The United States Supreme Court's decision in Dobb's v. Jackson Women's Health Organization has heightened interest in the link between restrictions on abortion access and child maltreatment. Connecting decreased access to abortion to increases in child maltreatment and subsequent foster care entries presents substantive challenges related to the magnitude of any effect of abortion restrictions, methodological challenges related to limitations of existing sources of national child welfare data, and conceptual challenges related to the structure and function of child welfare systems. In this paper, we explore these substantive, methodological and conceptual challenges. Specifically, we consider both the actual impact of abortion restrictions on the occurrence of abortions and the complexities that studying the link between abortion restrictions and child maltreatment presents. We caution researchers about making causal links between abortion restrictions and either child maltreatment or foster care entries without sufficiently documenting limitations of national sources of child welfare data and accounting for multiple confounding factors. Transition-age youth with foster care involvement (TAY, ages 17–22) are at heightened risk for suicidal behavior. Despite this, mental health screenings are not standardized across child welfare (CW) systems and existing assessment tools are not designed for use with this specific population. As such, TAY are unlikely to be adequately screened for suicide risk and connected with needed services. In this paper, we sought to identify screening and assessment tools that could be effective for use with TAY in CW settings. Using PubMed and PsycINFO, we conducted a search of the current literature to identify some of the most commonly used screening and assessment tools for youth. We then narrowed our focus to those tools that met predefined inclusion criteria indicating appropriateness of use for TAY in CW settings. As a result of this process, we identified one brief screening tool (the ASQ) and four assessments (the SIQ-JR, the C-SSRS, the SHBQ, and the SPS) that demonstrated specific promise for use with TAY. The strengths and limitations of the tools are discussed in detail, as well as the ways that each could be used most effectively in CW settings. We highlight three key points intended to guide social work practice and policy: (1) systematic, routine assessment of mental health and suicide risk across CW settings is critical; (2) the protocol for assessing suicidal behavior in TAY must account for the wide variations in context and service provision; and (3) CW workers administering assessments must be thoughtfully trained on risk identification and the protocol implementation. Research has demonstrated children in out-of-home care have experienced trauma and a significant proportion are in need of behavioral health services (e.g. Casaneuva et al., NSCAW II baseline report: Child well-being, US Department of Health and Human Services, Washington, DC, 2011). Accessing services requires interagency coordination between child welfare and behavioral health professionals; however, challenges to coordination and collaboration may result in lack of service utilization for many youth (Hanson et al. 2016). Utilizing a mixed methodological approach, this paper describes the results of a study conducted five years after full state-wide implementation of processes designed to promote the use of evidence-based practices to inform decision-making for youth dually served by the child welfare and behavioral health systems. Outcomes from the study were used to develop strategies to address programmatic concerns and reinforce implementation supports. Mental health challenges have been recognized as one of the most prevalent issues impacting children and families within the United States. Children and families of color are disproportionately affected by this due to lack of access to preventative and ongoing supports, and programs that can help address their overall well-being. These issues are even more severe for those that are at risk or interact with the child welfare system. Social workers use various clinical modalities to assess and support them. In the recent years, child welfare agencies have turned to Evidence based programs (EBPs) as a best practice to meet the needs of children and families. The Title IV-E Prevention Services Clearinghouse, established by the Administration of Children and Families is a landmark effort to review and promote such EBP's that prevents foster care placements, including mental health programs. While the Clearinghouse has reviewed 141 programs and services, out of which 71 have been rated as promising, supported, or well-supported, there is a dearth of culturally responsive programs that have met the Clearinghouse criteria. Given the overrepresentation of African American and Native American Families in the child welfare system, and the critical role of the Clearinghouse in reviewing and promoting EBPs, this paper highlights the philosophical, administrative, cultural and logistical barriers for culturally relevant programs to be accepted into the Clearinghouse. It also provides specific recommendations on how the Clearinghouse and researchers can build EBPs that account for the intersection between mental health, social location and cultural identities of the children and families that social workers serve. Purpose: This conceptual paper connects the literature on the experiences and needs of youth in therapeutic residential care, trauma-informed frameworks utilized in these settings, and early research on trauma-informed design to facilitate an understanding of these connections and move towards developing a blueprint for trauma-informed design in residential settings for traumatized youth. Methods: A critical literature review drawing on trauma theory, trauma-informed care, evidence-based design, and trauma-informed design was conducted to inform the argument presented in this conceptual paper. Results: While many therapeutic residential care models engage trauma-informed care approaches to support staff in promoting healing environments for youth who have histories of complex trauma, the focus has remained on the psychosocial environment of care, and has yet to be systematically applied to the design of the built environment in which these programs are implemented. By applying the principles of trauma-informed care to the built environment, trauma-informed design has the potential to reduce retraumatization and promote resiliency among youth in care. Conclusions: Ultimately, this conceptual paper illustrates the value of further developing trauma-informed design principles to apply to settings that serve traumatized youth, such as therapeutic residential care facilities. Introduction: Preventing new parents who use drugs from bonding with and bodyfeeding their babies undermines public health. Because U.S. culture treats substance use as a moral failing rather than a health concern, punitive responses to perinatal substance use continue to dominate. This is particularly true for families of color, who are more likely to be targeted by the family regulation system. These approaches fail to protect families, and cause their own, separate harm. This article will lay out existing evidence surrounding bodyfeeding. Then, it will debunk harmful mythologies about drug use and human milk, and compare the risks associated with using drugs while bodyfeeding to those inherent in family separation. Finally, it will make the case for harm-reduction approaches over criminal ones. Objectives: The health risks associated with family separation are only rarely weighed against those associated with drug exposure through human milk. Our objective for this paper is to contribute new ways of framing the importance of keeping families together at birth, even when perinatal substance use is detected. Methods: This manuscript is not based upon clinical study or patient data, and exclusively references studies and research publications that have been approved by the appropriate ethics committee and which have therefore been performed in accordance with the ethical standards laid down in the 1964 Declaration of Helsinki and its later amendments. Results: Significant research data support the position that the risks associated with family separation are arguably greater than those associated with exposure to substance use in human milk. Conclusions for Practice: Harm reduction approaches should be favored over criminal approaches when perinatal substance use is detected or confirmed. Significance: The harms of family separation have already been well-documented by public health and social science researchers. The risks associated with substance use and human milk have also been the subject of significant academic research. However, the authors have not come across any articles that weigh the health risks associated with family separation against those associated with drug exposure through human milk. For young children, positive parenting is predictive of their prosocial development and positive emotional well-being. Understanding the factors that promote or undermine positive parenting is of particular importance for families at risk of child welfare involvement. For Latinx families, conceptualizations of risk are better viewed through a cultural lens. This paper explores predictors of positive parenting among Latinx families (Mexican and Puerto Rican) who are vulnerable to child welfare involvement. Weighted data were drawn from Wave 1 of the National Survey on Child and Adolescent Well-being II—Restricted Release (NSCAW-II), a national sample that approximated a probability sample of child welfare involved families. After controlling for all other variables in the model, being married and using only non-violent parenting were related to higher positive parenting scores. Experiencing IPV within the last 12 months was related to significantly lower positive parenting scores. Results from the study highlight the need for a trauma-informed approach to culturally specific services for Latinx families who are vulnerable to the child welfare system. Child welfare work is inherently difficult, and child welfare agencies are known to experience high rates of turnover. We sought to expand the existing literature on intention to leave one's child welfare agency and commitment to child welfare work through examining the coping mechanisms of frontline workers. Having and utilizing healthy coping mechanisms has proved beneficial to child welfare workers in previous research. In this paper, we examine specific coping mechanisms identified in the Comprehensive Organizational Health Assessment and how they were associated with child welfare workers' intent to leave their agency and their commitment to remain in the field of child welfare during the SARS CoV-2 (COVID-19) pandemic. We surveyed over 250 child welfare caseworkers using the COHA instrument. Using both bivariate analysis and linear regression, we identify specific coping mechanisms, such as staying present with friends and family, as highly influential and discuss ways to strengthen these areas. Expanded non-invasive prenatal testing (NIPT) has provoked ethical concerns about its justifiable scope. In this paper, we evaluate the role of the child's right to an open future in setting the scope of NIPT. This 'open future principle' has been cited in arguments both limiting and expanding parental freedoms. This moral right holds that adult autonomy rights which children cannot yet exercise should nonetheless be protected until they can. Its purpose is to protect the future autonomy of the child as a future adult. Several authors have extended this rationale from child to fetus. However, the right was not anticipated to apply to the fetus, a non-legal entity in many jurisdictions. The aim of this paper is to reconsider whether this principle is useful to help deliberate the scope of NIPT. We find that extending the open future principle to delineate the scope of NIPT is theoretically flawed. We contend that in the prenatal context its value primarily lies with counselling for prenatal screening where it can be used to encourage parents' reflection on the implications of knowing for the sake of knowing on their future children and their relationship with them. Parental involvement in dual-earner families is a subject that has been widely studied in the literature in Western contexts. Less attention, however, has been allocated to the challenges that dual-earner families encounter in raising children in Arab Gulf states. This paper study aims to address the following questions: To what extent are dual-earner families involved in their children's lives? What are the gender differences in parental involvement? This paper employed the 2017 survey data of working Qatari males and females to measure their parental involvement and engagement in family time and childcare. The results highlighted parental factors, work characteristics and social supports as key factors determining the degree of parental involvement. The results also showed the gender differences in parental involvement scores, which comprise several factors, including work demands and time spent with children. Taken together, our findings provide insights allowing suggestions for mechanisms that could generate foundational parental welfare policies for dual-earner families in Qatar and the wider Arab Gulf Region as a whole. Further contributions to this research domain could include studies encompassing a wider scope of geographical locations within the Arab Gulf states using robust experimental investigations. Compared with working mothers, fathers are less likely to spend time on childcare, indicating gender differences in parental involvement. Non-beneficial paediatric research is vital to improving paediatric healthcare. Nevertheless, it is also ethically controversial. By definition, subjects of such studies are unable to give consent and they are exposed to risks only for the benefit of others, without obtaining any clinical benefits which could compensate those risks. This raises ethical concern that children participating in non-beneficial research are treated instrumentally; that they are reduced to mere instruments for the benefit of science and society. But this would make the research incompatible with the widely endorsed principle of the primacy of the human subject (henceforth PP), which stipulates that the interests of the participating individual should prevail over the interests of science and society. This paper deals with this conflict. It analyses solutions to this problem developed in the literature, and shows that they are unsuccessful. Finally, it offers a new idea of how to reconcile the conduct of non-beneficial paediatric research with the PP. Violence, abuse and neglect constitute major threats to children's health and wellbeing globally. However, until recently, relatively little systematic attention has been paid to the role of faith communities in shaping the protective environment for children. This paper describes the development of a measure to capture child-protective disposition amongst faith communities through field studies with faith leaders and their spouses in Senegal, Uganda and Guatemala. Identifying common factors related to child care and protection practices, orientation to child rights and approaches to discipline, the measure potentially serves to both inform and evaluate interventions seeking to engage with the beliefs and behaviours of faith communities to support children's health and wellbeing. This paper highlights findings from the first phase of an ongoing qualitative Youth Participatory Acton Research (YPAR) study with a group of students with foster care experience at a large public university in the Northeastern United States. The first phase of data collection consisted of a focus group designed and carried out by co-researchers, amongst themselves. Data was analyzed in two ways, by a faculty member and doctoral student, using thematic content analysis, and through a collaborative analytic process with student co-researchers using an adapted version of Carol Gilligan's, "Listening Guide" in which co-researchers created, analyzed and performed "I Poems" from the focus group transcript. Findings from each data analytic process were compared and contrasted; discrepancies amongst themes from each analytic process led to the merging and creation of new modified themes. Findings illuminate the barriers and facilitators to completion of high school, and applying to college for this cohort of students, as well as barriers and facilitators to retention once in college. Additionally, recommendations are made for university professionals to become more affirming of scholars connected to foster care systems. This study is unique in that it is the first known study to engage with college students with foster care experience in a participatory research process that centers their voices, concerns and priorities in both research design and data. Background: Pregnancy and early parenthood can be challenging transitional times for many families, especially those struggling with opioid use disorder (OUD). Over 8 million children live with a parent with SUD and parental drug use has been attributed to rising rates of family instability and child welfare involvement (Lipari & Van Horn, 2017; AFCARS, 2020;). Community-based prevention programming for families with young children, such as evidence-based maternal and child home visiting (EBHV), may we well positioned to engage and support families impacted by the opioid epidemic through early childhood. This paper presents case studies to highlight promising practices for adapting EBHV models to families impacted by SUD from the perspectives of staff and administrators. Methods: Data from three pilot sites are presented as case studies. These sites were selected to represent the most innovative and developed adaptations to EBHV for families impacted by substance use from an implementation evaluation of state-funded pilot sites (N = 20) at existing home visiting agencies across Pennsylvania. Data reported here represent semi-structured interviews with 11 individuals. Data were coded to facilitators and barriers nodes to understand the process and impact of pilot implementation. Results: Systems-level collaboration and coordination were key to serving a population already engaged in multiple systems. Engagement of substance use experts allowed home visitors to focus on delivery of evidence-based curricula supporting family stability and child development. External partnerships reduced stigma among home visitors. Across sites, staff struggled with the increased acuity of social complexity of the OUD population. Conclusions for Practice: Pregnancy and early parenthood are challenging transitional times for many families, especially those with OUD. Evaluation results demonstrate the promise of systems-based adaptations to community-based prevention programming for families with young children, such as maternal and child home visiting, to better support families impacted by SUD. Adolescents in out-of-home care generally have poor prospects for reunification with their birth families. However, for some adolescents in care, with deliberate support and intervention, there may opportunities for successful reunification. The Adolescent Reunification Program (ARP) is an Australian program designed to assist young people aged 12–17 years return home to their families. The program focuses on supporting families, mentoring young people so as to meet their developmental and educational needs, and providing a safe home environment. It also included an innovative therapeutic component which focused on addressing the consequences of intergenerational trauma in order to help repair relationships between parents and children. The purpose of this paper is to describe the therapeutic component of the program and to examine the potential value of therapy in a family reunification context with a particular focus on client receptivity and preliminary evidence on outcomes. Using case illustrations, this paper describes the therapeutic component of the ARP and provides a preliminary evaluation of these components using a mixed methods approach, including standardised psychological assessments, qualitative interviews with parents and young people, and reflections from the program workers. The therapeutic component of the ARP may have helped to break the cycle of intergenerational trauma by bringing focus to the interrelationships between how people feel and how they act. This was done through the work of therapists attempting to combine non-judgmental exploration and positive therapeutic framing with practical support within the context of the environment where the family reunification occurred. Therapy in conjunction with practical supports within a multidisciplinary collaborative approach may help to facilitate better outcomes for reunification when working with complex families. The paper reports on findings from an empirical study based on qualitative interviews with Norwegian parents identified as part of a high-conflict divorce situation and interviews with caseworkers from a child welfare service. The site of study is an institutional circuit of concern, assessment, and referral involving the court, child welfare services, and a public family therapy service. The paper draws on the social ontology and analytic concepts of institutional ethnography and adopts parents' standpoint to explore how their knowledge and experience are shaped through encounters with professionals in the process of being identified and assessed as a high-conflict divorce case. The focus on people's doings and their expert knowledge about their doings sets institutional ethnographic research apart from more conventional forms of qualitative inquiry that focus on informants' inner experience. The paper highlights how a generalized professional discourse seems to permeate the work that parents and caseworkers jointly engage in, sometimes subsuming the knowledge and experience of those involved. When the issues of life as subjectively known and experienced are different from those of the institutional discourse, there is a danger that what is important to those whose lives they concern escapes the dialogue between parents and professionals. Technology-enhanced training such as virtual simulations can be effective only to the extent evidence-based principles of learning are integrated into their training platforms. Assuming skill acquisition is the target of training, programs should include time and space for repeated practice opportunities structured through evidence-based learning theories (Amodeo et al. in Adm Soc Work 33:423–438, 2009). Essential learning attributes derived from Cognitive Load Theory (Sweller in Cognit Sci 12:257–285, 1988) and the Theory of Deliberate Practice (Ericsson et al. in Psychol Rev 100:363–406, 1993) can effectively integrate into virtual simulations intended to build expertise. Virtual Home Simulation (VHS) and Virtual Motivational Interviewing (VMI) are presented in this paper as an approach to develop virtual simulations that provide child welfare workers a means to deliberately practice essential skills toward competence before entering the workforce. This paper reviews the development process, specific design aspects, and lessons learned as a guide on how to integrate effective learning attributes. Implications for using virtual simulations, including cost-benefits, measuring performance over time, and addressing training complications due to Covid-19 or similar obstacles, are also provided. This paper examines the academic research discourse on strengths-based practice in child welfare. A gap in the literature exists concerning systematic research studies addressing strengths-based practices with families in the child welfare system. Therefore, the aim of this paper is to examine how a strengths-based approach facilitates working relationships between child welfare services and families. A systematic review was performed following the principles of the PRISMA statement and included 11 peer-reviewed articles, published in English, in academic journals from multiple scientific databases, reporting primary research. Strengths-based skills were found to be essential to fostering a stronger rapport with families and to building relationships with them. Furthermore, strengths-based approaches facilitate personal engagement, which can increase the sense of empowerment and encourage families to find solutions and to make decisions about their own lives. One of the study's findings suggests that in the process of empowering families, workers themselves learned to empower themselves. Workers shifting towards strengths-based thinking enhanced their sense of self-empowerment, which increased their knowledge and skills to help empower families. The findings of this review indicate that the strengths-based perspective reported from the studies facilitates positive interaction between workers and families, including collaboration and the building of relationships. The purpose of this paper is to estimate the association between Protestantism and child mortality for Brazil. This paper employs data from the 1991, 2000, and 2010 Brazilian censuses. The association between Protestantism and child mortality was estimated using a conventional negative binomial regression model for women between the age of 20 and 34 years. This paper finds that the death rate of children born to Protestant mothers is around 5% lower compared to non-Protestant mothers, even after controlling for an extensive array of demographic and social characteristics. When Protestants are split into 'Traditional' and 'Pentecostal' groups, we find that the child mortality rate is substantially lower for Traditional Protestants. Our study contributes to the literature by providing recent empirical results on the association between child mortality and Protestantism in Brazil. [ABSTRACT FROM AUTHOR]

We describe a computer-assisted program for conducting well-body assessments of children with neurodevelopmental disabilities attending a private special education school. Classroom instructors completed daily assessments to detect the presence of bodily injuries and other skin trauma, determine the need for medical treatment, and monitor healing status. Evaluations performed with the classroom instructors revealed that they implemented the program with high integrity and rated several procedural components favorably. Compared to "paper form" data recording, clinicians and supervisors judged the computer-assisted program to track student injuries more thoroughly and record student injuries more accurately. The importance of health monitoring among persons with neurodevelopmental disabilities, advantages of technology-based assessment methods, and practice considerations are discussed. Schools respond to the complex needs of students exposed to traumatic and adverse experiences as part of an interconnected system of care that includes health care, child welfare, juvenile justice, housing and a variety of other community services. As legislation increasingly mandates inter-organisational collaboration, attention has turned to consider the ways in which educators and professionals of other disciplines and services interact. This paper analyses the partnership between an educator and a psychologist in the development, delivery and evaluation of a trauma-informed practice program for schools. Using a case study methodology, the research used qualitative analysis of the authors' reflections on their partnership to identify factors that have enabled and sustained interdisciplinary educational work. The findings highlight key elements of sustainable interdisciplinary joint work—including knowledge sharing, opportunities for expansive learning, adapting to changing working relationships and overcoming systemic barriers for collaboration. Peripartum individuals with substance misuse are a high-risk population that challenge clinicians and child welfare specialists alike. Federal legislation was updated in 2016 with the Comprehensive Addiction Recovery Act (CARA) to improve care via expanded screening and treatment referrals for peripartum women with substance misuse. The implementation of CARA requires providers to update their policies and procedures in order to meet the requirements outlined by this legislation. As this is a new process, this paper reviews the new administrative reporting and safety planning requirements relevant to obstetrical care providers and provides examples of best practice for different clinical scenarios. Given the variable state laws, confidentiality concerns, influence of stigma and health inequities on substance use treatment, and the fragmented healthcare system, implementation of CARA will challenge obstetric, pediatric, and mental health care providers along with child welfare services. All entities involved must work together to create effective and efficient protocols to address the CARA requirements. Cross-system implementation efforts can support needed mental health (MH) service utilization among children involved in the child welfare (CW) system. The Partnering for Success (PfS) initiative is one such effort that promotes greater collaboration between the CW and MH providers by building capacity within and across each system. Frontline CW providers learn to accurately identify child MH treatment targets, link families to locally-provided evidence-based treatments (EBTs), and monitor treatment progress. Concurrently, local MH providers are trained along with CW workers to utilize Cognitive Behavioral Therapy plus Trauma-Focused CBT (CBT +), a common elements training and consultation approach focusing on typical MH issues for CW-involved children: Anxiety, Depression, Behavioral Problems, and Traumatic Stress. Finally, agency leadership receive support around promoting implementation and sustainment. This paper examines factors identified by participating CW and MH staff which impacted PfS implementation. Twenty-nine frontline, supervisory, and executive CW and MH providers were interviewed via audio-recorded web-based calls in six focus groups and 10 individual interviews. Factors facilitating implementation success included training/consultation, support from supervisors and agency leadership, improved referral processes, high quality relationships and communication between CW and MH frontline staff, PfS tools and resources, opportunities to use PfS, as well as buy-in from providers and families. Implementation barriers included poor communication between CW and MH providers, conflicts over role expectations, workload and turnover challenges, lack of buy-in, as well as provider (e.g., not aligned with CBT +) and client characteristics (e.g., frequent crises). Foster and adopted children often experience multiple traumatic and adverse experiences. A growing body of literature indicates the negative impact of trauma on developmental milestones and brain development, which supports the need to address complex trauma among this vulnerable population of foster and adopted youth. This paper presents an overview of the unique needs of children adopted from the foster care system from the perspective of adverse childhood experiences (ACEs), complex trauma, and developmental trauma disorder (DTD). There is an increasing number of evidence-based trauma-focused services and interventions for children and youth. However, many adoptive parents have limited trauma-informed training and limited access to trauma-informed and adoption-competent professionals, particularly long-term supports across developmental stages, making them ill-prepared to meet the needs of children in their care. This paper contributes to the understanding of how access to these trauma-focused services can be increased through new technologies, to better prepare and empower adoptive parents to deal effectively with difficult adoption issues when they arise and to improve outcomes for children and youth adopted from the public child welfare system. Several innovative approaches toward this end include harnessing technology to: (1) improve access to suitable adoption resources, (2) improve mechanisms to track critical events, behaviors, emotions, functional abilities, strengths, etc., in order to determine timely, on-demand contextual services, and (3) extend professional, supportive environments beyond the adoptive family context by proposing the use of technology to build interdisciplinary, virtual community partners. Securing the welfare of children and the family is an integral part of social work. Modern society has experienced enormous changes that present both opportunities and challenges to the practice of social work to protect the welfare of children. It is thus essential that we understand the experiences of social work practitioners in different parts of the world in order to adapt practice to the changing times. To help achieve this, we present a collection of papers from around the world that presents findings on various aspects of social work research and practice involving children and the potential for improved service delivery. As U.S. policy and practice further constrains the prevalence of residential treatment for youth with emotional and behavior challenges, treatment foster care (TFC) placements are expected to expand and serve challenging youth who were previously receiving group care placement. Treatment foster parents play an essential role in the delivery of TFC and its potential to be a transformative and healing environment for youth. Using qualitative analysis of semi-structured interviews from 23 experts in TFC practice as well as more general child welfare training and implementation science, this paper seeks to build knowledge around the training and support needs of TFC parents from the perspectives of TFC experts. Findings suggest the importance of TFC parents viewing themselves as treatment providers and not just parents. They need to have competencies specific to working as a member of a treatment team, knowledge of public systems, and skills to manage youth challenging behaviors. Best practices in equipping TFC parents should follow adult learning principles that focus on experiential learning with peer support and ongoing coaching or reinforcement. After nearly two decades of cultivating an evidence based practice milieu in Washington State, the 2012 legislature passed House Bill 2536 (HB 2536) to promote the increased uptake and use of evidence based practices in the child welfare, juvenile justice and child behavioral health systems. The current paper examines stakeholder participation and engagement in HB 2536 during the first year of its implementation. The current paper describes the community response, influence, and engagement during the drafting of the bill language. It then describes initial policy implementation and community engagement efforts within a framework of implementation strategies (Powell et al. in Medical Care Research and Review 69:123-57, 2012). Analysis includes common concerns, statements of support, and suggestions from diverse stakeholder groups. Discussion reviews the lessons learned and future directions, including opportunities for additional collaborations with community stakeholders in the subsequent years of HB 2536 implementation. This study assesses prevalence of substance use, and the impact of housing instability. and independence preparation on substance use in two samples: youth currently in-care and former foster youth. Both samples were from a mid-Atlantic state with youth currently in-care residing in rural jurisdictions and former foster youth residing in the state's largest urban jurisdiction. A cross-sectional design utilizing paper and web-based surveys was used to collect data. Findings indicate youth in-care are consuming substances that are on average with national prevalence statistics. However, former foster youth are consuming substances at alarmingly high rates well above the national prevalence. A high rate of housing instability after leaving child welfare was reported for former foster youth. In addition, greater preparation for independence among former foster youth was associated with less substance usage. Background: Foster parents experience multiple challenges; however, managing problematic child behaviors can be especially difficult. Given the ecological nature of challenges associated with fostering, it is imperative that researchers identify means for combatting foster parent stress and factors that may contribute to placement disruption. Objective: The purpose of this paper is to examine the importance of social support for foster parents, in regards to confidence and satisfaction, as well as perceived challenges with fostering. Additionally, social support was evaluated as a moderator between reported child behaviors and foster parents' confidence and satisfaction with fostering. Method: This study included 155 licensed foster caregivers across the United States. Participants completed standardized measures (i.e., child behaviors, satisfaction and challenges as a foster parent, social support) through an online survey after being recruited via social media. Variables were analyzed through simple and hierarchal linear regressions. Results: Findings indicate that social support significantly predicted confidence and satisfaction as a foster parent; intensity of child behaviors is negatively associated with confidence as a foster parent and positively associated with an overall perception of challenges related to fostering; and social support moderates the relationship between perceived problem with child behaviors and perceived challenging aspects of fostering. Conclusion: This study indicates social support may be a protective factor for foster parents in regards to child behaviors and challenges associated with fostering. Students in the Frontline social work qualifying program undertake seven graded observations of practice in child welfare contexts during their qualifying studies. Before the Frontline program, educators had not attempted to implement graded observations of practice in a qualifying program in the United Kingdom. In this paper, we seek to show how graded practice observations have been undertaken in the Frontline program and provide information about the research base informing its development. A summary of findings from three preliminary research studies are presented. We suggest it is possible to grade practice consistently in child-welfare social work. However, we found considerable variation in marks awarded and evidence of grade inflation in all three studies. Using an interpretive lens, we argue that differences between graders should be anticipated because this is a complex assessment task requiring context-dependent judgment. We recommend developing a "consensus discussion" approach to moderation to improve reliability of grading practices, in which graders are encouraged to make the reasoning behind their grading decisions explicit. This article aims to analyse a possible manner of approaching the birth of intersexual children. We start out by summing up what intersexuality is and how it is faced in the dominant clinical practice (the "treatment paradigm"). We then argue against this paradigm, in favour of a postponement of genital surgery. In the second part of this paper, we take into consideration the general question of whether only two existing sexes are to be recognized, arguing in favour of an expansion of sex categories. In the third part, we illustrate the reasons supporting provisional sex attribution: the child's best interest and respect for their developing moral autonomy. This position aims to increase the child's well-being and self-determination, limiting parents' freedom to take decisions on behalf of others, in particular, those decisions concerning basic aspects of their children's personal identity. Attachment theorists believe that children rely on their caregivers for protection and exploration. Due to this emphasis on independent exploration, however, the extent to which this notion of secure-base behavior is valid in societies emphasizing belongingness, such as Japan, has been questioned. By conducting an in-depth exploration of two Japanese collectivistic concepts, amae and ie, the present paper reexamines the relevance of secure-base behavior in Japan. Current discussions of amae have relied on psychoanalytic concepts that were developed in Western culture, and thus may not accurately represent Japanese parent-child relations. By examining another traditional concept of the family system, ie, this paper proposes that attachment theory is relevant in Japanese culture because children's individual competence is important to their families. Australia's research and knowledge base on cultural competency has been slow to develop. To help address this gap, the New South Wales (NSW) Department of Family and Community Services (FaCS) funded a large scale study in this area, which included a detailed literature review. The paper reports on key findings from that review including that collectivist values are at odds with 'child-centred' philosophies of child protection; there is an inherent tension between the right to equal protection from harm and the right for respect in cultural differences in parenting and family functioning ('cultural absolutism' versus 'cultural relativism'); there are factors that uniquely characterise 'the migrant context' (especially lack of awareness of child protection laws and systems, economic disadvantage, and fear of authority); and that cultural competency is separable from cultural awareness and cultural sensitivity, and also different from addressing language barriers. However, in reviewing the literature it became apparent that the specific roles and responsibilities of workers, agencies, and systems were not clearly delineated. Thus this paper also aimed to address this unmet need. Identifying their unique roles and responsibilities can help ensure that the delivery of child protection services are efficiently and effectively mobilised from both the 'top' and 'bottom' to benefit all ethnic minority families. Moreover, any implementation of cultural competency needs to move beyond the emphasis on culture and acknowledge the dimensions of inferiority and oppression to truly promote value for diversity and protect ethnic minority children from the dangers of systematic disadvantage that institutional racism represents. Record numbers of unaccompanied refugee minors have been arriving in high-income countries since 2015. Child welfare agencies and non-governmental organisations tasked with providing services have struggled to cope with demands on their services as a result. Despite this, there is little research on how best to meet their needs and in particular what services can mitigate the psychological difficulties they face. As a result, the evidence base for social services for refugee children remains very limited. This paper is a systematic review and meta-analysis of the evidence on the relationship between care placement type and the educational, mental health and physical health outcomes of unaccompanied refugee minors. We searched ten databases and identified 3877 citations which were screened for inclusion. Nine studies were included in the final review, with seven included in the meta-analysis. Eight studies examined the link between accommodation type and mental health outcomes, and two analysed the relationship between accommodation type and education. There were no studies looking at physical health outcomes. Included studies suggest that foster care and placements that are culturally sensitive may be associated with better mental health outcomes. Child welfare investigators have come to expect access to interview children at school as a means to ensure their own safety. Court cases have questioned if interviews at school without a warrant, court order, exigent circumstances, or parental consent violates the Fourth and Fourteenth Amendment rights of child and parents. This review paper uses the 2011 Supreme Court case, Camreta v. Greene, to set the stage for the need to conduct a review of relevant statutes and policies from all 50 states that regulate interviews at schools. Guidelines with variation in the amount of detail offered by each state leaves a need for further examination of what are best practice standards for child welfare investigators who interview children at school. Mentalization-based interventions show promise in improving mental health outcomes for children and parents through increasing a family's reflective functioning, or ability to mentalize. Mentalizing involves the ability to understand behavior in relation to mental states, such as thoughts and feelings, and typically develops within the context of secure attachment relationships. One area not given much consideration when training foster parents is their capacity to mentalize. This study evaluated Family Minds, a newly developed psychoeducational intervention for foster parents, designed to increase their ability to mentalize. The current paper reports on the development and preliminary empirical evaluation of Family Minds in a quasi-experimental study where 102 foster parents received either Family Minds or a typical foster parenting class, which served as a control group. Results indicate that parents who received Family Minds significantly increased their levels of reflective functioning as assessed with the Parental Reflective Functioning Questionnaire and a new Five-Minute Speech Sample procedure coded using the Reflective Functioning Scale, and revealed a tendency to show decreased levels of parenting stress on the Parenting Stress Index, while the control group showed no such improvements. These findings support the hypothesis that a short-term psychoeducational intervention may improve foster parents' ability to mentalize themselves and their children. These skills are very beneficial for foster parents, as they frequently deal with children who come into their home with challenging behaviors, attachment issues, and negative internal working models of relationships. Interest in the nature and importance of ‘childhood goods’ recently has emerged within philosophy. Childhood goods, roughly, are things (including kinds of activities) that are good for persons qua children independent of any contribution to the good of persons qua adults (although they may also be valuable in this way). According to Colin Macleod, John Rawls’s political conception of justice as fairness rests upon an adult-centered ‘agency assumption’ and thus is incapable of incorporating childhood goods into its content. Macleod concludes that because of this, justice as fairness cannot be regarded as a complete conception of distributive justice. In this paper I provide a political liberal response to Macleod’s argument by advancing three claims. First, I propose that political liberalism should treat leisure time as a distinct ‘primary good.’ Second, I suggest that leisure time should be distributed via (a) the ‘basic needs principle’ and (b) the ‘difference principle’ for all citizens over the course of their complete lives, including their childhoods. Many European countries are becoming multicultural at a previously unseen rate. The number of immigrants including refugees has considerably increased since 2008, and especially after the beginning of the war in Syria. In 2015, 88,300 unaccompanied minors sought asylum in the Member States of the European Union (EU) and most came from Syria, Afghanistan, Iran, Iraq, Somalia and Eritrea. As a reaction to increased immigration, governments in many countries including Germany, Sweden and Norway implemented more restrictive immigration policy. A requirement for all countries, however, is the protection and welfare provision for all arriving children, regardless of their nationality, ensured by international and national legal frameworks. This paper provides an overview of the post 2015 immigration crisis in key European countries with a special focus on current demographics, refugee children, mental health studies, policies and practical support available for refugees. In February 2016 a twelve-month-old asylum seeker, who came to be know as Baby Asha, was transferred from Nauru and hospitalized in Brisbane. This case came to public attention after Doctors refused to discharge Asha as she would have been returned to detention on Nauru. What in other circumstances would have been considered routine clinical care, quickly turned into an act of civil disobedience. For nearly four decades, child welfare policy and practice have focused on the achievement of legal permanence for children in foster care. Although federal child welfare policy has resulted in the movement of children from state custody to legally permanent adoptive or guardianship families, little is known about the quality and enduring nature of these placements. A significant challenge of the twenty-first century child welfare system is how to ensure the well-being of children currently living with adoptive parents or guardians. This paper discusses child welfare policy and trends related to post-permanency well-being, including the decrease in Title IV-E foster care caseloads nationwide and the simultaneous increase in Title IV-E adoptive and guardianship caseloads. We highlight the needs of a twenty-first century child welfare system, including increased federal efforts to ensure child permanence and well-being after legal adoption or guardianship has been achieved, as well as more rigorous longitudinal and interdisciplinary research focused on the post-permanency adjustment of children and their families. Children in the child welfare system experience high rates of exposure to potentially traumatic events, which are associated with significant impairments in safety, permanency, and well-being. However, child welfare systems have not routinely screened children for trauma, and little is known about such efforts. This paper describes five statewide and tribal projects to implement trauma screening for children in the child welfare system as part of broader, trauma informed care initiatives. Findings indicate that implementation strategies varied considerably but that screening generally resulted in identification of high rates of trauma exposure, trauma symptoms and service referrals. Further, screening was generally perceived favorably by child welfare workers and mental health professionals. However, wide variations were observed in the number of children screened, suggesting that more research is needed to identify optimal strategies. The paper explores the dynamics of child and household poverty in rural Ethiopia using three rounds of household survey and qualitative data collected by Young Lives, a longitudinal study of child poverty. It uses a mixed-method taxonomy of poverty to classify children and their households into four groups, analyse their movements in and out of poverty, and explore the underlying factors. The final section of the paper uses qualitative case studies to explore child welfare dynamics in more detail, looking at the interplay between the progress or decline of households and that of children within those households. It concludes that while the percentage of poor households within this sample reduced from 50 to 20 % between rounds 1 and 3 (2002-2009), these changes were not always beneficial to children and did not reach nearly 1 in 10 households classified as ultra-poor. A deepened understanding of those changes, employing both quantitative and qualitative methods, is deemed crucial in post-2015 millennium development goal discussions. [ABSTRACT FROM AUTHOR]

Placing a child in out-of-home care is one of the most important decisions made by professionals in the child care system, with substantial social, psychological, educational, medical and economic consequences. This paper considers the challenges and difficulties of building statistical models of this decision by reviewing the available international evidence. Despite the large number of empirical investigations over a 50 year period, a consensus on the variables associated with this decision is hard to identify. In addition, the individual models have low explanatory and predictive power and should not be relied on to make placement decisions. A number of reasons for this poor performance are offered, and some ways forwards suggested. This paper also aims to facilitate the emergence of a coherent and integrated international literature from the disconnected and fragmented empirical studies. Rather than one placement problem, there are many slightly different problems, and therefore it is expected that a number of related sub-literatures will emerge, each concentrating on a particular definition of the placement problem. The development of the (CAST) curriculum was spearheaded at Winona State University in collaboration with the National Child Protection Training Center a decade ago. By 2007, a full minor program and core curriculum were established and had been shared across the country as a model curriculum for undergraduates seeking careers as child-serving professionals. This paper will briefly review the development of the CAST curriculum, will outline two data collection projects among CAST students, will summarize the findings from these two questionnaires, and will incorporate lessons learned from students to provide other CAST and CAST-like programs with insight from our experiences. This paper examines dominant arguments advocating for the procreative right to undergo sex selection for social reasons, based on gender preference. I present four of the most recognized and common justifications for sex selection: the argument from natural sex selection, the argument from procreative autonomy, the argument from family balancing, and the argument from children's well-being. Together these represent the various means by which scholars aim to defend access to sex selection for social reasons as a legitimate procreative choice. Unintentional child injury is a significant public health concern and leading cause of death among children. Though the majority of unintentional injuries are preventable, few interventions target child injury hazards. Since many unintentional injuries occur in the home, home visiting may be an effective method for modifying unsafe home environments. In this paper, we examined whether a behavioral parenting program conducted in the home would reduce home safety hazards among families who were in the child welfare system or at risk for child maltreatment. Paired t-tests were used to analyze the change in number of safety hazards, as measured by the Home Accident Prevention Inventory-Revised, across four types of rooms. Significant reductions in home hazards were demonstrated across room type after program participation. Results suggest that families at risk for child maltreatment can have significant reductions in home safety hazards following program participation. [ABSTRACT FROM AUTHOR]

Over the past four to five decades, multiple randomized controlled trials have verified that preventive interventions targeting key parenting skills can have far-reaching effects on improving a diverse array of child outcomes. Further, these studies have shown that parenting skills can be taught, and they are malleable. Given these advances, prevention scientists are in a position to make solid empirically based recommendations to public child service systems on using parent-mediated interventions to optimize positive outcomes for the children and families that they serve. Child welfare systems serve some of this country's most vulnerable children and families, yet they have been slow (compared to juvenile justice and mental health systems) to adopt empirically based interventions. This paper describes two child-welfare-initiated, policy-based case studies that have sought to scale-up research-based parenting skills into the routine services that caseworkers deliver to the families that they serve. In both case studies, the child welfare system leaders worked with evaluators and model developers to tailor policy, administrative, and fiscal system practices to institutionalize and sustain evidence-based practices into usual foster care services. Although the detrimental impact of child sexual abuse is well documented, there is a dearth of literature on differential outcomes and on child protection services by gender. Using a representative dataset of child welfare investigations, this paper explores how boys and girls investigated by the child protection system for alleged sexual abuse ( n = 4,261) compare on key clinical characteristics and on the likelihood of a transfer to ongoing services. These characteristics include sexual abuse type, associated physical and emotional harm, and caregiver and child functioning concerns. The results indicate that there are significant differences in child functioning concerns by gender, with investigations involving boys having a stronger association with aggressive behaviour, attention problems, academic difficulties, depression, and the presence of an intellectual disability. Paradoxically, although sexual abuse investigations involving boys are less likely to note emotional harm and be substantiated, they are more likely to be transferred to ongoing child welfare services.
