The Chinese government's use of fiscal policy, which includes fiscal income and spending, is crucial in its fight against environmental pollution and climate change. Innovation‐driven has arisen as a new alternative to reconcile economic success with environmental conservation in light of tighter resource restrictions and the suggestion of the Chinese High‐quality Development policy. The paper uses an econometric model to examine the connection between institutional resource consumption efficiency and carbon neutrality, using a data set consisting of Chinese inter‐provincial panel data from 2007 to 2020 as a research sample; fiscal decentralization is also discussed as a potential moderating factor. Collaborative innovation positively boosts ecological efficiency and produces geographical spillovers, and the findings suggest so long as the economic distance is considered. When it comes to increasing ecological efficiency, collaborative innovation plays a more important role than financial decentralization alone. Among these is the improvement of carbon neutrality, which is best achieved via the joint promotion of ecological efficiency and industrial organizations. By reducing the intensity of the positive effect of innovative cooperation on ecological efficiency, the moderating effect suggests that fiscal decentralization is a critical factor in this relationship. Promoting China's ecological efficiency necessitates a fair distribution of local budgetary spending. Our planet is facing increasing challenges: climate change, biodiversity loss, pandemics, poverty, and many other problems closely linked to a deteriorating environment. Meanwhile, one of our most important assets, rangers working in protected and conserved areas responsible for managing large tracts of the planet's lands and waters, are often underutilized, underrecognized and underequipped. They are generally left out of the debate about conservation and sustainable development policy, despite being central to the success of those policies. This paper outlines the need for global leaders across multiple sectors to recognize the profession of rangers as essential planetary health workers and to position rangers more effectively within global conservation and environmental policy mechanisms. It introduces the challenges facing rangers, the emerging diversity of roles within the ranger profession and the important contribution of rangers to conservation and sustainable development. It presents policy and implementation avenues to improve recognition and professionalization of rangers as key executors of conservation and development policy, particularly considering the recent Global Biodiversity Framework ambitions. This paper seeks to develop climate‐riskification as a new analytical tool that can better address the nuances of climate security and climate risk discourses. The paper complements the riskification framework but moves beyond it in two crucial respects: the new tool substantiates the analytical relevance of this framework; and the paper respond to two common criticisms of the framework. First, climate change may not be articulated based on a security risk perspective at the expense of a security threat given that the logics of risk and threat do intersect. Second, the riskification of climate change may be counterproductive. The paper argues that the climate‐riskification tool can help researchers working on climate security to better understand the topic and the role of interstate institutions in the climate security debate. It briefly examines formal debates on climate and security in the United Nations Security Council (UNSC). The data generated from this context revealed that climate‐riskification has occurred in the UNSC, indicating the reality of climate‐related security risks – a motivation for proponents of climate security to continue riskifying moves whenever this topic is debated again. Atlantic salmon Salmo salar L. and brown trout Salmo trutta fario L. are species of high socio‐economic and ecological value. Declining populations make them target species of fisheries management. This paper reviews the direct effects of deficient longitudinal connectivity, changes in discharge, high water temperatures, oxygen depletion, changes in water chemistry and increasing loads of fine sediment on the critical life stages of spawning, egg incubation and emergence. It further provides an overview about the basic autecological requirements of Atlantic salmon and brown trout and summarises important thresholds of physico‐chemical tolerances. This collection of information provides important baselines for assessing historical, ongoing and new threats relevant for the management of both species in fresh waters. Critical early‐life stages of both species are almost identical, creating synergies in conservation and restoration. Abstract: Information on the response of vegetation to different environmental drivers, including rainfall, forms a critical input to ecosystem models. Currently, such models are run based on parameters that, in some cases, are either assumed or lack supporting evidence (e.g., that vegetation growth across Africa is rainfall‐driven). A limited number of studies have reported that the onset of rain across Africa does not fully explain the onset of vegetation growth, for example, drawing on the observation of prerain flush effects in some parts of Africa. The spatial extent of this prerain green‐up effect, however, remains unknown, leaving a large gap in our understanding that may bias ecosystem modelling. This paper provides the most comprehensive spatial assessment to‐date of the magnitude and frequency of the different patterns of phenology response to rainfall across Africa and for different vegetation types. To define the relations between phenology and rainfall, we investigated the spatial variation in the difference, in number of days, between the start of rainy season (SRS) and start of vegetation growing season (SOS); and between the end of rainy season (ERS) and end of vegetation growing season (EOS). We reveal a much more extensive spread of prerain green‐up over Africa than previously reported, with prerain green‐up being the norm rather than the exception. We also show the relative sparsity of postrain green‐up, confined largely to the Sudano‐Sahel region. While the prerain green‐up phenomenon is well documented, its large spatial extent was not anticipated. Our results, thus, contrast with the widely held view that rainfall drives the onset and end of the vegetation growing season across Africa. Our findings point to a much more nuanced role of rainfall in Africa's vegetation growth cycle than previously thought, specifically as one of a set of several drivers, with important implications for ecosystem modelling. Public policies increasingly address complex problems such as climate change mitigation and climate change adaptation that require forging connections across existing areas of policy activity. Despite the emerging prominence of these types of policymaking challenges, more research is needed to understand policy responses to them. In this paper, I use survey responses from 287 cities and a hurdle model to comparatively examine the factors that underlie the adoption of climate change mitigation and adaptation as issues influencing city policymaking and their extension across areas of city policymaking. I find evidence that while social change, crisis, and conditions supporting nascent coalitions were associated with adoption, extension across areas of policymaking was associated with the city?s prevailing political economy as well as the resources for expanding communities of interest. In the process, I offer empirical evidence for existing similarities and differences in cities? considerations about climate change mitigation and adaptation; particularly that the number of policymaking areas influenced by mitigation was associated with financial factors while the number influenced by adaptation was associated with socioeconomic ones. Water is an important key to understand Maya society, especially water availability within a context of climatic changes. Increasing drought would have pushed the Maya water systems into collapse. This paper studies the Maya water systems from an action‐oriented perspective, in order to understand what challenges the Maya had to overcome when dealing with water. The systems found at Tikal serve as main example, allowing comparisons with other Maya sites. In this analysis, hydraulic‐ and agent‐based elements are combined in a model to investigate the performance of the water system within extreme weather conditions and changing human agency. The results suggest that the Tikal water system was able to cope with most of the extreme situations. Furthermore, model results allow proposing that the Maya did not anticipate on short‐term changes in external conditions. Generally, in Tikal surpluses of water may have been as important as shortages of water. The extensive system of drains and canals present at Tikal may have been built to move water from the center of the city rather than to supply water to lower situated reservoirs during the dry season. Such a water‐removal system could be less centrally orientated and organized than is often argued. This could also mean that organizational structures of water systems of different city centers (Tikal, Calakmul, and Caracol) were more similar than usually assumed. This paper suggests that 'systemic risk' (e.g., of financial market collapse, or of ecological calamity) has a distinctive kind of moral significance. Two intuitive data points need to be explained. The first is that the systematic imposition of risk can be wrongful or unjust in and of itself, even if harm never ensues. The second is that, even so, there may be no one in particular to blame. We can explain both ideas in terms of what I call responsibilities of 'Collective Due Care.' Buildings are responsible for on average 43 per cent of anthropogenic carbon dioxide emissions, a figure that can rise to 70 per cent in cities. Consequently, 'green' building design has been focused on in efforts to reduce environmental degradation and change. It has been suggested, however, that collective learning and the mobilisation of knowledge between spatially dispersed communities are urgently needed, in particular to overcome what are often portrayed as knowledge deficits in relation to green design. The remit of this paper is to outline a framework for analysing the geographically heterogeneous impacts of attempts to mobilise green design knowledges. Drawing on economic geographical analyses of knowledge mobility, the paper reveals how regulative, normative and cultural-cognitive institutional contexts render green building design knowledges situated and place-specific. But it is also shown that bricolage - the bringing together of multiple mobile knowledges to produce new embedded green design knowledges - can overcome some of the problems faced. In particular, the analysis developed in the paper reveals: first, the role of multiple topological connections to metrically near and far but institutionally proximate places in providing diverse knowledges that can be folded together into place-specific solutions, and hence the need to conceptualise knowledge mobility as involving plural geographies of flow from multiple cities in the global north and south; second, the way economic geographers can contribute to debates about transitions to sustainability and situated sustainable building design through institutional analyses of the topologies of knowledge mobility, thus widening the relevance of their work to debates about the environment and climate change. Securing sustainable livelihood conditions and reducing the risk of outmigration in savanna ecosystems hosted in the tropical semiarid regions is of fundamental importance for the future of humanity in general. Although precipitation in tropical drylands, or savannas, is generally more significant than one might expect, these regions are subject to considerable rainfall variability which causes frequent periods of water deficiency. This paper addresses the twin problems of “drought and desertification” from a water perspective, focusing on the soil moisture (green water) and plant water uptake deficiencies. It makes a clear distinction between long-term climate change, meteorological drought, and agricultural droughts and dry spells caused by rainfall variability and land degradation. It then formulates recommendations to better cope with and to build resilience to droughts and dry spells. Coping with desertification requires a new conceptual framework based on green-blue water resources to identify hydrological opportunities in a sea of constraints. This paper proposes an integrated land/water approach to desertification where ecosystem management supports agricultural development to build social-ecological resilience to droughts and dry spells. This approach is based on the premise that to combat desertification, focus should shift from reducing trends of land degradation in agricultural systems to water resource management in savannas and to landscape-wide ecosystem management. Aim This paper demonstrates methods to extend standardized vegetation zone descriptions and mapped distributions across political boundaries. An extended climate niche for North America's Coastal Douglas-fir ( CDF) forest zone is determined and projected to evaluate its potential distribution under a changing climate and to identify climate refugia for conservation planning. Location Pacific Northwest temperate rain forest in British Columbia ( BC), CA, and nearby Washington ( WA) and Oregon ( OR), US. Methods Using a combination of ecosystem polygon mapping and ecological plot data with climate interpolation tools, forests characterized as CDF under BC's biogeoclimatic ecosystem classification system were identified in the neighbouring US. Current (baseline) limits to CDF distribution were identified and used to map its potential distribution and climate refugia under future climate conditions using ensemble Global Climate Model projections. Results The extended CDF climate niche covers 76 725 km2 under baseline conditions, with the majority of the area in the Pacific Northwest US. The extended CDF forest zone includes a vegetation assemblage consistent with existing definitions of BC's CDF moist maritime subzone, but also an additional vegetation assemblage representing a drier maritime subzone. Projections of future climate suggest a northerly shift (~150 km) and a decrease (−91.5%) in overall CDF area. Climate refugia are projected for discontinuous patches of CDF forest on Vancouver Island and adjacent mainland. Conclusions This project combined georeferenced ecological plot data and digital maps, thereby facilitating the international mapping of ecosystem distributions in adjacent administrative areas that do not currently use the same ecosystem classification and mapping systems. This approach and the concept of climate niche definition, distribution and persistence are applicable to the management, restoration and conservation of plant communities, particularly in evaluating future ecosystem range shifts and disruptions associated with a changing climate. The potential for dramatic reductions in the range of the Coastal Douglas-fir zone, with persistence in <15% of its current area, suggest that most of the extended CDF zone is marginally suitable for the characteristic CDF ecosystems and that slight shifts in climate or disturbance regime may greatly alter the character of the vegetation. The full climatic niche for British Columbia's Coastal Douglas-fir forest zone is determined from its mapped distribution and georeferenced plot data in the neighbouring USA. A new subzone is characterized, and the potential distribution of the extended zone is projected under a changing climate to identify climate refugia. As the effects of climate change are becoming more and more pronounced, the Arctic region is attracting renewed attention from politicians, transnational corporations, and environmentalists alike, many of whom are based geographically far from the region itself. Interests span from the prospects of vast oil and mineral riches and shorter international shipping routes, to preserving what is often framed as a fragile, pristine environment. As a resource frontier and a wilderness, but also a homeland and a space of culture to its inhabitants, the Arctic is characterised by potentially conflicting geographical imaginaries and visions of both the present as well as the future of the region. Hence, the political geographies of the Arctic are both messy and complex. This paper examines some of the principal themes and issues of Arctic geopolitics and offers a discussion of how scholars of Political Geography have engaged the topic at a time when an increasing number of academics are directing their analytical gaze towards the North. At a time when climate change is being defined and grappled with around the world as a looming large-scale environmental crisis, low-lying Pacific islands are being publicized in a range of practices as ‘disappearing islands’, and their inhabitants as future ‘climate refugees’. This paper is concerned with the disappearing island as a space in which new intersections between environmentalism and tourism can be explored. It analyzes specifically western representational practices associated with climate change imperatives on Tuvalu, an atoll state in the central Pacific. New phenomena are emerging there such as climate change tourism and the transformation of the islands into showcases of renewable energy. These phenomena are analyzed in order to understand how climate change meanings are being shaped by various participants in the debate. I argue that Pacific islanders are heroized as climate change saviours when environmentalists attempt to locate ethnocentric notions of environmentally harmonious, ‘traditional’ culture on disappearing islands. Further, islanders are objectified in the rhetoric of climate change tourism. Imagined destinies for atoll dwellers as climate saviours are sited uncomfortably alongside voyeuristic gazes turned towards inundated islands. Competing forces of compassion and voyeurism produced in the name of the Tuvaluan indigene are entrenching an iconic role for the Tuvaluan atoll dweller as climate change hero/victim. Global climate change is the major and most urgent global environmental issue. Australia is already experiencing climate change as evidenced by higher temperatures and more frequent and severe droughts. These impacts are compounded by increasing land use pressures on natural resources and native ecosystems. This paper provides a synthesis of the interactions, feedbacks and risks of natural climate variability, climate change and land use/land cover change (LUCC) impacting on the Australian continent and how they vary regionally. We review evidence of climate change and underlying processes resulting from interactions between global warming caused by increased concentration of atmospheric greenhouse gases and modification of the land surface. The consequences of ignoring the effect of LUCC on current and future droughts in Australia could have catastrophic consequences for the nation's environment, economy and communities. We highlight the need for more integrated, long-term and adaptive policies and regional natural resource management strategies that restore the beneficial feedbacks between native vegetation cover and local-regional climate, to help ameliorate the impact of global warming. The Endangered Species Act of 1973 is one of the nation's most significant and most controversial environmental laws. Over three-and-a-half decades, it has profoundly influenced both private and federal agency behavior. As the scope of that influence has come to be recognized, a law that is ostensibly to be guided by science has inevitably become entangled in politics. The generality of many of the law's key provisions has produced continuing uncertainty and conflict over some basic issues. Among these are what species or other taxa are potentially subject to the Act's protections, what the extent of those protections is, and whether the Act's ultimate goal of recovery is one that is being effectively achieved. New challenges face the administrators of this law, including that of incorporating climate change considerations into the decisions made under the Act, and responding to the information made available by recent advances in genetics. This paper provides a brief overview of the Endangered Species Act's history and its key provisions, and a more in-depth look at some of the current and recurrent controversies that have attended its implementation. Central and Eastern Europe (CEE) is a rapidly changing and developing region which is making the transition to a market based economy. Along with economic reforms, the countries of the region are engaged in substantial environmental reforms, including climate change mitigation activities. Mitigation of, and adaptation to, the consequences of climate change are costly processes. It is therefore of great importance that the national and international mechanisms addressing these problems use methods both environmentally sound and economically efficient. Through two case studies that address the Clean Development Mechanism (CDM) in the Former Yugoslav Republic of Macedonia, and the Green Investment Scheme (GIS) in Romania, this paper explores challenges, related tasks and main problems in the establishment of mechanisms of the Kyoto Protocol in Central and Eastern Europe. Climate change is expected to lead to an increase in the number and strength of natural hazards produced by climatic events. This paper presents some examples of the experiences of community-based organisations (CBOs) and non-governmental organisations (NGOs) of variations in climate, and looks at how they have incorporated their findings into the design and implementation of local adaptation strategies. Local organisations integrate climate change and climatic hazards into the design and development of their projects as a means of adapting to their new climatic situation. Projects designed to boost the resilience of local livelihoods are good examples of local adaptation strategies. To upscale these adaptation initiatives, there is a need to improve information exchange between CBOs, NGOs and academia. Moreover, there is a need to bridge the gap between scientific and local knowledge in order to create projects capable of withstanding stronger natural hazards. [ABSTRACT FROM AUTHOR]
