In the early 1900s, Washington, D.C. contained many alleys in the interior of blocks inhabited by impoverished Black residents. Elite reformers engaged in an aggressive campaign to eliminate alleys, on the grounds of their purported unsanitary environment and high disease prevalence. In this paper, I combine quantitative, qualitative, and spatial sources to explore new perspectives on segregation, public health, and the racialized efforts of housing reformers during this period. I find that reformers overstated the horrors of conditions in alleys and their effects on residents' health: poorer health among alley residents was in large part due to Black residents' marginalization wherever they might live. Alleys' status as racialized space, coupled with progressive paternalistic racism, facilitated the discursive construction of alleys as pathological "breeding grounds of disease." Further, my findings shed new light on micro-configurations of segregation within racially mixed neighborhoods, as well as the social experience and meaning of such configurations. Far from indicating harmonious coexistence, the proximity of such alleys to white homes and institutions spurred elite Washingtonians' self-interested fear of disease spreading beyond the alleys. Thus, this pattern of segregation helps explain the zeal of the campaign to eradicate alleys: as a means of achieving separation from undesired Black neighbors whom white reformers associated with contagion. Cities grow in layers over time. As population and land values increase, older, smaller buildings are replaced with higher density, higher value structures. However, direct costs of redevelopment and institutional barriers such as zoning may constrain replacement of older structures, leading to alternate forms of supply adjustment. In this paper, I use data on building permits in Washington DC to examine three different forms of residential investment: new construction, expansion of existing structures, and renovation. Results suggest that new construction accounts for a relatively small part of residential investment and is highly concentrated in a few neighborhoods. Expansions and alterations of existing structures are more frequent and more evenly dispersed across space. Recent increases in housing values are correlated with more new construction, but only among neighborhoods with relatively more permissive zoning. The role of safe, stable affordable housing has been found to play an outsized role in the ability of residents to access opportunity. However, low-income and moderate-income households face disproportionate impacts of changes in urban neighbourhoods, including poor conditions, evictions and rising rents that threaten that stability. Over the past decade, the deep subsidies that created or redeveloped affordable housing between the late 1960s and 1980s have expired, putting not only the residents of those buildings. Meanwhile, market-affordable housing is at risk due to increasing market pressure in appreciating neighbourhoods. In Washington, DC a combination of programmes, laws and traditions have created a tenant-led preservation policy that has preserved the affordability of tens of thousands of units since the early 1980s. This paper investigates DC's tenant-based preservation policy to understand the preservation challenges and opportunities for low-income and moderate-income residents in changing communities. In 1978 the local government in the District of Columbia approved a measure to tax up to 70% of the profits made on residential speculation. The tax was the first of its kind in the USA. But, it was quickly overturned and deemed by supporters and opponents a failure. Based on 10 months of archival research and interviews in Washington, DC, this paper examines how property rights became a narrative barrier that tax supporters could not overcome. By narrative barrier, I mean the set of rules that shaped how speculation was discussed. Tax supporters did not publicly convey a counter-hegemonic vision of how tenure security and economic wealth could be achieved for black residents through means other than private ownership and real estate investment. Previous iterations of large-scale redevelopment were been marked by displacement of the residents whose homes stood in the way of perceived progress. Now these neighborhoods face a new kind of urban renewal. A city with significant vacancy and city government ownership, Washington, DC, is in the process of rapid infill redevelopment. As property values surrounding city-backed developments that were once affordable increase, residents struggle to afford housing. DC has developed significant tools for the preservation of affordable housing, including an existing stock of subsidized housing, legal and financial resources, and a network of organizers and advocates that have given many residents in changing neighborhoods the opportunity to remain. This paper uses the example of Columbia Heights neighborhood of Washington, DC to examine potential strategies to preserve affordable housing in rapidly changing housing markets. A housing restoration trend—called “brownstoning” in New York, and urban pioneering or the back-to-the-city trend in other cities—had a noticeable impact in several major U.S. cities from the late 1950s onwards. Nowhere was the trend more influential than Washington, D.C. In key “intown” residential areas such as Georgetown, Capitol Hill, and Dupont Circle, the popularity of housing restoration was catalyzed by a very active set of neighborhood preservation and restoration groups. Focusing on the Capitol Hill area, this paper explores the organizational and publicity apparatus that drove the restoration process as well as the cultural politics and racial tension that accompanied it.
