Scholars concur that free and fair elections are essential for proper democratic functioning, but our understanding of the political effects of democratic voting systems is incomplete. This article mitigates the gap by exploiting the gradual transformation of voting systems and ballot structures in Brazil's 1998 executive elections to study the relationship between voting systems and viable and nonviable candidates' vote shares, using regression discontinuity design. It finds that the introduction of electronic voting concentrated vote shares among viable candidates and thus exhibited electoral bias. We posit that this result occurred because viable candidates were better able to communicate the information that electronic voters needed to cast valid ballots than were their nonviable counterparts. The article uses survey data to demonstrate that electronic voters responded to changes in ballot design and internalized the information viable candidates made available to them. Violent conflicts involving non-State armed groups challenge conventional perceptions of war and armed conflict. Criminal enterprises (transnational organized criminal groups including gangs and cartels) are involved in violent competition for both profit and territorial control in many parts of the world. This paper examines the situation in Mexico and Brazil as case studies to assess the legal challenges to criminal armed violence when criminal groups battle among themselves and the State. Objective: This paper describes the first web-based self-completed 24-h recall designed to categorise food intake according to Nova groups – Nova24h – and its agreement with a reference tool in estimating the dietary relative contribution of the four Nova food groups (% of total energy intake). Design: Comparisons of estimates of dietary relative contributions of Nova groups obtained by Nova24h and one standard interviewer-led 24-h recall. Setting: Nationwide adult cohort study in Brazil. Participants: The subjects were 186 participants of the NutriNet Brasil Cohort Study (n 186). Results: No statistically significant differences were observed between the Nova24h and the reference tool mean contributions of unprocessed or minimally processed foods (52·3 % v. 52·6 %), processed culinary ingredients (11·6 % v. 11·9 %), processed foods (17·1 % v. 14·7 %) and ultra-processed foods (19·0 % v. 20·9 %). Intraclass correlation coefficients between individual estimates obtained for each Nova group showed moderate to good agreement (0·54–0·78). Substantial or almost perfect agreement between the tools was seen regarding the ability to rank participants according to quintiles of contribution of each Nova group (PABAK 0·69–0·81). Conclusions: Nova24h is a suitable tool for estimating the dietary relative energy contribution of Nova food groups in the NutriNet Brasil cohort. This paper aims to characterize the main actors in the Brazilian pharmaceutical industry — national companies, foreign companies and public laboratories — and analyze how they were affected and how they reacted to changes over the last 30 years in the institutional framework. The results show that national companies have been gaining prominence in the Brazilian pharmaceutical market with their internationalization movement and their strengthening of innovation strategies. Law and globalization studies have documented how Global South lawyers compete over the adaptation of international norms. Yet, little is known about how this adaptation legitimates worldviews beyond the law. To advance this literature, this paper proposes a discourse‐centered field analysis of the legal globalization of anti‐corruption ideas in Brazil. It examines Brazilian lawyers' disputes over a 2016 anti‐corruption bill. The bill supporters mobilize global anti‐corruption discourses that are exogenous to the legal field to defend harsher criminal law. Their critics counter the reform by mobilizing endogenous legal ideas against criminal law expansion. In so doing, they do not challenge reformers' ideas about corruption. I show how this discursive mismatch leads to a form of globalization by stealth, whereby local dynamics allow global ideas to remain unchallenged in local fields. [ABSTRACT FROM AUTHOR]

The solution to weak bureaucratic capacity in developing countries is often presumed to be more accountability. This paper shows how accountability initiatives, intended to reduce corruption, can actually hinder the development of capable government agencies by making it harder for directors to recruit experts and spend their budgets. It further highlights a common way public servants escape the accountability rules that limit their effectiveness: outsourcing bureaucracies to nonstate organizations. This practice of outsourcing bureaucracy to avoid accountability rules creates what I call "shadow" state capacity and, paradoxically, it may help explain "pockets of effectiveness" among government social programs in developing countries. Drawing on in-depth interviews and descriptive statistics, I show how outsourcing was a critical factor in producing two of Brazil's most vaunted social sector programs. However, I also suggest that outsourcing bureaucracy may ultimately limit state capacity, even if it helps to build capable programs in the short run. [ABSTRACT FROM AUTHOR]

How is policy implementation affected by increased polarisation and extreme shifts in politics? In order to address this question, the paper focuses on frontline workers' (street-level bureaucrats') interpretations of political shifts and how these are then translated into practice. Building on ethnographic fieldwork conducted among social workers in Northeast Brazil, the paper proposes a theoretical framework for analysing the influence of political landscapes on policy implementation by foregrounding the political processes in which these agents play a critical role. Drawing on empirical data, the paper proposes ideal types of possible outcomes of translation practices – counterbalance, collaboration, resistance – that function as a guiding framework for future research. Objective: To investigate the association between ultra-processed food (UPF) consumption and internalising symptoms (IS) among adolescents.Design: It is a cross-sectional study. Paper-pencil survey was completed in classroom with information on UPF consumption, IS and selected covariates. IS were assessed with the Internalizing Symptoms sub-scale from the Social Behaviour Questionnaire (IS-SBQ). UPF was evaluated with a FFQ extracted from the Brazilian National School Health Survey. Crude and adjusted association between UPF and IS was investigated with structural equation models.Setting: São Paulo, SP, Brazil.Participants: A total of 2680 students, Mage = 14·85; (95 % CI 14·81, 14·88).Results: UPF consumption was associated with higher scores in IS in the crude (β = 0·14; P < 0·001) and adjusted (β = 0·12; P < 0·001) models. The higher the consumption of UPF, the higher is the IS score. The following variables were associated with a lower risk of UPF consumption: male sex, public school and having more meals with parents. The change in the magnitude of the standardised score was almost negligible, but the model was significantly improved with the inclusion of covariates.Conclusions: Our results provide evidence about the positive association between UPF consumption and IS among adolescents. The association, despite its low magnitude, remained significant after adjusting for potential confounders. These results are relevant considering the increase in UPF consumption worldwide and in low- and middle-income countries. The Ford Foundation's involvement with the social sciences in Brazil coincided with the early years of the military regime that ruled the country between 1964 and 1985. The paper studies how changed political circumstances in the United States and abroad induced the Foundation to gradually abandon the technocratic approach that had governed its overseas programme since the 1950s, thus introducing a critical shift in its policies toward the developing world. A grant proposal to the University of Brasília, which had been subject to repeated military interventions since 1964, highlighted the ethical dilemmas raised by the goal of fostering policy-relevant research in an authoritarian political context. Relying on a pragmatic decision-making framework that converted ethical and ideological considerations into cost–benefit exercises, the Foundation finally moved away from the maxims of modernisation theory to embrace new strategic priorities like human rights, democracy and intellectual pluralism. A recent review paper on nepheline solid solutions dealt mainly with sodic varieties from nepheline syenites and differentiated alkali basaltic sills. Excel spreadsheets were provided for recalculating cell formulae in terms of the stoichiometric parameters ΔAlcavity cation charge and ΔTframework charge and molecular percentages of the end-members Ne, Ks, Ca-nepheline and excess Si (Qxs). Small amounts of tetrahedral divalent species (usually <0.10 wt.% though with up to 0.33 wt.% MgO) were related to a stuffed-tridymite end-member of ideal formula K8Mg4Si12O32 (denoted KsT2+-nepheline), although the equations used to calculate these end-members only considered Si, Al and Fe3+ as tetrahedral framework species. Recently, K-rich nepheline and kalsilite which contain up 0.54 wt.% MgO have been found in some feldspar-free mafic potassic volcanic rocks from central Brazil. Equations have been developed to deal rigorously with the presence of significant amounts of Mg (and Mn) in recalculating nepheline solid-solution parameters. In two related communications reworked spreadsheets are provided with examples of their use. High quality microprobe analyses of nepheline and kalsilite from magmatic rocks must include analyses for Mg and Mn and, if possible, estimates of Fe2+ contents. [ABSTRACT FROM AUTHOR]

This paper seeks to understand how decision‐making works at the first appearance hearings (Custody Hearings) in Brazil, an initiative that intends to make the Brazilian criminal justice system more accusatorial. We used primary data gathered in the hearings between April and December 2018 in nine Brazilian states. Binary logistic regression models were applied to identify the variables that affect the odds ratios of pretrial detention. Results indicated a high level of homology between the prosecutors' requests and the judges' decisions, even when controlling for the characteristics of offense and offender, which precludes any direct openness to the defense. Decision‐making in the Custody Hearing reinforces the inquisitorial characteristics and the institutional features of the Brazilian Criminal Justice System, suggesting that the reforms carried out over the last years were not able to change how actors operate on a daily basis. Production of kaolin for the paper-coating industry in the Brazilian Amazon region generates large amounts of waste, most of which is kaolinite. It is known that such materials can be used to synthesize zeolites. The use of kaolin waste for zeolite synthesis could, in principle, help social and economic development while providing valuable materials for industry. Additionally, there is a significant environmental appeal if such wastes could be used instead of new raw materials.This study focused on the production of zeolite A. Samples of the raw material were first calcined (700ºC/2 h) to obtain metakaolinite for further reaction with NaOH solution. Different parameters were evaluated to optimize the synthesis conditions of zeolite A. The results showed that zeolite A with a large degree of structural order was generally obtained as the only zeolitic product. The following synthesis conditions were used: temperature 110ºC, time 24 h and a Na/Al ratio of 1.36. Hydroxysodalite was also obtained under specific conditions. [ABSTRACT FROM AUTHOR]

Argument: The process of institutionalization of Political Science in Brazil was conditioned by the country's position in the geopolitical scenario proper to the Cold War, strongly affected by the influence of the USA and, later on, by the military dictatorship experienced between 1964 and 1985. The first Brazilian professionalized political scientists were, during their youth, anti-Stalinist revolutionary militants. They had been financed by the Ford Foundation (FF) to pursue their PhDs in the USA. In this paper, I argue that the north-American model of ideological war included governmental and non-governmental institutions. Among the latter, the FF played a crucial role because it had a lot of credibility in state bureaucracy and was able to captivate the potential copartners, who would benefit from its grant, even the anti-American ones. The FF was able to do so because it was keeping a distance from the bellicose image of the USA. In this way, because Brazilian youngsters were leftist, the FF was interested in financing their studies. And, because they belonged to the anti-Stalinist left, they were more open than the communists and wouldn't oppose to exchange with the USA. [ABSTRACT FROM AUTHOR]

Summary: Gazetting and maintaining protected areas (PAs) are political processes and, as such, depend on wider society's support in order to achieve their aims. In this paper, we evaluated the influence of gender, education, age, income, place of origin and place of residence on public support for PAs in the Brazilian state of Amapá, a new tropical forest frontier. We gathered 615 complete interviews with adults living in both rural and urban settings. We found that most (90.5%) of the participants support PAs and that this attitude is more likely to exist among urban than rural participants. We found that gender, education, age, income and place of origin did not influence support for PAs. Biodiversity conservation is the most common reason why PAs receive public support. In contrast, participants who do not favour PAs see them as providing no benefit to people. We suggest that support by local political leaders from dominant and rival political parties for conservation helps to promote acceptance of PAs by stakeholders. However, relatively low support for PAs among rural participants could indicate that the expectations of these populations regarding the social benefits associated with this conservation policy have yet to be fulfilled. The family Clinostomidae Lühe, 1901 contains 29 species allocated to seven genera, of which Clinostomum Leidy, 1856 is the most diverse, with c. 14 valid species. The diversity of Clinostomum has been assessed, combining morphological and molecular data. The genetic library for species in this genus has increased steadily, although there is little or no information for the other genera included in the family. Molecular phylogenetic relationships among the genera of clinostomids have not been assessed, and their classification is still based on morphological traits. The monotypic Ithyoclinostomum was described from a fish-eating bird in Brazil, and its metacercariae have been found in several locations in South America, parasitizing erythrinid freshwater fishes. We collected unusually large metacercariae from the body cavity of cichlids in several locations across Middle America. These metacercariae exhibited some resemblance to Ithyoclinostomum , although several differences prevent their inclusion in Ithyoclinostomum dimorphum , casting doubt on their taxonomic identification. The main objective of this paper was to characterize the metacercariae collected in cichlids using both morphology and molecular data from three molecular markers, and to assess the molecular phylogenetic relationships among the genera of Clinostomidae to establish the position of the newly generated sequences. When and why did Brazilian cotton become important to the Industrial Revolution in Britain? Between 1791 and 1801, Brazilian cotton represented 40 per cent of raw cotton imports in Liverpool, rivalling those from the West Indies. Using archival data between 1760 and 1808, this paper shows that Brazil benefitted from increasing British demand for a new variety of cotton staple that emerged with mechanised textile production. Previous explanations for the rise of Brazilian cotton trade attributed it to the revolutions in the Caribbean in the 1790s, and the American War of Independence, which ended in 1783. Evidence, however, suggests that these explanations are incomplete or incorrect. The United States did not export cotton to Britain before 1790, and British imports from the West Indies did not fall after the revolutions. [ABSTRACT FROM AUTHOR]

This paper discusses the ability of Sustainable Development Reserves to embed (in Karl Polanyi's sense) the economy into the environment through the development of protocols for the sustainable management of natural resources. Based on two decades of work in the Mamirauá and Amanã Sustainable Development Reserves, we question whether the results are good, fair and viable by comparing two alternatives: unregulated markets and fully protected reserves. We evaluate the interest in sustainability; discuss who benefits and who pays for it; reflect on its potential to reduce inequalities; and discuss its economic and political viability. This paper offers a historical examination of the ways in which advocacy strategies and tactics have shifted in relation to political opportunities, using a case study of a hydroelectric dam project in the Brazilian Amazon, known as the Belo Monte Dam. Drawing on over three decades of resistance by transnational activist coalitions, the paper looks at how new tactics and political alignments have altered the dynamics of activism and norm diffusion in Brazilian domestic environmental, human rights and development policies. The paper argues that current theories of norm diffusion inadequately explain backslides and tend to underestimate the complexity of domestic political alignments. This paper analyses the role played by US economic assistance during the administrations of Jânio Quadros and João Goulart in Brazil (1961–4). It focuses on the negotiation and implementation of financial agreements associated with the Alliance for Progress, President Kennedy's aid programme for Latin America. It demonstrates that the Alliance had a positive impact during Quadros' administration, providing substantial resources to the country and placing economic growth ahead of economic stabilisation as the principal criterion for aid. Circumstances changed, however, when João Goulart became president, resulting in serious funding constraints. Recent studies of the Brazilian case suggest that successful litigation can have regressive effects and negatively impact the health care system. While the data to support this claim is not conclusive, this paper assumes that such immediate regressive effects are indeed taking place, but asks if these are the only consequences that should be analyzed in assessing the impact of right to health litigation in Brazil. The answer is no. The current perspective adopted to assess right to health litigation in Brazil is too narrow. Other consequences can and should be considered in analyzing the overall impact of litigation. To go beyond the set of questions asked by the existing experts on the topic, this paper analyzes whether the right to health litigation in Brazil has the potential, and could be generating: (i) policy changes within the health care system; (ii) institutional changes within the health care system; and (iii) institutional changes outside the health care system. After presenting anecdotal evidence that suggests these three types of changes may be happening in Brazil, I conclude the paper by discussing what would be required to assess them, and how these changes may affect our overall assessment of the more immediate and supposedly negative impact that litigation has had on the system. Embrapa (Brazilian Agricultural Research Corporation) is the most important Brazilian agricultural research institute and has recently published a study on the preservation status of forest fragments in more than 5 million rural properties. The authors concluded that no institution, public authority or professional category helps more in preserving Brazilian biomes than farmers (Miranda et al. 2017). Brazil's rate of deforestation has declined by more than 70% since 2004, a dynamic unimaginable even a decade ago. Even the worst drought in more than 100 years (2010) produced a flat clearing profile from 2009–2010, an unexpected result, since dry periods usually have clearing spikes. While deforestation continues throughout the tropics (and Amazonia), and the recent change in Brazil's Forest Code has produced a modest increase in deforestation, there are significant processes that are slowing clearing and fostering woodland recovery. This paper outlines the multiplicities and interdisciplinarities of political ecologies, policies, politics scientific approaches and technologies that have moderated forest conversion and shaped Amazonia's unusual, and unusually effective development and conservation conjunctures in Brazil's post-authoritarian period. New institutional framings, ideologies, political decentralization, globalizations and an expanded arena for new social movements and civil society provided the context for this transformation. Changing environmental institutions, discourses and the relatively redistributive social pact that underpinned President Ignacio (Lula) da Silva's administration had a significant role in promoting more resilient land uses, monitoring, compliance and new markets, while regional social movements and national and international commodity boycotts affected more damaging ones. Finally, other forms of payment for environmental services, such as REDD (Reducing Emissions from Deforestation and forest Degradation) and REDD+ are changing the value of standing forests. This paper describes how complex interdisciplinarities shaped the politics, policies and practices that slowed forest clearing. Presents an abstract on a research paper entitled `Government Guarantees, Private Profits, and Social Returns: Public Transport Policy in Brazil, 1854-1913,' by William R. Summerhill, presented at the annual meeting of the Economic History Association.

The objective of the paper is to analyze the determinants of social policies in Brazilian states. More specifically, it examines public spending in the areas of health and education and explores the possible causes of observed changes in the long run. The theoretical motivation for the paper is based on a literature review that affirms that, at the state level, the executive is unchecked within the political system and that, in addition, the rationale for the creation of public policies is, above all, linked to the individual objectives of the governor. Meanwhile, based on our findings, we discarded invalid hypotheses regarding the non-existence of any positive effect of the ideology of the governor on the level of social spending and regarding the absence of any negative impact of the number of commissions, even in governments controlled by the left, on this spending. This paper examines the recent historical trajectory of the idea of citizenship in Brazil through the perspective of Tom Zé, a composer and musician noted for his juxtaposition of avant-garde poetics and popular music. My study begins with his participation in the watershed Tropicália movement of the 1960s, focusing on his critique of consumer society and its implications for popular citizenship. In the early 1970s, the figure of the bourgeois citizen, or senhor cidadão, appears in his work as a caustic critique of those who benefited most from the expansion of capitalism during the period of authoritarian rule. With the re-emergence of civil society and redemocratisation in the 1980s, Tom Zé's work reveals a more affirmative notion of citizenship premised on the discourse of self-represenation among working-class subjects. Finally, this paper discusses Tom Zé's most recent work and its contribution to insurgent forms of citizenship in contemporary Brazil involving historically marginalised and impoverished urban communities within the context of neo-liberal globalisation. Did Latin American privatisation policies fail because of flawed implementation of fundamentally sound policies or because privatisation policies were themselves seriously flawed? Using the Brazilian electric power reforms as a narrative tool, this paper examines the causal chain assumed by large-scale privatisation policies that were implemented as part of structural reform and adjustment programmes. The paper concludes that many privatisation policies and the economic stabilisation programmes within which they were embedded were not mutually reinforcing in the way that policymakers had expected, and that in their application much of what privatisation theories had claimed was lost in translation. This paper revisits and rebuts the mainstream view that Brazil and Argentina were led to form the Southern Common Market to end more than a century of rivalry and competition. We find the elements characterizing an interstate rivalry diminishing in the nineteenth century through the promotion of peaceful settlements and strategic alliances while those that could prompt security concerns disappeared years before the Southern Common Market was formed. Except for diplomatic disputes over the distribution of shared water resources, a disagreement settled in 1979, the decades preceding the Treaty of Asuncion were typified by security alliances, co-operation on economic complementarity and the promotion of bilateral institutions. We find little evidence for the implied security motivations being proposed in the literature. Rather, the establishment of the Southern Common Market was driven primarily by Argentina's and Brazil's desire to improve economic performance and advance political leverage through the promotion of a common stance in global affairs. This view challenges a common component in integration theory that, as applied to the European Union and elsewhere, asserts the privileged role of security concerns as prime driver for integration. Objective: To present and discuss the dietary guidelines issued by the Brazilian government in 2014.Design: The present paper describes the aims of the guidelines, their shaping principles and the approach used in the development of recommendations. The main recommendations are outlined, their significance for the cultural, socio-economic and environmental aspects of sustainability is discussed, and their application to other countries is considered.Setting: Brazil in the twenty-first century.Subjects: All people in Brazil, now and in future.Results: The food- and meal-based Brazilian Dietary Guidelines address dietary patterns as a whole and so are different from nutrient-based guidelines, even those with some recommendations on specific foods or food groups. The guidelines are based on explicit principles. They take mental and emotional well-being into account, as well as physical health and disease prevention. They identify diet as having cultural, socio-economic and environmental as well as biological and behavioural dimensions. They emphasize the benefits of dietary patterns based on a variety of natural or minimally processed foods, mostly plants, and freshly prepared meals eaten in company, for health, well-being and all relevant aspects of sustainability, as well as the multiple negative effects of ready-to-consume ultra-processed food and drink products.Conclusions: The guidelines' recommendations are designed to be sustainable personally, culturally, socially, economically and environmentally, and thus fit to face this century. Across Latin America armed groups have come to dominate large sectors of social, political, and economic activity in poor and working-class communities. While scholars have noted the importance of religion in offering individuals and communities protection from violence, there has been relatively little study of the place of religion in contemporary armed activity in the region. This paper looks at the role of religion in the governance practices of an armed group in one Rio de Janeiro favela. The article will show that religious activities in this context provide an important arena in which members of the armed group can discuss autonomous and collaborative strategies to address security issues in the city. Most critically, religious discourse provides space to move discussions of politics in this community away from issues of citizenship and rights and into a discussion of justice and the distribution of resources among poor communities. Fifteen limnic ostracodes species have been recorded in the Alagamar Formation, Potiguar Basin: Cypridea araripensis Silva, 1978a; Cypridea? sp., Harbinia sinuata (Krömmelbein and Weber, 1971); Harbinia crepata n. sp., Harbinia dimorphica n. sp., Harbinia alta Antonietto et al., 2012; Paracyprial elongata n. sp., Ilyocyprimorpha berthoui (Colin and Dépêche, 1997); Ilyocyprisl sp., Brasacypris subovatum n. sp., Candona? sp., Theriosynoecum colini n. sp., T. guzzoi n. sp., T. silvai (Silva, 1978b) diagnosis emended by Do Carmo et al. This paper discusses the post-trial access to drugs for patients who participated in clinical trials in Brazil. The ethical guidance for clinical trials in Brazil is arguably one of the clearest in the world in attributing to research sponsors the responsibility for providing post-trial drugs to patients who participated in their experiments. The Federal Constitution recognizes health as a fundamental right to be fulfilled by the State. Based on the Brazilian constitution and on the National Health Council resolutions, courts have been accepting patients' claims and ordering the State and the pharmaceutical companies to provide these patients with the tested treatment in the quantity and duration they need it. This generous interpretation of the duties of the pharmaceutical companies and the State makes the Brazilian model for post-trial access unique when compared to the experience of other countries and thus should be followed with attention by future research in order to assess its consequences for patients, research sponsors, and the public health system. In the mid-twentieth century, the Brazilian federal government embarked upon an ambitious plan of fast-paced industrialisation aimed at responding to the growing needs of the country's ever more urbanised population. While the plan achieved rapid economic growth, rising levels of discontent defined much of the political behaviour of urban labour in the period. By critically examining some of the main events affecting industrial unions during the so-called ‘developmental decade’ of the 1950s, this article argues that amidst pervasive top-down economic transformations Brazilian workers consistently advanced an alternative position on national development. By investigating how metalworkers in São Paulo and Rio de Janeiro understood and responded to the main developmental trends and difficulties of the period, the paper reveals some of the creative strategies articulated by urban workers to promote a more socially inclusive path for the country. By becoming actively involved in ever more assertive cross-professional mobilisations, particularly those aimed at curbing the rising cost of living (a problem known as carestia), industrial workers not only protected their own economic interests but also significantly challenged the very bases of the populist political arrangements that defined post-war Brazilian society. Aspirations for global justice have, in the last two decades, found their most radical expressions in the context of global environmental governance and climate change. From Rio de Janeiro through Kyoto to Copenhagen, demands for international distributional justice, and especially North–South equity, have become a prominent aspect of international environmental negotiation. However, claims for international environmental and climate justice have generally been deployed in the form of instinctive gut reaction than as a closely argued concept. In this paper, I outline the ways in which issues of international justice intertwine with notions of global environmental sustainability and the basic premises on which claims for North–South equity are entrenched. This paper investigates how students at the State University of Rio de Janeiro (UERJ), one of the first Brazilian universities to adopt race-based quotas for admissions, interpret racial categories used as eligibility criteria. Considering the perspectives of students is important to understand the workings of affirmative action policies because UERJ's quotas require applicants to classify themselves. Students' interpretations of those categories often diverge from the interpretations intended by people who shaped the policy. Students' perspectives are formed by everyday experiences with categorisation and by their self-assessment as legitimate beneficiaries of quotas. In the appendix of his recent paper, Bracco (2006:511-540) made several comments and misinterpretations regarding the interdisciplinary scientific evidence produced by our team at the Los Ajos site in southeastern Uruguay. Among other things, he claims that we: (a) pushed back the archaeological agenda in Uruguay by twenty years; (b) failed to recognize the previous work of our colleagues in the region; (c) forced our paleoenvironmental data to fit the cultural sequence; and (d) claimed, without evidence, the domestic nature of mounds during the Preceramic Mound Period at the Los Ajos site. The 2006 presidential elections in Brazil witnessed a dramatic shift of Lula's voting base away from the more developed regions of the country and towards the poorest areas. This paper uses municipal-level data to argue that while this shift represents an important change for the support base of Lula himself, it can mostly be explained by the government's massive cash transfer programme, the Bolsa Familia, and by the empirical regularity with which presidential candidates from the incumbent party in Brazil always perform better in the less developed regions of the country. At the time of the previous World Congress of the International Society for Criminology, in 2003 in Rio de Janeiro, the idea of proposing a United Nations Convention on Victims' Rights had not yet been seriously proposed or considered. Today, only five years onward, many things have changed. The pro's and con's of such a move have been debated in academic discourse, several drafts of a possible Convention have been written and translated into various languages, and a campaign has been started to persuade the member States of the UN to work in the direction of adopting a document like that. This paper aims to explain the background of these recent developments and to connect them with another major trend in the way many societies deal with the phenomenon of crime : the rise of restorative justice practices. High-quality kaolins are produced from two sites in the Capim River area in Pará State, northern Brazil. One mine is operated by Rio Capim Caulim (RCC) owned by Imerys and the other by Pará Pigmentos S.A. (PPSA) owned by Caemi (CVRD Group). The kaolin deposits are located on low-relief plateaux with a lateritic cap. The kaolin strata are in the Ipixuna Formation of Upper Cretaceous Age. There are two distinct kaolin layers, a 4–5 m thick soft kaolin which is overlain in the southern portion of the basin by a 4–5 m thick hard kaolin. The soft and hard designations refer to particle size, with the soft kaolin being relatively coarse and the hard kaolin very fine. The kaolin is mined, partially beneficiated, and pumped through pipelines to the port at Barcarena on the Guama River, a large tributary of the Amazon River. The PPSA kaolin is fully processed at the plant near the mine site and pumped to Barcarena where it is spray dried. The RCC kaolin is only partially processed at the mine site. This partially processed kaolin is pumped to Barcarena where it is beneficiated. The finished kaolin is high quality and is shipped to North and South American, European, and Asian paper-coating markets. More than 1.6M tons were shipped from Barcarena in 2005. This paper examines the governance of hydroelectric dam planning in Brazil with a particular focus on two factors: first, governmental institutions that aim to provide participatory mechanisms for civil society, and second, new participatory institutions created by civil society to remedy the lack of meaningful participatory measures. One example of the latter are new collaborative research projects, which have changed dam building policies and governmental thinking about participation. It is argued here that these kinds of collaboration are fundamental to making dam-building policy more accountable to local citizens. The analysis demonstrates that lay/expert collaborations provide pathways through which affected people can contest inaccurate official scientific reports, in turn influencing the policy process. I examine six such participatory projects across the country: four are nationally based and two are international in scope. A four- pronged typology is used to analyse the processes and outcomes of these collaborations. This typology reveals multiple types of knowledge-sharing that constitute concrete means to implement participation in environmental policy, hence advancing the democratisation of environmental governance. Studies in various countries have reported that older people who are married have better health than older widows. This paper reports a replication of these analyses with Brazilian data. The main objective was to explore the relationships between marital status, individual and household income, and the health of men and women using ordered logistic regression with self-assessed health as the dependent variable. The explanatory variables of interest were gender, marital stares, and individual and family income. The data are from a survey of 7,920 non-institutionalised older people resident in the southern state of Rio Grande do Sul in 1995. The survey used a structured, multi-disciplinary questionnaire, which collected information on demographic attributes, household composition, social relations, occupation, income and health status. The results show that widows were 20 per cent more likely to report better health than married women. The women without individual income had worse health than those who did, even after controlling for family income. For men, there were no significant differences in health by marital status. The main recommendation is that the health status and economic circumstances of married elderly women should be given more attention in both research and policy, certainly in Brazil and probably in other Latin American countries. Programmes of income support to the poorest households should include specific transfers to these elderly women. In this paper we examine the number of known populations of 86 bromeliad species recorded in the Atlantic forest of north-east Brazil, to test the following predictions: (1) the current number of populations of most bromeliad species inhabiting the Atlantic forest of north-east Brazil is critically low, (2) the number of extant populations of a particular species is associated with the ecological attributes of the species, and (3) habitat loss determines, at least in part, the current distribution and number of populations of each species. At present there are at least 535 bromeliad populations in this forest but 61.6% of species have <6 populations and 24.4% have only one known population. The mean number of populations per species was significantly lower among species endemic to this part of the Atlantic forest, species recorded in only one vegetation type, forest and inselberg species, and obligatory epiphytic and terrestrial species. We were unable to relocate 41 populations recorded between 1920 and 1996, and populations of 20 species have become locally extinct. For these bromeliads geographic range, habitat specificity and life form appear to determine which species are more vulnerable to extinction. The species that have <6 extant populations include 27 species that are endemic to this forest. These species need to be evaluated for inclusion on both the IUCN and Brazilian Red Lists. Brazilian women rely on sterilization as the main source of birth control. Sterilization has been one of the causes of the steep decline in fertility in Brazil, at least since the second half of 1970. It is hypothesized that understanding couples’ relationships might be key to explaining this high rate of female sterilizations. Possible reasons for the higher level of fertility among women in unstable unions than among women in stable ones could be the less effective use of contraceptive methods, or that women in unstable unions tend to use less effective or reversible contraceptive methods. In this paper discrete time modelling of the timing of sterilization according to union histories is presented. The analysis uses the calendar data of the 1996 Brazilian DHS. It is shown that women in second or higher order unions have a lower risk of sterilization. This paper analyzes the conditions in which the governments of Argentina and Brazil founded security institutions in the early 1990s, while they were democratizing. It advances the hypothesis that international cooperation in the security field is often linked to the evolution of civil-military relations. Civilian leaders in both countries established institutions and sought international participation deliberately to achieve civilian control and gain leverage over the military establishment, which they sorely distrusted. The need to stabilize civil-military relations at home was therefore the prime motivating force behind the emergence of security institutions in the Southern Cone. Three mechanisms were at work: omnibalancing, policy handling, and managing uncertainty. These mechanisms are derived from three different schools of thought: realism, organizational-bureaucratic models, and theories of domestic political institutions. Besides explaining the sources of nuclear bilateral cooperation, this argument also serves as a critique of two prominent theories in international relations that attempt to explain cooperation and peaceful relations among democracies: neoliberal institutionalism and democratic peace theory. Popular music plays important roles in two related films portraying Brazilian slum life. Based on a 1953 play by Vinícius de Morais, Marcel Camus's 1959 film Orfeu Negro, and a 1999 feature by Brazilian director Carlos Diegues titled Orfeu, augment traditional samba styles with bossa nova and rap, respectively. Interpreting musical style as allegorical texts within fictive landscapes, this paper examines conflation and conflict among musical meanings, Brazilian social histories, and discursive identities marking the twentieth century. Broad aspects of Brazilian political and socio-cultural development are implicated, such as authoritarianism, the politics and sociology of race, technological advances, mass media, and modes of modernisation. Here, bossa nova and rap engage society through reflexive and generative interpretations within a narrative designed to illustrate connections between processes of innovative, trans-national cultural production, myths of national identity, social change, and the powerful role of popular music in film. In response to the growing salience of re-centralization in several Latin American countries that decentralized in the 1980s and 1990s, this paper examines presidential efforts to re-centralize fiscal power in the 1990s. In our study of re-centralization in Argentina and Brazil, we assess the utility of four common political economy explanations: the presence of economic crisis; the partisan powers of the president; the division of formal powers between the branches; and the extent of intra-bureaucratic conflict. We find that the success of economic stabilization measures facilitated re-centralization in both countries, though the pathways connecting the two phenomena were partially distinct. In Argentina, key re-centralization measures were rapidly achieved after stabilization as the result of the president's strong partisan powers and in the form of political deals within the Peronist party. Subsequently, the dissipation of President Carlos Menem's powers over the course of his second term facilitated the "return of the governors." In Brazil, Fernando Henrique Cardoso re-centralized despite weak partisan powers, largely by using his reputation as a successful stabilizer to build a broad reform coalition. In Cardoso's Brazil, strong partisan cohesion in important cabinet posts also served as a partial substitute for the lack of partisan power in the legislature. These findings suggest the need for a closer examination of recentralization efforts, particularly in the wake of macroeconomic stabilization and economic reform. [ABSTRACT FROM AUTHOR]

Brazil's President Femando Henrique Cardoso will be remembered for his administration's accomplishments as well as the problems his government left unresolved. On the one hand, fiscal policy represents one of Cardoso's success stories: the Plano Real curbed inflation, established economic stability, and enabled the central government to rein in subnational governments' out-of-control spending patterns, which had been a key source of macroeconomic instability. However, the question remains whether Brazil can truly escape from the political and economic consequences of past fiscal profligacy. Despite many successes, Cardoso's own policies have created additional obstacles that future administrations will necessarily confront, in particular a dramatic increase in Brazil's internal debt. Observers of Brazil should count both sides of the accounting ledger when evaluating the Cardoso administration. Much has been gained, but the costs of those gains must be recognised and the impact of those gains on the range of policy choice available to future administrations understood. This article explores the factors that contributed to Brazil's macroeconomic difficulties prior to 1995, and then explores how the Plano Real provided the Cardoso administration with leverage to constrain the capacity of subnational actors to affect Brazil's economy. Subsequently, however, the paper describes how the Cardoso administration's polities have created Brazil's current 'fiscal straitjacket', and concludes by discussing how Cardoso's policies will constrain future administrations.
