactions and power negotiations that create and maintain strategy space for consensus-building. The state, however, retains ultimate authority for legitimatising, selecting and expanding policy experiments. It is best understood as 'elite-enabled experimentation within existing political hierarchies'. This study provides a distinctive perspective for understanding and explaining the power dynamics embedded in China's HE reform process and more broadly the evolution of higher education governance. Chinese higher education has been actively developed in recent decades as a major engine of national prosperity. This investment has spurred substantial and growing interest in understanding student and graduate outcomes. After discussing this policy context, the paper deploys an international lens to analyse evaluation mechanisms being used and developed in China. Specific initiatives are discussed to particularise each mechanism and to help link them with international developments. Comparing China's 2006 and 2015 Africa policies, this article reveals how China's political discourse has become more confident, practical, and depoliticised. In particular, this paper shows how education is allocated, promised, and embedded in China's 'shared' agenda, which is centred on development co-operation and mutual learning. It then reflects on the extent to which China may move towards traditional donors. This paper concludes that, despite fragmented convergences in the discourse and an increased recognition of a Chinese model, China maintains its distinctive role and position in the post-2015 era. Fierce competition in China's basic education system results in students spending too much time on homework. However, few studies have explored the mental health effects of homework time. Using data from the China Education Panel Survey (CEPS), this paper empirically examines the impact of homework time on adolescent mental health through the fixed-effects model and instrumental variables regression. Additionally, this study explores the moderating effects of teacher support and parent involvement. The results indicate that homework time has a negative effect on adolescent mental health, but only when the amount of time spent on homework exceeds about 1 hour and 15 minutes. Overall, there is a non-linear relationship between homework time and adolescent mental health. Teacher support, particularly emotional support, can mitigate the adverse mental health effects of excessive homework time, whereas parental involvement does not show the same positive effect. The analysis of heterogeneity reveals that adolescents from rural schools or medium family economic backgrounds experience a more pronounced negative impact from excessive homework time compared to those from urban schools, poorer or richer family backgrounds. Furthermore, students with outstanding academic performance are affected more significantly than their peers with poor academic performance. The empirical results echo the targets of the Chinese "double reduction policy" which requires strict control of homework time. Education policymakers should reasonably regulate homework time and systematically explore education concepts and teaching methods that are compatible with the reduction of homework time. • Chinese adolescents are burdened with an excessive amount of homework time. • There is a non-linear relationship between homework time and adolescent mental health. • Homework negatively impacts adolescent mental health, but only when exceeding about 1 h and 15 min. • Teacher support, particularly emotional support, can mitigate the adverse mental health effects of excessive homework time. Online learning is currently adopted by educational institutions worldwide to provide students with ongoing education during the COVID‐19 pandemic. Even though online learning research has been advancing in uncovering student experiences in various settings (i.e., tertiary, adult, and professional education), very little progress has been achieved in understanding the experience of the K‐12 student population, especially when narrowed down to different school‐year segments (i.e., primary and secondary school students). This study explores how students at different stages of their K‐12 education reacted to the mandatory full‐time online learning during the COVID‐19 pandemic. For this purpose, we conducted a province‐wide survey study in which the online learning experience of 1,170,769 Chinese students was collected from the Guangdong Province of China. We performed cross‐tabulation and Chi‐square analysis to compare students' online learning conditions, experiences, and expectations. Results from this survey study provide evidence that students' online learning experiences are significantly different across school years. Foremost, policy implications were made to advise government authorises and schools on improving the delivery of online learning, and potential directions were identified for future research into K‐12 online learning. This paper explores the relationship between the student-supervisor relationship (SSR) and postgraduate students' subjective well-being. Based on a longitudinal survey of Beijing college students, the present study suggests that in China, the SSR is a supervisor-centred, top-down hierarchical relationship. The reciprocity level of the SSR is positively related to the students' subjective well-being. The trust level of the SSR also has a positive relationship with students' subjective well-being; improving the trust level may also mitigate the possible negative implications of the low level of reciprocity in the relationship. The present study further reveals that it is more difficult for first-generation students to establish sound SSR than non-first-generation students. Additionally, a good SSR is more important for first-generation students' positive well-being. This paper presents new evidence on how enrollment expansion affects higher education access and production with a focus on social inequality and institutional stratification. From 1999 to 2012, the world's largest higher education expansion happened in China that annual college enrollment dramatically increased from 1,083,600 to 6,888,300. We evaluate this exogenous, unprecedented policy using nationally representative student-level survey data and newly available confidential institution-level data. Enrollment expansion, which reduced per-student resources, negatively impacted college quality as measured by value-added on graduates' employment and earnings. Theoretical ideas about globalization and internationalization of higher education emphasize the tension among different ideologies of higher education. According to literature, a competition among states, economy, knowledge, and status generates this tension to drive higher education development. This theoretical understanding not only shapes our global imaginations but also permeates the organizational behavior of universities. In this paper, we focus on the institutional logics that motivate universities in Kazakhstan to engage with China's ambitious Belt and Road Initiative (BRI). We investigate the ways that Kazakhstani higher education interprets and responds to China's vision of a global order. Based on interviews conducted at 10 higher education institutions (HEIs) in Kazakhstan, we argue that Kazakhstan's engagement with the BRI circumvents the cultural connectivity and global cooperation that are embraced by Chinese policy discourse and perpetuated by academic literature. Rather, institutional leaders in Kazakhstan operate with a utilitarian logic that seeks revenue generation, links with industry, and opportunities for students in employment and further education. The pursuit of these strategic outcomes demonstrates a bilateral engagement with China rather than the multilateral cooperation envisioned by policymakers. In a higher education system dominated by the state, the institutions in our study exhibit partial agency to accrue pragmatic benefits rather than concede to isomorphic pressures or mimic internationalization from neoliberal contexts. The discrepancy between policy discourse from China and policy reception in Kazakhstan raises questions about the rhetoric of a multipolar global order and the realities of international cooperation in higher education. International student education in China has been continuously changing in response to the rapid social transition since the People’s Republic of China was established in 1949. Adopting a historical perspective, this scholarly paper begins with an analysis of characteristics of international student education in China in terms of rationales, role of government, and international students. Several challenges are then identified and this paper concludes with observations on future trends of international student education development, with a special focus on the implications of “the Belt and Road”. This article aims to deepen our understanding of the impact of an oscillating policy environment on non-traditional schools in China since 2010. It does this through analysing policy documents and an analytic case study of one newly founded school in Shenzhen, China. The wavering policy environment framing the paper reflects a long-running internal government tussle between educational centralization and decentralization. The article first maps the trajectory of policy change associated with the "walking on two legs" tradition. It then examines how national policies are locally interpreted and enacted by depicting one school's historical episode and re-examines the case from a macro social change perspective to understand why the policy environment changed. The paper explores the issue by asking what significant policies describe China's "running schools on two legs" policy approach, how the oscillating policy environment influenced practices in one school and why the government changed its stance to re-centralize control of education. The paper discusses a number of implications arising from the case and shows the power of central policy ideology on the shape and purpose of schools. • 'Walking on two legs', or decentralization -recentralization tension, is a recurring theme in modern China. • The implementation of PPPs in education is contextually mediated and institutionally rendered. • It is a single school case that can reflect the oscillation of decentralization and privatization policies in China. • At the heart of the policy oscillation and the subsequent crackdown on PPPs was an intention to strengthen ideological control and teach the market a lesson about who is ultimately in charge. Recent research has focused either on the internationalisation of China's higher education (HE) as soft power, or on soft power with 'Chinese characteristics'. There is a paucity of research combining these two foci. This paper fills this gap by: (i) unravelling the meanings and features of the 'Chinese characteristics' embodied in the policies of President Xi Jinping's new regime that seeks to rejuvenate the 'civilisational state' through internationalising HE as soft power; (ii) analysing the implications and complications therein; and (iii) exploring the predicaments and paradoxes as China seeks to construct a Sino-centric world order alongside, if not atop, the Westphalian system. It demonstrates how the internationalisation of HE as soft power with 'Chinese characteristics': finds its legitimacy in a historico-cultural narrative; rides on the tide of the current global norms/practices; builds on national agenda/priorities; and is running into conflict with the West which is pursuing its own similar interests. School safety within and outside the schools is a priority for school heads, teacher education administrators and the governments around the globe. In China, despite several policy instruments, rules and regulations, school safety is often questioned and highlighted in the print and TV media. There is a need to address the issues associated with school safety and provide improved educational environments for male and female students in rural and urban areas. This paper uses 12 indicators to assess the safety status in schools in a remote province of Gansu, China and provide a comparative perspective between urban and rural schools and along gender lines. Educational issues in relation to ethnicity and language education policies have been underexplored in Asian contexts. In particular, issues related to ethnic and linguistic minority students have not received much attention in the post-colonial context of Hong Kong. This paper highlights challenges and tensions faced by Nepali ethnic minority students in two Hong Kong schools arising from language policies adopted by the postcolonial government. Based on data arising from interviews with 28 secondary school Nepali students in 2013 and 2014, and an observation of two schools with a sizeable population of Nepali ethnic minority students over a period of more than two years, this paper investigates how students face the pressures of learning through the medium of either English or spoken Cantonese and written Chinese. Analysis of the data reveals that these students face inequities in schools due to neglect of attention to their overall educational development, discrimination in the institutional settings and lack of opportunities to maintain their own heritage language and identity. Purpose: The purpose of this study is to identify the factors and issues within the policy context of education and the school inspection system which might affect education quality in China and examine stakeholder perceptions of inspection content and context in one city region in China. Design/methodology/approach: A mixed-methods design was used. In all, 365 teachers, headteachers and administrative staff from ten schools across the urban and rural area have responded the questionnaires. A total of 13 interviewees including teachers and headteachers from two urban schools and a rural school, city and national inspectors and an educational officer were conducted. The interview instrument was informed by both international and local literature and some of the quantitative findings. Findings: This paper argues that student non-academic outcomes were perceived by participants to be more important than academic achievements in demonstrating education quality. The prevailing exam-oriented evaluation system still sets barriers for student all-round development. Educational equity in student performance has not drawn sufficient attention from the inspectorates of Shandong province. Practical implications: School inspection standards remain to be improved to better support student all-round development and equity in educational outcomes within and between schools, and better accommodate policy contexts and local needs. Originality/value: This study examines the school effectiveness factors which have been rarely tested in Chinese context and collects new empirical evidence to explore participants' perceptions on the quality of school inspection criteria and education quality in Shandong province. Due to the politicisation of universities-within-the-state, the state's governance of higher education in China differentiates itself from other countries. This study examines how the Chinese central government adjusts its governance over universities between 1978 and 2018. Based on an extensive analysis of policy documents and scholarly research, this study proposes an analytic framework, comprising the state's governance logics, governance instruments, and institutional demonstrations. The three strategically selected governance instruments, i.e. laws, policies, and finance, are demonstrated through various aspects integral to China's higher education—the dual-goverance structure, appointment of the principal leadership, access to higher education, university and discipline structures, curriculum and ideology, funding and grants, and tuition fees. Based on an in-depth investigation, the study argues that the underlying governance logics of the state are moving from direct controls to indirect supervision; however, despite the increasing university autonomy and academic freedom in some areas, the state has never abdicated the essential power and authority over higher education institutions. This study explored the strength and mechanisms of the intention‐use link in the Technology Acceptance Model (TAM), based on data from a sample of 198 in‐service college‐level foreign‐language teachers in China. Its sequential explanatory research design involved, firstly, a quantitative approach to examine the structural relations among the TAM's variables, using path analysis on survey data; and secondly, qualitative interviews with a purposive sub‐sample of 16 of the same teachers, aimed at identifying potential influences on the intention‐behavior gap in their student‐centered technology use. Analysis of the quantitative data indicated a significant relationship between the teachers' intention to use technology and their teacher‐centered technology use of technology, but a non‐significant relationship between intention to use technology and their student‐centered technology use. The qualitative data revealed that facilitating conditions, prior experience with technology and technological pedagogical content knowledge (TPACK) were the main obstacles to the interviewees' student‐centered technology use. Other factors also played a role in educators' intention‐use gaps, including habit, beliefs in students, Chinese teaching culture and assessment pressure. The Chinese government has acknowledged that in order to turn Chinese universities into world class institutions, it will have to grant them a greater degree of autonomy. However, the reforms that have been introduced to achieve this goal run counter to a long tradition of central government oversight. The question now presenting itself is how much actual control government has devolved to universities. The qualitative evidence presented in this paper, obtained through interviews with university presidents and Party secretaries, not only confirms that, as one might expect, Chinese universities continue to operate "in the shadow of hierarchy," but also and more importantly that formal efforts to devolve authority are being rendered ineffective by informal pressures and control mechanisms. Discussion reflects on the state of play in Chinese public administration studies, and urges public policy researchers examining devolution in China to account for both formal reforms and everyday "lived experiences." Purpose Different aspects of the globalisation of Chinese basic education have been examined in recent studies. This paper aims to contribute to this research base by examining the relationship between global quality assurance and evaluation (QAEVAL) trends and reforms in the Chinese basic education system.Design/methodology/approach Relevant research literature in English and Chinese was reviewed to assesses whether a movement of increasing convergence with global QAEVAL policy contents and policy instruments has taken place in China following the introduction of the so-called “equality education”. This paper examines to what extent and how the data and results of PISA have been used for various education stakeholders and to what extent PISA affect educational policy and practices in Hong Kong. From the point of view of the government, PISA has played an important role in supporting and legitimising government educational reform since 2000. It has supported curricula frameworks and to some extent development and reform from the philosophical and educational viewpoints. However, the mass media and general public seldom went beyond ranking to look at other variables that might inform policy with the exception of some researchers and curriculum developers. Nonetheless, considerable effort has been expended by key researchers in Hong Kong in disseminating information about PISA prior to and after the administration of each assessment and in sharing the Hong Kong results, through such means as press conferences, seminars, international conferences, research and professional development. Experience from the case of Hong Kong suggested that, by keeping international assessment low stake but making good use of it to inform different stakeholders and initiating teacher professional development could be a cost-effective tool to drive educational reform. However, there is a tendency of overuse or abuse of international assessments by making international assessment high stakes, which might create unnecessary pressure for participating schools, teachers and students. Few civil-conflict studies explore the role played by subnational-level governments, especially the impact of their providing public goods. In this paper, I argue that local governments can mitigate the risk of ethnic conflicts by increasing their provision of public goods. I situate this argument in the context of ongoing ethnic conflicts in Xinjiang, China. With a new data set of 105 ethnic conflicts in Xinjiang between 1997 and 2005, this study finds that counties with higher government spending on education were significantly less likely to experience conflicts. This article is one of a series of papers generated from the Curriculum Reform study in Hong Kong with the purpose of understanding the impact of government’s role in the change process of the reform. This paper specifically examines the 17 government initiatives in the Curriculum Reform in terms of their adoption percentages of schools from before 2000 to 2006–7. These initiatives can be regarded as ‘soft’ measures of the Government, supplementing the hard policies on the Curriculum Reform. The adoption of these initiatives in schools reflects the extent of implementation of reform items and therefore should be crucial to the success of the Curriculum Reform. The study illustrates the impact of the government on the phase of adoption in the change process. The findings suggested that whereas the government initially played an important role in adoption of these initiatives it was not able to raise the adoption percentages further towards the end of the study. The performance of scientific research system is a key element in the assessment of higher education institutions (HEIs). The scientific research system mainly be constructed by two sub-systems: scientific research achievements production and the transformation of these achievements. Different from prior literature, this paper attempts to evaluate the performance of scientific research system of HEIs from a view of goal congruence. Specifically, it examines how and to what extent such two sub-systems are consistent with the goal of overall scientific research system. To this end, this study employs data envelopment analysis (DEA), a non-parametric frontier analysis approach, to present a goal congruence model which is used to measure the degree of both the overall goal congruence and the internal goal congruence. Then, the proposed model is applied to evaluate the performance of scientific research systems of 40 "first-class" universities and 62 "first-class disciplines" universities in China. Results show that only the scientific research systems of Tsinghua University and Central China Normal University achieve the goal congruence. This paper revisits and revisions Education for All (EFA) in the age of global migration with the aim of developing more inclusive approaches towards social justice and equity in education. Drawing on cases of internal and international migration in China and Canada, this paper compares and contrasts policies and practices in the education of migrants and their children to discern common issues and challenges in both country contexts. The findings reveal that despite China's nine-year compulsory education law for all school-aged children, migrant children are often deprived of equitable learning opportunities, resulting in their being the most educationally marginalised in China. The case of Canada demonstrates some of the challenges facing immigrants in having their prior learning and work experience recognised. Lessons learned from this comparative analysis have important implications for the post-2015 EFA revisioning process in terms of developing a holistic, inclusive lifelong learning framework which ensures that the learning needs of both young and adult learners are met through access to equitable learning opportunities as well as recognition of their prior learning and experience. This paper reviews the development of early childhood education and care (ECEC) in China. The historical context from 1900 is summarised, and then developments from the 1980s up to the present kindergarten expansion movement, starting in 2010, are covered in detail. The review shows that ECEC development in China has undergone great changes both in policy and practice. The clash between progressive ideas and existing kindergarten practices has been and remains a challenge. The ‘cultural appropriateness issue’ is of concern, and there are strong voices for keeping valuable aspects of Chinese traditional culture. China has put great efforts recently into boosting kindergarten participation nationwide; yet, there have been and remain great social economic disparities at various levels. There is also growing concern that the programme quality cannot be maintained with the rapid kindergarten expansion process. The integration of children with disabilities in mainstream early childhood settings is a common practice in many developed and developing countries world-wide. A number of key points have been raised concerning such integration, including the increased attention to civil education about the rights of persons with disabilities, training for teachers, and close communication between the government and the mainstream schools. This paper presents a qualitative study of these critical issues in the context of integrated early childhood centres in Hong Kong. These centres operate under an integration policy inherited from the British colonial period. This policy lies within the larger philosophical context of Confucianism with its commitment to excellence, which makes for an intensely competitive schooling environment. Thus, the story presented in this paper is a collection of multiple perspectives of parents with and without children with disabilities, teachers, and school principals on the topic of integration. Looking at the bigger picture, we argue that rather than simply inheriting a policy that is prone to bureaucratic machinations, the policy must be adopted and owned within the local settings if it is to work properly. Around the world, increasing numbers of students receive after-school private supplementary tutoring. Such tutoring may be provided through informal channels or by companies, and it may be received one-to-one, in small groups or in large classes. The tutoring is commonly called shadow education since its content mimics that of regular schooling. The spread of shadow education is part of a global shift of balance with increased roles for the private sector. Hong Kong is among the societies in which shadow education enrolment rates are particularly high. Much of the shadow education focuses on techniques for performance in external examinations, and is not consistent with the emphases stressed by teachers and the government. This paper focuses on a newly introduced subject called Liberal Studies in which the tensions are especially visible. Although the official curriculum emphasizes creativity and critical thinking, many students have sought large-class tutoring focused on formulae for passing examinations. Interviews exposed the needs that the students felt were not being met in their schooling. The findings illustrate some of the complexities in relationships between the public and private sectors. Drawing upon a project on British transnational education (TNE) programmes offered in Hong Kong, this paper interrogates the capacity development impact of TNE on the students, the Hong Kong Government and the programme providers. It addresses the questions: ‘What capacity is being developed in TNE operations?’ and ‘For whom?’ Our findings reveal multiple capacities at play. As TNE has been traded between British and Hong Kong universities and facilitated by the Hong Kong Government'slaissez-fairedoctrine, as a commodity in the neoliberal trade-in-education regime, students' interests are often sidelined. This paper examines the impact of reform policies on the work of Chinese teachers. It explores the policy context in which a fragile teaching profession attempts to develop and discusses the dynamics of interacting societal forces that have created the dilemmas for the teachers. The authors argue that while the continual implementation of reform policies has fostered a new outlook in Chinese schools, calls for profound change in schooling have caused much anxiety among teachers. The teachers' anxiety stems from the incongruence between their professional outlook, which is intimately linked to student academic achievement, and the dictates of state reform measures, which seek to broaden the conception of education to include other areas of human development. Throughout the years of reform, teachers have had to stretch their professional capacity in order to satisfy competing demands engendered by reform measures and educational reality. It is in the tensions caused by the implementation of reform policies that the humanism of teacher professionalism is magnified. Purpose – This general review paper aims to examine the special features of Chinese private higher education institutions (HEIs), discuss the challenges that Chinese private HEIs face, and explore what is needed for the further development of Chinese private higher education.Design/methodology/approach – The paper takes the form of a general review and comparison.Findings – Specifically, Chinese private higher education is characterized by volatile development that is easily affected by government policy inconsistencies. Today's private higher education faces serious challenges, including perceived low quality and low reputation, fierce competition within the private sector, and with the public sector and international forces, and difficulties in recruiting students. To facilitate the further development and improvement of Chinese private higher education, it is crucial to have a mature and stable education policy-making process that involves multiple stakeholders, to provide substantive government support, and to establish a quality assurance system.Originality/value – Chinese private higher education has experienced both unprecedented rapid growth and significant fluctuations in the last three decades, and is now facing serious challenges to its further development. Some of these challenges are common for private higher education worldwide, while some are unique to China. By focusing on these challenges, this paper probes the fundamental questions about the nature of private higher education, examines the role it plays in the process of modernizing developing countries, identifies the major obstacles that private higher education faces, and explores how these obstacles can be overcome. Purpose – Over the past few decades China's higher education has gone through dramatic growth and multiple rounds of reforms accompanied by a remarkable amount of financial investment, all aiming at developing world-class universities to grow innovative talents. Yet the outcomes so far have been disappointing. This paper aims to investigate this issue.Design/methodology/approach – By reviewing and analyzing selected educational reforms in higher education in China, this article discusses the reasons of the gap between the massive input for innovation in higher education in China and abysmal results. This paper also reports and analyzes a case that challenges central control and the gaokao system.Findings – Central control and the gaokao, the infamous college entrance exam, are the bedrocks of China's higher education and also the culprit for China's failure to cultivate innovative talents. Unless they are fundamentally changed it is unlikely that China will have the higher education system it dreams of having.Originality/value – This article provides an overview of China's efforts to cultivate innovative talents by strategically investing in building world-class higher education institutions (HEIs) and analyzes the reasons behind the apparent gap between its massive input and the abysmal results achieved. This paper attempts to argue that using market forces to raise education standards casts doubts to quality education, although this is seemingly an international trend, for such practice presents challenges to many issues such as equity. Using Hong Kong as a case, the paper analyses the practices of quality school education by focusing in particular on the difficulties that newly arrived children encounter. A multi-level framework is employed to critically examine the current government policy on quality education with reference to nine schools from five levels: individual student, institutional, government, societal and professional learning community. Discrepancies between policy goals and school practices are highlighted. This paper provides a co-director’s and co-author’s review of and commentary on research carried out with Maurice Galton over the past decade. Its principal focus is the burden that recent education policies and ascent of a deleterious culture of performativity have inflicted on teachers’ professional and domestic lives. It reports on four studies conducted for the National Union of Teachers (NUT) and two books: Teachers under pressure and Re-inventing schools, reforming teaching. The latter offers alarming, if not surprising, insights into the process of national policy-making. It goes on to relate mutual experiences of recent work in Hong Kong and draws attention to Maurice Galton’s contributions to education internationally. The keys to this paper, however, are the persistence, perspicacity and Maurice’s personal concern for teachers and children, that have enabled the insights and injustices uncovered in these studies to be published. Abstract: Drawing upon fieldwork conducted in an elite Chinese university and English language literature of audit culture in higher education against the backdrop of Chinese higher education in transition, this paper has discovered that Chinese higher education is undergoing an auditing process. However, this Chinese audit regime is not only guarded by a quantifiable scientism, but also by ideological control of communism and a Confucian guanxixue and paternalism to form a new synthesized pattern of governance, and thus is a different form from neoliberal audit culture in the West. Lastly, the paper warns against the threat posed by the collusion of economic and administrative rationalization to academia in China. [Copyright &y& Elsevier]

This paper reports research that evaluated the efficacy of training for education assistants and its impact upon changing practices in a group of private international schools in Hong Kong, China. Two cohorts of education assistants received training through an education institute. The focus was on supporting and fostering inclusive practices in schools. The expectations and perceptions of the education assistants regarding the training was recorded through survey and focus group interviews and discussed alongside international literature in the area of classroom support and inclusive schooling. The paper concludes that the provision of training was successful in meeting education assistants' expectations and in increasing personal confidence and raising self-esteem, but that they face many challenges if their learning is to be applied. The research further reveals that education assistants within Hong Kong schools lack clarity in their role and a narrow understanding of how they may be most appropriately utilised within schools has led to a limiting of their deployment. In recent decades, the People's Republic of China (PRC) has instigated language policies in education ostensibly designed to foster trilingualism in ethnic minority groups. The policies, which, as this paper shows, vary from region to region, encompass the minority group's home language, Chinese, and English. Based on data arising from interviews, documentary analysis and secondary sources, this paper examines the tensions behind these trilingual education policies by comparing the implementation of policies for three minority groups: the Zhuang, the Uyghur and the Yi people. It identifies some of the facilitators and barriers that affect the achievement of trilingualism, and finds that ethnic minority languages are at a disadvantage compared with Chinese and English. Based on the historic background and development of lifelong education (learning) in China, this paper introduces major developments of lifelong education (learning) that have been achieved through adopting a series of measures under policies issued by the Chinese government since the 1990s. Throughout the decades, efforts have been made to promote national and local legislation for lifelong learning and ensuring basic learning rights for those with less schooling. Based on the popularisation of nine-year compulsory education, progress has been made in developing adult education and training in various forms, encouraging institutes of higher education to provide more opportunities for the public, enhancing the linkage and connection among different education sectors, and developing distance education and community education which contributes to form a learning society. Meanwhile, the paper analyses primary problems in the development of lifelong education (learning) in China briefly and predicted major trends for developing lifelong learning in China at a macroscopic level. Teacher education and development takes place within an encompassing local system of education and ongoing forms of school improvement. Critical to successful teacher development when Western ideas are being adopted in other cultures is narratively linking development programmes to this local education system, such as in China, and to its culturally established ways of knowing and being. This paper presents a narrative inquiry approach to teacher development that builds on the existing educational system, ongoing school reforms, and culturally established ways of knowing and being.
