Road safety is a major challenge in the Latin American region; however, there is a significant lack of research undertaken there. To contribute to addressing this gap, this paper reports on an exploration of the antecedents of traffic safety attitudes in two Latin American contexts: Brazil and Ecuador. Building on related work undertaken in other countries, the research explored the relationships between fatalistic beliefs, traffic risk perceptions, and road safety attitudes, while accounting for age, gender, and exposure to the road environment. Data from 2432 individuals, analysed using Structural Equation Modelling, revealed differences in the extent to which different fatalistic belief constructs (including divine control, luck, helplessness, internality, and general fatalism) were related to road safety attitudes. Moreover, fatalistic beliefs were found to influence road safety attitudes both directly and indirectly through their influence on risk perceptions. Those that reported more fatalistic beliefs also reported more dangerous attitudes to road safety and a lower perception of on-road risk. Mirroring findings from work undertaken in other countries, we found males compared to females and younger compared to older respondents to report more dangerous attitudes to road safety, with inconclusive results for risk perceptions. We also found very similar patterns of results in the data from the two countries included in the research. Results are discussed with regards to informing the design of road safety interventions aimed at influencing individual road user attitudes and, ultimately, human behaviour and system performance. This paper evaluates the impact of land reforms on household agricultural investments, livelihood strategies, and income levels in Brazil. Given the persistence of rural poverty in Northeast Brazil and the existence of both land and credit market failures, land reforms remain important policy tools for alleviating poverty and increasing growth. This paper evaluates the impact of the recent National Program of Land Credit, a controversial market-assisted land reform program that provides access to land through private land markets. Household-level panel data covering similar beneficiary and control groups allows for identification using both propensity score weighting and difference-in-difference methodologies. The evidence indicates that the Land Credit successfully transitions households into agriculture, with land holdings and investments increasing as a result of the program. As with many earlier land reform programs in Latin America, the new wave of market-assisted land reforms does not increase access to private credit. While land reforms have the potential to drive redistribution, poverty reduction, and growth, these findings suggest that ensuring greater access to credit, irrigation, and higher return economic activities remains important. This research aims to evaluate the scientific production on public relations addressing Latin America through a quantitative content and bibliometric analysis of articles and special issues published between 1980 and 2020, written in the official languages of the region: Spanish and Portuguese. The results of 123 articles confirm a substantial increase of studies since 2011, and some limitations of scientific dissemination. Although almost half of the authors were based in Brazil (40%), 17 base countries were counted. This work complements the latest studies on the object of study in English (Thelen, 2021) and provides the scientific community with recognition and access to native production. • A set of 123 native language articles where analised on public relations addressing Latin America. • There is a significant increase in the number of studies from 2016 onwards (29%). • Brazil accumulated the largest number of papers in the period (n = 49). • It was found that the impact in native languages (4.2) was lower than in English (43.2). Summary This paper investigates whether small-scale water supply systems implemented and operated by water user associations increase access to piped water supply in rural Brazil by more than systems by local governments. Starting from 15% to 16% in the year 2000, access rates in rural areas with water user associations increased to 33.4% in 2010. In areas with local government supply systems, access rates only increased to 24.9%. Based on data from Brazilian census and the national water and sanitation survey, the empirical analysis in this paper shows that the observed difference is effectively due to project-type choice. Additionally it points toward higher accountability as a potential reason for better results of community-based projects. In municipalities where social groups requested a new system before the local government started implementation and therefore public awareness for the project was higher, the increase in access rates is comparable to the increase in municipalities with water user association projects. The same is true if local media is present or political competition in local elections is higher. As the effect of project type on access rates might be confounded by simultaneous drivers of project-type choice and access rates, the quantitative analysis is based on a difference-in-difference estimator in combination with kernel matching to overcome the endogeneity of project type. The treatment effect revealed by this analysis is robust to various specification changes and the robustness checks show no structural differences between treatment and control groups that could bias the results. The calculation of matching weights for the kernel matching is informed by semi-structured interviews with academics and sector experts in Brazil explaining the determinants of project choice. This paper discusses the emergence of human population genetics in Brazil in the decades following World War II, and pays particular attention to narratives about the formation of the Brazilian nation. We analyze the institutionalization of this branch of genetics in the 1950s and 1960s, and look at research on the characteristics of the population of Brazil, which made use of new explanatory models of evolutionary dynamics. These developments were greatly influenced by the activities of the Rockefeller Foundation and by the presence of North American geneticists in Brazil, especially Theodosius Dobzhansky. One of the main points of this paper is to show that explanations of Brazilian human genetic diversity constructed in the mid-twentieth century closely followed interpretations that had been produced since the end of the nineteenth century, in which notions of ‘racial mixing’ played a central role. Even as population genetics was conditioned by nationalist concerns that had long marked Brazilian history, we argue that its emergence and institutionalization was closely associated with global, post-World War II socio-political contexts, especially with regards to modernization projects and growing scientific internationalization. Summary: The present paper considers a sometimes contentious process of land reform presently occurring in Brazil. This process, referred to in the paper as Direct Action Land Reform (DALR), involves organizations such as the Landless Rural Workers Movement (Movimento dos Trabalhadores Rurais Sem Terra, or MST) and more spontaneous actions of individuals desiring a piece of land for their own. Results of a survey covering 751 households engaged in such land reform actions in the Brazilian Amazon are presented, in order to describe participants and land reform processes. Evidently, social movement organizations provide for a modest degree of wealth accumulation, a welfare improvement that must be set against potential environmental costs. The United Nations included reducing harvest and postharvest losses as a Sustainable Millennium Development Goal in 2015, leading to increased research and policymaker interest in reducing losses to insure food security. This article analyzes the factors associated with self-reported harvest loss among soybean farmers in Paraná, Brazil, using a survey of 243 farmers. The principal–agent problem is the most important contributor to harvest and postharvest losses on the farm. Loss is lowered when the combines are operated at slower speeds and are adjusted properly, but combine operators have incentives to complete harvesting jobs and deliver soybean to storage facilities quickly. Farmers report training of the combine operators as one of the most important causes of postharvest loss. Empirical results show that farmers report a 1.5 percentage points higher harvest loss when they ask a third party to harvest. Similarly, the farmers' education level is negatively associated with harvest loss; farmers with college completion have 1.6 percentage points less loss compared to farmers with less than fourth grade. However, larger planted areas are associated with higher harvest loss. The paper suggests that who harvests the crop is critical in reducing harvest loss. Summary: Brazilian firms used to dominate the brazil nut (BN) market to such an extent that the product still carries the country’s name. In a surprising twist, 77% of all BNs are now processed and exported by Bolivia, a country with far fewer resources than its neighbor. This paper analyzes the impact of EU regulations on the global BN market. It finds that Bolivian producers prevailed because they joined forces to revamp their manufacturing practices and meet EU sanitary standards despite continued mutual mistrust. In contrast, Brazilian producers have been unable to work cooperatively and lost access to the European market entirely. [Copyright &y& Elsevier]

Summary: This paper investigates whether the use of participatory budgeting in Brazilian municipalities during 1990–2004 affected the pattern of municipal expenditures and had any impact on living conditions. It shows that municipalities using participatory budgeting favored an allocation of public expenditures that closely matched popular preferences and channeled a larger fraction of their budgets to investments in sanitation and health services. This change is accompanied by a reduction in infant mortality rates. This suggests that promoting a more direct interaction between service users and elected officials in budgetary policy can affect both how local resources are spent and living standard outcomes. Abstract: This paper contributes to the literature that analyses the determinants and measurement of Technological Capabilities (TCs) with empirical evidence on Argentina, Brazil and Chile. Based on the World Bank''s Investment Climate database, the study covers firms from the manufacturing sector. We first construct a Capability Score to provide a preliminary measure of Technological Capabilities at the firm level. We then test it econometrically to explore the determinants of TCs and exports and evaluate their reciprocal relationship through a Two Stage Probit. Our results show that exports and TCs significantly and positively influence each other in some of these countries. [Copyright &y& Elsevier]

Summary: Brazilian politicians have long relied on pork and clientelism to win political support, and recent literature suggests that little has changed. However, researchers have yet to systematically investigate whether political criteria influence the distribution of funds through Bolsa Família. This is especially surprising given the program’s prominence in the international community. In this paper, I examine whether political criteria explain the federal government’s distribution of Bolsa Família. I find little evidence that political criteria explain the difference between the number of poor families that live in a municipality and the number of families that receive support. I conclude by discussing the broader significance of this large, programmatic policy to Brazil’s political development. [Copyright &y& Elsevier]

Abstract: This paper analyses the implementation of Terrestrial Digital Technology (TDT) standards in Latin America. The analysis suggests that while some governments have chosen the standard attending to their industrial objectives, others have been influenced by the relevance of network externalities and scale economies and by the political and commercial relationship with their neighbours. The discussion about the technical characteristics of the systems was only relevant in the first years of the process, when the leading countries of the region had still not made their selection. Brazil decided to create its own version of the Japanese ISDB standard in 2006, and in the following years it has persuaded a significant part of the continent to choose it. Another block of countries has adopted the US ATSC standard. The most prominent case is that of Mexico, which has a preferential access to the US market. Only three countries have chosen the European DVB standard, the most widely used standard in the world. Colombia has tried to lead its introduction in the continent, but the results so far have been meagre. [Copyright &y& Elsevier]

Abstract: The academic literature on Brazilian cities focuses overwhelmingly upon the metropolises of Rio de Janeiro and São Paulo. While fruitful in its own right, this research confronts scholars of Latin American cities elsewhere with two ongoing limitations: (1) Despite estimates that nearly one quarter of Brazil’s urban population inhabits the conurbation of Rio and São Paulo, at least 75% of urban space in Brazil, an area populated by roughly 120 million people, is consistently overlooked; and (2) the findings from these two megacities are often (and unfairly) extrapolated across other urban contexts in Brazil, perpetuating lingering misgivings about the overall ‘nature’ of Brazilian cities. In this paper, I consider the Northeast of Brazil, drawing upon my own research from the favela (slum) community of Pirambu, located in the city of Fortaleza, to help understand urban development outside of the Rio/São Paulo corridor. By considering historical circumstances, geographic specificity, theoretical implications, and the course of Brazilian development, I highlight informal urban growth in an oft-overlooked region of Latin America while, at the same time, revealing many of the geographic attributes that give Rio and São Paulo their truly exceptional character. My goal in this work is not to refute the work of others, but rather to underscore the importance of geographic context to socio-spatial processes of urban development. [ABSTRACT FROM AUTHOR]

Summary: This paper examines the relationship between the employment of children and their mothers, with the aim of informing discussion on efforts to reduce child labor in Brazil. The analysis builds on the largely separate literatures on children’s time use and mothers’ work in two ways—by examining characteristics of employment which are often not available in survey data, and by modeling both children’s work and mothers’ employment. The results suggest that the relationship between children’s and mothers’ work is complex, with substantial evidence of positive correlation. The findings are consistent with the argument that anti-poverty programs that target women’s employment could result in increased child labor. This possibility warrants further analysis in order to better inform policy regarding child labor. [Copyright &y& Elsevier]

Summary: This paper, following an analysis developed by Stark et al. [Stark, D., Vedres, B., & Bruszt, L. (2006). Rooted transnational publics: integrating foreign ties and civic activism. Theory and Society, 35(3), 323–349] in Hungary, investigates whether NGOs that engage in transnational interactions are becoming less domestically integrated. We first comment on the proliferation of civic organizations and the hopes they have brought for a borderless civil society. Secondly, we discuss the literature on the implications of the north–south power asymmetry and the dependency on foreign funds for the accountability and responsiveness of South NGOs. Currency substitution represents a shift from domestic currency to foreign currency and is often related to times of high and variable inflation. In this paper, we investigate the extent of currency substitution in Argentina, Brazil and Mexico using a vector error correction (VEC) model. We empirically test this hypothesis by introducing artificial shocks to the system of equations and find that M1 response to a one standard deviation increase in that country’s interest rate is negative and significant for Argentina and Brazil but not for Mexico. An artificially introduced one standard deviation increase in nominal exchange rate results in a statistically significant increase in M1 in Argentina and Brazil but again not for Mexico. Based on the patterns of the impulse response functions (IRFs) and the magnitude of the coefficients, we conclude that currency substitution occurs to a greater extent in Argentina and Brazil than Mexico. This is reflective of the implementation of relatively more credible macroeconomic policies in Mexico after the December 1994 crisis. Thus from a policymaking perspective, it is important to consider that the greater the degree of currency substitution, the more sensitive a country’s monetary aggregates are to sudden movements in exchange rates, productivity and interest rates. • We investigated certification and auditing of soy in western Bahía, in the most dynamic agricultural frontier in Brazil. • We draw on 72 semi-structured interviews and a systematic analysis of public audit reports from RTRS-certified farms. • Certification and auditing have not successfully protected the access of local communities to land and water. • Shortcomings are explained by the business-dominated nature of RTRS, auditing practices and domestic contextual factors. The massive expansion of soy production in Brazil has contributed to a loss of access for local communities to land and water, particularly in highly dynamic frontier regions in the Cerrado. Soy certification standards like the Roundtable on Responsible Soy (RTRS) contain principles that are supposed to prevent such problems. In this paper, we examine the extent to which certification and auditing have served to protect local communities' access to land and water in western Bahía state in the Cerrado's Matopiba region. We draw on findings from field research in Brazil and western Bahía, 72 semi-structured interviews with corporate, state and civil society actors, and a systematic analysis of audit reports from RTRS-certified farms in Bahía. We find that auditing practices are not effective in protecting the rights and access of local communities to land and water due to three inter-related sets of factors: 1) the business-dominated nature of the drafting and content of the RTRS standard, 2) the structural limitations and everyday practices of auditing, and 3) domestic and local contextual factors in Brazil and western Bahía. This study aims to contribute to a re-thinking and re-assessment of certification and auditing practices and suggests that new approaches are required to govern global commodity chains in a more environmentally just way. We advocate for a locally embedded and community-sensitive perspective in research on certification and auditing, to complement previous research in the fields of critical political economy and sustainability governance. • We propose two indexes to account for the vulnerability related to COVID-19. • The northern and northeastern regions of Brazil have the highest degree of vulnerability from exposure to COVID-19. • The Indigenous population is the most vulnerable to infection with COVID-19 and is the most impoverished monetarily. • The Brown and Black populations are also at a disadvantage compared to the White and Asian groups. • Most states with the highest vulnerability from exposure to COVID-19 have also had the largest increase in death rates. This paper aims to show how much and in which way people in Brazil are deprived in terms of indicators directly related to the capacity to prevent and recover from infection with COVID-19. We use the Alkire-Foster (AF) method and a fuzzy-set approach as complements to measure multidimensional poverty within the context of the coronavirus pandemic. We propose two pandemic-specific indexes to account for the vulnerability related to the capacity to prevent infection with and to recover from the disease. The outcomes reveal structural deprivations in the country and considerable inequality among regions and ethnic groups. Rank correlation analyses suggest that the proposed indexes can trace the trends in increasing infection and a higher mortality rate in vulnerable regions. Compared to headcount ratio results, the fuzzy measures have more precise outcomes and are better able to capture the evolution in mortality patterns. Our empirical evidence offers an additional warning that the pandemic responses need to prioritize the most vulnerable groups and reinforces the need for coordinated national action.
