During the first decades of the 20th century, the supply of paper for the printing industries in Mexico became a problematic issue. Production difficulties, price increases and poor distribution during the monopoly of the San Rafael factory started a deep debate on the modernization and interference of the State in the paper industry. This article analyzes the transition between the private monopoly and the creation of the public company, Productora e Importadora de Papel Sociedad Anónima (PIPSA) in 1935, during the government of Lázaro Cárdenas (1934-1940). Through parliamentary debates, press articles and ministerial reports, the questioning of the monopoly as a public policy, the birth of PIPSA and the results in its first years of operation will be explained. Smokeless tobacco (SLT) use is widespread across many nations and populations, and India shares more than three-quarters of the global burden of SLT consumption. Tobacco use in India has been largely viewed as a male-dominant behaviour. However, evidence from medical, social and behavioural sciences show significant SLT use among women and young girls. This paper highlights key dimensions of SLT use among women in India including prevalence and determinants, the health effects arising from SLT use and cessation behaviours. The paper concludes by providing recommendations with the aim of setting research priorities and policy agenda to achieve a tobacco-free society. The focus on women and girls is essential to achieve the national targets for tobacco control under the National Health Policy, 2017, and Sustainable Development Goals 3 of ensuring healthy lives and promote well-being for all. Family medicine is the internationally recognized nomenclature for the academic discipline, knowledge domain, and medical specialty of primary care doctors, working in the community setting. Family medicine is defined as a specialty of medicine which is concerned with providing comprehensive care to individuals and families by integrating biomedical, behavioral, and social sciences in the community setting. The distinction of family medicine lies in the tradition of medical generalism, promoting whole person care, in a life cycle mode; providing optimal preventive, promotive, and curative healthcare services in a wide spectrum of setting from home to hospital. In 2016, 92nd report of the department‑related parliamentary standing committee on health and family welfare on the “Functioning of the Medical Council of India” has emphasized the need for postgraduate in family medicine. The committee report has noted that “the medical education system is designed in a way that the concept of family physicians has been ignored. The committee recommends that the Government of India in coordination with State Governments should establish robust PG Programs in Family Medicine and facilitate introduction of Family Medicine discipline in all medical colleges. This will not only minimize the need for frequent referrals to specialist and decrease the load on tertiary care but also provide continuous healthcare for the individuals and families. The successive National Health Policies of Government of India–NHP 2002 and 2017 have emphasized the need of family medicine training in India. The recently enacted National Medical Commission Act 2019 has mandated NMC to promote training in family medicine at both undergraduate and postgraduate levels. Therefore, in the background of the stated policies of the Government of India the concept of family doctors, which was earlier neglected should be institutionalized within the mainstream medical education system of India. It is now time to accelerate and upgrade family medicine training and thereby strengthen the concept of comprehensive primary care in India. Across the world, artificial intelligence (AI) technologies are being more widely employed in public sector decision-making and processes as a supposedly neutral and an efficient method for optimizing delivery of services. However, the deployment of these technologies has also prompted investigation into the potentially unanticipated consequences of their introduction, to both positive and negative ends. This paper chooses to focus specifically on the relationship between gender bias and AI, exploring claims of the neutrality of such technologies and how its understanding of bias could influence policy and outcomes. Building on a rich seam of literature from both technological and sociological fields, this article constructs an original framework through which to analyse both the perpetuation and mitigation of gender biases, choosing to categorize AI technologies based on whether their input is text or images. Through the close analysis and pairing of four case studies, the paper thus unites two often disparate approaches to the investigation of bias in technology, revealing the large and varied potential for AI to echo and even amplify existing human bias, while acknowledging the important role AI itself can play in reducing or reversing these effects. The conclusion calls for further collaboration between scholars from the worlds of technology, gender studies and public policy in fully exploring algorithmic accountability as well as in accurately and transparently exploring the potential consequences of the introduction of AI technologies. Introduction: Research with young people (YP) is ethically challenging and bound in a complex maze of issues relating to power, voice and representation. Such sensitivities mean that the challenges raised in researching marginalised YP are often hard to navigate. This paper reports on research carried out with YP to explore links between mental health, school exclusion and involvement in criminal gangs. It aims to provide a practical guide to negotiating some of the methodological and ethical challenges experienced. Method: In‐depth interviews conducted with 28 YP (aged 14–24 years) who were gang involved or seen to be at risk of gang involvement. Research was conducted in youth clubs, alternative provision and youth justice settings. Results: Observations/Reflections We reflect on how navigating ethics can create barriers to involving YP as primary informants in research. We consider why it is important to overcome these hurdles and how public engagement work with recognised gatekeepers and the use of creative interview methods can facilitate meaningful encounters, where YP feel able to share valuable insights into their lives. Conclusion: Alongside a number of specific learning points, the paper reflects on theories behind research with YP, including the need for recognition of power imbalances and reflexivity. It concludes with thoughts on the practical realities of achieving meaningful participation or an 'authentic voice' with marginalised groups and the importance of this in informing policy and practice. Patient or Public Contribution: The focus of this work was to collect experiences of YP who are recognised as gang‐involved or at risk of being so, with a view to informing health and education policies. The scoping study for the project involved extensive public engagement work with YP exploring and trialling suitable methods of accessing, recruiting and ultimately interviewing this target group. In this paper, we develop a two-level supply chain model with low carbon emissions for defective deteriorating items under learning in fuzzy environment by using the double inspection process. Carbon emissions are a major issue for the environment and human life when they come from many sources like different kinds of factories, firms, and industries. The burning of diesel and petrol during the supply of items through transportation is also responsible for carbon emissions. When any company, firm, or industry supplies their items through a supply chain by using of transportation in the regular mode, then a lot of carbon units are emitted from the burning of petrol and diesel, etc., which affects the supply chain. Carbon emissions can be controlled by using different kinds of policies issued by the government of a country, and lots of companies have implemented these policies to control carbon emissions. When a seller delivers a demanded lot size to the buyer, as per demand, and the lot size has some defective items, as per consideration, the demand rate is uncertain in nature. The buyer inspects the received whole lot and divides it into two categories of defective and no defective deteriorating items, as well as immediately selling at different price. The fuzzy concept nullifies the uncertain nature of the demand rate. This paper covers two models, assuming two conditions of quality screening under learning in fuzzy environment: (i) the buyer shows the quality screening and (ii) the quality inspection becomes the seller's responsibility. The carbon footprint from the transporting and warehousing the deteriorating items is also assumed. The aim of this study is to minimize the whole inventory cost for supply chains with respect to lot size and the number of orders per production cycle. Jointly optimizing the delivery lot size and number of orders per production cycle will minimize the whole fuzzy inventory cost for the supply chain and also reduce the carbon emissions. We take two numerical approaches with authentic data (from the literature reviews) for the justification of the proposed model 1 and model 2. Sensitivity observations, managerial insights, applications of these proposed models, and future scope are also included in this paper, which is more beneficial for firms, the industrial sector, and especially for online markets. The impact of the most effective parameters, like learning effect, fuzzy parameter, carbon emissions parameter, and inventory cost are shown in this study and had a positive effect on the total inventory cost for the supply chain. The paper introduces the analysis results over a selected number of small-scale farms in the Western Romanian agriculture, more precisely in the counties of Arad and Timis. The purpose of the investigation is linked to the assessment of need for advisory services input in solving the problems of the farmers, particularly for the ones operating in small farms. Analysing the returned answers in connection with the fields of interest or needed expertise, accounting for the forms of mutual or directional help, compiling any forms of advice inputs, including the specialised structures other than public in absence of a function Farm Advisory Service allow the development of a structured image in terms of current problems, the way of solving and the interactions among the farmers inside or outside their communities. Mali national policy recommends that women take iron and folic acid supplements (IFA) from the time of the first antenatal care (ANC) visit, throughout pregnancy and during the first 3 months after delivery. In 2020, the World Health Organization (WHO) updated their ANC guidelines to recommend the United Nations International Multiple Micronutrient Antenatal Preparation (UNIMMAP) formulation of multiple micronutrient supplements (MMS) in the context of rigorous research, including implementation research. In Bamako, Mali, a codesign process was used to tailor antenatal care MMS packaging and counselling materials aimed at optimizing delivery and uptake of and adherence to MMS. This paper presents the codesign process along with the results of a post‐intervention qualitative assessment to evaluate the behaviour change intervention. At the conclusion of the intervention, we conducted semistructured qualitative interviews with 24 women who had received the intervention and six pharmacy managers from the six health centres participating in the study. We conducted two focus groups with midwives who had delivered the intervention and two group discussions with family members of women who had received the intervention. Respondent perspectives reveal an easy experience transitioning from previously used IFA. Women and providers concur that the intervention counselling materials and visual aids were instrumental in influencing the perceived benefit and uptake of MMS. Family members play an influential role in pregnant women's decision‐making regarding MMS uptake. MMS and the associated implementation strategies developed through the codesign process were found to be a highly acceptable intervention. [ABSTRACT FROM AUTHOR]

Greenflation or inflation for green energy transition in Europe becomes a structural problem of new scarcity and poverty, under Austrian Economics analysis. The current European public agenda on the Green Deal and its fiscal and monetary policies are closer to coercive central planning, against the markets, economic calculus, and Mises' theorem. In this paper, attention is paid to the green financial bubble and the European greenflation paradox: in order to achieve greater future social welfare, due to a looming climate risk, present wellbeing and wealth is being reduced, causing a real and ongoing risk of social impoverishment (to promote the SGD 13 on climate action, it is violated by SGD 1–3 on poverty and hunger and 7–12 on affordable energy, economic growth, sustainable communities, and production). According to the European Union data, the relations are explained between green transition and public policies (emissions, tax, debt, credit boom, etc.), GDP variations (real–nominal), and the increase of inflation and poverty. As many emissions are reduced, there is a decrease of GDP (once deflated) and GDP per capita, evidencing social deflation, which in turn means more widespread poverty and a reduction of the middle-class. Also, there is a risk of a green-bubble, as in the Great Recession of 2008 (but this time supported by the European Union) and possible stagflation (close to the 1970s). To analyze this problem generated by mainstream economics (econometric and normative interventionism), this research offers theoretical and methodological frameworks of mainline economics (positive explanations based on principles and empirical illustrations for complex social phenomena), especially the Austrian Economics and the New-Institutional Schools (Law and Economics, Public Choice, and Comparative Constitutional Economics). This paper extends the Cournot duopoly model by allowing the government to impose firm-dependent specific taxes or subsidies while keeping the budget balanced. It considers two possible government goals: maximizing the social surplus and maximizing the consumer surplus. It shows that, with identical firms, the best government policy is not to intervene. In the case of cost asymmetry, social surplus and consumer surplus maximization goals require opposite strategies: to maximize the social surplus, the government should tax the high-cost firm driving the economy toward monopoly and increasing productive efficiency at the expense of lower production. In the case of consumer surplus maximization, the tax should be imposed on the low-cost firm reducing the gap between the firms' outputs. State negotiations constitute the foundation for the development of each nation, relying on the acquisition of resources and services. Public procurement not only has economic and social impacts but also demands that public officials ensure compliance with the law. However, some of these officials have violated the legal principles of public procurement, seeking to obtain benefits, goods, or personal services without legal backing. In studies conducted in Ecuador, this phenomenon has been analyzed in relation to the variability of indeterminacies that public officials face in interpreting regulations. Therefore, this paper focuses on analyzing and defining the levels of indeterminacy present in the neutrosophic variable that influences the functioning of state negotiations. The use of neutrosophic statistics is suggested for modeling the study to detect indeterminacies of the variable in each dimension. The main purpose of this communication is to identify, to describe the process of building a public policy agenda that involves men in the construction of equality with women, and to recognize the perception of those who participated in it. It conceived the process as an organization with its own dynamics. A descriptive research about ethnographic approach involved recovery of documentary information of the process, interviews with participants in the construction of the agenda and a workshop. Results are presented in a timeline involved papers to prepare work meetings; profiles of potential participants were identified, the work to be developed was outlined and the respective call for in-person and virtual meetings was issued. Participants in the work meetings discussed contents of the agenda and political impact, the requirements to continue the process and the formation of specialized working groups. Elements such as uncertainty, the breaking of agreements and their fixed, the (mis)knowledge of what public policy among others, intervened in the process. Objectives: This paper investigates Thailand and Malaysia climate governance policy in practice within their multi-level governance structures. Thailand presents a unique case of a unitary state with a degree of deconcentration and decentralization, while Malaysia showcases a federal state with a high degree of centralization. Methodology: The paper collected and analyzed both primary and secondary data. Indepth interviews with government officials, NGOs, and international organizations were conducted online and onsite in Thailand and Malaysia from May 2022 to September 2023. Interview data was triangulated with secondary data from key national policy documents on climate change and related issues. This paper examines the contributions and hindrances of multi-level governance on climate governance and highlights some lessons learned from both countries. Results: It concludes that multi-level government systems provide opportunities for various stakeholders to engage in decision-making and create policy innovation. However, the administration of decision-making in these systems can be constrained by tensions within these systems, between tendencies towards the centralization of decision-making, and little engagement between subnational governments and local-level stakeholders. Conclusions: Overall, we assert that clear direction and guidance at the national level complemented by mechanisms that engage local stakeholders in administration and civil society is essential to achieve overarching climate action goals regardless of the administrative system. Sustainable development goals are increasingly discussed today, so this paper investigates the interdependent relationships between economic, social and environmental factors within the European Union Member States. The study explores how GDP per capita, purchasing power, official support for development, poverty and social exclusion indicators, perceived health status, educational attainment, and environmental practices such as recycling rates, circular use of materials and net greenhouse gas emissions interact with each other. The results show overall positive trends between socio-economic development and environmental performance and show how stronger economies are largely conducive to improvements in social and environmental domains. However, the study also reveals important exceptions, highlighting the crucial role of effective national policies and resource management. By identifying and discussing these complex interrelationships, the paper contributes to a deeper understanding of how economic progress can be aligned with social progress and environmental responsibility, providing valuable insights for public policymaking in the European Union. The historical origins of the Tibet issue in Sino-Indian relations remain understudied. Most diplomatic histories on this subject focus on the highest levels of government, glossing over the immense role of domestic actors in shaping the Tibet question in the India-China relationship. This paper aims to address this gap by studying the domestic response to Dalai Lama's flight to India. Specifically, it analyses the domestic and international advocacy of the noted freedom fighter Jayaprakash Narayan. The paper highlights how Narayan's advocacy was critical in building global and public opinion on the Tibet question, culminating in the passage of Resolution 1723 at the United Nations. It argues that understanding his actions on Tibet is critical because of its negative impact on the Indian government's policy of preventing the issue from gaining international recognition – a gesture aimed at steadying the declining relationship with China. By hindering the government's efforts at damage control, the paper demonstrates how Jayaprakash Narayan's advocacy was a key factor explaining why Sino-Indian ties precipitously declined over the Tibet issue. In recent years, ghostwriting phenomenon has reached a dangerous level in China, partly due to the great ease of making ghostwriting transactions through the internet. However, there has been little literature trying to answer such questions as how many ghostwritten papers are published each year and how much monetary value is generated in the ghostwriting business. In order to answer these questions, we performed an empirical analysis to find the number and monetary value of ghostwritter papers in China. Our results show that there are nearly 1800 full-time equivalent ghostwriters in China who produced nearly 8000 ghostwritten papers in 2011, which is 0.1% of the total number of papers published in the same year in the country. Furthermore, there was a total monetary value of more than 4.46 million US dollars generated in the ghostwriting business in 2011. Environmental Product Declaration (EPD) and EPD-like demands have been gaining importance, particularly due to the release of Product Environmental Footprint by the European Union (EU). EPDs could be demanded in international trade, potentially creating a technical trade barrier for emerging economy countries. Thus, those countries should evaluate their readiness to successfully meet this demand. In this sense, this paper aims to analyse and propose strategies for EPD promotion in Brazil. Brazil's situation regarding life cycle assessment (LCA) and EPD development was analysed considering its business, academic, public policy and consumers contexts. In addition, an analysis of the strengths, weaknesses, opportunities and threats (SWOT) was elaborated based on interviews with EPD stakeholders in the country. These allowed some strategies to be proposed considering the principle of connecting strengths and opportunities, compensating for weaknesses and neutralizing threats. The results showed that Brazil has a technical and institutional context that enables EPD growth due to the initial stage of LCA database, EPD programs, stakeholders' engagement, and availability of experts. However, in general, these aspects aren't in an adequate level for successful EPD promotion. There is still a large path for EPD understanding and life cycle data availability. Besides, financial and technical restriction, especially considering small and medium-sized enterprises (SMEs), present structural barriers. Nevertheless, by promoting EPD, Brazil could have gains in terms of credibility, access to global markets and environmental awareness. The opposite could happen if the country doesn't seize these opportunities. Furthermore, to influence Product Category Rule (PCR) definitions was said to be a key opportunity to avoid rules that disregard Brazilian singularities. Strategies for EPD promotion should focus on sensitizing and engaging different stakeholders in strategic sectors (civil construction, paper and pulp, coffee, ingredients derived from soya and livestock), enhancing technical capacities and life cycle data generation, and strengthening EPD programs to boost the Brazilian internal market and PCR development. Background: Breast cancer is the leading cause of death from cancer in women and is a major public health problem worldwide. Despite the lower incidence rates of breast cancer in resource-limited settings, especially sub-Saharan Africa, there is a higher mortality rate compared to high-resource countries where the disease has a higher incidence. This makes breast cancer the second deadliest cancer in African women. These poor results reflect the weakness in public health policies. The aim of this paper is to contribute to the effective control of breast cancer by designing a framework for a comprehensive and systemic analysis of these policies in Sub-Saharan Africa. Methods: This research is based on a literature review that adopted a systematic approach followed by a modified policy Delphi involving breast cancer experts in Sub-Saharan Africa. We included narrative reviews and systematic reviews/meta-analyses published between 2015 and 2022 as well as official documents in the analysis. We integrated the World Health Organization's health system building blocks with Walt and Gilson's policy analysis triangle to analyse the information collected and develop our analytical framework. Results: A total of 22 reviews and documents were included in the study. Sixteen breast cancer experts from Sub-Saharan Africa participated in the first Delphi round, and nine participated in the second round. The different components identified for a comprehensive and systemic analysis of effective breast cancer policies can be classified into policy content divided according to the health system building blocks and related policy processes; individual, organized national and international policy stakeholders; and policy contexts. Conclusion: This study enabled the design of a framework suitable for the comprehensive and systemic analysis of breast cancer control policies in Sub-Saharan Africa. This framework can be used as a checklist for stakeholders to guide the planning, implementation and evaluation of policies and specific breast cancer control programmes at the national and facility levels. Modern democratic states are increasingly adopting new information and communication technologies to enhance the efficiency and quality of public administration, public policy and services. However, there is substantial variation in the extent to which countries are successful in pursuing such public digitalization. This paper zooms in on the role of social trust as a possible account for the observed empirical pattern in the range and scope of public digitalization across countries. Our argument is that high social trust makes it easier to digitalize the public sector to the benefit of overall society. We develop a simple game-theoretical model that specifies this positive externality from a high-trust culture and provide empirical evidence that a higher level of social trust is associated with a higher level of public digitalization. Of course, high-trust countries cannot do without the rule of law (formal rules of the game) and some institutionalized mechanisms of control and accountability. However, from our argument, it follows that one future challenge could be that control crowds out trust, so that the balance is no longer optimal. If such overcontrol occurs, public digitalization win–win situations between citizens and government can be undermined, even in high-trust countries. [ABSTRACT FROM AUTHOR]

The promises and risks of Artificial Intelligence permeate current policy statements and have attracted much attention by AI governance research. However, most analyses focus exclusively on AI policy on the national and international level, overlooking existing federal governance structures. This is surprising because AI is connected to many policy areas, where the competences are already distributed between the national and subnational level, such as research or economic policy. Addressing this gap, this paper argues that more attention should be dedicated to subnational efforts to shape AI and asks which themes are discussed in subnational AI policy documents with a case study of Germany's 16 states. Our qualitative analysis of 34 AI policy documents issued on the subnational level demonstrates that subnational efforts focus on knowledge transfer between research and industry actors, the commercialization of AI, different economic identities of the German states, and the incorporation of ethical principles. Because federal states play an active role in AI policy, analysing AI as a policy issue on different levels of government is necessary and will contribute to a better understanding of the developments and implementations of AI strategies in different national contexts. This study explores the impact of farm households' social capital characteristics and local government policies on the selection of farmland transfer contracts in China's rural industrial revitalization context. Utilizing field research data from 1,979 households in ethnic areas of Hunan Province, this paper constructs an econometric model to assess how farm households' social capital and local governments' involvement in rural industrial revitalization influence farmland transfer contract selections. The findings indicate that, lacking government program support, farmers' social capital significantly affects contract type and duration, but not the rent. Specifically, farmers possessing extensive social capital prefer verbal and short-term contracts (coefficients of 0.525 and 0.643, significant at the 5% level), whereas their influence on rent (coefficient of 2.418, significant at the 5% level) manifests under government program support. State negotiations constitute the foundation for the development of each nation, relying on the acquisition of resources and services. Public procurement not only has economic and social impacts but also demands that public officials ensure compliance with the law. However, some of these officials have violated the legal principles of public procurement, seeking to obtain benefits, goods, or personal services without legal backing. In studies conducted in Ecuador, this phenomenon has been analyzed in relation to the variability of indeter-minacies that public officials face in interpreting regulations. Therefore, this paper focuses on analyzing and defining the levels of indeterminacy present in the neutrosophic variable that influences the functioning of state negotiations. The use of neutrosophic statistics is suggested for modeling the study to detect indeterminacies of the variable in each dimension. Despite increased advocacy and investments in mental health systems globally, there has been limited progress in reducing mental disorder prevalence. In this paper, we argue that meaningful advancements in population mental health necessitate addressing the fundamental sources of shared distress. Using a systems perspective, economic structures and policies are identified as the potential cause of causes of mental ill-health. Neoliberal ideologies, prioritizing economic optimization and continuous growth, contribute to the promotion of individualism, job insecurity, increasing demands on workers, parental stress, social disconnection and a broad range of manifestations well-recognized to erode mental health. We emphasize the need for mental health researchers and advocates to increasingly engage with the economic policy discourse to draw attention to mental health and well-being implications. We call for a shift towards a well-being economy to better align commercial interests with collective well-being and social prosperity. The involvement of individuals with lived mental ill-health experiences, practitioners and researchers is needed to mobilize communities for change and influence economic policies to safeguard well-being. Additionally, we call for the establishment of national mental wealth observatories to inform coordinated health, social and economic policies and realize the transition to a more sustainable well-being economy that offers promise for progress on population mental health outcomes. The United Nations claims that education is a crucial element in reducing poverty rates in any country if it is accessible, adaptable, acceptable, and affordable; known as the 4A's of education, which are considered within the national education policy. This paper analyzes the effect of the 4A's of education on multidimensional moderate-income poverty and extreme income poverty in Mexico in the years 2010 and 2020. This is achieved with the analysis of microdata from the Module of Socioeconomic Conditions of the National Survey of Household Income and Expenditure (MCS - ENIGH) 2010 and 2020 and with dichotomous logit models. Solar photovoltaic systems can reduce carbon emissions by harnessing green energy from the sunlight, however, tremendous end-of-life solar panels may pose a threat to the local environment in the coming decades. What's worse, fewer regulations have been mandated to deal with the disposal of solar waste. To address this issue, this paper investigates a game-based, government-subsidized solar recycling model, and extends the model to a dynamic system. By analyzing the equilibrium outcomes, optimal decisions are revealed for all stakeholders. More importantly, we find regulatory subsidies can benefit all members of the solar recycling chain. Furthermore, when confronted with low-quality solar panels with a high degradation rate, we suggest that the government announces a low R&D subsidy rate. Even so, the level of the manufacturer's R&D efforts is still high, which leads to more R&D subsidies provided by the government. Based on an analysis of the dynamic system, it's better to be extremely careful when the government enacts the subsidy policy. Background: Medical Assistance in Dying (MAiD) was legalized in Canada in 2016 and amended in 2021. At the time that this study was conducted, the federal government was considering expanding the eligibility criteria to include patients whose death was not reasonably foreseeable. The purpose of this study was to better understand rural healthcare professionals' experiences with assisted dying set against the backdrop of legislative expansion. Methods: A qualitative exploratory study was undertaken with general rural practice physicians, nurse practitioners, registered nurses, ethicists, patients, and patient families in rural Southern Alberta, Canada. For this paper, data from 18 audio-recorded and transcribed semi-structured interviews with healthcare professionals were analyzed using thematic analysis. Categories and patterns of shared meaning that linked to an overarching theme were identified. Results: Between the binary positions of full support for and conscientious objection to assisted dying, rural healthcare professionals' decisions to participate in MAiD was based on their moral convictions, various contextual factors, and their participation thresholds. Factors including patient suffering; personal and professional values and beliefs; relationships with colleagues, patients and family, and community; and changing MAiD policy and legislation created nuances that informed their decision-making. Conclusions: The interplay of multiple factors and their degree of influence on healthcare professionals' decision-making create multiple decision points between full support for and participation in MAiD processes and complete opposition and/or abstention. Moreover, our findings suggest evolving policy and legislation have the potential to increase rural healthcare professionals' uncertainty and level of discomfort in providing services. In developing nations, the establishment of sustainable healthcare information systems (HIS) is often hindered by insufficient government policies and outdated technology. Bangladesh is a notable example where many patients lack proper healthcare access due to fragmented and non-digitally recorded data. Research has shown that standardized hospital healthcare systems can streamline patient management, increasing the capacity to serve more patients simultaneously. These systems have the potential to improve healthcare in developing nations significantly. This article offers an overview of the key obstacles that impede HIS implementation in these countries. The study looked at relevant information systems literature using a systematic literature review (SLR). The systematic literature review (SLR) was governed by a review process, and relevant studies were gathered from three databases: IEEE Xplore, EBSCO Databases, and ScienceDirect. A total of 4014 papers were initially found. However, only 11 main studies were included for analysis after a careful selection procedure governed by inclusion and exclusion criteria. This study found 24 obstacles to adopting Healthcare Information Systems (HIS) in developing countries, divided into six groups. These obstacles include a lack of financial assistance, inadequate infrastructure, inadequate education and awareness, cultural and political obstacles, reluctance to change, and poor system quality. Background: The number of accidents due to distracted pedestrian is on the rise and many governments and institutions are enacting public policies which restrict texting while walking. However, pedestrians do more than just texting when they use their mobile devices on the go. Objective: Exploring pedestrian multitasking, this paper aims to examine the effects of mobile device task type on pedestrian performance outcomes. Method: We performed two studies in lab simulations where 78 participants were asked to perform different tasks on a mobile device (playing a game, reading, writing an email, texting one person, group texting) while performing a pedestrian visual discrimination task while either standing or walking on a treadmill. Behavioral performance as well as neurophysiological data are collected. Results: Results show that compared to a no-phone control, multitasking with any of the tasks on a mobile device leads to poor performance on a pedestrian visual discrimination task. Playing a game is the most cognitively demanding task and leads to the greatest performance degradation. Conclusion: Our studies show that multitasking with a mobile device has the potential to negatively impact pedestrian safety, regardless of task type. However, the impacts of different mobile device tasks are not all equivalent. More research is needed to tease out the different effects of these various tasks and to design mobile applications which effectively and safely capture pedestrians' attention. Application: Public policy, infrastructure, and smart technologies can be used to mitigate the negative effects of mobile multitasking. This paper analyzed the importance of integrating disaster risk reduction and climate change adapting policies into the socio-economic development plans of coastal municipalities in Cuba. To this end, a literature review was carried out to locate the main theoretical and bibliographical sources on Disaster Risk Reduction, Climate Change Adaptation, coastal municipalities and government policies and triangulate them to create a four-phase integration tool. This paper disputes the thesis that a self-reported mental condition of apparent genetic origin makes its carriers entertain entrepreneurial intentions and assesses its implications for entrepreneurship-driven economic development. The findings are that the research in question mistakes true causative agents for superficial cause-hiding vectors, thus confusing a self-reported attention-deficit/hyperactivity disorder (ADHD) condition with the cause of entrepreneurial intentions. This is all the more so because ADHD was not properly accounted for, relying instead on the Global University Entrepreneurial Spirit Students Survey (GUESSS), self-administered without diagnostic evidence. Thus, entrepreneurship has been turned on its head, being misrepresented as a hardwired, innate human trait instead of a course of action that hinges on subjective preferences that can be influenced by the structure of rewards shaped by public policy. This misrepresentation may dwell in the so-called 'hardness bias', which underestimates the softer but crucial test of the quality of conjectures. The originality of this paper lies in the use of the harmful-dysfunction analysis, showing that the entrepreneurship research in question is based on a bogus notion of disorder. This paper explores how China's assistance to countries in the Western Balkans during the pandemic boosted their reputation in the region, through the case studies of Serbia, Macedonia, and Albania. The COVID-19 crisis has tested EU's reputation of solidarity and partnership to the Western Balkans, with Balkan political leaders accusing the bloc of selfishness due to its decision in 2020 to restrict exports of medical equipment to candidate states and the perceived neglect of the region during the vaccine distribution in early 2021. Simultaniously, China sent planes containing tonnes of medical supplies, respirators, medical personnel, and later vaccines, that would be received with great pomp and live media coverage, in a powerful public diplomacy and vaccine diplomacy offensive. This paper argues that this helped improve public opinion and reshape narratives on China in the Western Balkans. Still, attitudes vary between states, with Serbians having the most favourable views on China as a foreign partner. This paper applies the theory of change model (Kotter in Harv Bus Rev 2:59–67, 1995; Moore et al. in Viet Nam J Public Health 1(1):66–75, 2013) to describe the pathway that lead to Australia's first pill testing/drug checking services in Canberra, in the Australian Capital Territory. The paper takes each step of the model and illustrates the key activities that largely occurred over an approximately 24 month period resulting in the service being operational on 29 April 2018. The paper demonstrates that leadership, advocacy and activism are key components, alongside evidence, to bringing about public policy change. It provides a unique insight to the extensive efforts undertaken to achieving the first legally sanctioned pill testing at festivals in Australia and provides a positive case study for those seeking to introduce contested harm reduction services in the drug and alcohol field. Since 2011, the European Commission has recommended that member states reduce land take and achieve the 'no net land take' objective by 2050. The objective was reinforced in the EU 'Soil Strategy for 2030' and is likely to gain further importance in the upcoming Soil Health Law. This paper investigates the feasibility and implementation of a no net land take policy for the Flemish region, Belgium. The new land policy for Flanders was announced in 2016, representing a paradigm shift from spatial growth to final growth boundaries. The paper uses a generic model of the policy-making cycle to assess the implementation of a no net land take policy at the national or regional level. We propose a roadmap of implementation in five cyclical phases for Flanders, but many aspects of this proposed roadmap can be applied to other parts of Europe as well. In the implementation stage, the targeted selection and implementation of land-use instruments is of paramount importance to realise the land-take reduction trajectory. The Flemish case of the so-called Bouwshift shows that development instruments supporting further construction at good locations are politically more popular than protective measures that actually protect soil and landscape but intervene in property rights. This paper focuses on post-war fiscal and economic policies in colonial Benin between 1945 and 1960. It was the period of British economic reconstruction occasioned by the effect of the Second World War. The paper therefore examines the impact of the post-war fiscal reforms on tax and expenditure patterns of the British authorities in Benin. It gives a robust analysis, as a background, of the goal and effect of the British economic reforms in her colonies. The study argues that the main objective of the British was to promote fiscal policies in order to revamp the metropolitan economy battered by the Second World War. Thus, at the Benin protectorate or division, the tax assessment rate was relatively high compared to the level of income paid by the colonial authorities, in order to create surplus for expenditure. This created discontents and petitions from different local communities against the assessment rate. The paper shows that the expenditure level, especially on social services, was low compared to the tax revenue generated. It adopts the historical method of research which utilised data obtained from both primary and secondary sources for interpretation and analysis. It's on aspects of the Benin Division in Benin Province, created in 1914, as one of the administrative divisions, by the British which comprises of the Benin speaking people of southern Nigeria. Africa's recent security issues have become a cog in the continent's nation-building machinery. Perhaps the biggest threats to security in Africa are violent extremism and terrorism; there are local groups operating throughout east, west, and southern Africa that have connections to international terrorism. Their actions incite regional conflicts and facilitate organized crime networks, further destabilizing an already precarious political environment that ought to be a tool for nation-building and the advancement of development across Africa, particularly in Nigeria. Security issues have included kidnapping, killings, and the destruction of government buildings, medical facilities, and schools. These issues have plunged the country into a persistent state of insecurity and impeded the process of nation-building. Therefore, this paper uses Nigeria as a case study to examine the threat of security challenges to the development of nation building in Africa. Qualitative techniques are used to gather secondary data for analysis. The results showed that a great deal of lives and property have been lost to insecurity, which has also hindered the effective execution of government policies and initiatives aimed at strengthening the country. As a result, this paper concludes that security challenges have a negative impact on nation building and makes recommendations for how to lessen security challenges in order to promote Nigerian nation building through good governance, corruption, synergy-security, transparent, and accountable leadership. This paper examined the strategies put in place by Lagos State Public Procurement Agency in the implementation of public procurement policy. The paper utilised primary and secondary sources of data. Primary data were collected solely through the administration of questionnaires on the respondents. The study population 1,020 comprised the staff members from ministries, and agency that monitors the implementation of procurement policy in the state, Lagos State Public Procurement Agency (LSPPA). Proportionate random sampling technique was used in selecting a sample size of 154 respondents representing 15% of the study population. Secondary data were obtained from books, academic journals, official document of LSPPA and the internet. Data collected were analysed using percentage, frequency, and (RII) Relative Importance Index. The results of the study showed that the strategies put in place by Lagos State Procurement Agency; such as establishment of a threshold (52.6%, rank 7th), constitution of contract performance audit committee (63%, rank 9.5th), supervision of the deliveries (69.5%, rank 9.5th), and creation of a procurement officer's desk (57.8%, rank 8th) were not adequately substantial strategies put in place in monitoring the implementation of public procurement policy in Lagos state. Moreover, the paper revealed strategies that were adequately substantial which were put in place by Lagos State Public Procurement Agency in the implementation of public procurement law, such as composition of technical review committee (79.9%, rank 1st), appraisal of procurement plan for procuring entities (73.3%, rank 2nd), setting of fair pricing standards and benchmarks (61%, rank 6th), strategic oversight on the contracts (65.6%, rank 5th), keeping of contractors' database for proper identification (65.6%, rank 4th), publication of details of major contracts in the State (69.5%, rank 3rd) significantly improved accountability, proficiency, efficacy among the ministries selected. The study therefore, conclude that the strategies put in place by LSPPA, Lagos State Public Procurement Agency in the implementation of public procurement law in the state is substantial, and apt which ensures that procurement law of the State is followed. In 2006, the National Institutes of Health (NIH) initiated the Clinical and Translational Science Awards (CTSAs) as part of the NIH Roadmap Initiative, in order to improve the conduct and impact of NIH's clinical and translational research portfolio. The CTSA program is intended not only to transform the training programs and research infrastructure at individual academic institutions, but also to create a nation-wide collaborative consortium to transform the biomedical research enterprise. In January 2009, the NIH CTSA National Consortium adopted Strategic Goals to maximize the CTSAs' impact on the Nation's healthcare and health. Of these, the CTSA Strategic Goal 4 is to promote the translation of the results of clinical and translational research into practice and public policy. To advance this goal, a committee was constituted to focus on the organization and development of the CTSA Consortium's comparative effectiveness research (CER) capacity, an increasingly important component of research translation into practice and policy. This Committee's Workgroups took on a number of deliverables in service of this objective, including producing this White Paper on how the CTSA Consortium might best facilitate CER, for NIH's Institutes and Centers (ICs), other Federal agencies, outside stakeholders, and the healthcare system overall. This White Paper offers some specific suggestions for how the CTSA Consortium might support this emerging and crucial national effort to generate, synthesize, and disseminate CER in order to improve healthcare decision-making and health outcomes. Important points of reference for this White Paper are two Congressionally mandated reports on CER released at the end of June 2009, one by the Institute of Medicine (IOM) and another by the Federal Coordinating Council for CER (FCC-CER). Background: Removing user fees in primary health care services is one of the most critical policy issues being considered in Africa. User fees were introduced in many African countries during the 1980s and their impacts are well documented. Concerns regarding the negative impacts of user fees have led to a recent shift in health financing debates in Africa. Kenya is one of the countries that have implemented a user fees reduction policy. Like in many other settings, the new policy was evaluated less that one year after implementation, the period when expected positive impacts are likely to be highest. This early evaluation showed that the policy was widely implemented, that levels of utilization increased and that it was popular among patients. Whether or not the positive impacts of user fees removal policies are sustained has hardly been explored. We conducted this study to document the extent to which primary health care facilities in Kenya continue to adhere to a 'new' charging policy 3 years after its implementation. Methods: Data were collected in two districts (Kwale and Makueni). Multiple methods of data collection were applied including a cross-sectional survey (n = 184 households Kwale; 141 Makueni), Focus Group Discussions (n = 12) and patient exit interviews (n = 175 Kwale; 184 Makueni). Results: Approximately one third of the survey respondents could not correctly state the recommended charges for dispensaries, while half did not know what the official charges for health centres were. Adherence to the policy was poor in both districts, but facilities in Makueni were more likely to adhere than those in Kwale. Only 4 facilities in Kwale adhered to the policy compared to 10 in Makueni. Drug shortage, declining revenue, poor policy design and implementation processes were the main reasons given for poor adherence to the policy. Conclusion: We conclude that reducing user fees in primary health care in Kenya is a policy on paper that is yet to be implemented fully. We recommend that caution be taken when deciding on how to reduce or abolish user fees and that all potential consequences are carefully considered. [ABSTRACT FROM AUTHOR]
