This special issue examines environmental governance, conceptualized as environmental protections, support for sustainable development, and the regulation of large-scale development projects. Through analysis of dynamics during the commodities super-cycle of the 2000s–2010s, contributors explore the multifaceted ways that societal actors interact with the state to support, oppose, or modify environmental governance, with a focus on communities impacted by export activities and economic elites who favor their expansion. Several papers seek to understand the governance of sectors—mining, oil, and soy. Others begin with natural areas threatened by development—urban wetlands and forests. As a collection, the papers reveal three commonalities that affect the extent to which environmental governance institutions address demands of impacted communities: (1) the question of whether a policymaking process takes place in reaction to mobilizing, or whether it proactively engages environmental questions as they pertain to local populations; (2) strategies by civil society, and above all impacted residents, to ensure the implementation of environmental policies; and (3) debates over knowledge, including community efforts to harness expertise and information to counter paradigms advanced by business actors. Primary health care (PHC) has increased in global relevance as it has been demonstrated to be a useful strategy to promote community access to health services. Multilateral organizations and national governments have reached a consensus regarding the basic principles of PHC, but the application of these varies from country to country due to the particularities of local health systems. This article aims to review and summarize PHC strategies and the configuration of health networks in Latin American and Caribbean countries. The review was carried out using keywords in at least 9 databases. Papers in languages other than English, Portuguese, and Spanish were excluded, while non-refereed articles and regional gray literature were incorporated. As a result, 1,146 papers were identified. After three instances of analysis, 142 articles were selected for this investigation. Data were analyzed according to an analysis by theme. The evidence collected on health reforms in the region reflects the need to intensify care strategies supported by PHC and care networks. These must be resilient to changes in the population's needs and must be able to adapt to contexts of epidemiological accumulation. [ABSTRACT FROM AUTHOR]

There has been a change in international politics since the 2008 financial crisis, thanks to a greater spread of economic resources and military capabilities. For many, it is a radical transformation that could spell the end of US hegemony in Latin America. This paper examines the proposition, beginning with a review of the concept of hegemony, which rather than being viewed as a structural characteristic is conceived of here as a "nuanced hegemony", in other words a network of asymmetric and hierarchical relations. We can observe not just one transformation then, but the emergence of a hemispheric context that could be described as "differentiated hegemony". The United States still occupies a central position, but its foreign policy is marked by subregional fragmentation and the externalisation of electoral priorities. This paper analyses Latin America's role in an international system in flux, with high levels of uncertainty and transformations that signal a shift in the geoeconomic and geopolitical landscape across the world. Against this backdrop, the paper examines the challenges (both old and new) the region must face, focusing on the impact of global changes on regional dynamics and the capacity of the different countries to find answers both to the international situation and old and new internal problems. In addition, as an introductory paper to this monograph entitled "Geopolitics from Latin America: a change of cycle and multipolarity", it identifies the fulcrums of these changes, their impact, the main actors involved and the processes underway. The aim of this paper is: first, to show that the relationship between Latin America and the International Monetary Fund (IMF) is a faithful reflection of a class struggle on a world scale, where the correlation of internal and external forces has been articulated over the years in favor of capital; second, to analyze the concrete possibilities that the region will face in the future if it intends to reverse this unfavorable history. The paper argues that the IMF has played a key role in the reconfiguration and extension of the dominance of international finance capital over the productive resources of Latin America by favoring the consolidation of a local capitalist class subordinated to the designs and power of transnational capital. This paper aims to point out some elements concerning the importance of the Essay in shaping Latin American critical thinking. To this end, it proposes to interweave two specific moments. Namely, the theoretical consideration of the epistemological value of the essay advanced by the Frankfurt School Critical Theory, and its particular function for Latin America, drawing on the historical context of Hispanic-American modernism, which covers the period of transit between the nineteenth and twentieth centuries. What is asserted, by means of this relational procedure, is that the use of the essay, a form of knowledge linked to the process of European Enlightenment, was paramount to establish both the lines of action and the very particularity of this region, as well as to base what can be considered a form of Latin American critical thinking. Much research has raised concerns about how a warming planet will interact with natural cyclical climatic variations, and the implications for the resilience and vulnerability of coastal communities. As the anticipated effects of climate change will continue to intensify, it is necessary to understand the response and adaptive capacity of individuals and communities. Coastal communities in Ecuador have evolved in an environment of such cyclical climatic variations referred to as El Niño-Southern Oscillation (ENSO) and La Niña. These climatic events are frequently characterized by extreme variations in precipitation, violent storms, and coastal flooding during El Niño and lowered sea water temperatures and drought during La Niña. This paper draws on survey data and long-term ethnographic research in Ecuadorian coastal communities to explore how fishers understand the impacts of ENSO and implications for their livelihood decisions and resilience to climate variability. The results suggest that fishers along the coast of Ecuador understand and respond differentially to the impacts of ENSO depending on social, cultural, environmental, and geographical factors. These differential levels of response suggest that livelihood diversification may uphold social resilience, which has implications for how coastal communities may adapt to the increasingly harsh weather conditions predicted by many climate models. Our findings further suggest that the impacts of El Niño are more salient than the impacts of La Niña; these findings have significant implications for fisheries management and science communication. The paper provides a comparative analysis of the presidential systems of Argentina, Colombia, Chile, and Uruguay, covering the period between 1989 and 2022, with the aim of examining the factors that motivate a person in the head of a ministry to seek the presidential candidacy. The central argument holds that both the incumbent president and the political parties have the purpose of taking advantage of a person's passage through a Cabinet of State to boost his or her presidential candidacy within the political organization. The selected cases are justified due to the existence of historical moments in which ministers have left their posts to compete for the presidency in these countries. The methodology employed in this study follows a multimethod logic. First, quantitative logistic regression analysis is used, followed by qualitative press analysis of ministers' careers to support the theoretical argument. The most notable results highlight that having a political profile, being a member of the president's political party and having held a political ministry are influential factors when running in presidential elections. Objectives: Describe the characteristics of the different cardiology medical residencies in Latin America. Method: Cross-sectional study that aims to evaluate the characteristics of cardiology residencies in Spanish-speaking countries of Latin America, through self-administered electronic surveys. Results: Three hundred seven residents of 147 residences were surveyed. Mean age was 31 years and 63% were male. Ninety eight percent carry out their training in the capital city. The average total training time is 4.8 years. Forty four percent complete their residency in internal medicine prior to starting cardiology, and 10% have no prior training. In cardiology training is 3 years in most countries. Fifty four percent present academic activities every day and 16% only once or less, consisting of theoretical classes (93%), clinical cases (85%), bibliographic workshops (69%), and writing scientific papers (68%). Supervision is carried out by the chief resident (45%), resident coordinator (44%), resident instructor (27%) or the department head (54%), while 2.6% do not present supervision. The main rotations were echocardiography (99%), hemodynamics (96%), coronary unit (93%), and electrophysiology (92%). Residents highlighted the need to improve academic activities (23%) and scientific production (12%). Accurate office blood pressure measurement remains crucial in the diagnosis and management of hypertension worldwide, including Latin America (LA). Office blood pressure (OBP) measurement is still the leading technique in LA for screening and diagnosis of hypertension, monitoring of treatment, and long-term follow-up. Despite this, due to the increasing awareness of the limitations affecting OBP and to the accumulating evidence on the importance of ambulatory BP monitoring (ABPM), as a complement of OBP in the clinical approach to the hypertensive patient, a progressively greater attention has been paid worldwide to the information on daytime and nighttime BP patterns offered by 24-h ABPM in the diagnostic, prognostic, and therapeutic management of hypertension. In LA countries, most of the Scientific Societies of Hypertension and/or Cardiology have issued guidelines for hypertension care, and most of them include a special section on ABPM. Also, full guidelines on ABPM are available. However, despite the available evidence on the advantages of ABPM for the diagnosis and management of hypertension in LA, availability of ABPM is often restricted to cities with large population, and access to this technology by lower-income patients is sometimes limited by its excessive cost. The authors hope that this document might stimulate health authorities in each LA Country, as well as in other countries in the world, to regulate ABPM access and to widen the range of patients able to access the benefits of this technique. Ecuador is a country with several climate zones. However, their behaviour is similar throughout the year, with no peaks of extreme temperatures in the various seasons. This paper is a first approach to study the adaptive comfort behaviour in several areas and populations of the country. Considering the ASHRAE 55-2020 model, energy simulation programmes are applied not just to the current climate scenario but also to the climate change scenarios of 2050 and 2100. The results of locations are analysed and compared to determine their performance. Thanks to their climate characteristics, adaptive comfort models could be applied as a passive strategy, using natural ventilation for building indoor comfort improvement, particularly social dwellings. According to previous studies, some prototypes have not considered the climate determinants in each region. Given the geographic situation of the study areas, the adaptive comfort model could be applied in all cases. Percentages of application of natural ventilation and heating and cooling degree hours have similar behaviours according to the climatic region, with a variation greater than 30% among them. The purpose of this paper is to trace U.S. imaginaries, representations, and uses made during the cycle of Latin America's centennial celebrations by a number of men of culture, diplomacy, and regional politics who played prominent roles in discussions about how the countries in the subcontinent should position themselves and act toward one another and toward the United States. By analyzing the multiple references and uses of symbols, signs, and other attributes of the Northern nation that circulated between 1910 and 1926 in a series of speeches, conferences, essays, articles, and books -largely unnoticed by the historiography on the subject-, it will be possible to observe how different images of such country were constructed and disseminated in order to promote and legitimize certain political-ideological searches and bets. Contrary to readings that have reduced the Latin American map at the time to the tension between Pan-Americanism and anti-imperialism, this article ultimately aims to make this image more complex by repositioning other uses and meanings around the United States at a particular moment of the continent's history, in which its imperialist expansion encountered a systematic search by Latin American countries to reassert their interests, positions, and national identities. This paper examines the ties between Latin America and Asia by moving beyond the homogenisation of the two regions through elevating the importance of opposition to a third party, in this case an "imperialist" and developed North. In contrast to normative analyses based on outmoded conceptions of world history, it proposes an intellectual exercise that problematises the interregional bond by placing the emphasis on heterogeneities rather than broad bush approaches that ignore the complex and diverse national and regional realities. The international system is in a period of transition, marked by a weakening of multilateralism, challenges to the liberal order and the consolidation of new global leaderships. In addition, various cross-border crises, like the COVID-19 pandemic, have compounded the effects of these changes at a regional level. Given this context, what room is there for regional cooperation in Latin America? As a tool for regional coordination and integration into international flows and dynamics, regionalism can boast achievements, but challenges remain. In analytical terms, this paper proposes an approach that enables an examination of the combination of interests, ideas and institutions at play on a regional level in Latin America. The central argument is that the changing dynamics of regionalism are a product of the way in which states' interests interact with ideas about the region in a specific institutional environment over time. In a world of growing international competition and rivalry between China and the United States, Latin America and the European Union (EU) are caught in the same thorny dilemma. Positioned between these global giants, both regions are facing a retorn to a Westphalian system of nation-states, which undermines their roles as emerging regional players. In view of these new global challenges in Latin America and the EU, this paper uses a qualitative and comparative approach to explore foreign policy discourses on autonomy in both regions. In this paper we present a categorization of autonomies implemented by indigenous and peasant movements in Latin America into three types: a) juridical versus de facto autonomies; b) explicit versus implicit autonomies; and c) (mono)ethnic versus popular or class-based autonomies. We argue that the debate concerning these different conceptions is of strategic importance both in the dialogue between indigenous and peasant struggles for the defense of territories, and in the question of peasant autonomy, understood as a strategy of struggle. On October 31, 2008, Satoshi Nakamoto published his famous White paper with the technical, computational, and ideological foundations of cryptocurrencies. On January 3, 2009, Bitcoin was launched. Cryptocurrencies and distributed ledger technologies are, thus, in their teens but their following different paths. In this paper I analyze how the technology of cryptocurrencies has matured, especially regarding distributed registry structures, and how the latter have consolidated a transforming potential in law and in the economy that we are just recognizing. This maturity is contrasted with the threats that hang over cryptocurrencies themselves. The financial and sustainability problems of some of the most popular currencies have already been repeatedly denounced. What is more, now monetary authorities and central banks are studying issuing digital assets (CDBC) that provide some of the benefits currently provided by cryptocurrencies. Objective: The objective of this paper was to analyze the bidirectional relationship between financial development and economic growth for a dataset of Latin American and Asian developing countries between 2001 and 2019. Method: This research employed an empirical approach to analyze the statistical relationship between financial development and economic growth, by presenting an estimation of a system of simultaneous equations for a panel of Asian and Latin American countries using 3SLS. Main Results: The results presented in this research provided evidence that financial development does not appear to have a significant impact on economic growth, although growth appears to have a significant and positive influence on financial development. Moreover, the results also suggested that regulatory quality and domestic credit directed to the private sector have a positive effect on economic growth, while urbanization and education showed a negative influence on growth. The estimated model also indicated that urbanization has a positive influence on financial development while foreign direct investment presented a negative effect on the development of the financial sector. Relevance / Originality: Most of the research agenda on the topic of finance and growth has focused on identifying correlation or causality between these variables, with little attention given to the simultaneous relationship between them. This is still a clear gap in economic literature. Following this premise, the objective of this paper was to analyze the bidirectional relationship between financial development and growth by estimating a system of simultaneous equations using the Zellner and Theil’s (1962) 3SLS methodology. In this sense, the main contribution will be given empirically, based on data and analysis from emerging countries in Latin America and Asia. The fact that financial development has an influence on growth and growth plays a role on the development of the financial sector indicates a simultaneous relationship between these variables. Another relevant contribution is to update the debate on financial systems and economic development for emerging countries, highlighting institutional aspects and financial cycles. Theoretical / Methodological Contributions: The main contribution of this study is in the empirical strategy, whose results dialogue with part of the literature on the financial system and development presented along the text. That is, this research explored the statistical relationship between economic development and financial development for a sample composed by twenty-two Asian and Latin American emerging countries, using a simultaneous equations model. Objective/Context: The paper provides a comprehensive overview of Latin American mining history, exploring cross-pollination opportunities between mining historians and scholars of the emerging field of the new history of capitalism. The analysis spans from the region’s integration into global markets during the 1500s to the twilight of export-led growth in the early twentieth century. Methodology: The study builds on an overview of both classic and contemporary literature, offering new insights into understanding existing data on mining history within a global context. By incorporating perspectives from geology, ecology, and economics, the article investigates the connections between specific mineral deposits and different paths of capitalistic development across Latin America. Originality: The paper sketches some of the gaps in the analysis of global and local flows of minerals and comments on notable contributions to the broader field of Latin American history. It introduces innovative approaches for the study of output cycles, geological and ecological endowments, technological spillovers, and mining economics. Conclusions: First, the existing literature has predominantly focused on precious metals, with few scholars studying non-precious metals and non-metallic minerals. Second, the narratives surrounding mining history have been primarily centered on silver, overshadowing the significance of bimetallism in understanding the emergence of global capitalism. Thirdly, examining the microeconomic dynamics of mining in the region may present fresh opportunities to explore the impact of mining on sectoral and managerial transformations. Finally, studies of the two-way interaction of capitalism and mining need to include research on the energy and environmental systems that underpinned mineral extraction and production. Since 1960, Japan's Official Development Assistance (ODA) has been characterized by supporting its government's export promotion program, initially in Asia. In the case of Latin America, Japanese ODA with the support of the public and private sector has shown consistency in order to ensure its economic interests in the region, such as the granting of aid in the case of JICA and the export of capital in the form of Foreign Direct Investment (FDI) and loans for exports and imports, especially in the strategic sectors (energy, mining, agriculture, manufacturing) in the case of the Japan External Trade Organization (JETRO) and the Japan Bank for International Cooperation (JBIC, formerly EXIMBANK). However, so far this century and with the arrival of China as the second largest economy in the world after the U.S., the Japanese government proposed a new initiative to ensure and promote order, prosperity, and peace in Latin America, given that the region has strategic natural resources and more than 2 million Japanese descendants. Thus, the objective of this paper is to elucidate the scope of the aid policy in the region, which, we assume, was at the service of the economic and commercial interests of that country in Latin America during the period under study. This can be seen, at first, through the trade surplus that Japan obtained with the countries of the region and the export of capital from that country in the main Latin American economies. In recent years, U.S. government agencies have defined the Chinese presence in Latin America as a challenge, which has organized foreign policy towards the region. Departing from a neo-Gramscian approach, this paper investigates the bibliographical production of U.S. think tanks and seeks to understand the construction of consensus about the Chinese presence in Latin America. The methodology is based on content analysis and we identified two main narratives: in the first, the Chinese presence is presented as a threat to U.S. regional hegemony; in the second, the Chinese adaptation to liberal precepts is sought. There are therefore nuances in how the Chinese power is perceived, although the discourses remain restricted to the promotion of capitalism and neoliberalism under U.S. leadership. The crisis caused by the COVID-19 pandemic, the growing financing needs, and the consequent deterioration of public finances in many countries have created a propitious scenario for the return of the International Monetary Fund (IMF) to Latin America after almost a decade and a half of their estrangement. This paper aims at analyzing the relationship between the organization and the region in the context of the coronavirus. We seek to understand to what extent their renewed relations will mirror the IMF's "old- fashioned" preferences that have characterized its interventions during the last two decades of the 20th century and the beginning of the 21st century. For this purpose, we first examine the Fund's official position, reflected in its flagship publications. We affirm that the institution, in its discourse, is increasingly permissive with the use of fiscal stimulus and the State's leading role in crisis resolution. Second, we confront the IMF's rhetoric with its practices, reflected in conditionality and policy recommendations contained in specific agreements signed with Latin American countries in the context of the current crisis. Specialized international organizations discuss museology on an ongoing basis. These institutions usually develop various recommendations that, despite not binding, are considered soft law norms since they influence the generation or modification of the internal law of the countries. However, the influence of these soft law norms will depend on how permeable the legal-administrative systems are. For this reason, this paper proposes to analyze the permeability of the countries of Latin America and The Caribean to global trends regarding museums based on the evaluation of four variables that reconstruct the degree of implementation of the recommendations issued by specialized international organizations. A traffic light methodology is adopted with a three-level assessment scale that describes the status of each country. Population aging has positioned as a key demographic change. This paper analyzes the characteristics of older adults in situations of dependence, care strategies and the profile of caregivers for Chile, Colombia, Paraguay, El Salvador and Uruguay. The population in a situation of functional dependence is mostly female and over 75 years old. Between 54% and 70% receive some type of care, with unpaid family care being the main care strategy. Unpaid caregivers are mostly women, under 65, and economically inactive. We evidence a negative relationship between the status of elderly caregiver and employment, that is stronger for women. Although elderly informal care leads to a lower probability of employment among individuals of all ages and income quintiles, the employment gap between caregivers and non-caregivers narrows substantially among higher-income people. Context: The majority of people with serious health-related suffering in low- and middle-income countries lack access to palliative care (PC). Increased access to PC education is greatly needed. Objectives: This paper describes the process to adapt an advanced PC training course for a Chilean context. Methods: A joint team of intercultural PC educators from the US and Chile conducted a series of key informant interviews and a target audience survey to iteratively design a PC training course in Chile. Results: Eight key informant interviews identified a strong need for formal PC education pathways, confirmed the five central learning domains, and helped to identify potential course sub-topics. A target audience survey of 59 PC providers from across Chile confirmed a strong desire to participate in such a course. The Grande de Tárcoles River in Costa Rica is one of the most polluted and degraded river basins in Central America. At the same time Costa Rica is a country internationally recognized for progressive environmental management. At least on paper, the country fosters sustainable river management in the form of integrated water resources management (IWRM). In the specific case of the Grande de Tárcoles River there is the General Integral Commission of the Grande Tárcoles River basin (CGICRGT) assigned to manage the basin in an integral manner. How this works in practice has so far not been investigated. Therefore, in this article we examine the formal and informal design and working practices of the CGICRGT and determine which type of river basin organization (RBO) it represents. Based on a mixed-method approach combining document analysis with semi-structured qualitative interviews we found that the CGICRGT contains elements of both, an agency RBO and a coordinating RBO. Although coordinating the river management works well to a certain extent, critical challenges remain that hinder a fully successful management of the basin and in consequence the improvement of its ecological status. Amongst them count the overlapping responsibilities of national and local institutions, the missing participation of some important institutions, the lack of financial and personnel resources, slow progress in terms of time, and a lack of motivation of the participating institutions. Although the CGICRGT presents an excellent platform for the integrated management of the Tárcoles river basin its progress will be too slow and its impact too small as long as all participants do not prioritize its work and integrate and motivate all important actors. Latin America and the Caribbean are one of the most unequal regions in the world, with high levels of poverty and reduced state capacity to solve structural problems. In this paper, we examined the existence of a β-convergence process between countries (i.e., reduction of disparities) in terms of energy poverty indicators. For this, we construct an annual panel of countries for the last six decades and for thirteen energy poverty indicators covering three dimensions (access, quality, and affordability). The results indicate that a convergence process has taken place between countries of Latin America and the Caribbean, which includes all the dimensions analyzed (i.e., the countries of the region have become more similar in terms of energy poverty over time). Context-specific recommendations that emerge from the findings aim at promoting greater adoption of renewable energy, reducing delays in obtaining an electricity connection, and cutting subsidies for natural gas and oil. Vitiligo is a chronic pigmentary condition and severely impacts patient quality of life (QoL). It is an underrecognized burden for patients, healthcare systems, and society in Latin America (LA). This paper examines the journey of a vitiligo patient in LA and assesses the disease landscape. Americas Health Foundation (AHF) assembled a panel of six Argentine, Brazilian, Colombian, and Mexican vitiligo experts. On 10–12 May 2022, they met in a virtual meeting. Each panelist wrote a short paper on barriers to vitiligo diagnosis and treatment in LA before the meeting. AHF staff moderated as the panel reviewed and modified each paper over three days. The panel approved the recommendations based on research, professional opinion, and personal experience. The panel agreed that lack of disease awareness and research, social ostracization, and limited therapeutic options hinder patients in their quest for diagnosis and treatment. In addition to the medical and psychological difficulties associated with vitiligo, problems connected to the Latin American healthcare system may negatively impact diagnosis, prognosis, and treatment. Access to timely diagnosis and treatment is crucial for improving outcomes. This paper measures with a novel methodology the amount of agrarian ground rent intersectoral transfers in Uruguay and its relative weight in the national amount of surplus value during the period 1955-2019. In order to this, the paper identifies the mechanisms through which ground rent is transferred from landowners to industrial and commercial capitals. The main results show that agrarian ground rent transfers, in particular through exchange rate overvaluation, was a recurring mechanism that has been central for capital accumulation. These transfers complement the surplus value appropriated by individual capitals, however, at the same time, consolidate the rentier nature of Uruguay due to the chronic overvaluation of exchange rate. Background: Claims of inconsistency in epidemiological data have emerged for both developed and developing countries during the COVID-19 pandemic. Methods: In this paper, we apply first-digit Newcomb-Benford Law (NBL) and Kullback-Leibler Divergence (KLD) to evaluate COVID-19 records reliability in all 20 Latin American countries. We replicate country-level aggregate information from Our World in Data. Results: We find that official reports do not follow NBL's theoretical expectations (n = 978; chi-square = 78.95; KS = 4.33, MD = 2.18; mantissa =.54; MAD =.02; DF = 12.75). KLD estimates indicate high divergence among countries, including some outliers. Conclusions: This paper provides evidence that recorded COVID-19 cases in Latin America do not conform overall to NBL, which is a useful tool for detecting data manipulation. Our study suggests that further investigations should be made into surveillance systems that exhibit higher deviation from the theoretical distribution and divergence from other similar countries. This paper explores the scope for upscaling and transnational transfer of participatory landslide risk management strategies for informal settlements in Latin America. Drawing on lessons from transdisciplinary action-research in three neighbourhoods in Medellín, Colombia, and one in São Paulo, Brazil, the paper discusses how bottom-up approaches were developed to co-produce landslide risk management in both Global South cities, in a way that optimises the collaboration between communities and relevant governmental bodies. The analysis focuses on mitigation and 'agreement-seeking', from the perspectives of scale, power and knowledge, which help understand the parallels between co-production of landslide risk management and co-production of urban services. Two key conclusions are that landslide risk management should be built into neighbourhood upgrading and management, and that both community and the state have stronger roles to play in landslide risk management from their respective capacities. In 1990, the participation of China in the global imports of Latin America (LAC) was incipient, while by 2019, China had become the second largest supplier of the region. This paper uses a sample of 14 LAC countries, estimates the effects of imports from China on each LAC country's economic growth, and verifies if these effects are evidenced in these countries' non-exporting or exporting sectors. This study proposes a Seemingly-Unrelated-Regressions (SUR) system for each sector. Results show that before China entered into World Trade Organization (WTO), LAC imports from China positively affected the economic growth of some LAC countries. However, beneficiary countries increased after China's adhesion to WTO. Imports from China drive the economic growth of the non-exporting sectors of Argentina, Costa Rica, Ecuador, and El Salvador, the exporting sector of the Dominican Republic, and both sectors of Brazil, Chile, Colombia, Peru, Uruguay, and Venezuela. Except for the Dominican Republic, the countries whose export sectors benefit from China's imports are primary exporting countries. This paper analyzes the development of Latin America over the past three decades by using growth incidence curves and weighted growth rates calculated on the basis of harmonized microdata from national household surveys. Over the past three decades, Latin America has made progress in fundamental socioeconomic indicators. On average, there has been significant growth in income as well as some educational and housing variables, particularly among the lower income strata. In contrast, progress was slower among the most vulnerable population in other important areas (e.g., higher education, female labor participation). Despite notable improvements in various areas of development captured through household surveys, the evidence reveals that substantial shortfalls and disparities still persist. This paper examines the disinformation and fact-checking activity of ten Ibero-American countries during the outbreak of monkeypox in 2022. Using a mixed-methods approach based on content analysis, the debunkings published by these organizations on their websites between 7 May and 10 September 2022 are studied. The countries with the highest number of debunkings are Spain and Bolivia, with two verification agencies, Maldita and Bolivia Verifica. The outbreak's onset marked a peak in the spread of hoaxes, particularly following the declaration of the disease as a public health emergency. The identification of disinformants is challenging due to the diverse dissemination channels, although Twitter predominantly serves as the platform of choice. The preferred format for disinformation is image text, and the common theme links monkeypox to a side effect of the SARS-CoV-2 vaccine. Furthermore, the internationalization capacity of scientific hoaxes is demonstrated. Fact-checking agencies conduct adequate and thorough source verification, predominantly relying on official and expert sources. However, they employ limited digital tools that could expedite the verification process. Disinformation regarding monkeypox is closely related to COVID-19 hoaxes, either by resurrecting conspiracy theories or through the dissemination of speeches by well-known anti-vaccine activists who belong to healthcare collectives and were influential during the health pandemic. Global alcohol consumption and harmful use of alcohol is projected to increase in the coming decades, and most of the increase will occur in low- and middle-income countries (LMICs); which calls for cost-effective measures to reduce alcohol exposure in these countries. One such evidence based measure is screening and brief intervention (BI) for alcohol problems. Some of the characteristics of BI make them a particularly appealing choice of interventions in low-resource settings. However, despite evidence of effectiveness, implementation of BI in LMICs is rare. In this paper we discuss barriers to implementation of BI in LMICs, with examples from Latin America and India. Key barriers to implementation of BI in LMICs are the lack of financial and structural resources. Specialized services for alcohol use disorders are limited or non-existent. Hence primary care is often the only possible alternative to implement BI. However, health professionals in such settings generally lack training to deal with these disorders. In our review of BI research in these countries, we find some promising results, primarily in countries from Latin America, but so far there is limited research on effectiveness. Appropriate evaluation of efficacy and effectiveness of BI is undermined by lack of generalisability and methodological limitations. No systematic and scientific efforts to explore the implementation and evaluation of BI in primary and community platforms of care have been published in India. Innovative strategies need to be deployed to overcome supply side barriers related to specialist manpower shortages in LMICs. There is a growing evidence on the effectiveness of non-specialist health workers, including lay counsellors, in delivering frontline psychological interventions for a range of disorders including alcohol use disorders in LMICs. This paper is intended to stimulate discussion among researchers, practitioners and policy-makers in LMICs because increasing access to evidence based care for alcohol use disorders in LMICs would need a concerted effort from all these stakeholders. Contributions: The underrepresentation of women in computer science (CS) majors has long been a focus of attention in many academic documents, the majority of them from the United States and Europe. There is, however, a lack of information about educational interventions (EIs) for women in computing in Latin America. The contribution of this article is to cover this gap and describe what researchers in Latin American countries have been publishing about the recruitment and retention of women in the CS field. Background: Many EIs targeting female students at different educational levels—K-12, undergraduate, and graduate—have been undertaken to increase the participation of women in computing in Latin America. However, descriptions of these activities rarely are included in international academic databases. Research Questions: This literature mapping addresses two main research questions (RQ) about the topic of women in computing in academic publications in Latin American countries: RQ1) what are the characteristics of the publications about women in computing in Latin America? and RQ2) what are the published interventions to recruit and retain women in computing in Latin America? To answer RQ1, six subquestions were created covering year, language, country of origin, document type, and professional track. Furthermore, for RQ2, two subquestions were created involving educational level and the use of software development with a female theme. Methodology: This investigation used the systematic literature mapping process. To achieve a broad coverage of papers, the following sources were included: Scopus, Web of Science, Google Scholar, EBSCO, the proceedings of the Latin American Women in Computing Conference (LAWCC), and those of the Women in Technology (WIT) workshop colocated with the annual conference of the Brazilian Computer Society (SBC). The included papers were published in the last decade (2010–2020) and written in English, Portuguese, or Spanish. Findings: The literature mapping encompasses 197 academic documents, 48.2% of which were written in Portuguese, 28.7% in English, and 23.1% in Spanish. The papers originated from 15 of the 20 Latin American countries. Brazil and Costa Rica have the highest number of publications overall. The documents describe initiatives to increase the participation of women in computing majors that cover the entire educational spectrum, from K-12 to graduate programs, but papers targeting populations in higher education have started to appear recently. Conflicts over large-scale mining in Latin America have received growing scholarly attention. Whereas this scholarship has provided very valuable insights into the anatomies of these conflicts, the role of religious ideas and actors has received scant attention. This is remarkable, since the largest church of Latin America, the Catholic Church, seems to be in the midst of an ecological reorientation and increasingly emphasizes its image of the 'Church of the poor and the Earth'. This research aims to fill this gap and examines the role of Catholic ideas and organizations in mining conflicts. Combining document analysis and ethnographic research on a mining project in Ecuador, the paper argues that Catholic ideas and actors play a significant role in discourses regarding nature and the subsoil, and in configuring the power relations part of conflicts. However, when engaging a historical and gendered perspective, it becomes clear that this role is not without ambiguities and tensions. The paper particularly urges researchers to remain critical of the reinforcements of a patriarchal system of power as well as the essentialization of indigenous cosmologies that continue to undergird present-day discourses and interactions of Catholic organizations in mining conflicts. Recent research indicates that information and communication technologies (ICTs) can support social participation in the planning, design and maintenance of public spaces (PDMPS), specifically to create comprehensive knowledge among different stakeholders. However, critics point out that the use of ICTs by planners and decision-makers often ignores the needs of local residents. For this research, we inquired how ICTs can support social participation in PDMPS. Our case study combines a literature review and 21 semi-structured interviews with government officials, non-governmental organisations, academics and architecture/urban planning consultancy companies in Mexico to understand how different stakeholders use ICTs to improve the quality of public spaces. We developed an approach that facilitates the analysis of ICT aspects related to hardware and software supporting social participation in PDMPS. The findings show that Mexico has a base of digital tools requiring technical capacities and spatial literacy at various stages of PDMPS, and ICTs are seen as an opportunity to engage with residents. However, in practice, our interviewees mentioned that ICTs are rarely implemented to support participatory processes due to high costs, a lack of political support and the insufficient technical expertise of technical staff to engage with residents using ICTs. The energy price influences the interest in investment, which leads to economic development. An estimate of the future energy price can support the planning of industrial expansions and provide information to avoid times of recession. This paper evaluates adaptive boosting (AdaBoost), bootstrap aggregation (bagging), gradient boosting, histogram-based gradient boosting, and random forest ensemble learning models for forecasting energy prices in Latin America, especially in a case study about Mexico. Seasonal decomposition of the time series is used to reduce unrepresentative variations. The Optuna using tree-structured Parzen estimator, optimizes the structure of the ensembles through a voter by combining several ensemble frameworks; thus an optimized hybrid ensemble learning method is proposed. The results show that the proposed method has a higher performance than the state-of-the-art ensemble learning methods, with a mean squared error of 3.37 × 10 − 9 in the testing phase. Objective/context: The paper examines the contribution of think tanks (TTs) to debating ideas and their relationship with the environment. Specifically, it analyzes the variations introduced by the electoral campaign in the political positions of TTs and the role of ideology and party affiliation as possible determinants. Methodology: The content of the web pages of ten TTs is monitored before and during the electoral campaign for the 2021 presidential elections in Chile, where numerous TTs have become protagonists. For each TT, attention to socio-political issues is analyzed, and the trend of their positions is recorded. Conclusions: The analysis shows that TTs adapt their communicative agenda to the electoral campaign and that their ideology is a principal variable in this strategy. In this paper, we propose an ideal-typical distinction between conservatism and fundamentalism based on three criteria: 1) How do they relate to those who do not conform to their way of thinking; 2) How they relate to the public space, and 3) The type of political strategies they use. Based on this distinction, we analyze the possible relationship between new political and religious leaderships with populist discourses and the emergence of conservative groups in Latin America, in general, and in Mexico. The coronavirus crisis (COVID-19) crisis highlighted a disadvantage of globalization: risks are more systemic. That is, crises are no longer local, but quickly spread to other countries in a region and around the world. In this context, the use of information and communication technologies was an automatic response of society. The financial technology (Fintech) sector is considered a safe option to preserve health at the time of making a transaction. This paper aims to analyze the effects that the coronavirus crisis had on the use of Fintech services in Latin America. To this end, the concept of Fintech is clarified. Next, the types of Fintech services used in Latin America are characterized. The data on the number of companies and the use of Fintech products before and during the COVID-19 crisis are then analyzed. Finally, policy options for driving financial inclusion and increasing the benefits of using Fintech services in the region are presented. The prominence of universities as centers for the publication of scientific journals in Latin America has been assessed in different works; however, few studies have described these scenarios from a historical perspective that recovers the characteristics of the first publications and their contexts. this research focuses on the survey of journals published during the foundational period of the Universidad Nacional del Litoral (1919-1943), and their characterization according to formats and contents presented. Out of a total of 13 periodical publications surveyed, we found the existence of journals that present a hybrid genre between scientific and informative discourse; a smaller group that we call "teaching journals", dedicated to teaching and the publication of practical exercises for students; and a majority of publications (7 journals in total) dedicated to the communication of the results of scientific research. this paper focuses on these pioneering scientific journals, which marked the beginning of a path of academic publications in the context of a founding moment in the creation of research institutes and consolidation of scientific careers, and coinciding with the development of extension policies. Studying the processes between the beginnings of the UNL in light of the present allows us to postulate an editorial will that extends throughout the history of the institution. This paper reports on a comparative study between the structures, regulation and challenges of small and medium size businesses (SMEs) in Australia and two Latin American jurisdictions - Chile and Cuba - with the object of exploring ways in which SME-propitious ecosystem can be configured in an unprecedented crisis situation. It examines the legislation, bodies and regulation in place which deal with SME issues, including consumer protection, and the differing contextual considerations, taking cognizance of the challenges faced during the COVID-19 pandemic. Finally, the paper explores ways in which SMEs can be assisted and advised of their legal rights, including the provision of clinical and advisory support at a university level, and considers the steps taken by governments in mitigating the impact of the COVID-19 pandemic. To compare practices and learn from them the research utilizes three case studies and contrasts the issues faced in an emerging economy such as Cuba with more established frameworks such as Chile and Australia, both OECD countries. This paper provides an introduction to basic aspects of Open Science. First, it addresses the replication crisis in investigation and examples of questionable research practices that undermine science. Next, it describes examples of Open Science initiatives that aim to improve the reproducibility and reliability of scientific knowledge. Finally, it discusses the impact of adopting Open Science principles in elevating publication standards as well as challenges in transforming the system in which research is carried out. Introduction: Atopic dermatitis (AD) is a chronic, pruritic skin disease caused by a mixture of genetic, immunological, and environmental factors, characterized by periods of inflammation and remission. In Latin America (LA), the prevalence of AD ranges up to 25% in children and 1–3% in adults. The natural history of the disease for most patients is that AD goes into remission in adolescence and adult life. Only 10–30% of patients continue to have symptoms of the disease in adulthood. There are patients (3–4%) who have the onset of AD during adolescence or after adulthood. Those with limited access to healthcare services, such as diagnosis and treatment, have increased difficulties coping with AD. Healthcare disparities are a complex topic that include social, political, racial/ethnic, and geographical factors. Publications about healthcare disparities in AD in LA are scarce. As a result, recognizing and resolving healthcare inequalities is critical to improving the treatment and quality of life (QoL) of individuals with AD. Methods: A panel of Latin American experts in dermatology and allergies was provided with a series of relevant questions to address before a multiday conference. During this conference, the entire group discussed and edited each narrative through numerous drafts and rounds of discussion until they reached a consensus. Results: This paper examines the barriers to equal access to care and recommends realistic actions to overcome them. Inadequate disease knowledge, cultural and linguistic barriers, stigmatization, maldistribution of resources, absence of local clinical practice guidelines, arduous patient journey, and limited consultation time were identified as causes of health inequality. Conclusions: Among the suggested solutions are enhanced education for healthcare professionals, patients, and the general public, a focus on underprivileged communities, telemedicine and telementoring, translators, multidisciplinary teams, and local living clinical practice guidelines. The geography, histories, and ethnic composition of the Latin American continent pose a great challenge when attempting to identify and describe the region's constitutive religious traditions and experiences. This task is further complexified by the hybridity, fluidity, and porosity of the region's cultural groups. However, there is an aspect of Latin American religiosity that shares a significant family resemblance across the continent: the small community settings in which religiosity often emerges and consolidates as a worldview, commonly known as Ecclesial base communities. Informed by liberation theology, these communities are a uniquely generative experiment in social, political, and religious life. Scholarly accounts of liberation theology fail to identify key aspects of how Ecclesial base communities generate ways of being, knowing, and making meaning. While many of these accounts depict liberation theology as a socio-political discourse of theological origin, they do not unearth the multidirectional interaction between political practice and theological thought at the heart of these communities. In this paper, I aimed to fill this gap in the literature by reframing liberation theology as a set of social imaginaries, making use of Paul Ricoeur's theories of memory and cultural imagination to provide the philosophical ground to understand the lived theology of Ecclesial base communities. In doing so, I maintain that liberation theology is not only a theoretical discourse that emerges from these communities, but also the inarticulate background of their ways of thinking, communicating, and living, one that provides an existential orientation through which Latin Americans can provide coherence to their collective action and recognize their own capacity to change their reality of oppression. Objective: This paper has the purpose to discuss how corporate networks’ big linkers constitute a development opportunity area in Latin America. Method: We employ a qualitative analysis that blends social networks literature and builds on interlocking directorates (IntDs) theory with a fascinating case study labeled the ‘Patient 31’ phenomenon that occurred during the coronavirus outbreak in South Korea. Main results: We generate managerial and conceptual insights on the diffusion processes of business practices, which have a series of profound implications for theory and practice on how corporate networks present differences in their diffusion ability. Relevance/Originality: Viral contagion processes are not a secret for health sciences, but they are still under researched in the context of managerial practices regarding diffusion processes. The COVID-19 virus has been (and is) a significant threat for global health since the beginning of 2020, as well as an operational challenge for almost every organization around the world. Theoretical/Methodological contributions: The results highlight the superspreaders’ high diffusion power, warn about the risks of including ‘Patient 31’- type of spreaders as members of the firms’ boards, and also provide recommendations on how policy makers could harness this diffusion ability over the organizational networks. Objectives/Context: The main objective of this paper is to present an explanation for the divergent development trajectories of two regions of the capitalist world-economy, Latin America and East Asia. Methodology: starting from the concepts of world-economy, world region, regional focus and long durée, it is intended to verify how the forms of integration of the two regions to the capitalist worldeconomy affected them in three essential dimensions for economic development: State, capital accumulation and technological capability, from the 16th century to the present. Conclusions: having autonomously developed the three dimensions analyzed to the point of equating to the West at least until the end of the 17th century, when it was incorporated into the capitalist world-economy in the first half of the19th century, East Asia was able to take advantage of this integration and advance in global hierarchies of wealth and power. On the other hand, Latin America, which as a geopolitical entity was born together with the capitalist world-economy in the 16th century, was at that moment at a relatively low level of development in these dimensions, which, together with colonialism, continued to restrict its development and maintaining the region in its historical position as a periphery of the capitalist world-economy. Originality: the originality of this research is to establish a historically grounded principle of variation to explain the divergence in recent development trajectories of Latin America and East Asia. In contemporary world politics, Taiwan is, for different reasons, a subject of great contention. The constant conflict it faces with Beijing over the claim to fully integrate it into its sovereignty, in the conception of a single China, limits its expectations as a possible independent state. Given this, and in a long-standing dispute, the groups in power, both in Beijing and in Taipei, confront each other precisely because of these visions, which is the object of constant encounters and disagreements. Thus, and intending to firmly maintain international recognition through a low-profile strategy, Taiwan has maintained formal ties with different states in different regions of the world, including Latin America and the Caribbean. This has allowed the use of its official links in some countries in the area, which are exposed to pressure from the government of the People’s Republic of China, which appears as a counterweight to Taipei’s efforts. With this background, the purpose of this paper is to describe that the presence of Taiwan in Latin America and the Caribbean depends on the ability of its political leaders to materialize initiatives whose impact is not of great importance in the dynamics of regional politics and economics.
