This paper analyzes descriptions of Ukrainian refugees in the aftermath of the Russian invasion of Ukraine. Findings of previous research on news media descriptions of refugees point to problematic descriptions of refugees that downgrade their deservingness of refuge and treat refugee status as an inherent feature of fleeing individuals instead of as contingent on external circumstances. However, there is a widespread perception that Ukrainian refugees are being reported on in a more positive light. We therefore examine how news media describe these refugees. Our corpus includes English media news coverage from February 25, 2022, to March 25, 2022, the initial period of the invasion. A discursive psychological analysis of news interactions where hosts elicit information from correspondents about current ongoings with Ukrainian refugees shows that Ukrainian refugees are constructed as vulnerable, and their actions are treated as reasonable given the situation. These descriptions construct Ukrainian refugees as those who are only contingently refugees and legitimate help‐giving by other parties. Our findings, therefore, highlight distinct, previously unanalyzed ways that refugees are constructed: contingent refugees. Background and aims: Estimated alcohol consumption from national self‐report surveys is often only 30–40% of official estimates based on sales or taxation data. Global burden of disease (GBD) estimates for alcohol adjust survey estimates up to 80% of total per capita consumption. This assumes that cohort studies needed to estimate relative risks for disease suffer less from under‐reporting than typical national surveys. However, there is limited evidence on which to base that assumption. This paper aims to assess the extent of underestimation of alcohol consumption in cohort studies concerning alcohol and mortality compared with official total consumption estimates. Design Comparisons of estimated per capita consumption from a comprehensive sample of cohort studies against official estimates by country and year. Participants: A total of 1 876 046 participants in 40 cohort studies from 18 countries on alcohol use and all‐cause mortality identified by systematic review. Measurements Alcohol consumption data from the cohort studies were converted into usual grams of ethanol per day and then to total age 15+ per capita consumption. Matched estimates were sourced from the World Health Organization (WHO) Global Health Observatory. Findings The cohort studies had mean coverages of age 15+ per capita alcohol consumption of 61.71% (ranging from 29.19% for Russia to 96.53% for Japan), after weighting estimates by sample size for within‐country estimates and by number of studies per country for the overall estimate. Regional estimates were higher for the United States (66.22%) and lower for western European countries (55.35%). Conclusions: Underestimation of alcohol consumption in cohort studies is less than in typical population surveys. Because some under‐coverage is caused by under‐sampling heavier drinkers, the current practice of uplifting survey estimates to 80% of total population consumption in global burden of disease studies appears to be appropriate. The EU's borderland between Finland and Russia provides a fascinating setting to study how different understandings of state and civil society meet, overlap, and fuse. Focusing on this border region, this study pits the conventional bilateral framework against the more recent EU one in depicting a cross-border space for civic activity. It offers a critical perspective on the official European Neighbourhood and illustrates a complementary vision of a non-territorial civic neighbourhood seeking to capture the networked and fluid topologies of contemporary cross-border processes. The paper underlines the role of civil society in bridging the gaps created by borders, and suggests that they provide a powerful driver for maintaining neighbourly relations in a tense climate. To better understand the transnational network-space they fashion, we must abandon the geographical idea of territorial exceptionality and be receptive to alternative interpretations not tied to a particular policy framework and the restrictions defined by it. In recent years, the problems of Russian gas supplies to Europe got quite serious as the events of January 2009 have shown. From an economic point of view, the sources of these problems are the monopoly of Ukraine as a transit country, on one hand, and Russian monopoly on supplies of gas to Ukraine, on the other. The paper analyses different schemes of supplying Russian gas to Europe and Ukraine. It is shown that under existing agreements on supplies of Russian gas to Europe, Ukraine does not take proper advantage of its position as a monopoly transit country. On its part, Russia could benefit by setting the price of gas supplied to Ukraine as a function of transit tariff set by Ukraine. [ABSTRACT FROM AUTHOR]

This paper first analyzes the question why did Czarist Russia and Ottoman Turkey fall behind the West? It is argued that interstate rivalry forced West European rulers to respect the private property rights of producers and subjects earlier and to a greater degree than czars or sultans ruling over huge contiguous territories ever had to. Incentives to work were better in Europe than elsewhere. The mobilization of available knowledge for productive purposes was easier than elsewhere. Limited government implied less political obstacles to innovation. Comparatively secure private property ownership in the means of production made the establishment of scarcity prices and the rational allocation of resources easier than elsewhere. Whereas the Western past was feudal, the Russian or Turkish past was patrimonial or even sultanistic. Feudalism is a much better starting point for establishing the rule of law and safe property rights than patrimonialism. The second issue has been the question why Czarist Russia could outperform Ottoman Turkey. Here the political consequences of the Muslim tolerance of slavery and polygyny matter. Being slaves, many members of Ottoman ruling elites were at the mercy of their owner, the sultan. Therefore, they became tools of arbitrary rule. Moreover, the practice of polygyny generated downward social mobility and political instability and thereby added another obstacle to the establishment of safe property rights for producers or merchants. The final issue is the economic prospects of Russia or Turkey. Economic freedom is better in Turkey than in Russia. Moreover, Russia is graying, whereas Turkey may look forward to a growing labor force. Although a rich endowment in natural resources seems to favor Russia, the resource curse has prevented other resource rich countries from developing. The emerald ash borer, Agrilus planipennis, is a beetle native to East Asia where it is considered a minor pest, preferentially attacking weakened or dying ash trees. It was first discovered in North America in 2002 and has since become one of the most serious invasive insect pests, killing millions of healthy ash trees in urban and forested settings. Similar damage is now occurring in the region of Moscow, Russia, which causes serious concern for Europe. In this paper, we review the current knowledge on A. planipennis in Asia and North America, provide new information on its occurrence in the region of Moscow and Eastern Russia and make recommendations for research and management strategies in Europe.
