The research aims to explore the paths and strategies of combining the academic libraries construction with the new Development Concept proposed by Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese-style Modernization (hereinafter, Resolution), and put forward some suggestions for the high-quality development of academic libraries. Focused on the cultural construction of libraries, this paper adopted a problem-oriented approach, emphasizing the combination of theorical and practical research. On the theoretical level, it analyzed the key points and significance of the Resolution, and systematically reviewed relevant literature, such as the research of scholars namely Chen Jianlong, Chu Jingli, Ke Ping, Shaughnessy T, Ostrow R, etc. On the practical level, it summarized the achievements and shortcomings in the development of academic libraries, and then discussed the paths and methods for addressing these issues. It is believed that since the reform and opening up, the development of academic libraries has made great progress, basically solving the problems of "nowhere to study" (insufficient space for reading) and "no books to read" (lack of reading materials) for university and college students, and the modernization of equipment and facilities is approaching international first-class level. However, there still exist some problems, especially: 1) the outdated organizational system, with low capacities in providing precise services and document and resource support; 2) an overemphasis on hardware consturction instead of industry-leading experts; 3) unstable development and low sustainability; 4) discrepancy between theoretical research and practical experience. Through the analysis of subjective and objective factors, the paper attributed the above shortcomings to insufficient cultural construction, especially the institutional construction. The research believes that in order to promote the high-quality development of China's academic libraries, it is necessary to build a new library cultural system that integrates national features, new quality productive forces, inclusiveness and cohesion, characterized by academic nature, digital intelligence, and socialization. It proposed four main tasks for academic libraries to continuously deepen the system and institutions reform. 1) To promote academic culture, including improving academic evaluation mechanisms, strengthening the discipline service organization system, promoting the construction of future learning centers, etc. 2) To promote digital culture, including enhancing the level of digital awareness, strengthening the application of data in areas such as decision-making management, resource development, service scenarios, and scholarly services. 3) To promote innovative spirit and the construction of a high- quality librarian team, especially to enhance the digital intelligence competencies of the librarians, establish a normalized mechanism for personnel recruitment, and expand user participation channels. 4) To promote the spirit of value co-creation, set up a multi-level platform for interaction and integration, improve the incentive mechanisms for the participation of library development, and build a new cultural ecosystem of integrated development.
