The proposition that international students are not only sojourners but future immigrants has become well established in public policy. While education and immigration policy have become more intertwined, they continue to be analysed as separate spheres of influence. This paper compares Australia, Canada, and Germany, which between them host nearly 20% of all globally mobile students and where a nexus between international student and immigration policy has emerged. Using critical discourse analysis, a comparative case study design and based on a systematic literature review of over 300 studies published from 1990 to 2018, the findings revealed three ostensibly paradoxical discourses, which are discussed using the new term 'discursive pairings'. First, international students are selected for success but remain vulnerable to policy shifts that may exclude them and cause them to 'fail'. Second, international students are retained to fill economic shortages, but face difficulties being accepted on the labour market. Third, international students help build national reputation yet have been known to be exploited and subject to discrimination. The contradictions that emerge in the discourses bring into question the 'ideal immigrant' framing of international students, demonstrating that their role, acceptance, and ability to integrate into host countries is far from assured. Purpose As libraries are required to become more accountable and demonstrate that they are meeting performance metrics, an assessment website can be a means for providing data for evidence-based decision making and an important indicator of how a library interacts with its constituents. The purpose of this paper is to share the results of a review of websites of academic libraries from four countries, including the UK, Canada, Australia and the USA.Design/methodology/approach The academic library websites included in the sample were selected from the Canadian Association of Research Libraries, Research Libraries of the United Kingdom, Council of Australian University Libraries, Historically Black College & Universities Library Alliance, Association of Research Libraries and American Indian Higher Education Consortium. The websites were evaluated according to the absence or presence of nine predetermined characteristics related to assessment.Findings It was discovered that “one size does not fit all” and found several innovative ways institutions are listening to their constituents and making improvements to help users succeed in their academic studies, research and creative endeavors.Research limitations/implications Only a sample of academic libraries from each of the four countries were analyzed. Additionally, some of the academic libraries were using password protected intranets unavailable for public access. The influences of institutional history and country-specific practices also became compelling factors during the analysis.Originality/value This paper seeks to broaden the factors for what is thought of as academic library assessment with the addition of qualitative and contextual considerations. Social media are transforming public communication and state-society relations, dynamics distinctly visible in the domains of policing and order maintenance. Despite growing research on this relationship, scholarship has adopted an internalist optic, privileging social media use by domestic law enforcement. Using an original data set, this paper broadens the scale of analysis to consider Twitter usage by federal agencies tasked with border security and migration policing in Australia, Canada, and the United States. Despite new technologies' transformational potential, its findings suggest Twitter is overwhelmingly employed for the conventional purposes of broadcasting information, managing impressions, and enlisting public assistance. Our world suffers. Some people suffer more than others. Since the first part of 2020, ours is justly described as a time of uncertainty, threat, and upheaval. In this article, we offer reflections threaded narratively, told from the specificity of our societal contexts in Iran, Canada, and Australia. What might we learn in the present and anticipated future from people living chronically within conditions of uncertainty and immobility and also those experiencing uncertainty and immobility for the first time? We argue that reflexive comparative analysis bridging social and visual analysis, anchored in embodied conditions of such people, offers a way to learn from responses to COVID-19 while also being an exercise in ethical research practice. This reflection builds on and extends from our scholarly collaborations that have been ongoing since 2015. Our title recognizes this specific virus as stealthy. Importantly, our choice of words identifies resident Iranians—whose experiences were the original impetuses for this paper, and whose lives provide its empirical basis (98 is Iran's country code)—as equally steely. This paper reflects on using improvisation approaches in teaching sound art, in socially-engaged art projects, and in tertiary classrooms. The author argues for an approach she calls 'resonant pedagogy' where improvisation is present in both the pedagogical design and in the content of the classes, allowing teachers/facilitators and students/participants to work together across the different disciplines that coalesce in the practice of sound art. A resonant, improvisatory approach also recognises and responds to the backgrounds, experiences, abilities, environments, and cultures of those present. Using examples from training in community settings in Australia, Northern Ireland, and Canada, and classes at the University of Regina, she suggests that incorporating improvisation might be one way to push back against the binary of 'inclusion' and 'exclusion'. In such a binary, power seems to rest with those doing the 'including'. Census-based deprivation indices have been widely used in Aotearoa/New Zealand, Canada and UK to measure area-based socio-economic inequalities. This paper examines the indicators used in census-based area deprivation indices using a political ecology approach. We question whether the current indicators of deprivation derived from census data are meaningful for the all age groups and minority groups in the population, with a particular focus on deprivation indicators used in New Zealand, Canada and the United Kingdom. We comparatively reviewed methodological papers and reports that describe the indicators of deprivation in Aotearoa/New Zealand, Canada and the UK from 1975 to 2014. We consider the relationship between the notion of standards of living and measurements of deprivation and explore how hegemonic cultural constructs are implicit in measures of deprivation that privilege a Eurocentric, ageist and gender normative construction of statistics. We argue for more political ecological analyses to studying the relationship between social inequalities, geographies, health inequities and political economy to transform structures of oppression and inequality. This requires turning the analytical gaze on the wealthy and privileged instead of defaulting into deficit models to account for inequality. Studies of deprivation and inequality would benefit from understanding the processes and operations of power in the (re)production of socio-economic and health inequities to inform holistic strategies for social justice. Recent cases of partisan-motivated prorogations of parliaments at the federal and provincial levels in Canada have focused attention on this phenomenon. While such prorogations are uncommon in the mature Westminster-style parliaments, the Canadian cases are not unique. Systematic study of partisan-motivated prorogations in the Australian states has illuminated the factors commonly associated with such cases. This paper outlines the results of this literature and then tests whether the Canadian cases fit the pattern. It shows that, on balance, these factors do apply. The paper thus concludes that, while partisan-motivated prorogations may not be predictable, it is possible to identify circumstances in which there is a substantially greater risk of their occurrence. In the postcolonial context of Australia there has been a belated legal recognition of sui generis Indigenous rights and interests over much of the continent. However, the pervasive environmental discourse guiding resource management practices remains firmly based on ‘commonsense’ settler understandings of ‘nature’ as an external domain to be managed and/or preserved. In order to understand how this could be otherwise, this paper examines ideas about political landscape formation and the implications of the changing role of the nation-state and civil society in relation to the recognition of Indigenous political subjectivities. Taking the situation faced by Indigenous peoples in two settler societies as our vantage point, I argue here that we need to move away from assimilative environmental governance arrangements and politicise the concept of ‘nature’. This will open up spaces for the recognition and active participation of Indigenous polities in the realm of natural resource management. The paper concludes by contrasting the situation faced by Indigenous landowners in Australia's Kakadu National Park with the overtly political negotiations occurring in two northern regions of Canada. In the latter, in a process similar to what Tully calls ‘daily subconstitutional politics’, it is through the recognition of Indigenous polities in environmental governance issues that Indigenous peoples are starting to refashion their stake in the governing ideas and institutions of the broader regional, provincial and national polity. This paper uses transnational postcolonial feminist participatory action research (TPFPAR) to examine two sport for development and peace (SDP) initiatives that focus on Indigenous young women residing in urban areas, one in Vancouver, Canada, and one in Perth, Australia. We examine how SDP programs that target urban Indigenous young women and girls reproduce the hegemony of neoliberalism by deploying biopedagogies of neoliberalism to ‘teach’ Indigenous young women certain education and employment skills that are deemed necessary to participate in competitive capitalism. We found that activities in both programs were designed to equip the Indigenous girls and young women with individual attributes that would enhance their chances of future success in arenas valued by neoliberal capitalism: Eurocentric employment, post-secondary education and healthy active living. These forms of ‘success’ fall within neoliberal logic, where the focus is on the individual being able to provide for oneself. However, the girls and young women we interviewed argued that their participation in the SDP programs would help them change racist and sexist stereotypes about their communities and thereby challenged negative stereotypes. Thus, it is possible that these programs, despite their predominant use of neoliberal logic and biopedagogies, may help to prepare the participants to more successfully negotiate Eurocentric institutions, and through this assist them participants in contributing to social change. Nevertheless, based on our findings, we argue that SDP programs led by Indigenous peoples that are fundamentally shaped by Indigenous voices, epistemologies, concerns and standpoints would provide better opportunities to shake SDP's current biopedagogical foundation. We conclude by suggesting that a more radical approach to SDP, one that fosters Indigenous self-determination and attempts to disrupt dominant relations of power, could have difficulty in attracting the sort of corporate donors who currently play such important roles in the current SDP landscape. International focus on reducing onward HIV transmission emphasizes the need for routine HIV testing and early uptake of antiretroviral treatment (ART). Strategic targets have been set for 2020 to achieve the goal of 90% of people infected with HIV diagnosed, 90% of identified cases on treatment, and 90% of persons on treatment virally suppressed (90–90–90). It is vital to understand the complexity of factors influencing a person's treatment decisions over time and the context which may enable better adherence. In this paper we present findings from the review of published and gray literature (2003–2013) on the documented factors associated with treatment initiation and adherence in the general adult population of Australia, Canada, and the UK. A framework developed by Begley, McLaws, Ross, and Gold [2008. Cognitive and behavioural correlates of non-adherence to HIV anti-retroviral therapy: Theoretical and practical insight for clinical psychology and health psychology.Clinical Psychologist, 12(1), 9–17] in Australia was adapted to summarize the findings. A systematic database search using keywords and a set of inclusion criteria yielded 17 studies (Australia = 6; Canada = 8; UK = 3). In addition 11 reports were included in the review. We found that a person's abilities and motivations (intrapersonal factors, reported in 7 studies) to start and continue ART are influenced by a host of interconnected factors spanning relationship (interpersonal, 3 studies) and broader structural (extrapersonal, 15 studies) factors that are situated within social determinants of health. People therefore evaluate various costs and benefits of starting and staying on treatment, in which biomedical concerns play an important yet often subsidiary role. In this review the economic barriers to care were found to be significant and under-reported, highlighting the persistent health inequities in terms of access to services. Our understanding of the context around people's use of ART remains poor. Qualitative social research within HIV-positive communities is urgently needed to capture people's lived experiences and may address some of this deficit in understanding. [ABSTRACT FROM AUTHOR]

Education policy is a highly interesting field from the point of view of governance, given the substantial changes that have been made throughout the world to the governance of such policy over the last 30 years or so. Western governments in particular have made significant changes in the governance arrangements of their education policy in order to achieve two fundamental goals: increased efficiency and greater accountability. In this process, the role of governments has changed but not diminished. This paper explores such developments by comparing the trajectories of governance reforms in three federal countries (Australia, Canada and Germany). What emerges is that the role of governments is key to all governance mixes modelled by the reform processes in the three analysed countries, and that there is greater “national” coordination than before, but also significant differences in the strategies adopted and in the content of reform, due to the differing nature of such countries’ federal dynamics. The widely held view is that effective action on climate change requires commitment by national governments to international agreements. Developed nations like Canada and Australia continue to fall short in their commitments to emissions reduction targets established under the 1997 Kyoto Protocol. Australia refused to ratify its Kyoto commitments until 2008 and Canada withdrew its commitment in 2011. Subnational governments in both countries have been active in developing policy responses to climate change yet remain largely excluded as serious policy partners in national mitigation and adaptation initiatives. This paper utilizes Kingdon’s Multiple Streams Framework to consider why subnational governments address climate change and the main factors shaping their policy choices. The experiences of the Australian state of Victoria and the Canadian province of Ontario provide examples through which to explore the factors contributing to climate policy opportunities and constraints faced by subnational governments in these countries. Resource-dependent communities in hinterland regions of Australia, Canada and elsewhere are rapidly aging, yet many features that distinguish them (e.g., geographic remoteness, small populations, infrastructure built with younger persons in mind) also pose significant challenges for healthy aging. These challenges can lead to substantial gaps in access to formal health and social services, with negative implications for older residents aging-in-place and the development aspirations of resource frontier communities. In this paper, we explore the efforts of voluntary sector leaders to transform resource communities into more livable and supportive places for older adults. We offer a case study of two small towns in Canada's aging resource frontier; one forestry-dependent and the other dependent on coal mining. Our findings suggest that place integration develops through volunteer work and explains how voluntarism works as both a process and outcome of 'placemaking'. We argue that greater attention to place integration is needed to bring into focus the transformative potential of the voluntary sector in creating supportive and sustainable environments for healthy aging. Hybrid economy research in remote Indigenous Australia is what Gibson-Graham [2008. Diverse economies: performative practices for “other worlds”.Progress in Human Geography, 32 (5), 613–632] describe as a performative ontological project. This research seeks to address the marginalisation of customary economic activities that contribute to the well-being of Indigenous Australians. It aims to make the customary sector more real, more credible and more viable as an object of policy and activism, challenging the dual dominance of the state and the market as the focus of development (cf.Gibson-Graham 2008). This paper outlines how hybrid economy research has sought to broaden views of the economic landscape in remote Indigenous Australia amid the withdrawal of key policy and programmatic support by the Australian Government. This research draws on Canadian national surveys of Indigenous peoples, harvest studies and programmatic support for customary harvest – hunting, fishing and gathering of bush foods – to identify ways in which the Australian Government might better see and support Indigenous community food economies. Since the early 1990s, pushed by domestic economic recession and uncertainty of their life paths, young Japanese have been flying to Canada and Australia not only for holiday experiences, English learning, and temporary work, but also in the quest to find oneself. Searching for “international” work they really want to do, they often prolong their sojourning. Host countries often keep them in temporary resident status, postponing their career development. Suspended in foreigner status, the migrants themselves extend their “subjective youth” – what they see as an ongoing preparatory period in their lives. Based on fieldwork in Vancouver and Sydney, this paper elucidates how the emerging population of self-searching migrants blurs the conventional boundaries between youth and adulthood, and work and holiday, as well as sojourning and immigrating, thus extending “youth experience” indefinitely. This paper builds on the insights of Sawer and Laycock (2009) to explore similarities in the use of populist discourse by former Australian Prime John Howard and current Canadian Prime Minister Stephen Harper. While Sawer and Laycock label this discourse ‘market populism’ and focus on economic issues, here it is argued that Howard and Harper's populism is better understood as ‘mainstream populism’ due to the equal importance of sociocultural issues in their discourses. To demonstrate this, the treatment of issues such as immigration, multiculturalism, the culture wars, criminal justice, and childcare is considered. It is further suggested that such populist policies were used to satisfy rival wings of their respective parties – neoliberals and social conservatives – that do not always share the same priorities. Paired comparisons of liberal-welfare regimes are underrepresented in housing policy literature. This paper adopts historical institutionalist theory in comparing two such cases: Canada and Australia. Despite these countries’ many similarities, social housing policy differences have been shaped by institutional differences in federal systems, welfare states and social housing itself. Australia's earlier welfare state supported much larger postwar production, but Canada caught up once it departed from the residual US model in the 1960s. Although the 1970s economic shocks challenged Australia's welfare state more than Canada's, the latter's centrifugal federalism became a bigger threat to social housing. In 1985–1995 Australia expanded its social programmes, including demand-side assistance, while Canada devolved and retrenched social programmes, including social housing. Although supply-side social housing is an orphaned legacy in each case, Australia has higher assistance to low-income tenants, more active policy discourse and stronger recent signs of post-neoliberal re-engagement than Canada. These two cases illustrate the importance of institutional differences, including ‘‘institutional design’’, in creating different forces of change at key junctures, leading to divergences in policy paths. Abstract: Since the 1970s, governments in many high-income countries have implemented a series of reforms in their health care systems to improve efficiency and effectiveness. Many of these reforms have been of a market-oriented character, involving the deregulation of key services, the creation of competitive markets, and the privatization of health and social care. Some scholars have argued that these “neoliberal” reforms have unseated the historical structural embeddedness of medicine, and in some cases even resulted in the proletarianisation of physicians. Other scholars have challenged this view, maintaining that medical hegemony continues to shape health care provision in most high-income countries. In this paper we examine how policy reforms may have altered medical dominance over maternity care in two comparatively similar countries – Canada and Australia. Our findings indicate that neoliberal reforms in these two countries have not substantially changed the historically hegemonic role medicine has played in maternity care provision. We discuss the implications of this outcome for the increased medicalisation of human reproduction. [Copyright &y& Elsevier]

This paper assesses the evolution of the relationship between tourism and indigenous peoples. Based on published work on indigenous tourism in Australia, Canada, New Zealand and the United States, a six-stage model of evolution has been proposed. The model begins with (1) pre-European in situ control, characterised by high local control and indigenous theme; (2) in situ exposure occurs in the early stages of colonialism and is followed by (3) ex situ exhibitionism and exploitation as native artefacts are displayed in museums and exhibitions. The opening of remnant indigenous space to tourist visits marks (4) in situ exhibitionism and exploitation, which represents the nadir of indigenous control but fosters strategies of resistance. Reassertions of indigenous control give rise to (5) in situ quasi-empowerment, while the extension of this control to previously occupied territory characterises (6) ex situ quasi-empowerment and the presence of “shadow indigenous tourism”. Teaching national history in school generates significant public anxiety and political debate—as the various 'history wars' around the world reveal. For many school students, however, studying their nation's past is dull and repetitive. Such lack of interest has been confirmed by surveys and research reports that reveal alarmingly low levels of national historical knowledge among young people, and there is growing popular concern that their ignorance of the past endangers the nation's future. Yet preoccupation with students' apparent national illiteracy tends to overlook how they connect with history in the first place. This paper draws on findings from a comparative Australian and Canadian research project that interviewed students and teachers about the ways they learned and taught history. Abstract: Information-rich environments in Canada, Australia, and the United Kingdom have been built using record linkage techniques with population-based health insurance systems and longitudinal administrative data. This paper discusses the issues in extending population-based administrative data from health to additional topics more generally connected with well being. The scope of work associated with a multi-faceted American survey, the Panel Study in Income Dynamics (PSID), is compared with that of the administrative data in Manitoba, Canada. Both the PSID and the Manitoba database go back over 30 years, include families, and have good information on residential location. The PSID has emphasized research design to maximize the opportunities associated with expensive primary data collection. Information-rich environments such as that in Manitoba depend on registries and record linkage to increase the range of variables available for analysis. Using new databases on education and income assistance to provide information on the whole Manitoba population has involved linking files while preserving privacy, scaling educational achievement, assessing exposure to a given neighborhood, and measuring family circumstances. Questions being studied concern the role of the socioeconomic gradient and infant health in child development, the comparative influence of family and neighborhood in later well being, and the long-term effects of poverty reduction. Australia and Canada have been active participants in international climate change negotiations since the early 1990s and have often shared negotiating positions. This paper discusses why, in spite of considerable similarities in national circumstances, the Canadian government chose to ratify the Kyoto Protocol in 2002, while the Australian government decided against doing so. It is argued that a range of factors led to a narrower conception of the national interest in the case of Australia, which encouraged a focus on the short-term, economic costs of implementing the Protocol. Elders in Canada, Japan and Australia are an increasing proportion of the population. This research focused on (1) the expected familial roles for care provision of frail elderly and (2) the relationship of expected familial roles to social policy toward elder care. Using a case study method, analysis of government documents such as annual reports, white papers, and Web sites was undertaken. Results show that elders in Australia and Canada desire independence from offspring, whereas filial responsibility for elders in Japan is a cultural ideal. In all three countries, societal expectations fit the current federal governmental policies of shifting the burden of care to families, but families in need find limited societal assistance.
