This paper explores how analytical hydrologic models can inform the effective design and choice of policy instruments to manage groundwater quality by coupling a social-planner's problem of optimal groundwater-quality management with analytical solutions from the hydrology literature. A theoretical analysis is performed in order to characterize the properties of an optimal emissions policy. The model is then applied in a numerical analysis of groundwater contamination by chloride from highway deicers, demonstrating the relevance of the theoretical results to practical management settings. This analytical approach can help determine which policy instruments are likely to be effective in controlling groundwater pollution, especially if costly numerical groundwater models are not available for the aquifer in question. Unlike previous economic studies of groundwater contamination, this approach defines optimal emissions policies as a function of geophysical parameters employed by hydrologists such as distance between source and sink, groundwater velocity, and aquifer dispersivity. An ensemble of six 22-year numerical experiments was conducted to evaluate the ability of Regional Climate Model version 3 (RegCM3) to simulate the energy and water budgets of the midwestern United States. RegCM3 was run using two surface physics schemes: Integrated Biosphere Simulator (IBIS) and Biosphere-Atmosphere Transfer Scheme 1e (BATS1e), and two convective closure assumptions: Fritsch & Chappell (FC80) and Arakawa & Schubert (AS74). Boundary conditions were provided by the National Centers for Environmental Prediction-Department of Energy Reanalysis 2 dataset and the ECHAM5 general circulation model. A companion paper examines the American Midwest under future climate scenarios. Overall, the model that reproduces the observed seasonal cycles of the midwestern United States climate system best is RegCM3 using IBIS and the AS74 convective closure assumption. IBIS simulates shortwave radiation more accurately, while BATS1e simulates longwave radiation more accurately. Summer two-meter air temperature is overestimated by the combination of IBIS and the FC80 convective closure assumption. All models contain a wet bias and overestimate evapotranspiration during the spring. Total runoff, surface runoff, groundwater runoff, and root zone soil moisture are best simulated by RegCM3 using IBIS and the AS74 convective closure assumption. While BATS1e does capture the seasonal cycle of total runoff, gross errors in the partitioning of total runoff between surface runoff and groundwater runoff exist. The seasonal cycle of root zone soil moisture simulated by RegCM3 using IBIS and the AS74 convective closure assumption is dry, but agrees with observations during the summer. Analytical solutions of the momentum and energy equations for tidal flow are studied. Analytical solutions are well known for prismatic channels but are less well known for converging channels. As most estuaries have a planform with converging channels, the attention in this paper is fully focused on converging tidal channels. It will be shown that the tidal range along converging channels can be described by relatively simple expressions solving the energy and momentum equations (new approaches). The semi-analytical solution of the energy equation includes quadratic (nonlinear) bottom friction. The analytical solution of the continuity and momentum equations is only possible for linearized bottom friction. The linearized analytical solution is presented for sinusoidal tidal waves with and without reflection in strongly convergent (funnel type) channels. Using these approaches, simple and powerful tools (spreadsheet models) for tidal analysis of amplified and damped tidal wave propagation in converging estuaries have been developed. The analytical solutions are compared with the results of numerical solutions and with measured data of the Western Scheldt Estuary in the Netherlands, the Hooghly Estuary in India and the Delaware Estuary in the USA. The analytical solutions show surprisingly good agreement with measured tidal ranges in these large-scale tidal systems. Convergence is found to be dominant in long and deep-converging channels resulting in an amplified tidal range, whereas bottom friction is generally dominant in shallow converging channels resulting in a damped tidal range. Reflection in closed-end channels is important in the most landward 1/3 length of the total channel length. In strongly convergent channels with a single forward propagating tidal wave, there is a phase lead of the horizontal and vertical tide close to 90, mimicking a standing wave system (apparent standing wave). In this paper, highly skilled and less-skilled immigrants in three age classes (20-34, 35-49, and 50-64) are distinguished. Since most highly skilled immigrants are males who enter the USA as numerically restricted, we study only numerically restricted male immigrants. Annual data (1972-1991) for 86 source countries are pooled, and the Hausman-Taylor instrumental variable technique is used to estimate the regressions. Along with measures of differential economic opportunities, migration costs, and USA institutional controls, we incorporate a unique set of variables relating to social programs in source countries.
