Though the Children's Internet Protection Act (CIPA) established requirements for both public libraries and public schools to adopt filters on all of their computers when they receive certain federal funding, it has not attracted a great amount of research into the effects on libraries and schools and the users of these social institutions. This paper explores the implications of CIPA in terms of its effects on public libraries and public schools, individually and in tandem. Drawing from both library and education research, the paper examines the legal background and basis of CIPA, the current state of Internet access and levels of filtering in public libraries and public schools, the perceived value of CIPA, the perceived consequences of CIPA, the differences in levels of implementation of CIPA in public libraries and public schools, and the reasons for those dramatic differences. After an analysis of these issues within the greater policy context, the paper suggests research questions to help provide more data about the challenges and questions revealed in this analysis. Drawing upon findings from a national survey of U.S. public libraries, this paper examines trends in Internet and public computing access in public libraries across states from 2004 to 2006. Based on library-supplied information about levels and types of Internet and public computing access, the authors offer insights into the network-based content and services that public libraries provide. Examining data from 2004 to 2006 reveals trends and accomplishments in certain states and geographic regions. Preserving and providing access to local archives is one of the roles performed by public libraries in New South Wales. This role is not mandated, nor is it a stated priority for public libraries. Local government records are regulated by legislation, but what of the other records documenting the lives of rural and city communities? In many cases the library’s local studies collection becomes the default home of the archives of local community organisations and of individuals whose personal papers are acquired by libraries. In some cases, the library shares the role of maintaining local archives with historical societies, museums and universities. The result is a functioning example of distributed custody, where public libraries and other local institutions take responsibility for local archives. This paper is a case study that draws on two major surveys of local studies collections undertaken by the State Library of NSW, the first in 1984 and the second in 2013–2014. It concludes that public libraries have been critical for over 50 years in ensuring that local archives have been acquired and managed, despite there being no explicit regulatory or policy frameworks for doing so. This paper presents the findings of research which explored Scottish school libraries' information provision and information literacy (IL) support in the run-up to two major political events: the 2014 Scottish Independence Referendum (SIR) and the 2015 General UK Parliamentary Election (GE). To do this, the project identified, through an online survey, what political information seeking secondary school students engaged in through school libraries, what information provision and IL support was available to students relating to political issues and events, and what barriers school libraries faced in providing these aspects of political education. It also identified what information seeking students engaged in, what levels of information provision and IL support relating to politics are provided by school libraries, and set out to explore the perceptions and experiences of library staff relating to work in this area. Analysis of the results indicates that there are mixed levels of provision across school libraries in Scotland and that this variation may be influenced by inconsistent policies from local councils and individual schools themselves, as well as variations in the experience and views of library staff. Key activities to support young people's political education are identified, and several reasons library staff do not engage in political work are discussed. The findings are linked to previous research, with a discussion of the need to encourage and support school library staff to contribute to the political education of students alongside teaching staff. Several recommendations for schools and library staff are made, relating to a consideration of the role of school libraries, how they can provide relevant political information, the importance of clear policies around political information provision and the support required for school library workers. This paper reviews a selection of literature pertaining to the subject of censorship in modern libraries. It interrogates the literature in terms of the ethical debates informing much of the contemporary academic writing on this subject. A multi-pronged approach to the subject is adopted. The review includes evaluations of the relevant aspects of particular professional codes and statements. It also evaluates opinions that have been proffered with regard to the use of Internet filters in public libraries. In public libraries, librarians must also decide whether to enable an entirely free flow of information from other mediums or to take it upon themselves to protect readers from material that might be considered harmful. These issues are complicated further in school libraries where the question of a particular duty of care to young minds arises. The paper examines the current state of libraries in South Africa. It draws on the state's role in the provision of library services since South Africa became a democracy in 1994. There seems to be a worrisome aspect that the place of public libraries within local and provincial governments is in a state of uncertainty. Hence the urgency with which the National Council for Library and Information Services (NCLIS) is approaching the problem by having appointed a technical team to develop broad legislative and policy guidelines for the transformation of the library and information services (LIS) sector. The focus of the paper is rather on an argument for a rethink of the role of libraries and librarians within the local and provincial context. It is the author's contention that the services of a library should contribute towards the quality of life, that is, the library should play a role in education, the promotion of moral values, the eradication of illiteracy, the alleviation of poverty and assisting in the quest for knowledge and the promotion of democracy in society The whole notion of democracy needs to be deconstructed. Certain objectives need to be set in order to attain this aim of the library, namely, the library should foster and provide certain facilities for the development of individuals and groups at all levels of education, for example, a study area and an activity room or auditorium; the library should be accessible to the user to fulfil his/her in formation needs, in the quickest possible time; the library should be a main centre for the promotion and appreciation of all arts so that cultural life can be enriched; the library should play a positive part in the encouragement of active usage of leisure and recreation time. This calls for a well informed and empowered library professional. A strategic document "Concept for Development of Libraries in the Czech Republic 2011-2015" was approved by the government on 11th January 2012. The main attention focuses on the use of information and communication technologies in the designing of new public services, so that anyone, no matter where they live, can access through their library all the resources, information and services offered by the system of libraries in the Czech Republic. This paper highlights the concept 'knowledge and information society', reviews the status of libraries in Africa, and explores the challenges facing libraries in today's society. The study concludes that while some African libraries, and Sooth African libraries in particular, are actively port of the knowledge and information society, the some cannot be said for most libraries in Africa. This paper examines the role of Redmond Barry in the establishment and management of the four major institutional libraries established in the Colony of Victoria after its separation from New South Wales. The libraries of the Parliament, University, Supreme Court, and the Melbourne Public Library were all instigated by Redmond Barry, a judge of the Supreme Court of Victoria. They are considered with the aim of determing if Barry saw each as requiring the same management strategy from a personal view of how libraries should be run, or if they reflected the management strategies of other libraries of the same type established in the same time period. The paper describes the processes and outcomes of the ranking of LIS journal titles by Australia's LIS researchers during 2007-8, first through the Australian federal government's Research Quality Framework (RQF) process, and then by its replacement, the Excellence in Research for Australia (ERA) initiative. The requirement to rank the journals' titles used arose from discussions held at the RQF panel meeting held in February 2007 in Canberra, Australia. While it was recognised that the Web of Science's (formerly ISI) journal impact approach of journal acceptance for measures of research quality and influence might not work for LIS, it was apparent that this model would be the default if no alternative appeared. Although LIS and discipline-related journals were increasingly appearing in the Web of Science listed rankings, representation remained small and it was decided by the Australian LIS research community to undertake the ranking exercise. Through an analysis of the results of a survey of Australian employers of Library and Information Studies (LIS) graduates, this paper explores the current demand and future need for undergraduate LIS education in Australia. In the context of recent calls for adopting a purely postgraduate level of entry to the profession, the overwhelming majority of respondents to the survey clearly believe that the education provided in LIS programs in Australia does equip graduates with the attributes required of professional librarians in their organisation, and that this does not depend on the level of the qualification. Some further discussion of graduate attributes and curriculum issues indicates that there is a need for reform of LIS education--as well as a requirement to build the number of available graduates as the profession seeks to renew itself. 2007 was the tenth anniversary of the report Management of Government Information as a National Strategic Resource, which established the framework for the delivery of Commonwealth Government services online. This paper examines the background to the framework's development, the actions taken to implement its recommendations, and the situation in 2007, to determine the significant impact of the report.
