Objectives: The aim of the present consensus paper was to provide recommendations for clinical practice on the individual etiological and modifying factors to be assessed in the individual diagnosis of caries, and the methods for their assessment, supporting personalized treatment decisions. Material and Methods: The executive councils of the European Organisation for Caries Research (ORCA) and the European Federation of Conservative Dentistry (EFCD) nominated ten experts each to join the expert panel. The steering committee formed three work groups which were asked to provide recommendations on (1) caries detection and diagnostic methods, (2) caries activity assessment, and (3) forming individualized caries diagnoses. The experts responsible for "individualised caries diagnosis" searched and evaluated the relevant literature, drafted this manuscript and made provisional consensus recommendations. These recommendations were discussed and refined during the structured process in the whole work group. Finally, the agreement for each recommendation was determined using an anonymous eDelphi survey. The threshold for approval of recommendations was determined at 70% agreement. Results: Ten recommendations were approved and agreed by the whole expert panel, covering medical history, caries experience, plaque, diet, fluoride, and saliva. While the level of evidence was low, the level of agreement was typically very high, except for one recommendation on salivary flow measurement, where 70% agreed. Conclusion: It is recommended that all aspects of caries lesion progression and activity, recent caries experience, medical conditions and medications, plaque, diet, fluoride and saliva should be synthesized to arrive at an individual diagnosis. Introduction: This consensus paper provides recommendations for oral health professionals on why and how to assess caries activity and progression with special respect to the site of a lesion. Methods: An expert panel was nominated by the executive councils of the European Organization for Caries Research (ORCA) and the European Federation of Conservative Dentistry (EFCD). The steering committee built three working groups that were asked to provide recommendations on (1) caries detection and diagnostic methods, (2) caries activity and progression assessment, and (3) obtain individualized caries diagnoses. The experts of work group 2 phrased and agreed on provisional general and specific recommendations on caries lesion activity and progression, based on a review of the current literature. The specific recommendations cover coronal caries on pits and fissures, smooth surfaces, proximal surfaces, as well as root caries and secondary caries/caries adjacent to restorations and sealants. 3/13 recommendations yielded perfect agreement. Conclusion: The most suitable method for lesion activity assessment is the visual-tactile method. No single clinical characteristic is indicative of lesion activity; instead, lesion activity assessment is based on assessing and weighing several clinical signs. The recall intervals for visual and radiographic examination need to be adjusted to the presence of active caries lesions and recent caries progression rates. Background: Multi-arm, multi-stage (MAMS) platform trials can accelerate the identification of disease-modifying treatments for Parkinson's disease (PD) but there is no current consensus on the optimal outcome measures (OM) for this approach. Objective: To provide an up-to-date inventory of OM for disease-modifying PD trials, and a framework for future selection of OM for such trials. Methods: As part of the Edmond J Safra Accelerating Clinical Trials in Parkinson Disease (EJS ACT-PD) initiative, an expert group with Patient and Public Involvement and Engagement (PPIE) representatives' input reviewed and evaluated available evidence on OM for potential use in trials to delay progression of PD. Each OM was ranked based on aspects such as validity, sensitivity to change, participant burden and practicality for a multi-site trial. Review of evidence and expert opinion led to the present inventory. Results: An extensive inventory of OM was created, divided into: general, motor and non-motor scales, diaries and fluctuation questionnaires, cognitive, disability and health-related quality of life, capability, quantitative motor, wearable and digital, combined, resource use, imaging and wet biomarkers, and milestone-based. A framework for evaluation of OM is presented to update the inventory in the future. PPIE input highlighted the need for OM which reflect their experience of disease progression and are applicable to diverse populations and disease stages. Conclusion: We present a range of OM, classified according to a transparent framework, to aid selection of OM for disease-modifying PD trials, whilst allowing for inclusion or re-classification of relevant OM as new evidence emerges. Objectives: To establish a consensus protocol for telerehabilitation in speech therapy for voice disorders. Methods: The study was conducted according to a modified Delphi method. Twenty speech therapist or laryngologist experts of the French Society of Phoniatrics and Laryngology assessed 24 statements of voice telerehabilitation with a 10-point visual analog scale ranging from 1 (totally disagree) to 10 (totally agree). The statements were accepted if more than 80% of the experts rated the item with a score of ≥ 8/10. The statements with ≥ 8/10 score by 60–80% of experts were improved and resubmitted to voting until they were validated or rejected. Results: The French Society of Phoniatrics and Laryngology experts validated 10, 6, and 2 statements after the first, second and third voting round, respectively. Seven statements did not reach agreement threshold and were rejected. The validated statements included recommendations for setting (N = 4), medical/speech history (N = 2), subjective voice evaluations (N = 3), objective voice quality measurements (N = 3), and voice rehabilitation (N = 5). The experts agreed for a follow-up consisting of combined telerehabilitation and in-office rehabilitation. The final protocol may be applied in context of pandemic but could be assessed out of pandemic period for patients located in rural regions. Conclusions: This Delphi study established the first telerehabilitation protocol of the French Society of Phoniatrics and Laryngology for patients with voice disorders. This paper reports on the recent activity of the pan‐European consensus of the ADEE Special Interest Group for Pre‐Clinical Operative Skills. Following the previous recommendations from the group, and in order to support teachers and to harmonise the delivery of skills training across Europe, a more formal curriculum relating to pre‐clinical operative skills needs to be created. This paper reports European consensus surrounding the categorisation (level of importance, and difficulty) of basic operative dental clinical skills within the undergraduate curriculum and provides recommendations relating to session structure and timing of curricular elements for basic operative dental clinical skills teaching. Background: The WHO definition of palliative care includes bereavement support as integral to palliative care, yet a previous survey of bereavement support in palliative care in Europe has shown a range of service responses to loss. A rigorous approach to agreeing and implementing a palliative care bereavement framework was required. Aim: The aim of this study was to develop consensus on best-practice recommendations for bereavement care principles, structures, processes and delivery based on current practice and evidence. Design: In accordance with Guidance on Conducting and Reporting Delphi Studies, a consensus-building five-round Delphi technique was performed. A scoping review of research literature informed drafting of 54 statements by the EAPC Bereavement Task Force. Evaluation of the statements was performed by an expert panel using a 5-point Likert scale. ⩾80% agreement were defined as essential items and 75%–79% agreement were defined as desirable items. Items with a consensus rating <75% were revised during the process. Setting/participants: The Delphi study was carried out by an expert panel among membership organisations of the European Association for Palliative Care. Results: In total, 376 email requests to complete Delphi questionnaire were distributed with a response rate of 23% (n = 87) and a follow-up response-rate of 79% (n = 69). Of the initial 54 statements in six dimensions, 52 statements were endorsed with 26 essential statements and 26 desirable statements. Conclusions: The six dimensions and 52 statements agreed through this Delphi study clarify a coherent direction for development of bereavement services in palliative care in Europe. Objective: To promote a better radiological interpretation of spine degeneration, a consistent standardization of the acquisition, interpretation and description of Magnetic Resonance Imaging (MRI) l findings. Materials and methods: In order to achieve this objective, a consensus among experts in imaging of degenerative spine disease (DSD) from Italian radiological societies (SIRM—Italian Society of Radiology, AINR—Italian Association of Neuroradiology) was achieved. The representatives of the Italian inter-societal working group examined the literature produced by European/American task forces on optimizing the study sequences, classification of degenerative disc changes, spondylo-arthrosis, osteochondrosis, synovial and ligament pathologies of the spinal column, and on canal and foraminal stenosis. The document-resulted from the consensus between experts—was then presented to the scientific societies of Neurosurgery (SINCH) and Orthopedics and Traumatology (SIOT) for their approval. Results: This position paper presents a proposal for an optimized MRI protocol for studying DSD and provides a glossary of terms related to this pathology and indications on their use. The international terminological recommendations have been translated and adapted to the Italian language and clinical practice and clinical cases have been used to illustrate some of the main classifications. Conclusions: This revision of international DSD guidelines/recommendations and consensus made it possible to (1) update the nomenclature to international standards and (2) harmonize the MRI protocol and description of radiological findings, adapting both (1, 2) to the Italian context. Time perception is an essential element of conscious and subconscious experience, coordinating our perception and interaction with the surrounding environment. In recent years, major technological advances in the field of neuroscience have helped foster new insights into the processing of temporal information, including extending our knowledge of the role of the cerebellum as one of the key nodes in the brain for this function. This consensus paper provides a state-of-the-art picture from the experts in the field of the cerebellar research on a variety of crucial issues related to temporal processing, drawing on recent anatomical, neurophysiological, behavioral, and clinical research. The cerebellar granular layer appears especially well-suited for timing operations required to confer millisecond precision for cerebellar computations. This may be most evident in the manner the cerebellum controls the duration of the timing of agonist-antagonist EMG bursts associated with fast goal-directed voluntary movements. In concert with adaptive processes, interactions within the cerebellar cortex are sufficient to support sub-second timing. However, supra-second timing seems to require cortical and basal ganglia networks, perhaps operating in concert with cerebellum. Additionally, sensory information such as an unexpected stimulus can be forwarded to the cerebellum via the climbing fiber system, providing a temporally constrained mechanism to adjust ongoing behavior and modify future processing. Patients with cerebellar disorders exhibit impairments on a range of tasks that require precise timing, and recent evidence suggest that timing problems observed in other neurological conditions such as Parkinson's disease, essential tremor, and dystonia may reflect disrupted interactions between the basal ganglia and cerebellum. The complex concepts emerging from this consensus paper should provide a foundation for further discussion, helping identify basic research questions required to understand how the brain represents and utilizes time, as well as delineating ways in which this knowledge can help improve the lives of those with neurological conditions that disrupt this most elemental sense. The panel of experts agrees that timing control in the brain is a complex concept in whom cerebellar circuitry is deeply involved. This paper identifies necessary and sufficient conditions for the existence of iterative algorithms that achieve approximate Byzantine consensus in arbitrary directed graphs, where each directed link represents a communication channel between a pair of nodes. The class of iterative algorithms considered in this paper ensures that, after each iteration of the algorithm, the state of each fault-free node remains in the convex hull of the states of the fault-free nodes at the end of the previous iteration. We present the necessary and sufficient condition for the existence of such iterative consensus algorithms in synchronous arbitrary point-to-point networks in presence of Byzantine faults in two different equivalent forms. We prove the necessity using an indistinguishability argument. For sufficiency, we develop a proof framework, which first uses a series of "transition matrices" to model the state evolution of the fault-free nodes using our algorithm, and then proves the correctness by identifying important properties of the matrices. A blockchain is a distributed network of nodes that records transactions in a digital ledger. To ensure trust in a network with untrusted nodes, blockchain uses consensus algorithms to record transactions in its ledger. Although various consensus protocols have been proposed and implemented for blockchain lately, they still have drawbacks. The last decade has seen a lot of attention and rapid growth in artificial intelligence and blockchain technologies. The performance of blockchain can be improved, and its problems can be solved by incorporating artificial intelligence. The concept of cognitive blockchain is related to AI functionalities into blockchain systems to enhance their utility and capabilities. Cellular Goore Game-based consensus was recently proposed as intelligence consensus in the cognitive blockchain. Although this consensus algorithm improves scalability, fault tolerance, and performance, it has problems, such as high communication complexity. In this paper, we proposed an improved Cellular Goore Game-based consensus protocol, which increases fault tolerance and decreases communication complexity. We also studied theoretically the Cellular Goore Game used as a distributed model in the proposed consensus and proved the convergence of CGG in the proposed protocol in this paper. We evaluated the performance of the proposed protocol by conducting several experiments. Empirical results show that this approach improves fault tolerance and communication complexity. In multi‐agent systems, most commonly, consensus consists in all agents converging to a common equilibrium point. For nonholonomic vehicles, which move on a Cartesian plane and occupy a physical space, it is more appropriate to speak of consensus‐based formation, which implies that the vehicles are required to converge to a relative position in a given formation while, distributively, agreeing on the center of such formation and on their orientation. In this paper we solve such a problem via a smooth, time‐varying, output‐feedback control; more precisely, without velocity measurements. In addition, and this is our main contribution, the controller is designed to satisfy pre‐imposed bounds to avoid input saturation. To the best of the authors' knowledge this is the first controller that solves the consensus‐based formation problem in networks of nonholonomic vehicles via a bounded, output‐feedback controller. A novel strategy based on the robust distributed model predictive control (DMPC) is proposed in this paper to address the consensus of multi-agent systems subjected to unknown-but-bounded disturbances with limited communication range. The proposed strategy utilises the formulation of the tube-based predictive control and has the ability to handle the explicit input constraints and achieve the bounded consensus with initial communication topology preserved under the disturbances. In this proposed strategy, a novel constraint is designed to guarantee the connectivity of the system under the disturbances, and the synthesis methods are proposed for the controller. Meanwhile, it is proved that the proposed algorithm in this paper is recursively feasible, the connectivity can always be preserved and the system can finally reach bounded consensus under the disturbances. Objective: The limited research funding available needs to be directed towards stakeholder-identified priorities that will have the largest positive impacts on mental health. This study aimed to identify consensus mental health research priorities across lived experience and mental health professional panels. Method: A modified Delphi study with two panels (lived and professional experience in mental health) was used to identify priorities over three rounds. Priorities were rated on a 9-point scale from not important, important but not critical, to critical. Consensus (≥80% agreement on items rated ≥ 6 in importance across both panels) was analysed descriptively. Results: 1015 initial potential priorities and 18 additional priorities were rated by panel members (N = 120, 52 lived experience, 68 professionals), with 608 priorities achieving consensus across 23 mental health domains. Priority themes included: services; prevention, early intervention, detection and health promotion; intersectionality; determinants of mental health; translation; culture, spirituality and wellbeing (identity); suicide and self-harm; data and technology; capacity building; trauma; physical health; stigma and shame; help-seeking and coping; and co-design. Conclusions: There was high agreement across stakeholders on mental health research priorities, which may provide a basis for funding allocations for impactful research that would improve the mental health of the community. Key Points: What is already known about this topic: There is very limited funding for research in mental health. It is essential to identify what areas of mental health research would be most relevant and meaningful to the community. Co-design is important for authentic participation in priority-setting between different stakeholders in the community. What this paper adds: People with lived and/or professional experience identified research priorities across a broad array of mental health challenges, populations, and settings in the Australian community. The mental health research priorities can be used to guide policy, funding, and researchers in conducting future projects. Classic multidimensional scaling (MDS) and scaling by majorizing a complex function (SMACOF) are well-known centralized algorithms that are used to solve MDS problem. In this paper, we present a distributed algorithm for solving MDS problem. Estimations of coordinates are performed concurrently under the assumption that each item knows only its own position and its distances from its neighbors and their approximated present locations. The update process is done by calculating the average of the current coordinate of each object and its projections on the solution spaces allocated to it by its neighbors. We apply the method to the problem of sensor localization and obtain numerical results that demonstrate the efficacy of our suggested strategy. [ABSTRACT FROM AUTHOR]

Background/Objectives: Exploring and establishing a consensus on palatal surgery, the outcomes and follow-up after the palatal surgery, the complications of palatal surgery, and the post-operative management after palatal surgery for snoring and obstructive sleep apnea (OSA) among sleep surgeons is critical in the surgical management of patients with such conditions. Methods: Using the Delphi method, a set of statements was developed based on the literature and circulated among a panel of eight European experts. Responses included agreeing and disagreeing with each statement, and the comments were used to assess the level of consensus and to develop a revised version. The new version with the level of consensus and anonymized comments was sent to each panel member as the second round. This was repeated over a total of five rounds. Results: The final set included a total of 111 statements, 27 of which were stand-alone questions and 21 of which contained 84 sub-statements. Of the 34 statements regarding palatal surgery, consensus was achieved among all eight, seven, and six panelists for 50%, 35.3%, and 5.9% of the questions, respectively. Of the 43 statements regarding the outcomes and follow-up after the palatal surgery, consensus was achieved among all eight, seven, and six panelists for 53.5%, 23.3%, and 4.7% of the questions, respectively. Of the 24 statements regarding complications after the palatal surgery, consensus was achieved among all eight, seven, and six panelists for 91.7%, 0%, and 4.2% of the questions, respectively. Of the 10 statements regarding post-operative management after palatal surgery, consensus was achieved among all eight, seven, and six panelists for 10%, 30%, and 30% of the papers, respectively. Conclusions: This consensus provides an overview of the work of European sleep surgeons to develop a set of statements on palatal surgery for the treatment of snoring and OSA, the outcomes and follow-up, the complications, and the post-operative management of palatal surgery. Introduction: Sleeve gastrectomy (SG) has become the most performed bariatric and metabolic surgery technique in Chile and the world. Although there are a large number of publications on it, there are still topics that are controversial and in which it is necessary to reach agreements among experts. The objective of this paper is to present the results of the first Chilean SG consensus using the Delphi method. Materials and Methods: A national survey was conducted that gathered 60,204 SG with some relevant topics about SG. Based on the survey results, a consensus committee made a set of controversial assertions defined from a GM national survey. These assertions were presented to a group of recognized experts from different centers throughout Chile. The Likert scale was used to establish consensus of agreement or disagreement with a cut-off point of 67%. Results: Two virtual meetings were held where the 36 experts voted on 30 statements. In total, the consensus committee agreed on 24 of the 30 proposed assertions. There was consensus of disagreement in one of them and no consensus was reached in five. Conclusion: In the first Chilean SG consensus with Delphi method, it was possible to bring together experts from all over the country to settle controversial issues and serve as a reference for the daily practice of bariatric and metabolic surgery in the present and the future [ABSTRACT FROM AUTHOR]

Among the existing consensus algorithms, there are very few low-latency consensus algorithms that can simultaneously take into account node dynamics, fault tolerance, and scalability, and which are applicable to large-scale open scenarios where low latency is required. Therefore, this paper proposes a low-latency scalable dynamic consensus algorithm with high fault tolerance utilizing a combination of layered and threshold signature technologies, known briefly as LTSBFT. Firstly, LTSBFT achieves linear communication complexity through the utilization of threshold signature technology and a two-layer structure. Secondly, the mutual supervision feedback mechanism among nodes enables the attainment of linear complexity for reaching consensus on the faulty upper-layer nodes during the view-change. Lastly, a node dynamic protocol was proposed for the first time to support dynamic changes in the number of nodes during the consensus process. That is to say, consensus can still be reached when the number of nodes dynamically changes without interrupting the client's request for consensus in the network. The experimental results indicate that LTSBFT exhibits lower communication latency and higher throughput compared to the classic HotStuff and PBFT algorithms. This paper focuses on the authors perspectives of the terminology developed by the Gross and Clinical Anatomy Working Group for Terminologica Anatomica2. Terminologica Anatomica2 represents a great deal of work by the Gross and Clinical Anatomy Working Group of the Federative International Program for Anatomical Terminology. Listing of synonyms and eponyms can be of great utility in terms of historical translation. However, the initial goal of achieving an international standard for anatomical terminology derived through a scholarly, consensus based process has been lost in Terminologica Anatomica2 as it provides a variety of choices that can be used to name a particular structure, in contrast to Terminologica Anatomica1 where preferred terminology is explicitly stated. In this paper, we study numerically the dynamics of opinion formation under the influence of mass media using the q-voter model on a Barabasi–Albert network. We investigate the scenario where a voter adopts the mass media’s opinion with a probability p when there is no unanimity among a group of q agents. Through numerical simulation, we identify a critical probability threshold, pt, at which the system consistently reaches complete consensus. This threshold probability pt decreases as the group size q increases, following a power-law relation pt∝qγ with γ≈−1.187. Additionally, we analyze the system’s relaxation time, the time required to reach a complete consensus state. This relaxation time increases with the population size N, following a power-law τ∝Nν, where ν≈1.093. Conversely, an increase in the probability p results in a decrease in relaxation time following a power-law relationship τ∝pδ, with δ≈−0.596. Cardiovascular imaging is exponentially increasing in the diagnosis, risk stratification, and therapeutic management of patients with cardiovascular disease. The European Society of Cardiovascular Radiology (ESCR) is a non-profit scientific medical society dedicated to promoting and coordinating activities in cardiovascular imaging. The purpose of this paper, written by ESCR committees and Executive board members and approved by the ESCR Executive Board and Guidelines committee, is to codify a standardized approach to creating ESCR scientific documents. Indeed, consensus development methods must be adopted to ensure transparent decision-making that optimizes national and global health and reaches a certain scientific credibility. ESCR consensus documents developed based on a rigorous methodology will improve their scientific impact on the management of patients with cardiac involvement. Critical relevance statement: This document aims to codify the methodology for producing consensus documents of the ESCR. These ESCR indications will broaden the scientific quality and credibility of further publications and, consequently, the impact on the diagnostic management of patients with cardiac involvement. As far as mobile edge computing is concerned, it is necessary to ensure the data integrity of latency-sensitive applications during the process of computing. While certain research programs have demonstrated efficacy, challenges persist, including the inefficient utilization of computing resources, network backhaul issues, and the occurrence of false-negative detections. To solve these problems, an integrity protection scheme is proposed in this paper on the basis of data right confirmation (DRC). Under this scheme, a two-layer consensus algorithm is developed. The outer algorithm is applied to establish a data authorization mechanism by marking the original data source to avoid the false negative results caused by network attacks from the data source. In addition, blockchain-based mobile edge computing (BMEC) technology is applied to enable data sharing in the context of mobile edge computing while minimizing the network backhaul of edge computing. Based on the Merkle Tree algorithm, the inner layer algorithm is capable not only of accurately locating and promptly repairing damaged data but also of verifying all servers in the mobile edge computing network either regularly or on demand. Finally, our proposal is evaluated against two existing research schemes. The experimental results show that our proposed scheme is not only effective in ensuring data integrity in mobile edge computing, but it is also capable of achieving better performance. Medication-related osteonecrosis of the jaw (MRONJ) is a debilitating adverse effect of bisphosphates, antiresorptive therapy or antiangiogenic agents that can potentially increase oxidative stress, leading to progressive osteonecrosis of the jaws. Despite the large number of published systematic reviews, there is a lack of potential MRONJ treatment protocols utilising photobiomodulation (PBM) as a single or adjunct therapy for preventive or therapeutic oncology or non-oncology cohort. Hence, this systematic review aimed to evaluate PBM laser efficacy and its dosimetry as a monotherapy or combined with the standard treatments for preventive or therapeutic approach in MRONJ management. The objectives of the review were as follows: (1) to establish PBM dosimetry and treatment protocols for preventive, therapeutic or combined approaches in MRONJ management; (2) to highlight and bridge the literature gaps in MRONJ diagnostics and management; and (3) to suggest rationalised consensus recommendations for future randomised controlled trials (RCTs) through the available evidence-based literature. This review was conducted according to the PRISMA guidelines, and the protocol was registered at PROSPERO under the ID CRD42021238175. A multi-database search was performed to identify articles of clinical studies published from their earliest records until 15 December 2023. The data were extracted from the relevant papers and analysed according to the outcomes selected in this review. In total, 12 out of 126 studies met the eligibility criteria. The striking inconsistent conclusions made by the various authors of the included studies were due to the heterogeneity in the methodology, diagnostic criteria and assessment tools, as well as in the reported outcomes, made it impossible to conduct a meta-analysis. PBM as a single or adjunct treatment modality is effective for MRONJ preventive or therapeutic management, but it was inconclusive to establish a standardised and replicable protocol due to the high risk of bias in a majority of the studies, but it was possible to extrapolate the PBM dosimetry of two studies that were close to the WALT recommended parameters. In conclusion, the authors established suggested rationalised consensus recommendations for future well-designed robust RCTs, utilising PBM as a monotherapy or an adjunct in preventive or therapeutic approach of MRONJ in an oncology and non-oncology cohort. In this paper, three sorts of network indices for the weighted three-layered graph are studied through the methods of graph spectra theory combined with analysis methods. The concept of union of graphs are applied to design two sorts of weighted layered multi-fan composed graphs, and the accurate mathematical expressions of the network indices are obtained through the derivations of Laplacian spectra; furthermore, the asymptotic properties are also derived. We find that when the cardinalities of the vertices on a sector-edge-link tend to infinity, the indices of FONC and EMFPT are irrelevant with the number of copies of the fan-substructure based on the considered graph framework. Background: People with intellectual disabilities often present with unique challenges that make it more difficult to meet their palliative care needs. Aim: To define consensus norms for palliative care of people with intellectual disabilities in Europe. Design: Delphi study in four rounds: (1) a taskforce of 12 experts from seven European countries drafted the norms, based on available empirical knowledge and regional/national guidelines; (2) using an online survey, 34 experts from 18 European countries evaluated the draft norms, provided feedback and distributed the survey within their professional networks. Criteria for consensus were clearly defined; (3) modifications and recommendations were made by the taskforce; and (4) the European Association for Palliative Care reviewed and approved the final version. Setting and participants: Taskforce members: identified through international networking strategies. Expert panel: a purposive sample identified through taskforce members’ networks. Results: A total of 80 experts from 15 European countries evaluated 52 items within the following 13 norms: equity of access, communication, recognising the need for palliative care, assessment of total needs, symptom management, end-of-life decision making, involving those who matter, collaboration, support for family/carers, preparing for death, bereavement support, education/training and developing/managing services. None of the items scored less than 86% agreement, making a further round unnecessary. In light of respondents’ comments, several items were modified and one item was deleted. Conclusion: This White Paper presents the first guidance for clinical practice, policy and research related to palliative care for people with intellectual disabilities based on evidence and European consensus, setting a benchmark for changes in policy and practice. This paper makes further generalisations based on the application of edge-based state decomposition methods on average consensus. The edge-based state decomposition method is a privacy-preserving technique that leverages the number of neighbours to decompose node information, effectively safeguarding the privacy of nodes in average consensus, even in the absence of reliable neighbours. Building upon this method, our research expands its applicability to bipartite consensus and scale consensus. In bipartite consensus, the method can also accurately achieve consensus while guaranteeing privacy. In contrast, scale consensus effectively protects the privacy of the final consistency result. In addition, this paper refines the privacy proofs for different enemies. Finally, the simulation results presented at the end of the paper validate the effectiveness of the proposed approach. In the Hong Kong government's latest effort to address land and housing shortages in the city, a task force was appointed to forge a consensus among the public as to how the city can increase its land supply. Using this case as an example and drawing on the literature of post-politics, this paper explores how the narrative of consensus has been deployed by state and non-state interests over the question of land supply to legitimise positions and to restrict the space of debate. Introduction: Confusion has surrounded the description of post-operative mutism and associated morbidity in pediatric patients with cerebellar tumors for years. The heterogeneity of definitions and diagnostic features has hampered research progress within the field, and to date, no international guidelines exist on diagnosis, prevention, treatment, or follow-up of this debilitating condition. An international group of clinicians and researchers from multiple relevant disciplines recently formed a cohesive panel to formulate a new working definition and agree upon standardized methods for diagnosis and follow-up. Methods: Consensus was obtained using the modified nominal group technique, involving four rounds of online Delphi questionnaires interspersed with a structured consensus conference with lectures, group work, and open discussion sessions. Results: A new, proposed definition of 'post-operative pediatric CMS' was formed, preliminary recommendations for diagnostic and follow-up procedures were created, two working groups on a new scoring scale and risk prediction and prevention were established, and areas were identified where further information is needed. Discussion: The consensus process was motivated by desire to further research and improve quality of life for pediatric brain tumor patients. The Delphi rounds identified relevant topics and established basic agreement, while face-to-face engagement helped resolve matters of conflict and refine terminology. The new definition is intended to provide a more solid foundation for future clinical and research work. It is thought as a consensus for moving forward and hopefully paves the way to developing a standard approach to this challenging problem with the advent of better scoring methods and ultimate goal of reducing the risk of CMS. The distributed optimisation problem with privacy-preserving properties is considered in this paper. To solve this problem, a zero-gradient-sum algorithm based on output mask is proposed. An event-triggered condition is designed by using the output mask, which reduces the communication burden of the system effectively. The theoretical results show that the proposed algorithm can solve the optimisation problem, while the privacy information of nodes is preserved. In addition, the event-triggered condition designed based on the output mask can effectively avoid Zeno behaviour. Two simulation cases are performed to validate the effectiveness of the algorithm. The quality of dietary fat critically influences health. In this consensus document the scientific evidence relating effects of dietary fat quantity and quality on cardiovascular risk is reviewed and recommendations for the Spanish adult population are issued. As a novelty in nutrition guidelines, emphasis is made more on parent foods than on fatty acids per se. In summary, replacing saturated fatty acids (SFA) for monounsaturated fatty acids (MUFA) and polyunsaturated fatty acids (PUFA) reduces cardiovascular risk. Recent data suggest that SFA proper may be harmful or not depending on the parent food, a reason why an intake threshold is not established, but consumption of foods containing excess SFA, such as butter, some processed meats, and commercial confectionery and fried foods is discouraged. The established threshold of <1 % of energy intake as trans FA, well known to be harmful for cardiovascular risk, is fulfilled in Spain due in part to its present low levels in margarines. MUFA are beneficial or neutral for cardiovascular risk depending on their dietary sources (virgin olive oil versus other fats), and no intake limitations are established. n-6 PUFA are cardioprotective and recommended intakes (5-10 % of energy) are not always fulfilled in the Spanish population, thus increased consumption of their vegetable food sources (seeds, derived oils, and margarines) is encouraged. Marine n-3 PUFA are also cardioprotective and the recommendation stands to eat fatty fish ≥2 servings/weeks to reach intake levels of at least 250 mg/day. Increasing evidence suggests that alpha-linolenic acid (ALA), the vegetable n-3 PUFA, is also cardioprotective, but the parent foods (walnuts, soy products, green-leaf vegetables) may provide benefits beyond ALA itself. Finally, low-fat (high carbohydrate, particularly when having a high glycemic index) diets appear to lack cardiovascular preventive effects, while high-fat, high-vegetable fat dietary patterns such as the Mediterranean diet, are protective, a reason why no upper limit on fat intake is established for the Spanish population. Background: The demand for urgent psychiatric care is increasing, but in Spain there are no clear recommendations for emergency departments (ED) on how to optimize care for patients with psychiatric emergencies. We aimed to provide expert consensus recommendations on the requirements for general hospitals´ emergency departments to treat patients with urgent psychiatric symptoms. Methods: We used a modified Delphi technique. A scientific committee compiled 36 statements based on literature search and clinical experience. The statements covered the organizational model, facilities, staffing, safety, patient interventions, and staff training. A panel of 38 psychiatry specialists with expertise in psychiatric emergencies evaluated the questionnaire in two rounds. Results: After two rounds of voting, 30 out of 36 proposed items (83%) were agreed upon. The panel agreed that psychiatric emergencies should be managed in a general hospital, with dedicated facilities for patient assessment, direct supervision of patients at risk, and an observation unit run by the psychiatric service. In addition to the psychiatrist, the ED should have specialist nurses and security staff available 24/7. Social workers should also be readily available. ED and consulting rooms should be designed to ensure patient and staff safety. A triage system should be established for patients with psychiatric symptoms, with medical evaluation preceding psychiatric evaluation. Guidance on supplies, equipment, and staff training is also provided. Conclusion: All ED in general hospitals should have adequate resources to handle any psychiatric emergency. In this paper, probabilistic quantization on Unbiased Broadcast Gossip Algorithms (UBGA) is introduced to adapt to the limited bandwidth of distributed network channels. This innovative quantized consensus algorithm is called Quantized UBGA (QUBGA). By briefly describing the graph and time model, and reviewing UBGA, it is proved that QUBGA can converge in expectation and in the second moment for strongly connected digraphs. Furthermore, it is proved that the convergence rate of QUBGA is related to quantized resolution and topology structure. Performance analysis results are consistent with theoretical analysis. This paper investigates a leader–follower consensus problem of multi-layer networks and understands the role of leader's allocations in the process of consensus. Leader–follower coherence quantified by the spectrum measures the extent of consensus between leaders and followers in the system under additive noise. In order to study the exact interplay between leader–follower coherence and leader's allocations, we choose complete multi-partite networks as network models and assign the leaders into different layers. Based on the network construction, we obtain exact solutions of leader–follower coherence with freely assigned leaders and reveal that the allocations of leaders have a significant impact on the coherence. Same Day Emergency Care (SDEC) services are at the heart of recovery plans for Emergency Care in the National Health Service. There are no validated metrics for the quality of care in SDEC. The Society for Acute Medicine's Quality Improvement Committee invited to a three-stage modified Delphi process to gather metrics used by clinicians. Proposed metrics were ranked and further explored by 33 participating experts from a broad range of backgrounds including clinicians, data scientists and operational managers. Experts ranked five system-based metrics highest. These focus on optimisation of the proportion of patients receiving same day care in and out of SDEC units. Patient and staff experience metrics were ranked low, possibly due to present lack of viable examples. The main goal of the paper is to present and study models of multi-agent systems for which the dynamics of the agents are described by a Caputo fractional derivative of variable order and a kernel that depends on an increasing function. Also, the order of the fractional derivative changes at update times. We study a case for which the exchanged information between agents occurs only at initially given update times. Two types of linear variable-order Caputo fractional models are studied. We consider both multi-agent systems without a leader and multi-agent systems with a leader. In the case of multi-agent systems without a leader, two types of models are studied. The main difference between the models is the fractional derivative describing the dynamics of agents. In the first one, a Caputo fractional derivative with respect to another function and with a continuous variable order is applied. In the second one, the applied fractional derivative changes its constant order at each update time. Mittag–Leffler stability via impulsive control is defined, and sufficient conditions are obtained. In the case of the presence of a leader in the multi-agent system, the dynamic of the agents is described by a Caputo fractional derivative with respect to an increasing function and with a constant order that changes at each update time. The leader-following consensus via impulsive control is defined, and sufficient conditions are derived. The theoretical results are illustrated with examples. In this paper, we propose a distributed controller for holonomic and nonholonomic multi-robot systems to patrol multiple targets. Distributed control is a control method that uses only information observed by the robot itself and gathered from its surrounding without relying on centralized control. In order for the robots to accomplish their patrols, we propose an objective function that changes switching weights depending on the time when the targets are not observed. As a result, each robot determines which targets to observe based on the time weights and the information from surrounding robots to achieve efficient patrols. We design a distributed controller based on the gradient-flow method for both holonomic and nonholonomic systems. In this paper, the adaptive consensus problem of unknown non-linear multi-agent systems (MAs) with communication noises under Markov switching topologies is studied. Based on the adaptive control theory, a novel distributed control protocol for non-linear multi-agent systems is designed. It consists of the local interfered relative information and the estimation of the unknown dynamic. The Radial Basis Function networks (RBFNNs) approximate the nonlinear dynamic, and the estimated weight matrix is updated by utilizing the measurable state information. Then, using the stochastic Lyapunov analysis method, conditions for attaining consensus are derived on the consensus gain and the weight of RBFNNs. The main findings of this paper are as follows: the consensus control of multi-agent systems under more complicated and practical circumstances, including unknown nonlinear dynamic, Markov switching topologies and communication noises, is discussed; the nonlinear dynamic is approximated based on the RBFNNs and the local interfered relative information; the consensus gain k must to be small to guarantee the consensus performance; and the proposed algorithm is validated by the numerical simulations finally. In this paper, a consensus-based distributed formation control method is proposed for improving the coordinated battle efficiency of coordinated battle system for manned/unmanned aerial vehicles (MAV/UAVs). The method proposed is designed based on consensus protocol, which contains three parts. First, the distributed structure with limited centralized strategy for MAV/UAVs cooperative system is designed. Second, a second-order dynamic model is built up to describe the distributed formation system, which is further simplified using feedback linearization method. Third, the information exchange topology of MAV/UAV-coordinated battle system is established on the basis of graph theory and leader–follower mechanism. Finally, the effectiveness of the proposed formation strategy for MAV/UAVs cooperative system is proved asymptotic convergence by constructing a reasonable Lyapunov function which guarantees the accurate formation maintenance. Simulation results are presented to demonstrate the effectiveness of the proposed method. This paper proposes a novel distributed controller that solves the leader-follower and the leaderless consensus problems in the task space for networks composed of robots that can be kinematically and dynamically different (heterogeneous). In the leader-follower scenario, the controller ensures that all the robots in the network asymptotically reach a given leader pose (position and orientation), provided that at least one follower robot has access to the leader pose. In the leaderless problem, the robots asymptotically reach an agreement pose. The proposed controller is robust to variable time-delays in the communication channel and does not rely on velocity measurements. The controller is dynamic, it cancels-out the gravity effects and it incorporates a proportional to the error term between the robot and the controller virtual position. The controller dynamics consists of a simple proportional scheme plus damping injection through a second-order (virtual) system. The proposed approach employs the singularity free unit-quaternions to represent the orientation of the end-effectors, and the network is represented by an undirected and connected interconnection graph. The application to the control of bilateral teleoperators is described as a special case of the leaderless consensus solution. The paper presents numerical simulations with a network composed of four 6-Degrees-of-Freedom (DoF) and one 7-DoF robot manipulators. The article presents a study that defines the optimal palliative care in dementia. The study provides a brief overview about the disease. The study invited 89 experts from 27 countries to evaluate a two-round online survey with feedback. It also suggests the availability of immediate and full consensus on the eight domains, including the recommendations person-centered care, communication and shared decision-making and optimal treatment of symptoms.

Background: Haematopoietic stem cell transplantation (HSCT) has been tried in the last 15 years as a therapeutic option in patients with poor-prognosis autoimmune disease who do not respond to conventional treatments. Worldwide, more than 600 patients with multiple sclerosis (MS) have been treated with HSCT, most of them having been recruited in small, single-centre, phase 1–2 uncontrolled trials. Clinical and magnetic resonance imaging outcomes from case series reports or Registry-based analyses suggest that a major response is achieved in most patients; quality and duration of response are better in patients transplanted during the relapsing–remitting phase than in those in the secondary progressive stage.Objectives: An interdisciplinary group of neurologists and haematologists has been formed, following two international meetings supported by the European and American Blood and Marrow Transplantation Societies, for the purpose of discussing a controlled clinical trial, to be designed within the new scenarios of evolving MS treatments.Conclusions: Objectives of the trial, patient selection, transplant technology and outcome assessment were extensively discussed. The outcome of this process is summarized in the present paper, with the goal of establishing the background and advancing the development of a prospective, randomized, controlled multicentre trial to assess the clinical efficacy of HSCT for the treatment of highly active MS. Allergic rhinitis (AR) is a common condition with quality of life and economic implications for those affected. Numerous studies have attempted to evaluate treatments for rhinitis, seeking clinically meaningful efficacy and safety results to enable evidence-based treatment decisions. Traditional studies of medications for AR are hampered by many confounding environmental factors as well as suboptimal medication compliance. They are also an unsuitable setting for determination of precise pharmacodynamic properties of medications, including onset and duration of action. Allergen challenge chambers (ACCs) were developed to provide predetermined, controlled allergen levels and to limit variables inherent in traditional studies. An ACC hosts a number of allergen-sensitive subjects who may receive either medication or placebo in a closed environment regulated for temperature, humidity and other variables. Subjects' allergic responses are monitored using subjective and objective assessments throughout the study, and the resultant information contributes significantly to the clinical profile of a medication. This consensus paper provides an in-depth review of the role of ACCs as a means to evaluate treatments in AR, and concludes that ACC trials fulfil an important supportive role in the assessment of anti-allergic medication. Daratumumab is approved for newly diagnosed or relapsed/refractory multiple myeloma (MM). The use of daratumumab has improved patient outcomes but has changed the frequency and epidemiology of infections. However, the optimal approach to prophylaxis and supportive therapy for daratumumab-emergent infections is unknown and represents an unmet clinical need in MM. Consequently, an expert panel convened to compose recommendations for optimal infection control in patient candidates to or under daratumumab treatment for MM. Scientific evidence on infections secondary to daratumumab was evaluated, and a consensus was developed by group discussion for key questions selected according to the clinical relevance. An international working group within the European LeukemiaNet gathered, aiming to determine the role of flow cytometry (FC) in myelodysplastic syndromes (MDS). It was agreed that FC has a substantial application in disease characterization, diagnosis and prognosis. FC may also be useful in predicting treatment responses and monitoring novel and standard therapeutic regimens. In this paper, we study collective decision‐making in a multi‐population framework, where groups of individuals represent whole populations that interact by means of a regular network. Each group consists of a number of players and every player can choose between two options. A group is characterized by three variables, the first two denoting the fractions of individuals committed to each option and the last one representing the fraction of players not committed to either option. The state of every population is influenced by the state of neighboring groups. The contribution of this work is the following. First, we find explicit expressions for all the equilibrium points of the proposed system, and show that these represent equilibrium points where populations reach consensus, namely, where all populations have the same states. We also derive a sufficient condition for local asymptotic stability as well as exponential asymptotic stability. Then, we study a structured model where every population is now assumed to represent a structured complex network. The paper critically reviews communicative and agonistic planning theories from the viewpoint of a systemic turn in deliberative democracy theory. While the approach reveals complementarities between the theories, it also argues that each theory is vulnerable to criticism because of an 'institutional gap'. The theories are found to complement each other in addressing planning conflicts at different dimensions. Communicative planning theory deals with conflicts between different stakeholders' interests in planning processes. Agonistic planning theory, in turn, concentrates on conflicts from a more ontological dimension, related to the (implicit) conflict between hegemonic and marginalized discourses and related identity-forming processes of inclusion and exclusion in planning policies and governance. The institutional gap of communicative planning theory is argued to reside in its focus on situational deliberation that largely ignores the institutional dimension of rules and norms of democratic conduct. Agonistic pluralism, in turn, does engage with the dimension of democratic institutions, but in an overly critical manner, making it difficult for agonistic planning theory to address the dynamic interplay between institutional reconfiguration and policy stabilization in planning. This is argued to be the institutional gap of agonistic planning theory. The paper calls for further work in the field of planning theory to incorporate a systemic approach to deliberative democracy and thereby tap into the dialectics of institutional and situational dimensions of planning. This paper works from the ITC document, Synodality in the Life and Mission of the Church (2018), to outline four essential components of an emergent theology of synodality: the claim that synodality is constitutive of the Church, an ecclesiology of communion, the ecclesial title People of God, and the sensus fidei. The paper then critically assesses the interplay of these four elements in the ITC document, along with the Vademecum and the Preparatory Document which were disseminated with the beginning of the synodal process itself (2021). Certain issues from this interplay, it is argued, require further reflection as this emergent theology develops: the theological weight of consensus, the degree to which belonging to the Church is (or is not) essentially discursive in character, how the sensus fidei seems to imply that the practice of the faith is an integral element of meaningful synodal participation by Catholics, and indeed, finally, the participation of those who do not bear the name of Christian.
