Background: The present study aimed to evaluate the surge capability of Shahid Rajaee Trauma Hospital in Shiraz City, Iran, in response to a mass causality incident. Materials and Methods: This descriptive study was conducted in Shahid Rajaee Hospital in Shiraz in 2017. The Delphi technique was used in this study. Three checklists were used for the Emergency Department, Operating Room, and Intensive Care Unit. The surge capacity was calculated for each unit based on the formulas derived from different studies. Results: The surge capacities of the Emergency Department, Intensive Care Unit, and Operating Room were obtained 36%, 20%, and 17.5%, respectively. Shahid Rajaee Hospital of Shiraz can quickly increase its capacity by 27% based on the scenario defined in this study. However, if an accident leads to more causalities, it will likely face several limiting factors for increasing the surge capacity. Conclusion: Due to the critical role of hospitals in the crisis, it seems that the studied hospital should look for ways to increase its surge capacity to cope with unexpected accidents as soon as possible. Background: Nowadays, industrialization, using cars and consequently traffic jams are part of human life which grows every day. Along with the expansion of communication and transportation speed, the number and severity of traffic accidents increases. According to the World Health Organization, traffic accidents are now recognized as the ninth cause of death worldwide. In Iran, traffic accidents after cardiovascular diseases are the second leading cause of death. Materials and Methods: This qualitative study was designed and implemented to determine driver's views and opinions in two cities of Warsaw, Poland, and Tabriz, Iran, about driver's high-risk behaviors. This study was conducted using in-depth interviews with 27 drivers. The study results were divided into four main questions about driving behaviors, reasons for driving abnormal behaviors, the prevalence and causes of abnormal behaviors, and suggested measures to correct these behaviors. Results: The study results were divided into six main themes of driving norms, individual factors, social factors, external factors, driving skills, and driving laws. Our findings indicate that drivers are more likely to rely on individual skills in driving in unacceptable conditions. In other words, they ignore the rules and regulations. But, when driving in high standards conditions and good facilities, drivers accept the rules and prioritize them. Conclusion: Internal control should be considered a helpful complement to external control, and that external control provides the highest efficiency when it comes with internal control. To internalize norms and observe driving laws and regulations, the authors suggest removing obstacles such as distrust among drivers regarding the effectiveness of driving laws, unawareness of breaking the laws, lack of job satisfaction, low level of participation, and structural barriers. Background: Road accidents are among the most important causes of death and severe personal and financial injuries. Also, its profound social, cultural, and economic effects threaten human societies. This study aimed to estimate the trend of traffic accident victims in Yazd Province, Iran, to predict the number of traffic accident victims in this province. Materials and Methods: Based on traffic casualty statistics referred to forensic medicine in Yazd Province within April 1989 and March 2017 referred to Forensic Medicine of Yazd Province and using an artificial neural network to predict the number of injured for 12 months ending in 2020 has been paid. The neural network used in this study had 12 inputs, one output, and 5 hidden layers. The network predicts the relationship between data after training and learning. The network is considered the MSE benchmark. Results: The number of injured in traffic accidents in Yazd Province in 2020 was equal to 7052 people, with the highest number in December with 832 people and the lowest in June with 414 people. The exact method of use was equal to 92 cases. Conclusion: The trend of traffic accident casualties in Yazd Province in 2020 will be declining. Background: Hospitals, as the first and most important treatment centers for injured people, should be prepared before the crisis to provide health care services in the best possible manner, with appropriate and prompt action. The current study aimed at investigating the accident and disaster preparedness of hospitals affiliated to Jundishapur University of Medical Sciences in Ahvaz, Iran. Materials and Methods: The statistical population of the current descriptive, cross sectional study was all hospitals affiliated to Ahvaz Jundishapur University of Medical Sciences in 2017. The main tool to collect information in the study was the checklist of preparedness for disasters designed by Hojjat et al. A group of 20 faculty members of the Jundishapur University of Medical Sciences evaluated the checklist and confirmed its validity. Also, the reliability of the instrument was evaluated using a test-retest method on one of the research units based on Kappa test with a value of 0.8 in acceptable range. Data were collected and coded with SPSS software version 19. Results: The highest level of disaster preparedness at Jundishapur University of medical sciences in Ahvaz belonged to human inferiority with an average score of 67.66±8; 16 of 100, and the lowest belonged to the emergency areas with an average score of 3.75±0.77 or 43 of 100. Imam Khomeini Hospital was in a better status than the other hospitals in terms of emergency, reception, discharging and transferring, traffic, and communication. In terms of education, Abuzar Hospital had the highest level of preparedness; and regarding support and management of health care practices, Salamat Hospital had the highest level for disaster preparedness. Conclusion: The preparedness of hospitals affiliated to Jondishapour University was in moderate status and Imam Khomeini Hospital had the highest level of accident and disaster preparedness. Background: How to manage patients, transmission times, and therapeutic measurement executed during air transmission can improve training, protocols, and management decisions. The current study aimed at investigating the dispatch criteria and the way of handling patients during transport by air emergency medical services of Kurdistan Province, Iran, in 2017. Materials and Methods: In the current study, information of patients transported by air emergency ambulance of Kurdistan Province in 2017 was collected from the recorded mission forms. To analyze the information, version 12 of STATA software was employed. Descriptive statistics was used to analyze the qualitative variables and draw frequency distribution table and mean and standard deviation to utilize quantitative variables. Results: Out of 50 transported patients, trauma caused by traffic accidents was the most important cause of patient transport (38%). In terms of clinical symptoms, weakness and lethargy and decreased consciousness were the most common symptoms. The most important therapeutic measures executed during transport were oxygen therapy, various body fixations, and serum therapy, respectively. The average time spent at scene was 10.7 minutes and the mean total mission time was 93.72 minutes with a standard deviation of 45.53. Conclusion: The results of the study indicated that the air emergency performance of Kurdistan Province was desirable in terms of dispatch criteria, time of transport and treatment during transportation, but there were weaknesses in the administration of medications during transportation and recording missions and measures in the specific sheets (forms). Background: Due to the importance of industrial accidents in workplaces, the current study aimed at epidemiologically investigating occupational accidents in some industrial sites in Semnan, Iran. Materials and Methods: The current descriptive-analytical study was conducted on all accidents taking place from 2014 to 2016 in some industrial sites in Semnan. The data were extracted from the Department of Labor and Social Affairs of Semnan. SPSS software version 21 was employed to analyze data using Chi-square and logistic regression tests. Results: The mean and standard deviation of workers age in non-fatal and fatal accidents were 30.28±13 and 32±11.21 years, respectively. There was no significant difference in variables such as gender, workers experience, marital status, type of industry (construction, mining, rubber, and agriculture), and educational level between fatal and non-fatal accidents (P>0.05). A significant relationship was observed between insurance coverage status and fatal accidents (P=0.002). The rate of fatal accidents was 8.4 times more in 2015 than 2014 (P=0.006; odds ratio=4.8). Conclusion: The rate of accidents in industrial sites can be significantly reduced by taking advantage of accident prevention programs and training courses. Occupational safety and health program can promote the performance of workers. In this regard, the development and conduction of industrial emergency plans can reduce fatal accident rates. Background: Driving fines are one of the tools to reduce driving violations, and consequently, injuries due to car accidents. In 2010, a new set of laws and fines were passed with the aim of deterring driving violations. Since the second half of March 2013, the new laws and fines were enforced throughout the country. To compare the number of accident victims referred to the hospitals affiliated to Mashhad University of Medical Sciences before and after the implementation of the new traffic offenses law. Materials and Methods: This was a descriptive-analytic study. The study population consisted of all accident victims referred to the emergency department of hospitals of Mashhad University of Medical Sciences from March 2014 to September 2017. Sampling method was total enumerative method. For data collection, a checklist was used. After obtaining the necessary permissions, the researcher completed the checklist by referring to the hospitals and the Deputy of Treatment of Mashhad University of Medical Sciences. The relevant data were extracted from the Hospital Information and MedCare Systems. In addition to comparing the average number of victims before and after the implementation of the new law, the average number of victims were compared in terms of the body part injury, the site of the accident before and after the implementation of the law. The obtained data were analyzed by using descriptive and analytical statistics including t test. Results: The average monthly number of casualties before the implementation of the new law was 3053 and after the implementation it increased to 3492 people. This difference was statistically significant (P≤0.05). Although this increase was observed in the average number of the victims in all four body parts groups, after the implementation of the law, only the difference between the average number of victims with multiple body injuries was statistically significant (P≤0.05). In addition, the average number of the accident location in all four groups of the accident locations increased after the implementation of the law. However, only the difference between the average number of the accidents occurred on suburban roads before and after the implementation was statistically significant (P≤0.05). Conclusion: On the whole, increasing driving fines does not seem to have a significant impact on reducing road traffic injuries. As it is observed these days, the roads are crowded with different kinds of vehicles, and as a result, accidents have become more dangerous every day. In this paper, a vehicle accident detection and notification system is designed by using road surveillance camera data and machine learning techniques to use the recorded footage from the surveillance cameras to detect the accident status, activate an alerting sound, and send the notification message as a Google email (Gmail) to the specialist. The system model was made by combining two algorithms, convolutional neural networks (CNN) and support vector machines (SVM), to make a CNN-SVM hybrid model, which was then trained using two datasets. The first dataset contains 4814 images with sizes (28, 28) and extensions (jpg), and the second dataset contains 990 images with sizes (32, 32) and extensions (jpg). The outcomes scores of the evaluation matrices are: accuracy for the first dataset is 99.74% and loss is 1.14%, and for the second dataset, accuracy is 98.88% and loss is 3.39%. When testing it with real-world data, it achieved its objectives in 30 seconds, with accuracy reaching 100%. [ABSTRACT FROM AUTHOR]

The aim of this paper is to investigate the relationship between the number of extraordinary events and the total number of accidents and serious accidents in railway traffic. The purpose of the paper is to estimate the total number of accidents and serious accidents on the track network of Croatian Railway Infrastructure (HŽI) until 2027. The results of the research are based on secondary data that are the subject of processing using statistical methods of correlation and regression analysis. The main finding of this paper points to the existence of a strong and positive relationship between the number of extraordinary events and the total number of accidents and serious accidents in railway traffic. The 24  h temporal pattern in DA entails circadian rhythms of fatigue and sleep propensity, cognitive and physical performance, and behavior that are controlled, at least in part, by endogenous clocks. This opinion paper extends the concept ofblack timeto reports of excess nighttime accidents and injuries of workers and nocturnal occurrence of certain man-caused catastrophes. We explore the chronobiology of work-relatedblack timeaccidents and injuries taking into account laboratory and field investigations describing, respectively, circadian rhythms in cognitive performance and errors and mistakes by employees in the conduct of routine occupational tasks. Additionally, we present results of studies pertaining to 24  h patterns of both the number and relative risk (number of events per h/number of workers exposed per h) of work-related accidents (WRA) and injuries (WRI) as well as indices of performance and alertness of a self-selected homogenous survivor cohort of French firefighters (FFs) to explore two possible explanations ofblack time, namely, 24  h variation in sleep propensity/drossiness characterized by a nocturnal peak and circadian rhythms in cognitive performance characterized by a nocturnal trough. We propose the 24  h pattern of WRA and WRI, particularly of FFs and other highly skilled self-selected cohorts, is more strongly linked to circadian rhythms of fatigue and sleepiness than cognitive performance. Other possible explanations –suppressed expression of circadian rhythms and/or unmasking of ultradian periodicities in cognitive performance in specific circumstances, e.g., highly stressful work, competitive, or life-threatening settings, are also discussed. This paper studies the main factors affecting road traffic accidents (RTAs) using a systematic review. The primary focus is on factors related to road characteristics and driver behaviours. This review also addresses the socioeconomic and demographic factors to provide a clear overview of which groups suffer the most from RTAs. Several factors were found to affect RTAs, notably road characteristics: highways, high-speed roads, unplanned intersections and two-way roads without dividers; driver behaviours: reckless/aggressive driving and riding, excessive speeding, unawareness of traffic laws, and not using safety equipment; and vehicle types: four and two-wheeled. This review found that male and economically productive people with less education were mostly associated with RTAs. In addition, for most of the low and middle-income countries analyzed, there is a lack of quality data relating to RTAs. Little is known about unintentional drowning deaths in Indonesia, the world's fourth most populous and largest archipelagic country. This study aimed to describe the epidemiology and risk factors of unintentional drowning in Indonesia and explore existing health promotion and drowning prevention approaches in Indonesia within a socio-ecological health promotion framework. A scoping review, guided by PRISMA-ScR, was conducted to locate peer-reviewed studies and government reports/policy documents published until May 2023, in English or Indonesian language, using MEDLINE (Ovid), CINAHL, Informit, PsycINFO (ProQuest), Scopus, SafetyLit, BioMed Central and Google Scholar, Indonesian journal databases (Sinta, Garuda) and government agencies websites around the terms: drown, swim, flood, hurricane, cyclone, disaster, water rescue and maritime/boat safety. This review identified 32 papers. However, a paucity of information on unintentional drowning rates, risk factors and prevention in Indonesia was noted. The unavailability of a coordinated national drowning data collection system in Indonesia, from which national and subnational subcategory data can be collected, underlines the possibility of under-representation of drowning mortality. The association between various exposures and drowning incidents has not been fully investigated. An over-reliance on individual-focused, behaviour-based, preventive measures was observed. These findings highlight the need for improving drowning surveillance to ensure the availability and reliability of drowning data; and strengthening research to understand the risk factors for drowning and delivery of drowning prevention programs. This article critically unpacks the complex narrative potential that mishaps fulfil in Dickens's fiction. It parses the way comedy works in his depiction of the various accidents of daily life and explores how their shifting narrative functions influentially shaped the representation of personal misfortune and social ethics at a time that saw competing interpretative frameworks of why accidents happen. Situating Dickens's fictional mishaps amidst the changing concepts of the accidental in the nineteenth century, I trace how he creates comedy based on pantomimic transformations in The Pickwick Papers , and how this mode continues to operate in his writing. Martin Chuzzlewit then marks a turning-point in prefiguring sensational representations of seeming household accidents. In Dickens's later novels, the comedy of accidents shifts towards a parodic engagement with specific – individual and institutional – interpretations. Accessible Summary: What is known on the subject: Police and ambulance staff are increasingly asked to help people experiencing mental health crises, but they often feel under‐prepared.The single frontline service approach is time‐intensive and risks a coercive pathway to care.The emergency department is the default location for transfers by police or ambulance involving a person involved in a mental health crisis, despite being viewed as suboptimal. What the paper adds to existing knowledge: Police and ambulance staff struggled keeping up with the mental health demand, reporting inadequate mental health training, little enjoyment and negative experiences when trying to access help from other services.Most mental health staff had adequate mental health training and enjoyed their work, but many experienced difficulties getting help from other services.Police and ambulance staff found it hard to work with mental health services. Introduction: First responders are increasingly called to assist people experiencing mental health crises but little research exists canvassing multi‐agency perspectives of such work. Aim/Question: To understand the views of police officers, ambulance and mental health staff attending mental health or suicide‐related crises in Aotearoa New Zealand and to discover how they experience current models of cross‐agency collaboration. Methods: A descriptive cross‐sectional survey involving mixed methods. Quantitative data were analysed using descriptive statistics and free text by content analysis. Results: Participants included 57 police officers, 29 paramedics and 33 mental health professionals. Mental health staff felt adequately trained, but only 36% described good processes for accessing inter‐agency support. Police and ambulance staff felt undertrained and unprepared. Accessing mental health expertise was considered difficult by 89% of police and 62% of ambulance staff. Discussion: Frontline services struggle managing mental health‐related 911 emergencies. Current models are not working well. Miscommunication, dissatisfaction and distrust exist between police, ambulance and mental health services. Conclusion: The single‐agency frontline response may be detrimental to service users in crisis and under‐utilizes the skills of mental health staff. This paper presents an original detection system for measuring the speed of vehicles on a road used in the laboratory for educational and testing purposes. Although the maximum speed limit is specified for each type of road, accidents still occur due to unjustified exceeding of speed limits. Therefore, it was found that these problems could be solved with the help of electronic circuits. Thus, the paper presents the development of an original educational system for detecting the speed of a road vehicle, which consists of an Arduino UNO Rev3 microcontroller, two infrared sensors, a 1602A LCD and an electronic system specially used for the intelligent braking of the vehicle, using for this a wireless communication system. The safety of highly aggregated tourist crowds is a challenging and important issue. This paper not only provided a comprehensive analysis of the accidents of highly aggregated tourist crowds but also determined the occurrence mechanism and coping paths. Based on the analysis of multiple cases, we found that the variable status of highly aggregated tourist crowds was the result of the interaction of three main elements: multisource pressure, state mutations and management responses. A series of factors interact and result in accidents, and the lack of a management response or a low-quality management response is the root cause of such accidents. A high-quality management response is a basic safety precaution for highly aggregated tourist crowds. Therefore, forming a virtuous circle of multisource pressure, state mutations and management responses is an effective path for coping with accidents. [ABSTRACT FROM AUTHOR]

Design stage plays a decisive role in safety risk management of the whole life cycle for construction projects. However, existing research mostly pay attention to post-accident management and lack pre-management consciousness. Based on the concept of design for safety (DFS), this paper explains how design optimization can enhance the safety performance for construction projects. Firstly, use accident causality theory and trajectory crossing theory to clarify the logical relationship between safety accidents and design process. Then, identify risk sources of safety accidents in deep foundation pit of subway projects and form a safety management knowledge base. Thirdly, based on design and review rules in the knowledge base and improved FEC risk quantification method, quantify the design oriented subway construction safety risks. Finally, use BIM secondary development technology to realize automatic examination and visualization of safety risks. A case study was conducted to verify this research framework. Trauma affecting youth and families takes a variety of forms, from random one‐time events such as accidents and natural disasters to chronic and highly personal trauma from child abuse or intimate partner violence. Though trauma has received increasing attention in theory and intervention research over the last several decades, the prevailing theories and treatments have limitations due to a linear perspective focused on the trauma problems of the individual. This is particularly concerning given the high dropout rates for trauma‐focused treatments and the complexities of intergenerational trauma that cannot be adequately conceptualised at the level of the individual. To inform and improve family‐based treatment of youth and family trauma, this paper proposes a theoretical framework informed by social constructivism and systems theory. Social constructivism upholds that reality is constructed through communication as an adaptive process for survival, with multiple potential realities possible. Systems theory promotes a non‐linear view of causality within a system, such that the structure and properties of a system determine outcomes more than the inputs that go into the system. Together, the principles of these meta‐theories contradict the orthodox focus on traumatic events causing trauma symptoms, and instead imply that family‐based treatment should focus on helping families shift assumptions and dynamics that sustain the problem in the present. The joint application of a social constructivism–systems theory framework for trauma introduces several new principles to inform family‐based treatment: (a) post‐trauma realities; (b) mutual survival; (c) power–justice balance; and (d) adaptive reorganisation. The implications of these principles for youth and family trauma treatment will be discussed. Purpose: This study aims to analyse the air traffic control (ATC)-related accidents and incidents. The paper aims to determine technical, operational and environmental factors that influence ATC-related accidents and incidents. This is important to reduce the number of these accidents. Design/methodology/approach: This predictive and dipendence study investigated situational factors indicated in the data sets of National Transportation Safety Board (NTSB) and European Union Aviation Safety Agency (EASA) (for the period 2008–2018). The specific factors were time of day in which accident occurred, location, air traffic management (ATM) contribution, flight rules, ATC unit and outside factors. Logistic regression was used to differentiate factors between fatal ATC-related accidents versus ATC-related incidents. Further, by using Pearson's chi-squared test, significant relationships between all factors in ATC-related accidents and ATC-related incidents were identified. Findings: The results showed that five factors of total six factors – ATM contribution, flight rules, ATC unit, outside factors and aircraft location – influence to ATC-related accidents and incidents. Further, results showed significant relationships between each all factors in ATC-related accidents and incidents. According to that, differences and similitudes are presented. Originality/value: After more than 20 years, study about ATC-related accidents and incidents was necessary to establish changements in thıs type of accidents. Communication errors feature prevalently as causal and contributory factors in accident analysis within rail. While matters of phraseology and protocol in communication have been used to categorise communication error, formal inquiries into major rail accidents point to an underlying "authority gradient" as an influencing factor. The aim of this paper was to understand how the influence of authority gradients on communication error has been explored by communities of research and practice in rail. To achieve a holistic understanding and identification of key research gaps, this paper also reviewed prevalent tools and frameworks applied in rail human factors, as well as other sectors impacted by power disparities between teams. The review found that while evidence from industry reports is suggestive of an authority gradient in rail, no research has been conducted to support or refute this conclusion. Moreover, an absence of authority gradients in applied research draws attention to current methodological capabilities vs research foci. The relationship between the authority/power and status/value of core rail operational functions is conceptualised, and application of Hofstede's theory of power distance to rail is considered. This paper collected 22 cases of explosion accidents in laboratories in China in the past 10 years, analyzed the causes of the accidents, and put forward measures of preventing and mitigating the hazards of explosion accidents by identifying the explosion hazards in laboratories, assessing the explosion risks, minimizing the explosion hazards, and preparing for possible explosion accidents. Specific preventive measures are the DATS principles: keep the Distance as far as possible, use the minimum Amount of explosives, shorten the residence Time, and use appropriate Shielding. Introduction: This paper presents a re-analysis of a previous study of the effects on accidents of technical inspections of heavy vehicles in Norway and a replication of the study using more recent data. Method: Increasing the number of technical inspections is associated with a reduction in the number of accidents. Reducing the number of inspections is associated with an increase in the number of accidents. The relationship between changes in the number of inspections and changes in the number of accidents is well described by means of logarithmic dose–response curves. Results: These curves show that inspections had a larger effect on accidents in the recent period (2008–2020) than in the first period (1985–1997). Autonomous vehicles (AVs) have the potential to offer a large number of benefits such as reducing the energy consumed and reducing the anxiety of the drivers. On the other side, the degree to which AVs will be adopted mainly depends on the public attitude and acceptance of this emerging technology. Over the last few years, AVs got involved in multiple accidents with different levels of severity. These accidents were widely covered in the media, creating a debate about the safety of this technology and discouraging people from adopting this new technology even if it offers a safer environment. In this study, a questionnaire survey was conducted to understand the impact of accidents involving AVs on the public perception of this technology for respondents with different demographic characteristics (age, gender, education, income, and prior knowledge about AVs). The results show the most negative shift in the attitude occurs for respondents who are older, female, and have no prior knowledge about AVs or their incidents. Additionally, the results shed light on the importance of educating the public about AVs in order to guarantee the highest level of acceptance. Finally, the findings of this paper can help AVs developer, policymakers, and transport planning agencies in understating the public attitude after accidents in order to react properly to avoid discouraging people from adopting AVs. Abstract: The UK Health and Safety Executive’s Hazardous Installations Directorate (HID) has specialist inspectors who make up a team that support the assessment and inspection of major hazard chemical sites covered by the Control of Major Accident Hazards Regulations (COMAH). This paper describes preparatory groundwork for the development of a practical holistic model to help key stakeholders (inspectors, chemical companies) understand how human factors, safety management systems and wider organisational issues fit together. The process was to break down the three areas into simpler components (taxonomy) and to use these smaller components as building blocks in an integrated reconstruction. To guide the reconstruction for the major hazard context, the taxonomy was used to analyse a small sample of major chemical accidents. The results were used to look for logical patterns of associations which could form a basis from which to develop further guiding principles of integration. The idea is that, once identified, the patterns can be used in the applied contexts of inspection and auditing. If the patterns can be found in practice they can be used to identify weaknesses that could initiate major accidents. Similarly, the patterns can be used to understand accident causation during accident investigations. The paper describes the key concepts and the development process. Abstract: Field studies presented in the “Impact of fire on Tunnels in Hawkesbury Sandstone” (Smith and Pells, 2008) comprised a high temperature furnace placed against a sandstone cutting. A Truck fire in a Hawkesbury Sandstone cutting on the F3 Freeway north of Sydney, Australia, provided a “real world” and scaled up version of the field studies. Spalling of the rock occurred during the blaze. Photographs from during and following the event, plus descriptions are provided. Conclusions provided in the previous paper are reaffirmed. During rescue missions, transferring injured people from accident scenes to rescue sites is considered crucial and time-sensitive. In particular, a one-second delay could put more lives in danger. Though ambulances are commonly equipped with standard siren devices, such siren signals are not recognized by traffic light controllers. Therefore, rescue missions could be delayed at intersections due to an urgency-unaware traffic light control system. In the worst case, pile-up accidents could also happen when the ambulances lawfully ignores the traffic lights. This paper proposes A2T to enhance the efficiency of rescue missions, by establishing a communication mechanism among ambulances and infrastructures (e.g., traffic light controllers). Thailand, which had the highest road traffic death rate in the world in 2015, is selected as a use case in this paper. A2T promotes information sharing between ambulances and traffic light controllers along the rescue path in advance. Such information, including speeds, locations, and emergency routes, allows the traffic light controllers to launch a prioritized green traffic light accordingly. This allows the ambulances to go through any road intersection efficiently and safely. Our comprehensive performance evaluation shows that A2T achieves 100 percent waiting time reduction for the ambulances, with only 2.48 percent increase in delay of other vehicles at the intersections. Vehicles on the road, where an Intelligent Transportation System (ITS) is built, can share a lot of traffic information and drive more safely and efficiently through data sharing. Since incorrect information misleads vehicles and causes confusion in traffic, a vehicular trust model is needed to check the message’s trustworthiness while considering the vehicle’s properties and protecting its privacy. In this paper, we proposed a two layered blockchain-based reputation system, which consists of a local one-day message blockchain and a global vehicle reputation blockchain. It can administrate the reputation score securely and preserve the vehicle’s partial privacy. The proposed model efficiently manages local traffic information through the local one-day blockchain, reducing the memory overhead of vehicles. As the vehicle’s actual identity and activities in other areas are hidden by using one-time public keys, partial privacy of the vehicle is preserved. According to the activity of the vehicle, the vehicle’s reputation score is updated and stored permanently in the global reputation blockchain. We also suggested the location-based practical byzantine fault tolerance (LPBFT), a new consensus algorithm for fast block generating. The LPBFT lowers message propagation time through location-based primary node selection and is about 1.4 times faster than existing PBFT. Radar detection and communication are two essential sub-tasks for the operation of next-generation autonomous vehicles (AVs). The forthcoming proliferation of faster 5G networks utilizing mmWave has raised concerns on interference with automotive radar sensors, which has led to a body of research on Joint Radar-Communication (JRC). This paper considers the problem of time-sharing for JRC, with the additional simultaneous objective of minimizing the average age of information (AoI) transmitted by a JRC-equipped AV. We first formulate the problem as a Markov Decision Process (MDP). We then propose a more general multi-agent system, with an appropriate medium access control (MAC) protocol, which is formulated as a partially observed Markov game (POMG). To solve the POMG, we propose a multi-agent extension of the Proximal Policy Optimization (PPO) algorithm, along with algorithmic features to enhance learning from raw observations. Simulations are run with a range of environmental parameters to mimic variations in real-world operation. The results show that the chosen deep reinforcement learning methods allow the agents to obtain strong performance with minimal a priori knowledge about the environment. [ABSTRACT FROM AUTHOR]

Introduction: Benzodiazepines belong to the group of anxiolytic sedatives and the most prescribed drugs in the world. Since these drugs have a potential for rapid anxiolytic effect and sedation, as well as driver capability impairment, there is a lack data of safety of benzodiazepines in traffic accidents. The aim: To make an assessment of the interconnection of time series of traffic accidents outcomes with time series of benzodiazepine anxiolytic consumption in the Republic of Serbia. Methods: This paper is a part of IV phase academic study regarding the factors potentially affecting benzodiazepine consumption and effects. We conducted a pharmaco-epidemiological time series analysis study of monthly sold benzodiazepine anxiolytics in pharmacies and indicators of the crush road outcome on a monthly basis in the Republic of Serbia. The research was performed from January 2014 to December 2018. Results: Applying ARIMAX modeling we found a significantly link between DID of alprazolam with monthly total traffic accident, a high stochastic regression positive association of DID of diazepam with the dependent variable monthly total traffic accident, the prediction of monthly fatalities of traffic accident or traffic accident with severe or slight injuries per total traffic accident we have demonstrated positive influence of DID of alprazolam in second-order autoregressive and moving average model with constant. In prediction of monthly fatalities traffic accident, a significant positive influence of DID of benzodiazepines (all together) in auto-regression model without constant was demonstrated. Conclusion: Consumption of both long-acting (over 12 h) and short-acting benzodiazepines together with all other causes highly determined the total number of traffic accidents on a monthly basis in 2014-2018 in the Republic of Serbia. An assessment of the interconnection of time series of traffic accidents outcomes with time series of benzodiazepine anxiolytic consumption in the Republic of Serbia we found a significant positive influence of DID of benzodiazepines on traffic accidents outcomes. In total, all used benzodiazepines increase the number of fatal traffic accidents by 8.5 fold per month. Alprazolam additionally contributed with about ten percent (9.7%) to the frequency of traffic accidents on a monthly basis. Measures to prevent traffic accidents at all levels should be effective immediately in order to achieve positive results timely. Learning from past incidents is critical to achieving and maintaining high process safety performance. Accident and incident records provide one way for learning; however, these are usually in the form of unstructured texts, which makes analysis difficult. Recently, text mining methods based on supervised learning have been proposed for analyzing accident reports; however, they require an impractically large number of labeled records as training examples. This paper proposes an automated, semi-supervised, domain-independent approach for analyzing accident reports. Given a set of user-defined classification topics and domain literature such as handbooks, glossaries, and Wikipedia articles, the method can identify domain-specific keywords and group them into topics with minimal expert involvement. These keywords and topics can then be used for various data mining purposes, including classification. The proposed approach is demonstrated using two different case studies across domains: (1) in aviation to identify the stage of flight when an accident occurs, and (2) in the process industry domain to identify the cause of pipeline accidents. The average classification accuracy of the proposed method was 80% which is comparable to that of supervised learning methods. Whatever the method used for estimating the number or serious injuries, at some point it is always necessary to use hospital records. The aim of this paper is to understand the implications for (1) in/exclusion criteria applied to case selection and (2) a methodological approach for converting ICD (International Classification of Diseases/Injuries) to MAIS codes, when estimating the number of road traffic serious injuries from hospital data. A descriptive analysis with hospital data from Spain and the Netherlands was carried out to examine the effect of certain choices concerning in- and exclusion criteria based on codes of the ICD9-CM and ICD10. The main parameters explored were: deaths before and after 30 days, readmissions, and external injury causes. Additionally, an analysis was done to explore the impact of using different conversion tools to derive MAIS3 + using data from Austria, Belgium, France, Germany, Netherlands, and Spain. • A "traverse" is the passage over a level crossing by a road user. • New data on traverses in Britain are used to give fatality rates per traverse. • Fatality rates for pedestrians are ten times higher than for road vehicle users. • Fatality rates at passive crossings are 100 times higher than at controlled crossings. • The valuation of delays and of fatalities at active crossings are compared. This paper investigates relationships between traverses, delays and fatalities to road users at railway level crossings in Great Britain. A 'traverse' means a passage across a level crossing by a road user, who may be a pedestrian, cyclist, or occupant of a road vehicle. The paper finds that the road users with the highest fatality rate per traverse are pedestrians at passive crossings. Their rate is about three orders of magnitude higher than that of users with the lowest risk, who are road vehicle occupants at railway-controlled crossings. The paper considers the choice between automatic and railway-controlled crossings on public roads. Railway-controlled crossings are widely used in Britain. They are about one order of magnitude safer than automatic crossings, but they impose greater delays on users. A formula is developed to give the overall delay to road users at either type of crossing in terms of the numbers of road users and trains per day, and in terms of the length of time that the crossing must be closed to the road to allow the passage of one train. It is found that automatic level crossings cause substantially less delay than railway-controlled level crossings. The official monetary values of road user delay and of preventing a fatality were used to estimate the valuations of delays and fatalities at hypothetical but representative automatic and railway-controlled crossings. These valuations were then used to explore the effect of replacing representative railway-controlled with automatic crossings or vice-versa. It is found that the valuation of the reduced delays from adopting automatic crossings typically outweighs the valuation of the losses from the increased casualties. However, in practice Britain has chosen to retain a large number of railway-controlled crossings, which implies accepting the delays in return for a good level crossing safety record. Finally, an analysis is carried out to determine the additional risk of typical car and walk journeys that involve traversing a level crossing compared with similar journeys that do not. To enable estimation of time-integrated external doses to persons staying in an inhabited area radioactively contaminated by aerosols and gases released in connection with a large nuclear power plant accident, additional knowledge to that described in the first part of this paper is needed on the post-deposition migration of different types of contaminants on the various relevant types of environmental surface. This part of the paper describes how the migration processes are modelled dynamically in the European standard inhabited area dose model, ERMIN, and presents the newest parametric datasets. Major international automakers have considered the deployment of the 5.9 GHz dedicated short-range communications (DSRC) on their vehicle fleets for wireless connectivity. DSRC-enabled vehicle-to-vehicle (V2V) communication through broadcast of basic safety messages enables safety applications for crash warning and avoidance. However, in dense traffic conditions as the V2V deployment scales up, the resultant channel load increases and leads to channel congestion and may adversely affect the performance of the safety applications. The Society of Automotive Engineers J2945/1 standard that builds atop Institute of Electrical and Electronics Engineers (IEEE) 802.11p and IEEE 1609 standards provides the minimum performance requirements for V2V safety communications. Specifically, it provides a congestion control protocol for transmission rate and power adaptations to achieve robust performance in dense vehicular networks. The primary contribution of this paper is that using a congestion generation testbed that emulates channel congestion including a large number of remote vehicles, we can validate and test any V2V equipped vehicle for compliance with the J2945/1 standard. Like many scientific topics, Human Factors, and Ergonomics concepts are susceptible to being misunderstood by people unfamiliar with the subject matter. Most of the time these misunderstandings are harmless, like when a safety poster within a work setting encourages employees to 'overcome complacency'. This misunderstanding of complacency suggests it is a motivational aspect of human behaviour correctable with encouragement, whereas the human factors approach to overcoming complacency would be to evaluate how task design could diminish the destructive consequences of unexpected changes within a routine setting. No harm comes from the message within the safety poster, other than some wasted ink and paper, but misconceptions among particular audiences can eventually result in dire consequences for the human operator. This paper presents recent evidence that the concepts are being misapplied by casual consumers of human factors, particularly in the aftermath of accidents within complex systems, in ways detrimental to the core mission of improving the well-being of the human operator. Abstract This paper summarizes the results of the decontamination of the infrastructure materials concrete, limestone, brick and asphalt contaminated with 60Co, 85Sr, 137Cs and 241Am. The paper focuses on the effect of differences in substrate properties and of the pH of the radionuclide solution used for surface contamination on adsorption or ion exchange of the radionuclides and how these factors affect the decontamination effectiveness. A six-component chemical formulation was used and a process effectiveness of up to 76% was obtained depending on the substrate and radionuclide. Asphalt was the easiest material to decontaminate because of its more hydrophobic nature. Concrete and limestone (and to some extent brick) were less effectively decontaminated as their porous surfaces allowed penetration of radionuclides into water-filled pores in the substrate facilitating adsorption or ion exchange and making them difficult to remove. Brick was the most difficult material to decontaminate because the major component of brick is clay which retains most mono- and divalent ions. The removal of 60Co, 85Sr and 137Cs from the surfaces of concrete, limestone and brick increased when the pH of the radionuclide solutions was moderately acidic to neutral compared to when they were highly acidic. The variability in the test results was similar to that observed in other studies using other decontamination methods, attributed to the inhomogeneity of the substrates used and considered representative of real infrastructure materials. The linings of structures suffer severe damage when subjected to internal explosions, which cause numerous casualties and incalculable economic losses. In this paper, a violent gas explosion that occurred inside a highway tunnel in the city of Chengdu, China, is studied through numerical simulations. The evaluated energy of the gas explosion was equivalent to 2428.9 kg of TNT. A fully coupled numerical model consisting of five parts is established with dimensions consistent with the real prototype dimensions and by considering fluid-structure interaction (FSI) effects. Then, a detailed modelling process is presented and validated through a comparison with empirical formulas. This paper investigates the strength and propagation characteristics of a blast shock wave inside the tunnel, and both the effective stresses and dynamic responses of the lining are analysed under the blast impact loading. The damage mechanism is studied, and the evolution of the lining damage is reproduced, the results of which show good agreement with the actual conditions. Moreover, in terms of the responses and damage of the lining, the fully coupled blast loading model has obvious advantages in comparison with the simplified blast loading model. Furthermore, the damage assessment of the lining conducted using the single degree of freedom (SDOF) method agrees well with the results of the numerical simulation and site investigations. The comprehensive numerical simulation technique used in the present paper and its results could represent valuable references for future research on violent explosions within tunnels or very large underground structures and provide relevant information for the blast-resistant design of such structures. Work-zones, due to their nature, are predisposed to hazardous situations. This is a consequence of conducting construction work within the vicinity of, or near, vehicular traffic. The exposure to danger underscores the need for proper understanding of the occurrence of work-zone crashes, as well as the risk factors associated with them. This paper aims mainly to develop a hybrid approach that combines a factor analysis method and an ordered probit model to carry out a comprehensive analysis of work-zone crashes. The paper presents an analysis of work-zone data crashes from 2010 to 2015 that occurred in Egyptian long-term highway maintenance and rehabilitation projects. Factor analysis is used to identify the main and common factors that influence work-zone crashes and to calculate the weight of every factor. The ordered probit model is developed, based on the results of factor analysis scores, to examine the contribution of common factors in the severity of work-zones. The most influential factors that have contributed to work-zone crashes are weather condition, number of lane closures, type of surface construction, road character, day of week, and so forth. Currently, power semiconductors (IGBT, Thyristor, etc.) are used for the stability and high reliability of DC system operation. However, we have proposed a current limiting DC circuit breaker with superconducting winding to improve the stability of the DC system. This is superior in terms of fast cut-off speed and economy of power semiconductors, and is suitable for changes to the Point to Loads DC system that will be expanded in the future. A superconducting DC circuit breaker is a model in which a superconducting current limiter and a DC circuit breaker are combined. The superconducting fault current limiter uses a superconducting wire made of GdBCO material to limit the initial fault current to lower the current level of the fault current, and the DC circuit breaker blocks the reduced fault current from the superconducting fault current limiter by configuring a mechanical cutoff switch, passive elements L, C and SPD. In this paper, this superconducting DC circuit breaker model was designed and tested by giving two variables, and the operating characteristics were analyzed. The first is the superconducting wire connection method, and the second is the power supply voltage. In addition, the initial fault current, the time when the zero point of the fault current is generated, and the time when the shutdown is completed were compared and analyzed. As a result, it was confirmed that the helical type showed a higher current limiting rate than the spiral type, and the result of reaching a fast current zero point was confirmed. In the light of recent discussions regarding the use of surgical masks as a means of protection against the spread of new coronavirus severe acute respiratory syndrome coronavirus 2 (SARS-CoV2) in the school environment, this paper reviews the wider literature on health promotion and health education in schools. Childhood and adolescence represent a crucial stage of human development with regards to the adoption and consolidation of behaviors, and the role of their teachers is important. The implementation of health promotion and health education programs in the school environment is, therefore, paramount. Representative examples of health education and health promotion programs are provided, focusing on tobacco consumption, exercise, healthy eating behaviors, accident prevention, sex education and mental-emotional health. In recent years, there have been several reports of blade damage caused by lightning strikes on wind turbines. A few of these accidents have resulted in more serious secondary damage owing to the continued rotation of the damaged blades. To prevent the initial damage from spreading in this manner, wind farms in the regions of Japan vulnerable to winter lightning were required to introduce lightning detection systems, which can accurately detect when lightning strikes the wind turbine and then immediately stop the rotation of the blades. Normally, when the system detects a lightning strike to a wind turbine and stops operation, the process of restarting is initiated only after the soundness of the blades is confirmed by visual inspection. However, in bad weather, it is often difficult to check the soundness of the blade visually, and the resulting delay in the restart process prolongs the downtime and reduces the availability of the wind turbine. In this paper, we report the results of using the supervisory control and data acquisition (SCADA) system data to check the soundness of the blades after a lightning strike to resume operations more quickly, thereby increasing up-time. In this paper, we present the design, implementation and evaluation of non-line-of-sight (NLOS) perception to achieve a virtual see-through functionality for road vehicles. In this system, a safety event, such as pedestrian crossing or traffic list status or vehicle merge, that are occluded to a driver due to another vehicle on the driving lane, are perceived and communicated by the occluding vehicle. Each vehicle is equipped with a camera, placed on the dashboard, that perceives the scene in a drivers view. This scene is analyzed and mapped into specific warning codes that are specific to a safety event, and communicated as short packets using visible light communication. The camera in the following vehicle captures this information and generates a recommendation for safety action to the driver by comparing the warning from the packet and from its own scene perception. Through experimental evaluations of a proof-of-concept implementation, we show that our system is able to achieve up to 90% accuracy in identifying nine occluded safety events, which correspond to traffic light statuses (red, green, yellow), other vehicles’ lane change behaviors (merge/leave lane left/right), and pedestrian detection. Despite recent advances in aircraft maintenance technology, the breakdowns and catastrophic accidents due to human failure during maintenance activities will continue to occur. This paper argues that the impact of human error is amplified by the increased frequency of activities as a result of premature maintenance (PRM). PRM refers to predated or early maintenance tasks resulting in additional activities over a long horizon. A novel methodology is proposed to monetize the impact of PRM and show its contribution to total maintenance cost. This work begins by debating the concept of human error, which is far from being consensual. Subsequently, four complementary perspectives on how we can understand this complex phenomenon are presented. The paper is written in a critical perspective in relation to the conventional view on the subject, in which human error is considered as the undisciplined element of safety in organizations. It is pertinent to remember that human error is part of the human condition itself and that it is just one among many other factors that can contribute to the occurrence of failures, incidents, and accidents.
