In resource-dependent regions, the meaning of high-quality economic development has yet to be clarified by published research, despite substantial scholarly interest in the topic. With the help of the economic development index developed by the Chinese government, this paper accurately measures high-quality economic development in 30 provinces in China and investigates how resource dependence and government governance capability affect regional high-quality economic development. Research has found that resource industry dependence has a significant inhibitory effect on high-quality economic development. Additionally, the analysis of the mechanisms revealed that resource industry dependence reduces high-quality economic development through a series of effects including crowding out innovation, weakening coordination, lagging green development, hindering global openness, and sharing in weakening. Further research has revealed that government governance capacity weakens the impact of resource industry dependence on high-quality economic development. A detailed analysis of three subsystem indicators of government governance capacity, namely policy planning, capability commitment, and performance assessment, indicates that they all have a weakening effect. To this end, the paper proposes policy recommendations, including increasing innovation inputs, advancing industrial restructuring, promoting green development, enhancing marketization levels, and constructing a diversified employment system. At present, a new pattern of world economic development is taking shape, and different development models featuring a green, low-carbon, and recycling economy have become the goals pursued by all countries. China is in a critical period of economic transformation. Establishing a sound financial system for green, low-carbon, and recycling economic development is an essential initiative for China to realize the dual-carbon goal, build a modern financial system for sustainable development, and promote the construction of a community of human destiny. Therefore, it is of great practical significance to dynamically monitor the development of China's green, low-carbon, and recycling economy and explore regional development differences to realize coordinated and sustainable regional development. This paper measures the level of green, low-carbon, and recycling economy development in 30 provinces and cities in China by constructing a dynamic evaluation system for green, low-carbon, and recycling economy development and utilizing a dual incentive model. The empirical results show that since 2014, the level of green, low-carbon, and recycling economy development in China's provinces and cities has been on an upward trend. Still, the level of action needs to be balanced. Therefore, it is imperative to create an institutional environment conducive to advancing green and low-carbon technologies, promoting structural adjustment and energy efficiency, and reducing regional differences in green, lowcarbon, and recycling development. In the process of global urban development, there are urgent ecological security and environmental pollution problems, green development is the fundamental way for urban sustainable development, economic transformation and mitigation of ecological and environmental problems. Based on the panel data of 283 cities at prefecture level and above in China from 2003 to 2017, this paper analyzes spatial–temporal evolution characteristics of urban green development efficiency (UGDE) and the peer effects of UGDE between cities of different grades. It is found that during the study period, in terms of temporal evolution, the average UGDE in China increased from 0.47 in 2003 to 0.61 in 2017, with a cumulative growth rate of 29.79%, showing a rising trend in general. In terms of spatial evolution, the number of low-efficiency cities and medium-efficiency cities continued to decrease. The eastern region has always been the main distribution area of higher-efficiency cities and high-efficiency cities; in the central region, UGDE in most cities improved significantly; in the western region, UGDE has always lagged behind that in the eastern and central regions. In addition, the center of gravity of UGDE presented a trend of northwest migration in general, with a total displacement of 100.07 km, and UGDE showed a spatial dispersion trend. The empirical results indicate that the improvement of UGDE in large cities has a driving effect on that in neighboring medium cities and small cities through the positive peer effect, and the growth of UGDE in medium cities has a promoting effect on that in neighboring small cities through the positive peer effect; the increase of UGDE in medium cities has a positive peer effect on that in neighboring large cities, and the growth of UGDE in small cities has a positive peer effect on that in neighboring medium cities; UGDE promotes each other between large cities through the positive peer effect. For a long time, China 's extensive economic development model has produced a large amount of emissions, which has brought indelible damage to the environment. Green development is of vital importance for China to achieve high-quality development, and it is the core of alleviating environmental problems and promoting sustainable development. How to achieve China 's green development requires us to evaluate the level of green development in China 's provinces and analyze the reasons. In this study, an evaluation index system including undesired output of green development efficiency is constructed, and then the Supe-SBM model is used to assess the green development efficiency of 30 Chinese provinces. This paper also discusses the spatial and temporal differences as well as the factors affecting green development efficiency of green development efficiency among provinces. The findings demonstrate: (1) The green development efficiency in the eastern region is the highest, followed by the western region, while the central region has the lowest, but they all show a downward trend. (2) The spatial characteristics of green development efficiency are remarkable, according to the Global Moran's I index. However, the results of local spatial agglomeration demonstrate "small agglomeration and large dispersion," with the majority of provinces exhibiting L-L agglomeration. (3) Technological Progress, Opening Up, Urbanization Level are positively correlated with the green development efficiency. Industrial Structure, Financial Development, Energy Structure and green development efficiency are significantly negatively correlated, while Environmental Regulation shows no significant impact. Saving energy resources and reducing energy intensity are crucial to promoting China' s major strategic goals of reaching peak carbon emissions and achieving carbon neutrality, and are hence key to the promotion of green transformation and development in the new development stage. As an important practice, the policy of establishing pilot zones for green finance reform and innovations in China aims to promote green finance reform in depth, construct ecological civilization, and realize green economic transformation. Can the policy reduce energy intensity and contribute to energy conservation? What is its impact mechanism? There is a shortage of systematic analysis in academia on these issues. With panel data from Chinese cities from 2007 to 2020 and a generalized synthetic control method, this paper evaluated how the establishment of pilot zones for green finance reform and innovations affected energy intensity and analyzed its impact mechanisms. The results showed that: ① The implementation of the policy significantly reduced the energy intensity of the pilot zones, and the energy-saving effect exhibited 'policy first' and timeliness characteristics. ② The policy-induced energysaving effect was achieved by improving green innovation, easing financing constraints, optimizing industrial structure, and strengthening environmental governance. ③ The policy' s energy-saving effect was more remarkable in areas with better marketization and a higher education level. The findings suggest that the government should fully consider the differences in aspects such as institutional environment and resource endowment among varying regions, design distinct measures to attract more market players to participate in the green finance system oriented by energy efficiency improvement, energy structure transformation, and environmental governance, and create a much better market-oriented environment for green innovation and corporate financing. Green credit is an important financial tool to promote the transformation of the low-carbon economy. On the basis of clarifying the theoretical mechanism of the impact of green credit on carbon emission reduction, this paper used the fixed effect stochastic frontier model containing unexpected output to measure the total factor carbon productivity of 156 cities in China from 2000 to 2019 and empirically tested the carbon emission reduction effect of green credit and its mechanism from the three dimensions of productivity, intensity, and total amount. The research found that: ① Green credit development significantly improved total factor carbon productivity and reduced carbon emission intensity, but the average impact on total carbon emissions was not significant. The above conclusions were still valid after a series of robustness tests and treatments of endogeneity problems. ② The carbon emission reduction effect of green credit was heterogeneous due to differences in regional location, resource endowment, and financial efficiency. In the central region, non-resource-based cities, and cities with higher financial efficiency, green credit had significant carbon reduction effects in both carbon productivity and carbon intensity dimensions, while green credit in the eastern region, resource-based cities, and cities with lower financial efficiency only reduced carbon intensity. ③ The stimulation of green innovation and the reduction of energy intensity were the most effective channels for green credit to reduce carbon emissions, whereas the mediating effect of the structural transformation channel was not yet significant. Green credit was more effective in promoting green innovation and generating positive spillovers in the green innovation channel. However, green credits were more effective in improving carbon emission efficiency in the energy intensity channel, but the role of supporting low-carbon technologies must be enhanced. ④ Environmental regulations had two moderating mechanisms, 'positive compensation' and 'negative offset,' for the carbon reduction effect of green credit. When the demand and supply of financial resources were low, strengthening environmental regulations would weaken the incentive effect of green credit on low-carbon economic transformation. The above conclusion not only provides a new research perspective and supplementary empirical evidence for understanding the environmental effects of green credit, but also provides a useful reference for further improving green credit policies and promoting the development of a low-carbon economy. Growing multipolarity in international affairs together with the rise of non-state actors do require us to re-think what constitutes sustainable development, in general, but also how economic growth can be respectful of the environment and individual rights. The People's Republic of China (China) does constitute an important part of that story. This paper aims to analyse China's discourse, laws, and policies on sustainable development at both national and international levels. It situates sustainable development in the broader context of China's current development policy; addresses the ways in which China engages with multilateral and bilateral institutions (i.e. legal instruments) in the area of sustainable development; as well as assesses the scope and limitations of China's focus on sustainable development in the context of Outward Foreign Direct Investment in the framework of the Belt and Road Initiative. Background: China has been exploring a sustainable development path that harmonizes economic growth and environmental protection, targeting to build a beautiful China. The role of green finance in adjusting the misallocation of financial resources and leading the green sustainable development of the real economy is receiving increasingly more attention. Currently, green credit accounts for more than 90% of the total green finance funding in China and constitutes the most significant component of the green finance matrix. Whether green credit effectively promotes the green and sustainable development of the regional economy largely determines the success of China's economic green transformation. Objective: Existing studies of green credit mainly focus on its influences on financing, investment, and emission reduction of environmental pollution industries or companies. Extending the literature by exploring whether green credit is effective in promoting green sustainable development and what impact green credit exerts on the upstream (energy inputs), midstream (technological innovation), and downstream (pollution outputs) stages of the green sustainable development value chain, is the leading research objective of this paper. Methods: This paper discusses the impact of green credit on green sustainable development based on city panel data from 2012 to 2019. The level of green sustainable development is calculated by the GML index based on SBM directional distance function. The city-level green credit scale is calculated from the green credit issued by banks, weighted by the density of bank branches in a city. Synthetic control methods are employed in the robustness analysis to reduce the impact of endogeneity issues. Results and conclusion: The results of this paper indicate that green credit can promote green sustainable development and the impact gradually strengthens over time as the incremental implementations of complementary policies with substantial constraints and incentives, through which pollution control and economic growth achieve a "win-win" situation. Furthermore, the results indicate that green credit reduces the overall amount of energy inputs while optimizing the energy input structure. However, green credit does not boost the green technological level and even crowds out high technical value green innovations. Besides, the pollution reduction effects of green credit are associated with the strength of green credit constraints and the importance of pollution industries in the local economy, which means green credit performs better pollution reduction effects in regions with relatively strong green credit binding effects or in regions where pollution industries are not local economic pillars. The empirical results are further validated through robustness tests, including changing scope and measurement variables and applying the synthetic control method. Limitations: Although this paper provides valuable contributions to the research area of green credit and green sustainable development, specific limitations exist in the current study. Firstly, as the official information disclosure of green credit in China is not sufficient, existing studies, including ours, could only use estimation methods through different perspectives to measure green credit, which is overall logical and reasonable but may lose some accuracy. Secondly, since there might be a certain degree of lag in the effect of green credit on the economy, the dynamic impact and long-term effects of green credit deserve further study. Thirdly, considering the characteristics of the Chinese administrative systems, introducing the behavior of local governments and local officials into the analysis of green credit and green sustainable development could be valuable. Technological innovation and industrial structure upgrading have become two strategic initiatives to realize a green economic development in the new development model of China. Exploring the relationship between green economic efficiency and the coupling degree of technological innovation and industrial structure upgrading is essential to achieve the visionary goal of green economic development and socialist modernization. This paper measures the coupling degree of technological innovation and industrial structure upgrading, classifies the coupling types based on the panel data of 30 provinces in China from 2012-2019, and measures the green economic efficiency of 30 provinces in China using the super-efficient model (SBM), based on a spatial econometric model to study the relationship between green economic efficiency and the coupling degree of technological innovation and industrial structure upgrading. The research results show that there is a significant positive effect on green economic efficiency among regions; the coupling degree of technological innovation and industrial structure upgrading has a significant direct effect and a spatial spillover effect on green economic efficiency, the spatial spillover effect plays a major role. The heterogeneity analysis reveals that in the regions with higher development and coordination degrees of technological innovation and industrial structure upgrading, the coupling degree of technological innovation and industrial structure upgrading has a significant effect on the green economic efficiency of the region, and in the regions with lower development and coordination degrees of technological innovation and industrial structure upgrading, the coupling degree of technological innovation and industrial structure upgrading has a significant positive effect on the green economic efficiency of the region and neighboring areas. Enhancing the green economy efficiency (GEE) is crucial for building a sustainable economy. How can the rapidly advancing digital transformation contribute to this process? The paper empirically examines the direct and spatial spillover effects of digital transformation on cities' GEE in China. This study utilizes the National E-commerce Pilot City (NEPC) policy as a quasi-natural experiment of regional digital transformation and employs the staggered difference-in-differences (DID) method with heterogeneous effects. The findings reveal that (i) implementing the NEPC policy significantly increases urban GEE by 2.6%, corresponding to a 16% increase in the mean of GEE. This effect is particularly pronounced in non-resource-based cities and cities with high Internet penetration. (ii) The mechanism test shows that the pilot policy positively affects GEE by promoting green structural transformation, enhancing green innovation, and strengthening public environmental concerns. (iii) The study highlights a positive spatial spillover effect of the NEPC policy on the GEE of nonpilot cities. (iv) The adoption of the NEPC plays a pivotal role in advancing energy use and carbon emission efficiency. The Yangtze Economic Belt (hereafter, the Belt) is one of the most dynamic regions in China in terms of population growth, economic progress, industrialization, and urbanization. It faces many resource constraints (land, food, energy) and environmental challenges (pollution, biodiversity loss) under rapid population growth and economic development. Interactions between human and natural systems are at the heart of the challenges facing the sustainable development of the Belt. By adopting systematic thinking and the methodology of system dynamics simulation, an integrated system-dynamics-based simulation model for the Belt, named ANEMI_Yangtze, has been developed based on the third version of ANEMI3. The nine sectors of population, economy, land, food, energy, water, carbon, nutrients, and fish are currently included in ANEMI_Yangtze. This paper presents the ANEMI_Yangtze model description, which includes (i) the identification of the cross-sectoral interactions and feedbacks involved in shaping the Belt's system behavior over time; (ii) the identification of the feedbacks within each sector that drive the state variables in that sector; and (iii) the description of a new fish sector and modifications to the population, food, energy, and water sectors, including the underlying theoretical basis for model equations. The validation and robustness tests confirm that the ANEMI_Yangtze model can be used to support scenario development, policy assessment, and decision-making. This study aims to improve the understanding of the complex interactions among coupled human–natural systems in the Belt to provide the foundation for science-based policies for the sustainable development of the Belt. Mega-urban agglomerations in developing countries have been main parts of economic development. But at the same time, they have become the most prominent and sensitive areas of resource and environment problems. It is important to clarify the mechanism and driving factors of green growth in mega-urban agglomerations. Based on the panel data of 28 major cities in China's Pan-Pearl River Delta urban agglomeration from 2006 to 2015, this paper evaluates the level of green development of urban agglomeration by green total factor productivity index (GTFP) based on Global Malmquist DEA model, and decomposes GTFP into technological progress, pure technical efficiency change, scale efficiency change and technological scale change. On this basis, this paper constructs a panel econometric model to analyze the influencing factors of GTFP and its decomposition factors. The results show that GTFP of Pan-Pearl River Delta urban agglomeration is growing, and the scale effect caused by technological progress is the main driving factor. Green development in the Pearl River Delta urban agglomeration takes into account efficiency and regional fairness, which causes differences in GTFP growth patterns of sub-urban agglomerations within mega-urban agglomerations. The technological progress and technical efficiency improvement are becoming the main driving force of GTFP growth in relatively backward areas. Furthermore, according to the influencing factors of GTFP and its decomposition factors, mega-urban agglomeration should eliminate internal administrative barriers to build an integrated market. It should also increase the proportion of technology industries in core cities, and give full play to the role of technology spillover effect on surrounding cities. In addition, improving the efficiency of resource and energy utilization is also helpful to promote the transformation of urban agglomeration development from factor-driven to efficiency-driven and innovation-driven. Background: China now faces an increasingly aging society which may exert economic pressure in the long run. This study illustrates the spatial pattern and evolution of population aging and economic development in China. The coupling coordination degree of population aging and economic development at the national and provincial levels are calculated and demonstrated, and the spatial patterns and characteristics are investigated. Methods: This paper presents a coupling analysis of the elderly population rate (EPR) and per capita Gross Regional Product (GRPpc) in China by using the coupling and coordination model. Further, the spatial pattern and evolution of population aging and economic development are investigated based on the standard deviational ellipse. The collected data is at the level of provincial administrative units in mainland China covering the period 2002 to 2020. Results: The results reveal the spatial difference in the coupling and coordination degree between EPR and GRPpc across provinces. The eastern coastal areas are higher than the central and western regions of China. The orientation and directions of EPR are more than GRPpc, indicating that the polarization in population aging is more severe than economic development. Significant positive correlations between coupling coordination degree and sustainable competitiveness are detected. Conclusions: Policymakers should fully consider regional differences and sustainable development in policy formulation of China. The western and northeastern provinces should be given priority in the regional sustainable development plan. While promoting the economic growth, energy has also brought pollution problems to the world environment, which has gradually become a bottleneck impeding sustainable economic development. In view of the rapid evolution of urbanization and industrialization, economic growth is increasingly dependent on the energy consumption, the development of the two is difficult to coordinate, and the internal contradictions are becoming increasingly serious, which hinders the sustainable development of economic growth. This study establishes the relationship between energy consumption and economic growth according to the energy Kuznets curve and studies the future trend of China's sustainable development through the comparative analysis of the energy Kuznets curve of the United States and Germany. The results show that, at the turning point of energy consumption, China's energy economic rate is higher than that of Germany and the United States. In addition, in terms of urbanization rate and industrial structure, although China's tertiary industry has made a breakthrough, it is still lower than that of the United States and Germany, but the level of urbanization rate has made significant progress. In short, China has obvious advantages in future economic development and has a late developing advantage compared with the United States and Germany. This paper makes an empirical analysis of the relationship between energy consumption and economic growth in OECD countries and finds out the turning point of energy consumption, so as to provide a theoretical basis for coordinating China's energy consumption and economic growth. This paper constructs the system of urban high-quality development index from the six dimensions of economy, innovation, coordination, green, open and sharing. It measures the high-quality development level of cities in 31 provinces (municipalities and autonomous regions) of China from 2004 to 2019 by entropy method, analyzes the spatial distribution and spatial correlation of high-quality development level of Chinese cities by using global spatial auto-correlation and hot-spot analysis and analyzes its driving factors by geographical detector model. The results show that: (1) the overall change of high quality development level of cities during the period of investigation is stable and slightly increased. The regional level is high in the eastern coastal areas and low in the western remote areas. Overall level of development: the eastern part>overall>middle part>the west area. (2) The high-quality development level of the city has significant spatial agglomeration characteristics, and the overall spatial distribution characteristics is "East hot west cold", hot spot range from "striped" gradually evolved into "clump", while the cold point range gradually transferred to the northwest region; hot spots have radiation-driven effect on the surrounding areas, and hot spot district have a "eviction weakening" effect on cold spot areas. (3) Innovation has the strongest effect on the high-quality development of cities, followed by open development, coordinated development and economic development, while the impact of green development and shared development is weaker; and the interaction between driving factors is greater than the independent effect of single factors. As global problems such as the lack of resources and environmental degradation continue to intensify, the international community is increasingly aware of the importance of green development. At the same time, as a crucial guideline for China's ecological civilization construction, "Beautiful China" development, and global economic transition and restructure, green development will surely become the important engine for the green transformation and development of the Jing-Jin-Ji region and the whole country. Based on a thorough review of the concept of green development, this paper estimates the green development efficiency of 13 cities in Jing-Jin-Ji region of China in 2003-2017 by using the super efficiency SBM model. Then, by employing the coefficient of variation and the Global Moran's I, this paper further explores the spatio-temporal differentiation characteristics of the green development efficiency. Finally, the spatial panel model is used to explore the influencing factors of the green development efficiency. The results show the following: (1) The overall green development efficiency in Jing-Jin-Ji region of China declined steadily by 2% from 0.965 in 2003 to 0.948 in 2017. (2) The green development efficiency basically presents the spatial differentiation characteristics of the higher in the northern cities and the lower in the southern cities. (3) The green development efficiency has significant regional differences, and increased by 22% from 0.240 in 2003 to 0.295 in 2017. (4) Economic development level influence on the green development efficiency presents a "U" shaped curve that suppresses and then promotes. Industrial structure and the degree of openness have a positive influence, and urbanization have a negative influence on green development efficiency. Whereas, technological innovation has non-significant influence. Based on these findings, this paper proposes some targeted policy suggestions for promoting the green development efficiency. Mega‐city regions (MCRs) have emerged as the main spatial form of China's new urbanization strategy and become the basic spatial units participating in global and regional competition. However, MCRs are not equally capable of boosting regional economic development due to their different levels of development. Therefore, this paper adopts the concept of competitiveness as both a theoretical framework and an empirical model to evaluate the development status of China's MCRs. Based on a review of the existing literature, this paper proposes a multi‐tier evaluation system to calculate the competitiveness of 13 MCRs. The chosen indicators come from the six perspectives of economic development, human resources, infrastructural accessibility, integration into the global economy, capacity for scientific and technological innovation, and sustainable development. The results show that there are great disparities and regional inequalities in competitiveness across different MCRs. The Yangtze River Delta, Pearl River Delta, and Beijing–Tianjin–Tangshan MCRs are the first‐tier MCRs with the highest levels of development and have significant global influence as well. Chengdu–Chongqing, Shandong Peninsula, South‐central Liaoning, and Wuhan belong to the second‐tier of MCRs that show partial advantages and have significant regional influence. The remaining regions belong to the third‐ or fourth‐tier of MCRs that have relatively weak competitiveness. Therefore, this paper first examines the concept of digital finance and its enlightenment to economic development, and believes that digital finance has a good role in promoting economic development. Second, an evaluation model for the relationship between environmental environment and economic development is established, and an evaluation index system is obtained. Finally, through the comprehensive evaluation and analysis of economic development and ecological environment, it is concluded that in the era of digital finance, the level of regional economic development has been greatly improved, and my country's regional economic development has been greatly improved, which is significantly faster than my country's ecological environment improvement level. To achieve more rapid green growth, the innovative technology by reusing the environmental wastes has been widely used since doing so not only decreases the environment pollution, but also further brings more natural resource. The present paper establishes a two-stage structure for evaluating the regional green growth and sustainable development in China by calculating the efficiency of "energy saving" and "pollution treatment" separately. Specifically, a set of models based on slack-based measure approach are constructed in which non-discretionary inputs can be calculated in both resource utilization stage and pollution treatment stage. Comparing with the traditional models, the new proposed models can measure the performance of resources saving and pollution treatment with considering the influence of non-discretionary inputs. An empirical application on Chinese 30 regions during 2011–2015 have been done to illustrate the use of our framework and the performance of regional green growth and sustainable development. Based on the efficiency results, we find that the efficiency scores of the provinces in central and northeast area are lower, which is mostly caused by their poor performance on "pollution treatment". There is mounting theoretical and empirical research that explains the reasons for the rapid expansion of China's export trade, but they mostly ignore the effects of cultural differences. To fill this gap, this paper provides an empirical investigation of how cultural diversity affects the sustainable development of trade, which is defined as the goal of maintaining certain volume of trade and making trade growth sustainable. The findings are as follows. (1) Cultural diversity can significantly promote the sustainable development of trade. (2) Entrepreneurship is the possible channel wherein cultural diversity affects the sustainable development of trade, including innovation entrepreneurship and business entrepreneurship. (3) Further studies demonstrate that economic openness has a significant moderating effect on the relationship between cultural diversity and the sustainable development of trade. That is, the higher the level of openness of a city, the stronger the promotion of cultural diversity to the sustainable development of trade. The coordination of green economy, education development, and technological innovation is of great significance for reversing the trend of ecological environmental deterioration and promoting high-quality economic development. This study first designs the indicator system of green economy, education development, and technological innovation, then uses the entropy method to calculate the comprehensive level of green economy, education development, and technological innovation of 30 provinces and cities in China, and finally uses the coupling coordination model to measure the coordination level among them. The research shows that, first, the comprehensive level of green economy, education development, and technological innovation in 30 provinces and cities in China showed a rising trend from 2005 to 2016, but there were some regional differences in their levels. Second, the coordination level of green economy, education development, and technological innovation in different regions of China was in a rising trend from 2005 to 2016, but in 2005, they were extremely uncoordinated. Also, the coordination level of green economy, education development, and technological innovation in most regions of China grew very slowly from 2005 to 2010 but showed a rapid increase from 2011 to 2016. The coordination level of green economy, education development, and technological innovation in eastern China was visibly higher than that of the central region. The coordination level of the central region was higher than that of the northeast region, and the coordination level of the northeast region was higher than that of the western region. In most resource-based regions, their long-term economic growth is slow during the exploitation of natural resources. How to use resource advantages, get rid of resource bottlenecks, and achieve long-term stable economic development are key issues of the resourcebased regions. In view of this, this paper takes the panel data of China's key coal cities from 2000 to 2016 as a sample to explore different ways in which natural resources in resourcebased areas affect economic growth. The results show that resource-based regions benefit from the "resource bonus" in the short term. However, due to being prone to resource industry dependence behavior, these regions have a "crowding out effect" on other economic activities and resources and environment, which affects the long-term economic growth rate. At the same time, resource- based regions are likely to exhibit the "extensive growth" characteristics of relying on physical capital investment to achieve economic growth. The conclusions of this paper not only enrich the literature on the impact mechanism of natural resources on economic growth, but also have some practical enlightenment on how to achieve sustainable development in resource-based regions. Global warming has aroused the attention all over the world, because not only can it directly damage the living environment, but it can also impact on the social and economic development, of a region in an obvious and far-reaching way. In this paper, we builded a trans-log production function model incorporating variables, such as rainfall, labor force, technology and temperature to simulate how climate changes impacted on the regional economics. Time series data of the domestic economy of Nanjing, a city in the southeast China, between 1996 and 2017, were used to verify the production theory of trans-log production frontier. The results showed that: with the rainfall increased and the temperature declined, the climate impact on the economy and the absolute value of the output elasticity of the frontier diminished. In addtion, the climate change was also positively related to the capital investment. Three types of spatial function zoning is an effective measure for regional environmental protection and orderly development. For ecological and economic coordinated development, spatial function zones should be divided scientifically to clear its direction of development and protection. Therefore, based on ecological constraints, a beneficial discussion would be about the key ecological function areas adopting the concept of ecological protection restriction and supporting socioeconomic development for spatial function zoning. In this paper, the researchers, taking Tacheng Basin, Xinjiang of China as an example, choose township as basic research unit and set up an evaluation index system from three aspects, namely, ecological protection suitability, agricultural production suitability, and urban development suitability, which are analyzed by using spatial analysis functions and exclusive matrix method. Artificial intelligence (AI) has been proved to be an important engine of green economic development, yet how it will affect the internal structure of green economy is unknown. The aim of this study is to examine the impact and its mechanism of AI on green total factor productivity (GTFP) from the internal-structure perspective, by using provincial panel data of China from 2009 to 2021 and global Malmquist index. The main research results show that: (1) the development of AI contributes to China's GTFP growth. And this effect is more significant in undeveloped areas; (2) AI promotes China's GTFP growth mainly by improving resource allocation efficiency, while it exerts little impact through the paths of technological progress and scale efficiency; (3) the transmission mechanism of AI on GTFP varies greatly among China's three main regions. In the eastern region, AI improves GTFP mainly by both advancing technological progress and improving resource allocation efficiency, while in central region AI contributes to GTFP growth mainly through technological progress. Compared with the eastern and central regions, AI in the western region plays a stronger impact on GTFP through the channel of improving scale efficiency. The development of tourism industry not only promotes social and economic progress and the improvement of people's happiness index but also causes resource damage and environmental pollution, which not only affects our living environment but also directly threatens the survival and development of mankind. Therefore, how tourism will develop in the context of low-carbon green economy has become the main problem of tourism development. Based on the above background, in order to solve the development problem of tourism in the future under the low-carbon green economy, based on the research results at home and abroad, starting from the starting point of sustainable development of tourism, this paper introduces the concept of "tourism consumption separation rate" and uses Kaya traditional accounting method. The structural decomposition analysis method and cointegration relationship test method are used to calculate, analyze, and test the tourism carbon emissions and influencing factors at the overall level of China and the middle, western, and eastern regions. As sustainable development has become a worldwide concern in dealing with tensions between economic development and resource sustainability, green entrepreneurship as a potential solution is gaining popularity. This paper investigates the perceptions of green policies and their impact on green entrepreneurial behavior. Furthermore, green self-efficacy is identified as a psychological mechanism linking green entrepreneurship policies and green entrepreneur behavior and moral reflectiveness as a boundary condition. Building on the policy acceptance model (PAM), the relationships between two policy perceptions and two green entrepreneurial behaviors, the mediating effect of green self-efficacy, and the moderating effect of moral reflectiveness are explored. Results support the mediation and moderation effects, implying that governmental institutions can strive to improve entrepreneurs' perceived usefulness and ease of use in terms of public policies to strengthen their engagement in green entrepreneurial behaviors. Does green image impact enterprise environmental protection investment? How does the green image affect enterprise environmental protection investment? In order to solve the above problems, this paper uses an empirical analysis to explore the relationship among regional economic development level, green image, and enterprise environmental protection investment based on the empirical data of A-share manufacturing listed companies from 2007 to 2015 in China. The research results show that good green image has a positive role to promote enterprise environmental protection investment, and regional economic development level partially mediates green image and enterprise environmental protection investment. The article confirms that a good green image can send positive signals to stakeholders and increase their loyalty and satisfaction with the enterprise's products or services. The level of regional economic development provides opportunities for the green development of enterprises. With the improvement in the level of regional economic development, stakeholders' awareness of environmental protection has increased, and they have become more sensitive to enterprise environmental protection investment behaviors. The research results also show that the environmental awareness of corporate stakeholders plays an important role in actively fulfilling, and it provides new ideas for companies to conduct production and management in a green-oriented model. Abstract Cities do play significant roles in tackling global environmental changes. Decoupling economic growth from environmental pressures is critical for global sustainable development, however, few studies pay attention to the decoupling analysis at city level. This paper conducts a comparative study of the decoupling performance of economic output from CO 2 emissions between Beijing and Shanghai, the top two cities in China. In this paper, the decoupling trends and the decoupling effects are explored from a sectoral perspective, by combining the Tapio decoupling elasticity and the logarithmic mean Divisia index (LMDI) model. The results show that Beijing and Shanghai both experienced weak decoupling in construction, expansive negative decoupling in transport, expansive coupling in trade, and weak decoupling in others over the period 2000–2015. Moreover, agriculture appeared strong decoupling in Beijing, and recessive decoupling in Shanghai; industry showed strong decoupling in Beijing, and weak decoupling in Shanghai. The decoupling effects showed different magnitudes and patterns in industrial sectors between Beijing and Shanghai. Overall, per-capita GDP and population growth inhibited the decoupling, while energy intensity, industrial share, energy mix accelerated the decoupling process. The Belt and Road initiative has a significant focus on infrastructure, trade, and economic development across a vast region, and it also provides significant opportunities for sustainable development. The combined pressure of climate variability, intensified use of resources, and the fragility of ecosystems make it very challenging, however, to achieve future sustainability. To develop the path in a sustainable way, it is important to have a comprehensive understanding of these issues across nations and evaluate them in a scientific and well-informed approach. In this context, the Digital Belt and Road (DBAR) program was initiated as an international venture to share expertise, knowledge, technologies, and data to demonstrate the role of Earth observation science and technology and big Earth data applications to support large-scale development. In this paper, we identify pressing challenges, present the research priorities and foci of the DBAR program, and propose solutions where big Earth data can make significant contributions. High-quality economic development focuses on achieving effective qualitative improvement and reasonable quantitative growth in the economy, which is the essential way for China to achieve sustainable development. This paper aims to investigate the role of financial development in the impact of foreign direct investment on high-quality economic development. GDP and green total factor productivity are used to measure the quantity and quality of economic development, respectively. We construct benchmark panel regression models, nonlinear interaction term models, and panel threshold models to examine the threshold effect of FDI on high-quality economic development based on the scale, structure, and efficiency of financial development. A series of tests are conducted to check the robustness of the estimates. Our results show that green total factor productivity in China is primarily driven by green technology progress. Additionally, foreign direct investment has a positive impact on China's high-quality economic development, with a threshold effect and nonlinear characteristics. Specifically, the scale of financial development affects the influence of foreign direct investment on the quantity of economic development, while the efficiency of financial development affects its influence on the quality of economic development. Furthermore, the structure of financial development affects both the quantity and quality of economic development. This study presents novel findings that contribute to understanding the role of financial development in the impact of foreign direct investment on high-quality economic development. Likewise, our research has implications for achieving high-quality development. Measuring and reporting an individual's view and practice on the Triple Bottom Line (TBL) of social equality, economic development and environmental protection for sustainable development remains complete. This paper aims to investigate famers' perceptions of TBL on water use. Zhangye City, a very arid region and the first experimental site for the national initiative of Building the Water-saving Society in China, was selected as the case study area. A questionnaire-based interview approach was adopted to collect farmers' rating of the importance of water for social security, economic development and ecological sustainability from 900 randomly selected farm households in 18 irrigation districts. The results show that 43% of the total respondents rated economic development as the most important, 27.6% chose social security, while 29.4% rated ecological sustainability as the first. It is found that personal characteristics of farmers among a myriad of factors showed most statistically significant correlation with farmers' perception of water use. Some variables, such as age and occupation, influence the farmers' perceptions of all three dimensions or at least two dimensions of water use but in different directions. This paper uses the super-efficiency DEA model to study the super-efficiency energy efficiency values of 30 provinces in China from 2006 to 2018, compares the differences between different regions, and verifies the impact of different environmental regulatory tools on energy efficiency. The results show that the regions with the highest energy efficiency in China's provinces are, in order, the eastern region, the central region, and the western region. At the same time, the impact of different environmental regulatory tools on energy efficiency is quite different. The number of environmental administrative penalties has a negative impact on China's energy efficiency, that is, increased number of environmental administrative penalties will reduce China's energy efficiency; market-encouraging environmental regulations tools impact on China's energy efficiency show a positive correlation, which means that market-encouraging environmental regulation tools are conducive to achieving a win-win goal of environmental regulation and energy efficiency in China. The voluntary environmental regulation tool has a negative correlation with energy efficiency, but it is not statistically significant, indicating that it is not the main factor affecting energy efficiency. In terms of other influencing variables, the level of economic development and technological progress are positively related to energy efficiency. The proportion of the secondary industry in regional GDP is positively related to energy efficiency, the relationship between energy consumption structure and energy efficiency is negative correlation, the degree of opening to the outside world has a negative correlation to China's energy efficiency. This paper uses China's provincial border counties as samples to explore the role played by administrative boundaries in uneven regional economic development. The results indicate that the gap between provincial border counties and other regions is increasing and that economic diffusion to provincial border counties from developed regions is extremely weak. Moreover, provincial border counties have become economically backward. A regression analysis model that includes certain novel factors that are likely to influence economic growth confirms the significant effects of government intervention and administrative boundaries on economic growth in provincial border counties. This paper concludes that administrative boundaries' effects should be nullified by limiting preferential development policies and implementing policies that instead help provincial border counties engage in sustainable development. The conventional equation of economic well-being with the gross domestic product (GDP) has dominated policy thinking for at least 50 years. However, a variety of authors have pointed to the social and environmental costs of economic development and called for more comprehensive and more representative measures of progress to be developed. Therefore, a variety of 'adjusted' indicators have been developed. The robustness and reliability of these indicators is still a contentious issue. But these attempts raise important questions about sustainable development and pose an important challenge to conventional thinking about the relationship between economic progress, well-being and sustainability. The Genuine Progress Indicator (GPI) is one of the indicators of measuring sustainable development. Apply it to Liaoning Province, this paper evaluates Liaoning's GPI from 1978 to 2011. GPI, Per Capita GPI and GDP of Liaoning are compared with each other. It is concluded that GDP and Per Capita GDP of Liaoning grow much faster than GPI and Per Capita GPI. Grouped all components of GPI into three categories (economy, environment and Social), it shows that social and environmental development lags behind economic growth in Liaoning. Data play an increasingly crucial role in decision evaluation. However, the noise and redundant information in the data create confusion to the decision makers. To solve this problem, this paper creates a new attribute reduction model based on technique for order preference by similarity to an ideal solution (TOPSIS), grey correlation analysis and coefficient of variation approaches. First, we obtain the time weights of panel data in different years by TOPSIS and then transfer the panel data into a cross-sectional data matrix. Second, we delete the overlapping attributes by grey correlation analysis method. Third, we use the coefficient of variation to select the attributes with the highest information content. Finally, the proposed attribute reduction model has been varied based on the green economy evaluation data of 15 sub-provincial cities in China. Accounting for the ecosystem service values (ESVs) and discussing the relationship between the ESVs and economic development can help achieve sustainable ecological development. Therefore, this paper evaluates the county-level ESVs of various land types in China, and depicts the distribution of ESVs in various urban agglomerations. In addition, the nonlinear relationship between ESVs and economic development is revealed. The main findings are as follows: (1) From 2000 to 2018, the ESVs in China decreased, and the decline rate of ESVs in urban agglomerations is much higher than that of China as a whole. (2) The decline rate of ESVs in core cities is much higher than in urban agglomerations, and the decline rate of ESVs is higher in areas close to core cities and lower in areas far from core cities. Ports are an important driving force for world economic growth, but they consume considerable energy. The marine sector has proposed the development of green ports to achieve low-carbon sustainable development. This paper presents a green project scheduling model of port construction to optimize comprehensive economic and environmental efficiency. Various realistic constraints are considered, including investment scale, energy savings, emissions reduction, and project priority. Comprehensive efficiency involves cost reduction, energy savings, emissions reduction, and other efficiency goals. The problem is formulated as an integer program and is solved using CPLEX in a general algebraic modeling system (GAMS). We use a representative port in China as a case port in solving its green project scheduling. The results show that the port can save 6,527 tons of standard coal, reduce 40,875 tons of CO2, and save 49 million yuan per year in the five-year implementation period. Given the importance of water resources in China's economic development, in this paper, the relationship between water use and economic growth is investigated using panel data from 29 provinces in China from 1999 to 2014. Building upon the theoretical framework of the environmental Kuznets curve (EKC), this study estimates the possible linkages by a) adopting both a conventional single-polynomial model and simultaneous equation model (SEM) for the analysis; the latter addresses the potential bilateral causality between water use and economic development, b) evaluating the comprehensive effects of socio-economic factors, including industrial structure, population scale, trade openness and the amount of local water resources, and c) testing water use in aggregate and by sector. The results indicate that the relationship between per capita water consumption and per capita GDP in China is "N" shaped. In contrast, there is evidence for the positive contribution of industrial water use to economic development, while the impacts of both total and non-industrial water consumption on per capita GDP are nonlinear. Moreover, trade openness and per capita water resource are both positively correlated with water consumption, and an increase in the population density would cause the demand for industrial water use to increase. Carbon finance is a product of low-carbon economic development and a derivative of green finance. It is an effective way to alleviate the global climate crisis and promote the transformation of the global economy to a low-carbon economy to achieve sustainable development. Studying the mechanism of carbon finance on the development of marine economy will help to grasp the influencing factors of the green transformation of the marine industry in an all-round way, better promote the sustainable development of China's marine economy, and realize the strategy of marine power at an early date. Based on this, this paper selects China's data from 2006 to 2020, and uses the AHP-entropy method to select 26 indicators from five levels: economic growth, energy conservation and emission reduction, marine ecology, structural adjustment and scientific and technological innovation to construct a comprehensive evaluation index system for the green transformation of China's marine industry. Based on the PLSR model, the impact of carbon finance on the green transformation of China's marine industry is empirically analyzed, and the results show that: (1) The comprehensive score of China's marine industry green transformation from 2006 to 2020 fluctuates and rises: from 2006 to 2009, the comprehensive score of China's marine industry green transformation is low, and the transformation effect is not obvious. From 2009 to 2012, the comprehensive score of green transformation of the marine industry improved significantly. From 2012 to 2018, the comprehensive score of China's marine industry green transformation fluctuated little and showed a slow growth trend, while China's marine economic transformation grew steadily at a low speed. In 2019–2020, due to the impact of the epidemic, the speed of transformation has decreased again. (2) The carbon ratio and the green credit balance of commercial banks have a role in promoting the green transformation of China's marine industry, while the carbon trading volume and carbon intensity have a restraining effect on the green transformation of China's marine industry. From the perspective of effect, carbon intensity has the strongest effect, followed by carbon ratio, carbon trading volume is slightly weaker, and the role of green credit balance of commercial banks is the weakest. The new urbanization construction is an important initiative to promote and speed up the healthy and sustainable development of Chinese economy. It is also an important means of realizing the moderately prosperous society, socialist modernization and the rejuvenation of the Chinese nation. Moreover, it is also an important means of solving issues related to “agriculture, farmer and rural area”. Therefore, objectively evaluating the sustainable development of each region’s urbanization, determining their developmental situations and finding out their advantages and disadvantages bring convenience for each region to formulate relevant policy guidance and point out the direction for new urbanization construction. Combining the AHP and DEA methods, this paper uses the qualitative and quantitative methods to set up the system of evaluating new urbanization’s sustainable development from the situations of economic development, the social development and the resource environment. It sets up the evaluation model, thereby forming a feasible evaluation method. This paper also carries out an empirical analysis of the data related to 16 prefecture-level cities in Anhui Province and proves this evaluation method is reasonable and valid, thereby providing a scientific basis for formulating relevant polices to promote the new urbanization’s sustainable development. In the face of environmental degradation, sustainable development has become a common goal across the globe. Making a scientifically based investment scheme is of great significance to promote the sustainable development of China's economy. However, there is scarce research related to such an investment scheme of sustainable development. This paper proposes a new inverse data envelopment analysis method with undesirable outputs to make several scientifically based investment schemes from different perspectives, namely, the natural, regulation, and optimal perspectives. By this method, decision makers can scientifically forecast the specific amount of investment based on their actual sustainable development objectives, which is conducive for reducing the blindness of investment in the future. In addition, a new ideal perspective is defined to guide a definite direction for improving the level of sustainable development. Combined with the gray forecasting model GM(1,1), the methods proposed by this paper were then applied to analyze the investment problem for China's sustainable development during the 2015–2024 period. The results show that: the unbalanced distribution of labor investment and the excessive investment in capital and energy are serious barriers to China's sustainable development in the short term; and in the long term, the demand for investment in labor and capital will continue to increase along with a lower demand for energy investment, and that appropriately strengthening environmental regulations will not affect the overall demand for investment. Meanwhile, improvement directions for improving China's sustainable development are discussed, and the results show that most of developing and undeveloped regions in China have great potential for improvement. • Regional economic development model directly impacts China's provinces' level of technical efficiency. • The lower the level of economic development, the greater the impact of structural variables on technical efficiency with carbon emission factor. • The number of best-practice provinces with carbon emission factored in is more than that with carbon emission netted out. This paper applies the directional distance function to measure the technical efficiency incorporates carbon dioxide emissions as an undesirable output of 29 provinces in China from 1978 to 2015. In addition, we presented the best-practice provinces during the representative years and analyzed the structural variables of technical efficiency based on the Tobit model. This study finds that regional economic development model directly impacts its level of technical efficiency, and when the level of economic development is lower, the structural variables, such as energy, industrial and employment structure, have a greater impact on the technical efficiency of the region. Therefore, improving the economic development trajectory is the key to raising the level of regional technical efficiency. By optimizing and upgrading regional energy and industrial structures, ensuring the quality of economic development, the goal ofeconomic sustainable development can be attained. But in the process of hydropower development, it causes migration and environment problems among hydropower developers, immigrants and ecological environment. To solve the interest conflict of all three parties, this paper first applies the replication dynamics analysis methods of evolutionary game theory to study the relationship among parties involved; secondly establishes a tripartite payment matrix and analytical dynamic equations to solve stability strategies of three parties in different conditions; finally, based on the stabilization strategy of game results, it proposes three suggestions for the sustainable hydropower development. Abstract In the past decades, unprecedented dramatic economic development in the Chinese cities has also brought serious environmental problems. In line with this, the Chinese government has been investing great efforts and resources in addressing environmental problems. However, little previous studies have been conducted in examining whether this development is efficient from a win-win perspective balance between economic growth and environmental protection. This paper presents a comprehensive analysis on the environmental efficiency (EE) in the process of dramatic economic development in the Chinese cities. The Super-slack-based measure (Super-SBM) model is adopted to analyze the EE performance. Data used for analysis are collected from 283 sample cities in China. The research results indicate that the overall EE performance across the Chinese cities is relatively low, and the differences in EE performance among the 283 cities are significant. The top three EE performers are Shenzhen, Sanya and Erdos, and Baiyin, Xinzhou and Liupanshui are the bottom three performers. The results also suggest that the EE performance in the Eastern area, where most first-tier cities are located in, is significantly higher than that in the Central and Western areas (aggregated with fourth and fifth tier-cities). From the dynamic perspective, the results show that China has achieved significant improvement in environmental efficiency across the surveyed period of 2003–2016. The research findings provide valuable references not only for the Chinese policy-makers and practitioners to adopt measures for promoting a win-win balance between environmental protection and economic development in the Chinese context, but also for further studies on environmental efficiency in the international context. Abstract The trilemma of economic growth, energy sustainability and environmental protection is facing China's urban sustainable development. In this paper, the ecological network analysis is applied to evaluate the whole metabolic processes of urban energy system. Then, a hierarchy analysis is conducted to diagnose and describe the energy's impacts on the whole energy metabolic processes, and reflect the dynamics and evolution of urban energy metabolic system. Using Beijing as a case study, results suggest that Beijing's strongest energy metabolic flows are electricity→service and electricity→ industrial energy use. Meanwhile, the main inflow to electricity has switched from raw coal in 2008 to natural gas in 2016. The hierarchy analysis indicates that the impacts of Natural gas and other energy are increasing while that of raw coal is decreasing. These results also suggest that Beijing's current achievements on urban energy system optimization mainly rely on structural variation in industries. For the past three decades, the notion of sustainable cities has become central in planning and managing urban areas in the world and the large-scale city formation has been formed in big cities. As a result of economic growth and urban transformation, Shanghai, a major Chinese international metropolis, faces ongoing issues with resource waste and low energy utilization. Therefore, this paper aims to consider the availability of water for energy production from a consumption-based perspective and estimate the water footprint of the energy supply using a regional input-output analysis approach for Shanghai. As a result, we conclude that the water footprint of the energy supply of Shanghai is about 1.28 billion m 3 in 2007, with 46.1% of water used for electricity and heat supply. The total water withdrawal by the energy sector is about 2.35 billion m 3 and additional water withdrawal needed is about 35% of the total water withdrawals by the energy sector in Shanghai. Furthermore, an energy self-sufficiency scenario was developed, and the scenario analysis reveals that 55% more water would be required to ensure a self-sufficient energy sector.
