Through extensive data research and analysis, this paper comprehensively summarizes the status and key insights of global carbon dioxide capture and storage (CCS) development. It aims to gain a comprehensive understanding of the relevant policies, technologies, and security measures adopted by major countries in their CCS development processes. Furthermore, it explores the existing status and limitations of China's offshore development efforts, while providing valuable recommendations for enhancing China's offshore CCS initiatives, as well as serving as a reference for other nations worldwide. Offshore CCS plays a crucial role for China to achieve the development target of carbon peak and carbon neutrality, due to its energy structure and industrial distribution. While China possesses significant offshore CCS potential, achieving commercialization still requires substantial efforts. To facilitate the process and draw insights from successful experiences in other countries, this paper illustrates the characteristics and generalizes the experience of offshore CCS industry practices in America, Europe and Japan, respectively. Furthermore, it is recommended that a new round of investigation into offshore CCS potential be conducted, while promoting integrated collaboration between geological surveying and marine scientific research. The power sector is one of the major CO2-emitting industries in China. It is also the first key emissions control industry included in China's national carbon trading market established in 2021. Therefore, based on the data of 30 provinces and cities in China from 2015 to 2022, this study analyzes the impact of the national carbon market policy on the carbon emissions of the power industry based on the generalized Difference-in-Difference (DID) model. Based on the method of text analysis, this paper constructs the carbon market policy intensity index of each region and incorporates it into the DID model. Empirical analysis finds that the national carbon market policy can significantly inhibit the carbon emissions of the power industry. However, the heterogeneity analysis of 30 provinces and cities shows that the national carbon market policy has a significant impact on the regions that already have a carbon pilot, but not on the non-pilot regions. Therefore, this paper demonstrates the effectiveness of the national carbon market policy in the power industry emissions control, and also exposes the heterogeneity between regions, providing an important empirical basis for the inclusion of other energy-intensive industries. The electric power sector is the primary contributor to carbon emissions in China. Considering the context of dual carbon goals, this paper examines carbon emissions within China's electricity sector. The research utilizes the LMDI approach for methodological rigor. The results show that the cumulative contribution of economies scale, power consumption factors and energy structure are 114.91%, 85.17% and 0.94%, which contribute to the increase of carbon emissions, the cumulative contribution of power generation efficiency and ratio of power dissipation to generation factor are -19.15% and -0.01%, which promotes the carbon reduction. The decomposition analysis highlights the significant influence of economic scale on carbon emissions in the electricity industry, among the seven factors investigated. Meanwhile, STIRPAT model, Logistic model and GM(1,1) model are used to predict carbon emissions, the average relative error between actual carbon emissions and the predicted values are 0.23%, 8.72% and 7.05%, which indicates that STIRPAT model is more suitable for medium- to long-term predictions. Under the goal of "achieving carbon peak by 2030 and carbon neutrality by 2060", how to select the type of fresh air system has become a key area of energy conservation. The method of outdoor design PM2.5 concentration is one of the important factors affecting the selection of fresh air filtration system. This paper first analyzed the PM2.5 concentration values of 31 cities in China from 2017 to 2020 based on mathematical induction, and next gave the recommended coefficient K under six urban economic regions methods in combination with the actual situation. Finally, the selection of air filters in five typical cities was taken as an example, the differences in recommended coefficient K and selection of outdoor design PM2.5 concentration under different recommended methods were compared and analyzed. The results showed that the recommended coefficient K under the six economic regions could meet the required K value needs of the region. The recommended coefficient K by the six economic regions methods based on per capita GDP is the best. Under that conditions, the recommended coefficient K of the five typical cities under strict and normal conditions differs from the average K values of the six methods by 0.06 and 0.04. Solid-state hydrogen storage technology has emerged as a disruptive solution to the "last mile" challenge in large-scale hydrogen energy applications, garnering significant global research attention. This paper systematically reviews the Chinese research progress in solid-state hydrogen storage material systems, thermodynamic mechanisms, and system integration. It also quantitatively assesses the market potential of solid-state hydrogen storage across four major application scenarios: on-board hydrogen storage, hydrogen refueling stations, backup power supplies, and power grid peak shaving. Furthermore, it analyzes the bottlenecks and challenges in industrialization related to key materials, testing standards, and innovation platforms. While acknowledging that the cost and performance of solid-state hydrogen storage are not yet fully competitive, the paper highlights its unique advantages of high safety, energy density, and potentially lower costs, showing promise in new energy vehicles and distributed energy fields. Breakthroughs in new hydrogen storage materials like magnesium-based and vanadium-based materials, coupled with improved standards, specifications, and innovation mechanisms, are expected to propel solid-state hydrogen storage into a mainstream technology within 10–15 years, with a market scale exceeding USD 14.3 billion. To accelerate the leapfrog development of China's solid-state hydrogen storage industry, increased investment in basic research, focused efforts on key core technologies, and streamlining the industry chain from materials to systems are recommended. This includes addressing challenges in passenger vehicles, commercial vehicles, and hydrogen refueling stations, and building a collaborative innovation ecosystem involving government, industry, academia, research, finance, and intermediary entities to support the achievement of carbon peak and neutrality goals and foster a clean, low-carbon, safe, and efficient modern energy system. In order to achieve the ambitious goal of "carbon neutrality", countries around the world are striving to develop clean energy. Against this background, this paper takes China and Italy as representatives of developing and developed countries to summarize the energy structure composition and development overview of the two countries. The paper analyzes the serious challenges facing the future energy development of both countries and investigates the possibilities of energy cooperation between the two countries, taking into account their respective advantages in energy development. By comparing the policies issued by the two governments to encourage clean energy development, this paper analyzes the severe challenges faced by the two countries' energy development in the future and combines their respective energy development advantages to look forward to the possibility of energy cooperation between the two countries in the future. On the basis of "Carbon Peak and Carbon Neutral" goals, carbon sequestration projects are increasing in China. The integrity of cement sheaths, as an important factor affecting carbon sequestration projects, has also received more attention and research. When CO2 is injected into the subsurface from sequestration wells, the cement sheath may mechanically fail due to the pressure accumulated inside the casing, which leads to the sealing of the cement sheath failing. The elasticity and strength parameters of the cement sheath are considered in this paper. The critical bottom-hole injection pressures of inclined well sections under anisotropic formation stresses at different depths were calculated for actual carbon-sealing wells in the X block—the CO2 sequestration target block. The sensitivity factors of the critical bottom-hole injection pressure were also analyzed. It was found that the cement sheath damage criterion was tensile damage. The Young's modulus and tensile strength of the cement sheath are the main factors affecting the mechanical failure of the cement sheath, with Poisson's ratio having the second highest influence. An increase in the Young's modulus, Poisson's ratio, and tensile strength of the cement sheath can help to improve the mechanical stability of cement sheaths in CO2 sequestration wells. CO2 capture from coal power plants is an important and necessary solution to realizing carbon neutrality in China, but CCS demonstration deployment in power sector is far behind expectations. Hence, the reduction potential of energy consumption and cost for CCS and its competitiveness to renewable powers are very important to make roadmaps and policies toward carbon neutrality. Unlike the popular recognition that capturing CO2 from flue gases is technically and commercially mature, this paper notes that it has been proved to be technically feasible but far beyond technology maturity and high energy penalty leads to its immaturity and therefore causes high cost. Additionally, the potential energy penalty reduction of capture is investigated thermodynamically, and future CO2 avoidance cost is predicted and compared to renewable power (solar PV and onshore wind power). Results show that energy penalty for CO2 capture can be reduced by 48%-57%. When installation capacity reaches a similar scale to that of solar PV in China (250 GW), CO2 capture cost in coal power plants can be reduced from the current 28-40 US$/ton to 10-20 US$/ton, and efficiency upgrade contributes to 67%-75% in cost reduction for high coal price conditions. In China, CO2 capture in coal power plants can be cost competitive with solar PV and onshore wind power. But it is worth noting that the importance and share of CCS role in CO2 emission reduction is decreasing since renewable power is already well deployed and there is still a lack of large-scale CO2 capture demonstrations in China. Innovative capture technologies with low energy penalties need to be developed to promote CCS. China is transitioning into the digital economy era. The advancement of the digital economy could offer a fresh mechanism to attain carbon peak and carbon neutrality objectives. Applications of the digital economy, such as smart energy management, intelligent transport systems, and digital agricultural technologies, have significantly reduced carbon emissions by optimizing resource use, reducing energy waste, and improving production efficiency. This research does so by devising a theoretical model that looks into the multi-faceted power of the digital economy under a two-sector paradigm. Utilising a panel model, a mediation effect model and a spatial Durbin model to assess the digital economy's power on carbon emissions. This research has determined that the digital economy can significantly diminish carbon emissions, with green tech innovations and industrial transformation being key contributors. The spatial spillover effect was used for the digital economy to aid in lowering carbon emissions in adjacent districts and upgrading better environmental stewardship. The influence of the digital economy has better performance in lowering carbon emissions in mid-western China than in the eastern area. This paper deepens understanding of the drivers of low-carbon growth and the significance, mechanism and regional disparities of the digital economy's effect on reducing carbon emissions. To achieve the goals of "carbon peaking and carbon neutrality", this paper puts forward the connotation and measurement method for the carbon emission intensity of urban industrial land and conducts an empirical study with the Yangtze River Economic Belt (YREB) as an example. We defined the carbon intensity of urban industrial land as the industrial carbon emissions per unit area of land, which is a spatial mapping of urban industrial economic development and carbon spillover and a key indicator for urban and territorial spatial planning oriented towards the "dual carbon" goal. Findings: The carbon emission density of industrial land in the YREB varied greatly between cities and exhibited significant positive spatial autocorrelation. In addition, the geographical pattern and spatio-temporal evolution model of the urban industrial land carbon emission density had a very complex driving mechanism, and different factors had significant synergistic effects. Therefore, it is suggested that while striving towards the goal of "dual carbon", the government should incorporate the carbon emission density indicator of urban industrial land into the urban and territorial spatial planning system, and based on the threshold of the medium suitable density, they should design differentiated management policies according to concrete urban policies and encourage cooperation among cities to jointly promote carbon emission management of urban industrial land. In policy design, emphasis should also be placed on highlighting the interactive effects of foreign direct investment, fiscal expenditure, and the number of patent authorizations as well as constructing a combination of policies centered around them to better leverage the impacts of globalization, government intervention, and innovation. Carbon peaking and carbon neutrality will be important policies to constrain China's economic and social development in the future. Based on the theory of computable general equilibrium, CGE model of carbon emission was constructed in this paper to simulate the influence of different scenarios of carbon emission reduction on economic and social development. The major contribution is to subdivide the energy sector according to primary energy and secondary energy, and construct the macro SAM table and micro SAM table of 21 energy sectors in 2017 to quantitatively simulate the impact of carbon emission reduction policies on China's economy and society, and put forward some policy suggestions based on this. With a significant share of renewable power generation integrated into the power supply, it is crucial to timely adjust the regulating peak load for coal-fired power plants equipped with CO2 capture to ensure the stable operation of the multi-energy supply system. In this paper, the effects of varying boiler loads on the techno-economic performance of the retrofitted power plant were studied. Furthermore, the potential for reducing the cost of CO2 capture was investigated, and early opportunities for demonstration were discussed. Results showed that when the boiler load decreased from 100% turbine heat acceptance condition to 50% turbine heat acceptance condition, the cost of CO2 capture increased from 37.0 $/t CO2 to 57.0 $/t CO2, cost contribution of energy penalty and extra capital investment also increased from 20.6 $/t-CO2 to 25.7 $/t-CO2, and from 16.4 $/t-CO2 to 31.3 $/t-CO2, respectively. Furthermore, by improving separation efficiency from 0.15 to 0.5, a 25% to 30% reduction in CO2 capture cost can be achieved. The cost of CO2 capture could decrease by 42.2–50.5% when the cumulative capacity reaches 250 GW under the high investment learning rate scenario. According to the distribution of coal prices and renewable energy sources in China, the early demonstration projects of multi-energy supply systems should prioritize the northern region. Green and low carbon reflect the high-quality development, while income distribution is an indicator of the balance of development. Is there a lack of fairness in the process of green and low carbon transition of enterprises? Using data from A-share listed companies from 2009 to 2016, this paper constructs a DID identification framework for controlling the endogeneity problem using the 2013 carbon trading policy pilot as a quasi-natural experiment to empirically test the impact of corporate low-carbon transformation on corporate labor income share in the context of carbon trading policy. The findings indicate that carbon trading policy decreases the labor income share of firms. In addition, we demonstrate that the low-carbon transition promotes labor productivity, suggesting that the Porter's hypothesis is confirmed in China, but the increase in labor wages is not in tandem with productivity growth, resulting in reduced labor income share. Heterogeneity analysis shows that the impact of carbon trading policy on labor income share is mainly pronounced in larger firms, high technology firms and persistent incumbent firms. Collectively, these results are expected to accurately improve our understanding on the impact of low-carbon transformation of enterprises on income distribution and provide reference for the government to formulate industrial policies and distribution mechanisms under low-carbon economy. Coordinating policies is an essential guarantee for carbon emission reduction and sustainable development. Based on the theoretical framework of the policy paradigm, we quantitatively analyze 266 policy documents on promoting carbon emission trading and green financial policies from 2011 to 2022 using the content analysis research method. Based on the matching network of "policy objectives-policy tools," we analyze the synergistic characteristics of carbon emission trading policies and green financial policies in promoting carbon emission reduction targets and reveal the matching mode of "objectives-tools" of green financial policies by using social network analysis. It is found that, first, from the perspective of policy objectives, the main policy objectives of carbon emissions trading are to promote green innovation of enterprises, and the main policy objectives of green finance are to promote green development, which reflects the consistency and endogenous motivation of policy objectives. Secondly, command-control and market incentive policy tools are the main policy tools in the structure of policy tools. The proportion of public participation policy tools is small, and there is a structural asymmetry. Third, carbon emissions trading tools focus on supervision, adjustment, and platform construction. The green financial policy tools have the characteristics of guidance, public welfare, and externality. The two constitute a complementary, embedded, and integrated ' double synergy ' carbon emission reduction policy. In pursuit of China's goals for carbon peak and carbon neutrality, wind turbines are continually evolving to achieve a lower levelized cost of energy. The primary technological focus in the wind power industry is on large-scale, lightweight designs for entire turbines to enhance cost competitiveness. However, this advancement has led to an increased risk of blade fractures under extreme operating conditions. This paper addresses this challenging issue by using geometrically exact beam theory to develop a nonlinear simulation model for long, flexible blades. The model accounts for sudden changes in blade properties at the moment of failure, covering both the extensive motions and deformations of the fractured blade. The validation of the proposed model is carried out by comparing the results from power production cases with bladed simulations and further validating the simulations of blade fracture load cases against measurement data. As the world's largest emitter of carbon, China has implemented a series of environmental regulatory policies to reduce emissions. However, most of these environmental regulations have been at the expense of increased corporate environmental costs. Therefore, research on how to efficiently control these costs is of significant practical importance. This paper uses the China's carbon trading policy (CTP) implemented in 2013 as a quasi-natural experiment, utilizing data from Chinese listed manufacturing firms between 2008 and 2020. Employing a difference-in-differences (DID) model, the study investigates the impact of market-incentive environmental regulatory policies (ERP) on environmental costs. The findings reveal that CTP significantly reduced the environmental costs of firms, confirming the positive and vital role market-incentive ERP can play in environmental protection and cost control. These conclusions remain robust after a series of stability tests. Mechanism analysis suggests that the cost reductions brought by market-incentive ERP are primarily achieved through increasing green innovation. Heterogeneity analysis shows that non-state-owned enterprises (non-SOEs), key polluting firms, firms with lower financial constraints, and firms with lower total production efficiency benefit more from market-incentive environmental regulatory policies. Carbon price prediction is of great importance to regulators and participants in the carbon trading market. It is the basis for developing policies related to the carbon trading market and stabilizing that market. Considering the numerous factors that influence carbon prices in China, dimensionality reduction is needed to improve the prediction accuracy and efficiency. However, the traditional dimensionality reduction methods fail to fully consider the role of influencing factors, which has certain limitations. In this paper, a new dimensionality reduction method, namely scaled principal component analysis (s-PCA), is employed to improve the prediction accuracy of carbon prices. Firstly, a factor library that influence carbon prices is constructed from three perspectives: technical indicators, financial indicators and commodities indicators. Then, the s-PCA method is used to reduce the dimensionality of factors influencing carbon price. Next, two different methods are used to predict carbon prices, including traditional regression method and Long Short-Term Memory (LSTM) method. Finally, the economic value of the s-PCA method is examined by constructing investment portfolios. The empirical results of the Hubei Emissions Exchange show that the s-PCA model outperforms other competing models both in- and out-of-sample. In addition, the LSTM model could improve the performance of the s-PCA model in carbon price prediction. From a market timing perspective, investors can achieve a greater return and a larger Sharpe ratio using the s-PCA method than using other comparative methods and buy-and-hold strategy. The ever-increasing challenges related to water security and climate mitigation underscore the pressing need for forward-thinking systems planning tools to drive urban sustainability transitions. In this study, we propose a novel city-level multi-objective planning framework that explores the nexus between carbon trading and water management, with the aim of facilitating water-efficient urban industrial restructuring. The framework integrates cap-and-trade mechanisms into a two-layered optimization model, creating an integrated approach to optimizing carbon emissions and generating economic opportunities for improving water efficiency. To illustrate the potential application of this framework, we conducted a case study focusing on Dongguan City, a water-stressed industrial metropolis in southern China. The results illustrate potential synergies between water planning strategies and carbon trading schemes, which could be harnessed to enable targeted reductions in water usage and carbon emissions. Furthermore, our findings identify the textile, apparel, and paper products manufacturing industries as primary candidates for strategic production scale reduction, emphasizing the importance of sustained support for the development of the computer and electronic manufacturing sector as a catalyst for urban sustainability transitions. Global environmental problems are worsening. Among various regulatory measures, market-oriented approaches are most favored by governments worldwide. Using provincial panel data from 2004 to 2020, a multi-period DID model was hereby constructed to empirically study the pollution reduction effects of the pilot policy for carbon emissions trading in China. Findings of this paper could be listed as follows: (1) The pilot policy has achieved notable reductions in waste gas and solid waste, although its effect on wastewater pollutants has been less pronounced; (2) Pollution reduction in the pilot regions can be achieved by optimizing the energy consumption structure; (3) Significant variations in pollution reduction effects are observed between the Northern and Southern pilot regions, with notably stronger policy effects in the north across various pollutants compared to the south. With the growing global energy demand and limited production of conventional crude oil, the extraction of unconventional heavy and extra-heavy oil is receiving unprecedented attention. China is the fourth largest producer of heavy oil. High viscosity and complex formation environments increase the difficulty of exploiting heavy oil. To alleviate the economic cost and environmental pollution pressure brought by heavy oil production, China has achieved significant advancement in the innovation of heavy oil recovery, including accelerating the transformation of thermal technology to non-thermal technology and the use of new energy technology to achieve the goal of low-carbon economy and green environmental protection. Based on the background of heavy oil in China, this paper recharacterizes the high-viscosity mechanism of heavy oil. From different aspects, including basic principles, main characteristics, applicability, limitations, and challenges, this paper comprehensively reviews existing heavy oil recovery technologies, including thermal recovery, in-situ upgrading, cold recovery, and new energy technologies. Currently, in China, the main target of heavy oil recovery is achieving the "carbon peaking and carbon neutrality" goals, which can be described as low energy consumption, low emission, and low pollution. To facilitate the low-carbon transition in the extraction of heavy/extra-heavy oil and attain environmental sustainability goals, it is essential to increase the proportion of non-thermal factors in thermal recovery technologies, develop efficient in-situ catalysts, adopt clean cold extraction techniques, and advance the development of new energy technologies. Compared to cast-in-situ construction, prefabricated construction reduces the generation of construction waste; however, construction waste cannot be entirely eliminated through prefabrication and can be generated at each stage of its life cycle. This paper generates a system dynamics model, comprising two causal-loop diagrams and one stock-flow diagram, to simulate the effectiveness of policies on decarbonizing prefabricated concrete building waste. The model can predict the annual and total construction waste, along with the associated carbon emissions, under different policy scenarios in China by 2030. This paper focuses on prefabricated concrete buildings in China, with specific attention to the wastage of concrete, bricks, mortar, and metal. In single-factor scenario simulations, increasing landfilling fee is the most effective policy for waste decarbonization, potentially reducing carbon emissions by 31%. Increasing prefabrication rate and enhancing regulation degree at the design phase of prefabrication can directly reduce prefabricated building waste generation, subsequently resulting in an 18% and 7% carbon emissions reduction. Multi-factor scenario simulations demonstrate that the simultaneous application of all four policies is most effective, achieving a 44% reduction in carbon emissions. In the context of carbon neutrality target, renewable energy sources have been transforming from "supplementary energy" to "main energy", which have promoted the green and low-carbon transition of global energy supply system. In-depth analyzing the spatial patterns and driving mechanisms of renewable energy expansion are of significance for optimizing the spatial layout of clean power, and avoiding the phenomenon of wind and solar power curtailment. In this paper, we proposed an ensemble learning model to examine the nonlinear effects of physical geography, resource endowment, and socio-economic factors on solar photovoltaic (PV) capacity at the prefecture-level city scale in China. Using the city-level multi-sources geospatial big data, we extensively collected a total of 175 related explanatory variables and cumulative installed capacity of solar PV power for 295 prefecture-level cities of China. The recursive feature elimination algorithm (SVM-REF) is firstly used to extract the optimal feature subset of urban PV capacity from multi-dimensional features variables. Furthermore, three advanced machine learning models (random forest, decision tree, extreme gradient boosting) are developed to identify the key influencing factors and nonlinear driving effect of urban solar PV power expansion in China. The results show that China's PV installation capacity is highly concentrated in Northern and Northwest parts of China, with the occupancy over 70% in 2019. Moreover, the XGBoost model has the best prediction accuracy (R2 = 0.97) among three methods. We also found that total amount of urban water resources, average solar radiation, and population density are the most important controlling factors for urban solar PV capacity expansion in China, with contribution of 35.6%, 17.7%, and 13.3%, respectively. We suggested that urban solar PV layout mode in China is recommended to gradually shift from resource orientation to the "resource-environment-demand" comprehensive orientation. In the context of global low-carbon emission reduction, how to achieve green and high-quality development has become a major issue for the Communist Party of China (CPC) and the Chinese government recently. Based on the data of China's listed companies from 2013 to 2020, this paper uses Python to implement text analysis of annual reports, and explores the relationship between political acuity and carbon-efficiency synergies (CES) from the perspective of enterprise initiative. We found that (1) political acuity positively affects carbon-efficiency synergies. (2) Increased political acuity can reduce carbon emissions, but the effect on economic efficiency is not obvious. That is, low carbon takes the lead in raising the level of carbon-efficiency synergies. (3) Environmental regulations can positively regulate the relationship between political acuity and carbon-efficiency synergies. (4) Political acuity in southern China, carbon neutral and non-state-owned enterprises (NSOEs) will have a more pronounced effect on carbon-efficiency synergies. Yet, the evolution of carbon inequalities within urban agglomerations and the differences between adjacent or distant urban agglomerations have not been well understood, especially in countries undergoing rapid urbanization. Using the data of 89 cities in China's Yangtze River Economic Belt (YREB) during 2006–2021, this paper quantifies carbon emissions inequality (CEI) at different scales in a systematic regional-urban agglomeration-city hierarchical structure. Then, under the integrated mean logarithmic deviation-logarithmic mean Divisia index (MLD-LMDI) decomposition framework, multi-scale CEIs are perfectly decomposed into six interrelated drivers, i.e., industrial emission structure, energy emission intensity, industrial energy mix, energy intensity, industrial structure, and economic development. The results show that economic development, energy intensity, and industrial energy mix disparities are the main determinants accounting for CEIs at different scales. The decreasing CEI in YREB is mainly due to the changes in industrial structure and economic development, while the energy intensity effect partially hinders the mitigation of CEI. In the upper reaches of the YREB, the energy intensity effect accounts for over 94% growth of CEI during 2006–2021, while the decline in CEIs in middle and lower reaches is primarily caused by the effects of industrial energy mix and industrial structure, respectively. Further spatial decomposition analysis reveals more refined city-level heterogeneous effects and emphasizes the prioritized emission reduction direction for each city. As major strategic development areas in China, the provinces around the Yangtze River are facing the pressure of large aggregate CO 2 emissions and high per capita CO 2 emissions. The study on the pathway of reducing CO 2 emissions and increasing carbon sequestration will help China better clarify the ways realize the goals of carbon peak and carbon neutrality as soon as possible. In this paper, the extended STIRPAT model and OLS regression were used to establish a prediction model to estimate the CO 2 emissions during 2010–2060 under different scenarios. Meanwhile, the InVEST model was used to estimate the carbon sequestration, and the comparison with the CO 2 emissions was analyzed. The results show that Qinghai and Yunnan have achieved the goal of carbon neutrality in 2010. Under the low-carbon and energy-saving scenario and the baseline scenario, all provinces within the study area are anticipated to attain their emissions peak by 2030 or earlier, and the CO 2 emissions peak value of the whole study area is 3111 Mt and 3199 Mt, respectively. While under the high emissions scenario, only Chongqing and Qinghai will reach the emissions peak in 2030, and the whole study area will reach the emissions peak in 2040, with peak value of 3470 Mt. Under the three scenarios, the whole study area cannot achieve carbon neutrality before 2060. Only Sichuan and Hubei can achieve carbon neutrality in 2050 and 2060 under the low-carbon and energy-saving scenario. China has committed to peak carbon emissions by 2030 and become carbon neutral by 2060. Hebei, as a major energy province in China, has more challenging carbon peaking and carbon neutrality targets. Based on the extended STIRPAT model, this paper evaluates the time to peak carbon and post-peak carbon trend changes in Hebei province under different scenarios from 2020 to 2060. Based on the support vector machine model with particle swarm optimization, this paper evaluates the carbon neutral pathways under different scenarios in Hebei province from 2020 to 2060 in terms of forests, croplands, wetlands, grasslands and Carbon Capture, Utilization and Storage (CCUS). The results show that a monotonically flat trend without inflection point, a single-inflection-point plateau-period trend and a multi-inflection-point inverted U-wave trend occur after carbon peaks. Hebei Province can achieve carbon neutrality by 2060 under the policy scenario and the enhanced scenario, and the enhanced scenario is better. Comparing with existing studies, the innovation of this paper is to design different trends of changes after carbon peak, combining carbon absorption and carbon emission, and providing more diversified development paths for carbon neutral strategies through a more integrated perspective and multi-scenario comprehensive analysis. Therefore, In the future, Hebei Province should establish a platform for carbon emissions monitoring and carbon footprint assessment, and set up an early warning and assessment mechanism for carbon peaking, so as to prevent a rebound trend in carbon emissions after peaking. In the global context, countries must reduce carbon dioxide emissions to "net zero" by 2050 to limit global warming to 1.5 °C above pre-industrial levels. China's Nationally Determined Contributions (NDCs) are to peak carbon dioxide emissions by 2030 and achieve the carbon neutrality target by 2060. To monitor the achievements of the NDCs, establishing an annual-based accounting mechanism is necessary to record the carbon stocks in China, especially for Blue Carbon. The paper aims to present China's first national-scale systematic Blue Carbon accounting for mangroves, salt marshes, and seagrasses, covering the accounting subjects of physical and monetary assets, as well as relevant indicators for investors. It focuses on the design of the accounting method and system, the selection of data categories applied to this system, and the application of China's Blue Carbon accounting based on this accounting system. Taking Blue Carbon accounting as a starting point, this paper analyses the restoration prospects of these ecosystems and their application potential for NDCs in China compared with the terrestrial ecosystems. The results indicate that mangroves are the most cost-effective type of ecosystem, even compared to terrestrial forests. China's carbon emission trading policy plays a crucial role in achieving both its "3060" dual carbon objectives and the United Nations Sustainable Development Goal 13 (SDG 13) on climate action. The policy's effectiveness in reducing pollution and mitigating carbon emissions holds significant importance. This paper investigated whether China's carbon emission trading policy affects pollution reduction (PM 2.5 and SO 2) and carbon mitigation (CO 2) in pilot regions, using panel data from 30 provinces and municipalities in China from 2005 to 2019 and employing a multi-period difference-in-differences (DID) model. Furthermore, it analyzed the heterogeneity of carbon market mechanisms and regional variations. Finally, it examined the governance pathways for pollution reduction and carbon mitigation from a holistic perspective. The results indicate that: (1) China's carbon emission trading policy has reduced CO 2 emissions by 18% and SO 2 emissions by 36% in pilot areas, with an immediate impact on the "carbon mitigation" effect, while the "pollution reduction" effect exhibits a time lag. (2) Higher carbon trading prices lead to stronger "carbon mitigation" effect, and larger carbon market scales are associated with greater "pollution reduction" effects on PM 2.5. Governance effects on pollution reduction and carbon mitigation vary among pilot regions: Carbon markets of Beijing, Chongqing, Shanghai, and Tianjin show significant governance effects in both "pollution reduction" and "carbon mitigation", whereas Guangdong's carbon market exhibits only a "pollution reduction" effect, and Hubei's carbon market demonstrates only a "carbon mitigation" effect. Given the phase-out of subsidies, the Chinese government has issued a series of non-subsidized industrial policies to support the development of the power Lithium-ion Battery (PLiB) industry, recognized as pivotal for achieving carbon neutrality in the transportation department. However, existing literature provides limited evidence on the contribution of non-subsidized industrial policies, particularly to the PLiB industry. To bridge this gap, using data of 31 PLiB listed firms and 279 relevant non-subsidized industrial policies, this paper analyzes the effects of non-subsidized industrial policies on the global value chain (GVC) embedding position. The results reveal that non-subsidized industrial policies significantly raise the GVC embedding position of Chinese PLiB firms, and the positive effects are prone to increase over the research period. Further investigation shows that there is heterogeneity among PLiB firms, with the raising effects on the GVC embedding position being more significant in eastern and middle PLiB firms, private PLiB firms and midstream PLiB firms. The mechanism verification shows that non-subsidized industrial policies raise GVC embedding position of PLiB firms through technological innovation effect and scale economy effect, while competitiveness effect does not give full play. China's coastal region is the major geographical unit for the future development of China's industrial sector. The transformation of basic structure to high-class development in China's coastal places is a significant tool for promoting the changes related to quality, power and efficiency in regional economic development. In the 21st century, environmental and energy issues have increased worldwide, and challenges related to environmental pollution, energy crises, and ecological imbalances have emerged. To climate change and energy utilization, the sustainable progress of clean energy is the new route of future energy development. Based on China's non-polluting energy growth process in the last ten years, this article explores China's clean/green energy policies and economic growth development plans. Clean energy utilization is crucial for sustainable development in the context of high-quality economic growth and climate change. However, the monetary evolution and carbon emission are not investigated whole from the clean energy aspects. Using Wind energy sources as the acceptable variable, this paper employs threshold regression and impulse functions to assess the energy consumption and economic growth on carbon emission in 30 Chinese provinces over the 2000 to 2020 period. The Deep Belief Network (DBN) model predicts wind energy utilization and efficiency. The results show that economic development and carbon emissions are connected. Further, growth influences promote the offset of carbon emissions. Green innovation alters the nexus of carbon emissions, and China's economy reduces carbon usage. China's energy transformation has been accompanied by potential energy security issues. However, the influence degree and driving mechanism behind this phenomenon remain unclear. In this paper, we developed a complex network-based technical resilience assessment framework and quantified both the historical trajectory and the prospective pathway of energy technical resilience in China. We proposed to reveal the relationship between cleaner energy supply and technical resilience by defining three energy technology resilience indicators: energy robustness, energy recovery rate, and energy performance loss. The results showed a consistent decline in energy technical resilience within China, predominantly characterized by an average diminution of 6.83% in energy robustness from 2010 to 2018. Taking carbon neutrality as a target, China's energy system transformation, characterized by increasing clean energy supply, leads to a significant improvement of 7.73% in energy robustness from 2020 to 2060. Conversely, the nationally determined contribution scenario exhibited negligible changes (±0.57%) in energy robustness, while a decline of 2.21% was noted under the business as usual scenario. Furthermore, energy robustness exhibited increments of 12.07%, 2.3%, and 4.17% for every 10% rise in the share of clean energy supply during 2020–2060, demonstrating greater resilience for cleaner energy systems against disruptions, including energy import interruptions, malicious attacks, and random failures. Wind and solar power are expected to play important roles in many countries to achieve carbon neutrality; however, their inherent instabilities pose significant threats to existing power grids. Because hydropower has been recognized as a viable compensatory resource for solar and wind energy uncertainties, many studies have sought to determine optimal scheduling strategies for hydro-PV, hydro-wind, and hydro-PV-wind systems. However, few studies have simultaneously considered the sizing and scheduling of large-scale hydro-PV-wind hybrid systems connected to long-distance transmission lines. Therefore, this paper develops a mathematical metric to measure the wind and solar output complementarity and incorporates it into a multi-objective sizing and scheduling model for a hybrid hydro-PV-wind system, in which resource complementarity, profit generation, system reliability, and power curtailment trade-offs are concurrently considered. The ɛ -constraint method is employed and decision makers' attitude parameters are introduced to transform the proposed model into its equivalent single objective form. A case study in China reveals that the maximum wind and solar power output complementarity rate can be at least 0.19 for the studied hybrid hydro-PV-wind system. The incorporation of wind enables the hybrid hydro-PV-wind system to provide 4.11% more load than a hydro-PV system. In addition, if 2% of power curtailment is permitted, 1.53% more load can be served and 14.9% higher profits can be earned. Based on the carbon emission reduction of complementary thermal power and renewable energy under the carbon trading mechanism of power supply side, users are made to participate in the individual level carbon trading mechanism with the help of blockchain technology, and the carbon emission reduction in power demand side is guided through the market mechanism, thus forming a supply–demand collaborative carbon emission reduction strategy of source side control and terminal inhibition. By analyzing the decision changes of both the supply and demand sides of electricity before and after the introduction of blockchain, quantifying the influence of blockchain on electricity quantity, electricity price and users' utility in turn, and establishing the personal carbon trading mechanism supported by blockchain, a game model of two-side interaction between supply and demand was constructed. The simulation results show that the collaborative carbon emission reduction strategy based on blockchain gives full play to the potential of carbon reduction in power demand side, and the personal carbon trading mechanism can better inhibit terminal carbon emissions, which is conducive to the deep carbon emission reduction of the power industry. Although our knowledge of national carbon emission trading system and green certificate trading system are powerful incentive instruments that can deliver on increasingly ambitious climate targets in China, there remains an uncertainty of systems' structural reforms. This study builds on and extends a well-established dynamic computable general equilibrium (CGE) model to incorporate carbon trading system and green certificate trading system into the modeling framework, simulating a diverse of system development pathways further allows an exploration of the many possible policy effect. Then, using total factor productivity as a comprehensive indicator to asses policy effectiveness, the evolutionary trend of comprehensive effects under different paths are separately evaluated to discover the reforms' optimal range. Our work offers main results: First, these instruments provide a price signal. The introduction of a carbon allowance auction drive up carbon prices, while the implementation of a green certificate punishment and the expansion of the trading scope promote an increase in green certificate prices. Second, all policy scenarios that help reduce carbon emission intensity and optimize the power supply structure. However, in achieving the net-zero goal, the green certificate policy incurs more economic costs than the carbon trading policy. Indeed, the combination of multiple policy tools alleviates the decline of social welfare levels. Third, synergism design among policy tools: the focus should be on carbon trading policy from 2021 to 2030, green certificate trading policy from 2030 to 2050, and strengthened policy from 2050 to 2060. Reform measures within policies may need to be introduced in a timely manner. Synergistic regional emission reduction (SRER) is an important part of the strategy to achieve carbon neutrality. In this paper, a system efficiency value-added model is proposed to measure the strength of SRER network relationships for 40,186 sets of city pairs and the SRER levels of 284 cities in China from 2011 to 2021. Subsequently, the evolution characteristics of the SRER network, the spatial and temporal characteristics of urban SRER levels, and the driving factors of the SRER network evolution are further analyzed. The results are as follows: SRER network is shifting from a fan-shaped network pattern of "three-region clustering and sporadic coverage" to a shuttle-shaped nested network pattern of "east-west linkage and multi-region support". Time series analysis found that urban SRER level in China showed fluctuating growth characteristics during the study period. Spatial analysis reveals that the spatial autocorrelation of urban SRER level is decreasing, and the spatial distribution range is expanding towards the southwest. Emission reduction comparative advantages (CAER), green innovation division of labor (GIDL) and urban economic linkages (LCEL) are driver factors of SRER network evolution. This study proposes an evaluation method for the urban SRER level from network relationships perspective. Subsequently, network evolution characterization, spatial and temporal characterization, and driving factor analysis were conducted. The intensification of global climate change has led to a widespread consensus on carbon reduction, with the power industry being the principal contributor to carbon emissions necessitating an inevitable transition of its energy structure. Concomitantly, the escalating frequency of natural disasters caused by extreme weather presents formidable challenges to both secure power supply and the low-carbon transition of the power system. To fulfill the developmental requirements of a low-carbon power system and address the carbon emission risks imposed by natural disasters, this paper proposes a bi-level model for generation expansion planning (GEP) that incorporates constraints on the carbon emission trajectory and the influence of natural disasters. The planning-level model optimizes investment costs of various generation technologies and energy storage (ES), as well as the overall operational expenses over the planning period, with an objective to minimize them. It incorporates carbon emission trajectory constraints and policy constraints, such as carbon peaking, carbon neutrality and renewable energy (RE) penetration rates, in order to optimize the planning installed capacity of power sources. The operational-level model aims to minimize typical daily operating costs while also simulating power unit outputs in routine and disaster scenarios. A case study is conducted in a disaster-prone province in southern China to analyze the power generation expansion planning and the trajectory of carbon emissions from 2020 to 2060 under different scenarios. The simulation results show that compared to thermal power, the planning scheme mainly focused on RE with ES is better suited to achieve the goal of a low-carbon transition of the power grid. The proposal of the dual carbon goal and the blue economy in China has sparked a keen interest in carbon emissions reduction from sewage treatment. Carbon accounting in urban sewage plants serves as the foundation for carbon emission reduction in sewage treatment. This paper re-evaluated carbon accounting in the operational processes for urban sewage treatment plants to develop a novel carbon emission evaluation model for anaerobic-anoxic-oxic treatment plants. The results show that the carbon emissions generated by non-carbon dioxide gases far exceed the carbon emissions from carbon dioxide alone. Moreover, the recycling of sewage leads to carbon emissions reduction that offsets the carbon emissions generated during the operation of the sewage plant. Also, the carbon emissions generated by sewage treatment plants are lower than those generated by untreated sewage. The findings and insights provided in this paper provide valuable references for carbon accounting and the implementation of low-carbon practices in urban sewage treatment plants. This paper investigates the impact of China's environmental regulations, with a focus on the green credit policy, on green innovation in pursuit of the "carbon peak and carbon neutrality" goal. Given the implementation of the 2012 Green Credit Guidelines, this paper employs the Difference-in-Difference Method (DID) and conducts a quasi-natural experiment to empirically examine the interactions among the central government, local governments, and high-pollution and high-emission enterprises by exploring the impact of green credit policies on green innovation of these enterprises. Relying on 4503 samples of 237 high-pollution and high-emission enterprises listed in the main board in China from 2003 to 2021, this study reveals that the green credit policy can improve green innovation of these enterprises. Specifically, this study explores the detailed mechanism through which the green credit policy enables these enterprises to increase their market concentration and then the monopoly profits, which in turn promotes their green innovative productivity. In addition, this paper also reveals how local governments' political and financial incentives may serve as positive and negative moderating factors, respectively, within the impact mechanism. Carbon trading market is a central policy tool for promoting cleaner enterprises' energy consumption and investment behaviors. It is crucial for enterprises to establish a green and low-carbon development model by clarifying carbon trading impact mechanism on enterprise behaviors and the interactive relationship between entities in the carbon market. China's contract-based carbon market is still in the development stage, the impact of the mainstream allowance mechanism and government regulation on enterprises' energy behaviors has yet to be determined. In view of this, this paper describes mathematical mechanisms of the influence of carbon prices and carbon quotas on enterprises' energy consumption and investment, and the evolutionary game model of government-enterprise behaviors is constructed, the evolution process and appropriate strategies of enterprises' energy behaviors in the development of the carbon market are discussed. This paper uses real data of China carbon market to simulate the model, it is found that strategies such as relaxation of carbon quotas and carbon subsidies dynamization are needed during the initial development of the market. In the mature stage of the carbon market, strategies are needed to increase the proportion of government carbon revenue and reduce its regulatory cost. The higher the initial willingness of government-enterprise, the better the effect of strategies and the constraints of public willingness. Given the urgency of the transition to renewable energy, this study examines the challenges and opportunities associated with the electrification of heavy-duty vehicles, particularly new energy construction dump trucks, in China. Through a combination of policy analysis and empirical research, it investigates drivers' purchase intentions towards these alternative energy vehicles in a designated study area. The findings reveal that while policies aimed at encouraging adoption are in place, drivers' purchase intentions remain low due to factors such as high costs, technical concerns, inadequate infrastructure, and satisfaction with existing trucks. Specifically, the study identifies key technical challenges, including battery performance and range limitations, and advocates for a shift in policy support towards product development to address these issues. Overall, the paper highlights the need for a comprehensive approach that combines policy incentives with technological advancements to promote the widespread adoption of new energy construction dump trucks in China and achieve sustainability and carbon neutrality goals in the transportation sector. Technical lignin (TL) is a solid waste generated in industrial activities including pulp and paper mills and second-generation (2G) biorefineries. After isolation processes, TL is available in large quantities and has favorable compositional characteristics to produce high-performance activated carbons (ACs), such as low amount of residual carbohydrates, high reactivity due to the presence of different functional groups, and high aromatic carbon content. The value of the AC market is projected to reach US$ 7 billion by 2028, led by the water treatment sector. This work provides a brief overview of the status quo in the production of new adsorbents from TL, focusing on biorefineries, together with a bibliometric and patentometric survey. This evidenced a scarcity of publications on this topic, with the primary focus being on chemical modification of TL. A notable increase was observed in the production of ACs for electrochemical applications. Only a few patents were found on the subject, with China predominating technological development in this area. The findings revealed a technical-scientific-economic potential that has been largely unexplored, as no TL-derived AC from 2G biorefineries has yet been produced and applied in water treatment. Hence, there is excellent potential for the wider commercialization of AC produced from TL, representing an excellent opportunity to recycle TL and support the bio-based circular carbon economy, while also contributing to carbon emission neutrality. The marketing of high-performance ACs produced from TL could make biorefineries more profitable and less sensitive to market price fluctuations, while becoming carbon-neutral multiproduct platforms. Accurate photovoltaic (PV) power forecast is crucial for carbon neutrality. Current researches on PV power forecast mainly focus on using temporal information from single PV station, and the spatial information in multiple PV power stations are often neglected. To address this problem, this paper introduces Moran index to verify the spatial autocorrelation of PV power for the first time, uses Granger causality test and transfer entropy to reveal the spatial information gain in PV power forecast for the first time, and proposes a novel spatial–temporal probabilistic PV forecast method using deep Graph Gated Recurrent Unit (GraphGRU) network-based spatial–temporal multi-task learning and Kernel Density Estimation (KDE). Deep GraphGRU combines the advantages of Graph Convolutional Network (GCN) in spatial feature extraction and the advantages of Gated Recurrent Unit (GRU) network in temporal feature extraction, and thus has strong ability to extract spatial–temporal information in historical data of multiple different PV power stations. Through GraphGRU, temporal dependency information extracted from historical data of multiple PV stations can promote each other to improve the forecast accuracy of each PV stations. KDE is used for estimating the joint probabilistic density function and giving the spatial–temporal probabilistic confidence interval of PV power. Experiments were performed in the five-year actual PV power data from 11 provinces of Belgium and the three-year solar irradiation data from 12 places in China to verify the superiorities of the proposed method. Comparison with conventional spatial–temporal and temporal forecast methods show that the proposed GraphGRU-based spatial–temporal forecast method can extract the spatial–temporal information from multiple PV power stations well and significantly outperform conventional temporal forecast methods. This paper delineates the impact of digital infrastructure construction (DIC) on carbon emission efficiency (CEE) within the ambit of China's "Broadband China" pilot policy (BCP). A quasi-natural experimental framework reveals direct effects, indirect influences, non-linear relationships, and spatial heterogeneity of DIC on CEE. The research distills several pivotal insights: (1) DIC exerts a markedly positive impact on CEE, as evidenced by comprehensive robustness analyses. (2) The digital service industry agglomeration and green technology innovation act as key mechanisms through which DIC influences CEE. (3) The intensity of BCP exhibits an "inverted U-shaped" relationship with CEE. As the level of CEE increases, the impact of DIC on CEE gradually rises, demonstrating a marginal increasing effect. (4) The spatial spillover effects of DIC on CEE vary with increasing distance, revealing a dichotomy: an "agglomeration shadow" within 200 km of policy pilot cities and a pronounced stimulative effect on CEE within a 200–300 km radius. (5) The efficacy of DIC in enhancing CEE is augmented by proximity to central cities, with the optimal radius of influence for central cities determined to be 200 km, beyond which a diminishing gradient effect is observed, forming a "core-peripheral" spatial pattern. Substituting renewable energy for coal power under the carbon neutrality goal is an inevitable path for power system transformation, while the high share of renewable energy leads to a rapid rise in system flexibility demand. Currently, coal-fired power is still one of the most economical and reliable large-scale flexible resources in China. Therefore, the issue of how to mitigate the conflict between cleanliness and flexibility for coal-fired power is urgent to be solved. Accordingly, this paper established an optimization framework for the retirement and technology adoption of coal-fired power units with high spatial-temporal resolution, and the regional carbon emission budget is estimated from a top-down perspective. Secondly, a dynamic carbon quota allocation method considering technological innovation and adoption is proposed. The carbon trading cost of the units is evaluated from a bottom-up perspective, to realize the interaction between the obligatory policy constraints of the top-level target and the flexible incentives of the market mechanism. Finally, the empirical analysis was conducted in the Beijing-Tianjin-Hebei region of China. The optimal solution achieved by proposed method results in a substantial 27% reduction in total costs while keeping the increase in carbon emissions below 3%. By analyzing the dynamic evolution path of coal and the scale of diffusion of multi-type technologies, the differences in the roles coal power assuming at various stages of decarbonization are discussed. The robustness of the model and the validity of the proposed method were verified by comparing the dynamic/static carbon quota allocation. Given the worsening environmental pollution and China's carbon peak and carbon neutrality goals, it is imperative to study the low-carbon travel behavior of urban residents. Previous research has mainly focused on objective environmental factors, subjective behavioral factors, and low-carbon travel behavior. However, the evolving decision-making of local governments, community residents, and individuals within the low-carbon travel system still needs to be explored. Tripartite evolutionary game theory is an effective method for studying the dynamic changes in strategies among limited rationality multiple actors in long-term repeated games, making it applicable to this study. Therefore, this paper simulates participants' behavior using evolutionary game theory, conducts stability analysis of equilibrium points of the replicator dynamic system using the Lyapunov first method, derives evolutionarily stable strategy combinations under different conditions, and finally performs simulation analysis using Matlab. The simulation results indicate: (1) By implementing reasonable incentive mechanisms, Local governments can encourage citizens to adopt low-carbon travel and community transformation. They should pay attention to their expenditures and subsidies, manage their spending to reduce consumption, maximize efficiency, and strive to achieve carbon emission reduction goals. (2) The likelihood of residents choosing low-carbon travel is mainly influenced by direct advantages such as health and economy in the initial stages, and later, it is more affected by the indirect benefits brought about by subsequent objective environmental changes. (3) The cost of renovation significantly affects the built environment of communities, leading to a reduction in renovation costs and the adoption of uniform standards and, consequently, stimulating enthusiasm for community transformation. The research findings suggest that the government can collaborate with the public to reduce carbon emissions by implementing specific environmental changes and providing incentives to encourage citizens to participate in low-carbon transportation. Simultaneously, the government can cooperate with the public, considering the quality of environmentally friendly transportation for citizens, formulating uniform regulations, reducing renovation costs, and achieving the highest low-carbon goals with minimal financial expenditure. Emission peak and carbon neutrality are critical components of China's overall ecological civilization, and the establishment of a sound Green Low-carbon Circular Development Economic System (GLCDES) is a fundamental countermeasure for solving China's resource, environmental, and ecological problems. This paper used the new development concept as entry points to establish a comprehensive evaluation index system encompassing six subsystems: development dynamics, production and living systems, green benefits, low-carbon benefits, circularity benefits and socio-economic benefits. The combined-assignment VIKOR model, based on game theory, was used to thoroughly estimate the construction level of GLCDES by combining panel data from four southwestern provinces, including Chongqing, Sichuan, Guizhou and Yunnan, from 2012 to 2021. The study discovered that: the construction level of GLCDES in all four southwestern provinces increased over the past ten years, but the increase was not significant, the four development effectiveness indices, including green, low-carbon, circularity and socio-economic, were significantly improved, the development dynamics index was not significantly enhanced, and the index of production and living systems declined in fluctuation from year to year. The construction level of GLCDES between regions was very uneven and can be divided into two echelons, with the gap between Chongqing and Guizhou being particularly obvious. Regions can be categorized into three major categories based on the number of dominant subsystems. According to the above results, the total value of the dynamic comprehensive evaluation of each region is governed by the principle of the long side, which is an effective way to improve the construction level of GLCDES by selecting and strengthening the long side in combination with its reality. Carbon market is the most effective market tool for carbon emission reduction. China, the largest carbon emitter in the world, established the national carbon market in 2021, covering over 2000 key units in the power sector. Therefore, the forecasting of carbon price has profound implications for environmental and energy policies. In this paper, two traditional econometric model and three kinds of machine learning (ML) algorithms are used to predict carbon returns in the Chinese carbon trading market based on carefully selected predictors. Among all forecasting models, the Random Forest (RF) has the best forecasting performance, followed by some GARCH models using various factors. Compared with the traditional benchmark of ARMA model, the BP neural network (BP) and the GA improved BP method (GA-BP) are less competitive in predicting carbon returns in China because of their large forecasting errors. According to the optimal model, social attention to the carbon market, the international crude oil returns and the overall performance of the stock market are the most important predictors. The findings are robust to the change in the sample set. Numerous studies have discussed the economic impacts of the COVID-19 pandemic in recent years. However, the effectiveness and trade-offs of diverse countermeasures still need to be investigated, particularly under the long-term goal of low-carbon transition, which is crucial for understanding the potential impacts of the future public health emergency (PHE) related economic crisis. Given that China still faces big pressures from the potential PHE and carbon neutrality, this paper assesses the effectiveness of policy instruments in restoring the economy and advancing green development after the PHE using the Dynamic Stochastic General Equilibrium framework. Our findings reveal that the PHE imposes more constraints on the economy because of the decrease in productivity on the supply side and in consumption on the demand side. Compared to the other counterparts, the mixed stimulus can overcome the adverse impacts of the PHE while contributing to carbon reduction. Furthermore, all types of low-carbon policies investigated in this study can contribute to carbon reduction at the expense of economic growth. Meanwhile, the carbon tax realizes the target of reducing emissions with the smallest negative impact on economic growth. In order to probe collaborative environmental governance (CEG) in China's "1 + N" policy framework for carbon peak and carbon neutrality, this paper applies the Actor-network theory (ANT) as an analytical framework to explore carbon reduction policy coordination. We then model ANT's relations with an evolutionary game theory (EGT) model to examine the evolutionarily stable strategies in CO 2 emission reduction by various actors including the central government, local governments, commercial banks, and polluting enterprises. Our objective is to examine policy coordination as the key enabler for governing success via an ANT-based mechanism design in China's institutional context. Combining the strength of ANT with a four-party EGT model, we investigate how to improve policy coordination to mobilize the actor-network for promoting CEG. Simulations are conducted to examine the effectiveness of policy coordination involving multiple policy instruments for controlling carbon emissions. The central government fulfills leadership in translating the interests of other actors and shaping the desired collaborative network. Without proper coordination, environmental policies may counteract each other. Government transfers and subsidies have direct impacts, but in the long run enhanced competitiveness and profitability of enterprises represent the intrinsic key to CEG success.
