THE MODELS OF NOMAD INTEGRATION IN THE UNITE ARABS EMIRATES AND GERMANY WILL BE SUBJECT TO THE CURRENT ANALYSIS AND WILL REVEAL THE IMPACT OF PUBLIC POLICIES AND UNDERTAKEN MEASURES ON REFUGEES AND THE PRESERVATION OF INTERNAL SECURITY. MOREOVER, THE COMPARISON BETWEEN THE TWO MODELS WILL HIGHLIGHT BOTH POSITIVE AND NEGATIVE ASPECTS IN ORDER TO PROVIDE THE READER A CLEAR AND CONCISE IMAGE OF THE MIGRATION PHENOMENON. This paper comments on the EU's legal framework for screening foreign direct investment. This concerns the EU Regulation related to this matter. The difficulty of determining in certain cases whether a company is controlled by a foreign government is shown using the example of Huawei. The paper argues that the current screening mechanisms should be modified so that they also take into consideration reciprocity, namely whether the country of origin of foreign direct investment equally allows access to foreign direct investment from the EU. The German screening mechanism is analysed along with the most notable cases of Chinese foreign direct investment that aroused the suspicion of the German authorities. The paper highlights the discrepancy between the legal justification for blocking foreign direct investment, in particular public policy and public security reasons, with the reality in which investments are often analysed from the government standpoint of the economic or political consequences of the investment. This paper attempts to benchmark the municipal solid waste (MSW) management performance of the NUTS 2-regions in the EU by constructing a composite indicator. In order to account for commensurability, weighting and aggregation issues of the performance indicators in regional waste and materials' management, this paper advocates a conditional directional distance version of the Benefit-of-the-Doubt weighting technique. In addition, the waste management hierarchy defined by the EU is strongly embedded in the construction of our composite indicator. The results reveal considerable differences in the aggregate performance of the regions, even within Member States. In general, waste sectors of the NUTS 2-regions in Austria, Belgium, and Germany generally do well in terms of MSW management. Our results also reveal that some differences in the operating environment of the regions, such as the number of tourist overnight stays, are related to the aggregate performance of the regions. However, the observation that other conditions are not significantly related to the performance on a regional level is interesting as many policy makers frequently argue that the level of performance in their regions cannot be compared to that in other regions precisely due to this difference in operating conditions. Effectiveness of participation in environmental governance is a proliferating assertion in literature that is also reflected in European legislation, such as the European Water Framework Directive (WFD). The Directive mandates participatory river basin management planning across the EU aiming at the delivery of better policy outputs and enhanced implementation. Yet, the impact of this planning mode in WFD implementation remains unclear, though the first planning phase was completed in 2009 and the first implementation cycle by the end of 2015. Notwithstanding the expanding body of literature on WFD implementation, a rather scattered single case study approach seems to predominate. This paper reports on implementation of the WFD in three case studies from Germany, Spain and the United Kingdom, reflecting three substantially different approaches to participatory river basin management planning, on the basis of a comparative case study design. We ask if and how participation improved the environmental standard of outputs and the quality of implementation. We found an increasing quality of outputs with increasing intensity of local participation. Further, social outcomes such as learning occurred within dialogical settings, whereas empowerment and network building emerged also in the case characterized mainly by one-way information. Finally, one important finding deviant from the literature is that stakeholder acceptance seems to be more related to processes than to outputs. [ABSTRACT FROM AUTHOR]

This paper reports on a comparative study of temporary protection (TP) mechanisms in Australia and selected European jurisdictions. Specifically, it analyzes policy developments and trends in the use of TP mechanisms in Denmark, Germany, and Australia through a systematic examination of the evolution of "substitute protection" mechanisms; their implications for "effective protection" and their impacts on key stakeholders. The policy analyses are augmented by interviews and survey questionnaires with key NGO service providers in the three target jurisdictions. The paper argues that the traditional link between Refugee Convention protection and national territorial jurisdiction and responsibility is being undermined by extraterritorial processing and offshoring arrangements. Renewable energy (RE) is one of the most popular public policy orientations worldwide. Compared to some other countries and continents, Europe has gained an early awareness of energy and environmental problems in general. At the theoretical level, free-market environmentalism indicates that based on the principle of private property rights, with fewer state interventionist and regulation policies, entrepreneurs, as the driving force of the market economy, can provide better services to meet the necessity of offering RE to protect the environment more effectively. Previous studies have revealed that Germany, Denmark, and the United Kingdom have made some progress in using the market to develop RE. However, this research did not analyze the three countries' RE conditions from the perspective of free-market environmentalism. Based on our review of the principles of free-market environmentalism, this paper originally provides an empirical study of how Germany, Denmark, and the United Kingdom have partly conducted free-market-oriented policies to successfully achieve their policy goal of RE since the 1990s on a practical level. In particular, compared with Germany and Denmark, the UK has maintained a relatively low energy tax rate and opted for more pro-market measures since the Hayekian-Thatcherism free-market reform of 1979. The paper also discovers that Fredrich A. Hayek's theories have strongly impacted its energy liberalization reform agenda since then. Low taxes on the energy industry and electricity have alleviated the burden on the electricity enterprises and consumers in the UK. Moreover, the empirical results above show that the energy enterprises play essential roles in providing better and more affordable RE for household and industrial users in the three sampled countries. Based on the above results, the paper also warns that state intervention policies such as taxation, state subsidies, and industrial access restrictions can impede these three countries' RE targets. Additionally, our research provides reform agendas and policy suggestions to policymakers on the importance of implementing free-market environmentalism to provide more efficient RE in the post-COVID-19 era. The decision of the German regional court in Cologne on 26 June 2012 to prohibit the circumcision of minors is important insofar as it recognises the qualitative similarities between the practice and other prohibited invasive rites, such as female genital cutting. However, recognition of similarity poses serious questions with regard to liberal public policy, specifically with regard to the exceptionalist treatment demanded by certain circumcising groups. In this paper, I seek to advance egalitarian means of dealing with invasive rites which take seriously cultural diversity, minimise harm and place responsibility for the burdens and consequences of beliefs upon those who promote practices. In the ongoing debate on immigrant integration policies, the Sinus study on migrant milieus has attracted much attention for its clear stance as a proponent of a multicultural society. Brushing aside arguments about an ethnic-religious divide in the German social fabric, the study argues that social milieus constitute much stronger markers of difference than ethnicity. This paper provides a critical appraisal of the postethnic vision articulated by Sinus. However, it also raises some methodological issues concerning the collection and analysis of data on immigrant populations. The concluding section discusses the limits of a politics of difference based on milieus. It questions the potential of the Sinus study to move the German immigration debate forward towards a more democratic vision of citizenship, given its de-emphasis of social inequalities rooted in relations of gender, 'race' and class. Economic theory suggests that incentives matter for people's decisions. This paper investigates whether this also holds for less self-evident areas of life such as the timing of births. We use a natural experiment when the German government changed its parental benefit system on January 1, 2007. The policy change strongly increased economic incentives for women to postpone delivery provided that they were employed. Applying a difference-in-difference-in-difference approach, we find very strong evidence that women with an employment history near to the end of their term indeed succeeded to shift births to the New Year and, therefore, could benefit from the new and more generous parental benefit system. Suggesting a model of chain reactions, we also report evidence that some women with due dates earlier in December tried but did not succeed to shift births to the New Year. [ABSTRACT FROM AUTHOR]

Abstract: In the domestic heating sector a number of different mathematical models are used to evaluate the economic viability of thermal retrofit measures. Currently, however, none of these models incorporate the effect of fuel price elasticity of demand. This paper offers a method for incorporating a factor for fuel price elasticity into models for assessing the net present value and payback time of thermal retrofits of existing homes. A set of working equations is developed, and empirically tested in a case study, a housing estate retrofit project in Ludwigshafen, Germany. The value used in these equations for year-on-year price elasticity, −0.476, is derived from further empirical studies. The inclusion of price elasticity is found to lower the net present value by 14–24% and lengthen the payback time by 5 years in some cases, and hundreds of years in others. It also shows CO2 saved over the technical lifetime of the retrofit measures to be 15–24% lower than anticipated. Germany, France, and the Netherlands have pursued different types of integration policies. Using data from a mixed method study, this paper investigates whether and how these differences have affected the settlement country and ethnic identification of the children of Turkish immigrants. The results indicate that integration policies do not affect ethnic identification, but an inclusive policy has a positive impact on settlement country identification. Multicultural policies do not seem to have any effect. Despite processes of exclusion and self-exclusion in all three countries, our respondents have developed a strong connection to their settlement country and in particular to their place of residence. Only a decade ago, slow growth and high unemployment plagued Germany, but the "sick man of Europe" has now moved to outperform the Eurozone average growth since the second quarter of 2010. This confirms Germany's recovery and its status as the growth engine of the continent. This surely is a success story. While Germany (also Austria and the Netherlands) is prospering, the peripheral countries in the Eurozone are confronted with a severe sovereign debt crisis. Starting in Greece, it soon spread to countries such as Ireland, Portugal, and Spain. In the course of the debate, Germany was blamed for the imbalances in Europe. In short, German export performance and the sustained pressure for moderate wage increases have provided German exporters with the competitive advantage to dominate trade and capital flows within the Eurozone. Thus, Germany is seen as the main beneficiary of the EURO. This argument, however, is vehemently disputed within Germany. Many economists and political leaders reject this argument and point to the flagrant lack of fiscal discipline in many of the peripheral countries. Some prominent economists, such as Hans-Werner Sinn, even disputes that Germany was the main beneficiary of the Eurozone. The paper analyzes the two sides of the controversy, and asks whether we are witnessing a more inwardlooking and Euroskeptic Germany. These issues will be analyzed by first focusing on the role of Germany in resolving the sovereign debt crisis in Greece, and the European Union negotiations for a permanent rescue mechanism. We conclude by discussing some possible explanations for Germany's more assertive and more Euroskeptic position during these negotiations. [ABSTRACT FROM AUTHOR]

This paper provides a detailed analysis of how the European Emission Trading System (EU ETS) as the core climate policy instrument of the European Union has impacted innovation. Towards this end, we investigate the impact of the EU ETS on research, development and demonstration (RD&D), adoption, and organizational change. In doing so, we pay particular attention to the relative influences of context factors (policy mix, market factors and public acceptance) and firm characteristics (value chain position, technology portfolio, size and vision). Empirically, our qualitative analysis is based on multiple case studies with 19 power generators, technology providers and project developers in the German power sector which were conducted in 2008/09. We find that the innovation impact of the EU ETS has remained limited so far because of the scheme's initial lack of stringency and predictability and the relatively greater importance of context factors. Additionally, the impact varies significantly across technologies, firms, and innovation dimensions and is most pronounced for RD&D on carbon capture technologies and organizational changes. Our analysis suggests that the EU ETS on its own may not provide sufficient incentives for fundamental changes in corporate innovation activities at a level which ensures political long-term targets can be achieved. The paper assesses the impact of different policy options on the land use and associated biodiversity values of jointly organised low-intensity grazing systems (‘Allmende’) in Bavaria. We use an integrated economic and ecological modelling approach to compare three scenarios with the situation in 2003/05. We base the economic sub-model on single farms, which alter their land use in response to economic stimuli. Within the economic part, factors like the farm's endowment with machinery and quota are regarded. Within the rule-based ecological sub-model we analyse: area of protected habitats according to the EC Habitats Directive; biodiversity for selected taxonomic groups and habitat quality for different target species. An overall evaluation of the scenarios indicates that decoupling has a limited effect, because higher direct payments compensate the effect of lower product prices. If all payments are strictly targeted to agri-environmental measures and set to a level which guarantees a low-input management of the grassland, the public costs could be reduced and additional habitats for the target species could be provided. Regarding all indicators but the extent of protected habitats and the public costs, a scenario with a cessation of public payments and market liberalisation performs the worst. Is there an antagonism between young and old in the electoral arena that could lead to the obstruction of welfare-state reforms? This article argues that this notion is a myth and lacks empirical evidence for the case of Germany. It is true that (a) there are imminent majorities of voters aged 50 and older; (b) older voters benefit from many welfare state programs and (c) life-cycle interests shape some attitudes towards single public policies. However, these facts alone do not represent an antagonism between young and old in the electoral arena. Firstly, differences in party preferences between age groups are due to generational effects associated with early political socialization. Secondly, lifecycle interests do not shape the German party competition because age is not a political division line (cleavage). Young age/old age is only a transitional boundary that all of us aspire to cross, meaning that material old-age interests are important to everyone. Finally, grey interests parties are notoriously weak and try to become parties for the interests of all age groups. Based on safety and quality principles, for each medical device (MD), regardless of its declared status as single- or multi-use device, careful considerations must be made. This includes assessment whether reprocessing is economical and ecological meaningful, and technical feasible. So far, however, in Germany reprocessing of declared single use MD is legally allowed, provided that the above aspects are well covered. The purpose of this paper is to elucidate, when circumstances allow reprocessing of declared single-use MD. For reprocessing of single use MD the following preconditions must be fulfilled: • The security level of the reprocessed MD must be equivalent to the status of the newly delivered item; this means that a patient is not exposed to a higher risk through a reprocessed disposable MD than through the new, i.e. un-processed product. • The reprocessing must be based on a detailed risk assessment and risk analysis, and must be described in detail regarding selection of the reprocessing method. Additionally, all necessary safety- and quality assurance measures must be stated. • The reprocessing measure needs to be accompanied with a quality management system which determines and documents the responsibility of all stages of reprocessing; where the corresponding reprocessing procedures are well defined; and the efficacy of the procedure is proven by product-specific or product-group-specific tests and reports. The process must be validated according to recognised methods of science and technology, taking into account potential negative influences of the reprocessing on the properties of the material and the technical and functional safety. Enhancing consumer satisfaction and well-being is an important objective of companies, retailers and public policy makers. In the current debate on climate change, a consistent theme is that consumers in developed countries must learn to consume less. The present study (based on representative data sets from the US, N = 1,017, and Germany, N = 1030) addresses these issues by using a scenario-based experiment to analyze how satisfied voluntary simplifiers (people who voluntarily abstain from consumption) are with their purchase decisions in the case of a muesli brand. The research question is whether people who follow a sustainable, simple lifestyle are more satisfied with their daily consumption choices than people who have a more consumerist lifestyle. If so, it would be easier for many people to change their lifestyles and consume less. In addition, this scenario experiment manipulates consumer empowerment and decision complexity since both factors are supposed to influence purchase satisfaction. The results are consistent across both countries and indicate that voluntary simplifiers experience a higher level of purchasing satisfaction than non-simplifiers, whereby empowerment and decision complexity play different roles. • This paper links the lifestyle of refraining from consumption with personal well-being and shopping satisfaction. • A scenario-based online experiment on the satisfaction of voluntary simplifiers with their purchase decisions is conducted. • Empowerment and decision complexity moderate the voluntary simplicity-decision satisfaction relationship in different ways. • Voluntary simplifiers are more satisfied with their purchasing decisions than consumption-driven individuals. • Consumer empowerment also leads to greater decision satisfaction. Introduction: A prominent policy, which has been proposed in many European municipalities over the last years is the promotion of cycling to decrease pollution and to increase public health. One important part of the assessment of this policy is the estimation of the induced change in bicycle crash numbers. Several recent works supported the ideas by reporting that cycling becomes safer if the number of cyclists increases, i.e., there seems to be a safety-in-numbers effect (SiN).Methods: The problems related to the interpretation of bicycle crash and volume data are discussed and an approach aiming at a better understanding of the SiN-phenomenon is presented. In particular it is proposed to adopt models with memory to pursue causal relations and to study SiN at different time scales. To estimate daily cyclist volumes from irregular counts, a weather based model for bicycle volumes is developed.Results: We provide a proof of concept for the proposed memory model by testing it on synthesized data and apply the proposed techniques on data provided by Berlin authorities. The application on synthetic data shows that improved fits with memory models can indicate temporal correlations within data and, thus, can give hints for causal relations. Although such a temporal correlation could not be substantiated in the real data, a surprising ambiguity was found to exist on different time scales. Over the long term, individual risks decline with increased bicycle volumes, while on shorter terms the opposite seems to be present: The more bicyclists are on the roads, the more unsafe cycling becomes.Conclusions: The paper concludes by considering possible interpretations for the observed ambiguity.
