This paper reports the motivations of middle-class Asian students who choose German universities of applied sciences under the third wave of international student mobility. It aims to provide a comprehensive understanding of the students' qualitative experiences in Asian countries that influenced their preference for German universities of applied sciences and their expectations of their German degree as cultural capital. The research analyzes the family, school, peer experiences of 23 Asian students currently enrolled in a German university of applied sciences to understand their motivations for choosing this type of institution and Germany. The findings reveal that the cultural capital that influenced their choice includes differentiation strategies of middle-class students, reasonable education investment choices of Asian students, and the use of a German degree as a trump card in the labor market. The study provides implications for the development of international higher education by connecting Asian students' aspirations for global cultural capital to a complex and atypical structure that encompasses global, national, and individual dimensions simultaneously. The concept of ecosystem services has great potential to anchor nature conservation and species protection more firmly in a broader social debate. As an assessment framework, it illustrates the benefits of natural services in the broadest sense and is the subject of intense debate with regard to its scope and the operationalization required for spatial planning. In the sense of an integration into the social debate about the sustainable use of natural resources, the concept should be included in the canon of educational offers - beyond the 'classical' offers and topics of environmental education. This paper exemplifies how the concept is taught in school education (using the example of the Federal State of Saxony, Germany), and in higher education in selected subject areas in Germany as well as in the further education landscape for planning practitioners (in Germany, Austria and Switzerland). The paper shows approaches and deficits for a future goal-oriented operationalization of the concept. The focus is explicitly on environmental education and the provision of educational offers for actors in spatial planning, and reflects the current landscape of educational offers in the mentioned fields. This paper describes the design, survey instruments, data, and their potential for use of a longitudinal study of (prospective) teachers in Germany that follows their professional and competence development from teacher education into the first years in the teaching profession. The Panel of Teacher Education Students (Lehramtsstudierenden-Panel (LAP)) is linked to the Starting Cohort 5 of the National Educational Panel Study (NEPS), which initially included about 18,000 first-year students in the winter term 2010/2011 and an oversampling of teacher education students (about 5,500 students). From 2014 onwards, multiple survey instruments--for example, aspects of preparatory service and of professional competence, instructional practices, and professional development--were specifically addressed to (prospective) teachers. The purpose of this paper is to familiarize readers with the important events in the life of Richter and his writing activities, in particular with his chemistry textbooks for higher education, well-known in different countries. Using the introduction of tuition fees at German public universities as an exogenous shock, this paper investigates its causal impact on the enrolment and migration decision of high-school graduates. Specifically, we conduct a quasi-experimental analysis by exploiting the spatial and temporal variation in tuition fee regimes as a result of a Federal Constitutional Court decision. Our empirical results show that the introduction of tuition fees had a particular impact on student migration. We observe three effects: first, male students show a stronger migration response compared to female students. Second, changes in migration behaviour are sensitive to geographical distance. Finally, comparing different types of higher education institutions, we find that the migration effect is larger for universities compared to technical colleges and colleges of arts or music. The principles of sustainable development are becoming extremely relevant for organisations. In the case of universities, these institutions can act as agents in promoting these principles within society. The literature contains a wide range of studies which show how universities may play a critical role in disseminating sustainability principles on the one hand, and their translation into practice, on the other. At present, many higher education institutions are becoming more aware of their impact on the environment, and trying to understand the environmental needs and implications of their operations. Going further, some universities are incorporating sustainability principles into their activities. One of the questions that universities are now facing is how education for sustainable development can be translated into practice so that it can be effective in transforming society. This paper will discuss the need for and the usefulness of integrative approaches to implement sustainable development in higher education. In addition to a theoretical review of the state of the art, the paper will use case studies from the Hamburg University of Applied Sciences (Germany) and Bournemouth University (UK) to illustrate the effectiveness of integration of sustainable development principles in university research and teaching activities, and the many benefits integrative approaches may bring about. In a recent paper on gender inequality in higher education Buchman and DiPrete (2006) assume that the decrease in the gender gap in college completion in the US can partly be explained by changes in the allocation of familial resources in favour of women. However, they do not test this hypothesis empirically. In this paper I examine the effects of sibling sex composition on the graduation of women in more detail by analysing data from the German Life History Study. I assume that resources are the key issue to explaining the effects of sibling configuration on educational attainment. Tertiary education is a good case for testing sex composition effects due to the unequal distribution of resources between and within families, because the direct costs and opportunity costs of higher education are relatively high compared to those of earlier educational decisions. Accordingly, I expect that working class daughters are most likely to be disadvantaged if they are raised with brothers. The empirical results show that in fact, not the presence of a brother as such hinders educational attainment of sisters, but older brothers have a negative influence on their sisters chances of graduation. In accordance to the hypothesis, this effect is stronger for university graduation than for graduation at Fachhochschule. For social class differences in sibling effects it turns out that working class daughters are particularly less likely to graduate compared to service class daughters if there are older brothers in the family. In today's teaching and learning approaches for first-semester students, practical courses more and more often complement traditional theoretical lectures. This practical element allows an early insight into the real world of engineering, augments student motivation, and enables students to acquire soft skills early. This paper describes a new freshman introduction course into practical engineering, which has been established within the Bachelor of Science curriculum of Electrical Engineering and Information Technology of RWTH Aachen University, Germany. The course is organized as an eight-day, full-time block laboratory for over 300 freshman students, who were supervised by more than 60 tutors from 23 institutes of the Electrical Engineering Department. Based on a threefold learning concept comprising mathematical methods, MATLAB programming, and practical engineering, the students were required to transfer mathematical basics to algorithms in MATLAB in order to control LEGO Mindstorms robots. Toward this end, a new toolbox, called the "RWTH--Mindstorms NXT Toolbox," was developed, which enables the robots to be controlled remotely via MATLAB from a host computer. This paper describes how the laboratory course is organized and how it induces students to think as actual engineers would in solving real-world tasks with limited resources. The article presents several papers related to German education. These papers are presented and discussed at the Deutscher Akademischer Austausch Dienst (DAAD) sponsored symposium at Michigan State University, entitled Engaged Learning: Best Practices to Invigorate German Literary and Cultural Studies. These papers provide a forum for critical self-reflection on the language/literature divide. Finally, the papers also address the issues in higher education such as the accountability and transparency in student learning.

This paper provides an overview of the development of libraries in the geographical area of the former German Democratic Republic (GDR) after it joined the territory of the Federal Republic of Germany (FRG) in 1990. It briefly describes the situation of libraries in the GDR and the major changes that accompanied the unification process. It also touches on a series of three nationwide studies on reading and library-user behavior, and on library legislation and major national-planning initiatives since 1989. For academic libraries, the unification process was mainly favorable, as a structured plan and continuous funding were introduced as part of higher education development. For public libraries, the process was less structured, severely reducing a previously very dense system within a very short time. Recent library statistics indicate, however, that the integration of the two library systems has benefited the remaining libraries and left no clearly visible difference between library systems in the eastern and western parts of Germany. The New School for Social Research's University in Exile accepted more German and European exiled intellectuals than any other American institution of higher education. This paper argues that transnational, cosmopolitan ideological and interest-based affinities shared by left-leaning American progressives and German-Jewish intellectuals enabled the predominantly Jewish University in Exile to become a vibrant intellectual space accepted by the community of largely anti-Semitic American academics. These affinities also illuminate why, despite the fact that the émigrés' exile was in large part the result of National Socialist hatred of Jews, Alvin Johnson (the founder of the University in Exile) and the faculty members that comprised it seldom discussed the University's Jewish demographics. The Jewish faculty members ignored the relationship between their ethnicity and exile because to focus on it would have been to admit that the cosmopolitan project they had embraced in Central Europe had failed. Johnson ignored the faculty's Jewish heritage for two reasons. First, he endorsed a cosmopolitan American nationalism. Second, he understood that the generally anti-Semitic community of American academics would have rejected the University in Exile if he stressed the faculty's Jewishness. In ignoring the University in Exile's Jewish demographics, Johnson and the University's faculty successfully adhered to a strategy designed to foster the exiles' entrance into the American intellectual community. Thus, while cosmopolitanism failed in Germany and Central Europe, the exiles' later influence on the American academy indicates that it partially succeeded in the United States. The paper addresses the paradox of value-free science and the need for value-oriented management education. Taking the values discussion in the German management community as an example, we identify two stereotypes in management literature: an allegedly value-free scientist who limits responsibility to economic aims and a value-laden academic who accepts responsibilities for societal aims and who aims to influence students' values. These stereotypes are then challenged against empirical data from a global survey of management academics. While the stereotypes are shown to be of only limited relevance, five clusters of management academics are identified based on their economic values, their social values and their intention to influence their students' values. As determinants of cluster attribution, cultural environment and discipline prove the most influential on value differences in the global sample. Gender, in contrast, has no significant impact. In this paper we investigate social selectivity in access to higher education in Germany and, unlike most previous studies, explicitly devote attention to semi-tertiary institutions such as the so-called universities of cooperative education. Drawing on rational choice models of educational decisions we seek to understand which factors influence upper secondary graduates from different social backgrounds in their choices of diverse tertiary institutions in Germany. We find that scholastic performance, expected job security, study duration, monetary costs and preferences for study content considerably contribute to the creation of socially selective choice patterns of post-secondary careers. The characteristics of semi-tertiary institutions-such as universities of cooperative education that combine firm-based training with tertiary education-constitute a potential alternative that could reduce inequities in access to higher learning. Our study attempts to contribute to the better understanding of the economic realization problem of the European higher education innovations by using the science and technology policy approach. The paper points out some imperfections by giving a landscape about the situation in the European Union. While one strand of economic literature suggests that the increased expenditures on R&D and on innovation lead to better economic performances we empirically pinpoint that the thriving expenditures per se are not necessarily enough to stimulate growth. Comparative studies describing the transition from higher education to work have often simplified the complex transition processes involved. In this paper we extend previous research by taking into account several steps that comprise labor market entry, e.g., recurrent education leading to more than one instance of labor market entry. By comparing Germany and the United States we also examine how the tertiary education systems influence these transitions via the mode of stratification (parallel tracks in Germany vs. consecutive tracks in the US), the coordination mechanism (state-controlled vs. market-based) and the degree of standardization in educational programs. In our empirical analyses using large-scale longitudinal survey data we find that transitions in the US are less standardized and regulated than in Germany. Furthermore, differences between students from lower- and higher-tier institutions are less marked than expected, both within and between the two countries. [ABSTRACT FROM AUTHOR]

The period after the Second World War was a golden age for library buildings in Germany -- especially when investment in higher education was increased in the 'Bildungsexpansion'. Typical examples of new and reconstructed buildings are checked against modern demands, based on a survey of the German university buildings in 2008. The globalisation of higher education implies the application of a neo‐liberal market forces model based on competition and choice. This is happening in Germany by gradual stages, and is often, but not necessarily correctly, assumed to be antagonistic to the Humboldtian model that underlies the classical German university tradition. This paper reports a survey which showed that staff and student role relationships were permeated by paradoxes and mutual incomprehension, and that the goodwill, dedication and respect of the professors towards their students were being wasted due to deficits in organisation and structure. Freedom, an integral part of the Humboldtian model, was much more beneficial to the staff than to the students, many of whom called instead for better guidance and course structure. The professors were sceptical about some features of re‐structuring such as more executive leadership on the part of their management, and did not want their institutions to be run like enterprises—though they did want them to have more autonomy. About one third were willing to accept a diminution in state power. The system seems at a stage where the advantages of the Humboldtian model are being 'delivered' only incompletely, and the potential of a market model has not yet been fully realised. Humboldt was himself an intellectual predecessor of neo‐liberalism, and would not have been opposed to the notion of a reduction in state power, even though this runs counter to the present 'German model'. The German apprenticeship system is considered an exemplary school-to-work program for youth not intending to complete a baccalaureate degree. Yet the traditionally highly stratified system has been changing, with more students pursuing both general education and obtaining vocational certification. Using the German SocioEconomic Panel, this paper analyzes initial wage levels based on school quality and training track for two cohorts of non-university young adults, 1984 versus 1994. For the older cohort from the more stratified system, graduation from the lowest school track predicted lower initial wages which vocational certification did not ameliorate. Vocational certification did predict higher wages for youth from higher quality school tracks. In contrast, for the 1994 cohort among whom general education is becoming more prevalent, formal vocational certification is an important predictor of higher initial wages for both high and low quality school tracks. The earnings of the 1984 cohort are also compared five, ten and 13 years after labor market entry. Apprenticeship predicts higher changes in wages by the final period. Returns to specific vocational training manifest in higher initial wages, but the effect obsolesces quickly over time. This pattern of initial returns and obsolescence holds for subsequent vocational certification, suggesting support for lifelong learning. [Copyright &y& Elsevier]

This paper gives an overview of the most relevant policy developments (1999-2001) regarding higher education in a number of Western European countries. The focus is on Austria, Denmark, Finland, Flanders, France, Germany, the Netherlands, Sweden and the United Kingdom. The following issues are addressed. Firstly, which issues are major issues in these countries in this three-year period? Secondly, can we explain why these issues are on the agenda? Thirdly, do the policy developments suggest increasing convergence in policies? We maintain that current policy issues reflect the existence or emergence of five global trends in and around higher education. The ubiquitousness of these trends explains why Western European governments are considering similar policy issues. However, this does not necessarily imply that governments in practice are offering similar policy solutions. It would be more accurate to state that the similar trends challenge governments to find policy solutions most suitable to reach specific national solutions in specific national contexts. 'Internationalisation' became a key theme in the 1990s, both in higher education policy debates and in research on higher education. The process is accompanied by a European policy that seems to favour a de-nationalisation of higher education, a growing responsibility of individual institutions of higher education and an increasing popularity of managerialism. This paper addresses the traditional controversial role of higher education as regards internationalisation and the nation -state, comparing the mainland European and the Anglo-Saxon approach. Assessing the different impacts of internationalisation as a challenge to European and German higher education, it analyses the role of the European Union and the Bologna process, as well as the icebreaker function of internationalisation for higher education reform in Germany. A closer look at the complex and dynamic multi-level set-up of internationalisation in European higher education reveals that it not only means varying border-crossing activities that are on the rise, but rather substantial changes towards systematic policies and a growing awareness of international cooperation and competition in an increasingly global higher education market. This paper presents new insights into the relationship between inequality in access to higher education and social stratification through the analytical lens of refugees' access to high participation systems of higher education (HPS). Taking stock of the growing numbers of refugees and their increasing—yet still marginal—demand for accessing higher education, the paper analyses the specific statuses and rights they are granted, and how they combine in two European Higher Education Area HPS, England and Germany. The comparative analysis draws on the desk-based study of immigration and access to higher education policies and mechanisms for refugees in the two countries. The concept of assemblage is called upon to highlight how complex combinations of asylum, welfare and access to higher education policies lead to differential rights which create different spaces of opportunity for refugees with higher education aspirations.
