This paper explores the challenges and opportunities for green energy and environment transition in South Asia, a region that faces the dilemma of meeting its growing energy demand while reducing its greenhouse gas emissions and environmental vulnerability. The region has rich renewable energy sources and potential for energy efficiency improvement, but it also relies heavily on fossil fuels and suffers from various barriers and constraints that hinder its green energy development. The region needs policies that can achieve economic growth, social welfare, and environmental sustainability coherently and effectively. Utilizing the thematic literature review approach, this paper examines the literature on four main topics: (1) the estimation of green energy resources potential and scenarios in South Asia; (2) the comparison of green energy targets and policies in the South Asian Association for Regional Cooperation (SAARC) countries; (3) the evaluation of green energy deployment and performance in different sectors; and (4) the identification of green energy transition challenges and opportunities in South Asia. This paper fills some research gaps in the literature by providing a comprehensive, comparative, holistic, and integrated analysis of green energy and environment policies in South Asia, using various data sources, methods, frameworks, criteria, indicators, scenarios, impacts, trade-offs, drivers, barriers, best practices, lessons learned, and policy recommendations. This paper also develops a conceptual model for the green energy transition in South Asia, which consists of five key variables: green energy potential, green energy policies, green energy deployment, green energy performance, and green energy transition. The main findings and implications of this paper are that South Asia has a huge opportunity to pursue a green energy and environment transition that can address its multiple challenges and aspirations, but this requires overcoming various obstacles and constraints that hinder its progress. This paper suggests some policy options and strategies to enhance the green energy and environment policies in South Asia, such as developing a clear and consistent policy framework, enhancing regional cooperation and collaboration, leveraging information technology and data analytics, emphasizing sustainability and resilience, and engaging with other stakeholders and partners. The article describes the world's experience in developing the solar industry. It discusses the mechanisms of state support for developing renewable energy sources in the cases of five countries that are the most successful in this area—China, the United States, Japan, India, and Germany. Furthermore, it contains a brief review of state policy in producing electricity by renewable energy facilities in Kazakhstan. This paper uses statistical information from the International Renewable Energy Agency (IRENA), the International Energy Agency (IEA), British Petroleum (BP), and the Renewable Energy Network (REN21), and peer-reviewed sources. The research methodology includes analytical research and evaluation methods to examine the current state of solar energy policy, its motivators and incentives, as well as the prospects for its development in Kazakhstan and in the world. Research shows that solar energy has a huge development potential worldwide and is sure to take its place in gross electricity production. This paper focuses on the selected economic policies of the top five countries and Kazakhstan, in what may be considered a specific research limitation. Future research suggestions for the expansion of Renewable Energy (RE) in Kazakhstan could include analysing the impact of introducing dedicated policies and incentives for solar systems and exploring the benefits and challenges of implementing large RE zones with government–business collaboration. This paper deals with improving the feed-in tariff policy for green energy advancement in Ukraine's households based on assessing the economic efficiency of investment project implementation under the current state support mechanisms. This study was conducted for solar and wind power plants with different installed capacities. The Levelized Cost of Electricity and the payback period for such power plants were calculated considering the ongoing feed-in tariffs and discount rates determined by various equity and debt capital ratios. The results showed that the state support provides attractive payback periods for solar and wind power plants with an installed capacity of ≥30 kW. In comparison, 5 kW solar power plants and wind power plants with a capacity of up to 10 kW are not paid off during the power plants' lifecycle. It confirmed that the ongoing energy policy in Ukraine's residential sector is still designed to obtain profits by the owners of generating facilities by selling the excess electricity. In the meantime, its main goal—providing households energy independence—has been levelled. To resolve the issues caused by such a state support model, a methodical approach to improve the feed-in tariff calculation is proposed. Renewable energy's integral role in addressing the global climate crisis underscores the importance of crafting coordinated policies to bolster its growth. Shandong Province, as China's largest carbon emitter, presents an intriguing case study. Leveraging policy text analysis and the coupling coordination model, this research investigates the interplay among the diverse policy instruments within Shandong Province's renewable energy policies. The findings reveal a harmonious and varied array of policy instruments. Yet, notable disparities emerge when examining secondary policy instruments across different types of renewable energy. Consequently, this paper offers strategic recommendations to improve the coupling coordination and utilization of policy instruments across various types of renewable energy. The integration of Small Modular Reactors (SMRs) into energy systems requires a meticulous assessment of various factors, spanning renewable energy potential, legal frameworks, technical considerations, community engagement, and consumer preferences. This article synthesizes a multifaceted discussion on the subject, focusing on the need for comprehensive analyses before deciding to implement SMRs. Drawing insights from geographic information systems (GIS) and lessons from renewable energy development in Poland, this paper underscores the significance of aligning energy strategies with local needs, emphasizing stakeholder participation. This study examines the factors influencing location attractiveness for various energy technologies, including small modular nuclear reactors (SMRs), wind, solar, and hydroelectric power plants, within Poland. Employing 17 indicators sourced from Statistics Poland and URE, coupled with the application of the k-means algorithm, we outline four distinct clusters that delineate the zones of location attractiveness for SMRs and other renewable energy sources. While large and medium-sized cities exhibit optimal location attractiveness, coastal counties in northern Poland emerge as more suitable for renewable energy sources than for SMRs. The study outlines four distinct energy development strategies based on typologies of regions, each tailored to maximize the utility of available resources and minimize environmental impact. The strategies encompass renewable energy utilization, energy efficiency enhancement, energy diversification, and adaptation through innovation. Emphasizing the interplay between renewable energy potential, energy demand, and local conditions, the research suggests the strategic deployment of SMRs as part of an energy mix in areas where renewable energy resources are limited. Sustainable development (SD) can indicate the direction of the development of modern organizations' transition and transformation strategies in the energy sector. Currently, in most countries, the main challenge for the energy sector's strategies is to deal with energy security. The implementation of SD induces changes both in strategy and technology. The strategies are based on the technological transition toward renewable energy sources (RES). The aim of this paper is to explore business management literature dedicated to the transformation and transition strategies in the energy sector. The adopted methods are a systematic literature review (SLR) accompanied by a classical literature review (CLR) in Scopus database exploration. A literature review is developed in VOSviewer software and keyword co-occurrences analysis allowed to identify the main changes of direction in energy sector transformation strategies. The literature was explored by the 26 queries which resulted with 11 bibliometric maps. The analysis of the bibliometric maps was a challenge due to the cross-disciplinary strategic directions of development presented in indexed publications in the Scopus database. The identification of the changes in energy sector strategies is important because of its reliance on depleting resources and natural environment degradation. As a result of this paper, there is a visible shift of the trend in explored scientific publication from not only technological-based solutions but also towards managerial and organizational practices to achieve sustainability in the energy sector. This paper, besides the results, presents the theoretical contribution and managerial recommendations for business practices and addresses future research avenues. The growth of renewable energy actively takes part in decarbonizing the fossil-fuel-based energy system. It reduces carbon emissions, carbon footprint, and greenhouse gas emissions and increases clean energy. The usage of renewable resources reduces and solves several problems, such as increasing temperature, carbon footprint, greenhouse gas emissions, and energy waste. Every sector contributes to increasing the above-mentioned factors in the environment. One of the main reasons for this biodegradation and climate change is energy resources. Using renewable energy instead of fossil fuel can solve the problem. This paper aims to find open research problems about the application of renewable energy and to initiate new innovative ideas regarding renewable energy. A detailed state of the art includes trends for renewable energy resources, their theoretical evolution, and practical implementations. Methodologies used for decision analysis in renewable energy are discussed in detail. The time frame for this analysis of renewable energy is 2010 to >2022. An extensive literature review finds a huge research scope in applying renewable energy in other research, such as logistics, smart production management, and advanced inventory management. Then, major changes in the profit/cost of that system due to renewable energy can be analyzed. The need for improved energy security in Nigeria cannot be over-emphasized. Currently, energy security is rather poor, while access to energy is fundamental to socio-economic development and poverty alleviation. Renewable energy could potentially contribute to resolving this because renewable sources such as solar radiation are more available and sustainable, and can be set up in small generation units, meaning that it is suitable for community management and ownership. In theory, a community energy approach could well apply. In this paper, the main research question is: In what ways can community energy initiatives contribute to increasing the use of renewable energy sources and improving energy security in Nigeria according to selected stakeholders and households? A mixed methods research approach was used to answer this question, with stakeholder interviews and survey data from 124 residents in two case studies of selected housing estates in Lagos. The results show that 58% of the households and most of the stakeholders express support for community renewable energy as a viable approach for increasing energy access and greening energy supply. The present study shows that there is a need to raise awareness and support projects for effective and supportive renewable energy policy to encourage local renewable energy community formation. The current legal and policy system of renewable energy in China has set up a framework of policy instruments, which provides an important foundation for dealing with climate change and promoting the healthy development of the renewable energy industry with the goal of "carbon neutrality" and "emission peak". However, the current policy instruments cannot meet the needs for rapid development of the renewable energy industry. This paper investigates, analyzes, and concludes the status of renewable energy development along with related policy instruments in different renewable energy sources by literature and points out the problems of current policy instruments, and puts forward corresponding countermeasures. Moreover, from the perspective of energy consumption market transformation, the authors carried out an analysis of China's challenges of policy instruments, pointing out that China's renewable energy policy instruments have the potential to take one step further in the areas of the regulatory system, legal system and legal security system. Climate change is taking place on a global scale and it is substantially affected by human activity, including increasing greenhouse gas emissions. One of the thematic objectives of EU's new financial objective is a more environmentally friendly low-emission Europe that promotes clean and fair energy transformation, green investments, and a circular economy, among others. The Polish economy is mainly based on energy production from conventional sources (fossil fuels). Considering that the demand for electricity in Poland is predicted to increase by as much as 50% until 2040, it is necessary to take action aimed at increasing the share of renewable energy sources. The subject of analysis is the Opolskie Voivodeship (a NUTS 2 type region), the capital of which features the biggest Polish coal power plant. In 2014–2019, it was expanded by two units with 1800 MW in total capacity, thereby indicating that investments in energy obtained from conventional sources are still implemented and to a large extent at that (the expansion has been the biggest infrastructural investment in Poland since 1989). The Opolskie region is characterised by substantial excess in acceptable environmental burden (dust pollution, among others). The aim of the paper is to evaluate the key environmental conditions for the Opolskie region's development in terms of the assumptions of the domestic and EU energy policies. The Opolskie region's developmental challenges in the environmental area were determined on the basis of selected indicator estimations up to 2030. The research hypothesis assumes that the environmental conditions for the Opolskie region's development are unfavourable. The methodological part features an analysis of the cause and effect dependencies in the "environment" area, which enabled an assessment of the Opolskie Voivodeship's current situation as well as an analysis of the dependencies relevant to the region's development. This was followed by an estimation of selected indicators in the "environment" area until 2030, which allowed for an assessment of their probable levels and thereby a specification of the region's development conditions. The estimation was conducted using the data available in public statistics, i.e., Statistics Poland's data. This paper investigates the potential of Romanian renewable energy across energy production and consumption definitions. Moreover, it presents a model that estimates the regional evolution of renewable energy diffusion, focusing primarily on hydro energy. Statistics showed that Romanian consumers have a key role in developing the renewable energy market, while it is also very important to ensure the ability of renewable energy suppliers to accommodate this demand. Sample data and econometric analysis were applied to delineate factors influencing Romanian consumers' awareness about renewable energy. The findings highlighted a strong connection between those who bear the cost of renewable energy development and the actual beneficiaries of a clean environment; in that sense, they identify the major drivers and barriers for renewable energy diffusion in Romania. Renewable energy sources are vital to achieving Europe's 2030 energy transition goals. Technological innovation, driven by public expenditures on research and development, is a major driver for this change. Thus, an extensive dataset on these expenditures of the European Member States and the European Commission, dating back to the early 1970s, was created. This paper creates predictive scenarios of public investment in renewable energy research and development in Europe based on this historical dataset and current trends. Funding from both, European Member States and the European Commission, between today and 2030 are used in the analysis. The impact on the cumulative knowledge stock is also estimated. Two projection scenarios are presented: (1) business as usual; and (2) an advanced scenario, based on the assumption that the Mission Innovation initiative causes public expenditures to increase in the coming years. Both scenarios are compared to the European 2030 climate and energy framework target sets. Results indicate that Member States in Europe currently tend to fund renewables more than the European Commission, but funding from both sources is expected to increase in the future. This paper provides a critical study of current Australian and leading international policies aimed at supporting electrical energy storage for stationary power applications with a focus on battery and hydrogen storage technologies. It demonstrates that global leaders such as Germany and the U.S. are actively taking steps to support energy storage technologies through policy and regulatory change. This is principally to integrate increasing amounts of intermittent renewable energy (wind and solar) that will be required to meet high renewable energy targets. The relevance of this to the Australian energy market is that whilst it is unique, it does have aspects in common with the energy markets of these global leaders. This includes regions of high concentrations of intermittent renewable energy (Texas and California) and high penetration rates of residential solar photovoltaics (PV) (Germany). Therefore, Australian policy makers have a good opportunity to observe what is working in an international context to support energy storage. Shifting from fossil to renewable energy sources is a major global challenge, and in this context, the European Union has promoted sustainable and environmentally friendly growth as early as the Maastricht Treaty of 1992. To date, European institutions have promulgated a series of environmental regulations and directives aimed at promoting and imposing adoption by member states of internal regulations. This paper is focused on Western Europe, and it explores, for each state under analysis, energy policies adopted, the results achieved and recommendations for the future growth of renewable energy. The results show that in countries where energy policy is not fragmented, the yield in renewable energies has been higher, and also in the states where more and various forms of subsidies are foreseen, growth seems to be greater. The COVID-19 pandemic represents not just a global health crisis, but may signal the beginning of a new era of economic activity, the potential consequences of which we currently do not fully understand. In this context, the mid-to-long-range impacts of the pandemic on the energy sector have been studied extensively in the last few months. Despite these efforts, the pandemic still raises many open questions concerning the long-term operation and planning of power systems. For instance, how will the pandemic affect the integration of renewable energy sources? Should current power system expansion plans change in light of the COVID-19 pandemic? What new tools should be provided to support system operators during global health crises? It is the purpose of this paper to better understand the many aspects of these open questions by reviewing the relevant recent literature and by analyzing measured data. We point out the main challenges that the pandemic introduced by presenting patterns of electricity generation and demand, frequency deviations, and load forecasting. Moreover, we suggest directions for future research that may assist in coping with the mentioned challenges. Smart grid has strong potential to advance and encourage renewable energy deployment, but given the multiple motivations for smart grid, renewables are not always central in smart grid policy discussions. The term "smart grid" represents a set of technologies, including advanced meters, sensors and energy storage that are crucial for the integration of more renewable and low carbon electricity into the electric power grid. However, developing and building a smart grid is jurisdictionally complex, path dependent and context specific; states and regions are approaching grid modernization in different ways. This paper reports on a comparative analysis of smart grid development in seven U.S. states. We use state-level policy documents to learn what motivates smart grid development and how smart grid is framed in relation to renewable energy. This paper proposes methodological approaches to assessing the impact of renewable energy and energy efficiency development on emerging economies' energy security. It is suggested to supplement the current methodology for assessing energy security with the decoupling index of the renewable energy financial burden on the state budget, the energy efficiency decoupling index, the households' energy poverty indicator, the index of capacity development for balancing electricity generation volumes, and the energy fluctuations indicator. These indices provide a comprehensive assessment of energy security under the latest challenges. Thus, the COVID-19 pandemic in the Ukrainian energy sector led to the "green and coal paradox", when the government decided to keep green electricity generation but limit nuclear generation. It required increased flexible capacities (thermal generation) and led to a rise in electricity prices and environmental pollution. Forecasting energy fluctuations with Butterworth filters allows minimizing the risks of maximum peak loads on the grid and timely prevention of emergencies. The energy fluctuations within the 20% range guarantee energy security and optimal energy companies' operation. It is proposed to smooth out energy consumption fluctuations through green energy development, smart grids formation, energy efficiency improvements, and energy capacities balancing to ensure energy and economic sustainability. Concern about energy in the European Union (EU) has been a recurrent issue from the very beginning. Though initially addressed at the state level, energy is now a shared competency as stressed by article 194 of the Treaty on the Functioning of the European Union. New challenges, added from time to time, need public support in order to be properly addressed. Such is the case of substituting traditional energy production with renewable energy sources. Our paper seeks to determine whether the Romanian public opinion favors such an evolution, which is traditionally associated with significant investment efforts. The study is focused on the north-east development region, which has the highest population and registered the fastest economic growth in 2019. The topic was explored through a survey applied to a sample of 649 household respondents. The results suggest strong support for introducing renewable energy sources, serious concerns about climate change, and a preoccupation for energy saving. Concerns regarding climate change or various economic factors, behaviors oriented towards reducing energy waste, as well as perceived knowledge on the matter are the factors with the biggest impact on supporting electricity production based on renewable energy sources. Climate changes necessitate measures to reduce greenhouse gas emissions (GHG). The European Union's climate and energy policy places particular emphasis on the development of renewable energy, considered to be the primary mean in achieving the climate neutrality goal by 2050. Having in mind the aforementioned, the study was conducted to determine time delay in the development of renewable energy sources between the Visegrad Group (V4) countries and Germany, considered the most advanced country in developing renewable energy and having the greatest impact on shaping European Union climate and energy policy. The time delay econometric method was used in four of its variants. The research results show that, despite the existence of support mechanisms, the development of renewable energy sources (RES) in the V4 countries has a high mutual correlation. There is a hight correlation between RES penetration in energy mix and UE goals of the climate and energy policy until 2020. At the same time, the available data from the analysed period 2004–2019 indicate growing time delay between the reference facility—Germany and the surveyed group.
