Decentralized autonomous organizations (DAOs)--collectively owned human-machine systems deployed on a blockchain that self-govern through smart contracts and the voluntary contributions of autonomous community members--exhibit the potential to facilitate collective action in managing digital commons. Yet the promise of decentralization and collective action is difficult to sustain. To this end, this paper critically examines the transformational potential of DAOs in the case of decentralized finance. Using a polycentric governance lens, we contribute to the literature on technology-enabled forms of organizing with a model explaining the transformational potential of DAOs to facilitate collective action in digital commons. Our study highlights that (1) DAOs are a new form of organizing enabled by blockchain technology in which individuals are free to pursue their objectives within a general system of rules enforced by smart contracts, (2) collective action for managing digital commons can be sustained through a set of three mechanisms--sustained participation, collective direction, and scaled organizing, and (3) DAOs tend to strike a balance between centralized and fully decentralized or community-based governance by implementing a polycentric governance system involving a combination of human and machine agency that creates skin in the game. This paper aims to give a short description of Swedish healthcare provision for persons with intellectual and developmental disabilities (IDD). Swedish persons with IDD should have access to the general healthcare system on the same terms as the general population, and thereby enjoy equal opportunities for healthcare of good quality. Reports from government agencies and interest groups, however, describe a decentralised and fragmented healthcare system that requires significant coordination; a lack of adjustments; a lack of specialised healthcare professionals; and gaps in healthcare provision. Research in recent years has reported unequal access to planned healthcare; excess mortality and premature deaths; and insufficient or inadequate support in end‐of‐life care. We conclude that health inequalities and healthcare challenges faced by Swedish persons with IDD might be caused by obstacles at several structural levels. Allowing persons with IDD to access timely and adequate healthcare requires the development of better opportunities for coordination of healthcare and social services, as well as training for healthcare professionals and direct support staff. To achieve Sustainable Development Goal 5 for gender equality by 2030, it is crucial for health and development professionals and governmental officials to understand how legal systems empower or oppress populations on the basis of gender worldwide, including opportunities and challenges of statutory provisions created by legal pluralism. Using Ethiopia as a case study, this paper examines how local laws applied in Sharia and Customary Dispute Resolution courts impact gender equality and the health of women and girls inspite of the inculcation of human rights statutes into national legislation, including the Constitution. We identify several key issues with the substantive law and its enforcement. First, laws which have been instituted at the national level to improve gender equally have been poorly enforced at the local level. Second, there is a sustained enforcement of laws that oppress women and that protect male perpetrators of gender-based violations. Third, local courts limit female representation and uphold patriarchy. To improve the health of women and girls, stakeholders must take into consideration the ways in which legal systems uphold harmful gender norms and obstruct and/or advance progress towards equal representation, opportunities, and constitutionally-mandated protections for all. Background: Given India's high patient load on the existing healthcare setup, as well as political, social, and organizational challenges, the nursing sector is facing various problems, therefore leading to substandard nursing experiences leading to poor patient care at the parallel healthcare setups, specifically homecare. This paper presents self-managed organizations (SMOs) characterized by a horizontal management structure as an effective alternative to existing hierarchical management structures overladen with bureaucracy. Therefore, we are exploring the strategies at self-managed homecare organizations that can make nursing a better and more productive experience. Method: This study utilized Constructivist Grounded Theory (CGT), employing semi-structured interviews to explore nursing dynamics in horizontal organizational structures. It delved into crucial aspects like finances, organizational structure, value systems, information flow, and conflict resolution within SMOs. The methodology involved theoretical sampling, prioritizing expert self-management knowledge over mere representativeness. Seven nurses, twelve management members, and fifteen patients from self-managed homecare organizations contributed to the examination of nursing experiences. Constant comparative analysis of data led to the identification of the Qualitative Success Enablers (QSEs), revealing three themes: Insightfulness, Enhancing Nursing Experience through Job Enrichment, and Autonomy-Enabled Intrapreneurship. Results: The findings indicate that the horizontal management structure represented by the studied organization in India has shown considerable success in times laden with uncertainties during the COVID-19 pandemic, especially during the delta wave, which revealed the frailty of existing healthcare infrastructure. The organization successfully maintained a better nursing experience and gained patient and employee satisfaction, as revealed by in-depth semi-structured interviews and constant comparative analysis. Conclusion: In a world of unique challenges, we stand on the brink of significant transformations. SMOs are vital in India's homecare sector for enhancing nursing experiences and overall organizational performance. Fostering a trust-based environment within SMOs is integral to delivering effective services. The autonomy to design nursing jobs, insightfulness, and innovativeness in the nursing job through suitable training activities, various job enrichment methods, and finding meaningfulness in a job through softer aspects of caregiving result in an enhanced nursing experience at SMOs. This paper explores the effects of public agency relocation on the growth of local employment. The South Korean government has recently relocated 154 public agencies from the Seoul Metropolitan Area to local cities, called "Innovation Cities." This policy was formulated to foster decentralization and regional development. However, only a few studies have examined the impact of this relocation. The innovation cities seem to be suffering from a lack of innovation, and the effects of decentralization. In this study, we evaluated the effects of relocation by using the synthetic control method and applying panel data gathered from 2006 to 2018. The unit of analysis is the small tier of local authority, and the outcome variable is the number of workers within each regional jurisdiction. To investigate counterfactuals, we determined control groups by selecting specific covariates of local employment. The results show that the increase in local employment was mostly caused by the migration of public agency employees to the destination areas. Urban spatial structure remains the center of quest and modeling. The decentralization concept is among the leading literature discourses that guide spatial analyses. In line with the decentralization discourse, the application of land-use optimization as a modeling method has grown significantly. Despite decentralization dominating the contemporary spatial analysis literature, no study so far explicitly declares an end to the centers (and subcenters). While centers (and subcenters) are alive, the land-use optimization has never taken this macro-morphological structure into consideration. This case study frames land-use optimization within the agglomeration and decentralization concepts based on the view that no single conceptual framework addresses spatial analysis sufficiently. On a theoretical level, the link is between coarse morphological assumption (basis of economic geography) and decentralization (basis of sustainable built environment). The paper blends these dual theories, one governing urban macro-morphological structures and the other governing decentralization literature. On a methodological modeling level, it blends centers and other discretized uses. Optimizing four objectives across the complete centralization through multiple centers of gravity to complete the decentralization of urban spatial structures applying Non-dominated Sorting Genetic Algorithm II, the case study findings justify the importance of explicit modeling of the macro-morphological element. It has been observed that multicenter urban forms perform well above both the single center and the dispersed scenarios. It is, therefore, argued that an appropriate approach to land-use optimization is modeling both the macro-spatial element and fine spatial elements. Widespread neoliberal approaches to education consider schools increasingly accountable for self-management and 'client' recruitment, encapsulating economic ideologies that assume privatisation is essential for social progress. With an ever-shifting landscape of market-driven policies and the increasing growth of private education settings, more research is needed to cast light on emerging or under-researched aspects of autonomous schools. Located within a U.S. state that has strict constraints on tax subsidies for religious K-12 education, this paper investigates how an extensive form of decentralisation corresponds with schools' discipline and ethical environment. It analyses teacher interviews and web documents from faith-based, autonomous schools in a state that has devolved power and authority for decision-making to parents and other independent 'agents', having a distanced relationship with its nonstate 'actors'. The paper follows Foucault's use of the metaphor of the panopticon and adopts his power analysis to examine the nature of parental control and its influence on disciplinary and ethical practices. Evidence suggests that these autonomous schools are driven by a 'mini-public' ideology that constrains educators' autonomy and generates particular disciplinary norms; entangling ethical, educational, and social ramifications, including teacher resistance and teacher demoralisation. Growing rapidly before the early 2000s, literature on provincial Thai politics has dwindled in recent years. This article makes a small attempt to redress this trend by highlighting one distinctive yet understudied emerging electoral dynamics in provincial Thailand. Specifically, drawing mainly on Thai-language primary sources, this paper shows that in the majority of Thailand’s provinces, the Provincial Administrative Organisation, an electoral institution that has received an unprecedented amount of state funding in the post-1997 age of decentralisation, has enabled influential political families to retain and even increase their power. As political and economic power has been decentralised from Bangkok, it has ironically been centralised in the hands of a limited number of oligarchic provincial elites. This phenomenon is not an historical aberration; rather, it should be viewed as one manifestation or product of Thailand’s enduring patrimonial culture, in which public officeholders’ positions are regarded as an extension of their personal or familial property. These villages are home to associations that used to exist under other names (Thajmaat, village committees). Due to the workload and lack of a critical mass of trained operational researchers within their ranks, health systems and programmes may not be able to dedicate sufficient time to conducting operational research (OR). Hence, they may need the technical support of operational researchers from research/academic organisations. Additionally, there is a knowledge gap regarding implementing differentiated tuberculosis (TB) care in programme settings. In this 'how we did it' paper, we share our experience of implementing a differentiated TB care model along with an inbuilt OR component in Tamil Nadu, a southern state in India. This was a health system initiative through a collaboration of the State TB cell with the Indian Council of Medical Research institutes and the World Health Organisation country office in India. The learnings are in the form of eleven tips: four broad principles (OR on priority areas and make it a health system initiative, implement simple and holistic ideas, embed OR within routine programme settings, aim for long-term engagement), four related to strategic planning (big team of investigators, joint leadership, decentralised decision-making, working in advance) and three about implementation planning (conducting pilots, smart use of e-tools and operational research publications at frequent intervals). These may act as a guide for other Indian states, high TB burden countries that want to implement differentiated care, and for operational researchers in providing technical assistance for strengthening implementation and conducting OR in health systems and programmes (TB or other health programmes). Mainstream approaches in comparative education have paid more attention to trends in donors' priorities than to policy processes in recipient countries, overlooking the agency of national governments in the institutional configuration of vocational education and training (VET) in developing contexts. Drawing on constructivist political economy and historical institutionalist frameworks, the paper analyses the role played by global development paradigms and ideas in the VET policy reforms adopted in Chile during the period between 1964 and 2005. The study shows how the selective adoption of international development ideas in Chile was mediated by the ideological orientation of national government administrations in each historical period. It also shows how the main goals of VET policies evolved as the economy tertiarised and the demand for education grew among lower social classes. Finally, the paper identifies the military dictatorship as a path-shaping moment in the institutional configuration of VET in Chile, as it was able to impose a radical transformation of the system from central planning to decentralised market competition. This profound transformation generated institutional path-dependencies that restricted the capacity of future democratic governments to reverse the market model in VET. [ABSTRACT FROM AUTHOR]

The current state of economic development in Ukraine is characterized by the escalation of crisis processes that affected all spheres of public life. This is especially critical in rural areas. Modern approaches to crisis management in rural areas under conditions of decentralization are proposed by authors. The main concepts of the topic are considered and the authors’ definition of the concept of "crisis public-private partnership in rural areas" is proposed. Crisis public-private partnership in rural areas is interpreted as a form of crisis cooperation between state, social and private sectors, based on the recognition that all parties benefit from the pooling of resources, innovations and managerial decisions for the purpose of realization of crisis principles and socio-economic development of rural areas. The basis of this is the application of the risk factor, which characterizes the ratio of the probabilistic value of the maximum possible loss to the normative value of the socio-ecological-economical component of rural areas. The purpose of the paper is to argue the necessity of decentralization of rural areas and to introduce proposals on its practical implementation. The research on decentralization of rural areas and its practical implementation is recommended to conduct by three stages. The anti-crisis approach to rural area management in decentralization conditions, which is based on the fundamentals of the public-private partnership is proposed. It is suggested to make calculation of the decentralization ratio, which will determine the category of the crisis level for the rural area in decentralization conditions and will supply adequate suggestions for its development. A new consensus has emerged which stipulates that the Eurozone problems are caused by a lack of embeddedness of the euro in proper financial and fiscal unions. This paper reviews the debates on the Eurozone's state of disembeddedness and argues that it is not enough to embed the monetary union in scaled-up financial and fiscal unions. For the euro problems to disappear it needs to be embedded in social Europe. The transfer of policy prerogatives at the supranational level does not make the structure embedded, but the substance of the policy measures. From a Polanyian perspective, the extent of the Eurozone dis/embeddedness depends not on the level of centralization of policymaking, but on the interplay between the two forgotten Polanyian principles: improvement and habitation. Decentralization of public management in the sphere of tertiary education in developed countries has led to the spread of similar trends in developing countries and countries with economies in transition. The academic paper assesses the effectiveness of forms of decentralization of public management on the basis of statistical analysis of quality indicators of tertiary education system of Hungary, Poland, Romania and Ukraine. As a result, the effectiveness of decentralization has been confirmed, provided that the transformation of public management institutions is ensured. Forms of decentralization determine its effectiveness. Common problems of tertiary education systems have been identified, which have led to the need for decentralization: the need for quality educational services, increasing the level of public access to tertiary education, financial pressure on central budgets. It has been determined that territorial and functional deregulation was aimed mainly at self-financing of tertiary educational institutions, formation of a competitive market of educational services, integration of the private sector into the public one for the development of the quality of state tertiary education. The basic advantages of decentralization have been highlighted in the academic paper, namely: 1) increasing the level of enrollment of the population to tertiary educational institutions due to accessibility; 2) reducing the level of state expenditure on education; 3) improving the quality of state tertiary educational institutions, meeting the requirements of the labor market; 4) actualization of the autonomy of higher educational institutions uner the conditions of pandemic of Covid - 19. Three distinct models of decentralization of tertiary education have been identified, namely: territorial decentralization in Poland, asymmetric decentralization with an emphasis on self-financing in Romania, and functional decentralization in Hungary and Ukraine. The basic features of decentralization of the studied countries have been highlighted, namely: flexibility, adaptability of legislation, transformation of public management institutions, deregulation of government functions, change of financing tools with the possibility of attracting funds from private partners (business), expansion of access to educational services, formation of hybrid private-state institutions with corporate status, reduction of financial pressure, supervision and control. In a context characterised by low competitiveness of agrifood enterprises in Cameroon, a socio-economic study on Small and Medium-Sized Agrifood Enterprises (SMAE) in the Cameroon cities of Yaoundé in the Centre region, Douala in the Littoral region, and Bafoussam in the West region was carried out between March and September 2021. This was with the aim of analysing the main characteristics of these enterprises. Data were collected from 300 managers of SMAE selected through a purposive sampling method. Descriptive statistical were used to analyse the data. The results revealed that SMEA in Cameroon are mostly Very Small Enterprises (VSE) (89.7%) with less than 10 years of existence, and self-funded without external sources of finance. Their production systems are essentially artisanal (69%) and their personnel are not qualified (72%). In addition, they are mostly organised in the form of Common Initiative Groups (CIGs), cooperatives or enterprises without legal status. These SMAE are mainly run by married (66,7%), female (56%) and higher level graduate (60%) managers with ages ranging from 41 to 50 years. The decision-making process in these enterprises is centred on the managers with a structure based on group work and very few employees with a job description. However, meetings are held frequently in these enterprises, and employees are most often consulted and informed of any developments. Furthermore, the main marketing strategy used by these enterprises is word of mouth, while informal observation is the main business intelligence strategy. Very few SMAE have Research and Development (R&D) activities. Nevertheless, they rely mainly on training to stay technologically alert. In addition, they generally collaborate with customers and suppliers. These characteristics mainly predispose Cameroonian SMEA to be unprofitable and inefficient. Therefore, the paper recommend to sensitize SMAE to the advantages of being formal, to put in place fiscal measures that match up with SMAE’s activities, to develop financial systems adapted to SMAE’s reality, to empower women and reduce gender inequalities in order to improve their managerial performances, to raise young entrepreneurs awareness of the importance of perseverance and the benefit of marriage on business, to help SMAE managers and their personnel to continuously build their capacity, to support SMAE financially and technically, to help SMAE in developing well defined business strategies, to sensitize SMAE managers to the importance of decentralisation in their activities and to promote collaboration between SMAE and strategic partners in their environment [ABSTRACT FROM AUTHOR]

Aim: This paper examines the possibility of including families, particularly mothers, within the health workforce using the human resource for health planning model to improve newborn outcomes. Background: In many low‐ and middle‐income countries, there is a critical shortage of healthcare providers which impacts care for the neonatal population. A maternal and newborn health need that is prevalent in such countries is the care available between pregnancy and the postnatal period, where significant maternal and newborn deaths occur. Sources of evidence: Using the population health need of the neonatal population in Tanzania, this paper explores the opportunity to include mothers as an additional human resource for health within the Needs‐Based Health Human Resources and Health Systems Planning model. Discussion: In relation to educating and engaging family caregivers, the possible extension of the health workforce to include mothers as a response to meeting the healthcare needs of the neonatal population has yet to be explored. Through mothers and healthcare providers working together to address the population health need of essential newborn care, it offers a way forward for planning the resources needed in a health system. If utilized, mothers offer the opportunity to supplement the demand for human resources for health in the provision of newborn care, without replacing healthcare providers. Conclusion: Mothers as potential members of the health workforce furthers the health system as a whole whereby population health needs are addressed and newborn mortality declines. Implications for health policy: To solve the critical gap based on the supply of and demand for providers including doctors, nurses and midwives, a broader look at innovative solutions is essential. Implications for nursing practice: Mothers offer the opportunity to supplement the available human resources for health in the provision of newborn care, thus helping to close existing gaps. Connection between fiscal decentralization and regional disparities is usually explained in two different manners. Fiscal decentralization might enhance the economic growth and optimal public good provision (and by this way might reduce regional disparities) or it can contribute to the deepening of differences among poor and rich regions. However, there is a wide empirical research of this connection in the economic literature. Despite it, in Czech and Slovak related research, there is an absence of such a literature. This paper focuses on revealing the character of relationship between fiscal decentralization and regional disparities in Czechia and Slovakia on both NUTS2 and NUTS3 levels. Regional disparities increase within both countries. Additionally, estimations results are about supporting the undesirable effect of fiscal decentralization. Statistical significant positive relationship between expenditure and revenue decentralization and regional disparities is observed in both countries, while this relationship using the measurement of tax decentralization is significant and negative only in the case of Slovakia. Unfortunately, even if the inverse estimated relationship support the hypothesis about reduction of regional disparities by tax decentralization, analysis of input data shows the trend toward decreasing the tax decentralization. Recently, wireless sensor networks (WSNs) have received much attention by researchers because of their lower cost of deployment and easier to use. These networks are more vulnerable towards security attacks due to the lack of centralized management. The packet drop attack is one of the significant attacks that involve dropping of packets due to malicious compromised node. Different methods are proposed for detection of packet drop attack in WSNs, but these techniques are not providing the feasibility to isolate or stop these attacks' occurrence. The important mechanism is the reputation systems' utilization for WSNs. Each node allocates with reputation that determines with a node behaviour using a reputation system. The trustworthy nodes' have been detected using these reputation systems to perform data forwarding process. However, the effective way to monitor the data forwarding behaviour of a node is the nodes' monitoring in a promiscuous mode. A new intrusion detection system was proposed in this paper as a methodology of certificate revocation for effective operation and distribution of keys among nodes. The malicious nodes' keys have been revoked with the introduction of a certificate revocation method. As the malicious nodes are not having valid keys, they couldn't contact to the remaining nodes. The proposed mechanism simulates using the Network Simulator-2 for different scenarios that enhances network security by comparing with other traditional security algorithms. [ABSTRACT FROM AUTHOR]

This paper investigates the effect of increasing fiscal decentralization on the composition of public expenditures of Brazilian local governments. The research is innovative, demonstrating that the heterogeneity of expenditure scale influences the correlation between fiscal decentralization and public expenditure of local governments. The sample consisted of unbalanced panel data of 5,565 municipalities for 17 years from 2000 to 2016. The analysis used unconditional quantile regression with panel data. The main findings were: (i) fiscal decentralization affects public expenditure in Brazilian local governments. However, this effect depends on local expenditure scale and fiscal decentralization strategy. For example, the median coefficient was negative in personnel expenditures, and the effect was positive for the third quartile of local governments, when fiscal decentralization was measured by the tax revenue over total revenue. On the other hand, the effects were also positive for median and third quartile regarding intergovernmental transfers per capita like proxy of fiscal decentralization; (ii) the measures (proxies) of fiscal decentralization are correlated with the composition of public expenditure; (iii) in median terms, fiscal decentralization has greater effects on investment expenditures than on current and personnel expenditures; and (iv) in median terms, the tax revenue participation promotes an increase in administrative and planning expenditures instead of expenditures in social functions. Fiscal decentralization measured by intergovernmental transfer per capita has more positive effects on social functions than on legislative and administrative functions. Public participation has been viewed as a method for strengthening local governance at the grassroots level of administration through an inclusive democracy and as an imperative portion of unprejudiced administration. Information sharing in administration is the foundation of continuous participatory procedures seen as the facilitators of aggregate insight and comprehensiveness, which are formed by the longing for the participation of the entire group or society. Using documentary method of analysis with empirical observations in the selected local municipalities in South Africa, this paper provides an insight into community and public participation in South Africa's local municipality. It further looks at the significance of public participation in governance and decision-making at the local level, the relevance of South Africa's decentralization of municipalities for local development and the effect. This paper concludes that public cooperation and participation in local government administration is a two-way imperative embracing and setting obligations for both local government authorities and the general public with persuasive communication, and a community critical thinking system, with the objective of accomplishing better governance for effective service delivery at the grassroots level. Using a content data analysis, it therefore recommended that, IDP as a process must democratically engage the public, in the assessment of current social, economic and environmental reality with the municipality.. This paper addresses the implications of the emergence of distributed energy resources (DERs) for competition in the electricity distribution systems. The regulations on industry structures in place today were designed in an era characterized by centralized resources and relatively price inelastic demand. In light of the decentralization of the power sector, regulators and policy makers must carefully reconsider how industry structure at the distribution level affects competition, market development, and cost efficiency. We analyze the economic characteristics of distribution network owners and operators, DER owners, and aggregators and retailers. We translate the foundational theories in industrial organization and the lessons learned during the previous wave of power system restructuring to the modern context to provide insight into three questions. First, should distribution system operations be separated from distribution network ownership in order to ensure the neutrality of the DSO role? Second, should DNOs be allowed to own and operate DERs, or should DER ownership be left exclusively to competitive actors? Third, does the emergence of DERs necessitate a reconsideration of the role of competition in the provision of aggregation services such as retailing? Purpose: There is no such thing as a truly centralized or decentralized management system. With regard to universities, most of the key areas in universities are centralized, e.g. finance, personnel, curriculum, management and quality. These key areas will exhibit a higher impact on learning and research by maintaining the appropriate balance between centralization and decentralization approaches. The purpose of this paper is to study the key features of balanced management implemented within the internal quality assurance system at the University of Bahrain. Areas of such balance will be explained while showing the pros and cons of each management approach. Design/methodology/approach: In this paper, both quantitative and qualitative surveys were used to study this balanced approach. Findings: The centralization approach at the university maintained systematic compliance through the development of policies and procedures, quality structure and a clear framework for quality enhancement. Centralization ensured consistency in quality, programmes and activities. It also maintained diffusion of innovation, for example, sharing and transferring the knowledge of international accreditation practices to other colleges. The balance of the centralized with the decentralized management approach provided additional advantages. For example, the management shared the vision of decentralization to raise the level of responsibility and accountability. The management provided an acceptable level of authority to take on spot decisions; hence, building expertise at the decentralized levels. However, this would require support and capacity building to ensure directly responsible persons, who can take on spot decisions. The ownership of the self-improvement cycles was implemented at the level of the departments and colleges. Practical implications: This study showed that this balanced management had a great influence to maximize the benefits of the internal quality assurance (IQA) system, as it showed that 71.4 and 67.3 per cent of the academic and administrative staff, respectively, found that the IQA system was effective. Abstract Promoting firms' eco-innovation through environmental regulation is of great significance to the sustainable development of China's economy. Based on the Porter Hypothesis, this paper used the panel data of 1962 listed Chinese industrial companies from 2004 to 2015 to empirically test the impact of environmental regulation on firm eco-innovation and the moderating effects of fiscal decentralization and political competition. The results showed that (1) without the influences of China's fiscal system and political promotion system, environmental regulation would likely significantly promote firms' eco-innovation as well as firms' eco-investment and eco-planning innovation. (2) Under the influence of China's fiscal decentralization system, environmental regulation has exerted a significant inhibitory impact on firms' eco-innovation as well as on firms' eco-investment and eco-planning innovation. (3) Under the influence of China's 'championship' system of political promotion, environmental regulation has exerted a significant inhibitory effect on firms' eco-innovation and on firms' eco-investment and eco-planning innovation. Finally, this paper provided detailed policy recommendations on how to optimize China's environmental regulatory policy system and how to promote firm eco-innovation. This paper investigates the responsibilities and membership of Local Enterprise Partnerships (LEPs) in England in the light of devolution of employment and skills responsibilities. Through the theoretical lens of 'hollowing out' and a direct comparison with the late-Thatcherite Training and Enterprise Councils (TECs) of the 1990s, the paper argues that LEPs represent a fresh, market-driven attempt by the government to alter the institutional framework for meeting local labour market needs through 'local business leadership'. However, through a synthesis of publicly available data across all LEPs, the paper shows that while LEPs assume important strategic and practical roles, their structure, resourcing and sectoral affiliations are poorly aligned for the engagement of local employers. Rather, it is argued, LEPs may be characterised as distant business elites, with only weak connections to local employment and skills priorities. This paper presents an analysis of urban spatial structure and its trends in the OECD between 2001 and 2011, by using a standardized definition of functional urban areas (FUAs) in 29 OECD countries. The prevalent trend is an increasing decentralization of the population, with growth taking place outside existing cores, but close to them. Overall, results are consistent with a pattern of contiguous growth. The population has grown more in relatively low‐density locations close to the main centres. Closeness to sub‐centres also proves to be a strong advantage for growth and suggests the emergence of new centralities shaping urban spatial structures. [ABSTRACT FROM AUTHOR]

This article aims to deepen our understanding of the impact of an oscillating policy environment on non-traditional schools in China since 2010. It does this through analysing policy documents and an analytic case study of one newly founded school in Shenzhen, China. The wavering policy environment framing the paper reflects a long-running internal government tussle between educational centralization and decentralization. The article first maps the trajectory of policy change associated with the "walking on two legs" tradition. It then examines how national policies are locally interpreted and enacted by depicting one school's historical episode and re-examines the case from a macro social change perspective to understand why the policy environment changed. The paper explores the issue by asking what significant policies describe China's "running schools on two legs" policy approach, how the oscillating policy environment influenced practices in one school and why the government changed its stance to re-centralize control of education. Objective: In the first STROKESTOP atrial fibrillation screening study, participation was influenced by socio-demographic and geographic factors. To improve uptake in the second study, two screening sites were added, closer to low-income neighbourhoods which had very low participation in the first study. This paper aims to analyse the geographic and socio-demographic disparities in uptake in the second trial and compare the results with the first trial. Methods: Inhabitants of the Stockholm region born in 1940 and 1941 were randomised 1:1 to be invited to screening or serve as controls. Medical history, blood samples and single-lead-ECG were collected. Invitee's residential parish was used for geo-mapping analysis of the geographical disparities in participation, using hierarchical Bayes methods. Individual data for participants and non-participants were obtained for the socioeconomic variables: educational level, disposable income, immigrant and marital status. Results: Higher participation was observed in those with higher education, high income, among non-immigrants and married individuals. Participation between the first and second studies improved significantly, where additional screening sites were introduced. These improvements were generally significant, in each population group according to socio-demographic characteristics. Conclusion: Decentralisation of screening sites in an atrial fibrillation screening program yielded a significantly positive impact on screening uptake. Adding local screening sites in areas with low uptake had beneficial impact on participation across a wide spectrum of socio-demographic groups. Based on the supply-side reform objective, it is a great transformation of housing welfare measures in China to collect private unoccupied houses as public rental housing instead of building new ones. Through an empirical study of the Collecting Houses as Public Rental Housing Program in Changzhou, this paper finds that the collected houses is relatively scattered in the city, which is beneficial to avoiding over-centralization and marginalization of the poor families. However, it has resulted in poverty reconcentration in some old communities, probably further leading to spatial solidification of the poor as well as a further decline of old communities. Therefore it may not effectively solve the housing problems of the poor population by providing this alternative public rental housing, which is collected according to economic efficiency. Accordingly, the paper argues that it is necessary to reinforce community development and to renovate the declined communities in time, as an important supplement to housing welfare improvement. Abstract: This paper seeks to explore the role that the Canadian branch banking structure has played in producing a national Canadian economic space as well as nationally oriented conservative Canadian banking subjects. Explosive growth in the scope of Canadian bank branch networks between 1880 and 1930, both in terms of number of branches and their geographic range, forced banks to re‐evaluate their management practices. To manage an increasingly unwieldy structure, banks worked to centralize control and homogenize operations and the bankers themselves. Through centralization, bank head offices developed more robust branch reporting tools, which allowed them collect and repurpose disparate data into new national level information and knowledge. Working as centres of calculation, bank head offices used this new information to integrate a nationalist outlook throughout the network, deploying disciplinary technologies and techniques, in an effort to detach bankers from a local or regional orientation. This paper shows that, rather than merely a tool for efficient allocation of capital, the branching structure is a productive socio‐technical structure, which helped to construct the very nature of the national space it sought to manage. The construction of a large metropolitan infrastructure, like other megaprojects, requires advanced technical expertise, capacity to manage complex procedures and planning processes as well as capacity to deal with conflicting interests. For the case of megaprojects, overestimation of benefits and underestimation of costs and risks is a common problem all over the world, leading to the ‘survival of the unfittest’ (Flyvbjerg, 2009). The main causes were identified in the optimism bias, strategic misrepresentation, path dependency leading to lock-in and poor oversight; however, the ‘survival’ of these causes is still unclear. For this purpose, the survival of the unfittest megaprojects is re-conceptualised into a proper cognitive-evolutionary framework. By introducing an innovative taxonomy of policy knowledge, this paper aims to argue that a specific policy community can ‘survive’ by strategically using a ‘cognitive monopoly’ of some of the relevant policy knowledge for megaprojects. Based on the case of the new ‘Watermael – Schuman – Josaphat’ rail junction in Brussels, findings show the critical role played by the Federal Ministry for Communications thanks to a long-standing and context-specific know-how on underground works. While missing knowledge was outsourced and instrumentally used to overcome potential lock-in, the Ministry was able to build the only new large metropolitan infrastructure of Belgium during a period of high uncertainty due to decentralisation. This paper simultaneously analyzes antecedents and consequences of organizational ambidexterity. Regarding antecedents, the paper examines the influence of internal antecedents (organizational structure) and external antecedents (environmental dynamism). With regard to consequences, the paper analyzes the impact of ambidexterity on firm performance. Moreover, we use two different approaches to ambidexterity (structural and contextual perspectives). The findings show that a hybrid organizational structure, with organic (decentralization) and mechanistic characteristics (differentiation and formalization), and environmental dynamism, influence ambidexterity, and there is a positive impact of ambidexterity on firm performance. This paper outlines a theoretical framework to study collective social capital at the local scale using social network analysis. To do so, it develops a review on empirical research that found evidence regarding the impact of networks on the performance of cities and regions. Eight network topologies are identified with collective social capital: size and composition, connectivity, closeness, clustering, small world, openness, centralization and heterophily. The paper inquires into the effects of these properties concluding that they influence two aspects that are highly relevant for territorial development: they facilitate the diffusion of information and they foster cooperation among actors. Results help tracing roots among three different academic fields: literature on social capital, local and regional economics, and social network analysis. This paper proposes an approximation-based nonlinear disturbance observer (NDO) approach for decentralised adaptive tracking of uncertain interconnected pure-feedback nonlinear systems with unmatched time-delayed nonlinear interactions and external disturbances. Compared with the existing approximation-based NDO approach for uncertain interconnected nonlinear systems where the centralised design framework was proposed, the main contribution of this paper is to develop a decentralised and memoryless NDO-based adaptive control scheme in the presence of unknown time-varying delayed interactions and disturbances unmatched in the control inputs. The recursive design methodology is derived to construct the decentralised NDO and controller where the function approximators used in the decentralised NDO are employed to design the decentralised adaptive controller. From the Lyapunov stability theorem using Lyapunov--Krasovskii functionals, it is shown that all signals of the closed-loop system are semi-globally uniformly ultimately bounded and the tracking errors converge to an adjustable neighbourhood of the origin. Novice principals experience intense work situations and various solutions have been suggested to handle them. This paper explores western Swedish novice principals' attitudes toward support in their leadership. Specific questions addressed are whether the principals believe that two approaches, the so-called heroic and distributed approaches, could improve their job satisfaction, pedagogical leadership and relationships within their schools. The research provides novel contributions as it combines a scenario-based experiment with follow-up interviews to provide new insights regarding school leadership. The results clearly demonstrate that novice principals experience intense working situations. Moreover, they show that the principals significantly favor the heroic leadership approach for promoting job satisfaction and facilitating relational aspects of their work. However, for mitigating the loneliness associated with a leadership role, the principals significantly favor the distributed leadership approach. The concept of Hospital-Based Health Technology Assessment (HB-HTA) is conducive to the rationalization of decisions made by the hospital management regarding the implementation of innovative medical technologies in hospital units. This type of HTA is a bottom-up hospital initiative, but usually it is also supported systemically and involves other entities, such as: the Agency for Health Technology Assessment and Tariff System, the payer, or regional authorities. Providing support to the hospital in making the final decision on the implementation of innovative medical technology may include such aspects as: obtaining necessary funding for the implementation of technology, identification of the competitive potential of the planned project, or following the HB-HTA methodology in reporting. The process of decentralization of hospital management in Poland induces scholars to carry out research and draw conclusions about the involvement of regional authorities, mainly voivodeship offices and their departments responsible for health issues, in the HB-HTA process. The primary objectives of this paper are to present the results of research and analysis of the development and popularization of HB-HTA in Poland. These will be discussed in relation to the implementation of a regional functional model for hospital evaluation of innovative medical technologies and the creation of rules of cooperation between important institutions of sectoral (health) policy to support and develop HB-HTA at the regional (voivodeship) level, as well as the dissemination of knowledge, popularization of HB-HTA, and promotion of good practices. There is a growing literature on the use of federalism as a tool of conflict resolution. Yet, while this literature focuses mainly on single case studies, there remains a gap in our comparative understanding of the workings of federalism as a tool to end violent conflicts, as well as the conditions under which it may succeed in bringing peace to war-torn countries. By discussing core themes that emerge when looking at single case studies and relevant theories on the use of federalism as a tool of conflict resolution, we highlight the importance of three main issues in our understanding of the workings of federalism as a tool of conflict resolution: (1) The role of centralization, decentralization and recentralization in the management of diversity and to accommodate the demands of different groups; (2) Contestation of the state, identity, the idea of federalism and other key issues in societies, in which ownership over the state is contested and fought over; and (3) Third-party intervention, geopolitics, and geoeconomics in the management of diversity. By bringing together existing debates on the topic of federalism and conflict resolution, and positioning the papers in this special issue within these debates, some of the complexities but also promises of the use of federalism as a tool of conflict resolution will be highlighted. SUMMARY This paper investigates the determinants of public‐sector efficiency, in particular the role of fiscal decentralization and fiscal rules. For 23 European countries over the period from 1995 to 2015, we construct a measure of public‐sector performance consisting of nine distinct indices for each area of public policy, such as administration, health education, economic performance, security and infrastructure. We use several efficiency techniques, e.g., free disposal hull and order‐m, and investigate input‐and output‐oriented efficiency in the public sector. We analyse in depth the impact of fiscal decentralization and fiscal rules on public‐sector efficiency. We conclude that, whereas decentralization fosters efficiency, fiscal rules have no effect. Moreover, fiscal rules, when combined with decentralization, may harm efficiency, which is consistent with the ratchet effect. [ABSTRACT FROM AUTHOR]

Background: Community engagement is increasingly seen as key to improving healthcare systems and to increasing communities' involvement in the shaping of their own communities. This paper describes how 'community engagement' (CE) is understood and being operationalised in the Dutch healthcare system by investigating the CE approaches being implemented in six different regions and by examining engaged citizens' and professionals' experiences of those CE approaches.Methods: For this realist study, interviews and focus groups were held with citizens (16) and professionals (42) involved in CE approaches in the six regions. Additionally, CE-related activities were observed to supplement interview data.Results: This study shows that citizens and professionals defined and experienced CE differently and that they differed in who they felt had ownership of CE. The CE approaches implemented in community-led initiatives and organisationally-led initiatives varied accordingly. Furthermore, both citizens and professionals were searching for meaningful ways for citizens to have more control over healthcare in their own communities.Conclusion: CE can be improved by, first of all, developing a shared and overarching vision of what CE should look like, establishing clear roles and remits for organisations and communities, and taking active measures to ensure CE is more inclusive and representative of harder-to-reach groups. At the same time, to help ensure such shared visions do not further entrench power imbalances between citizens and professionals, professionals require training in successful CE approaches.
