This study describes the use of inventory-based landslide susceptibility index (LSI) models based on the selection of causative factors, functional relationships between factors and integration to a hazard-warning model. We first merged landslide inventory data of five typhoon-training events and obtained sets of data representing environmental conditions where landslides are likely to occur. These well-defined data sets are used to select five representative causative factors, i.e. the slope angle, rock strength, drainage, curvature and soil type. Four bivariate statistical model combinations were tested: the linear combination, geometric mean, and two other mixed combinations. As a result, the modulation effects between (i) rock strength and slope and (ii) drainage and curvature were intensified in mixed model 2 (MX2) through factor multiplication. The MX2 LSI was integrated with three multivariate landslide hazard-warning models and tested with four triggering factor rainfall parameter sets. Results lead to the conclusion that threshold models with terrain-influenced rainfall can better identify hazard-warning locations. Modulating factor combinations for the hazard warning can also mirror true environmental conditions, yielding more representative model results. This study investigated the streamflow impacts in wet and dry spells using a statistical downscaling projection method to obtain 5 km girds under four Representative Concentration Pathway (RCP) scenarios. Two upstream catchments, the Dahan and Laonong Rivers were selected as the study areas. A water balance hydrological model, also known as the Generalized Watershed Loading Function model, was used to simulate the streamflow impacts. There are 126 projections from 41 general circulation models (GCMs) and 4 RCPs used in this analysis. The analytical results indicate that the streamflow impacts in different RCP scenarios are significant but vary with individual GCM's projection. The variance of 20 selected GCMs is close to that of all other GCMs. Typically, more than 60% of GCMs project that in the early 21st century, streamflow in each RCP increases by 0 - 40% in wet spells and decrease by -40 ~ 0% for the Dahan River, but the streamflow increases during both wet and dry spells for the Laonong River. In the late 21st century, the streamflow decreases by 60% during dry spells in the Laonong River. Various predictions for the early and late 21st century show high variance of streamflow impacts. 'Disaster risk assessment' is important in the planning of risk management strategies that reduce societal losses. However, governmental agencies in Taiwan generally assess risks that emerge from debris flows without adequately considering risk management and taking a systems approach. This work proposes an approach to thoroughly consider the interactive influence mechanism of debris flow disaster risk. Additionally, a systematic method for assessing disaster risks is developed. This proposed method can be used in the current risk assessment and as a basis for management strategy planning. Based on systems thinking, the components and attributes of a conceptual system of disaster risk management associated with debris flows in a river basin are identified. Subsequently, a conceptual mitigation-hazard-exposure-resistance framework and an indicator system for assessing the debris flow disaster risks in a river basin are identified. The disaster risks for each exposed community in each drainage zone can be systematically calculated based on the current status or plans of prevention and evacuation measures using the proposed indicator system. A case study of implementing the proposed methodology that involves the Chishan River Basin is presented, in which disaster risk according to the current status of prevention and evacuation measures is assessed. Drainage zones and communities with a significant debris flow disaster risk are located; this risk is associated with a lack of adequate prevention and evacuation measures that have been planned of government agencies. Analytical results indicate that the proposed methodology can systematically and effectively assess the disaster risks of a river basin. River networks evolve as migrating drainage divides reshape river basins and change network topology by capture of river channels. We demonstrate that a characteristic metric of river network geometry gauges the horizontal motion of drainage divides. Assessing this metric throughout a landscape maps the dynamic states of entire river networks, revealing diverse conditions: Drainage divides in the Loess Plateau of China appear stationary; the young topography of Taiwan has migrating divides driving adjustment of major basins; and rivers draining the ancient landscape of the southeastern United States are reorganizing in response to escarpment retreat and coastal advance. The ability to measure the dynamic reorganization of river basins presents opportunities to examine landscape-scale interactions among tectonics, erosion, and ecology. [ABSTRACT FROM AUTHOR]

The feasibility of using geological and geophysical well-log and borehole-televiewer data for the identification of hydraulically transmissive fractures is evaluated. Twenty-nine boreholes were drilled to a depth of 100 m in the middle-stream basin of Jhuoshuei River, Taiwan. Four criteria that assist in indicating the potential presence of permeable zones are proposed, including: lower gamma-ray response compared with the average response, divergence of the short normal-resistivity log relative to that of the long one, longer sonic travel time, and the appearance of discernible openings detected with the televiewer. With these, the transmissivities at the predetermined depths were estimated and verified by an in-situ hydraulic test. The statistical results indicate that, particularly in the mountainous area where a complex folded structure with a succession of synclines and anticlines is shown, the interpretation of lithologic conditions is not necessary to identify the presence of a relatively higher-permeability zone. Comparatively, the estimates of porosity and fracture aperture are the necessary premises to the prediction of hydraulically transmissive fractures. A joint consideration of all four criteria is found, allowing a less biased evaluation of the fracture transmissivity. [ABSTRACT FROM AUTHOR]

Abstract: Typhoon Mindulle was the most severe typhoon across the Tachia River watershed following the 921 Chi-Chi earthquake, and resulted in extremely high precipitation of 1431mm that induced many landslides, debris flows, and debris floods in affected areas. This paper analyzes the debris flows in the Songhe area induced by Typhoon Mindulle by employing a numerical model for debris flow simulation. The FLO-2D numerical program was adopted to simulate the flow conditions of debris flows in the Songhe area, including flow depths, flow velocities, and sediment depositions. Comparing the field data with simulation results, this paper defines an Index of Accuracy to examine simulation accuracy. Ignoring the influence of houses in the alluvial fans, the simulation accuracy was 79.3% and 61.4%, respectively for the First and Second Branches of the Songhe Stream. Considering the house effect in the Songhe area raised the simulation accuracy to 82.3% and 75.5%, respectively for the First and Second Branches. In addition, the simulation considering the hydraulic structures established after Mindulle was executed. This study also adopted 24h accumulated precipitation at various recurrence intervals (10, 100, and 500years) to perform scenario simulation of debris flows. Based on the method of Swiss Disaster Degree Classification, consisting of influential intensity and occurrence probability parameters, this study classified the risk degree of hazardous debris-flow areas into three categories, including high, medium, and low. Abstract: This study aims at quantifying the distribution of REEs associated with chemical weathering processes, as well as investigating weathering mechanisms and source regions of the Gaoping (formerly spelled Kaoping) River (KPR) catchment basin located at southwestern Taiwan. Spatial distributions of dissolved rare earth elements, as well as major ions, trace elements and Sr isotopes in river waters were analyzed using SF-ICPMS and TIMS. Our results indicate that REE concentrations and patterns predominantly reflect sources and intensity of chemical weathering along the river''s catchment. Most specimens have high Na/Cl (4.2–30.1 mol/mol) ratios due to strong weathering intensity in the upper stream. The Na/Ca and Mg/Ca ratios suggest the main contribution is from weathering of silicates and carbonates. Total concentrations of REEs are rather low in the Gaoping (Kaoping) River (6.7–15.4 ng/L), possibly influenced by adsorption onto suspended particles. The REE patterns also reflect source heterogeneity in weathering minerals with large LREE depletion and MREE enrichment. Europium is strongly enriched in the Gaoping (Kaoping) River water, as a result of its preferential dissolution from suspended particles. Unique Gadolinium anomaly is present in all specimens, likely related to contamination due to clinic waste disposal. Small fractionations of LREE/HREE have occurred along the KPR and can be used as a distinct signature for source identification. The main stream samples exhibit a relatively wide range of 87Sr/86Sr, 0.71265–0.71360, with a systematical increase downstream due to source mixing of dissolved basalt (less radiogenic) and sedimentary rocks. Each tributary shows distinct Sr isotope signatures due to different rock types and ages. Taiwan's natural setting creates highly vulnerable watersheds whose rivers discharge disproportionately large quantities of sediment to the coastal ocean. The 16 Taiwanese rivers analyzed in this article discharge ~180 Mt yr-1 of sediment to the coastal ocean, although totals over the past 20 years have varied between 16 and 440 Mt yr-1. The mean annual sediment yield of 9500 t km-2 yr-1 for the 16 rivers is 60-fold greater than the global yield of 150 t km-2 yr-1, but mean yields for the individual rivers vary by more than 2 orders of magnitude, from 500 to 71; 000 t km-2 yr-1. Most sediment erosion and delivery occur in response to typhoon-generated floods, as evidenced by the fact that >75% of the long-term flux occurs in <1%of the time, about one-third of which reaches hyperpycnal concentrations. Detailed analysis of the 16 watersheds reveals little evidence of any single environmental factor that controls sediment load. The Erren, the highest-yield river on Taiwan, drains an erodible but low-gradient watershed with relatively low runoff. In contrast, three east coast rivers, the Hoping, the Hualien, and the Beinan, have high sediment yields that may be explained by relatively frequent earthquakes coupled with high runoff. Farming and urbanization also have elevated sediment yields in eastern watersheds, whereas Holocene sediments buried in the Taiwan Strait suggest that present-day sediment loads of the western rivers may be no higher than prehuman levels. Enteroviruses have recently emerged as a concern to health authorities because they are a waterborne nonbacterial cause of gastroenteritis. Forty-six samples of brackish water from two sites upon the Damshui River, Taiwan, were analyzed for the occurrence and serogroups of enteroviruses. The seminested reverse transcriptase polymerase chain reaction was used for detecting enteroviruses. Six of the 23 water samples from one site and eight from the other site tested positive for enteroviruses. Detection results were identified by the nucleic acid sequencing method. Five serogroups of enteroviruses were identified as coxsackievirus A2, coxsackievirus A6, echovirus 11, enterovirus 71, and porcine enterovirus 9. The occurrence of enteroviruses within the water samples shows significant correlations with the occurrence of enterococci and low water temperatures. [ABSTRACT FROM AUTHOR]

This paper uses the grey fuzzy multiobjective programming to aid in decision making for the allocation of waste load in a river system under versatile uncertainties and risks. It differs from previous studies by considering a multicriteria objective function with combined grey and fuzzy messages under a cost benefit analysis framework. Such analysis technically integrates the prior information of water quality models, water quality standards, wastewater treatment costs, and potential benefits gained via in-stream water quality improvement. While fuzzy sets are characterized based on semantic and cognitive vagueness in decision making, grey numbers can delineate measurement errors in data collection. By employing three distinct set theoretic fuzzy operators, the synergy of grey and fuzzy implications may smoothly characterize the prescribed management complexity. With the aid of genetic algorithm in the solution procedure, the modeling outputs contribute to the development of an effective waste load allocation and reduction scheme for tributaries in this subwatershed located in the lower Tseng-Wen River Basin, South Taiwan. Research findings indicate that the inclusion of three fuzzy set theoretic operators in decision analysis may delineate different tradeoffs in decision making due to varying changes, transformations, and movements of waste load in association with land use pattern within the watershed. The Keelung River Basin in northern Taiwan lies immediately upstream of the Taipei metropolitan area. The Shijr area is in the lower basin and is subject to frequent flooding. This work applies micromanagement and source control, including widely distributed infiltration and detention/ retention runoff retarding measures, in the Wudu watershed above Shijr. A method is also developed that combines a genetic algorithm and a rainfall runoff model to optimize the spatial distribution of runoff retarding facilities. Downstream of Wudu in the Shijr area, five dredging schemes are considered. If 10-year flood flows cannot be confined in the channel, then a levee embankment that corresponds to the respective runoff retarding scheme will be required. The minimum total cost is considered in the rule to select from the regional flood mitigation alternatives. The results of this study reveal that runoff retarding facilities installed in the upper and middle parts of the watershed are most effective in reducing the flood peak. Moreover, as the cost of acquiring land for the levee embankment increases, installing runoff retarding measures in the upper portion of the water-shed becomes more economical. Landslides have been identified as one of the costliest and deadliest natural disasters, causing tremendous damage to humans and societies. Information regarding the spatial extent of landslides is thus important to allow officials to devise successful strategies to mitigate landslide hazards. This study aims to develop a machine-learning approach for predicting landslide areas in the Tsengwen River Watershed (TRW), which is one of the most landslide-prone areas in Central Taiwan. Various spatial datasets were collected from 2009 to 2015 to derive 36 predictive variables used for landslide modeling with random forests (RF). The results of landslide prediction, compared with ground reference data, indicated an overall accuracy of 91.4% and Kappa coefficient of 0.83, respectively. The findings achieved from estimates of predictor importance also indicated to officials that the land-use/land-cover (LULC) type, distance to previous landslides, distance to roads, bank erosion, annual groundwater recharge, geological line density, aspect, and slope are the most influential factors that trigger landslides in the study region. The Zhe-Min mountainous rivers in SE China are characterized by stable tectonics, small–mesoscale drainage basins, relatively homogenous bedrocks, dense vegetation cover and high rainfall conditions. These rivers deliver loads of sediments and nutrients to the oceans and always indicate considerably high variability of sediment flux on short-term timescales. However, short-term sediment compositional variations and transport mechanism by these mountainous rivers remain poorly understood. Here we target the Minjiang River, use mineralogical and trace element geochemical data of suspended particulate matters (SPMs) within a one-year hydrological cycle (from October 2016 to October 2017), riverbed sediments (<0.063 mm fractions) and SPMs from the mainstream and major tributaries, to investigate their provenance and transport process. The results indicate that the SPMs in different seasons have strong seasonal geochemical heterogeneity, with highly positive correlations between several trace element ratios (e.g. La (CN) /Yb (CN) and Th/Sc) and runoff of the river. Riverbed sediments and SPMs collected in pairs have distinct geochemical compositions. The riverbed sediments have relatively low La (CN) /Yb (CN) (ca. 10–15) and Th/Sc (ca. 2–5) ratios, whereas the SPMs have La (CN) /Yb (CN) and Th/Sc ratio ranges of ca. 14–17 and ca. 4–7, respectively. These findings suggest a predominant hydrologic control on the Minjiang River sediment transport and geochemical compositions on a seasonal timescale. We conclude that exposed riverbed sediments are probably selectively recycled in dry-season sediment transport, whereas the flood-season SPMs are less mixed with riverbed sediments and are likely dominated by particulates directly from those tributaries and the upper mainstream. We favor that the Zhe-Min mountainous rivers are featured by rapid sediment delivery in response to hydroclimatic changes and have similar sediment transport behaviors with those small mountainous rivers in tectonically active regions of the subtropical East Asia (e.g. Taiwan).
